Behind the dominant image of technological progress on the one hand, and the continuing redistribution of political power on the other, changes have been occurring on all social levels, hitting at the heart of the basic assumptions of modern culture. Within contemporary geopolitical processes, respect for the rights of national minorities is no longer the discretion of a state, but rather is an indirect or direct international regulation of the minority issue. In the beginning of the 1990s, the political economical crisis and disintegration of the former SFRY opened the national question, that was considered to be permanently and successfully solved, in the most dramatic way, and ethnic conflicts and clashes followed the desintegration of the country. With the formation of a new states on the territory of the former Yugoslavia, the existence of numerous and different national minorities ("old" and "new") required a different approach to their protection and integration in complex political circumstances. Thus, the position of the so called new minorities drastically changed since they formed constituent nations in the former SFRY, while after secession they remained separated from their home nations and became national minorities almost overnight. Out of Serbia, in former Yugoslav republics live nearly half a million persons belonging to Serbian nationality as new national minority. The paper discusses the position and rights of the Serbian minority in the post Yugoslav states (Slovenia, Croatia, Northern Macedonia, Montenegro) as well as in some neighboring member states of the European Union (Hungary, Romania, Bulgaria). In addition to the analysis of basic demographic indicators (number and spatial distribution) that determine the realization of the rights and freedoms of each minority, the paper examines the issue of protecting the national, cultural and linguistic identity of Serbs, as well as the ways of its preservation and improvement. Although the social and legal status of the Serbian minority is determined by European standards, the analysis points to their undefined status, since they still do not recognize the status of a national minority in some countries, and that they are in practice faced with more or less assimilation. In order to fully realize minority rights and improve the position of the Serb minority, ratified international documents, bilateral agreements, national laws, as well as well-designed policies and assistance from the home state are of great importance.Respecting basic human rights and freedom, as well as national minority protection, represent the basic factors of stability, security and democratic and socio-economic development of every country.

Када је наука спремна на таква сучељавања, тада истраживања добијају довољно маневар ског простора за аналитичко расветљавање и сагледавање са свих страна. Непрегледни свет миграција подстиче науку на моблност и истраживачку приправност овде – сада ‒ свуда. Проучавања миграција поседују перманент ну актуелност и динамику, јер нису изолована од микро- и макрополитика и економија, те друштвених и културних процеса. ; Migration studies appear as a priority as they discuss the current problems and issues that inevitably are part of everyday life, policies, strategies, conflicts, movement and mobility of people around the globe. When such debates become scientific topics, then migration as an occurrence can be studied through multiple perspectives and overviews. The vast world of migration urges science and research towards mobility and research preparedness here - now - everywhere. Истраживачки фокус темата је на динимици савременог града, на процесуалности и променама његових друштвених пракси. ; Тhe topic of this volume is a result from The Contemporary City in Serbia and Bulgaria: Processes and Changes, a bilateral project of the Institute of Ethnography of the Serbian Academy of Sciences and Arts and the Institute of Ethnology and Folklore Studies with Ethnographic Museum of the Bulgarian Academy of Sciences (2014-2016). The six papers offer a comparative view of current social processes in two neighbouring Balkan countries, linked by numerous historical and political experiences. Comparative research into societal trends enables a more thorough understanding and monitoring of global processes. In today's increasingly globalised and glocalised world, towns experience sudden changes and it is in the towns that these changes are most vividly to be seen. Recent theoretical and empirical research in economic science and other social sciences has indicated a growing interest in the interdependence of social capital and public governance. The aim of the paper is to identify the basic channels and mechanisms for the contribution of social capital to the quality of public governance, based on the analysis of the interdependence of social capital and public governance. The subject of this doctoral dissertation is social capital as a determinant of the quality of public governance. Statistical methods - regression and correlation analysis - were applied to determine cause and effect relationships between the investigated phenomena. The analysis covers selected transition economies (10 Central and Eastern European countries: Hungary, Poland, Czech Republic, Slovakia, Estonia, Latvia, Lithuania, Slovenia, Bulgaria and Romania, as well as the Republic of Serbia) for the two comparative time series relating to 2010 and 2016. year. The results of correlation and regression analysis confirmed the starting hypothesis that there is a relationship of interdependence between social capital and public governance. In addition, selected theoretical and empirical research has shown the validity of hypotheses that a higher level of trust creates the conditions for the development of effective formal institutions, and that social participation influences the development of a more responsible and responsive public administration. Particular attention in this doctoral dissertation is also devoted to the analysis of the state of social capital and the performance of public governance in the Republic of Serbia. Also, the observed tendencies in the structure of public governance in the Republic of Serbia indicate the importance of combating corruption and strengthening the rule of law. The research findings in this doctoral dissertation represent a significant input to macroeconomic policy makers in transition economies and provide a basis for considering the importance of social capital and its individual components, as determinants of improving the quality of public governance.

