Sabemos que el fútbol es el deporte más practicado en todo el mundo y también el más seguido, por eso es uno de los deportes con más potencial de influencia en la sociedad y el entrenador es su figura más influyente por la acción de liderazgo que promueve junto a los demás, que lo rodean, sobre todo si hablamos de niños y jóvenes. Es el entrenador que puede mantener la práctica del fútbol del lado positivo, donde se pretende que esté y donde debe permanecer, en el fomento de los valores educativos y en el aprendizaje armonioso de la modalidad. Dada la importancia que tiene esta figura en el deporte en general y en el fútbol en particular, es determinante que su formación sea un punto fundamental de sus cualidades, ya que de ella pueden emanar muchas otras competencias, capaces de influir al joven futbolista de forma favorable en todas sus dimensiones. De esta forma, se hace preponderante el estudio sobre la formación del entrenador de fútbol, que todos los días es una pieza importante en el entrenamiento de nuestros jóvenes, no sólo en el capítulo deportivo, sino también en el capítulo social. Comenzamos nuestro trabajo buscando realizar la fundamentación teórica del tema. En una primera parte iniciamos un marco global haciendo referencia a la legislación reciente que rige la figura del entrenador y su formación, revisamos todos los documentos internacionales y nacionales sobre la formación de entrenadores y sus competencias recogiendo la información pertinente. En una segunda parte, más específica, fuimos gradualmente entrando en las características que debe tener el entrenador, en las concepciones de enseñanza y en las necesidades de formación de entre otros aspectos desarrollados. Uno de los grandes objetivos de esta investigación fue el desarrollo de una herramienta válida y fiable para el estudio de la formación de entrenadores que posibilitase su posterior aplicación en Portugal y para permitir la replicación del estudio en diferentes contextos. Para ello construimos un cuestionario que partió del estudio de Abad (2009) y sometemos esa herramienta a un proceso de validación con el objetivo de analizar la formación de los entrenadores de fútbol de base en los clubes de la Asociación de Fútbol de Beja. Hemos diseñado un cuestionario que al final del proceso de validación quedó con 121 ítems agrupados en 8 dimensiones (Características Sociodemográficas, Experiencia Deportiva, Aspectos Personales, Formación como Entrenador, Formación Continua, Concepción de Enseñanza, Planificación y Programación, Necesidades de Formación). Hemos realizado un análisis cualitativo y cuantitativo que se realizó a través de la evaluación de 12 expertos. La validez del contenido fue analizada a través del coeficiente V de Aiken, estableciendo un intervalo de confianza del 99% y el coeficiente de variación. Para establecer la fiabilidad, el cuestionario fue aplicado a 20 entrenadores de cuatro clubes diferentes de la región en dos momentos diferentes, la consistencia interna fue analizada por el método Alpha de Cronbach (0.915) y la fiabilidad test-reteste usando el coeficiente de correlación intraclase resultando 0.890 (p <0.01). Los resultados muestran que el cuestionario reúne suficientes propiedades psicométricas para ser considerado una herramienta válida y fiable para estudiar y analizar las necesidades de formación de los entrenadores de fútbol (Paixão, Abad & Giménez, 2019). En un segundo momento, los cuestionarios construidos fueron aplicados a 124 entrenadores de la región de Beja que estaban trabajando con niños y jóvenes en el fútbol de formación. Esta muestra representó el 91% del total de la población de estudio y a través de un análisis descriptivo e inferencial permitió analizar el perfil del entrenador, su formación y su intervención en los diversos dominios y parámetros. Destacamos algunos resultados como, el hecho de que la mayoría de los entrenadores aún no tienen siquiera el título de entrenador y sólo una minoría tienen una formación superior en el área del deporte; por otro lado, el gusto en entrenar y enseñar es el motivo por el cual los entrenadores están en el fútbol de formación, en lo que se refiere a las estrategias de formación continua: la creación de grupos de trabajo entre entrenadores, la visualización y análisis de juegos y entrenamientos en vídeo, y la participación en talleres prácticos, son las preferenciales; destacamos también que persiste una división entre los métodos directivos y los métodos de descubrimiento, entre otros resultados interesantes. Dada a importância que detém esta figura no desporto em geral e no futebol em particular, é determinante que a sua formação seja um ponto fundamental das suas qualidades, até porque dela podem emanar muitas outras competências, capazes de influenciar o jovem futebolista de forma favorável em todas as suas dimensões. Desta forma, torna-se preponderante o estudo sobre a formação do treinador de futebol, que todos os dias é uma peça importante no treino dos nossos jovens, não só no capítulo desportivo mas também no capítulo social. Destacamos alguns resultados como, o facto da maioria dos treinadores ainda não ter sequer o título de treinador e só uma minoria detém formação superior na área do desporto; por outro lado, o gosto em treinar e ensinar é o motivo pelo qual os treinadores estão no futebol de formação; no que diz respeito à formação contínua as estratégias preferenciais são: a criação de grupos de trabalho entre treinadores, a visualização e análise de jogos e treinos em vídeo, e a participação em workshops práticos; destacamos também que persiste uma divisão entre os métodos diretivos e os métodos de descoberta, entre outros resultados interessantes. Concluímos com a concretização dos objetivos gerais e específicos, a apresentação das implicações do estudo, aduzimos algumas propostas de melhoria, expomos as limitações do estudo e por último indicamos as perspetivas futuras. ; We know that football is the most practiced sport in the whole world and it is also the most followed. So, it is one of the sports with more potential to influence society and the coach is its most influential person by the leadership action that he promotes near those surrounding him, especially if we are talking about children and young people. The coach is the one who can maintain the practice of football on the positive side, where it is intended to be and where it should remain, to foster educational values and to learn the sport in a harmonious way. Considering the importance of this figure in sports in general and in football in particular, it is essential for training to be a fundamental aspect of his qualities, namely because many other skills can emanate from this training, skills which may influence the young player in a favourable way in all its dimensions. Thus, the study on the football coach's training, which usually plays an important part on our young people's training, is not only important in the sports chapter but also in the social chapter. We have started our work by looking at the theoretical basis of the theme. In the first part, we started with a global framework concerning the recent legislation governing the coach and his training, we reviewed all the international and national documents on the training of coaches and their skills, collecting the relevant information. In a second, more specific part, we gradually approached the characteristics that a coach must have, in terms of the concepts of education and training needs among other aspects developed. One of the main objectives of this research was the development of a valid and reliable tool for the study of coach's training, which might allow its subsequent application in Portugal and that might allow for the replication of the study in different contexts. For that purpose, we have created a questionnaire that started from the study by Abad (2009) and we have submitted this tool to a validation process with the aim of analysing the training of base football coaches in the clubs of the Beja Football Association. We have designed a questionnaire that, at the end of the validation process, included 121 items grouped in 8 dimensions (Sociodemographic Characteristics, Sport Experience, Personal Aspects, Training as a Coach, Continuous Training, Teaching Conception, Planning and Programming, Training Needs). We have carried out a qualitative and quantitative analysis that was performed through the evaluation of 12 specialists. The validity of the content was analysed through the Aiken V coefficient, establishing a 99% confidence interval and the coefficient of variation. To establish reliability, the questionnaire was applied to 20 coaches from four different clubs in the region in two different times, the internal consistency was analysed by Cronbach's Alpha method (0.915) and the test-retest reliability using the intra-class correlation coefficient resulting in 0.890 (p <0.01). The results show that the questionnaire gathers enough psychometric properties to be considered a valid and reliable tool to study and analyse the training needs of football coaches (Paixão, Abad & Giménez, 2019). In a second moment, the questionnaires created were applied to 124 coaches from the region of Beja, who were working with children and youth in football training. This sample represented 91% of the total study population and, through a descriptive and inferential analysis, it allowed us to analyse the profile of the coach, his training and his intervention in the different domains and parameters. We highlight some results, such as the fact that most coaches still do not even have the title of coach and that only a minority holds a higher education in the field of sports; on the other hand, the pleasure involved in training and teaching is the reason why coaches are in football training; as far as continuous training is concerned, the preferred strategies are: the creation of working groups between coaches, the visualization and analysis of games and video training, and the participation in practical workshops; we also emphasize that there is still a division between the directive methods and the discovery methods, among other interesting results. We conclude with the achievement of the general and specific aims, the presentation of the implications of the study, we present some improvement proposals, we show the limitations of the study and, finally, we indicate perspectives for the future.

