The article examines the problem of relations between the General and the Unique in the social and political sciences. The author highlights the different views on this perspective: some scientists explain specifi c cases by bringing them under general theories and laws while others researchers emphasize that each case, each phenomenon is unique and shouldn't be generalization. The author theorizes that there is a methodological bridge between the generalizing spirit of social science and uniqueness of events and cases. ; В статье рассматривается проблематика соотношения общего и частного в социальных и политических науках. Выделяются различные точки зрения на данную проблематику: часть исследователей объясняет частные случаи при помощи общих теорий и законов, другие же исследователи акцентируют внимание на том, что каждый случай индивидуален и не поддается генерализации. Автор выдвигает теорию о том, что с помощью методологии можно объединитьанализ общего и уникального.
On September 25 the Institute of Far Eastern Studies of the Russian Academy of Sciences celebrated its 55th anniversary. The article describes how the Institute, which was initially created mainly for researching China, has gradually turned into a multidimensional scientific Institution for studying not only China, but also Japan, the Korean Peninsula, the problems of the Asia-Pacific region, and the activities of the Shanghai Cooperation Organization (SCO). The article includes the story how in 2008 the then director of the IFES RAS Academician M.L. Titarenko signed an order to include in the Institute's activities the study of Vietnam, which geographically, historically, and even spiritually is an integral part of the ancient Chinese area, as well as the research of the problems of ASEAN, where Vietnam has been playing an ever-increasing role since 1995. Over the 13 years the Vietnam and ASEAN Study Center has become the specialized headquarters for Vietnamese studies, bringing together highly qualified specialists on Vietnam and Southeast Asia. A small science division has achieved serious scientific and practical results, the recognition in the scientific world and, most importantly, the respect of the Vietnamese colleagues and politicians.
The article discusses views by some Russian social scientists, mainly ethnologists and historians from the second half of XIX till the beginning of the XXI centuries, about dynamical tendencies of the ethnic processes and desirable changes in that sphere. The positive and negative prognoses of ethnic dynamics, views by Nikolay Danilevsky, some questions connected with the notion of ethnicity and some other subjects are discussed. Several science schools that appeared for the last century, some of which are still continuing to develop and others already not, are regarded. The attention is paid to the fact that the ethnic policy inter alia the language policy has not been already optimal but frequently depended on prevailing political doctrines but has been adjusted by the mass behavior. The question about what should be considered as a positive solution of ethnic and language problems is still open. The attention is paid to the fact that doing professional ethnological examinations is necessary and that many factors of the ethnic processes lie outside the sphere of ethnicity. ; Статья посвящена рассмотрению представлений ряда российских обществоведов, главным образом этнологов и историков, второй половины XIX – начала XXI в. о тенденциях развития этнических процессов, а также о желательных изменениях в этой сфере. Обсуждаются случаи позитивных и негативных прогнозов развития этнических общностей, взгляды Н.Я. Данилевского, некоторые вопросы, связанные с категорией этничности и ряд других сюжетов. Рассматривается несколько научных направлений, возникших за последнее столетие, некоторые из которых продолжают развиваться, тогда как другие – уже нет. Обращается внимание на то, что этническая (в частности, языковая) политика не всегда была оптимальной, а чаще зависела от господствовавших общеполитических доктрин, но при этом корректировалась массовым поведением. Остается открытым вопрос, что именно следует считать положительным решением этнических и языковых вопросов. Обращается внимание на необходимость проведения профессиональных этнологических экспертиз, а также на то, что многие факторы этнических процессов лежат за пределами этнической сферы.
