Tämän laadullisen tutkimuksen tarkoituksena on kuvailla terveydenhuollon lähiesimiesten kokemuksia ennakoivasta päätöksentekosta työssään. Ennakointi on tärkeää ja ilman sitä työn suunnittelu on haastavaa. Ennakoiva päätöksenteko on lähiesimiehelle tärkeä työkalu toimintaa suunnitellessa. Aineistona käytettiin kirjallisuuskatsausta ja kymmenen (n=10) lähiesimiehen haastattelua. Haastattelujen analyysi tehtiin sisällönanalyysin avulla. Tutkimustehtävä oli seuraava: Minkälaisia mahdollisuuksia terveydenhuollon lähiesimiehillä on ennakoivaan päätöksentekoon työssään? Tutkimuksessa tuli esille ennakoinnin tärkeys lähiesimiehen työssä. Ennakointi on arkipäivää. Kun muutoksia tulee paljon ja nopeassa aikataulussa, lähiesimieheltä vaaditaan kykyä reagoida muutoksiin nopeasti. Mahdollisuudet ennakoivaan päätöksentekoon ovat pääsääntöisesti hyvät. Lähiesimiehellä on paras tieto oman yksikkönsä vahvuuksista ja heikkouksista ja näitä tietoja hän pystyy hyödyntämään ennakoinnissa. Oman esimiehen antama tuki vaikuttaa suuresti ennakoivaan päätöksentekoon. Jos yhteistyö oman esimiehen kanssa toimii huonosti, päätöksentekomahdollisuudet koetaan heikkoina. Hyvä yhteistyö oman esimiehen kanssa puolestaan helpottaa ennakoivaa päätöksentekoa. Myös kollegiaalinen tuki ja moniammatillinen yhteistyö koetaan ensiarvoisen tärkeäksi työssä. Ilman näitä ennakoiva päätöksenteko on hankalaa ja työhyvinvointi heikkenee. Haasteena lähiesimiehet kokevat heikon tuensaannin omalta esimieheltä, arvoristiriidat, henkilökunnan odotukset ja suuren työmäärän. Tutkimustuloksia voidaan hyödyntää yhteistyön kehittämisessä ja ne voivat nostaa lähiesimiehen työn arvostusta. ; This qualitative study focuses on immediate superiors' experiences of applying anticipatory decision making in healthcare. Anticipatory decision making in superior's work is important. Without it, planning the work would be challenging. It can be considered as an important tool for the immediate superior when planning the course of actions. The material consisted of a literature review and ten (n=10) interviews with immediate supervisors. Content analysis was applied to examine the interviews. The research question was as follows: How are immediate superiors in healthcare able to apply anticipatory decision making in their work? The study pointed out the importance of anticipation in the work of one's closest superior. It is part of everyday routines. In general, the possibilities of applying anticipatory decision making are good. A great number of changes emerge with a tight schedule and thus, the immediate superior must be able to react quickly to them. The immediate superior has the best knowledge of the strengths and weaknesses of his/her unit, and this knowledge can be utilized in anticipatory action. Getting support from one's own superior has a great influence on decision making. If the level of cooperation with one's superior is not good, possibilities to make anticipatory decisions are weak. On the contrary, good cooperation makes anticipatory decision making easier. In addition, collegial support and multiprofessional collaboration are deemed important in work. Without these, anticipatory decision making is cumbersome and wellbeing at work declines. On the other hand, weak support from one's own superior, value conflicts, personnel's expectations and extensive work loads are considered as challenges. The results of the thesis may be used to advance collaboration and to increase the status of the work of immediate superiors.
Marxismin mukaan kapitalistisen yhteiskunnan jäsenet jakaantuvat kolmeen luokkaan: porvaristoon, keskiluokkaan ja työväenluokkaan. Jotkut marxismin tukijat jakavat keskiluokan talonpojistoon ja muuhun keskiluokkaan. Talonpojisto on vähenevä luokka. Koska marxismin luokkateorian mukaan poliittiset puolueet vaalivat yhteiskuntaluokien intressejä, tutkin pitääkö tämä väite paikkansa. Ensin selvitin marxilaisen teorian luokista ja niiden intresseistä eli eduista, joiden puolustamiseski luokat järjestäytyvät poliittisiksi puolueiksi. Ne laativat itselleen yhteiskuntapoliittiset ohjelmansa, joita ne pyrkivät politiikansa avulla toteuttamaan. Tutkimusaineistona käytän Suomen eduskunnassa tutkimusvuosina edustettina olelleiden puolueiden tavoite- ja yleisohjelmia, joista selvitän sisällön analyysiä käyttäen niiden sisällön ja julkilausutut tavoitteet. Erityisesti pyrin selvittämään orientoituvatko puolueet ohjelmissaan tiettyjen luokkien etujen puolustajiksi vai missä määrin ne esiintyvät yhteiskunnan yleisten etujen vaalijoina. Tutkimus tapahtuu toisaalta puolueiden eduskuntoimintaa selvittämällä. Tällöin pyrin saamaan selville sen toimivatko puolueet periaate- ja tavoiteohjelmiensa mukaisesti laatiessaan lakialoitteita eduskunnassa. Kolmantena tutkimuskohteena on hallituksen esitysten sisällön eritteleminen intressiorientaation pojalta. Kysymys kuuluu palvelevatko hallituksen esitykset yleistä vai luokkien erityisetuja. Tutkimuksessa selvisi, että puolueet niin ohjelmalausumissaan kuin eduskuntatoiminnassaan vaalivat sekä yleistä etu, josta käytän nimitystä luokkien yhteisetu, että luokkien erityisetuja. Eniten puolueet vaalivat yhteisetua. Erityiseduista puolueet vaalivat kukin tiettyä luokkaetua enemmän kuin toista. Tämän perusteella puolueet jakaantuvat ensijaisesti porvariston, keskiluokan ja työväenluokanetuja vaaliviksi. Hallituksen esityksissä luokkaorientaatio on heikompaa kuin kansanedustajien lakialoitteissa. Tutkimustuloksistani selviää myös se, että vaikka puolueet ovat viime vuosikymmeninä ottaneet vaaliakseen aikaisempaa enemmän kaikkien luokkien intressejä ja niiden yleispuolueominaisuudet ovat lisääntyneet, tietty luokkaorientaatio on säilynyt. ; Classes continually alter and influence party strategies and also the behaviour of voters. The members of classes form economic, professional and political organisations. Every class aims to exert the greatest influence upon the state with the help of its political party. This study researches the class basis of political competition, the effect of class interests on the policies of nine Finnish parties in their political programmes and initiative work in the Parliament. The investigation is based on historical materialism and its class structure theory developed by Karl Marx, Friedrich Engels and other Marxists. The aim of study is to estimate how appropriate the class schema of historical materialism is for analysing the political partisanships and ideological conflicts in advanced industrial society. The statements and aims of political party programmes are put into practice in Parliament. This research analyses how parties represent their aims in their political programmes and what their parliamentarians do in Parliament. Is a party the representative of one class or does it equally promote the interests of many classes? Is it a class party or a generally oriented party? As in historical materialism, the programmes and legislative initiatives have been classified into five groups. The first group contains general class interest, oriented towards the common good. The next four groups comprise bills with a specific class interest orientation: bourgeoisie, the middle class, farmers and workers. The parties investigated are The National Coalition Party /The Conservative Party, The Swedish People`s Party, The Finnish Centre Party, The Finnish Social Democratic Party, The Left Alliance, The Liberals, The True Finns, The Christian Democratic Party and The Greens. The changes in politics and in party relationships over thirty years are investigated by comparing the parliamentary actions of parties from the 1960´s to the 1990´s. The study concerns the legislative initiatives of the years 1965, 1972, 1988 and 1999. The data on the programmes were collected from the two political programmes of nine parties from the years 1950 2003. The programmes of political parties are the public flag of the party as Engels expressed it, although their programmes have lost some of their class orientation. In the programmes of all nine political parties the contents aiming at the common good are the first, most important aim, the percentages being 76 98 %. Differences in the programmes of the political parties can still be found. The political parties emphasise their interests and aims in their own ways. The Conservative Party, The Swedish People´s Party and The Liberals have the next important interest in the bourgeoisie. The Swedish People´s Party, The Finnish Centre Party and The True Finns emphasise the middle class and the farmers. The Finnish Social Democratic Party, The Left Alliance and The Greens take care of working class. The main task of Parliament is to enact legislation. Bills can be submitted to Parliament by the Government or as private members bills. In this process the class interests notably emerge in private members bills of plenary sessions. The main Finnish political parties took into consideration the interests of all classes. All nine parties have made in the largest extent common good legislative initiatives. For all nine parties, the most prevalent type of legislative initiatives was those for the common good (84 -67 %). At the same time they tended to favour special class interests. The least specific class parties were The Christian Democratic Party, The Green Party and The Swedish People´s Party. Among special class interests all the parties oriented more to middle class interests in Parliament than in their declared objectives (18.8 7.0 %). The Liberals, The Conservative Party, The Social Democratic Party, The Left Alliance and The True Finns had the strongest middle class orientation. The Conservative Party were the most bourgeois party (10.2%). The strongest working class interest was found in The Left Alliance, The Social Democratic Party and The Green Party (18.8 13.1 %). The Finnish Centre Party and The Social Democratic party, The Left Alliance and The True Finns were closest to working class interests. Are there class oriented differences in the contents of the legislative initiatives and political programmes of the nine political parties? The contents were classified into eleven groups: administration, civil rights, nature conservation, economics, occupation structure, social policy, public health, education, culture, labour market and international affairs. All nine parties have the same three most important contents of legislative initiatives. These were finance/economics, social policy and administration systems. And all nine parties were more interested in financial and economic aims than their political manifestos suggest. The fourth important content for The Conservative Party, The Swedish People`s Party, The Liberals and The Christian Democratic Party was education. Employment was the fourth aim of The Finnish Centre Party and The True Finns. The Labour Market was also important to The Finnish Social Democratic Party, The Left Alliance and The Greens. Nature conservation was important to The Greens, too. The contents of government bills are more oriented towards the common good than are the private members bills. The conclusion is that the main Finnish political parties took the interests of all classes into consideration. At the same time they reveal preferences for special class interests. This emerges in political manifestos and legislative initiatives and government proposals. The Finnish political parties are not purely general parties devoid of class background. Finance and economics was the basis upon which the people arranged their lives and formed political opinions. The class structure of historical materialism is suitable to demonstrate political partisanship in Finland during the second half of the twentieth century. Social changes affect both the class structures and the political aims of parties and give rise to social and ideological conflicts in advanced industrial societies. The consensus policy is one appearance of civilized class struggle.