Mountains frame the landscape of the city of Rio de Janeiro and serve as support for the Atlantic forest and the urban fabric on its borders that gradually advances on it. This article analyzes the process of urban settlement on the slopes of the city of Rio de Janeiro, from a comparative analysis of landscape morphology. It focuses on the Tijuca Massif, whose slopes experience constant urban pressure from real-estate interests and territorial disputes around the edges of the Atlantic forest. This article describes occupation patterns found on the slopes of the city and specifically in the Tijuca Massif and points out the effects of local urban planning legislation on the landscape, linking them to the territorial appropriation processes and resulting environmental conflicts. The border between the Atlantic forest and the urban fabric on the slopes of Rio de Janeiro is an heterogeneous, unstable, and dynamic transition zone with different levels of occupation (strips), whose internal structural logic affect the configuration of the others, causing impacts, tension, and conflicts. These strips form a gradient of occupation, where the inner strips (mixed bands) are the ones that suffer the most dynamic changes, affecting and impacting the outer ones. Within these mixed bands, high income strata neighborhoods and favelas (slums) establish contiguous and complementary relationships among themselves. This picture demonstrates that urban planning, management, and the logic of urban occupation on the slopes of Rio de Janeiro need to evolve through a process of adjustment toward a regenerative urbanism, in which open spaces exert a structuring role to connect, articulate, and guarantee landscape resilience against geological hazards and mitigate the antithesis between the forest, formal settlements and the slums. ; As montanhas estruturam a paisagem da cidade do Rio de Janeiro e servem de suporte para a floresta Atlântica e para a mancha urbana ao seu redor, que avança gradativamente sobre ela. O presente artigo analisa o processo de ocupação urbana nas encostas da cidade do Rio de Janeiro, a partir de uma leitura comparativa da morfologia da paisagem, com foco no Maciço da Tijuca, cujas encostas vivenciam uma constante pressão urbana decorrente da valorização imobiliária e das disputas territoriais nas bordas da floresta Atlântica. Este artigo tem como objetivo caracterizar os padrões de ocupação encontrados nas encostas da cidade, e do Maciço da Tijuca, em particular e apontar os efeitos da legislação urbanística local sobre a paisagem, relacionando-os aos processos de apropriação territorial. A zona de fronteira entre a floresta Atlântica e a malha urbana nas encostas do Rio de Janeiro caracteriza-se como uma zona de transição, heterogênea, instável e dinâmica, onde é possível discernir diferentes faixas de ocupação, cujas lógicas internas de estruturação afetam a configuração das demais. Essas faixas conformam um gradiente de ocupação, onde as faixas internas (faixas de mescla) são as que sofrem transformações mais dinâmicas, afetando e impactando as externas. Nestas faixas de mescla se localiza uma constelação de núcleos de ocupação habitados por diferentes extratos sociais, com características formais e informais, isto é, regulares e irregulares do ponto de vista urbanístico e fundiário, que estabelecem entre si uma relação imbricada de contiguidade e complementaridade. Este quadro demonstra que o planejamento urbano, a gestão e a lógica da ocupação urbana nas encostas cariocas necessitam passar por um processo de ajuste, em direção a um urbanismo regenerador, no qual os espaços livres exerçam um papel estruturador na conexão, articulação e na resiliência da paisagem frente aos riscos geológicos e na mitigação da antítese entre a floresta, os territórios formalmente ocupados e as favelas. ; Las montañas estructuran el paisaje de la ciudad de Rio de Janeiro y actúan como soporte del bosque Atlántico y de la mancha urbana alrededor, que avanza gradualmente sobre éste. En estas fajas de mezcla se localiza una constelación de núcleos de ocupación habitados por diferentes estratos sociales, con características formales e informales, es decir, regulares e irregulares desde el punto de vista urbanístico y de propiedad de la tierra, que establecen entre sí una relación imbricada de contigüidad y complementariedad. Se argumenta que la planificación urbanística, la gestión y la lógica da ocupación urbana en las laderas cariocas necesitan pasar por un proceso de ajuste, en dirección a un urbanismo regenerador, en el cual los espacios libres ejerzan un papel estructurador en la conexión, articulación y en la resiliencia del paisaje frente a los riesgos geológicos y en la mitigación de la antítesis entre el bosque, los territorios formalmente ocupados y las favelas.

