A partir do Caso Astrid/Eulina analisam-se as múltiplas faces do preconceito e da discriminação nos escritos do judiciário, ao discutir o registro de candidaturas a cargos eletivos no estado do Pará. O Caso Astrid/Eulina refere-se à candidatura de Maria Eulina de Sousa Fernandes à prefeita do município de Viseu (PA) para suceder Astrid Maria Cunha e Silva, pessoa com quem mantinha relação homoafetiva, não declarada pela candidata, mas denunciada pelos adversários em processo que resultou na impugnação da candidatura de Eulina. Para provar a tese da inelegibilidade de Eulina, os advogados dos adversários procuram caracterizar a relação de Astrid e Eulina como típica de homem e mulher; tentam apontar não apenas a existência de relação amorosa entre as duas mulheres, mas enquadrá-la em um modelo heterossexual, o qual deve corresponder à categoria jurídica união estável, tentativa que se revela, à partida, problemática. Os agentes sociais não se limitam a discutir a possibilidade ou não da candidatura, rompem a fronteira do julgamento do fato em si e avançam em seus argumentos na discussão da relação Astrid/Eulina permitindo entrever a leitura preconceituosa da relação homoafetiva, indicando a não aceitação da orientação sexual. Para demonstrar o "julgamento moral" da candidata, recolhe-se os estereótipos presentes nos autos do processo associando-o às trajetórias dos envolvidos, concluindo que o julgamento não se restringiu à instância do político. Caso Astrid/Eulina: entre la candidatura electoral y el juzgamiento moral, elecciones en Pará, Brasil A partir del caso Astrid/Eulina, se analizan múltiples facetas del preconcepto y la discriminación en escritos del poder judicial, al discutir la oficialización de candidaturas a cargos electivos en el estado de Pará, Brasil. Este caso refiere a la candidatura de María Eulina de Sousa Fernandes a la intendencia del municipio de Viseu (Pará), para suceder a Astrid Maria Cunha e Silva, persona con quien mantenía una relación homoafectiva, no declarada por la candidata pero denunciada por los adversarios en un proceso judicial que derivó en la impugnación de la candidatura de Eulina. Para probar la tesis de inelegibilidad de Eulina, los abogados de sus adversarios procuraron caracterizar la relación de Astrid y Eulina como una relación típica de hombre y mujer: tentaron señalar no sólo la existencia de una relación amorosa entre ambas mujeres, sino también encuadrarla en un modelo heterosexual, que debiera corresponder a la categoría jurídica de unión estable; tentativa que se revela, en principio, problemática. Los agentes sociales no se limitan a discutir la posibilidad o no de la candidatura: rompen la frontera del juzgamiento del hecho en sí y avanzan en sus argumentos en la discusión de la relación Astrid/Eulina, dejando entrever una lectura prejuiciosa de la relación homoafectiva, que indicaría la no aceptación de una orientación sexual. Para demostrar el "juzgamiento moral" de la candidata, se recuperan los estereotipos presentes en los autos del proceso, poniéndolos en relación con las trayectorias de los involucrados; y se concluye que el juzgamiento no se ha circunscripto a la instancia de lo político. Eulina run for Major of the Viseu municipality, as successor for Astrid, with whom she maintained an undeclared lesbian relationship, which was denounced by her opponents. This resulted in the impeachment of Eulina´s candidacy. In order to prove the ineligibility of Eulina, lawyers alleged that Astrid and Eulina had a typical man/woman relationship, which framed them in a type of relationship in correspondence with the Brazilian judicial category stable union. The opponents' thesis includes both a discussion on the viability of the candidacy and preconceived ideas against homo relationships. Analysis demonstrates the moral overtones of a political trial. The hereafter following is abstract of the discourse held by Prof. dr. ir. C. L. Temminck Groll in honour of the jubilee 1899-1989 of the KNOB on September 23th 1989. The KNOB (Royal Antiquarian Society of the Netherlands) exists 90 years. A respectable age after human standards. Although a society depends on human devotion it does not know age limitations. This is an excellent moment to reflect upon our centenary. Then, in 1999, we will have to present an extremely good manifest for the coming millennium! We have been spoiled very much during the past 90 years. Which of the founders would have expected so many people professionally involved at the protection of monuments? Which of them could have estimated the money available to realize restoration activities? Still, despite of all we obtained, we are rightly concerned about our country and especially that part of the world beyond our borders. These concerns are formulated by the National Geographic Society which hereby stated: 'Can we save this fragile earth?' This society aims at the earth herself as well as at human achievements. Co-operation between the protection of nature and the protection of monuments certainly is sensible and could be one of our future actions. How much nature, how much culture is not already 'dead'! Wren's St. Benet in London f.e. seems saved, but surrounded by flowing thoroughfares the church misses every relation with the original urban structure. Thus in fact the monument has not been saved. At Liège, Belgium, 20th century traffic and concrete buildings overran the medieval Place St. Lambert. And what about the European countryside? How much harmonious farmer's land has not been industrialized yet? Old structures disappear everywhere. Instead of the newly made our Society had to study more and more the continuous changes of the already extant. As to our foreign activities, we can distinguish three angles of incidence. First of all: what can we learn from other countries? Our founder mr. dr. J.C. Overvoorde already realized the importance of study of the way monuments are protected in different European countries. ICOMOS at present is the platform to discuss organizational and substantial aspects. Second: stock-taking of Dutch cultural influences to other regions in Europe, which subject used