Тематски Зборник Свакодневна култура у постсоцијалистичком периоду настао је као резултат научне сарадње Етнографског института САНУи Етнографског института и музеја БАН. Велике политичке и друштвене промене током деведесетих година 20.века озбиљно су се одразиле на свакодневну културу балканских земаља. Управо у периоду кризе, две суседне етнолошке установе, бугарска и српска, које више деценија током социјалисатичког периода нису сарађивале, отпочеле су заједнички рад на истраживању свакодневне културе. The enormous political and social changes during the 1990's influenced also everyday culture of the Balkans states. FROM THE HISTORY OF UZBEKISTAN'S COOPERATION WITH UNESCO
In the articleUzbekistan's accession to international documents developed and adopted within the framework of UNESCO contributes to the international legal protection of our cultural heritage by the world community, Uzbekistan's scientific potential, science, culture, historical programs, unique archeological and architectural complexes, national and spiritual masterpieces. Along with the wide range of opportunities to promote and increase the effectiveness of their work in this area, the further development of our legislation in this area, as well as the further development of education, science, culture, information and communication technologies in Uzbekistan. and focuses on opportunities to help it stay strong in its place among influential states. The reason is that the state independence of Uzbekistan is a legitimate result of the hard and arduous struggle of our people for many years. Now the fate of our people is in their hands, they are working hard to strengthen the independence of their country. As an independent state, Uzbekistan has become a party to international conventions and influential world organizations such as the UN, OSCE and ILO. Since gaining its independence, Uzbekistan has taken the path of establishing and developing interstate relations with influential countries around the world, defining the main directions of foreign policy and finally joining UNESCO, one of the 15 specialized organizations of the United Nations. The results of the cooperation since its accession in October to the present are described in the article. The article also covers the relations of our country with UNESCO and its history during the period of national independence. Finally, Uzbekistan's integration into the world community, mutually beneficial political, diplomatic, economic and cultural ties with the world's largest, developed countries are widely covered. The most important thing is that in a short historical period, Uzbekistan has taken a worthy place in the world community, rising to the level of a state with its own independent voice on global issues.

AN ACTION STRATEGY IS AN IMPORTANT FACTOR IN HUMAN WELL-BEING
The article highlights the opportunities and social factors created in this society for well-being. The action strategy is based on the fact that it is a practical expression of the well- being of society and positive changes in people's lives. At the same time, issues of strengthening the spiritual and mental immunity of a person based on the correct formation of the concept of happiness are highlighted. In the formation of immunity, along with the concept of happiness, the concept of national ideas, the path of democratic development, civil society and spirituality are revealed. At the same time, destructive ideas are compared with national ideology with a special emphasis on the role of spirituality in the formation of ideological immunity.

Poststructuralist Backgrounds: the Political Strategies of Resistance in the Literary- Theoretical Debates during the 1960–1970s in Bulgaria ; Постструктуралистские предпосылки: политические стратегии сопротивления в литературоведческих дебатах в 1960–1970-х годах в Болгарии
The article attempts to reconstruct some of the political stakes in the conceptual and methodological debates among two groups of literary critics during the 1960ies and the 1970ies in Bulgaria: the structuralists and their opponents, the so-called "Imperssionist critics". This debate seems to be a pertinent context for addressing the emergence of poststructuralism since it was the intellectual ferment, in which Julia Kristeva formed her conceptual background, before later becoming among the first poststructuralist critics of structuralism in France. Before, emigrating, Kristeva was part of the group of the "impressionist critics", who were developing ways of resisting official Marxist doctrine while retaining claims for Marxists legitimacy. They were very critical of the structuralists, who also were attempting to gain legitimacy, though by aligning with Marxism as a materialist science, a stance the "impressionists" viewed as contributing to alienation. ; Статья пытается восстановить поли- тический залог в концептуальных и методологических дискуссиях между двумя группами литературо- ведов в 1960-х и 1970-х годах в Болга- рии – между структуралистами и их противниками, так называемыми «импрессионистскими критика- ми». Эта дискуссия, по-видимому, является важным контекстом воз- никновения постструктурализма, поскольку она представляет собой интеллектуальную среду, в кото- рой Юлия Кристева первоначально сформировала свои идеи, перед тем как впоследствии стала одним из первых критиков структурализма во Франции. До эмиграции Кристева является членом группы импрес- сионистских критиков, которые пытаются разработать стратегии противостояния официальной марк- систской доктрине, не отказываясь от поиска марксистской легитим- ности. Они критикуют структура- листов, которые также стремятся к легитимности, но основываясь на настойчивости марксизма как материалистической науки – пози- ция, в которой «импрессионистские критики» видят фактор, способству- ющий отчуждению.

Introduction: Disasters caused by natural phenomena or human activity often occur in Bulgaria. Social and economic consequences of these have a significant adverse effect on its development and economic growth. Given the complexity and scope of disaster situations, it is necessary to unite the efforts of all responsible institutions and actively involve them in activities to limit human, social, economic and natural damage and losses.Aim: To study the current state of the system for protection of the population in emergency situations in Bulgaria.Materials and methods: Descriptive analysis of scientific publications and normative documents concerning the management, organization and mechanisms for protection of the population in emergency situations in Bulgaria have been used.Results: Results of the analysis of key regulatory documents in Bulgaria on the management and organization of the population protection in disaster situations are presented. The main structures and institutions in the Republic of Bulgaria, responsible and related to the protection of the population in disaster situations are indicated.Conclusion: The system of protection of the population in emergency situations in Bulgaria is strictly regulated and synchronized with the European Union policy in this respect. The state policy for protection of the population together with the developed National Programs of the Council of Ministers outline the main directions for the establishment of an effective, resourceful and technically secure national system for prevention, protection and action in disaster situations.