This work, prepared and published during the author's stay at the RSCAS, EUI, is a "compilation thesis" (in Finnish "artikkeliväitöskirja"), Department of Political Sciences, University of Helsinki, and contains the major part of the author's PhD thesis (forthcoming print monograph, 2012). ; The future is uncertain, and the financial system of the European Union has to take into account this uncertainty. This book looks at the different means it has at its disposal to do so, and analyses how these means have evolved since the creation of the general budget of the European Communities in 1968. The analysis is extended to a broader study of the development of the European Union through several case studies: negotiations on the Financial Regulation of 25 June 2002,on its first modifi cation, adopted on 13 December 2006, and on the Interinstitutional Agreement (IIA) of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound fi nancial management and on the Multiannual Financial Framework for 2007-2013. The question of the uncertainty of the future is addressed using the so-called "Theory of Budgetary Flexibility". This theory, developed originally to analyse national budgetary systems, establishes an essential distinction between External Flexibility and Internal Flexibility, on the one hand, and Annual Flexibility and Multiannual Flexibility on the other hand. It is particularly useful here as it enables us to examine under a common framework processes that are often considered separate (and treated in the literature as such), and to draw conclusions at systems' level. The book is divided into three Parts: - Part One (Chapters 1 to 3), which forms the theoretical part of this book, includes an analysis of the specificities and of the functioning of the budgetary and financial systems of the European Union, while presenting an "état des lieux" of studies carried out in these fields; - Part Two (Chapters 4 to 13) deals with changes that have been made to various forms of flexibility since 1968. Special attention is paid not only to the consequences these changes have had for the various actors involved – namely the European Parliament, the Council, the Commission and Member States – but also for the financial system of the European Union as a whole; - Part Three (Chapters 14 to 18) addresses the question of how the changes examined in Part Two affect the general development of the European Union.
Siirtymiä ja ajan merkkejä koulutuksessa: Opetussuunnitelmatutkimuksen näkökulmia -teos jatkaa opetussuunnitelmakeskustelua, joka käynnistyi vuonna 2017 julkaistussa ensimmäisessä suomenkielisessä opetussuunnitelmatutkimusta käsittelevässä teoksessa. Teoksen johdantoartikkelin jälkeiset 14 vertaisarvioitua artikkelia jakaantuvat neljään teemakokonaisuuteen, joiden merkittävin yhteinen nimittäjä on huoli saksalais-pohjoiseurooppalaisen Bildung/Didaktiikka -opetussuunnitelmatradition ajautumisesta entistä ahtaammalle oppimisteorioiden jäsentämän, taitoihin ja kompetensseihin rajoittuvan, näennäisesti epäpoliittisen angloamerikkalaisen curriculum-opetussuunnitelmatradition ja sen poliittisen aisaparin, uusliberalismin, puristuksessa. Ensimmäisessä teemassa "Tieto ja sivistys antiikista globaaliin" käsitellään sivistystä ja tietoa suomalaisessa opetussuunnitelmakeskustelussa. Teemassa jäljitetään niitä antiikkiin palautuvia, edelleen ajankohtaisia, historiallisia merkityskerroksia, joita sivistyksen käsitteeseen sisältyy. Lisäksi teemassa avataan spenceriläistä kasvatusajattelua ja sen vaikutusta suomalaiseen opetussuunnitelma-ajatteluun. Ajankohtaista opetussuunnitelmien tarkastelua edustaa pohdinta ekososiaaliseen sivistykseen ja oikeudenmukaisuuteen kasvattamisesta. Teeman päättää kriittinen länsimaisen, valkoista elitismiä ja rodullis-etnistä ylemmyyttä henkivän, sivistyskäsityksen tarkastelu. Toisessa teemassa "Opetussuunnitelmapolitiikan historiallisia ja ajankohtaisia painotuksia" tarkastellaan varhaiskasvatuksen rakenteiden muutosta tehden samalla näkyväksi niitä oletuksia, joita liitämme kasvatukseen ja sen tehtävään yhteiskunnassa. Niin ikään suomalaisen perusopetuksen opetussuunnitelmaprosessit, erityisesti vuoden 2014 opetussuunnitelman perusteiden uudistamisen prosessi sekä paikallistason opetussuunnitelmatyö, ovat käsiteltäviä sisältöjä teoksen toisessa teemassa. Teeman lopussa kyseenalaistetaan historiaan peilaten arkiymmärryksemme siitä, että opetusta on aina suunniteltava tavoitteet edellä. Kolmannessa teemassa "Tiedonaloja ajassa" pohditaan tiedonalalähtöisyyteen perustuvan oppiainejakoisen kokonaisopetuksen yleissivistäviä vaikutuksia, samoin taidekasvatuksen suhdetta kulttuuriin, mediaan ja subjektiin. Lisäksi havainto siitä, miten sekularistisissa kansalaisuustarkasteluissa kansalaisuuden katsomukselliseen perustaan liittyvät kysymykset pyritään sivuuttamaan tai sijoittamaan rajatusti yksilön privaatin elämän alueelle, herättää pohdintaa. Neljännessä teemassa "Korkeakoulupolitiikka muutoksessa" fokus on korkeakoulutusta ja erityisesti yliopistoja koskevassa uusliberalistisessa hallinnassa – siinä, miten kyseinen hallinta puhuttelee yliopistojen tutkija-opettajia tai miten osaamisperustaiset ja työelämäkompetensseja tuottavat opetussuunnitelmat ovat muuttaneet perustavanlaatuisesti käsitystä tiedon olemuksesta populistiseen ja epä-älylliseen suuntaan. Lisäksi neljännessä teemassa esitellään meta-analyysi korkeakoulujen opetussuunnitelmaa koskevien tutkimustekstien taustalla vaikuttavasta opetussuunnitelma-ajattelusta ja -käsityksistä. Teeman lopussa palataan yhden esimerkin välityksellä ammattikorkeakoulun osaamisperustaisen opetussuunnitelman kehittämisen prosessiin. ; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.
Finnish local government has been subjected to many reforms in the last few decades. The reforms will continue in the near future as health, social services and regional government are being reformed. Structural reforms and numerous projects have not altered the fact that concrete procedures still change slowly in local governments. This article deals with reforms in local government. It focuses on determining the kind of information and expertise used in the reforms and the expertise required. The research is empirical and focuses on one particular case: preparation of the multi-municipal merger of Oulu region. Research on reforms of local governments, studied from the viewpoints of information and expertise, reveals that traditional public administration structures still have an impact on reform work. Even though steps towards New Public Governance procedures have been taken, reform processes remain strongly based on the information and expertise of the local government organization. Cooperation with different sector actors (the private and third sectors, universities, citizens) takes place from the viewpoint of the local government. The expertise of stakeholders is not at the core of reform processes. Reform processes are based mainly on the existing information and practices. There is much less innovation and less creation and application of new information. The expertise needed in local government reform is diverse. The reform processes have great need for the skills that are typical of network and generative leadership. A successful reform results from the work of a couple of key actors who have the skills to create frameworks for the existence and exploitation of collective expertise.