Amazônica entra no segundo ano e traz aos leitores artigos que refletem sobre a difícil interlocução entre povos indígenas e não-indígenas, que se caracteriza pela luta pela sobrevivência cultural dos primeiros que têm como "adversário" as dificuldades relativas à compreensão da diversidade, expressas de inúmeras formas. O artigo sobre os Mbyá-Guarani no sul do Brasil de autoria de Sergio Baptista da Silva, Mártin César Tempass e Carolina Schneider Comandulli traz a público a diferenciada compreensão de território dos Mbyá-Guarani, fundamental ao processo de demarcação de terras, que conflita com a (in)compreensão dos não-indígenas, mas que deve ser vencida para garantir a livre determinação dos povos etnicamente diferenciados, sob pena de desconsiderar a secular mobilidade entre fronteiras internacionais.Noelia Enriz contribui ao debate, refletindo sobre a educação escolar indígena que se (em/de)bate entre os modelos intervencionistas e participativos, os primeiros que desconhecem a autonomia dos povos indígenas e o segundo que contempla as necessidade de formação de quadros políticos para intermediar disputas históricas. The article on the Mbyá-Guarani in southern Brazil, written by Sergio Baptista da Silva, Martin Cesar Tempass, and Carolina Schneider Comandulli, presents a Mbyá-Guarani particular understanding of territory, fundamental to the process of land demarcation, which conflicts with the nonindigenous view. That nonindigenous view arguably needs to be overcome in order to ensure the free will of ethnically distinct peoples, accustomed to secular mobility across international borders. Noelia Enriz contributes to this debate by considering indigenous education, which is framed in terms of interventionist and participatory models. Interventionist models disregard the autonomy of indigenous people; in contrast, participatory ones focus on political training in order to mediate historical struggles. If the articles on the Guarani seem far removed from our regional focus, we must remember that Guarani mobility brought them back to the Amazon region, where they originated. Territorial mobility is also highlighted in the article by Fabiola Andrea Silva and Francisco Forte Stuchi. They evaluate the reasons for Kaiabi mobility along the border between Mato Grosso and Pará, with implications for archaeology. Hallinnon uudistaminen liian yksiäänistä ja kaavamaista Jenni Airaksisen väitöskirja Hankala hallintouudistus kohdistuu suomalaisen kunnallishallinnon uudistamiseen. Tutkimus osoittaa, että kaavamaisuuteen ja liialliseen konsensukseen perustuva uudistaminen voi pahimmillaan johtaa toiminnan taantumiseen tai jopa estää muutoksia. Poliittis-hallinnollisella eliitillä on pyrkimys ylläpitää sisäistä kiinteyttään ja tämä estää erilaisten näkökulmien esiintulon uudistamiskeskustelussa. Tämä puolestaan johtaa yksiääniseen uudistamiseen ja liialliseen konsensukseen. Tutkimuksen perusteella uudistuksissa mukana olevilla ihmisillä oli hyvin erilaisia käsityksiä uudistuksen tavoitteesta ja tehtävästä. Nämä käsitykset olivat keskenään osin voimakkaassakin ristiriidassa. Hallintouudistus tulkittiin kuntien haasteiden kannalta oikeanlaisena ja tarpeellisena toimintana, mutta samaan aikaan sen pelättiin johtavan kuntien päätösvallan ja itsenäisyyden menettämiseen. Ristiriitaiset käsitykset eivät kuitenkaan nousseet keskusteluun vaan uudistuksen läpikäyväksi teemaksi nousi konfliktien välttäminen ja konsensuksen tavoittelu, mikä käytännössä johti siihen, että uudistuksen tavoitteet jäivät saavuttamatta. Vaikeiden asioiden välttely johti siihen, että käytännön uudistaminen osoittautui liian hankalaksi. Yksiäänisyyteen pyrkivän ja kaavamaisen uudistamisen mahdollisuudet saada aikaan muutoksia ovat hyvin rajalliset. Rajallisuus korostuu entisestään, mikäli päätöksenteossa pyritään erilaisten mielipiteiden peittämiseen ja uudistusta eteenpäin vievien eliittiryhmien kiinteyden ylläpitämiseen. Hallinnon uudistamisessa tarvitaan uusia ja luovia tapoja ratkaista ongelmia. Uudet ratkaisut voivat kuitenkin syntyä vain, jos uudistamisessa kyetään luopumaan yhden yhteisen päämäärän ja sen tavoittelun ihanteesta ja hyväksytään uudistamiseen liittyvä moniäänisyys. Hallinnon uudistamista tulisi tutkimuksen mukaan tarkastella prosessina, jossa erilaisten tulkintojen ja preferenssien kamppailu on normaalia toimintaa. Tällainen lähestymistapa voidaan suomalaisessa kompromissi- ja konsensushakuisessa kulttuurissa kokea vaikeaksi, mutta mikäli hallinnon uudistamisessa toimivat ryhmät jättävät vaikeat asiat pois agendaltaan konsensustavoitteen nimissä, päädytään hallinnon uudistamisessa helposti hankalaan hallinnon uudistamiseen. HANKALA HALLINNON UUDISTAMINEN näkyy pienten askeleiden kautta tapahtuvina, kompromissiratkaisuista kehittyneinä, pirstaleisina hallinnon uudistamisen osahankkeina, joiden kautta voidaan muutosten toteuttamisen sijaan ylläpitää olemassaolevia rakenteita ja vältellä muutosta. ; Troublesome Nature of Administrative Reform The topic of my research is an administrative reform which is studied as a dynamic and contextualised phenomenon. The aim was to understand the nature and the essence of an administrative reform in the context of local government in Finland. The Regional Support Project (Seutukuntien tuki -hanke) was chosen as an empirical example of a reform in this study. The project was launched by the national government in 2000 as a response to the transition process of local governance of Finland. In this context the municipalities were trying to solve the contradiction of their diminishing resources and increasing demands by increasing voluntary cooperation in service provision and regional development. The aim of the project was to promote inter-municipal cooperation by means of state support and permissive legislation. The empirical data is qualitative and the method of analysis is based on grounded theory. The purpose of the method is to produce a practical theory derived from the experiences of those people who have lived through the administrative reform. The process of analysis was to define emerging concepts and make continuous comparisons to the empirical data and to other conceptual innovations. By linking the discovered concepts to each other, the patterns of social behavior and meaning of action were generated. The empirical data of the study was collected during 2000 2005. The primary data consists of 154 interviews and approximately 60 pages of observation material. The data was collected in the national level steering group of the reform and in all of the eight districts (comprising 55 municipalities) taking part in the project. The secondary data includes official documents of the Regional Support Project produced by the central government, different districts and the municipalities. The grounded theory -procedure revealed four partly conflicting frames. The different frames are the rhetoric and the reality of governance practices, national government as the reformer of autonomous local government, the fear of hollowing out local government and the gap between the elite and the masses. The phenomenon of administrative reform is experienced and interpreted differently depending on the frame adopted. In a situation, where contradicting frames are visible, a conflict is possible and even probable. However, this was not the case in the administrative reform studied. Instead, the most evident patterns of behavior in the reform process were pronounced pursuit of consensus, compromise seeking and avoidance of conflict. My research shows that the core process of an administrative reform is maintaining the cohesion of the elite . With this concept it was possible to connect the discovered contradicting frames to each other. Through an analysis of the interplay between the different frames and the core process, the dynamics of the administrative reform are unfolded. Essential in understranding the dynamics of an administrative reform is the existence of the conflicting frames and coincident objective of maintaining the cohesion of the elite. This combination is likely to lead to