Iraq's overall security situation has notably improved after the defeat of ISIS, but significant challenges lie ahead. Iraq has witnessed major political and security transitions in 2017 when Prime Minister Al-Abadi announced in December the victory over ISIS after a war that lasted three years. The defeat of ISIS in Iraq left the government with the daunting tasks of rebuilding the country's infrastructure, reconstruction of liberated areas, establishing security and stability,and providing services for the return of the displaced persons. On May 12, 2018 Iraq voted in parliamentary elections that delivered a win for a political bloc led by Moqtada al-Sadr, while PM Al-Abadi's bloc, once seen as front runner, came in third. The ballots have been recounted after allegations of fraud and completed on August 8th without major change. On September 15th, Iraq's parliament elected lawmaker Mohammed al-Halbousi as speaker, marking a major step towards establishing a new government. On October 2nd, Iraq's parliament elected as president Barham Salih,who immediately named Adel Abdul Mahdi Prime Minister-designate, ending months of deadlock afterthe national election in May.
The Syrian event formed a social laboratory that can test various theories of social sciences. Given the intensity of the conflict and the depth of the fluctuations and changes created, there are clear horizontal and vertical divisions and overlapping of the Syrian society's political attitudes towards what is happening. The importance of demographic factors in this regard was remarkable, which is an opportunity to study the factors that determine the political attitude and highlight the demographic factors. Due to the special circumstances of Syria and the difficulty of reaching all segments of society, we chose to study the political attitude of the Syrian students at Mardin Artuklu University. We distributed a questionnaire on a random sample and 212 could be accepted. After carrying out the statistical analysis of the data it was found that the most important demographic factors contributing to determining the age of political attitude, Where the older segments of the youth tended to opposition mood, and the ethnic factor, where it was found that Arabs have an attitude closer to the opposition mood compared to Kurds. While there was no significant effect on the factors such as religion, financial situation and gender.

Afstaða Íslendinga til öryggismála hefur lítið verið rannsökuð frá því í lok kalda stríðsins. Í þessari grein eru kynntar niðurstöður könnunar um afstöðu til og hugmyndir um utanríkis- og öryggismál, en Félagsvísindastofnun HÍ vann könnunina í nóvember og desember 2016. Niðurstöður könnunarinnar eru settar í samhengi við þróun í öryggisfræðum, þá sérstaklega öryggisgeira (e. security sectors) verufræðilegt öryggi (e. ontological security) og öryggisvæðingu (e. securitization). Helstu niðurstöður eru að almenningur á Íslandi telur öryggi sínu helst stafa ógn af efnahagslegum og fjárhagslegum óstöðugleika og náttúruhamförum, en telur litlar líkur á því að hernaðarátök eða hryðjuverkaárásir snerti landið beint. Þessar niðurstöður eru í takmörkuðu samræmi við helstu áherslur stjórnvalda í öryggismálum og því mikilvægt að stjórnvöld átti sig á því hvernig hægt er að tryggja það að almenningur sé meðvitaður um þær forsendur sem áhættumat og öryggisstefna grundvallast á. ; Icelanders' views on security and foreign affairs since the end of the Cold War are an understudied issue. This article presents the findings of a large scale survey on the position and ideas about foreign affairs and security. The survey was conducted by the Social Science Research Institute of the University of Iceland in November and December 2016. The results of the survey are placed in the context of developments in security studies, with an emphasis on security sectors, ontological security, and securitization. The main findings are that the Icelandic public believes that its security is most threatened by economic and financial instability, as well as natural hazards, but thinks there is a very limited chance of military conflict or terrorist attacks directly affecting the country. These findings are incongruent with the main emphases of Icelandic authorities, as they appear in security policy and political discourse. It is therefore important that the authorities understand how to engage with the public about the criteria upon which risk assessments and security policies are based. ; Peer Reviewed

Its basic hypothesis is that while the crisis did initially provide scope for ministers, technocrats and bureaucrats specialized in public health to play a greater part in making health policy, their ability to maintain this newfound influence depended on their "policy capability". Through a comparison of the two case studies, this article shows that the more centralized a state is, the more unprecedented the crisis is and the more policy capability it has, the greater the role bureaucrats play at the expense of politicians.