Tutkimuksessa tarkastellaan itävaltalaisen Otto Bauerin (1881-1938) poliittista filosofiaa. Bauer tunnetaan ennen kaikkea kansallisuusteoreetikkona ja sosiaalidemokraattien poliittisen linjan määrittelijänä ensimmäisen maailmansodan jälkeen. Työssä paneudutaan hänen parlamenttiin, parlamentarismiin ja parlamentaariseen demokratiaan liittyviin ajatuksiinsa. Ensimmäistä kertaa laajemman tutkimuksen kohteeksi tuleva Bauerin parlamenttityö alkoi keisarillisessa Itävallassa yleisen äänioikeuden toteuttamisen jälkeen (1907) jatkuen tasavallan syntyvaiheissa (1918-19) ja uuden perustuslaillisen elämän alettua uudessa kansallisneuvostossa. Tutkimus on aatehistoriallinen; aatehistoria ymmärretään käsitysten käsittämiseksi. Bauerin parlamenttikäsitysten tulkinta on väline avata hänen poliittista ajatteluaan yleisemminkin. Samalla hahmotellaan modernin - parlamenttikeskeisen - politiikan syntyprosessia Itävalta-Unkarissa ja Itävallassa katsottuna ikään kuin sisältä käsin. Bauer oli tämän uuden poliittisen kulttuurin tärkeä määrittelijä ja toimija. Vallitsevan Bauer-tulkinnan mukaan toisaalta Bauerin vallankumousajattelu ja toisaalta hänen käytännönpoliittiset kantansa ja toimensa olivat ristiriidassa keskenään ja vielä kohtalokkain seurauksin. Tässä tutkimuksessa kyseenalaistetaan tällaisen tulkinnan hedelmällisyys ja mielekkyys. Väitöskirjassa esitetään ja perustellaan vaihtoehtoinen käsitys, että juuri vallankumousteoriaa ja käytännönpolitiikkaa yhdessä tarkastelemalla voidaan ymmärtää Bauerin ja hänen edustamansa poliittisen suuntauksen (ns. austromarxismin) erityisyys. Aikaisempi ristiriitateesi osoittautuu ymmärtämisen esteeksi. Yleisemmin työssä väitetään, että vallankumouksellinen toimintalinja ja parlamentaarinen 'käytännönpolitiikka' - ts. ajatusmalli yhteiskunnan uudistamisesta reformein - eivät olleet toisensa poissulkevia politiikan konseptioita. Pikemminkin niiden yhteys on olennainen selitettäessä parlamentaarisen demokratian muodostumista, varsinkin Keski-Euroopassa. Tutkimuksen yksi tärkeä näkökohta on menneisyyden vaihtoehtoisen tulevaisuuden näkökulma. Siinä halutaan pitää kiinni historiallisen toimijan omista lähtökohdista, Bauerin omista tulevaisuuskäsityksistä riippumatta siitä, ovatko ne toteutuneet. Nämä jäävät varjoon, kun jälkiviisaasti kysytään, miksi sosiaalidemokratia Itävallassa kärsi tappion austrofasismille (1930-luvulla). Tutkimus jakaantuu kolmeen pääosaan, jotka muodostavat sekä ajallisesti että temaattisesti toisiaan seuraavat jaksonsa; teoreetikko Bauer kehittyy työn kuluessa koko ajan tärkeämmäksi arkipolitiikan määrittelijäksi. Samalla tulkinnan painopiste siirtyy teoreettisista lähtökohdista enemmän parlamentaariseen arkipolitiikkaan päätyen ja päättyen 'mikropoliittiseen synteesiin' (parlamenttipolitiikan laajaan analyysiin sen käytännöllisimmällä tasolla v. 1922). Tutkimuksessa on käytetty lähteinä Otto Bauerin koottuja teoksia, parlamenttipöytäkirjoja, muuta pöytäkirja-aineistoa sekä lehdistö- ja arkistoaineistoa. ; Gegenstand meiner Forschungsarbeit ist die politische Strategie des österreichischen Sozialisten Otto Bauer (1881 1938), der den Austromarxismus 1927 als eine Synthese aus revolutionärem Enthusiasmus und nüchterner Realpolitik beschrieb. In der von Bauer skizzierten sozialdemokratischen Strategie sollten also Marxismus und Reformismus, das heißt Revolution und westliche Demokratie vereint werden. So wurde einerseits am revolutionären Sozialismus festgehalten, die parlamentarische Demokratie andererseits aber als unverzichtbar angesehen. Die sozialistische Utopie des Austromarxismus als solche bildet nicht den Ausgangspunkt dieser Untersuchung, es ist vielmehr die Zeit des Austromarxismus, die in der Arbeit in einer bestimmten geschichtsphilosophischen Bedeutung beachtet wird. Eine erfolgreiche politische Zukunftsperspektive, die und das eigentlich schon 1927 plötzlich und unerwartet verschwindet, ist bei einer historischen Interpretation sicher von Interesse: Alles schien gut begründet und geplant zu sein, bis die Geschichte plötzlich endete und die berechtigte Frage nach Tragödie oder Triumph hinterließ. Insofern die jeweils verwirklichte, erfolgreiche historischen Alternative ex post immer als natürlich und sogar fraglos erscheint, ist es schwer, im Vergangenen stark ausgeprägte Zukunftserwartungen, das heißt vergangene alternative Zukunft, zu erfassen. Um zu verstehen, warum sich eine historische Entwicklung durchgesetzt hat, ist es aber auch notwendig zu versuchen, die unverwirklichten Alternativen zu verstehen. Die in den Interpretationen des Austromarxismus allgemein vertretene These vom Widerspruch zwischen Theorie und politischer Praxis ein Widerspruch, der in den zwanziger und dreißiger Jahren zu einer krisenhaften Entwicklung in Österreich geführt haben soll halte ich für problematisch. Meine Forschungsarbeit betrifft Bauers politische Strategie, das heißt deren Entstehung, deren Grundbegriffe und ihre Ausformung zu einer Theorie und Politik in den Jahren 1907 1923. Unter politischer Strategie verstehe ich hier Bauers Auffassung von der allgemeinen Natur des Übergangs zum Sozialismus, sein Verständnis der (politischen) Formen und Methoden des Übergangs sowie die Bestimmung der situationsbedingten Aufgaben. Politische Strategie wird hier als Parlamentsstrategie interpretiert und insofern verstanden als: Verständnis des Parlaments, Interpretation der parlamentarischen Demokratie, Bestimmung der Ziele parlamentarischer Politik und soweit dies geschah deren Ausformung zu einem theoretischen und politischen System. Bei der Betrachtung von Bauers Schriften zum Parlament und seiner parlamentarischen Politik läßt sich gleichzeitig die Idee der Ausformung moderner Politik in Österreich (bzw. der Doppelmonarchie) skizzieren. Unter moderner Politik verstehe ich in einem weiten Sinn eine bestimmte politische Ordnung oder Kultur, in der das Parlament das Zentrum des politischen Lebens bildet und wirkliche gesellschaftliche Bedeutung trägt.
Food justice denotes both a social movement and an academic discourse of theorizing what constitutes a fair food system where the benefits and harms of food production and consumption are distributed equally and where every human being has a right to food. In the general discourse of food justice, a just food system is also assumed to promote the sustainability of food systems. In this article, I point out the problems of this assumption by revealing the tensions between the social and environmental aspects of justice in food systems. They relate largely to the fact that local food is not synonymous for environmentally sustainable and low-carbon food, yet the food justice discourse has assumed that re-localization of food systems guarantees its environmental soundness. Another, related tension concerns the democratization of the food system that may aggravate the environmental burdens of the food system in certain conditions when not paired with education and scientific knowledge. I illustrate how the conflicts between various claims for justice emerge, how they could be avoided, and I also discuss how the society could foster the emergence of food citizenship that would promote justice and sustainability in food systems. Keywords: food justice, environmental sustainability, local food, food democracy ; Ruokaoikeudenmukaisuus viittaa ruokajärjestelmän reiluuteen eli siihen, miten oikeudenmukaisesti ruoan tuotannon, prosessoinnin, kaupan ja kuluttamisen hyödyt ja haitat jakaantuvat ja miten yhdenvertainen mahdollisuus ihmisillä on riittävään ja kulttuurisesti hyväksyttävään ravitsemukseen. Ruokaoikeudenmukaisuuden diskurssissa on vallinnut oletus, että ruokajärjestelmän oikeudenmukaisuus kulkee käsi kädessä järjestelmän kestävyyden kanssa. Tässä artikkelissa tarkastelen ruokaoikeudenmukaisuuden suhdetta ruokajärjestelmän ekologiseen kestävyyteen ja osoitan suhteen olevan jännitteinen tavoilla, jotka ovat toistaiseksi jääneet lähes huomiotta. Erityisesti tarkastelen lähiruoan ekologista kestävyyttä, joka on otettu usein annettuna oikeudenmukaisuuden diskursseissa: artikkelissa osoitan tämän oletuksen ongelmallisuuden. Toinen samankaltainen jännite liittyy ruokademokratian lisäämiseen, joka ei välttämättä paranna ruokajärjestelmän kestävyyttä vaan saattaa joissain tapauksissa jopa hidastaa ruokajärjestelmän kestävyystransitiota. Lopussa pohdin, miten artikkelissa tunnistettujen jännitteiden kanssa voidaan tulla toimeen ja miten ruokademokratiaa voitaisiin lisätä tavalla, joka tukee sekä oikeudenmukaisuutta että ekologisesti kestävän ruokajärjestelmän rakentamista. Tutkimuksessa selvitetään, missä määrin työpaikkojen työsuojeluvalvontaa toteutetaan alueellisesti eri tavalla eli toteutuuko valvonta työpaikoilla yhtenäisesti eri puolilla Suomea. Tutkimuksen ennakko-oletuksena on, että merkittävä syy työsuojeluvalvonnan alueelliseen erilaisuuteen on valvonnan organisointi viiden itsenäisen aluehallintoviraston työsuojelun vastuualueen tehtäväksi. Työsuojeluhallintoa ja työsuojeluvalvonnan toteutumisen yhtenäisyyttä työpaikoilla ei ole tutkittu tieteellisesti 2000-luvulla. Tämä tutkimus arvioi työsuojeluhallinnon rakennetta ja valvonnan toteutumista sekä hallinnon että työpaikkojen näkökulmasta. Tutkimus antaa sekä tieteellisesti perusteltuja teoreettisia että hallinnon asiakkaiden näkökulmia työsuojeluhallinnossa käynnissä olevaan valvonnan yhtenäistämiskehitykseen. Tutkimuksen teoreettisena viitekehyksenä on hallinnon evaluaatiotutkimus, joka tarkoittaa hallinnon toimivuuden arviointia käyttäjä- ja asiakasnäkökulmasta. Työsuojeluhallinto toteuttaa työpaikoille kohdistuvaa työsuojeluvalvontaa työsuojelutarkastuksina, jolloin hallinnon asiakkaita ovat työpaikat ja niiden työnantajat ja työntekijät. Pääasiallisena tutkimusaineistona ovat valvontatietojärjestelmä Veran raportit ja niistä tehdyt 27 valvonnan alueellista vertailua sekä henkilöhaastattelut, jotka kohdistuvat 52:een työsuojeluhallinnon, työmarkkinajärjestöjen ja työpaikkojen työsuojeluhenkilöön. Tutkimuksessa on kolme päälukua: työsuojeluhallituksen aika 1973-1993, itsenäisten alueellisten työsuojeluviranomaisten aika vuodesta 1993 lähtien sisältäen työmarkkinajärjestöjen roolin työsuojeluvalvonnassa ja valvonnan alueellinen vertailu. Tutkimusmatkani kohti yhtenäistä työpaikkojen työsuojeluvalvontaa alkoi työsuojeluhallituksesta, joka perustettiin vuonna 1973 osana hyvinvointivaltion rakentamista ja valtiojohtoista suunnitteluoptimismia. Valtiollinen työsuojelu koottiin yhden ministeriön alaisuuteen. Työsuojeluhallituksen aikana oli keskusjohtoinen, ainakin osittain yhtenäinen työsuojeluvalvonta, mutta keskusviraston toiminta ei onnistunut, koska työnantajat vastustivat sitä koko ajan pitäen sen toimintaa konspiratiivisena, vehkeilevänä. Työsuojeluhallitus lakkautettiin vuonna 1993 osana keskusvirastojärjestelmän purkamista 1990-luvun alun taloudellisen laman seurauksena. Valtion harjoittamaa sääntelyä purettiin hallinnon kaikilla sektoreilla, ja hallintoa madallettiin lähemmäksi asiakasta. Valtion merkitystä vähennettiin koko yhteiskunnassa ja hyvinvointivaltiosta tehtiin kilpailuvaltio, jolloin markkinaliberalismi ja New Public Management voimistuivat. Työsuojeluhallituksen lakkautuksessa tehtiin ehkä muutakin politiikkaa; pirstaloimalla valvovaa hallintoa heikennettiin samalla työpaikoille kohdistuvaa keskitettyä valvonnan voimaa. Itsenäisten alueellisten työsuojeluviranomaisten aikana vuodesta 1993 lähtien entisten työsuojelupiirien ja nykyisten aluehallintoviraston työsuojelun vastuualueiden toiminnallinen itsenäisyys korostui. Hallinnon toiminnassa näkyy, ettei työsuojeluvalvonnalla ole yhteistä keskusjohtoa. Sosiaali- ja terveysministeriön työ- ja tasa-arvo-osasto, jonka alaisuuteen työsuojelu keskushallinnossa kuuluu, toteuttaa Kansainvälisen työjärjestön ILO:n (International Labour Organization) sopimusten tulkintaa, että työsuojeluhallinto on riippumaton valvontatehtävää suorittaessaan eikä ministeriö siten puutu valvonnan alueellisiin menettelytapoihin. Tutkimus käsittelee myös työsuojeluhallinnon laajaa yhteistyötä työmarkkinajärjestöjen kanssa. Järjestöt osallistuvat kaikkeen päätöksentekoon, jossa käsitellään hallinnon tavoitteita, painopisteitä, valvontaohjeita ja resursseja. Tutkimuksessa arvioidaan edustuksellisen demokratian