The article provides an analysis of various studies conducted in the sphere of Yakut mentality within the framework of psychology and related sciences. The history of the study of Yakut mentality is divided into three periods, i.e. pre-revolutionary, Soviet, and Russian, which demonstrate a strong historical continuity. The first pre-revolutionary studies of Yakut mentality were purely ethnographic and benefited from numerous political exiles. The ethnographic essays of that period featured the structure and characteristics of the Yakut family and the attitude to the surrounding social and natural world, as well as spiritual and moral values. During the Soviet period, sociological studies of migration processes and interethnic perception became more relevant. Pre-revolutionary and soviet studies became the basis for further research in philosophy, pedagogy, and psychology after the collapse of the USSR. Modern studies revealed a change in Yakut mentality under the impact of historical and social events. In spite of these changes, the following features of traditional Yakut mentality have survived: respect for nature, an expanded understanding of the family concept, gender-role features, and inter-ethnic tolerance. However, the ethnic identity of the Chukchi, the Evens and the Evenks has changed. ; В статье приводится анализ исследования якутского менталитета в психологических исследованиях и других смежных науках. История исследования якутского менталитета условно разделяется на три периода: дореволюционный, период СССР и российский период. Делается вывод об исторической преемственности выделенных этапов. Первые исследования якутского менталитета проводились в русле этнографии в дореволюционный период. Большой вклад внесли ученые – политические ссыльные. Предметом этнографических очерков являлись устройство и особенности семьи, отношение к окружающему социальному и природному миру, духовно-нравственные ценности коренных народов Якутии. В советский период смещается акцент и характер исследований. Актуальным становятся социологические исследования миграционных процессов и межэтническое восприятие. Интерес к вопросам, исследованным русскими путешественниками и политическими ссыльными, возвращается после распада СССР, и данная проблематика становится основой для дальнейших исследований в философии, педагогике и психологии. В современных исследованиях выявляется изменение менталитета под воздействием исторических и социальных событий. В то же время в исследованиях отмечается сохранение следующих особенностей традиционного якутского менталитета: бережное отношение к природе, расширенное понимание семьи, полоролевые особенности, межэтническая толерантность. Вместе с тем происходят изменения в этнической идентичности северных коренных народов: чукчей, эвенов и эвенков.
This paper explores the problem of the structure of General Intellect, the theory of which is developing in the post-operaismo intellectual movement. In this paper General Intellect is analysed as a property of a social connection structure, named here as heterarchy. As connection structure heterarchy forms different kinds of singularities: aggregations made by statistical repetitions of relations and individual egos making values through their goal setting and other intellectual activity. The main argument of the article is that although to some extent General Intellect may denote capacity for the self-organization of society, it is difficult to identify it with only one particular institutional organisation or political regime. General Intellect appears in any type of social structuring through self-organising processes.Key words: general intellect, heterarchy, singularity, complexity, aggregate, multitude. ; В статье исследуется проблема структуры общего интеллекта, теория которого развивается в интеллектуальном движении (пост)операизма. Общий интеллект анализируется в качестве свойства структуры социальных связей (соединений), названной здесь гетерархией. В качестве структуры связей гетерархия формирует различные виды сингулярностей: агрегаты (совокупности), производимые статистическими повторениями отношений, и индивидуальные эго, полагающие значения через постановку целей и другую интеллектуальную деятельность. Основной аргумент статьи заключается в том, что, хотя в некоторой степени общий интеллект может обозначать способность к самоорганизации общества, его трудно отождествить только с одной конкретной институциональной организацией или политическим режимом. Общий интеллект появляется в любом виде социального структурирования посредством процессов самоорганизации. Ключевые слова: общий интеллект, гетерархия, сложность, сингулярность, агрегат, множество.
Attitude to so-called «collective rights» of ethnic groups as to a basis of ethno-national politics of every progressive state and of the whole global social community has lately become popular. Social and legal aspects of this notion are examined along with «pro» and «contra» its practicalimplementation. «Collective rights» notion allows at least five contradicting readings. Arguments for «ethno-group rights» are speculative and easily contested. If spread, «collective rights» of ethnic groups may essentially undermine system integration bases of multiethnic nations. Ethnosocialproblems that do exist in the world may be solved in democratic ways on the basis of already available and broadly accepted human and civil rights concepts and by applying «collective measurement» of individual rights. ; В последнее время стало популярным относиться к концепции «коллективных прав» этнических групп как к основе этнонациональной политики каждого прогрессивного государства и всего глобального социума. Дается социологическая и юридическая характеристика этого понятия, анализируются аргументы «за» и «против» ее практической реализации. Понятие «коллективные права» допускает, как минимум, пять противоречивых прочтений. Имеющиеся умозрительные аргументы в пользу этногрупповых прав легко оспариваются. Распространение «коллективных прав» этногрупп способно существенно подорвать основы системной интеграции полиэтнических наций. Существующие в мире этносоциальные проблемы можно решить демократическим путем, используя уже имеющиеся и широко признанные концепты прав человека и гражданина и «коллективного измерения» индивидуальных прав.

