The focus of this research is on Finland's role in Soviet Union's calculation of its foreign policy between 1920 and 1930. This was the first decade of both Finnish independence and of Soviet power in Russia. This book answers questions about the objectives of Soviet foreign policy in Finland, on the contacts used by the Soviet legation to obtain information, and on how well the Soviets understood Finland's objectives. People interested in Finland and in Russian perspectives with regards to foreign policy and neighbouring countries will find much new in this book because it relies on formerly unpublished Russian archival material to form the basis for charting Soviet objectives in Finland. The book shows that the Soviets primarily observed Finland in a larger regional context along with other states on its borders in the Baltic Sea region. The global objectives of the revolution and the Soviet Union, but also the domestic political situation in both countries, are reflected on this framework. The period was characterized by forced collectivization in the Soviet Union and, in Finland, by the rise of the right-wing Lapua Movement that emerged at the onset of the Great Depression, laying the foundations for the most severe crisis in the relations during 1929–1930 when the issues surrounding these events destabilized simultaneously the society and political decision-making in both countries

This book is the first Finnish-language collection of research on superdiversity. At the core of the book is the growing migration to Finland since the turn of the 1990s and its numerous effects on Finnish society. The interdisciplinary examination of superdiversity is important at the current moment: Finland as a society has reached the point where certain social categories, such as ethnic background, country of birth, mother tongue or gender, are not necessarily sufficient to understand the increased diversity and its consequences.
The book consists of a comprehensive introduction to the topic and thirteen chapters. In Finland, research on superdiversity is carried out especially in critical sociolinguistics and applied language studies, education, cultural studies, social sciences, and urban studies. Therefore, these disciplines are strongly represented in the collection, and the chapters approach a variety of topics including refugees' mental health, experiences of multilingual families, the diversity of education and working life, discursive practices in social media, issues of urban planning and pro-asylum activism.
"The dependency on social security: Social bums in disengaged society? In Finland, most discussion on the welfare state's condition has focused on stabilizing the public-sector's finances. However, more essential for the future of the welfare state is its' social foundation, meaning people's experiences of fairness, equality and reliability of the society as well as the welfare state's capability of taking care of the most vulnerable groups of people.
A functional welfare state combines economic stability with the social foundation. However in the mid 2010s there are cracks in the social foundation of the welfare state .
In this book the cracks of welfare state's social foundation are analysed from the perspective of dependency on social security. Especially the Finns' attitudes and political divisions, policies, the length of customership of last-resort social security, the functionality of service and income transfer systems, social segmentation created by breadlines and coping on the last-resort social security are observed.
The book is meant for all interested in the condition and future of the welfare state. It is suitable as a textbook in universities and universities of applied sciences.
The editor of the book, Juho Saari, is Professor in social and health policy at the University of Tampere and part-time Professor in welfare sociology at the University of Eastern Finland. The open access book celebrates the anniversary of Tarja Pösö and her career as distinguished Professor of Social Work in the University of Tampere. Edited by Rosi Enroos, Mikko Mäntysaari and Satu Ranta-Tyrkkö, the book asks what kind of elements make social work research meaningful and does social work research have a particular mission and specific ethical and moral obligations, when compared to other disciplines. The research on social work research being scanty in Finland, the book expands the discussion on the particular nature of social work research. Meaningful Research discusses social work research in general and the research of child protection in particular. This book deals with approaches, sources, and methods in health history from the middle ages to the twentieth century. Individual chapters demonstrate how historians of medicine and health choose their methodological approaches and form interpretations from primary sources. They discuss the practices of writing and show how obstacles in the research process can be overcome. Practical examples of source materials, used methods and research challenges give tools to students for carrying out projects independently and help them to understand different possibilities in the field of health history. In this book, history of health includes but is not limited to medical science. Emphasising medical pluralism, it places (public) health in a cultural and social field encompassing official and unofficial practitioners, medical institutions, and patients. Individual case studies highlight themes in Finnish, European, and African history.

This edited volume is a handbook of research methodologies for the history of childhood. The history of childhood is a vibrant, multidisciplinary field that incorporates a rich variety of methodological approaches developed in disciplines across the social sciences and humanities, including archaeology, education, ethnology, literature, and history. The volume presents a collection of chapters that engage a range of different research traditions and employ different research material, conceptual tools, and methods of analysis for the historical study of childhood. In doing so, the volume attends to issues specific to the study of children and childhood, such as those related to research ethics and the theoretical complexities of defining 'the child' and 'childhood'. While the central focus is on the history of childhood in Finland, the volume also includes international and transnational cases, contexts, and perspectives.