näkökulmasta korporatiivisen etujärjestövaikutuksen ja hallinnon suhdetta riippumattoman työsuojeluvalvonnan päätöksenteossa ja toimeenpanossa. Tarkastuskertomuksiin perustuva alueellisen valvonnan vertailu osoittaa, että työsuojeluvalvonta on eriytynyt vastuualueittain. Työpaikkojen kunnossaolo määritellään usein eri tavalla, joten tarkastajien valvoma työturvallisuuden minimitaso ei toteudu yhdenmukaisesti koko maassa. Siten velvoitteita korjata tai poistaa työturvallisuusepäkohtia annetaan eri tavalla ja lopputuloksena on se, ettei työnantajia kohdella tasapuolisesti. Tutkimuksen johtopäätöksenä on, että työsuojeluvalvonta on osa kansallista hallintotoimintaa ja laillisuusvalvontaa, ei alueellista tai paikallista hallintoa. Työsuojelu ei eroa toimialoittain maantieteellisesti, koska eri ammattialojen työ on pääpiirteissään samanlaista koko maassa ja niiden työturvallisuus ei juurikaan eroa maantieteellisesti. Tämän vuoksi myös työsuojeluvalvonnan pitäisi olla yhdenmukaista koko maassa. Suomeen pitäisi perustaa Pohjoismaiden mallin mukainen työsuojelun keskusorganisaatio, joka koordinoisi yhtenäistä laillisuusvalvontaa samalla tavalla kuin Poliisihallitus, Syyttäjälaitos ja uusi Tuomioistuinvirasto koordinoivat toimialojensa laillisuusvalvontaa ja toiminnan menettelytapoja. ; This study examines the extent to which workplace occupational safety and health (OSH) enforcing is carried out differently across the Finnish regions, in other words whether workplace enforcing is uniform across Finland. The presupposition of the study is that an important reason for the regional disparity in labour inspection is the decentralized organization of the inspection to by the five independent divisions of occupational health and safety of the regional state administrative agency. The OSH administration and the uniformity of the implementation of OSH in the workplace have not been scientifically studied in the 21st century. This study assesses the structure and implementation of the OSH administration from the perspective of both the administration and the workplace. The study provides a scientifically justified analysis covering both theoretical and customers' perspectives on OSH management and the ongoing integration of health and safety enforcement. The chosen theoretical approach of the study is the administrative evaluation framework, which means assessing the functionality of administration from the user and customer perspective. The Labour Inspectorate carries out workplace safety inspections in the form of occupational safety inspections, whereby the customers of the administration are the workplaces and their employers and employees. The main research material are OSH inspection database Vera reports and personal interviews carried out with 52 persons in the job protection administration, labour organizations and employment OSH personnel. The study consists of three main empirical chapters: the Labour Protection Board, the Central Office 1973-1993, the independent Regional Labour Inspectorate since 1993, including the role of labour organizations in labour inspection and the regional comparison of labour inspection. Shift towards an integrated job labour inspection started with the Labour Protection Board which was established in 1973 as part of the construction of the welfare state during the era of optimism in state-directed planning State labour protection was brought together under one ministry. The Labour Protection Board the system was center-led, at least regarding uniform occupational health and safety enforcing, but the Board's operations were not successful, mainly because the employers were opposed to it throughout its existence. The Labour Protection Board was abolished in 1993 as part of the dismantling of the central office system that followed the economic recession in the early 1990s. State regulation in all sectors of government was decentralized and administration was brought closer to the customers. The role of the state was diminished in society as a whole and the welfare state became a competitive state, with neoliberalism and New Public Management becoming stronger. Other objectives were also part of the decision to abolish the Labour Protection Board; at the same time, the fragmentation of supervisory authorities weakened the efficiency of workplace control. The era of the independent regional labour inspectorates since 1993 underlines the functional independence of the former OSH Inspectorate and the current division of occupational health and safety of the regional state administrative agency. The operation shows that there is no common central management for labour enforcement. The Department for Work and Gender Equality of the Social and Health Ministry, which is responsible for occupational safety in central administration, interprets International Labour Organization (ILO) conventions as meaning that the labour administration is independent in carrying out its supervisory function. Thus, the Ministry does not interfere with regional control procedures. The study also deals with the extensive co-operation between the labour protection administration and the labour market organizations. Trade unions are involved in all decision-making concerning management objectives, priorities, control guidelines and resources. The study examines the influence of corporatist interest groups and the governance of occupational health and safety enforcing decision-making and implementation from the perspective of representative democracy. A comparison of regional control based on inspection reports shows that OSH control of occupational health and safety has varied between the regional divisions. The condition of workplaces is often defined differently, so the minimum level of occupational safety supervised by inspectors is not uniformly applied throughout the country. Thus, obligations to remedy or eliminate occupational safety deficiencies in workplaces are given different treatment and the result is that employees are not treated equally. The conclusion of the study is that health and safety control should be in the competence of national administration and judicial review, not regional or local administration. Occupational safety and health does not differ geographically by industry, as the work of the various occupations is broadly similar throughout the country and there is little geographical variation in occupational safety. For this reason, labour inspection should also be uniform throughout the country. Finland should set up the Nordic model of a more centralized OSH system, which would coordinate an integrated review of legality in the same way as the National Police Board, the Prosecutor's Office and the Court of Justice co- ordinate the law enforcement and operational procedures of their respective sectors.
Väitöstutkimus analysoi julkisia poliittisia performansseja poliittisena viestintänä. Poliittiset performanssit voidaan ymmärtää julkisissa tiloissa toimeen pantuina 'näytöksinä', joiden tavoitteena on luoda arkisiin rutiineihin yllättäviä katkoksia ja synnyttää uutta toimintatilaa jonkin yhteiskunnallisen ongelman esiin nostamiseksi. Performanssit synnyttävät katkoksia monin tavoin, mutta erityisen leimallista niille on näkyvän, vallalla olevan visuaalisen järjestyksen murtaminen tuomalla siihen erilaisia 'häiritseviä' (disruptive) elementtejä: resistoivia kehoja, valtaa parodioivia kuvia, karnevalistista protestointia, katuteatteria jne. Poliittisten performanssien viestintä perustuu puheen sijaan tai ohella toimijoiden oman kehon ja sen kantamien erilaisten visuaalisten merkkien julkiseen esittämiseen, joskus hyvin äärimmäisellä tavalla, kuten esimerkiksi nälkälakoissa ja polttoitsemurhissa. Väitöskirjassa tällaista viestintätyyliä kutsutaan visuaaliseksi ja esteettiseksi politikoinniksi. Tutkimuksessa analysoidaan useita esimerkkejä performatiivisesta poliittisesta viestinnästä ja kehitetään teoreettisia ideoita sen ominaispiirteiden tulkitsemiseksi. ; In this doctoral thesis I study a phenomenon which I have titled as public political performance. By public political performance I refer to a public event (a 'show', display, demonstration) the purpose of which is to expose in public and challenge those social-political norms, practices, and relations of power which usually remain invisible in the sway of routine political life. I am interested especially in how performance works as a form of non-linguistic, or wider than linguistic, political communication. I theorize and analyze, through several illustrative examples, performances from three perspectives: as corporeal (bodily), visual, and aesthetic communication. In construction of theory I use and partly rework ideas from thinkers such as Jürgen Habermas, Michel Foucault, Hannah Arendt, Maurice Merleau-Ponty, and Jacques Ranciere. The study shows that public political performance is a sensitive, even volatile phenomenon because it often manifestly exposes the fundamentally violent power structure of society – as when, for example, street demonstrations induce strong counter reactions from the police and political authorities – and puts this order under critical public scrutiny. Political authorities do not take such challenges lightly, which is why public performances sometimes instigate serious political controversies. The key theoretical ideas of the study relate to performance as something done and en/acted. On the one hand, performance discloses the nature of politics as a 'doing.' This means in simple terms that, in order to subsist, the political world needs to be done, performed, and 'iterated,' every time anew. The term performative describes this social-constructivist side of politics. That the constitution of the social and political power is based not on any 'natural' ground but on continuous re/iteration of certain ways and routines is often revealed only when it is visibly and noticeably disrupted. This is what political performance typically does. On the other hand, performance signifies a particular kind of public show which resembles but does not equal theatrical shows. Performance is theatrical in being an 'art-like' communicative act, yet it is more surprising and unpredictable compared to regular theatre and, because of this, usually more difficult to approach and interpret. Political performance as a contingent and sometimes oddly appearing public event with a surprise effect brings forth the importance of disruption for politics. It alerts us to situations where the normalized political performatives are being visibly questioned by bringing into public space – 'in your face' – diverse disrupting elements like resisting bodies, parodying images, and carnevalism. The relationship between these two, performatives and performances, creates an edgy and 'chiasmatic' political space from which much of political life gains its driving force. This basic idea and relationship constitute the key starting point for this study's theoretical reflections. Political performance is an important subject for political studies for several reasons. The purely knowledge-based reason is that that in directing attention to the corporeal and visual aspects of politics and political communication, performance brings into view phenomena and conceptual possibilities which are too often ignored by political researchers and theorists. The relevance of performance for the field can also be justified from another perspective, through reference to its political and democratic significance. The discussions and analyses carried out in the study show that there are political circumstances where citizens see public performance as the only available means of participation in political communication, with other channels of communication forbidden or marginalized. There are also situations where citizens create, through setting up a performance, space for public communication and action where it has not existed before. Political performance as a way of contesting existing political realities can therefore have special value for political freedom. Political and democratic theory needs to understand, I shall argue, also that category of political action which performs political freedom rather than asks for it.