to attract more attention than it does now. At last: Dutch influences beyond European borders. Like our founder in 1910-11 studied Hindu-Buddhistic antiquaries and the monuments of the Dutch East-Indian Company our Foundation Social History of the Dutch Oversea studies these treasures now. One of her working-groups tries to solve Indonesian problems with respect to the protection of monuments and started stocktaking of especially younger architecture and town-planning. Still, a lot remains to be done on this field in the 'West'! Borders fade. But with the introduction of new fields of work we may not forget the old. Not the older monuments, since we are occupied with the young, not the Dutch, being directed at the whole world. After the question of what we study, the question rises how. Our purpose always was protection. Unlike nature culture cannot renew herself: we have to 'maintain'. And then mankind also is a piece of nature with continuous new desires to which the extant has been adapted. 'Maintain' as well as 'adapt to' means: to change. We can let nature change the made - how beautifully weathered the ruins are! - but we can also preserve the weathering - until now. Replacement of weathered material by new in the shape of colour it used to have is another possibility. Also opinions about this sort of alterations are constantly changing. Thus a platform like the KNOB at national level or ICOMOS at international level will always be needed. That's why: an extremely good manifesto in 10 years. One that states that we are occupied with changing instead of static affairs. Alterations must be directed professionally in a careful and modest way. For the real is infinitely more valuable than the copy.

Sabemos que el fútbol es el deporte más practicado en todo el mundo y también el más seguido, por eso es uno de los deportes con más potencial de influencia en la sociedad y el entrenador es su figura más influyente por la acción de liderazgo que promueve junto a los demás, que lo rodean, sobre todo si hablamos de niños y jóvenes. Es el entrenador que puede mantener la práctica del fútbol del lado positivo, donde se pretende que esté y donde debe permanecer, en el fomento de los valores educativos y en el aprendizaje armonioso de la modalidad. Dada la importancia que tiene esta figura en el deporte en general y en el fútbol en particular, es determinante que su formación sea un punto fundamental de sus cualidades, ya que de ella pueden emanar muchas otras competencias, capaces de influir al joven futbolista de forma favorable en todas sus dimensiones. De esta forma, se hace preponderante el estudio sobre la formación del entrenador de fútbol, que todos los días es una pieza importante en el entrenamiento de nuestros jóvenes, no sólo en el capítulo deportivo, sino también en el capítulo social. Comenzamos nuestro trabajo buscando realizar la fundamentación teórica del tema. En una primera parte iniciamos un marco global haciendo referencia a la legislación reciente que rige la figura del entrenador y su formación, revisamos todos los documentos internacionales y nacionales sobre la formación de entrenadores y sus competencias recogiendo la información pertinente. En una segunda parte, más específica, fuimos gradualmente entrando en las características que debe tener el entrenador, en las concepciones de enseñanza y en las necesidades de formación de entre otros aspectos desarrollados. Uno de los grandes objetivos de esta investigación fue el desarrollo de una herramienta válida y fiable para el estudio de la formación de entrenadores que posibilitase su posterior aplicación en Portugal y para permitir la replicación del estudio en diferentes contextos. Para ello construimos un cuestionario que partió del estudio de Abad (2009) y sometemos esa herramienta a un proceso de validación con el objetivo de analizar la formación de los entrenadores de fútbol de base en los clubes de la Asociación de Fútbol de Beja. Hemos diseñado un cuestionario que al final del proceso de validación quedó con 121 ítems agrupados en 8 dimensiones (Características Sociodemográficas, Experiencia Deportiva, Aspectos Personales, Formación como Entrenador, Formación Continua, Concepción de Enseñanza, Planificación y Programación, Necesidades de Formación). Hemos realizado un análisis cualitativo y cuantitativo que se realizó a través de la evaluación de 12 expertos. La validez del contenido fue analizada a través del coeficiente V de Aiken, estableciendo un intervalo de confianza del 99% y el coeficiente de variación. Para establecer la fiabilidad, el cuestionario fue aplicado a 20 entrenadores de cuatro clubes diferentes de la región en dos momentos diferentes, la consistencia interna fue analizada por el método Alpha de Cronbach (0.915) y la fiabilidad test-reteste usando el coeficiente de correlación intraclase resultando 0.890 (p <0.01). Los resultados muestran que el cuestionario reúne suficientes propiedades psicométricas para ser considerado una herramienta válida y fiable para estudiar y analizar las necesidades de formación de los entrenadores de fútbol (Paixão, Abad & Giménez, 2019). En un segundo momento, los cuestionarios construidos fueron aplicados a 124 entrenadores de la región de Beja que estaban trabajando con niños y jóvenes en el fútbol de formación. Esta muestra representó el 91% del total de la población de estudio y a través de un análisis descriptivo e inferencial permitió analizar el perfil del entrenador, su formación y su intervención en los diversos dominios y parámetros. Destacamos algunos resultados como, el hecho de que la mayoría de los entrenadores aún no tienen siquiera el título de entrenador y sólo una minoría tienen una formación superior en el área del deporte; por otro lado, el gusto en entrenar y enseñar es el motivo por el cual los entrenadores están en el fútbol de formación, en lo que se refiere a las estrategias de formación continua: la creación de grupos de trabajo entre entrenadores, la visualización y análisis de juegos y entrenamientos en vídeo, y la participación en talleres prácticos, son las preferenciales; destacamos también que persiste una