a wobbly and slow process and shows the troublesome nature of an administrative reform. The theoretical model created in this research, shows the process of an administrative reform as an application of unisonous instrumental-rational patterns. The possibilities of the above-mentioned approach are highly limited in producing new ways of function. Such limitedness is even more problematic in a multi-actor, network-type situation, where different interpretations of situations are not confronted but concealed in the fear of conflicts. Instead, administrative reform practices could be seen as historically and culturally defined processes of production of meanings, where the struggle of different ideas and interpretations is considered normal. The acceptance of struggle as a part of administrative reform requires that the individuals of the decision-making elites are ready to function in groups, where anxiety is allowed to be present at times. The groups the decision-making elites in administrative reforms are trying to find new creative solutions to the problems they face. Creative solutions develop in situations where genuine negotiation between different meanings and interpretations is present. Negotiation is however not possible in a situation where the fundamental objective of an elite-group is to prevent the individuals of the group from exposing to anxiety. If this is accepted, it is likely to lead to small steps, bad compromises and fragmented application of reform practices. In the context of administrative reforms this is problematic for it can lead to the regression of action or actually supporting the practices already functioning. These insights indicate why the nature of administrative reform is troublesome.

La tesi sostiene che, mentre molte teorie di pianificazione si sono concentrate sulle differenze, il multiculturalismo e risoluzione dei conflitti sociali, non c'è ancora sufficiente approfondimento su come queste differenze possano restare profondamente irrisolte e come questa debolezza possa essere fortemente legata a razionalità contrastanti e a una sorta di "slittamento dei livelli di senso" o "equivoci" cognitivi tra i soggetti coinvolti (Bourdieu e Wacquant, 1992). Soprattutto in termini di conflitti urbani espliciti, generati non da opposti interessi economici o differenti volontà politiche, ma semplicemente da differenti background culturali e comportamentali, il livello cognitivo di com-prensione tra le persone coinvolte ha un ruolo fondamentale in termini di consapevolezza e di effi-cacia delle scelte. Dunque il legame tra pianificazione, governance, contesti istituzionali e partecipazione delle comu-nità è, prima di tutto, una questione di reciproca, profonda e vera comprensione, piuttosto che la continua ricerca di nuovi strumenti e politiche. Partendo dalla convinzione che i conflitti siano una fonte incredibile di soluzioni creative e inaspet-tate all'interno dei contesti urbani, dei sistemi di pianificazione e di condivisione di valori, questo lavoro si propone di sondare come la Mobilitazione Cognitiva (Dalton, 1984), per la cura e la prote-zione di un bene comune, può essere in grado di guidare una comunità nella lotta per i propri diritti, permettendo l'acquisizione di conoscenze politiche e abilità specifiche per il raggiungimento di decisioni condivise collettivamente, la costruzione di nuove forme di azione politica dal basso, nuove processi di educazione (Dolci, 1974) e ampliamento culturale contro il prevaricare di Egemonie politiche e sociali (Gramsci, 2007). Utilizzando metodi quantitativi e qualitativi, l'autore presenta due esperienze di pratiche insorgenti provenienti dall' Europa meridionale: (1) un tradizionale Caso-Studio nell' area marina protetta dell' Arrábida, in Portogallo, per illustrare come la mobilitazione cognitiva, volta alla genuina e profonda comprensione delle istanze portate avanti dalla collettività, può realizzare forme di partecipazione che, guardando ai problemi in termini di risorse, permettono alla comunità di collaborare democra-ticamente cercando soluzioni nuove e condivise in grado di modificare profondamente un piano isti-tuzionale il quale, a causa di una profonda contrapposizione tra poteri gioco e valori espressi, ha ge-nerato forme di conflitto dichiarato, ma anche latente; (2) un caso di Participatory Action Research nella valle del fiume Simeto, in Italia, dove le comunità locali, attraverso una forte mobilitazione collettiva, sono state in grado di difendere e curare il fiume Simeto, il più grande in termini di bacino idrogeologico in un territorio caratterizzato da scarsità idrica come la Sicilia, minacciato dalla scelta istituzionale di collocare un inceneritore proprio in un area fortemente incentrata sull'agricoltura, per il suo sostentamento economico, e profondamente legata al paesaggio circostante, in termini di riconoscimento e senso di appartenenza. Questo lavoro può avere importanti implicazioni sia per la teoria, che per la pratica di pianificazione. La scelta di un approccio multi-disciplinare, inoltre, aiuta nella comprensione di come sia possibile trasformare l'antagonismo in spirito competitivo tra soggetti, diversi per natura e per cultura, concentrandosi principalmente sul rispetto e l'apprendimento reciproco, sulla costruzione di processi veramente inclusivi e sulla scelta di soluzioni davvero condivise. ; The thesis argues that while many planning theories have focused the sight on the social differences, multiculturalism and conflicts resolution, there is not yet sufficient acknowledgement on how these differences can be deeply unsolved and how this weakness could be strongly linked with conflicting rationalities and with a 'cognitive slipping' planes of meaning (Bourdieu & Wacquant, 1992). Especially in terms of inexplicit urban conflicts, generated by not opposite economic interests or political will, but by simply and natural differences of the cultural and behavioral baggage, the cognitive level of understanding between people involved plays a fundamental role in terms of awareness and choices efficacy. So this works wants underlines that the link between planning, governance, institutional adjustments and community engagement is, first of all, a matter of mutual deep and real understanding, rather than new form of tools and policies. Starting from the persuasion that conflicts are an incredible source of unexpected creative solution for urban contexts, planning systems and sharing values, this paper aims to probe how a 'cognitive mobilization' (Dalton, 1984) of a community, for the care and the protection of a common good, can be able to "fight for a right" in terms of acquiring political resource and skills to reach own decisions, and constructing new form of genuine power through education (Dolci, 1974) and culture against a 'dominant discourse' (Gramsci, 2007). Using quantitative and qualitative methods, the author presents two field experiences of insurgent practices in the southern Europe: (1) a traditional Case-Study of a Marine Protected Area in Arrábida, Portugal, to illustrate how a community mobilization, that aims to understand really every form of instance and claim, can realize forms of participation that, first of all, sight problems in term of resources, and then allowed people to work democratically together building new and shared solutions able to modify deeply an institutional plan that, due to a displacement between powers and values, generated forms of conflicts between stakeholders, especially in terms of economic and decision making point of view; (2) a case of Participatory Action Research in the Simeto river valley, Italy, where local communities through a strong mobilization were able to defend and took care the river, the biggest in terms of basin in a scarcity water territory, threatened by the institutional choice to collocated an incinerator in a valley strongly based on agriculture, for its economic sustenance, and deeply linked with the landscape, for its recognition and sense of belonging to . This understanding, it is suggested, has important implications for both planning theory and practice. Choosing a multi-disciplinary approach, this work attempts to explore if and how it is possible to transform the antagonism between enemies in competitive spirit among subjects, different for nature and culture, focusing on respect and mutual learning and on the building up of processes really inclusive and choices really shared

