The article deals with the analysis of social justice as a universal value that determines the evaluation of social practices in all the spheres of social life. But the study of such an evaluation of society in the sphere of interethnic relations is faced with a number of theoretical problems. The authors show that when evaluating interethnic relations in accordance with the criterion of social justice, due to the ambiguous interpretation of their meaning, it is necessary to rely on an interdisciplinary approach. An important area of this analysis is the correlation of the theoretical understanding of ethnicity and the practice of state building in the context of the cultural diversity of the population. Two strategies for achieving social justice in the sphere of interethnic relations are shown: the building of the SU ethno-nations and the building of the RF nation with securing civil rights in the sphere of the implementation of ethno-cultural identity and providing conditions for the development of ethno-cultural diversity.
The article discusses views by some Russian social scientists, mainly ethnologists and historians from the second half of XIX till the beginning of the XXI centuries, about dynamical tendencies of the ethnic processes and desirable changes in that sphere. The positive and negative prognoses of ethnic dynamics, views by Nikolay Danilevsky, some questions connected with the notion of ethnicity and some other subjects are discussed. Several science schools that appeared for the last century, some of which are still continuing to develop and others already not, are regarded. The attention is paid to the fact that the ethnic policy inter alia the language policy has not been already optimal but frequently depended on prevailing political doctrines but has been adjusted by the mass behavior. The question about what should be considered as a positive solution of ethnic and language problems is still open. The attention is paid to the fact that doing professional ethnological examinations is necessary and that many factors of the ethnic processes lie outside the sphere of ethnicity. ; Статья посвящена рассмотрению представлений ряда российских обществоведов, главным образом этнологов и историков, второй половины XIX – начала XXI в. о тенденциях развития этнических процессов, а также о желательных изменениях в этой сфере. Обсуждаются случаи позитивных и негативных прогнозов развития этнических общностей, взгляды Н.Я. Данилевского, некоторые вопросы, связанные с категорией этничности и ряд других сюжетов. Рассматривается несколько научных направлений, возникших за последнее столетие, некоторые из которых продолжают развиваться, тогда как другие – уже нет. Обращается внимание на то, что этническая (в частности, языковая) политика не всегда была оптимальной, а чаще зависела от господствовавших общеполитических доктрин, но при этом корректировалась массовым поведением. Остается открытым вопрос, что именно следует считать положительным решением этнических и языковых вопросов. Обращается внимание на необходимость проведения профессиональных этнологических экспертиз, а также на то, что многие факторы этнических процессов лежат за пределами этнической сферы.
The article provides an analysis of various studies conducted in the sphere of Yakut mentality within the framework of psychology and related sciences. The history of the study of Yakut mentality is divided into three periods, i.e. pre-revolutionary, Soviet, and Russian, which demonstrate a strong historical continuity. The first pre-revolutionary studies of Yakut mentality were purely ethnographic and benefited from numerous political exiles. The ethnographic essays of that period featured the structure and characteristics of the Yakut family and the attitude to the surrounding social and natural world, as well as spiritual and moral values. During the Soviet period, sociological studies of migration processes and interethnic perception became more relevant. Pre-revolutionary and soviet studies became the basis for further research in philosophy, pedagogy, and psychology after the collapse of the USSR. Modern studies revealed a change in Yakut mentality under the impact of historical and social events. In spite of these changes, the following features of traditional Yakut mentality have survived: respect for nature, an expanded understanding of the family concept, gender-role features, and inter-ethnic tolerance. However, the ethnic identity of the Chukchi, the Evens and the Evenks has changed. ; В статье приводится анализ исследования якутского менталитета в психологических исследованиях и других смежных науках. История исследования якутского менталитета условно разделяется на три периода: дореволюционный, период СССР и российский период. Делается вывод об исторической преемственности выделенных этапов. Первые исследования якутского менталитета проводились в русле этнографии в дореволюционный период. Большой вклад внесли ученые – политические ссыльные. Предметом этнографических очерков являлись устройство и особенности семьи, отношение к окружающему социальному и природному миру, духовно-нравственные ценности коренных народов Якутии. В советский период смещается акцент и характер исследований. Актуальным становятся социологические исследования миграционных процессов и межэтническое восприятие. Интерес к вопросам, исследованным русскими путешественниками и политическими ссыльными, возвращается после распада СССР, и данная проблематика становится основой для дальнейших исследований в философии, педагогике и психологии. В современных исследованиях выявляется изменение менталитета под воздействием исторических и социальных событий. В то же время в исследованиях отмечается сохранение следующих особенностей традиционного якутского менталитета: бережное отношение к природе, расширенное понимание семьи, полоролевые особенности, межэтническая толерантность. Вместе с тем происходят изменения в этнической идентичности северных коренных народов: чукчей, эвенов и эвенков.
