National audience ; Dès son origine, la pensée économique entend proposer une réflexion globale sur la richesse définie comme « toutes les choses nécessaires et commodes à la vie » (Smith 1776). Elle axe ainsi son discours sous deux angles complémentaires. Celui de sa production, qui implique un principe d'efficacité, et celui de sa distribution qui implique un principe de justice. Cette approche de l'économie est en réalité parfaitement compatible avec la notion de « vivre-ensemble » dans le sens où la création de lien sociaux relationnels n'est pas écartée a priori de ce qu'elle définit comme richesse. En effet, la science économique est loin de limiter sa réflexion aux seuls échanges marchands si l'on admet que les relations non marchandes ou non monétarisées participent à la création d'une richesse sociale. Le libéralisme classique d'Adam Smith, qui vise à l'émancipation des individus, est de même tout à fait compatible avec la prise en compte de la notion de vivre-ensemble puisqu'il reconnait à la fois l'importance des initiatives individuelles, le rôle des rapports sociaux et qu'il admet l'utilité des interventions publiques. En revanche, le projet néolibéral qui vise au fond à adapter l'ensemble de la société au système marchand (Stiegler 2019) apparaît aveugle aux dimensions non marchandes et non monétarisées de la sphère économique. Il fait donc l'impasse, tant sur le plan théorique que dans les politiques qu'il préconise, sur toute une partie des rapports sociaux fondamentaux. Ainsi, la mise en œuvre de politiques d'inspiration néolibérale tend à engendrer un mal-être social qui se traduit notamment par la monté des populismes sur le plan politique, par la dégradation des rapports humains au travail et par le désinvestissement politique dans les services publics. Рассматриваются возможные теоретические объяснения феномена Общей политики безопасности и обороны Европейского союза через призму теорий европейской интеграции, а также традиционных и альтернативных теорий международных отношений. Делается вывод о том, что ни одна из существующих школ не обладает достаточной убедительностью, и научные исследования нуждаются в интегративном подходе. ; Sustainable development of integration process in the postwar Europe promoted emergence of a new scientific discipline known as European studies, which pools social sciences and humanities for investigation of different aspects of European integration. One of the most dynamical developing schools of European studies is studying Common Foreign and Security Policy of the European Union (EU), affected by consistent development of integration in this sphere in the 1990-2000s. As author notes, the phenomenon of the Common Security and Defense Policy (CSDP) of the EU is difficult to explain for political science and thats why the majority of its scientific/pseudoscientific studies has a descriptive character. According to that, author puts a question: How and to which degree can existing integration theories and international relations and foreign policy theories explain the CSDP and thereby become a theoretical basis for its scientific analysis? As classic European integration theories federalism and neofunctionalism are reviewed: the first considers the CSDP to be an end of European integration in itself but doesnt explain its institutional development and failures while remaining an influential political philosophy; the second explains the endogenous logic of integration, focusing on supranational institutions, and therefore doesnt examine the CSDP. Neorealism is skeptical about the future of the CSDP, but interprets its emergence via the change of the system of international relations and serves as ideological basis for intergovernmentalism, upon which the majority of CSDP studies is rested. Neoliberal theories dont consider the military aspects of the CSDP, but explain its civil dimension as well as only little progress in the CSDP in relation to economic spheres and coexistence of different security institutions. Liberal intergovernmentalism, equally with neofunctionalism, is focused on delegation of authority and doesnt account for the CSDP, but helps to understand the change of positions at intergovernmental negotiations. Historical institutionalism interprets the CSDP as a result of historical development of the European security institutions as well as causes of European foreign policy change, but doesnt take procedural and system factors into account. Social constructivism explains the CSDP via Europeanization of the foreign policies of member states, as well as its failures via multiplicity of national identities. Author comes to a conclusion that no one of the reviewed theories can completely explain the phenomenon of the CSDP, however everyone can be used to explain some aspects of the CSDP and partly its logic. Therefore a convincing CSDP study needs an approach integrating their strong points into an analytical model corresponding to its subject matter.