división entre los métodos directivos y los métodos de descubrimiento, entre otros resultados interesantes. Concluimos con la concreción de los objetivos generales y específicos, la presentación de las implicaciones del estudio, añadimos algunas propuestas de mejora, exponemos las limitaciones del estudio y por último indicamos las perspectivas futuras. ; Sabemos que o futebol é o desporto mais praticado em todo o mundo e também o mais seguido, por isso é um dos desportos com mais potencial de influência na sociedade e o treinador é a sua figura mais influente pela ação de liderança que promove junto dos que o rodeiam, principalmente se estivermos a falar de crianças e jovens. É o treinador que pode manter a prática do futebol do lado positivo, onde se pretende que esteja e aonde deve permanecer, no fomento dos valores educativos e na aprendizagem harmoniosa da modalidade. Dada a importância que detém esta figura no desporto em geral e no futebol em particular, é determinante que a sua formação seja um ponto fundamental das suas qualidades, até porque dela podem emanar muitas outras competências, capazes de influenciar o jovem futebolista de forma favorável em todas as suas dimensões. Desta forma, torna-se preponderante o estudo sobre a formação do treinador de futebol, que todos os dias é uma peça importante no treino dos nossos jovens, não só no capítulo desportivo mas também no capítulo social. Concluímos com a concretização dos objetivos gerais e específicos, a apresentação das implicações do estudo, aduzimos algumas propostas de melhoria, expomos as limitações do estudo e por último indicamos as perspetivas futuras. ; We know that football is the most practiced sport in the whole world and it is also the most followed. So, it is one of the sports with more potential to influence society and the coach is its most influential person by the leadership action that he promotes near those surrounding him, especially if we are talking about children and young people. The coach is the one who can maintain the practice of football on the positive side, where it is intended to be and where it should remain, to foster educational values and to learn the sport in a harmonious way. Considering the importance of this figure in sports in general and in football in particular, it is essential for training to be a fundamental aspect of his qualities, namely because many other skills can emanate from this training, skills which may influence the young player in a favourable way in all its dimensions. Thus, the study on the football coach's training, which usually plays an important part on our young people's training, is not only important in the sports chapter but also in the social chapter. We have started our work by looking at the theoretical basis of the theme. In the first part, we started with a global framework concerning the recent legislation governing the coach and his training, we reviewed all the international and national documents on the training of coaches and their skills, collecting the relevant information. In a second, more specific part, we gradually approached the characteristics that a coach must have, in terms of the concepts of education and training needs among other aspects developed. One of the main objectives of this research was the development of a valid and reliable tool for the study of coach's training, which might allow its subsequent application in Portugal and that might allow for the replication of the study in different contexts. For that purpose, we have created a questionnaire that started from the study by Abad (2009) and we have submitted this tool to a validation process with the aim of analysing the training of base football coaches in the clubs of the Beja Football Association. We have designed a questionnaire that, at the end of the validation process, included 121 items grouped in 8 dimensions (Sociodemographic Characteristics, Sport Experience, Personal Aspects, Training as a Coach, Continuous Training, Teaching Conception, Planning and Programming, Training Needs). We have carried out a qualitative and quantitative analysis that was performed through the evaluation of 12 specialists. The validity of the content was analysed through the Aiken V coefficient, establishing a 99% confidence interval and the coefficient of variation. To establish reliability, the questionnaire was applied to 20 coaches from four different clubs in the region in two different times, the internal consistency was analysed by Cronbach's Alpha method (0.915) and the test-retest reliability using the intra-class correlation coefficient resulting in 0.890 (p <0.01). The results show that the questionnaire gathers enough psychometric properties to be considered a valid and reliable tool to study and analyse the training needs of football coaches (Paixão, Abad & Giménez, 2019). In a second moment, the questionnaires created were applied to 124 coaches from the region of Beja, who were working with children and youth in football training. This sample represented 91% of the total study population and, through a descriptive and inferential analysis, it allowed us to analyse the profile of the coach, his training and his intervention in the different domains and parameters. We highlight some results, such as the fact that most coaches still do not even have the title of coach and that only a minority holds a higher education in the field of sports; on the other hand, the pleasure involved in training and teaching is the reason why coaches are in football training; as far as continuous training is concerned, the preferred strategies are: the creation of working groups between coaches, the visualization and analysis of games and video training, and the participation in practical workshops; we also emphasize that there is still a division between the directive methods and the discovery methods, among other interesting results. We conclude with the achievement of the general and specific aims, the presentation of the implications of the study, we present some improvement proposals, we show the limitations of the study and, finally, we indicate perspectives for the future.