Tämän laadullisen tutkimuksen tarkoituksena on kuvailla terveydenhuollon lähiesimiesten kokemuksia ennakoivasta päätöksentekosta työssään. Ennakointi on tärkeää ja ilman sitä työn suunnittelu on haastavaa. Ennakoiva päätöksenteko on lähiesimiehelle tärkeä työkalu toimintaa suunnitellessa. Aineistona käytettiin kirjallisuuskatsausta ja kymmenen (n=10) lähiesimiehen haastattelua. Haastattelujen analyysi tehtiin sisällönanalyysin avulla. Tutkimustehtävä oli seuraava: Minkälaisia mahdollisuuksia terveydenhuollon lähiesimiehillä on ennakoivaan päätöksentekoon työssään? Tutkimuksessa tuli esille ennakoinnin tärkeys lähiesimiehen työssä. Ennakointi on arkipäivää. Kun muutoksia tulee paljon ja nopeassa aikataulussa, lähiesimieheltä vaaditaan kykyä reagoida muutoksiin nopeasti. Mahdollisuudet ennakoivaan päätöksentekoon ovat pääsääntöisesti hyvät. Lähiesimiehellä on paras tieto oman yksikkönsä vahvuuksista ja heikkouksista ja näitä tietoja hän pystyy hyödyntämään ennakoinnissa. Oman esimiehen antama tuki vaikuttaa suuresti ennakoivaan päätöksentekoon. Jos yhteistyö oman esimiehen kanssa toimii huonosti, päätöksentekomahdollisuudet koetaan heikkoina. Hyvä yhteistyö oman esimiehen kanssa puolestaan helpottaa ennakoivaa päätöksentekoa. Myös kollegiaalinen tuki ja moniammatillinen yhteistyö koetaan ensiarvoisen tärkeäksi työssä. Ilman näitä ennakoiva päätöksenteko on hankalaa ja työhyvinvointi heikkenee. Haasteena lähiesimiehet kokevat heikon tuensaannin omalta esimieheltä, arvoristiriidat, henkilökunnan odotukset ja suuren työmäärän. Tutkimustuloksia voidaan hyödyntää yhteistyön kehittämisessä ja ne voivat nostaa lähiesimiehen työn arvostusta. ; This qualitative study focuses on immediate superiors' experiences of applying anticipatory decision making in healthcare. Anticipatory decision making in superior's work is important. Without it, planning the work would be challenging. It can be considered as an important tool for the immediate superior when planning the course of actions. The material consisted of a literature review and ten (n=10) interviews with immediate supervisors. Content analysis was applied to examine the interviews. The research question was as follows: How are immediate superiors in healthcare able to apply anticipatory decision making in their work? The study pointed out the importance of anticipation in the work of one's closest superior. It is part of everyday routines. In general, the possibilities of applying anticipatory decision making are good. A great number of changes emerge with a tight schedule and thus, the immediate superior must be able to react quickly to them. The immediate superior has the best knowledge of the strengths and weaknesses of his/her unit, and this knowledge can be utilized in anticipatory action. Getting support from one's own superior has a great influence on decision making. If the level of cooperation with one's superior is not good, possibilities to make anticipatory decisions are weak. On the contrary, good cooperation makes anticipatory decision making easier. In addition, collegial support and multiprofessional collaboration are deemed important in work. Without these, anticipatory decision making is cumbersome and wellbeing at work declines. On the other hand, weak support from one's own superior, value conflicts, personnel's expectations and extensive work loads are considered as challenges. The results of the thesis may be used to advance collaboration and to increase the status of the work of immediate superiors.