Demokratia ja tehokkuus muodostavat kunnallishallinnon keskeisimmän arvopohjan. Näiden välillä vallitsee tietynlainen jännite. Kauko Heurun väitöskirjassa tutkitaan oikeushistoriallisessa valossa kunnanvaltuuston asemaa tämän jännitteen sisällä. Siinä selvitetään kunnanvaltuuston vallan syntyhistoria sekä sen kehittyminen yhteiskunnallisen muutoksen osana. Kunnallishallinnossa on perinteisesti korostettu demokraattisia arvoja. 1990 -luvulla tässä tapahtui ratkaiseva muutos. Tällöin tehokkuusvaatimukset voimistuivat, ja niihin myös vastattiin. Maamme kunnallishallinto siirtyi erilaisten kokeilujen ja hallinnonuudistusten kautta uudenlaiseen kunnallishallintoon, jonka johtavana aatteena on tulosjohtamisen idea. Mitä pitemmälle tulosjohtamista on kunnallishallinnossa toteutettu, sitä enemmän valtuusto on menettänyt asemaansa kunnan päätösvallan käyttäjänä. Valtuuston valtaa on siirretty täytäntöönpanijoille tietoisesti, mutta sitä on siirtynyt myös salaisesti. Jokainen pelkän tavoitteen asettava valtuuston päätös, jota ei sidota keinovalikoimaan, siirtää valtuuston valtaa. Samoin tekee määrärahapäätös, jota ei sidota yhteen määrätarkoitukseen. Yleistymässä oleva käsitys valtuuston aseman heikkenemisestä saa tutkimuksellista vahvistusta. Kauko Heuru selvittelee yli 400 -sivuisessa väitöskirjassaan laajasti tämän kehityksen syitä. Tällöin hän osoittaa kunnallishallinnon kiinteän yhteyden yhtäältä valtioon ja toisaalta ajan yleisiin virtauksiin. Hän näkee, että 1980 -luvulla alkanut kunnallishallinnon uudistaminen ei ollut ilmiönä itsenäinen, vaan se liittyi kiinteästi uusliberalismin nousuun ja valtionhallinnon uudistamiseen. Kunnallishallinnon vahvistamisen nimissä tehdyt lainsäädännölliset uudistukset kuten normien purku, vapaakuntakokeilu ja kuntien valtionosuusjärjestelmän uudistaminen olivat tarkoitukseltaan ensisijassaq valtionhallinnon uudistamista. Valtion edustajat eivät kuitenkaan ajaneet kuntia muuttamaan hallintoaan, vaan tämän tehtävän hoitivat kuntien keskusjärjestöt. Ne aloittivat jo 1970 -luvulla määrätietoisen koulutus- ja muun ohjaustoiminnan mangeristisen kunnallishallinnon aikaansaamiseksi. Kaiken perustana oli uusliberalismi sekä amerikkalainen liiketaloustieteellinen tutkimus ja sen osakseen saama huomio OECD-maiden julkisessa hallinnossa. Kauko Heuru pohtii myös valtuuston aseman vahvistamista. Hän tulee siihen tulokseen, että nykyajan tehokkuuden ihannointi antaa vain vähän mahdollisuuksia siihen. Näistä merkittävämpänä on vallan ja vastuun jaon normatiivinen täsmentäminen. Tämä merkitsee nykyistä selkeämmän poliittisen johtajuuden luomista suomalaiseenkin kunnallishallintoon. Tutkija, jolla itsellään on pitkä kaupunginjohtajan virkaura, puoltaa pormestarityyppistä johtamisjärjestelmää. Tämän hän tekee nimenomaan valtuuston vallan kannalta. ; The study was designed to investigate the origins of the competency to use municipal decision-making power and its development in the light of the central development of municipal law, including causal relationships and systematization of municipal law. The frame of reference consisted of the democratic values and efficiency values of local government. Up to the end of the 1980s local government in Finland can be regarded as a legal-administrative practice. In a closer analysis, we can distinguish three pha-ses: liberalism, rule-of-law and social state. In the beginning of the 1990s the Finnish state administration was refor-med in line with the managerial theory. The idea of management by results played a key role in this development. Local government was remodelled on the same con-cept. From the 1990s on we can speak of managerial local government. The entire legal-administrative period was characterized by the priority of democratic values in local government. While demands for efficiency grew, they we-re mainly responded to by detailed norm setting and direction by the state. The launch of management by results meant that efficiency values took precedence over democratic ones. If municipal decision-making power is understood as competency to form local intent, and if we assume as municipal laws have assumed that the exercise of this power resides in the local council, the introduction of managerial local go-vernment and management by results has not been possible without transferring aut-hority from the local council to the executive organization. The main reason was that local government activities had become increasingly target-oriented. This involved a demand to separate strategic and operational activities. According to the idea of ma-nagement by results, strategic activities cover the setting of general objectives, whe-reas concrete (case-specific) decisions should be made at the operational level. The level of strategic activities is formed by the work of the local council, and the level of operational activities by the work of the executive organization. The local council's (the local government's) decision-making power can be transferred legally to the executive organization within the limits of the law by a by-law. This is called delegation, whereas in the management-by-results system local decision-making power is factually transferred in other forms too. This happens either in a permissible manner or secretly, and the more the more generally the coun-cil has set the objectives and the more systematically strategic and operational acti-vities are separated. The most important tool for transferring the council's power is the municipal budget, even if the law does not recognize it as such. The introduction of the management-by-results system to local govern-ment broke the mechanisms that had protected the council's authority in the legal-administrative practice. Such mechanisms included general budget principles (no-tably the detail principle) and the inner logic of the dual principle of local govern-ment. The detail principle required that the municipal budget be detailed to the extent that none of the council's power could be transferred to the executive or-ganization through this way. For the purpose, the budget was to be divided in ap-propriations up to one designation. The inner logic of the dual principle corresponded to the perceptions of the rule of law and legal positivism about formal rational legal order; implementation was based on subsumptional logic rather than independent consideration. Expedien-cy, which thus was not conveyed from the decision to be implemented, did not reside with the executive organization. During the legal-administrataive local government, the number of muni-cipal officials increased steadily. However, we cannot speak of bureaucracy in the true sense of the word, because municipal offices existed mainly for executive func-tions only. During managerial local government, municipal officials became also executors of the self-government of local residents. Generally, it can be said that the further the idea of management by re-sults is taken in local government, the more the status of the council shifts from a decision maker to a legalizer of municipal activities. Along with the change the conceptual contents of municipal democracy have changed. The decision-making moment is no longer the sole basis of evaluati-on, rather, it is the moment when the consequences are seen. Newer research has anticipated a shift from representational democracy towards direct democracy, but it seems unlikely. Representational democracy still appears to have its chances. This requires increasing attention to the political functi-on of municipalities, including stricter normative definition of municipal authority and responsibility. In the end, the key issue is whether the Finnish local government will have a distinct political leader or not.