This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. De wereld om ons heen is onderhevig aan veranderende machtsverhoudingen, wordt bevolkt door andere spelers dan in het verleden, en wordt gekenmerkt door een sterkere verknoping van nationale en internationale vraagstukken. Dit vraagt om nieuwe antwoorden, om een heroriëntatie op het buitenlandbeleid. Het rapport wordt op 30 november namens de regering in ontvangst genomen door de minister van Buitenlandse Zaken, dr. U. Rosenthal. Het rapport stelt vast dat de internationale betrekkingen radicaal van karakter zijn veranderd. De vertrouwde afbakening tussen binnen- en buitenland vervaagt steeds verder, met name in Europa. Een groot deel van de Nederlanders ervaart dit evenwel nog anders. Tegelijkertijd neemt hun onzekerheid over de positie van Nederland in de wereld toe, mede door de recente financiële crisis. Het WRR-rapport bepleit een strategischer aanpak van de buitenlandpolitiek en schetst daarvoor een afwegingskader. Hiermee kunnen duidelijke keuzes worden gemaakt. Bijvoorbeeld door de nadruk te leggen op beleidsterreinen waarop Nederland sterk is en zich langere tijd wil profileren, zoals water, voedsel, of internationaal recht. De keuzes moeten ertoe bijdragen dat het profiel, de zichtbaarheid en de invloed van Nederland worden vergroot. Door in het buitenlandbeleid de samenhang tussen nationale en internationale belangen sterker te benadrukken, zal dat beleid in eigen land op ruimere steun kunnen rekenen, verwacht de WRR. De nieuwe aanpak zal er volgens de WRR toe leiden dat de algemene buitenlandstrategie een zaak van de gehele ministerraad wordt. Deze aanpak impliceert geen herijking of ontkokering van het buitenlandbeleid. Het vraagt een andere benadering, een andere houding. De Europese Unie is en blijft voor Nederland de meest dominante arena voor internationale samenwerking. Wie zijn doelen in het buitenlandbeleid wil bereiken, moet juist hier invloed uitoefenen, juist hier excelleren om zijn nationale belangen te realiseren. Volgens de WRR vergt dit een antwoord op de vragen: in wat voor Europa willen wij leven en hoe kunnen we onze invloed aanwenden om dit Europa naar vermogen mee vorm geven? Daarbij zou het passen wanneer ons land de praktijk van de ons omringende landen volgt en de minister-president daadwerkelijk tot eerstverantwoordelijke voor het EU-beleid aanwijst, aan het hoofd van het 'ministerie van Algemene en Europese Zaken'. Een strategischer buitenlandbeleid vraagt om een adequate uitvoering. Naast organisatorische aanscherpingen, kunnen bestaande instrumenten beter worden benut. Zo meent de WRR dat het postennet van diplomatieke vertegenwoordigingen in de wereld niet gebaseerd moet zijn op vaste reflexen, maar een afgeleide dient te zijn van een heldere strategie. Tevens zijn nieuwe vormen van samenwerking met andere landen noodzakelijk, waarbij ook nadrukkelijk ruimte en erkenning ontstaan voor samenwerking met niet-statelijke actoren zoals bedrijven, ngo's en belangenorganisaties. Kortom: de WRR bepleit in de buitenlandse politiek strategisch-inhoudelijk scherp te kiezen, te streven naar excellentie binnen Europa en een faciliterend medespeler te worden in de wereld van niet-statelijke actoren. Mountains frame the landscape of the city of Rio de Janeiro and serve as support for the Atlantic forest and the urban fabric on its borders that gradually advances on it. This article analyzes the process of urban settlement on the slopes of the city of Rio de Janeiro, from a comparative analysis of landscape morphology. It focuses on the Tijuca Massif, whose slopes experience constant urban pressure from real-estate interests and territorial disputes around the edges of the Atlantic forest. This article describes occupation patterns found on the slopes of the city and specifically in the Tijuca Massif and points out