This paper explores the problem of the structure of General Intellect, the theory of which is developing in the post-operaismo intellectual movement. In this paper General Intellect is analysed as a property of a social connection structure, named here as heterarchy. As connection structure heterarchy forms different kinds of singularities: aggregations made by statistical repetitions of relations and individual egos making values through their goal setting and other intellectual activity. The main argument of the article is that although to some extent General Intellect may denote capacity for the self-organization of society, it is difficult to identify it with only one particular institutional organisation or political regime. General Intellect appears in any type of social structuring through self-organising processes.Key words: general intellect, heterarchy, singularity, complexity, aggregate, multitude. ; В статье исследуется проблема структуры общего интеллекта, теория которого развивается в интеллектуальном движении (пост)операизма. Общий интеллект анализируется в качестве свойства структуры социальных связей (соединений), названной здесь гетерархией. В качестве структуры связей гетерархия формирует различные виды сингулярностей: агрегаты (совокупности), производимые статистическими повторениями отношений, и индивидуальные эго, полагающие значения через постановку целей и другую интеллектуальную деятельность. Основной аргумент статьи заключается в том, что, хотя в некоторой степени общий интеллект может обозначать способность к самоорганизации общества, его трудно отождествить только с одной конкретной институциональной организацией или политическим режимом. Общий интеллект появляется в любом виде социального структурирования посредством процессов самоорганизации. Ключевые слова: общий интеллект, гетерархия, сложность, сингулярность, агрегат, множество.
Секция 2. Методологический потенциал современной философии ; Рассматривается взаимосвязь философии и социально-гуманитарных наук в двух основных аспектах. Диахронических аспект характеризует особенности становления и развития наук об обществе и статусе человека в нем, начиная с XVII века. Характеризуется специфика и проблемное поле четырех основных этапов в развитии обществознания – классический этап, этап институционализации социально-гуманитарных наук, этапы неклассического и современного постнеклассического обществознания. Синхронический (функциональный) аспект анализа темы предполагает экспликацию взаимодействия философии и социальных наук на основе существования у них взаимного прагматического интереса. Он осуществляется в трех ракурсах, Во-первых, существования исследовательских программ в обществознании, во-вторых, существования междисциплинарных систем знания об обществе – политической, экономической и др. философии, в-третьих, координации тематических разделов в программах и практике преподавания этих дисциплин. ; The article discusses correlation between philosophy and social science in two principal aspects. Diachronic aspect characterizes the special features in evolution of the branch of sciences studying society and human from XVII century. The specificity and problematic area of four main stages in history of social science is characterized (including classic stage, stage of social science institutionalization, stages of non-classic and post-non-classic social science). Synchronic (functional) aspect explicates the cooperation between philosophy and social science because of mutual pragmatic interest. It reveals in three ways: in research programs in social science; in cross-disciplinary systems of social knowledge such as political, economic philosophy, etc.; in coordination of thematic parts in programmes and practice of teaching of these courses.