Life and death in the daily: reflections with the professional of health was written with the purpose of contribute with the project of the State Politics of Humanization of the assistance and of the Health Management of the State of the Ceará, that defines in your guidelines " to provide the appropriate preparation to the experience of losses, of suffering, of dying and of the death ". The work is organized in thematic about of the senses of the death and of dying in the occident. It presents four chapters that talk about the life and the death in a valuable contribution about the understanding of the death as indispensable part of the life and your inclusion in the cares offered by the professionals of the health. The authors provoke in a competent and sensitive way the rethinking about the subjects of the death and of the dying, starting from the reality lived by the professionals. They put in evidence an indispensable theme for taking care humanized in the practices of health and not give the reference to the patients and your relatives, which in some way share with the professionals of the process of taking care. The first chapter: the death and the dying in the life and your senses, contains teachings retired of the poets that through your music and poems portray the death in the most different ways, but recognizes it as part of the life in your fullness. They present an abbreviation revision about the death´s history, the transformations happened along of the time and your several meanings. Concluding the chapter the authors reminds the fact that the man is the only animal that knows that will die and this conscience provokes fear and solitude feelings. They also portray importants subjects as the aging, the losses and your implications, that are going happening along the life, and last they talk about the science´s power, that tries to postpone the death considering that in this moment the biggest part of die´s process is the professional's of the health responsibility.The second chapter: the professional of the health before the death, treats of the professional's unpreparedness, it presents some basic concepts as euthanasia, medical futility, to discuss to subjects of the emotion, of sense of the life and of the death for each person, of the need of moments for that the professionals can to reflect on the own death. To think in the own death means to reflect about the life as not as a group of vital signs that have to be monitored. The reading invites us to consider the death as not as enemy, but as a complement of the life, in that life and death form the totality of being. The third chapter: the appeal to the re-humanization of the death. The authors reflect about the technological progress of the Medicine that at every cost tries the prolongation of the life and that not always those actions are accompanied of help for a good death. They point out, in this context, the solitude, the impersonal and the inhumanization of the Being that is dying. In this same chapter is discussed still the relevance of the palliative cares and the twelve beginnings for a good death published in England.>In the fourth chapter, practical application: like this in the life as in the death, the authors propose a series of practical activities for be developed in groups, with the objective of to sensitize the professionals to share, in wheels of chats in the services of health about the life and the death. The organization of this activities is in the workshop format meddled by appreciation of poems, music and support texts.In the final considerations the prominence is given for the fact that the most important seems to be a solidary attitude together to the Being that is dying. Besides, the authors also consider important the invigoration of the Public Politics and the consolidation of the Palliative Cares.It is treat of a work with clear style, objective, easy reading, that maintains us in the expectation of reaching the end. We recommend the reading of this book is recommended to the teachers of the courses of the health, professionals of health, students, as well as for people that are interested in enlarging knowledge about the subjects of the death and of the dying. ; La vida y muerte en el periódico: las reflexiones con el profesional de la salud fue escrito con el propósito de contribuir con el proyecto de la Política Estatal de Humanización de la Atención y de la Gestión en la Salud del Estado del Ceará, que define en sus directrices "proporcionar la preparación apropiada a la vivencia de pérdidas, de sufrimiento, de el morir y de la muerte."La obra es organizada en temáticas sobre los sentidos de la muerte y de el morir en el occidente. Presenta cuatro capítulos que abordan cuestiones sobre la vida y la muerte en una valiosa contribución sobre la comprensión de la muerte como la parte imprescindible de la vida y su inclusión en los cuidados dados por los profesionales de la salud. Los autores provocan de una manera competente y sensible o repensar sobre las cuestiones de la muerte y de el morir, a partir de la realidad vivieron por los profesionales. Retratan también asuntos importantes como el envejecimiento, las pérdidas y sus implicaciones, que van pasando a lo largo de la vida, y último abordan el poder de la ciencia, que intenta posponer la muerte considerando que en este momento la mayoría del proceso del morir es responsabilidad el profesional de la de salud.El segundo capítulo: el profesional de la salud enfrente de la muerte trata de el desarreglo de los profesionales, presenta algunos conceptos básicos como la eutanasia, el distanasia, para discutir los asuntos de la emoción, del sentido de vida y muerte para cada persona, de la necesidad de momentos para que los profesionales puedan reflejar sobre la propia muerte. Pensar en la propia muerte significa reflejar sobre la vida no como un conjunto de señales vitales que se debe supervisar. Considerar la muerte no come al enemigo, pero como un complemento de la vida. La vida y la muerte forman la totalidad del ser.El tercer capítulo: la apelación para la re-humanización de la muerte. Los autores reflejan sobre el progreso tecnológico de la Medicina que a todo costo los intentan la prolongación de la vida y que no siempre esas acciones se acompañan de ayuda por una buena