the effects of local urban planning legislation on the landscape, linking them to the territorial appropriation processes and resulting environmental conflicts. The border between the Atlantic forest and the urban fabric on the slopes of Rio de Janeiro is an heterogeneous, unstable, and dynamic transition zone with different levels of occupation (strips), whose internal structural logic affect the configuration of the others, causing impacts, tension, and conflicts. These strips form a gradient of occupation, where the inner strips (mixed bands) are the ones that suffer the most dynamic changes, affecting and impacting the outer ones. Within these mixed bands, high income strata neighborhoods and favelas (slums) establish contiguous and complementary relationships among themselves. This picture demonstrates that urban planning, management, and the logic of urban occupation on the slopes of Rio de Janeiro need to evolve through a process of adjustment toward a regenerative urbanism, in which open spaces exert a structuring role to connect, articulate, and guarantee landscape resilience against geological hazards and mitigate the antithesis between the forest, formal settlements and the slums. ; As montanhas estruturam a paisagem da cidade do Rio de Janeiro e servem de suporte para a floresta Atlântica e para a mancha urbana ao seu redor, que avança gradativamente sobre ela. O presente artigo analisa o processo de ocupação urbana nas encostas da cidade do Rio de Janeiro, a partir de uma leitura comparativa da morfologia da paisagem, com foco no Maciço da Tijuca, cujas encostas vivenciam uma constante pressão urbana decorrente da valorização imobiliária e das disputas territoriais nas bordas da floresta Atlântica. Este artigo tem como objetivo caracterizar os padrões de ocupação encontrados nas encostas da cidade, e do Maciço da Tijuca, em particular e apontar os efeitos da legislação urbanística local sobre a paisagem, relacionando-os aos processos de apropriação territorial. A zona de fronteira entre a floresta Atlântica e a malha urbana nas encostas do Rio de Janeiro caracteriza-se como uma zona de transição, heterogênea, instável e dinâmica, onde é possível discernir diferentes faixas de ocupação, cujas lógicas internas de estruturação afetam a configuração das demais. Essas faixas conformam um gradiente de ocupação, onde as faixas internas (faixas de mescla) são as que sofrem transformações mais dinâmicas, afetando e impactando as externas. Nestas faixas de mescla se localiza uma constelação de núcleos de ocupação habitados por diferentes extratos sociais, com características formais e informais, isto é, regulares e irregulares do ponto de vista urbanístico e fundiário, que estabelecem entre si uma relação imbricada de contiguidade e complementaridade. Este quadro demonstra que o planejamento urbano, a gestão e a lógica da ocupação urbana nas encostas cariocas necessitam passar por um processo de ajuste, em direção a um urbanismo regenerador, no qual os espaços livres exerçam um papel estruturador na conexão, articulação e na resiliência da paisagem frente aos riscos geológicos e na mitigação da antítese entre a floresta, os territórios formalmente ocupados e as favelas. ; Las montañas estructuran el paisaje de la ciudad de Rio de Janeiro y actúan como soporte del bosque Atlántico y de la mancha urbana alrededor, que avanza gradualmente sobre éste. Se argumenta que la planificación urbanística, la gestión y la lógica da ocupación urbana en las laderas cariocas necesitan pasar por un proceso de ajuste, en dirección a un urbanismo regenerador, en el cual los espacios libres ejerzan un papel estructurador en la conexión, articulación y en la resiliencia del paisaje frente a los riesgos geológicos y en la mitigación de la antítesis entre el bosque, los territorios formalmente ocupados y las favelas.