Arviointitutkimus koskee Suomen talouden ytimen, valtiokonsernin talousohjauksen tilaa vuosien 1987-2008 uudistuskauden jälkeen. Mihin oli tultu vuonna 2008 ja miten talousohjausjärjestelmä toimii? Arvioinnin kohteena on myös se, miten ohjausjärjestelmän tila vastaa 2010-luvun haasteita. Arviointiaineiston muodostavat uudistuskauden dokumentit sekä ohjausjärjestelmän kaikkien tasojen eduskunnan, hallituksen, valtiovarainministeriön, ministeriöiden, virastojen ja laitosten sekä tarkastusviranomaisten haastattelut. Vastaavaa lähestymistapaa ei suomalaisessa hallinnontutkimuksessa ole aikaisemmin sovellettu. Arviointi tukeutuu kompleksisuusteoreettiseen viitekehykseen. Kompleksisuusteoriaa ei ole myöskään vastaavalla tavalla hyödynnetty. Tutkimus on siten sekä lähestymistapansa että teoriaulottuvuutensa osalta pioneerityötä, jota ei ole voitu perustaa aiempaan tutkimukseen. Sellaisena se avaa, vaatii ja osoittaa useita jatkotutkimustarpeita. Tutkimuksen päätuloksia ovat ensinnäkin se, että talousohjauksen ytimen, finanssipolitiikan ohjausrakenne on tasapainossa uudistustavoitteiden kanssa ja sellaisena se tukee talouden kokonaishallintaa. Toiseksi tutkimustulokset osoittavat, että tulosohjaustavoitteet, tuottavuus, taloudellisuus ja vaikuttavuus eivät ole toteutuneet talousarviolain edellyttämällä tavalla. Laki ja käytännön toiminta ovat kaukana tasapainosta. Lain vaatimukset ovat taakkana toimijoille. Taakka ei kuitenkaan näy suoraan menoina momenteilla ja siksi se ei ole saanut osakseen ansaitsemaansa huomiota. Kolmantena uudistustavoitteena ollut demokraattisen ohjauksen vahvistaminen näyttää valtiokonsernin osalta rakenteellisesti toteutuneen. Toimivuuden kannalta rakenne on kuitenkin vielä niin uusi, että erityisesti eduskunnan näkökulmasta sen toimivuutta on vaikea arvioida. 2010-luvun haasteiden kannalta tutkimuksessa tulee esiin joukko riskitekijöitä. Yksi niistä on talousohjauksen päätoimijan, valtiovarainministeriön ohjausrakenne. Se näyttää olevan epätasapainossa ministeriön kasvaneiden vastuiden kanssa. Taloudellisesti vaikeina aikoina valtiovarainministeriön rooli lisäksi korostuu järjestelmälogiikan mukasesti talouden tasapainottajana. Ministeriön ohjausrakenteella on yleistä merkitystä, koska se heijastuu koko hallinnon talousohjaukseen. Se voi olla sille joko tukena tai taakkana. ; In the administrative reforms of 1987-2008 in Finland the state as a whole was divided into three parts the core state, autonomous parts and actors operating in market conditions. The structural division was taken further when in 2010 the universities were split off from the financial governance of the core state to join the autonomous actors. Each part of the state body has its own financial governance. The study is confined to reforms in the system of financial governance of a state concern (core state) and the functionality of the system of governance after the reforms. This is an evaluative study assessing first the reforms in the structure and governance tools and thereafter their functionality. The structural research is based chiefly on documentary material from the era of reform. The functionality of the structures is evaluated from the perspectives of Parliament, the Government, the Ministry of Finance, the ministries, agencies and institutions and also the inspectorate. The functionality evaluation is based on 96 personal interviews with actors in charge of governance, the elite in financial governance. The object of the evaluation was the main finances under overall control and the objectives set for management by results of improving productivity, economy of operations and effectiveness. As the reforms progressed, it became a political objective to strengthen democracy or political governance in financial governance. This, too, was made a target of evaluation. The evaluation relies on the concepts of complexity theory. It was the working hypothesis of the study that through the concepts of the theory it would be possible to explain and comprehend reform processes, the functionality of the reforms and the problems experienced in them. In the study of the structure the main criterion was the complexity theory concept far from a state of equilibrium and in the study of functionality the concept of significance . No such complexity theory based study in the field of administrative science has so far been presented in Finland. Thus on the basis of the study the applicability of complexity theory to the research of reform processes and the functionality of reforms was evaluated. In the study of structure the research question was how after the reforms of 1987-2008 the governance structure of a state financial governance system is in a state of equilibrium with the goals of the reforms. The question in the study of functionality was how the financial governance system of a state concern functioned after the reforms from the perspectives of various actors. Likewise thereafter an answer was sought in the nature of triangulation to how the situation of the financial governance system structure and functionality appear to be in equilibrium with the challenges to financial governance apparent in the 2010s. Is the financial governance system a support, burden or risk to the challenges of the 2010s? In summary the answers to the research questions in light of the evaluation of the structure and functionality data are as follows: 1. The core of financial governance, the governance structure of financial policy and its functionality would appear to be almost in equilibrium with the goals of financial overall administration. In this respect the structure also supports overall financial governance. 2. The objectives of productivity, economical and efficacy in management by results would appear to be very far from being in equilibrium with respect to the requirements of the budgetary legislation (Talousarviolaki). Due to shortcomings in accounting and evaluation systems the objectives has not been achieved. Thus the management by results structure would appear to be a burden on financial governance and administration of the state economy as a whole. The structure of management by results would appear to be in a state of disintegration 3. The aim of strengthening democracy through the structural reforms of the 2000s appears to have been achieved. However, the structure is still mostly so new that its functionality, especially as regards Parliament, is difficult to evaluate. The structure appears mostly to support overall financial management, but this may entail risks from the perspective of overall financial management. 4. The situation of financial governance, from the perspective of the challenges of the 2010s would appear, as far as financial policy is concerned to be almost in equilibrium with the policy challenges, but from the perspective of overall financial management this would not appear to be the case in all respects; the situation in governance is likely to require reforms and attention to the obvious risk factors latent therein. The study permits the evaluation that complexity theory, a derivative of systems theory, would appear to be applicable to the research of reforms of complex systems and their functionality and to offer opportunities to explain and comprehend the successes and failures of reforms.
Tutkimuksessa tarkastellaan erästä Euroopan integraation vähemmän tutkittua ulottuvuutta: integraation vaikutuksia jälkikommunistisen yhteiskunnan kansalaisjärjestöihin. Liettualainen ympäristöjärjestösektori ja Ignalinan ydinvoimalan tapaus tarjoavat rajallisen, mutta samalla hyvin konkreettisen näkökulman kysymyksen tarkastelemiseksi. Tutkimus nojaa vuosina 2001-2003 kerätyn haastatteluaineiston laadulliseen analyysiin. Ignalinan ydinvoimalan tapauksen perusteella voidaan tulkita liettualaisten ympäristöjärjestöjen kohtaamia muutospaineita neuvostoajan lopulta aina Liettuan EU-jäsenyyteen saakka. Ignalinan ydinvoimalan ympärille keskittynyt liikehdintä oli yksi keskeisimmistä neuvostovallan vastaisen protestin välineistä 1980-luvun lopun Liettuassa. Ignalinan ydinvoimalasta muodostui tuolloin neuvostovallan poliittinen symboli; protestointi ydinvoimalaa vastaan oli samalla vastalause Moskovan sanelupolitiikalle ja vallitsevalle yhteiskunnalliselle järjestykselle. Ignalinan poliittinen symboliasema kuitenkin muuttui radikaalisti Liettuan itsenäisyysjulistuksen myötä: voimalasta muodostui niin taloudellisesti kuin poliittisestikin tärkeä kansallisen suvereniteetin osa. 1990-luvun lopulla ydinvoimalan poliittisen symboliaseman muutos sai yhä vahvemman ilmentymän EU:n esittäessä Ignalinan molempien reaktoreiden alasajoa ennen niiden lasketun käyttöiän umpeutumista. Eräät liettualaiset ympäristöjärjestöt toimivat aktiivisesti osana laajempia eurooppalaisia kansalaisjärjestöverkostoja vaatien itäisen Keski-Euroopan neuvostomallisten ydinvoimaloiden välitöntä sulkemista. Siten Ignalinan tapaus aiheuttaa monissa tapauksissa järjestöidentiteetin epävarmuutta: Yhtäältä ympäristöjärjestöidentiteetti vaatii kriittistä suhtautumista ydinvoimaan, erityisesti neuvostomallisiin RBMK-reaktoreihin. Toisaalta taas Ignalinan ydinvoimala koetaan Liettuan taloudellisen ja poliittisen omavaraisuuden takaajaksi. Ignalinan tapauksen ympärille rakentuva identiteettipoliittinen asetelma voidaan yksinkertaistaa tilanteeksi, jossa ympäristöjärjestöt hapuilevat kahden yhteensopimattoman toimintamallin välillä: järjestöt toivovat voivansa toteuttaa rooliaan ympäristöjärjestöinä, usein laajempien eurooppalaisten ympäristöjärjestöverkostojen mallin mukaisesti, mutta samalla kansallisen suvereniteettipolitiikan tuottamat mallit ovat vahvasti läsnä järjestöjen määrittäessä perusluonnettaan. Ignalinan tapauksen pohjalta tutkimuksessa tarkastellaan myös laajempia Euroopan integraatioon ja jälkikommunistiseen kansalaisjärjestötoimintaan liittyviä kehityskulkuja. Tutkimus tuo esiin, että Euroopan integraatio on luonut monitasoisen institutionaalisen järjestyksen, joka määrittää oman vaikutuspiirinsä säännöt. Euroopan integraatio on samalla ilmiö, joka toteutuu myös hyvin arkipäiväisissä asioissa se on läsnä monissa mikrotason käytännöissä vaikuttaen siis myös ympäristöjärjestöjen toimintaan. Samalla voidaan havaita, että politiikan muodot ja tyylit eivät synny tyhjiössä tai pelkästään rationaalisten valintojen tuloksena; historia, sen tuottamat tulkinnat sekä rutiineihin perustuvat säännönmukaisuudet ovat läsnä poliittisessa elämässä, niin kansalaisjärjestötoiminnassa kuin muussakin yhteiskunnallisessa aktivismissa, samoin kuin hallinnollisissa käytännöissä. ; The colourful, sometimes even dramatic, history of Lithuanian environmental non-governmental organisations (NGOs) makes them an interesting subject of political science research. During the past fifteen years the role of the Lithuanian environmental movement has changed quite radically. The environmental movement had a central political role at the time of the Lithuanian independence activism in the late 1980s, but the movement later lost its mobilising potential and was marginalised by the beginning of the 1990s. Since then the environmental NGOs have been strongly affected by the process of European integration. Environmental NGOs have served both as agents and indicators of the institutional change taking place in Lithuania. The dynamics of this change can be analysed through the case of Ignalina