It is generally recognized that in early modern society, the position of the church and clergy was very central. As many historians have stated over the decades, the church and state were closely connected and their power structures and ideologies supported each other. However, when studying the social and public role of the church and clergy, it soon becomes quite clear how pervasive this phenomenon was. The church not only created but also maintained and acted as a part of international, national, and local communities, structures, and cultures that connected people regardless of their social status and gender. The church was a spiritual, administrative, and social institution and experience environment, whose tasks, scope, and meanings changed and intertwined with the development, needs, and requirements of society. In this book, we investigate from different perspectives the motives and different means by which the church and clergy came to play a significant part in early modern society. In this volume, the church is considered both as an administrative institution and as a social space and cultural structure. Hence, we do not focus on the history of theology or doctrinal questions. Instead, we consider the social and public roles and meanings of the church. The church as such is understood in this book as transnational, a strong national and local institution, and also a space and structure. The church had its own institutionalized place in society and its activities and rights were defined by law (Church law 1696, the Law of the Swedish kingdom 1734) and by the decrees given by the Royal Majesty. The church had its own archbishop-led administrative organization under the Royal Majesty and it worked in close cooperation with the Crown administration and county governors. In this volume, we understand the clergy as church servants, a trained and appointed professional group, a separate estate (social class), and also as a wide social network constructed by their families. The approach of this book is social science history. In other words, the book examines the church and the clergy as an integral part of society and the individual communities who lived in the current Finnish territory during the early modern era. The topic is examined on the basis of three conceptual themes reflecting important new areas of research in the study of the social significance of the church and clergy: (1) the clergy and family as part of the community, (2) the church as a jointly built space, and (3) the church as an arena for interaction, knowledge, and politics. We approach this multidimensionality using different research questions, sources, methods, and theoretical approaches. The volume focuses on the 17th to 19th centuries, but many of the church and clergy-related phenomena are much older, and some of them extend to the present, so the articles also move beyond this time frame.
Marxismin mukaan kapitalistisen yhteiskunnan jäsenet jakaantuvat kolmeen luokkaan: porvaristoon, keskiluokkaan ja työväenluokkaan. Jotkut marxismin tukijat jakavat keskiluokan talonpojistoon ja muuhun keskiluokkaan. Talonpojisto on vähenevä luokka. Koska marxismin luokkateorian mukaan poliittiset puolueet vaalivat yhteiskuntaluokien intressejä, tutkin pitääkö tämä väite paikkansa. Ensin selvitin marxilaisen teorian luokista ja niiden intresseistä eli eduista, joiden puolustamiseski luokat järjestäytyvät poliittisiksi puolueiksi. Ne laativat itselleen yhteiskuntapoliittiset ohjelmansa, joita ne pyrkivät politiikansa avulla toteuttamaan. Tutkimusaineistona käytän Suomen eduskunnassa tutkimusvuosina edustettina olelleiden puolueiden tavoite- ja yleisohjelmia, joista selvitän sisällön analyysiä käyttäen niiden sisällön ja julkilausutut tavoitteet. Erityisesti pyrin selvittämään orientoituvatko puolueet ohjelmissaan tiettyjen luokkien etujen puolustajiksi vai missä määrin ne esiintyvät yhteiskunnan yleisten etujen vaalijoina. Tutkimus tapahtuu toisaalta puolueiden eduskuntoimintaa selvittämällä. Tällöin pyrin saamaan selville sen toimivatko puolueet periaate- ja tavoiteohjelmiensa mukaisesti laatiessaan lakialoitteita eduskunnassa. Kolmantena tutkimuskohteena on hallituksen esitysten sisällön eritteleminen intressiorientaation pojalta. Kysymys kuuluu palvelevatko hallituksen esitykset yleistä vai luokkien erityisetuja. Tutkimuksessa selvisi, että puolueet niin ohjelmalausumissaan kuin eduskuntatoiminnassaan vaalivat sekä yleistä etu, josta käytän nimitystä luokkien yhteisetu, että luokkien erityisetuja. Eniten puolueet vaalivat yhteisetua. Erityiseduista puolueet vaalivat kukin tiettyä luokkaetua enemmän kuin toista. Tämän perusteella puolueet jakaantuvat ensijaisesti porvariston, keskiluokan ja työväenluokanetuja vaaliviksi. Hallituksen esityksissä luokkaorientaatio on heikompaa kuin kansanedustajien lakialoitteissa. Tutkimustuloksistani selviää myös se, että vaikka puolueet ovat viime vuosikymmeninä ottaneet vaaliakseen aikaisempaa enemmän kaikkien luokkien intressejä ja niiden yleispuolueominaisuudet ovat lisääntyneet, tietty luokkaorientaatio on säilynyt. ; Classes continually alter and influence party strategies and also the behaviour of voters. The members of classes form economic, professional and political organisations. Every class aims to exert the greatest influence upon the state with the help of its political party. This study researches the class basis of political competition, the effect of class interests on the policies of nine Finnish parties in their political programmes and initiative work in the Parliament. The investigation is based on historical materialism and its class structure theory developed by Karl Marx, Friedrich