Amazônica entra no segundo ano e traz aos leitores artigos que refletem sobre a difícil interlocução entre povos indígenas e não-indígenas, que se caracteriza pela luta pela sobrevivência cultural dos primeiros que têm como "adversário" as dificuldades relativas à compreensão da diversidade, expressas de inúmeras formas. O artigo sobre os Mbyá-Guarani no sul do Brasil de autoria de Sergio Baptista da Silva, Mártin César Tempass e Carolina Schneider Comandulli traz a público a diferenciada compreensão de território dos Mbyá-Guarani, fundamental ao processo de demarcação de terras, que conflita com a (in)compreensão dos não-indígenas, mas que deve ser vencida para garantir a livre determinação dos povos etnicamente diferenciados, sob pena de desconsiderar a secular mobilidade entre fronteiras internacionais.Noelia Enriz contribui ao debate, refletindo sobre a educação escolar indígena que se (em/de)bate entre os modelos intervencionistas e participativos, os primeiros que desconhecem a autonomia dos povos indígenas e o segundo que contempla as necessidade de formação de quadros políticos para intermediar disputas históricas. Se a leitura dos especialistas em Guarani parece distanciada do cotidiano amazônico, é preciso pensar que os Guarani, pela mobilidade encontram-se na Amazônia, além dela se originar. The article on the Mbyá-Guarani in southern Brazil, written by Sergio Baptista da Silva, Martin Cesar Tempass, and Carolina Schneider Comandulli, presents a Mbyá-Guarani particular understanding of territory, fundamental to the process of land demarcation, which conflicts with the nonindigenous view. That nonindigenous view arguably needs to be overcome in order to ensure the free will of ethnically distinct peoples, accustomed to secular mobility across international borders. Noelia Enriz contributes to this debate by considering indigenous education, which is framed in terms of interventionist and participatory models. Interventionist models disregard the autonomy of indigenous people; in contrast, participatory ones focus on political training in order to mediate historical struggles. If the articles on the Guarani seem far removed from our regional focus, we must remember that Guarani mobility brought them back to the Amazon region, where they originated. Territorial mobility is also highlighted in the article by Fabiola Andrea Silva and Francisco Forte Stuchi. They evaluate the reasons for Kaiabi mobility along the border between Mato Grosso and Pará, with implications for archaeology. La tesi sostiene che, mentre molte teorie di pianificazione si sono concentrate sulle differenze, il multiculturalismo e risoluzione dei conflitti sociali, non c'è ancora sufficiente approfondimento su come queste differenze possano restare profondamente irrisolte e come questa debolezza possa essere fortemente legata a razionalità contrastanti e a una sorta di "slittamento dei livelli di senso" o "equivoci" cognitivi tra i soggetti coinvolti (Bourdieu e Wacquant, 1992). Soprattutto in termini di conflitti urbani espliciti, generati non da opposti interessi economici o differenti volontà politiche, ma semplicemente da differenti background culturali e comportamentali, il livello cognitivo di com-prensione tra le persone coinvolte ha un ruolo fondamentale in termini di consapevolezza e di effi-cacia delle scelte. Dunque il legame tra pianificazione, governance, contesti istituzionali e partecipazione delle comu-nità è, prima di tutto, una questione di reciproca, profonda e vera comprensione, piuttosto che la continua ricerca di nuovi strumenti e politiche. Partendo dalla convinzione che i conflitti siano una fonte incredibile di soluzioni creative e inaspet-tate all'interno dei contesti urbani, dei sistemi di pianificazione e di condivisione di valori, questo lavoro si propone di sondare come la Mobilitazione Cognitiva (Dalton, 1984), per la cura e la prote-zione di un bene comune, può essere in grado di guidare una comunità nella lotta per i propri diritti, permettendo l'acquisizione di conoscenze politiche e abilità specifiche per il raggiungimento di decisioni condivise collettivamente, la costruzione di nuove forme di azione politica dal basso, nuove processi di educazione (Dolci, 1974) e ampliamento culturale contro il prevaricare di Egemonie politiche e sociali (Gramsci, 2007). Utilizzando metodi quantitativi e qualitativi, l'autore presenta due esperienze di pratiche insorgenti provenienti dall' Europa meridionale: (1) un tradizionale Caso-Studio nell' area marina protetta dell' Arrábida, in Portogallo, per illustrare come la mobilitazione cognitiva, volta alla genuina e profonda comprensione delle istanze portate avanti dalla collettività, può realizzare forme di partecipazione che, guardando ai problemi in termini di risorse, permettono alla comunità di collaborare democra-ticamente cercando soluzioni nuove e condivise in grado di modificare profondamente un piano isti-tuzionale il quale, a causa di una profonda contrapposizione tra poteri gioco e valori espressi, ha ge-nerato forme di conflitto dichiarato, ma anche latente; (2) un caso di Participatory Action Research nella valle del fiume Simeto, in Italia, dove le comunità locali, attraverso una forte mobilitazione collettiva, sono state in grado di difendere e curare il fiume Simeto, il più grande in termini di bacino idrogeologico in un territorio caratterizzato da scarsità idrica come la Sicilia, minacciato dalla scelta istituzionale di collocare un inceneritore proprio in un area fortemente incentrata sull'agricoltura, per il suo sostentamento economico, e profondamente legata al paesaggio circostante, in termini di riconoscimento e senso di appartenenza. Questo lavoro può avere importanti implicazioni sia per la teoria, che per la pratica di pianificazione. La scelta di un approccio multi-disciplinare, inoltre, aiuta nella comprensione di come sia possibile trasformare l'antagonismo in spirito competitivo tra soggetti, diversi per natura e per cultura, concentrandosi principalmente sul rispetto e l'apprendimento reciproco, sulla costruzione di processi veramente inclusivi e sulla scelta di soluzioni davvero condivise. ; The thesis argues that while many planning theories have focused the sight on the social differences, multiculturalism and conflicts resolution, there is not yet sufficient acknowledgement on how these differences can be deeply unsolved and how this weakness could be strongly linked with conflicting rationalities and with a 'cognitive slipping' planes of meaning (Bourdieu & Wacquant, 1992). Especially in terms of