Following comparative analysis of relevant national and post-soviet Criminal Codes as well as the Criminal Code of France the article proposes to provide in future Constitutional Code of Ukraine or other state an exhaustive legal list of circumstances which exempt anti-social activity. In this regard the essence, grounds and limits of acts connected with innocent ignorance of legal norms should be presented. Those acts are conflict of laws, short-term collision of various social subjects' legal statuses, necessary defense, emergency, actions in the state of the proved risk, arrest of the person who committed a crime, commission of crime as a result of psychiatric or physical influence, commission of offense as a result of performance of a legal order or instruction, and commission of offense as a result of fulfillment of special task based on warning, detection, termination and solving of an organized group. After the text the essence, grounds and limits of acts of the mentioned circumstances in the context of counteraction to certain type of offense should be provided. A special understanding of circumstances which exempt anti-social activity depending on the fact whether certain or uncertain persons commit the act and whether they can be protected taking into account necessary defense has been investigated. The other article of the Constitutional Code of Ukraine or other state should include general legal definition, form and types of guilt as well as the list of circumstances which exempt, alleviate or aggravate the guilt of the person. Circumstances which exempt should include para-accident or para-special case, legal or factual mistake, pretended circumstance which exempts anti-social act, legal insanity and limited sanity of the person.
This article considers the subject of interdisciplinary interaction among specialists working in exact and social sciences as a practice of exchanging ideas about social reality; mutual adaptation of these ideas; empirical verification of the universal formal logic rules applied to specific tasks of sociological research. Such formulation of the subject goes beyond the problem of adapting educational programs to "literacy classes" for potential partners. It is maintained that in inter-professional communication it is important to formulate conceptual systems of common use not "in general", not for all possible cases, but with regard to the problem addressed by consolidated effort. For such conceptual systems we use the term "common language area" according to the ideas of epistemologists (Ilya Kasavin). Elements of these conceptual systems include paradigms, concepts, tools and procedures mobilized for collaborative work. Readers are offered a description of the experience of cooperation between mathematicians and sociologists in 1990 – 2010s in the qualitative analysis of sociological data — which is an area of concern for both sociology and exact methods. To find a cooperative solution, we needed to develop a system of basic propositions regarding the object and purpose of the research; to put together a structure of sociological data suitable for using the proposed formal tool; to carry out empirical verification of the formalized language of logic-mathematical reasoning. This work has made it possible to explicate the opportunities and limitations when it comes to interpreting results. The article draws conclusions about the specifics of communication in a team of specialists, including sociologists and mathematicians, and about the development of a common language area in the field of cooperation that deals with qualitative analysis of sociological data. Our experience of cooperation in using formalized qualitative analysis of sociological data shows that, when it comes to the need to solve a common problem, partner role relations turned out to be the most effective (rather than role pairs such as "teacher-student" or "seller-buyer").
The article, which is addressed to a wide range of readers, but first of all to University teachers, graduate students and students, outlines a wide range of views on the institution of the state of social scientists of different times and peoples: from ancient thinkers to modern authorities. Discussion of the latest trends in the development of this Institute in the late twentieth and first decades of the XXI century is the subject of the author's research. The article analyzes the futurist ideas about the state related to forecasts of the progress of information technologies, as well as ideas about the dynamics of relations between state power and society. Special sections of the article are devoted to: the evolutionary concept of the state; the challenges that States face in the context of the next technological (fourth industrial) revolution; the discourse on the discrepancy between formal and real citizenship as the reverse side of the extraterritoriality of the state.
Рассматривается процесс формирования новой междисциплинарной науки – меметики, объектом исследования которой являются исторические, культурные, политические, социальные, кономические и иные типы мемов. Анализируются взаимоотношения меметики с социальной наукой. Обосновывается вывод о том, что меметика становится тем направлением социальной семиотики, которое связывает ее с различными видами семиотических исследований (биосемиотикой, киберсемиотикой, политической семиотикой, семиотикой культуры, экономической семиотикой и др.). ; The process of formation of a new interdisciplinary science – memetics, which studies historical, cultural, political, social, economic and other types of memes is considered in the article. The interconnections between memetics and social semiotics are analyzed. The conclusion is substantiated that memetics is becoming the branch of social semiotics which relates to different branches of semiotic research (biosemiotics, cybersemiotics, political semiotics, semiotics of culture, economic semiotics, etc.).