in the course of the past couple of decades the nuclear power plant of Ignalina in the north-east corner of Lithuania has been a reference point for a number of political discussions and processes. During the Lithuanian independence movement the nuclear power plant became a symbol of Soviet rule. As Ignalina was strongly associated with the hegemony of Moscow over Lithuania the plant occupied a central role in the fight towards national sovereignty. Independence activism took the form of environmental protests, especially in the early stages of the Lithuanian reform movement, and a large number of environmental organisations were established all over Lithuania. The political context provided an opportunity to address sensitive political questions through environmental activism. For instance, in September 1988 thousands of protesters formed a human chain the ring of life around the two units of Ignalina as a manifestation of Lithuanian national sovereignty and identity. The symbolic position of Ignalina changed radically after Lithuania s independence declaration in March 1990. As Moscow imposed an energy embargo on Lithuania it soon became clear that the country was dependent on its own sources of energy, of which the nuclear power plant of Ignalina was the most important one. Although Ignalina had only recently served as the symbol of Soviet oppression, the plant suddenly proved indispensable in the reconstruction of the nation and its material well-being. In 1995 the Lithuanian government tabled a EU membership application. Towards the end of the decade Ignalina was brought on the political agenda of the EU it soon became evident to Lithuanians that the closure of the nuclear power plant would be considered a de facto prerequisite for EU membership. As a result, the question of Ignalina was highly politicised the setting gave Ignalina a positions as the symbol of national sovereignty. There had been a radical shift in the political symbolism surrounding the plant. Meanwhile, the environmental NGOs faced a dilemma: Some of the environmental activists were closely linked to European anti-nuclear NGO networks and were strongly in favour of the decommissioning of Ignalina. However, many of the environmental NGOs also carried with them a long tradition of ethno-cultural thinking thus connecting the organisations closely to the notion of Lithuanian national sovereignty. Against this background it proved difficult for many organisations to define their role in view with the question of Ignalina what would be appropriate political action? As a result, there remained a great deal of indecisiveness and confusion among the environmental NGOs as to the decommissioning plans of Ignalina, and more generally as to the role of the environmental organisations in the Lithuanian society. The case of Ignalina provides a framework within which it is possible to analyse certain dimensions of national sovereignty in an integrating, post-Cold War Europe. The integration of Central and Eastern Europe into the EU has produced a situation in which many of the expectations attached to national sovereignty are being challenged. The research also brings forward a topic that has received only limited attention in the past, namely the effects of European integration on non-governmental organisations in Central and Eastern Europe. By focusing on a specific sector of Lithuanian NGO activity it is possible to analyse the dynamics of europeanisation on a very concrete level. The case of Ignalina suggests that the activists of Lithuanian environmental NGOs are forced to ponder the raison d être of their organisations in the face of different, often conflicting institutional pressures. The expectations drawn from fresh national sovereignty are not always compatible with the models of action produced by the European integration process. The case evidences a conflict between post-Communist nation-building and the institutional limitations brought about by EU membership. Simply put, the idea of national sovereignty on the one hand and European integration on the other offer environmental NGOs distinctive, often conflicting, models of appropriate political action. The models of action created by the institutional framework of the EU are not easily compatible with the norms typical of a newly independent state. This identity political conflict is especially pronounced whenever national and European norms are placed in direct opposition with each other. However, it should be noted that the national and European levels of politics cannot be completely distinguished from each other. It is interesting to notice how models of action drawn from the EU system often form the very basis of national or local political action. Therefore it can be stated that the separation between European and national models of appropriate action is not always feasible. It is possible to approach most political questions, including the encounter of Lithuanian environmental NGOs and the EU, from an institutional perspective. The theoretical framework of the study is based on new institutionalism , and the notion of logic of appropriateness is central to the study political institutions are analysed as collections of norms that define the rules of appropriate political action in different situations. In essence, politics is about appropriate action. The research seeks to explain the logic of appropriateness being followed by Lithuanian environmental NGOs. The research problem is approached through a set of questions: (1) How does the colourful history of the Lithuanian environmental movement affect the political characteristics of today s environmental NGOs? (2) What does the specific case of Ignalina tell us about the institutional contexts in which the Lithuanian environmental NGOs operate? (3) How to define the relationship between Lithuanian environmental NGOs and the politics of national sovereignty? (4) What is the relevance of the institutional framework of the EU to Lithuanian environmental NGOs? The study suggests that the rules of appropriateness change depending on the political context. At the same time, the conflicts produced by differing, overlapping institutional environments are reflected in the inner dynamics of political actors, resulting to indecisiveness and confusion. Since political action is first and foremost directed by the logic of appropriateness, the interpretations of political contexts are of central relevance. Therefore it is possible that a single object, such as a nuclear power plant, can be given a variety of interpretations in the realm of identity politics. The case of Ignalina evidences that symbolism and interpretation form the core of political life.
Tutkimuksen tavoitteena oli selvittää poliittisen eliitin toimintaa ja työmoraalia Suomen eduskunnassa. Tutkimus tehtiin kvantitatiivisen ja kvalitatiivisen aineiston pohjalta ja soveltamalla yhteiskuntatieteen ja oikeustieteen tutkimusmetodeja. Tilastotietoa kerättiin kahdeksientoista (18) valtiopäivien täysistunnoista vuosien 1970-1998 väliltä. Valiokunnista kohteena oli vaalikausi 1991-1994. Yhteensä aineistoon sisältyi 6 078 pöytäkirjaa ja näiden 520 869 läsnä- ja poissaolomerkintää. Lisäksi tarkasteltiin valtiopäivien historiaa, sekä lobbausta eli valiokuntien kestityksiä. Tärkeimmät säädökset olivat valtiopäiväjärjestys, Suomen perustuslaki ja eduskunnan työjärjestys. Tutkimustuloksena todettiin mm. seuraavaa. Kansanedustajan toimi ei ole enää perinteinen luottamustehtävä. Kansanedustaja on ammattipoliitikko, ja hänen toimensa nimikkeeksi sopisi käsite 'luottamusvirka'. 'Edustajanpalkkiokaan' ei ole 'palkkio' vaan kuukausitulo, ja siihen voisi soveltaa vanhaa virkamiespalkan elatusteoriaa. Kansanedustaja saa elatusta siitä, että hän antaa työvoimansa valtion, puolueen ja kansan käytettäväksi. Eduskuntatyö kaipaisi perusteellista remonttia. Esimerkiksi valiokuntien kestitysten suhteen on tulevan korruptiolain aikana syytä olla takavuosia varovaisempi. Kollektiivinen työmoraali näkyy edustajien tekemistä päätöksistä ja siitä, miten eduskunta tulkitsee, toteuttaa ja uudistaa instituutiota itseään koskevaa lainsäädäntöä. Yhtenä trendinä ilmenee eduskuntatyöhön kohdistuvien kontrollinormien lieventäminen, toisena demokratian vaatima mutta käytännössä paikoin näennäiseksi jäävä avoimuus. Eduskunnan sisäisten sääntömuutosten yhtenä funktiona voi olla jopa tarkoitus antaa suojaa kansalaiskontrollia vastaan. Poissaoloja on ollut eduskunnan alkuvuosista lähtien. Kaikki edustajat eivät saavu ajoissa valtiopäiville eivätkä kaikki osallistu äänestyksiin, vaikka ilmoittautuvat läsnäoleviksi. Salista poistumisen yhtenä syynä voi olla halu välttyä poliittiselta kannanotolta. Suuria poissaoloja ovat aiheuttaneet yöistunnot, maanantaipäivät, istuntokausien loppumiskiireet ja välikysymysten ministerivastaukset. Runsaita henkilöpoissaoloja ovat aiheuttaneet sairaus, virka- ja ministerintehtävät, 1990-luvun alussa myös loikkaukset ja ristiriidat puoleen kanssa. Aineiston valiokuntakokouksista päätösvaltaisena oli alkanut noin 70 % ja loppunut noin 65 %. Suurin vajaavaltaisuuden aiheuttaja oli asiantuntijakuuleminen. Ratkaiseva hallituksen esityksen toinen käsittely oli tehty päätösvaltaisesti, mutta muuten asioita oli viety eteenpäin vajaavaltaisena. Jos päätösvalta-vaatimus olisi ollut ehdoton, asia olisi voinut jumiutua valiokuntaan ja hidastaa eduskuntatyötä. Poikkeuksena päätösvaltaongelmiin oli toimintatavoiltaan erilainen, edustajia ministeristöön nostava valtiovarainvaliokunta. Eduskunnassa on hiljaisia puurtajia eli lainsäädäntötyön tekijöitä, mutta myös poissaolijoita. Poissaolijat jakautuvat puolueensa hyväksi työtä tekeviin poliitikkoihin ja edustajiin, joiden poissaoloihin löytyy ehkä selitys mutta ei puolustusta. Hiljaisen puurtajan työpanos jää usein näkymättä, ja julkinen kuva muodostuu tunnetuista poliitikoista. Ajan mittaan hiljainen puurtaja voi kuitenkin tulla palkituksi arvostetulla eduskunta- tai ministeritehtävällä. Eduskunnassa on korkeaa kollektiivista ja korkeaa yksilöllistä työmoraalia, mutta myös päinvastaisia ilmentymiä. Työmoraalilla ei ole keskimäärää, sillä on kasvot. Poliittiseen eliittiin kuuluu henkilöitä, jotka käyttäytyvät epäeettisesti jos heitä ei valvota - mutta niin heitä kuuluu kaikkialle yhteiskuntaan, äänestäjiinkin. Vuonna 1989 työjärjestykseen lisättiin mahdollisuus ilmoittautua läsnäolevaksi nimenhuudon jälkeen. Samana vuonna keskimääräinen poissaolo oli jo 31 henkilöä (15 %). Valtiopäiviin 1994 vaikutti mm. liittyminen Euroopan unioniin, ja silloin nimenhuudosta oli poissa keskimäärin 36 henkilöä (18 %). Sama 36 henkilöä toistui vuonna 1997, jolloin yhtenä syynä olivat äitiyslomat. Vuonna 1998 eduskunta muutti tilastonsa julkisiksi ja syksyn poissaolot lähtivät jyrkkään laskuun. Vuoden keskimääräinen poissaolo nimenhuudosta oli 29 edustajaa (14 %). ; The purpose of the research was to examine the operation of the political elite in the Finnish Parliament.The study is based on both quantitative and qualitative data, and the research methods used are derived from jurisprudence and the social sciences. The statistical data of plenary sessions were collected from 18 parliaments in years 1970-1998, and the data of parliamentary committees from the legislative period of 1991-1994. In all, the data consisted of 6,078 recorded minutes and 520,869 registrations of attendance