inexplicit urban conflicts, generated by not opposite economic interests or political will, but by simply and natural differences of the cultural and behavioral baggage, the cognitive level of understanding between people involved plays a fundamental role in terms of awareness and choices efficacy. So this works wants underlines that the link between planning, governance, institutional adjustments and community engagement is, first of all, a matter of mutual deep and real understanding, rather than new form of tools and policies. Starting from the persuasion that conflicts are an incredible source of unexpected creative solution for urban contexts, planning systems and sharing values, this paper aims to probe how a 'cognitive mobilization' (Dalton, 1984) of a community, for the care and the protection of a common good, can be able to "fight for a right" in terms of acquiring political resource and skills to reach own decisions, and constructing new form of genuine power through education (Dolci, 1974) and culture against a 'dominant discourse' (Gramsci, 2007). Using quantitative and qualitative methods, the author presents two field experiences of insurgent practices in the southern Europe: (1) a traditional Case-Study of a Marine Protected Area in Arrábida, Portugal, to illustrate how a community mobilization, that aims to understand really every form of instance and claim, can realize forms of participation that, first of all, sight problems in term of resources, and then allowed people to work democratically together building new and shared solutions able to modify deeply an institutional plan that, due to a displacement between powers and values, generated forms of conflicts between stakeholders, especially in terms of economic and decision making point of view; (2) a case of Participatory Action Research in the Simeto river valley, Italy, where local communities through a strong mobilization were able to defend and took care the river, the biggest in terms of basin in a scarcity water territory, threatened by the institutional choice to collocated an incinerator in a valley strongly based on agriculture, for its economic sustenance, and deeply linked with the landscape, for its recognition and sense of belonging to . This understanding, it is suggested, has important implications for both planning theory and practice. Choosing a multi-disciplinary approach, this work attempts to explore if and how it is possible to transform the antagonism between enemies in competitive spirit among subjects, different for nature and culture, focusing on respect and mutual learning and on the building up of processes really inclusive and choices really shared

Life and death in the daily: reflections with the professional of health was written with the purpose of contribute with the project of the State Politics of Humanization of the assistance and of the Health Management of the State of the Ceará, that defines in your guidelines " to provide the appropriate preparation to the experience of losses, of suffering, of dying and of the death ". The work is organized in thematic about of the senses of the death and of dying in the occident. It presents four chapters that talk about the life and the death in a valuable contribution about the understanding of the death as indispensable part of the life and your inclusion in the cares offered by the professionals of the health. The authors provoke in a competent and sensitive way the rethinking about the subjects of the death and of the dying, starting from the reality lived by the professionals. They put in evidence an indispensable theme for taking care humanized in the practices of health and not give the reference to the patients and your relatives, which in some way share with the professionals of the process of taking care. The first chapter: the death and the dying in the life and your senses, contains teachings retired of the poets that through your music and poems portray the death in the most different ways, but recognizes it as part of the life in your fullness. They present an abbreviation revision about the death´s history, the transformations happened along of the time and your several meanings. Concluding the chapter the authors reminds the fact that the man is the only animal that knows that will die and this conscience provokes fear and solitude feelings. They also portray importants subjects as the aging, the losses and your implications, that are going happening along the life, and last they talk about the science´s power, that tries to postpone the death considering that in this moment the biggest part of die´s process is the professional's of the health responsibility.The second chapter: the professional of the health before the death, treats of the professional's unpreparedness, it presents some basic concepts as euthanasia, medical futility, to discuss to subjects of the emotion, of sense of the life and of the death for each person, of the need of moments for that the professionals can to reflect on the own death. To think in the own death means to reflect about the life as not as a group of vital signs that have to be monitored. The reading invites us to consider the death as not as enemy, but as a complement of the life, in that life and death form the totality of being. The third chapter: the appeal to the re-humanization of the death. The authors reflect about the technological progress of the Medicine that at every cost tries the prolongation of the life and that not always those actions are accompanied of help for a good death. They point out, in this context, the solitude, the impersonal and the inhumanization of the Being that is dying. In this same chapter is discussed still the relevance of the palliative cares and the twelve beginnings for a good death published in England.