Engels and other Marxists. The aim of study is to estimate how appropriate the class schema of historical materialism is for analysing the political partisanships and ideological conflicts in advanced industrial society. The statements and aims of political party programmes are put into practice in Parliament. This research analyses how parties represent their aims in their political programmes and what their parliamentarians do in Parliament. Is a party the representative of one class or does it equally promote the interests of many classes? Is it a class party or a generally oriented party? As in historical materialism, the programmes and legislative initiatives have been classified into five groups. The first group contains general class interest, oriented towards the common good. The next four groups comprise bills with a specific class interest orientation: bourgeoisie, the middle class, farmers and workers. The parties investigated are The National Coalition Party /The Conservative Party, The Swedish People`s Party, The Finnish Centre Party, The Finnish Social Democratic Party, The Left Alliance, The Liberals, The True Finns, The Christian Democratic Party and The Greens. The changes in politics and in party relationships over thirty years are investigated by comparing the parliamentary actions of parties from the 1960´s to the 1990´s. The study concerns the legislative initiatives of the years 1965, 1972, 1988 and 1999. The data on the programmes were collected from the two political programmes of nine parties from the years 1950 2003. The programmes of political parties are the public flag of the party as Engels expressed it, although their programmes have lost some of their class orientation. In the programmes of all nine political parties the contents aiming at the common good are the first, most important aim, the percentages being 76 98 %. Differences in the programmes of the political parties can still be found. The political parties emphasise their interests and aims in their own ways. The Conservative Party, The Swedish People´s Party and The Liberals have the next important interest in the bourgeoisie. The Swedish People´s Party, The Finnish Centre Party and The True Finns emphasise the middle class and the farmers. The Finnish Social Democratic Party, The Left Alliance and The Greens take care of working class. The main task of Parliament is to enact legislation. Bills can be submitted to Parliament by the Government or as private members bills. In this process the class interests notably emerge in private members bills of plenary sessions. The main Finnish political parties took into consideration the interests of all classes. All nine parties have made in the largest extent common good legislative initiatives. For all nine parties, the most prevalent type of legislative initiatives was those for the common good (84 -67 %). At the same time they tended to favour special class interests. The least specific class parties were The Christian Democratic Party, The Green Party and The Swedish People´s Party. Among special class interests all the parties oriented more to middle class interests in Parliament than in their declared objectives (18.8 7.0 %). The Liberals, The Conservative Party, The Social Democratic Party, The Left Alliance and The True Finns had the strongest middle class orientation. The Conservative Party were the most bourgeois party (10.2%). The strongest working class interest was found in The Left Alliance, The Social Democratic Party and The Green Party (18.8 13.1 %). The Finnish Centre Party and The Social Democratic party, The Left Alliance and The True Finns were closest to working class interests. Are there class oriented differences in the contents of the legislative initiatives and political programmes of the nine political parties? The contents were classified into eleven groups: administration, civil rights, nature conservation, economics, occupation structure, social policy, public health, education, culture, labour market and international affairs. All nine parties have the same three most important contents of legislative initiatives. These were finance/economics, social policy and administration systems. And all nine parties were more interested in financial and economic aims than their political manifestos suggest. The fourth important content for The Conservative Party, The Swedish People`s Party, The Liberals and The Christian Democratic Party was education. Employment was the fourth aim of The Finnish Centre Party and The True Finns. The Labour Market was also important to The Finnish Social Democratic Party, The Left Alliance and The Greens. Nature conservation was important to The Greens, too. The contents of government bills are more oriented towards the common good than are the private members bills. The conclusion is that the main Finnish political parties took the interests of all classes into consideration. At the same time they reveal preferences for special class interests. This emerges in political manifestos and legislative initiatives and government proposals. The Finnish political parties are not purely general parties devoid of class background. Finance and economics was the basis upon which the people arranged their lives and formed political opinions. The class structure of historical materialism is suitable to demonstrate political partisanship in Finland during the second half of the twentieth century. Social changes affect both the class structures and the political aims of parties and give rise to social and ideological conflicts in advanced industrial societies. The consensus policy is one appearance of civilized class struggle.