Синхронический (функциональный) аспект анализа темы предполагает экспликацию взаимодействия философии и социальных наук на основе существования у них взаимного прагматического интереса. Он осуществляется в трех ракурсах, Во-первых, существования исследовательских программ в обществознании, во-вторых, существования междисциплинарных систем знания об обществе – политической, экономической и др. философии, в-третьих, координации тематических разделов в программах и практике преподавания этих дисциплин. ; The article discusses correlation between philosophy and social science in two principal aspects. Diachronic aspect characterizes the special features in evolution of the branch of sciences studying society and human from XVII century. The specificity and problematic area of four main stages in history of social science is characterized (including classic stage, stage of social science institutionalization, stages of non-classic and post-non-classic social science). Synchronic (functional) aspect explicates the cooperation between philosophy and social science because of mutual pragmatic interest. It reveals in three ways: in research programs in social science; in cross-disciplinary systems of social knowledge such as political, economic philosophy, etc.; in coordination of thematic parts in programmes and practice of teaching of these courses.
The concept of scientific infrastructure in the interpretation adopted in the European Union is considered. It is indicated that this is a modern form of organization of scientific information services. The structure of European organizations and projects forming the scientific infrastructure of European organizations is described. The activities of European consortia of scientific infrastructure of social and humanitarian profile, including information resources and services implemented in these consortia, are described in particular detail. It is concluded that the European experience can be very useful for the development of scientific information services in Russia. ; Рассматривается понятие научной инфраструктуры в трактовке, принятой в Евросоюзе. Указывается, что это является современной формой организации служб научной информации. Описывается структура европейских организаций и проектов, образующих научную инфраструктуру европейских организаций. Подробно описывается деятельность европейских консорциумов научной инфраструктуры социального и гуманитарного профиля, в том числе, информационных ресурсов и сервисов, реализованных в этих консорциумах. Делается вывод, что европейский опыт может быть очень полезен для развития служб научной информации в России.
The article analyzes the definitions of the public as a subject of social sciences. The purpose of the paper is to operationalize the concept of the public for its practical application in the system of functioning of political institutions. The basis of the methodology is an instrumental approach. The methods used are comparative, legal analysis, description and generalization of data, a questionnaire survey of residents of a metropolitan Russian city to assess the potential of public activity in solving local issues. Various theories of domestic and foreign researchers focus their attention on particular aspects of the public. Representatives of the managerial approach formally divide the public into several groups: public organized structures (NGOs, professional community, etc.), acting on a permanent and legal basis, and active citizens acting situationally within a specific project to discuss it (interested citizens, expert councils, etc.). Within the framework of political theory, the public always focuses on a problem and forms through getting interested in a particular challenge. From the point of view of the law, the public is not designated as a concept but indirectly finds its expression in the legally established forms of realization of the right to local selfgovernment. In PR, the public is labile, dynamic and unstable to manipulation. The key characteristics of the concept under consideration, which is widely used in the Russian and foreign communication space, but not formed into a single definition, are highlighted. The author concludes that the public is heterogenic, dualistic, centred on a particular problem. The empirical study revealed a low level of public participation in projects associated with creating a comfortable urban environment. On the contrary, the level of willingness to get involved in other city problems is high. ; В статье проведен анализ определений общественности как предмета социальных наук. Цель статьи — операционализация понятия «общественность» для его практического применения в системе функционирования политических институтов. Основа методологии — инструментальный подход. В качестве методов применены сравнительный, правовой анализ, описание и обобщение данных, анкетный опрос жителей крупного российского города на предмет оценки потенциала общественной активности в решении вопросов местного значения. Различные теории отечественных и зарубежных исследователей фокусируют свое внимание на тех или иных аспектах общественности. Представители управленческого подхода формально разделяют общественность на несколько групп — организованные структуры общественности (НКО, профессиональное сообщество и др.), действующие на постоянной и юридической основе, и активных граждан, действующих ситуативно в рамках определенного проекта в целях его обсуждения (заинтересованные граждане, экспертные советы и т. д.). В рамках политической теории общественность всегда сосредоточена вокруг проблемы, и формируется она посредством возникновения интереса к определенной проблеме. С точки зрения права общественность как понятие не обозначается, но косвенно находит свое выражение в законодательно установленных формах реализации права на местное самоуправление. В PR общественность является лабильной, динамичной и неустойчивой к манипуляциям. Выделены ключевые характеристики рассматриваемого понятия, широко используемого в российском и зарубежном коммуникационном пространстве, но не оформленном в единое определение. Автор делает вывод о неоднородности, дуалистичности общественности, сосредоточенной вокруг определенной проблемы. В рамках эмпирического исследования выявлен низкий уровень общественного участия в проектах формирования комфортной городской среды при высоком уровне готовности включиться в решение других проблем города.