The article deals with the semantic changes of the terms of the Humanities and those of social and political sciences, the majority of which are consubstantial. It is universally acknowledged that a lexical-semantic way of coining new terms is the most productive one, which makes the majority of terms consubstantial. Words borrowed from the general literary language more often than not undergo the process of terminologisation and turns into terms proper whose meaning becomes more precise and narrow. Besides the process of terminologisation the article also considers the processes of determinologisation and reterminologisation. The research has also shown that the meaning of the term changes due to its transition from the category of the author original terms to international ones. These conclusions are also applicable to metaphor-based terms and terms coined on the basis of proper nouns. Having become part of terminological word combinations, proper nouns lose the meanings common for all participants of the speech community. The growing level of terminologisation results in the change of meaning of the term to such an extent that it becomes understandable only to professionals. The common seme which the term shares with the word of the general language disappears. The material for the research includes terminological dictionaries of various fields of the humanities and social and political sciences (economics, politics, law, art criticism). The authors have tried to present the studied material as a whole, to address certain problem caused by the change of meaning and to identify regularities of terminological meaning change. ; Данная статья посвящена проблеме изменения семантики терминов гуманитарных наук, которые в своем большинстве являются консубстанциональными. Общеизвестно, что в гуманитарных областях знания лексико-семантический способ образования терминов является одним из основных, что делает большинство терминов консубстанциональными. Слова, заимствованные из общелитературного языка, подверглись процессу терминологизации и превратились в собственно термины, объем значения которых значительно сузился. Помимо процесса терминологизации, в статье также рассматриваются процессы детерминологизации и ретерминологизации. Исследование показало, что объем значения термина меняется в связи с его переходом из категории авторских или региональных терминов в интернациональные. Данные выводы правомочны также в отношении терминов, основанных на метафоре и возникших на основе имен собственных. Имя собственное, войдя в состав термина, утрачивает значение, доступное всем членам языкового сообщества, говорящего на данном языке, и становится компонентом терминологических сочетаний. В результате процесса терминологизации утрачивается индивидуальность номинации, но происходит уточнение более общих понятий. Возрастающая далее степень терминологизации приводит к тому, что термины изменяют свое значение настолько, что становятся понятными лишь узкому кругу профессионалов. Связь с семантикой слова из общего языка, от которого термин, собственно, и произошел, полностью утрачивается. Материалом исследования послужили различные современные терминологические словари разных областей гуманитарного знания (экономика, политика, право, искусствознание).
The article presents a set of sources on the history of the formation and development of city self-government in the Turkestan general-government. The author analyzes such types of sources as legislative acts, official documents, reference and statistical publications, and periodicals. These documents and materials are contained in the Central state archives and libraries of Russia, Uzbekistan and Kazakhstan, and are reflected in the «Complete collection of laws of the Russian Empire» and the periodical press. Such a disparate storage location of the source database implies the need for a comprehensive study and identification of the information potential. Each of the presented types of sources has such characteristics as primacy, complementarity, subordination, and a high degree of reliability. Together, they give an idea of the legal and socio-economic conditions of the organization of social and economic activities, the nature and evolution of relations with the administration and the population, and also allow us to recreate a complete picture of the formation of city self-government in the region. ; Представлен комплекс источников по истории становления и развития городского самоуправления в Туркестанском генерал-губернаторстве. Автором были проанализированы такие виды источников, как законодательные акты, делопроизводственные документы, справочные и статистические издания, периодическая печать. Указанные документы и материалы содержатся в центральных государственных архивах и библиотеках России, Узбекистана, Казахстана, отражены в Полном собрании законов Российской империи, периодической печати. Такое разрозненное место хранения источниковой базы предполагает необходимость комплексного изучения и выявления информационного потенциала. Каждый представленный вид источников обладает такими характеристиками, как первичность, взаимодополняемость, подчиненность и высокая степень достоверности. В совокупности они дают представление о правовых и социально-экономических условиях организации общественной хозяйственной деятельности, характере и эволюции взаимоотношений с администрацией и населением, позволяют воссоздать целостную картину становления городского самоуправления в регионе.