>In the fourth chapter, practical application: like this in the life as in the death, the authors propose a series of practical activities for be developed in groups, with the objective of to sensitize the professionals to share, in wheels of chats in the services of health about the life and the death. The organization of this activities is in the workshop format meddled by appreciation of poems, music and support texts.In the final considerations the prominence is given for the fact that the most important seems to be a solidary attitude together to the Being that is dying. Besides, the authors also consider important the invigoration of the Public Politics and the consolidation of the Palliative Cares.It is treat of a work with clear style, objective, easy reading, that maintains us in the expectation of reaching the end. Presenta cuatro capítulos que abordan cuestiones sobre la vida y la muerte en una valiosa contribución sobre la comprensión de la muerte como la parte imprescindible de la vida y su inclusión en los cuidados dados por los profesionales de la salud. Los autores provocan de una manera competente y sensible o repensar sobre las cuestiones de la muerte y de el morir, a partir de la realidad vivieron por los profesionales. Retratan también asuntos importantes como el envejecimiento, las pérdidas y sus implicaciones, que van pasando a lo largo de la vida, y último abordan el poder de la ciencia, que intenta posponer la muerte considerando que en este momento la mayoría del proceso del morir es responsabilidad el profesional de la de salud.El segundo capítulo: el profesional de la salud enfrente de la muerte trata de el desarreglo de los profesionales, presenta algunos conceptos básicos como la eutanasia, el distanasia, para discutir los asuntos de la emoción, del sentido de vida y muerte para cada persona, de la necesidad de momentos para que los profesionales puedan reflejar sobre la propia muerte. Pensar en la propia muerte significa reflejar sobre la vida no como un conjunto de señales vitales que se debe supervisar. Considerar la muerte no come al enemigo, pero como un complemento de la vida. La vida y la muerte forman la totalidad del ser.El tercer capítulo: la apelación para la re-humanización de la muerte. Los autores reflejan sobre el progreso tecnológico de la Medicina que a todo costo los intentan la prolongación de la vida y que no siempre esas acciones se acompañan de ayuda por una buena muerte. Life and death in the daily: reflections with the professional of health was written with the purpose of contribute with the project of the State Politics of Humanization of the assistance and of the Health Management of the State of the Ceará, that defines in your guidelines " to provide the appropriate preparation to the experience of losses, of suffering, of dying and of the death ". The work is organized in thematic about of the senses of the death and of dying in the occident. It presents four chapters that talk about the life and the death in a valuable contribution about the understanding of the death as indispensable part of the life and your inclusion in the cares offered by the professionals of the health. The authors provoke in a competent and sensitive way the rethinking about the subjects of the death and of the dying, starting from the reality lived by the professionals. They put in evidence an indispensable theme for taking care humanized in the practices of health and not give the reference to the patients and your relatives, which in some way share with the professionals of the process of taking care. The first chapter: the death and the dying in the life and your senses, contains teachings retired of the poets that through your music and poems portray the death in the most different ways, but recognizes it as part of the life in your fullness. They present an abbreviation revision about the death´s history, the transformations happened along of the time and your several meanings. Concluding the chapter the authors reminds the fact that the man is the only animal that knows that will die and this conscience provokes fear and solitude feelings. They also portray importants subjects as the aging, the losses and your implications, that are going happening along the life, and last they talk about the science´s power, that tries to postpone the death considering that in this moment the biggest part of die´s process is the professional's of the health responsibility.The second chapter: the professional of the health before the death, treats of the professional's unpreparedness, it presents some basic concepts as euthanasia, medical futility, to discuss to subjects of the emotion, of sense of the life and of the death for each person, of the need of moments for that the professionals can to reflect on the own death. To think in the own death means to reflect about the life as not as a group of vital signs that have to be monitored. The reading invites us to consider the death as not as enemy, but as a complement of the life, in that life and death form the totality of being. The third chapter: the appeal to the re-humanization of the death. The authors reflect about the technological progress of the Medicine that at every cost tries the prolongation of the life and that not always those actions are accompanied of help for a good death. They point out, in this context, the solitude, the impersonal and the inhumanization of the Being that is dying. In this same chapter is discussed still the relevance of the palliative cares and the twelve beginnings for a good death published in England.>In the fourth chapter, practical application: like this in the life as in the death, the authors propose a series of practical activities for be developed in groups, with the objective of to sensitize the professionals to share, in wheels of chats in the services of health about the life and the death. The organization of this activities is in the workshop format meddled by appreciation of poems, music and support texts.In the final considerations the prominence is given for the fact that the most important seems to be a solidary attitude together to the Being that is dying. Brazil grew 2.4 percent per year on average in the last 25 years-somewhat less than Latin America, a good deal less than the world, far less than the emerging countries of Asia in the same period, and indeed far less than Brazil itself in previous decades. If anything stands out favorably in recent Brazilian experience, it is not growth but stabilization and the successful opening of the economy. The purpose of this paper is more modest. It is limited to setting out the authors' particular view of recent efforts to consolidate democracy in Brazil while controlling inflation and resuming economic growth. At the same time the paper presents, as objectively as possible, some thoughts on the limits but also the relevance of action by political leaders to set a course and circumvent obstacles to that process. Here and there, the paper refers to the experiences of other Latin American countries, especially Argentina, Chile, and Mexico, not to offer a full fledged comparative analysis but merely to note contrasts and similarities that may shed light on the peculiarities of the Brazilian case and suggest themes for a more wide-ranging exchange of views.