Following comparative analysis of relevant national and post-soviet Criminal Codes as well as the Criminal Code of France the article proposes to provide in future Constitutional Code of Ukraine or other state an exhaustive legal list of circumstances which exempt anti-social activity. In this regard the essence, grounds and limits of acts connected with innocent ignorance of legal norms should be presented. Those acts are conflict of laws, short-term collision of various social subjects' legal statuses, necessary defense, emergency, actions in the state of the proved risk, arrest of the person who committed a crime, commission of crime as a result of psychiatric or physical influence, commission of offense as a result of performance of a legal order or instruction, and commission of offense as a result of fulfillment of special task based on warning, detection, termination and solving of an organized group. After the text the essence, grounds and limits of acts of the mentioned circumstances in the context of counteraction to certain type of offense should be provided. A special understanding of circumstances which exempt anti-social activity depending on the fact whether certain or uncertain persons commit the act and whether they can be protected taking into account necessary defense has been investigated. The other article of the Constitutional Code of Ukraine or other state should include general legal definition, form and types of guilt as well as the list of circumstances which exempt, alleviate or aggravate the guilt of the person. Circumstances which exempt should include para-accident or para-special case, legal or factual mistake, pretended circumstance which exempts anti-social act, legal insanity and limited sanity of the person.
Issues of research methodology have always been important for social sciences. In the contemporary world, globalizational challenges and economic crises both change the society dramatically and reveal the weakness of the explanatory capability of many conventional theories. Thus examining the theoretical and methodological foundations of contemporary social science proves a highly important challenge.In our opinion, substantiated in the article, many underlying reasons for the contemporary systemic crisis have arisen because many fundamental concepts in social sciences fail to adequately reflect the changing reality, including the crises in global economy, politics and interethnic relations. Social sciences often can neither predict these processes nor explain their causes and nature.We contend that the weakness of the explanatory capability of social science is due to its being founded on the Newtonian-Cartesian metaparadigm, which, in its turn, rests upon the laws of the macrocosm — while the contemporary world has actually become akin to a microcosm.We conclude that the existing categorical apparatus needs reviewing and refining, which will consequently lead to a development of a new metaparadigm of thinking. ; Для общественной науки проблемы методологии всегда представляют чрезвычайно важную задачу. Особенно эта значимость возрастает в современном мире, когда глобализационные вызовы и экономические кризисы не только кардинально меняют общество, но и наглядно демонстрируют слабость объяснительного потенциала многих традиционных теорий. Отсюда чрезвычайно важным представляется анализ теоретико-методологической базы современной общественной науки.В статье обосновывается мысль о том, что причины современного системного кризиса объясняются тем, что многие фундаментальные понятия общественной науки не совсем адекватно отражают изменившуюся реальность, в частности кризисные процессы и явления в области мировой экономики, политики, межэтнических отношений. Общественные науки часто не способны не только предсказать, но и объяснить причины и сущность этих процессов.Согласно мнению автора слабость объяснительного потенциала общественной науки состоит в том, что она до сих пор основывается на ньютоно-картезианской метапарадигме, которая, в свою очередь, базируется на законах макромира, в то время как современный мир стал фактически похожим на микромир.Отсюда необходимы пересмотр и уточнение существующего категориального аппарата и, соответственно, поиск и разработка новой метапарадигмы мышления.

Behind the dominant image of technological progress on the one hand, and the continuing redistribution of political power on the other, changes have been occurring on all social levels, hitting at the heart of the basic assumptions of modern culture. Referring to a vast number of archival and published sources, the author analyzes the social structure and development tendencies of the Russian General Officers between 1730 and 1741. The growth in the numbers of generals under Anna Ioannovna had ceased in the period in question. As opposed to the five previous years, the numbers of generals between 1730 and 1741 were directly conditioned by whether the army was involved in military activities. After the confirmation of the new staff in 1731, the number of generals decreased reaching 104–108 persons, while during the Russo-Turkish and Swedish wars, it increased to 113–129 persons. The structure of the general officers' staff between 1730 and 1741 reflected the overall changes in the armed forces of the time. The number of generals in the field army was decreasing, while it remained unchanged in the military units financed by sources other than chevage (artillery, engineer corps, land