muerte. Resaltan la soledad, la impessoalidad y el deshumanización de el Ser que está muriendo. Presentan la relevancia de los cuidados paliativos y los doce principios para una buena muerte publicados en Inglaterra.En el cuarto capítulo, la aplicación práctica: así en la vida como en la muerte, los autores proponen una serie de actividades prácticas para sean desarrolladas en los grupos, con el objetivo de sensibilizar los profesionales a compartir, en las ruedas de conversas en los servicios de salud sobre la vida y la muerte. Los talleres son organizados con la apreciación de poemas, música y textos de apoyo.En las consideraciones últimas los autores creen que el más importante parece ser una actitud solidaria junto al Ser que está muriendo. Considera ser importante también al fortalecimiento de las Políticas Públicas y la consolidación de los Cuidados Paliativos.Se trata de una obra con el estilo claro, objetivo, fácil lectura, mantiene la expectativa de alcanzar a lo fin. Se recomienda la lectura de este libro a los maestros de los cursos de la salud, a los profesionales de salud, a los estudiantes. Apresenta quatro capítulos que versam sobre a vida e a morte numa valiosa contribuição sobre a compreensão da morte como parte imprescindível da vida e sua inclusão nos cuidados prestados pelos profissionais da saúde. Pensar a própria morte significa refletir sobre a vida não como um conjunto de sinais vitais que se deve monitorar. Life and death in the daily: reflections with the professional of health was written with the purpose of contribute with the project of the State Politics of Humanization of the assistance and of the Health Management of the State of the Ceará, that defines in your guidelines " to provide the appropriate preparation to the experience of losses, of suffering, of dying and of the death ". The work is organized in thematic about of the senses of the death and of dying in the occident. It presents four chapters that talk about the life and the death in a valuable contribution about the understanding of the death as indispensable part of the life and your inclusion in the cares offered by the professionals of the health. The authors provoke in a competent and sensitive way the rethinking about the subjects of the death and of the dying, starting from the reality lived by the professionals. They put in evidence an indispensable theme for taking care humanized in the practices of health and not give the reference to the patients and your relatives, which in some way share with the professionals of the process of taking care. The first chapter: the death and the dying in the life and your senses, contains teachings retired of the poets that through your music and poems portray the death in the most different ways, but recognizes it as part of the life in your fullness. They present an abbreviation revision about the death´s history, the transformations happened along of the time and your several meanings. Concluding the chapter the authors reminds the fact that the man is the only animal that knows that will die and this conscience provokes fear and solitude feelings. They also portray importants subjects as the aging, the losses and your implications, that are going happening along the life, and last they talk about the science´s power, that tries to postpone the death considering that in this moment the biggest part of die´s process is the professional's of the health responsibility.The second chapter: the professional of the health before the death, treats of the professional's unpreparedness, it presents some basic concepts as euthanasia, medical futility, to discuss to subjects of the emotion, of sense of the life and of the death for each person, of the need of moments for that the professionals can to reflect on the own death. To think in the own death means to reflect about the life as not as a group of vital signs that have to be monitored. The reading invites us to consider the death as not as enemy, but as a complement of the life, in that life and death form the totality of being. The third chapter: the appeal to the re-humanization of the death. The authors reflect about the technological progress of the Medicine that at every cost tries the prolongation of the life and that not always those actions are accompanied of help for a good death. They point out, in this context, the solitude, the impersonal and the inhumanization of the Being that is dying. In this same chapter is discussed still the relevance of the palliative cares and the twelve beginnings for a good death published in England.>In the fourth chapter, practical application: like this in the life as in the death, the authors propose a series of practical activities for be developed in groups, with the objective of to sensitize the professionals to share, in wheels of chats in the services of health about the life and the death. The organization of this activities is in the workshop format meddled by appreciation of poems, music and support texts.In the final considerations the prominence is given for the fact that the most important seems to be a solidary attitude together to the Being that is dying. Brazil grew 2.4 percent per year on average in the last 25 years-somewhat less than Latin America, a good deal less than the world, far less than the emerging countries of Asia in the same period, and indeed far less than Brazil itself in previous decades. If anything stands out favorably in recent Brazilian experience, it is not growth but stabilization and the successful opening of the economy. The purpose of this paper is more modest. It is limited to setting out the authors' particular view of recent efforts to consolidate democracy in Brazil while controlling inflation and resuming economic growth. At the same time the paper presents, as objectively as possible, some thoughts on the limits but also the relevance of action by political leaders to set a course and circumvent obstacles to that process. Here and there, the paper refers to the experiences of other Latin American countries, especially Argentina, Chile, and Mexico, not to offer a full fledged comparative analysis but merely to note contrasts and similarities that may shed light on the peculiarities of the Brazilian case and suggest themes for a more wide-ranging exchange of views.