COOPERATION WITH THE REPUBLICAN DIPLOMACY OF UZBEKISTAN AND GERMANY
The role and place of public diplomacy in international relations, peace and stability, and the strengthening of mutual relations among nations are constantly increasing in the context of globalization. People's diplomacy plays an important role in shaping friendly relations between Uzbekistan and the international community with political, diplomatic and economic ties. In the development of public diplomacy, scientists, science and culture representatives, educational institutions, public and religious organizations, as well as public associations founded by fellow citizens, play a key role in the development of public diplomacy. The article aims to provide a systematic illustration of the history of cooperation of the Republic of Uzbekistan with Germany within the framework of public diplomacy. It follows from the following tasks: The Role of Public Diplomacy in Foreign Policy of Uzbekistan; Opening of the main directions of the German cooperation in the field of public diplomacy; The role of societies in the cooperation of the Republic of Uzbekistan with public diplomacy with Germany. The research has been used in the analysis, synthesis, history, logic research ways. The external mining partnership, formed in connection with public diplomacy, has given its results in the short run. In 1992, the Ministry of Culture of the Republic of Uzbekistan received 36 representatives from 9 countries (England, Germany, Israel, India, Malaysia, Turkey, USA, France and JAR). In 1993, about 160 countries recognized the independence of Uzbekistan and established diplomatic relations with 60 countries. In 1993, The First President of the Republic of Uzbekistan Islam Karimov visited Germany, France, England, the Netherlands, Japan and India. As a result of the visit, an agreement on cultural cooperation was signed with India, Turkey, Germany, France, Great Britain and China. The development of public diplomacy has played a significant role in the Uzbek Culture Days in Germany and the German Cultural Days in Uzbekistan. At the same time, the role of art and theater days in the countries in the development of cooperation between two countries in the sphere of culture was particularly significant. The role of friendship societies and cultural centers in the development of bilateral relations between two states in Eurasia – Germany and Uzbekistan is immense. The role of "Uzbekistan-Germany" Friendship Society and "Germany-Uzbekistan" societies, which unite representatives of two nations in the development of cooperation within the framework of people diplomacy are unique.

After two and a half decades of state-mandated cotton production, the diversification of agriculture and the downsizing of the cotton area have become prominent features of Uzbekistan's current modernization strategy. Given the momentum of agricultural policy reform, this policy brief aims to evaluate the success of farm restructuring so far. Moreover, it asks what policymakers should do next to promote agricultural competitiveness without losing sight of the social consequences of reform. After initial downsizing of the former collective farms and achieving nominal self-sufficiency in grain during the 1990s, the government has struggled to find a new model for its farming sector. In January 2019, the government initiated a new wave of farm consolidation. Rather than targeting at a particular type or size of farm organization, policymakers are recommended to focus instead on ensuring that all farmers receive undistorted market signals and have access to an optimal set of supporting public services. Stepwise liberalization of output and factor markets will contribute to this goal, and it needs to be complemented by better tailored public services to Uzbekistan's heterogeneous farming sector to lead to a successful agricultural transformation. The latter is especially important for household producers who will likely appreciate better non-farm income opportunities generated by reforms that go beyond the agricultural sector.
Informal patient payments and public attitudes towards these payments: evidence from six cee countries
Informal patient payments are deeply rooted in Central and Eastern European countries. Despite the socio-political changes in the health care sectors after 1990s and the subsequent health care reforms, informal payments for health care services continue to serve patients` and physicians` interests. These payments also fill gaps in health care funding in this European region. Nevertheless, unofficial payments are not a desirable payment channel. They lack transparency and distort the efficiency and equity in health care provision. Still, the successful elimination of these payments will depend on the public attitude towards these payments. This study aims to compare public attitudes towards informal patient payments and payment experience in six Central and Eastern European: Bulgaria, Hungary, Lithuania, Poland, Romania, and Ukraine. The data have been collected in 2010 in nation-wide representative surveys using an identical standardized question- naire administrated via face-to-face interviews. We have collected about 1000 questionnaires in each country. The results show that a major group of respondents in each country expresses a negative attitude towards both informal cash payments and in-kind gifts. 208, 187, and 174 respondents paid informally for out-patient service in Ukraine, Romania, and Hungary respectively. We also analyse the relation between public attitudes and respondents` past experience with informal payments, e.g. whether they have paid informally payment for out-patient service used last year. In Bulgaria and Poland, negative attitude is mostly observed among those who have not paid informally. The existence of positive and indifferent attitudes towards informal pay- ments as reported in our study, indicates a challenge for policy makers in Central and Eastern European countries. The acceptance of government initiatives aimed at the elimination of informal payments will largely depend on the governments` ability to create a social resistance towards these payments.

Dynamika współczesnego słownictwa słowiańskiego w przestrzeni stylowo-funkcjonalnej ; Stylistic and Functional Aspects in the Dynamics of Modern Slavic Vocabulary
Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies.