militia, defence forces). According to the general data, between 1730 and 1738, 60 to 63 percent of the generals were Russian nationals, and 37 to 40 percent non-Russian nationals. Consequently, after Anna Ioannovna was enthroned, there were no significant changes in the general officers' national structure. It was only at the very end of the period that due to a mass resignation of Russian generals, the numbers of foreign general officers grew: in 1739 they accounted for 42 percent, and between 1740 and 1741 – for 45–46 percent. In the field army, the growth of the number of non-Russian nationals continued with 35 percent in 1725, 42–45 percent in 1726–1730, and as many as 51–70 percent in 1739–1741. Foreign general officers prevailed, as previously, in the artillery and engineer corps with Russian generals employed in the military administration. The land militia forces were commanded by non-Russian generals. According to the general data between 1730 and 1741, equally to the preceding five years, the majority of foreign generals were from Germany (43 to 45 percent). Having started under Peter I, the incorporation of the Baltic nobility into Russian elite continued, while the numbers of Baltic Germans among the generals considerably increased (from 10 to 28 percent). Non-Russian generals taking service between 1730 and 1741, as a rule, had military experience and were assigned to the field army and land militia. The renewal of the command of the artillery, engineer and defence forces, as well as the military administration was mainly carried out by means of promoting the officers that were already serving in the Russian military forces. The development of the social structure of the Russian part of general officers remained unaltered. The amount of the traditional elite decreased from 40–43 percent in 1730–1731 to 34–35 percent in 1740–1741. After three decades since the start of the military reforms of Peter the Great, representatives of the Moscow nobility were promoted to generals in chief and accounted to the majority of such positions. It was only the senior rank of field marshals that was made up of the nobility. Overall, the development of the general officials' corps between 1730 and 1741 followed the general pattern of the development of Russian military forces initiated under Peter the Great, and the changes of the beginning of Anna Ioannovna's reign were the result of the internal policy that was formulated by the reformer-tsar's associates between 1725 and 1727. ; В статье на основании широкого круга архивных и опубликованных источников анализируются состав, социальная структура и динамика российского генералитета 1730–1741 гг. Расширение генеральского корпуса, которое наблюдалось в 1725–1730 гг., при Анне Иоанновне прекратилось. В отличие от предшествующих пяти лет, численность генералитета 1730–1741 гг. напрямую зависела от того, вела ли армия боевые действия. После утверждения в 1731 г. нового штата число генералов снизилось до 104–108 человек, а в период турецкой и шведской войн вновь увеличилось до 113–129 лиц. Структура генералитета 1730–1741 гг. отражала общие изменения в вооруженных силах того времени. Доля генералитета при полевой армии снижалась. В тех же частях, которые финансировались из источников вне подушной подати (артиллерия, инженерный корпус, ландмилиция, гарнизонные войска), такой тенденции не наблюдалось. По общим данным, среди генералов 1730–1738 гг. насчитывалось 60–63 % русских и 37–40 % иноземцев, что соответствовало показателям 1725–1730 гг. Таким образом, после восшествия на престол Анны Иоанновны резких изменений в национальном составе генералитета не произошло. Лишь в самом конце периода из-за массовых отставок русских генералов доля иноземцев выросла: в 1739 г. – 42 %, а в 1740–1741 гг. – 45–46 %. В полевой армии рост числа иноземцев продолжился: в 1725 г. – 35 %, в 1726–1730 гг. – 42–45 %, в 1730–1738 гг. – 46–50 %, в 1739–1741 гг. – 51–70 %. В артиллерии, инженерном корпусе, как и ранее, доминировали иноземные генералы, а в военной администрации – русские. Командование ландмилиции в основном состояло из иноземцев. По общим данным в 1730–1741 гг. (как и в предшествующие пять лет) среди иноземцев преобладали выходцы из Германии – 43–45 %. Начавшаяся еще при Петре I инкорпорация представителей прибалтийского дворянства в состав российской элиты продолжилась, а доля остзейцев в генералитете существенно выросла – с 10 до 28 %. Иноземные генералы, поступившие на службу в 1730–1741 гг., как правило, имели европейский военный опыт и в основном направлялись в полевую армию и ландмилицию. Обновление командования артиллерийских, инженерных, гарнизонных частей и военной администрации осуществлялось в первую очередь за счет повышения в чинах тех, кто уже находился на российской службе. Динамика социальной структуры русской части генералитета осталась прежней. Доля традиционной элиты снизилась с 40–43 % в 1730–1731 гг. до 34–35 % в 1740–1741 гг. Спустя три десятилетия после начала петровских военных реформ представители московского дворянства достигли чина генерал-аншефа и составили в нем большинство. Аристократическим остался лишь старший – фельдмаршальский – класс. В целом эволюция генеральского корпуса 1730–1741 гг. подчинялась общей логике развития вооруженных сил России, заложенной еще при Петре Великом, а перемены начала аннинского царствования во многом стали следствием того внутриполитического курса, который был сформулирован ближайшим окружением царя-реформатора в 1725–1727 гг.