Tutkimuksen aiheena on kunta ja sen muutos. Tutkin sitä, minkälaisena kunta näyttäytyy sen tehtäväkenttää voimakkaasti rajaavan hallinnonuudistuksen kontekstissa, ja minkälaisia vaikutuksia tällaisella hallinnonuudistuksella on kuntiin. Tutkimuksen tavoitteena on lisätä ymmärrystä siitä, miten moniulotteisesta ja laajavaikutteisesta muutoksesta kunnan tehtäviä vähentävässä hallinnonuudistuksessa on kyse. Teen näkyväksi sen, minkälaisia merkityksiä kunnalle annetaan, minkälaisia laajempia yhteiskunnallisia vaikutuksia kuntamuutokseen liittyy, ja mistä kuntamuutoksessa itse asiassa on kyse. Tarkastelen kuntaa alati muuttuvana sosiaalisena konstruktiona. Fenomenologisen tutkimusotteen avulla teen näkyväksi kuntajohdon haastatteluista koostuvaa aineistoa analysoimalla, mistä puhumme, kun puhumme kunnasta. Tällä tavoin rekonstruoin kuntakäsitteen. Tutkimuksen käsitteellisinä lähtökohtina ovat kuntakäsitteen ulottuvuudet, hallinnonuudistusten sivuvaikutukset ja kunnan onttoutuminen analogiana valtion onttoutumisesta. Tutkin aihetta empiirisesti tapausesimerkin avulla, Kainuun hallintokokeilua tarkastelemalla. Kuntaan kohdistuvia vaikutuksia ovat haastatteluaineistoni analyysin perusteella organisatoris-toiminnalliset, johtamiseen liittyvät ja kuntakäsitysten muutokset. Muutospuhuntaa värittää läpileikkaavasti ristiriitaisuus. Grounded theory -menetelmää soveltaen olen muodostanut empirialähtöisen teorian kunnasta. Olen määritellyt neljä kunnan olemusta kuvaavaa perustehtävää: demokratiatehtävä, taloustehtävä, yhteisötehtävä ja hyvinvointitehtävä. Näitä tehtäviä yhdistää, niistä ammentaa ja niitä samanaikaisesti ruokkii määrittelemäni kunnan ydintehtävä, raison d´être, jonka mukaisesti kunta on elämisen edellytyksiä luova itsehallinnollinen paikallisyhteisö. Perustehtävät painottuvat eri tavoin eri kunnissa ja niiden painotukset vaihtelevat eri aikoina myös yksittäisen kunnan sisällä. Kunta voi siis olla kunta monella eri tavalla säilyttäen kuitenkin perusolemuksensa. Tutkimukseni perusteella kunnan tehtäväkentän rajaaminen näyttäytyy eri tavoin eri kunnissa. Tehtävien väheneminen itsessään ei horjuta kunnan asemaa ja merkitystä instituutiona. Muutoksen kokemisessa olennaista on kuntajohdon käsitys kunnasta. Palvelutehtävään nojaavissa kunnissa muutos näyttää vaikeammalta, kun taas sellaisissa kunnissa, joissa kunta nähdään moniulotteisempana kokonaisuutena, muutos näyttäytyy helpompana. Palvelukuntakäsitykseen perustuva näkemys kunnasta saa muutoksen näyttämään lopun alulta. Monipuolisempi kuntakäsitys auttaa näkemään muutoksessa uuden alun, jossa kunta on mahdollista keksiä uudelleen. Kunta ei sen tehtävien vähenemisen myötä onttoudu. Sen sijaan muutos paljastaa palvelukuntakäsityksen onttouden, jossa valtion kunnille määräämiin palvelutehtäviin keskittyneen kunnan idea on kadonnut vuosikymmeniä kasvaneen palvelukuorman alle. Tutkimukseni perusteella kuntamuutos näyttäytyy kumulatiivisena prosessina, jossa ei ole selväpiirteistä alkua eikä loppua, vaan jossa erilaiset sykäykset laittavat liikkeelle uusia muutosvoimia, jotka johtavat uusiin muutoksiin. Muutosten suunta vaihtelee eri kunnissa, mikä lisää kuntien erilaistumista. Kunnan olemassaolo näyttäytyy alati muuttuvana jatkumona, jossa kuntaa jatkuvasti rekonstruoidaan, ja jossa kuitenkin on eräitä kiinteästi mukana kulkevia peruselementtejä, jotka jäsentävät kuntana olemista. Hallinnonuudistuksen myötä kuntiin kohdistunut muutos on avannut mahdollisuuden tehdä näkyväksi kunnan olemuksen eri ulottuvuuksia ja kuntana olemisen monia tapoja. Kuntien erilaisuus ja kiihtyvä erilaistuminen haastaa vuosikymmeniä kuntia koskevaa lainsäädäntöä ohjanneen käsityksen kunnista geneerisenä, homogeenisena joukkona. Tämä ajattelutavan muutos vaikuttaa niin paikallistasolla, valtion kuntapolitiikkaan kuin kuntatutkimukseen. Kunta pakenee yhteen muottiin pakottavaa yhtenäiskunta-ajattelua, ja esiin tulevat monet rinnakkaiset kuntatodellisuudet. ; Local government, change and the change of local government This research concerns the change of local government. I focus on the question, how local government appears in a context of administrative reform that reduces the tasks of local government. I also study what kinds of effects the reform has on local government. The aim of this research is to increase understanding about the multidimensionality and the extension of this kind of reform. The research is em-pirical focusing on one case, the regional self-government experiment in Kainuu region, Finland. In my empirical case study research I show what meanings local government is given to, what kinds of broader societal effects the change of local government is connected to and what the change of local government as a whole is about. I consider local government as a constantly changing social construction. By using phenomenological research setting and by analyzing the interview data, I demonstrate what we talk about when talking about local government. By doing this I reconstruct the concept of local government. The conceptual basis of this research is based on the concept of local government, the side-effects of adminis-trative reforms and hollowing out of the local government as an analogy of hollow-ing out of the state. As a result of my grounded theory based analysis I have built an empirically based theory of local government. I examine the effects of the reform that are re-lated to local government and the meanings that local government is given to in the reform context. The local government related effects are 1) organizational and functional effects, 2) effects related to management and 3) the changes in local government conceptions. The rhetoric about change is contradictory when it comes to change, constancy and the nature of change. In my research I have also defined four main tasks for local government based on the data. These tasks are 1) democracy task, 2) economy task, 3) community task and 4) well-being task. These tasks are combined by the core task, raison d´être, of local government that ac-cording to my definition is as follows: local government is a local self-governmental community creating prerequisites for living. The basic tasks are em-phasized differently in different municipalities and the emphasis varies over time also in single municipalities. Local government can, thus, be local government in various ways still maintaining its basic essence. My research indicates that reducing local government tasks affect differently in different municipalities. Task reduction as such does not destabilize the status and meaning of local government. The way local government leaders understand local government seems to be essential when figuring out how the change is experienced. The change seems to be more difficult in municipalities that lean on the service task while the change seems to be easier in municipalities where local government is seen as a more multidimensional unity. Grounding the local government conception on the service task makes the change appear as the beginning of the end while the more versatile conception helps in seeing a new beginning in the change where it is possible to re-invent local government. Thus, local government will not hollow out due to the task reduction but the change reveals the hollowness of service municipality conception. Instead, it seems that the idea of local government has been lost during the decades when the state has given constantly new tasks to the local level. In the light of my research the change of local government appears as a cumulative process with no clear beginning nor clear end, as a process in which various pulses cause new drivers that lead to new changes. The direction of change varies in different municipalities which increases the differentiation of municipalities. The change fosters change so that the existence of local government can be seen as a constantly changing continuum where local government is continuously reconstructed and where are some firm basic elements that structure the existence of local government. The change that the reform has brought up has opened up the chance to make visible the various dimensions of the essence of local government and the various ways of how local government can exist. The difference and differentiation of municipalities challenge the conception of local government as a generic, homogenous group, the conception that has for decades steered the legislation concerning Finnish local government. This change of mindset will have effects not only on the local level but also on the national policy and research concerning local govern-ment. Local government cannot be categorized in one, single unitary form, but instead, various parallel local government realities emerge.