Göçmen ve Mülteci Kadınlar için Fiziksel Aktivite Rehberi, Hacettepe Üniversitesi Bilimsel Araştırma Projeleri Koordinasyon Birimi tarafından desteklenen "Türkiye'de Yaşayan Suriyeli Göçmen Kadınların Güçlenmelerinde ve Toplumsal Entegrasyonunda Bir Sosyal Politika Aracı Olarak Fiziksel Aktivitenin Kullanılması" isimli araştırma projesi kapsamında hazırlanmıştır. Projede, mülteci kadınların güçlenmelerinde ve sosyal uyumun sağlanmasında fiziksel aktivite bir araç olarak kullanılmıştır. Projenin birinci basamağında Suriyeli mülteci kadınların fiziksel aktivite düzeyi kültürleşme bağlamında incelenmiştir. Projenin ikinci basamağında, Suriyeli, Afganistanlı, Iraklı ve Türkiyeli kadınlardan oluşan 25 kişilik bir grupla 12 haftalık fiziksel aktivite programı uygulanmıştır. Sosyal uyumu hedefleyen bu uygulama sonrasında elde edilen bulgular ve deneyimler doğrultusunda, mülteci kadınlar için geliştirilecek bir fiziksel aktivite programının kavramsal çerçevesini, hedeflerini ve pedagojik ilkelerini içeren bir rehber kitap hazırlanmıştır. Geçtiğimiz on yılda artan göç oranları, birçok göç edilen ülkede göç ve toplumsal bütünleşme politikaları konusundaki tartışmaları hızlandırmıştır. Dünyada Suriyeli mülteci sayısının en fazla olduğu Türkiye'de, Suriyeli ve son zamanlarda Afganistanlı ve Iraklı mültecilerin sosyal uyumuna yönelik çeşitli araştırma verilerine dayalı politikalar üretilmektir. In the project, physical activity is used as a tool in empowering refugee women and ensuring social integration. In the first phase of the project, physical activity levels of Syrian refugee women were investigated with regard to acculturation. In the second phase of the project, a 12-week physical activity program was implemented in a group consisting of 25 Syrian, Afghan, Iraqi and Turkish women. In accordance with the findings and the experiences obtained as a result of this physical activity intervention aimed at social integration, The Physical Activity Guide for Migrant and Refugee Women was developed. Increasing rates of migration in the last decade have accelerated debates about migration and social integration policies in many countries. In Turkey, where the number of Syrian refugees is the highest in the world, policies are being made based on various research data regarding the social integration of Syrian and, more recently, Afghan and Iraqi refugees. Not enough importance has been ascribed to sport and physical activity in these policies yet. However, while data from scientific research exhibit favourable impacts of physical activity and sport on the lives of migrant and refugee individuals, the unifying power of physical activity and sport is emphasised by international organizations. Between 2016 and 2018, the European Commission supported 54 projects, totalling a sum of approximately 3 million Euros, offering physical activity and sport opportunities to improve the well-being and social engagement of refugees in the European Union member states. Within the scope of Article 5 of the United Nations (UN) 2030 Sustainable Development Goals, titled "Promoting Gender Equality", it is required to ensure women's empowerment at all levels and to eliminate violence including all forms of abuse against women. The Physical Activity Guide for Migrant and Refugee Women, with regard to its objectives, is a model for the use of physical activity as a social policy tool in the physical, mental and social empowerment of refugee women living in Turkey. It is a guide that can be used in academic studies and social responsibility projects aimed at women's empowerment within the scope of UN Goals. The availability of the guide in Turkish, Arabic, and English languages makes the information directly accessible to migrant and refugee women. Moreover, it features as an international guide available to international platforms. We would like to thank the participants, trainers, volunteers, staff and managers with whom we work together in the realization of project activities. We moved together, danced together, we shared our cultures, our daily lives. We embraced our differences and similarities and became empowered together. This study aimed at "how to move from individual vision in the management of WAQF institutions to effective institutional work. The study first introduced the concept of governance in terms of language and terminology. He then went on to the definitions of international organizations for the concept of governance, as well as the relationship of governance to combating financial and administrative corruption. He explained the role of foundations in the sustainable development of society. The research of modern waqf companies has shown language and terminology, and how to establish these companies. The problem of research was that the management of most Waqf institutions, dominated by vision and individual judgments, in an age of diverse science and modern management skills. The research proposed a model of governance and performance, based on three axes: "enablers, themes, processes" and each axis with eight elements to activate it. The Corporate Governance and Performance Management Office operates at three levels within Waqf institutions, namely, "Strategic Level, Executive Level