This work, prepared and published during the author's stay at the RSCAS, EUI, is a "compilation thesis" (in Finnish "artikkeliväitöskirja"), Department of Political Sciences, University of Helsinki, and contains the major part of the author's PhD thesis (forthcoming print monograph, 2012). ; The future is uncertain, and the financial system of the European Union has to take into account this uncertainty. This book looks at the different means it has at its disposal to do so, and analyses how these means have evolved since the creation of the general budget of the European Communities in 1968. The analysis is extended to a broader study of the development of the European Union through several case studies: negotiations on the Financial Regulation of 25 June 2002,on its first modifi cation, adopted on 13 December 2006, and on the Interinstitutional Agreement (IIA) of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound fi nancial management and on the Multiannual Financial Framework for 2007-2013. The question of the uncertainty of the future is addressed using the so-called "Theory of Budgetary Flexibility". This theory, developed originally to analyse national budgetary systems, establishes an essential distinction between External Flexibility and Internal Flexibility, on the one hand, and Annual Flexibility and Multiannual Flexibility on the other hand. It is particularly useful here as it enables us to examine under a common framework processes that are often considered separate (and treated in the literature as such), and to draw conclusions at systems' level. The book is divided into three Parts: - Part One (Chapters 1 to 3), which forms the theoretical part of this book, includes an analysis of the specificities and of the functioning of the budgetary and financial systems of the European Union, while presenting an "état des lieux" of studies carried out in these fields; - Part Two (Chapters 4 to 13) deals with changes that have been made to various forms of flexibility since 1968. Special attention is paid not only to the consequences these changes have had for the various actors involved – namely the European Parliament, the Council, the Commission and Member States – but also for the financial system of the European Union as a whole; - Part Three (Chapters 14 to 18) addresses the question of how the changes examined in Part Two affect the general development of the European Union.

Participatory approaches and co-research are increasingly employed in the current moment for exploring barriers to equality. Co-research treats research participants as experts in their own lives and as equal research partners. Research conducted with this orientation is based on research problems drafted by the research participants themselves from their aspirations regarding the research process and an active partnership that considers the interests of all parties involved. Participatory methods are used in co-research, particularly for the purpose of deepening the contextualisation of research knowledge about structurally vulnerable or subordinated groups and to challenge the power positions associated with traditional research designs. In co-research, the role of the people involved in the research is more central than in more traditional research. One of the key principles of co-research is that co-investigators (a) can participate in various roles, (b) have the opportunity to participate in different phases of the research according to their own interests and resources, and (c) co-investigators' participation can take many forms, including differences in intensity. The idea is to provide more people with opportunities to contribute to the knowledge production about themselves and their communities from their respective perspectives and interests. Co-research is also seen as an opportunity to improve the relevance and usefulness of scientific knowledge. It aims to genuinely increase interaction and openness and extend science's societal responsibility. In this book, we approach co-research as a means to promote social justice, as an action with a societal impact contributor to social impact and as a means to promote the societal responsibility of science. We discuss and evaluate the ideals of the co-research process concerning the everyday challenges and practices in research. Above all, we offer the knowledge and experience generated by our own projects to support those planning or already implementing co-research projects.
Social and the ecological welfare should be taken as the main aim of all politics. This is the message of this book titled The Enchantment of Social Policy. Basic social security system needs to be rebuilt and grounded on the universal basic income that everyone can top up by participating to the society in different ways. Universal basic income can be seen as a mean to recognize all valuable participation to for example voluntary work or care of elderly people. In conditions of high unemployment, this kind of universalistic social security would weaken the nexus between employment and welfare. It would promote a society and culture that is less dependent on the exploitation of natural resources. This book describes building blocks that are needed to reconstitute the enchantment of social policy – the utopian that we should collectively pursue. - Sosiaalipolitiikan Lumon kirjoittajilla on viesti. Mielestämme politiikan keskeiseksi tavoitteeksi tulisi asettaa sosiaalinen ja ekologinen hyvinvointi. Tätä tavoitetta kohti tulisi kulkea universalismin periaattein ja kansalaisten perusturva, oli sitten kyse työllisistä tai työttömistä, nuorista tai iäkkäistä, kantaväestöstä tai maahanmuuttajista, tulisi rakentaa kaikille yhtäläisen perustulon pohjalle. Tätä perusturvaa jokainen voisi täydentää ansiotuloilla ja omaehtoisella, sosiaaliturvassa kompensoitavalla osallistumisella yhteiskunnalliseen työhön kuten vapaaehtoistyöhön, harrastusryhmien ohjaamiseen, omaisen tai lasten hoivaan. Tämä antaisi arvon monenlaiselle hyödylliselle toimelle, joka nyt jää yhteiskunnassa tunnistamatta. Tällainen sosiaaliturva ottaisi lähtökohdakseen uuden ihmisarvon ja loisi luonnonvaroja säilyttävää ja niukkaan materian käyttöön perustuvaa kulttuuria ja taloutta. Sosiaalipolitiikalla olisi tällaisessa politiikassa aktiivinen ja yhteiskunnan taloudellista ja sosiaalista kehitystä vauhdittava rooli, ja kansalaiset olisi kutsuttu hyvinvoinnin aktiivisiksi tekijöiksi.