The article discusses the application of the theory of dynamic chaos to the study of social phenomena. Appeal to the origins of the creation of the theory of dynamic chaos in natural science (A. Poincaré, I. Prigogine, E. Lorenz, and others) revealed nonlinear dynamic systems in the natural environment (turbulent flows, atmosphere, biological populations, etc.). The category of "chaos" is now firmly established in the arsenal of the social sciences and humanities, although only recently it referred exclusively to natural science knowledge (the theory of chaos in mathematics, physics, biology, etc.). In synergetics, for the first time, the description of self-organization processes as a mutual transition of order and chaos was proposed by I.R. Prigogine.But in the social sciences such systems are society, its economic, political and other spheres, which have the properties of non-closure, instability and non-linear development. In Ukrainian philosophical thought, one of the first works in which the problem of the development of nonlinear self-developing systems was highlighted was the work of I.S. Dobronravova (1991). Scientific monograph I.V. Yershova-Babenko (1992) also had a significant impact on the development of studies of complex non-linear systems, since for the first time the system of the human psyche was considered as a non-linear self-organized system. The psycho-synergetic model of social reality is based on the fact that social reality is a psychomeric environment, i.e. a complex nonlinear system consisting of other complex nonlinear integrity, which are determined by phase transitions between different states of chaos and order. The application of chaos theory is also possible at the micro and macro levels of social research, which is presented by Ukrainian researchers in synergetics (I. S. Dobronravova, L. Finkel) and in psychosynergetics (I.V. Yershova-Babenko), L. Bevzenko and others. ; В статье рассматривается применение теории динамического хаоса к изучению социальных явлений. В связи с является необходимым обращение к истокам создания теории динамического хаоса в естествознании (А. Пуанкаре, И. Пригожин, Э. Лоренц и др.), в котором были выявлены нелинейные динамические системы в естественной среде (турбулентные потоки, атмосфера, биологические популяции и т. д. Но в социальных науках такими системами являются общество, его экономические, политические и другие сферы, обладающие свойствами открытости, нестабильности и нелинейного развития. Поэтому категория «хаос» в настоящее время прочно вошла в арсенал социальных и гуманитарных наук, хотя еще недавно она относилась исключительно к естественнонаучным знаниям (теория хаоса в математике, физике, биологии и т. д.). В синергетике впервые описание процессов самоорганизации как взаимного перехода порядка и хаоса было предложено И. Р. Пригожин.В украинской философской мысли одной из первых работ, в которой была освещена проблема развития нелинейных самоорганизующихся систем, была работа И. С. Добронравова (1991). Научная монография И. В. Ершова-Бабенко (1992) также оказала значительное влияние на развитие исследований сложных нелинейных систем, поскольку впервые система психики человека рассматривалась как нелинейная самоорганизующаяся система.Психосинергетическая модель социальной реальности основана на том факте, что социальная реальность представляет собой психомерную среду, то есть сложную нелинейную систему, состоящую из другой сложной нелинейной целостности, которая определяется фазовыми переходами между различными состояниями хаоса и порядка. Применение теории хаоса также возможно на микро- и макроуровне социальных исследований, которые представлены украинскими исследователями в области синергетики (И. С. Добронравова, Л. Для цього необхідним є звернення до витоків створення теорії динамічного хаосу в природознавстві (А. Пуанкаре, І. Пригожин, Е. Лоренц та ін.), яка заснована на вивченні нелінійних динамічних систем у природному середовищі (турбулентні потоки, атмосфера, біологічні популяції тощо). Але в соціальних науках теж знаходять подібні системи – перш за все це суспільство та його економічна, політична та інші сфери, які мають властивості відкритості, нестабільності і нелінійного розвитку. Тому категорія «хаосу» тепер міцно закріплена в арсеналі суспільних і гуманітарних наук, хоча лише нещодавно вона стосувалася виключно природничих знань (теорія хаосу в математиці, фізиці, біології тощо). У синергетиці вперше опис процесів самоорганізації як взаємного переходу порядку і хаосу було запропоновано І. Р. Єршова-Бабенко (1992) також здійснила значний вплив на розвиток досліджень складних нелінійних систем, оскільки вперше система людської психіки розглядалася як складна нелінійна система, що самоорганізується.Психосинергетична модель соціальної реальності ґрунтується на тому, що соціальна реальність – це психомірне середовище, тобто складна нелінійна система, що складається з іншої складної нелінійної цілісності, яка визначається фазовими переходами між різними станами хаосу і порядку. Застосування теорії хаосу можливе також на мікро- та макрорівні соціальних досліджень, які представлені українськими дослідниками в галузі синергетики (І. С. Добронравова, Л.