and Operational Level". Icelandic politics are analysed from the perspectives of three normative models of democracy: the liberal, republican and deliberative democratic theories. While the Icelandic constitution is rooted in classical liberal ideas, Icelandic politics can be harshly criticized from a liberal perspective, primarily because of the unclear separation of powers of government and for the extensive involvement of politics in other social sectors. Despite strong nationalist discourse which reflects republican characteristics, rooted in the struggle for independence from Denmark, republicanism has been marginal in Icelandic politics. In the years before the financial collapse, Icelandic society underwent a process of liberalization in which power shifted to the financial sector without disentangling the close ties that had prevailed between business and politics. The special commission set up by the Icelandic Parliament to investigate the causes of the financial collapse criticized Icelandic politics and governance for its flawed working practices and lack of professionalism. The appropriate lessons to draw from this criticism are to strengthen democratic practices and institutions. In the spirit of republicanism, however, the dominant discourse about Icelandic democracy after the financial collapse has been on increasing direct, vote-centric participation in opposition to the system of formal politics. While this development is understandable in light of the loss of trust in political institutions in the wake of the financial collapse, it has not contributed to trustworthy practices. In order to improve Icelandic politics, the analysis in this paper shows, it is important to work more in the spirit of deliberative democratic theory ; Peer Reviewed
تهدف الدراسة إلى الإحاطة بظاهرة الفساد الإداري ومختلف مسبباتها وأثارها الاقتصادية والاجتماعية في الجزائر، حيث استفحال الظاهرة في مختلف القطاعات يسبب آثار وخيمة على اقتصاد أي بلد من تذبذب في النمو الاقتصادي ومعدلات الاستثمار الأجنبي وعدم الاستقرار السياسي والأمني، ما دفع الجزائر كغيرها من الدول في محاربة الظاهرة عبر استراتيجية تشريعية ومؤسساتية واقتصادية، خاصة وأن ترتيب الجزائر في الدرجات الدنيا ضمن مؤشرات مدركات الفساد في العقد الأخير ينذر ناقوس الخطر وقد أنشئت الدولة السلطة العليا للشفافية والوقاية من الفساد ومكافحته والديوان المركزي لقمع الفساد، كهيئتين متخصصتين في كشف الفساد والمفسدين بصلاحيات وقرارات تساعدهما على ذلك، ورغم هذا هناك بعض العوائق التي توجههما لابد من إزالتها للنجاح أكثر في القضاء على ظاهرة الفساد الإداري أو على الأقل الحد من انتشارها. ; the study aims to capture the phenomenon of administrative corruption and its various causes, and economic and social impacts in Algeria, in addition to the various institutional structures established by the state to confront corruption in general and administrative corruption in particular, as the phenomenon has exacerbated in various sectors causing disastrous effects on the economy of any country from fluctuations in economic growth and investment rates, Algeria, like other countries, hastened to fight the phenomenon through a legislative, institutional and economic strategy, especially since Algeria's ranking in the lowest ranks within the corruption perceptions indicators in the last decade warms of alarm, so the state established the National authority for the Prevention and Control of Corruption and the Central Bureau to suppress Corruption, as two bodies specialized in uncovering corruption and the corrupt, with powers and decisions that help them in this, and despite this there are still some obstacles that direct them that must be removed in order to succeed more in eliminating the phenomenon of administrative corruption or at least limiting its spread
النظام الداخلي للبرلمان هي الأداة التي تنظم عملالبرلمانوتحدد العلاقة بينه و بي السلطات الأخرى للدولة، وكذلك ترسم الطريق الذي يتعين على النائب أن يسلكه لأداء دوره في الرقابة والتشريع. وأن مبررات وضرورات وضع الانظمة الداخلية تكمن في ثلاثة ضروريات تشريعية وتنظيمية، وكذلك أنها ضرورة ملحة لحماية الاقليات البرلمانية. وهناك ثلاث طرق لإصدار الانظمة الداخلية للبرلمان، وأن المجالس التشريعية هي صاحبة الاختصاص الاصلي في وضع لوائحها الداخلية، ومبرر ذلك يرجع الى العمل بمبدأ الفصل بين السلطات وإستقلال البرلمان عن السلطات الاخرى. وأن النظام الداخلي لا تقتصر أهميتها على تنظيم المسائل الشكلية أو الاجرائية بل يمكن أن تمس كذلك المسائل الموضوعية فتقوم بتكملة النصوص الدستورية فيما يتعلق بمجال الاختصاص البرلماني. ورغم إختلاف الظروف السياسية والاجتماعية والاقتصادية لظهور البرلمان في كل من دول موضوع المقارنة فيما يخص التنظيم الداخلي للبرلمان، الا أن هناك نقاط يجمعهم ونقاط يفرقهم مثل طريقة تكوين البرلمان وكيفية إنتخاب رئيس البرلمان في الدول الاربعة. وأن أللجان البرلمانية لها دور محوري في عمل كل البرلمانات الاربعة موضوع المقارنة، لكن التقاليد البرلمانية تختلف بين الدول وكذلك ثبوتية عدد أعضاء البرلمانات. ; The rules of procedure of the Parliament are the tools that regulate the work of Parliament and determine the relationship between it and the other authorities of the country, they also chart the path that the MP must take to perform his role in the censorship and legislation. The geo-economy presents Lebanon with challenges associated with being a nexus for regional fault lines and risks from its dependence on capital inflows.