Siirtymiä ja ajan merkkejä koulutuksessa: Opetussuunnitelmatutkimuksen näkökulmia -teos jatkaa opetussuunnitelmakeskustelua, joka käynnistyi vuonna 2017 julkaistussa ensimmäisessä suomenkielisessä opetussuunnitelmatutkimusta käsittelevässä teoksessa. Teoksen johdantoartikkelin jälkeiset 14 vertaisarvioitua artikkelia jakaantuvat neljään teemakokonaisuuteen, joiden merkittävin yhteinen nimittäjä on huoli saksalais-pohjoiseurooppalaisen Bildung/Didaktiikka -opetussuunnitelmatradition ajautumisesta entistä ahtaammalle oppimisteorioiden jäsentämän, taitoihin ja kompetensseihin rajoittuvan, näennäisesti epäpoliittisen angloamerikkalaisen curriculum-opetussuunnitelmatradition ja sen poliittisen aisaparin, uusliberalismin, puristuksessa. Ensimmäisessä teemassa "Tieto ja sivistys antiikista globaaliin" käsitellään sivistystä ja tietoa suomalaisessa opetussuunnitelmakeskustelussa. Teemassa jäljitetään niitä antiikkiin palautuvia, edelleen ajankohtaisia, historiallisia merkityskerroksia, joita sivistyksen käsitteeseen sisältyy. Lisäksi teemassa avataan spenceriläistä kasvatusajattelua ja sen vaikutusta suomalaiseen opetussuunnitelma-ajatteluun. Ajankohtaista opetussuunnitelmien tarkastelua edustaa pohdinta ekososiaaliseen sivistykseen ja oikeudenmukaisuuteen kasvattamisesta. Teeman päättää kriittinen länsimaisen, valkoista elitismiä ja rodullis-etnistä ylemmyyttä henkivän, sivistyskäsityksen tarkastelu. Toisessa teemassa "Opetussuunnitelmapolitiikan historiallisia ja ajankohtaisia painotuksia" tarkastellaan varhaiskasvatuksen rakenteiden muutosta tehden samalla näkyväksi niitä oletuksia, joita liitämme kasvatukseen ja sen tehtävään yhteiskunnassa. Niin ikään suomalaisen perusopetuksen opetussuunnitelmaprosessit, erityisesti vuoden 2014 opetussuunnitelman perusteiden uudistamisen prosessi sekä paikallistason opetussuunnitelmatyö, ovat käsiteltäviä sisältöjä teoksen toisessa teemassa. Teeman lopussa kyseenalaistetaan historiaan peilaten arkiymmärryksemme siitä, että opetusta on aina suunniteltava tavoitteet edellä. Kolmannessa teemassa "Tiedonaloja ajassa" pohditaan tiedonalalähtöisyyteen perustuvan oppiainejakoisen kokonaisopetuksen yleissivistäviä vaikutuksia, samoin taidekasvatuksen suhdetta kulttuuriin, mediaan ja subjektiin. Lisäksi havainto siitä, miten sekularistisissa kansalaisuustarkasteluissa kansalaisuuden katsomukselliseen perustaan liittyvät kysymykset pyritään sivuuttamaan tai sijoittamaan rajatusti yksilön privaatin elämän alueelle, herättää pohdintaa. Neljännessä teemassa "Korkeakoulupolitiikka muutoksessa" fokus on korkeakoulutusta ja erityisesti yliopistoja koskevassa uusliberalistisessa hallinnassa – siinä, miten kyseinen hallinta puhuttelee yliopistojen tutkija-opettajia tai miten osaamisperustaiset ja työelämäkompetensseja tuottavat opetussuunnitelmat ovat muuttaneet perustavanlaatuisesti käsitystä tiedon olemuksesta populistiseen ja epä-älylliseen suuntaan. Lisäksi neljännessä teemassa esitellään meta-analyysi korkeakoulujen opetussuunnitelmaa koskevien tutkimustekstien taustalla vaikuttavasta opetussuunnitelma-ajattelusta ja -käsityksistä. Teeman lopussa palataan yhden esimerkin välityksellä ammattikorkeakoulun osaamisperustaisen opetussuunnitelman kehittämisen prosessiin. ; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.