and non-attendance. The qualitative data consisted of historical surveys of parliament's early years and of surveys of lobbying parliamentary committees. The most important statutes in the normative examination were Parliament Act, the Finnish Constitution and the Parliamentary Order of the Day. The actual work of a parliament member is no longer based on the position of trust. The position has now a more professional character, and the representative has in a way become a professional politician. In fact, the term "office of trust" might most appropriately describe an elected representative's work at present. Even today representatives are paid a "reward" for their services. The use of the term "subsistence" could better refer to the total sum of a monthly income and various other benefits. Subsistence, it also could imply that the representatives contribute their work for the use of the state, of the party and the people. Parliamentary regulations still need a fundamental restructuring. More widely it should be discussed the usefulness of interpellation, the quorum of plenary sessions, the system of deputy members and the system of hearing outside experts at the committee work. The power of the Speakers could be reduced by limiting the office years of the Speaker (and Deputy Speakers). In a parliament, collective morale is moulded by the principle of majority and seniority. Members with fewer years of service have to accept the decisions taken by the more experienced colleagues. Therefore, the collective morale mainly reflects the senior representative's perceptions of right and wrong. A professional politician, depending on political background and party, lost readily genuine contact with the everyday life of voters. Therefore the meaning of the word "right" can be obscured. For example, in committee work they should be more careful with lobbyism in future, when parliament pass a law for representative's corruption. The collective work morale of parliament manifests in the decisions taken. It is also visible in how the members interpret, implement and reform legislation concerning parliament institution. One trend seems to be moderating the norms used in controlling parliamentary work. Another trend is the requirement of openness, demanded by democracy, which, however, often remains quite superficial. It actually seems some times that the internal reforms of parliamentary regulations have been made to protect parliament against its control by citizens. Absences have always been there and they have been discussed since early days of parliament. All the representatives do not turn up in time when parliament begins its work, and some representatives leave the main auditorium as soon as the roll call is over. One reason for an early departure may be try to avoid taking political stand. In the years examined major non-attendance have been caused by night sessions, Monday sessions, ending of term of parliamentary sessions and interpellations debates during Cabinet minister's respond. As to individual representatives non-attendance have been increased by illness, ministerial and official duties or official journeys. In the early 1990s some non-attendance were caused by representatives who went over to another party or had conflicts with their own party. In research material some 70% of committee meetings had started with the presence of a quorum, but when they were adjourned the quorum had dropped to 65%. Hearing outside experts was the major reason for non-quorum meetings. In the decisive second reading of a government proposal there was always the presence of a quorum. If the demand for a quorum had been applied faithfully in all cases, the matter under discussion would probably have delayed the work of parliament as a whole. In this respect, the state financial committee was an exception, because it operates different and helps parliament members in their political career by promoting them to ministerial positions. In parliament work some of the members can be clearly identified as the quiet hard workers. On the other hand, the degree of non-attendance can be high. The conscientious representatives who attend meetings actively are "legislators", while the absent could be divided into "professional politicians" working for their own party or representatives whose absence can be explained but not really defended. The input of a single, hard- working representative often remains invisible. The public image of parliament is primarily created by the well-known professional politicians. A quiet hard-working can, however, in the long run be rewarded with visible parliamentary or ministerial duties. High collective and individual work morale is still to be seen in parliament, but just the opposite may also manifest itself. Morale is something that cannot be expressed in terms of an average, since morale has a face. There will always be members of the political elite who, if uncontrolled, will act unethically. But the same holds true for the rest of society, including the voters. Therefore we should avoid making generalisations and, instead, we should regard each member of parliament as an individual person with his or her own human characteristics. As the early 1980s the average number of absentees in the roll call of plenary sessions was 20 members (10%). In 1989, after an order reform, it became possible to register as present even after the roll call of plenary sessions. In that year 31 members on average (15%) were absent during the roll call. In 1994, when Finland was negotiating its membership in the European Union, on average 36 members (18%) were absent during the roll call. In 1997 the same 36 was caused by a large number of maternity leaves. In 1998 when parliamentary statistics were made public, the average number of absentees was 29 members (14%).
Sisäinen tarkastus kuvataan ammatti- ja tutkimuskirjallisuudessa organisaation johtamis- ja valvontajärjestelmän keskeisenä toimijana, jonka tavoite on tuottaa organisaatiolleen lisäarvoa. Tämän tutkimuksen tavoitteena on luoda kokonaisvaltainen ymmärrys sisäisen tarkastuksen toiminnon merkityksestä organisaation johtamis- ja valvontajärjestelmässä. Toiminnon merkitystä lähestytään ensiksi tutkimalla sisäisen tarkastuksen vapaaehtoista levinneisyyttä erilaisissa organisaatiomuodoissa. Toiseksi selvitetään, millaiset organisaatiot investoivat sisäiseen tarkastukseen tutkimalla sisäisen tarkastuksen vapaaehtoiseen käyttöön liittyviä tekijöitä. Kolmanneksi, tutkimuksessa syvennytään sisäisen tarkastuksen tuloksellisuuteen vaikuttaviin tekijöihin, jotta voidaan hahmottaa, millaisiin eri sidosryhmien odotuksiin sisäisen tarkastuksen olisi pyrittävä vastaamaan. Tuloksellisella toiminnalla sisäinen tarkastus voi legitimoida keskeisen asemansa osana organisaation hallinnointijärjestelmää. Järjestämällä sisäisen tarkastuksen toiminnon organisaation johto voi vahventaa ohjaus- ja valvontajärjestelmäänsä asiantuntijayksiköllä, jonka keskeisimpänä tehtävänä pidetään lisäarvon tuottamista organisaatiolle mm. parantamalla riskienhallinta-, valvonta-, johtamis- ja hallintoprosesseja. Tästä huolimatta vain osa organisaatioista päättää perustaa sisäisen tarkastuksen toiminnon. Tutkimustieto sisäisen tarkastuksen vapaaehtoisen käytön levinneisyydestä eri toimintaympäristöissä sekä vapaaehtoiseen käyttöön liittyvistä tekijöistä luo tiedeyhteisölle merkittävää uutta tietoa sisäisen tarkastuksen merkityksestä organisaation johtamis- ja valvontajärjestelmässä. Toisaalta sisäisen tarkastuksen rajoittunut hyödyntäminen herättää kysymyksiä siitä, kykeneekö sisäinen tarkastus tulokselliseen toimintaan ansaitakseen paikkansa hallinnointijärjestelmässä rajallisia resursseja allokoivien päättäjien silmissä. Keskustelua sisäisen tarkastuksen tuloksellisuudesta voidaan siten pitää perusteltuna. Tuloksellisella sisäisellä tarkastuksella tarkoitetaan toimintoa, joka pyrkii tuottamaan organisaatiolleen lisäarvoa mm. taloudellisuuden, tuottavuuden, tehokkuuden ja vaikuttavuuden näkökulmista (Sisäiset tarkastajat ry, 2018). Sisäisen tarkastuksen tuloksellisuutta voidaan kuitenkin lähestyä useiden keskeisten toiminnon sidosryhmien näkökulmasta – ja löytää näin tuloksellisuuden käsitteelle uusia ulottuvuuksia. Tutkimuksen sidosryhmäanalyyttisen pohdinnan tuloksena sisäisen tarkastuksen tuloksellisuus osoittautui monitulkintaiseksi, sillä tuloksellisuus saa monia merkityksiä riippuen tarkastelunäkökulmasta. Käsitteen eri tulkinnoilla voidaan löytää myös selityksiä sille, miksi organisaatiot käyttäytyvät eri tavoin pohtiessaan sisäisen tarkastuksen vapaaehtoista käyttöä. Kokonaisuutena tutkimus täydentää tutkimusaukkoa sisäisen tarkastuksen merkityksestä osana organisaation johtamis- ja valvontajärjestelmää ja selventää, miksi organisaatiot käyttäytyvät eri tavoin pohtiessaan sisäisen tarkastuksen vapaaehtoista käyttöä. ; According to the professional and academic literature, the internal audit (IA) is regarded as a central part of governance systems. The functional goal of IAs is to produce added value for organizations. The objective of this dissertation is to create a comprehensive understanding of the significance and meaning of IAs for the governance structure of organizations. Firstly, the significance of IAs is approached through examining their voluntary use in different types of organizations. Secondly, this study examines the determinants affecting the voluntary use of IAs. Thirdly, this dissertation examines the determinants of ambiguous IA effectiveness in order to understand which of the multiple expectations held by different stakeholders should be pursued by IAs. By operating effectively, the IA can legitimate its central position in an organization's governance structure. By using an IA, an organization's management can strengthen governance processes with a unit of professionals whose main target is to bring added value by improving risk management and control and governance processes. Despite this, not all organizations decide to invest in IAs. Evolving research on the voluntary use of IAs and the determinants affecting the voluntary use of IAs is creating important new information on the significance of IAs in the good governance of organizations. Furthermore, the limited voluntary use of IAs raises concerns over their ability to meet the expectations of decision-makers who are allocating scarce resources. The discussion on the effectiveness of IAs is therefore justified. An effective IA aims to enhance organizational value in terms of economics, efficiency, and effectiveness (Institute of Internal Auditors, 2018). Moreover, the effectiveness of IAs can be examined from the perspectives of various central stakeholders. A multi-perspective examination enables the discovery of new interpretations of the phenomenon. The stakeholders' analytical approach to the effectiveness of IAs revealed that the efficacy of IAs is ambiguous, and they can be interpreted from the varied perspectives of the relevant stakeholders. The various interpretations also help to reveal why organizations act differently when considering the voluntary use of IAs. In conclusion, this dissertation complements the existing literature by offering a comprehensive overview of the significance of IAs in governing organizations, as well as the reasons why organizations act differently when deciding on the voluntary use of IAs.