In this closely integrated collection of essays on colonialism in world history, Frederick Cooper raises crucial questions about concepts relevant to a wide range of issues in the social sciences and humanities, including identity, globalization, and modernity. Rather than portray the past two centuries as the inevitable movement from empire to nation-state, Cooper places nationalism within a much wider range of imperial and diasporic imaginations, of rulers and ruled alike, well into the twentieth century. He addresses both the insights and the blind spots of colonial studies in an effort to get beyond the tendency in the field to focus on a generic colonialism located sometime between 1492 and the 1960s and somewhere in the "West." Broad-ranging, cogently argued, and with a historical focus that moves from Africa to South Asia to Europe, these essays, most published here for the first time, propose a fuller engagement in the give-and-take of history, not least in the ways in which concepts usually attributed to Western universalism—including citizenship and equality—were defined and reconfigured by political mobilizations in colonial contexts

This crisis is understood as an effect of neo-liberal policies, which have revolutionized economic systems since the 1980s. Decoupling indicates a qualitative change in the level of autonomy of the economic sphere in industrial societies. But a new level of differentiation also generates various types of recoupling, new forms of integration, cooperation and regulation recomposing social systems at another level. The goal of this article is first to situate the idea of decoupling within its conceptual complex. Secondly, the ecological constraint is considered the source of this intense differentiation within social systems, which has intensified since the 1970s. Finally, based on the case of Japan, this paper explains why large-scale science and technology policies developed since the 1990s have to be understood as part of a recoupling process, a project to reconstruct and reach a social and economic coherence in the long term. Similar policies are now implemented by all major industrial nations. This text have two objects. One, to show how the solidarity economy contributes to the preservation of the cultural diversity in Europe and in the world. Two, to incite the communication sciences to take into account the political, economic and symbolic dimensions of the communication ; La diversité culturelle, au sens de la convention de l'Unesco, ne concerne pas uniquement la préservation des langues ou des productions artistiques, elle concerne aussi la pluralité des modes de développement économique afin d'éviter l'uniformisation des modes de vie. Dans cette perspective, il convient de ne pas réduire l'économie au système capitaliste. Si les SIC veulent apporter un éclairage nouveau sur la diversité culturelle, elles doivent prendre en compte la pluralité de l'économie. C'est en effet, comme le montre l'exemple de l'économie solidaire, en développant des pratiques économiques alternatives que bien des communautés cherchent à préserver leur culture.

Within the framework of an epistemological project, a short critical study of five directing scientific principles, characteristic of the new informational paradigms which are present today in electronic information science and technology, is presented. In this discipline, either on the level of scientific knowledge construction or on the level of scientific information production, communication and use, new intellectual reinforcements are mobilized. Strong scientific principles exist and characterize new scientific paradigms. Adopted by some information scientists, thwarted or diverted by others, they are more or less fixed. Moreover, strong sociological, economic and political determinants come to scramble them and technological outburst, although accepted, adds a strong instability. ; Dans le cadre d'un travail d'épistémologie est présentée une courte étude critique de cinq principes scientifiques directeurs, caractéristiques des nouveaux paradigmes informationnels qui sont à l'œuvre aujourd'hui en science et en technologie de l'information électronique. Que ce soit pour la construction des connaissances scientifiques, pour la production des informations scientifiques et la communication de ces informations ou pour leurs usages dans cette discipline, de nouvelles armatures intellectuelles sont mobilisées, des principes scientifiques existent et caractérisent des paradigmes scientifiques et technologiques. Adoptées par les uns, contrecarrées ou détournées par d'autres, ces armatures intellectuelles sont plus ou moins stabilisées. De plus, des déterminants sociologiques, économiques et politiques viennent les brouiller et le déchaînement technologique bien qu'accepté ajoute une forte instabilité.

Effectiveness in publishing is currently the most important criterion in the process of the evaluation of scientific and research units in Poland. In the national evaluations system for such units, this criterion has the largest relative impact on their final assessment and rating, on the basis of which, in turn, financial resources are allocated. The key question in this context was what factors are correlated with publication effectiveness of employees in the domain of science? The aim of the analysis was to determine correlations between selected factors such as an employee's academic title and position in a scientific unit's hierarchy or their teaching load and their scientific effectiveness as measured by publications. The study was conducted on the entire staff population of the Faculty of Political Sciences and International Studies at Nicolaus Copernicus University in Toruń. As a result, it was found that the selected factors only to a marginal degree were correlated with publication effectiveness in the group studied.