Tutkimuksen tarkoituksena on vallankäytön luonteen ja sen ilmenemisen tulkinta ja ymmärtäminen ammattikorkeakoulujen vakinaistamis- ja laajentumisprosessissa vuosina 1995-2000. Tutkimus jakautuu kahteen pääosaan: teoreettiseen ja tapausesimerkkinä toteutettavaan empiiriseen osaan. Työn lähtökohtana on teoreettisen viitekehyksen kautta jäsentää, tulkita ja ymmärtää tutkimuskohteena olevaa ilmiötä eli vakinaistamis- ja laajentumisprosessiin liittynyttä vallankäyttöä. Työn metodinen painopiste lähenee teoriaperusteista analyysia ja arviointia. Tiivistäen ilmaistuna teoria saa työssä tulkintavälineen aseman. Tavoitteena on teorian ja sen pohjalta luodun viitekehyksen ja aineiston välinen dialogimainen vuoropuhelu, jota täydennetään eri tutkijoiden esittämillä näkemyksillä. Työn dokumenttiaineisto painottuu kirjoitetussa muodossa olevaan, aitoon ja alkuperäiseen sekä selkeästi rajattuun tekstikorpukseen, jolle annettiin ja jolle muodostui keskeinen asema korkeakoulupoliittisia ratkaisuja tehtäessä. Työn tulkintaprosessin myötä voidaan päätyä mm. toteamaan, että valta ei paikantunut tai sijoittunut ammattikorkeakoululaitoksen luomisen prosessin osalta ainoastaan valtakunnan tason toimijoille ja päätöksentekijöille eli suunta ei ole yksinomaan ylhäältä alhaalle. Kokonaisuuden onnistuminen ja toimivuuden turvaaminen jäivät ja jäävät pitkälti anojien eli paikallistason vastuulle. Vaihtoon liittyvää ulottuvuutta ja vuorovaikutusta tarvitaan prosessin jatkokehittämisen onnistumiseksi. Tarkasteltavassa prosessitodellisuudessa ilman paikallistason työpanosta ja muutoksen syvällisyyttä ja hallintaa - nimenomaan ammatillisen korkeakoulutuksen näkökulmasta - todellinen muutos jää puutteelliseksi. Viitekehyksen keskeisimmät ulottuvuudet nousevat selkeästi esille empiirisen aineiston tulkinnan myötä; vallankäyttö prosessitodellisuuden eri toimijatasojen menettelyjen osalta liikkui nollasummapeli - positiv-summekonflikt -ulottuvuudella, kuten myös mahdollistamisen ja antienergisoinnin ja toimintaa hankaloittavien ratkaisujen puitteissa. Vallankäyttö seurauksineen liikkui ylivallan ja yhteistoiminnallisen vallan kentissä. Valta kapasiteettina ja kykynä tulkita sekä omaa että toisten todellisuutta sekä kokonaisuuden hallintana - jopa edellä mainittujen ulottuvuuksien puutteenakin - saa keskeisen sisällön tarkasteltavan tapausesimerkin puitteissa. Vallan suhdeperusteinen ja muuttuva luonne tulee selvästi esille. Vallankäyttö näkyy selkeästi konkreettisessa toiminnassa paikallisella, alueellisella ja valtakunnallisella toimijatasolla. Kun tilannetta tarkastellaan työn viitekehyksestä käsin, paljastuu valtakäsitteen hyödyntämisen ja tulkinnan jääneen prosessin kuluessa osittain rajautuneeksi. Työn pohjalta voi tulkita vallankäytön heijastusvaikutusten ja mahdollistamisulottuvuuden pohdinnan jääneen osittain keskeneräiseksi. Tehtyjen ratkaisujen ja valittujen periaatteiden seurauksena vallankäyttöön olennaisesti liittyvä kokonaisuuden hallinta ja kyky taata muutoksen syvällisyys eivät olleet ongelmattomia. Kaiken kaikkiaan kyse on työn otsikon mukaisesti vallankäytön oppimisesta. Samalla paljastuu vallankäytön haasteellisuus korkeakoulupolitiikkaa laajemminkin hallinnon kannalta. Valtaan liittyvän todellisuuden tulkinta laajentaa prosessin ymmärtämistä. Samalla paljastuu viitekehyksen laajempi sovellettavuus ja tutkimuksen käyttökelpoisuus sekä vallan suhdeperusteinen ja muuttuva luonne. Perehtyminen työ viitekehykseen ja sen pohjalta tehtyyn empiiriseen tarkasteluun voi edistää muutosta ja sen hallittavuutta. Työ viitekehyksenä oleva mallikombinaatio, synteesi mahdollistaa suoraa vallan harjoittamista laajemman prosessinäkökulman ja auttaa ymmärtämään laaja-alaisemmin organisationaaliseen vallankäyttöön liittyvän toiminnan seurauksia. Siten käytetty malli monipuolistaa vallan tulkintaa. ; The purpose of this study is to interpret and understand the nature and presence of the use of power in polytechnics during the years 1995 - 2000 when they were both being made permanent and undergoing expansion. The study is divided into two main parts: the theoretical and the empirical case study. The use of power within the process examined is interpreted through the theoretical part. Put concisely the theory becomes an interpretative tool in this study. The study concerns itself with two principle levels, the national and the provincial / local: the relationship between and within these two is analysed and interpreted from the viewpoint of the use of power. The basic arrangement of the study is to consider the use of power through and with the help of the two earlier mentioned levels. The workings of the evaluation board of the polytechnics and its licensing section (initially a separate working group), government, parliament, the commission of education and culture, and the ministry of education form the national level of the empirical part of the study. These bodies can be broadly divided into two working groups: the political decision makers, and the specialists. The second level is made up of local and provincial questions of power, resources and dependency. North Savo Polytechnic and Pirkanmaa Polytechnic, both of which could not get permanent official status immediately on first application, have been chosen as examples of the local level. During the period studied North Savo Polytechnic applied for permanent status three times and made one application to broaden the mandate sought. Thus the process reality and entirety and its power dimensions and its changes can be seen. After these submissions the process continued in North Savo provisionally or as education based on agreement making certain units permanent. Pirkanmaa Polytechnic was assessed at the start of the process and again at the end of it when it got provisional approval for making the school permanent. Thus in the time period studied we can examine two different cases as examples within the local process. The study covers issues on both micro and macro levels. The central theme is to look at the process and its content dimension in its entirety. The views of both local and national influencers have been included to make the research more substantive. The use of power as part of process reality is modelled with the aid of two intersecting lines. At the ends of the horizontal line there are the power dimensions of authoritarian (power over) and co-operative (power with). The vertical line describes energy and anti-energy power dimensions; empowerment and action that hinders or even blocks it. Thus we have a four-field model that describes power dimensions in the building process and serves as a technical tool for the study and its theoretical framework. The starting point of the study is that "power moves" as a result of actions in the aforementioned four-field model even during the same process reality, and then the use of power takes different forms and has different consequences. The positions of the power wielders and power targets vary during social interaction and action. Power as a phenomenon manifests itself in varying non-static process relationships and a conclusion as a nil sum game or open conflict is not enough to keep the process developing positively. They are counterbalanced by reciprocal exchange relationships and the positive sum conflict dimension. The interpretation of process reality, securing a change, and management of the entirety become central. The starting point of the study is, through the above-mentioned theoretical framework, to analyse, interpret and understand the phenomenon studied, i.e. the use of power in the process of awarding permanent status and broadening a mandate already received. The methodological emphasis comes close to theory based analyses and evaluation. The aim is a dialogue between on one hand the theory and the framework it's based on and on the other hand the data. This dialogue is then completed with views from various researchers. The documentary data consists mainly of written original, genuine and clearly defined bodies of text which were submitted and which formed a central part in the making of political decisions in the polytechnic field. Through the interpretation process of the study it can be stated that as regards the creation of the polytechnics that power was not only located at the level of national decision makers i.e. the direction is not only from the top to the bottom. Successful implementation and feasibility were and still are the contributory responsibility of the local level applicants. Interaction and reciprocity exchange are needed to make further development successful. Real change in the process reality will be incomplete if local level work input, management and depth of the change - especially from the viewpoint of the polytechnics - are not taken into consideration. The most central dimensions of the framework are brought out with the interpretation of the empirical data; the use of power in the differing action levels of the process reality was moving in the nil sum game - positive sum conflict dimension, as also in the facilitating / empowering and anti-energising / solution retardation dimension. The use of power with its results was moving in the fields of authoritarian (power over) and co-operative (power with). Power as capacity and as ability to interpret one's own and others´ reality and also as management of the entirety - even lacking of all the before mentioned dimensions - receives a central role in the case study examined. The changing and relationship based nature of power is brought out. The use of power can be seen clearly in the tangible actions at the local, provincial and national levels. When the situation is looked at from the framework of the study it can be seen that the utilisation and interpretation of the concept of power has remained partly limited in the course of the process or that the decision makers have not thought about it from the viewpoint of the framework. On the basis of the study it can be interpreted that the study of the reflex effects and facilitating / empowering dimension of the use of power has remained somewhat incomplete or that at least the knock on effects have not been studied in all aspects. As a result of the decisions made and the principles chosen the management of the entirety and the ability to secure the depth of the change that essentially go together with the use of power were not problem free. All in all it is about, in accordance with the title of the study, learning to use power. At the same time the challenging nature of the use of power in administration other than in the polytechnics is revealed.