The paper analyses the class basis of the civil society in Serbia in the period of post-socialist transformation. The analysis is based on data from several empirical studies implemented by the Institute for Sociological Research of the Faculty of Philosophy in Belgrade over the past twenty years, specifically in 1997, 2007 and 2012. The main objective of the analysis is to determine whether there is rootedness of civil society activities among the middle class. The basic hypothesis of the paper is that members of the middle class are the key actors of civil society in the entire period observed. Results of the analysis show that the members of the middle class have been holders of civil protests during the period of blocked transformation - almost the only phenomenal manifestation of the civil society in Serbia in the 1990s. On the other hand, research findings from 2007 and 2012 indicated a significant decline of civic activism among all social groups, and the decline was most marked precisely among the middle class. Although members of the middle class, compared with other social groups, were still more willing to engage in civic activities, data show that the differences between social classes were not especially marked, and therefore we can talk only conditionally about rootedness of civil society activities among the middle class.
Uporedo sа porаstom političkih tenzijа u globаlnim okvirimа usled аntаgonizmimа ekonomski i vojno nаjmoćnijih zemаljа, prve decenije nаkon Drugog svetskog rаtа donele su i intenzivirаnje konflikаtа unutаr аmeričkog društvа te njihovo problemаtizovаnje u jаvnom i političkom polju. Grаđаnsko nezаdovoljstvo nа tlu SAD-а imаlo je rаzličitа ishodištа kаo i rаzličite vidove kаnаlisаnjа kаdа je reč o metodаmа političkog i društvenog orgаnizovаnjа ugroženih ili obesprаvljenih društvenih grupа. Kаo jedаn od njegovih nаjupečаtljivijih oblikа ispoljаvаnjа bilo je političko, kulturno i društveno delаnje аfroаmeričke zаjednice nаročito tokom 60-ih godinа prošlog vekа, u "nаjborbenijoj" fаzi Pokretа zа grаđаnskа prаvа.2 U ovom periodu znаčаjаn deo аfroаmeričke populаcije počev od predstаvnikа njene političke i kulturne elite do аkterа iz nаjnižih slojevа bio je uključen u rаzličite vidove аktivnosti sа ciljem dezintegrаcije represivnih mehаnizаmа аmeričkog društvа, te otklаnjаnjа ključnih činilаcа političke, kulturne i ekonomske nejednаkosti njegovih pripаdnikа. ; Since the beginning of the 20th century African American intellectual and political elite strived to define the place of black minority in the American society by formulating its political, cultural and economic goals. During that time different concepts of African American culture as well as different cultural policies were promoted in the political, artistic and academic fields. In the 1960s distinct visions of the future of African American community in the American society were consolidated and mediated through the Civil Rights Movement and its multiple organizations that included both the activist from the lower social strata and intellectuals and artists. Among them were many male jazz musicinas as well as a few female jazz artists. Focusing on the artistic work of Nina Simone in the 1960s as a specific example of fusion of political and feministic activism, we will examine the ideological and aesthetical distinction of her position in the fields of politics, music and culture of that period. In that process we will analyze the artistic sublimation of Simone`s understanding of African American racial and feminist identity comparing her views with the predominant perspectives of the African American political, intellectual and artistic elite.
The international business has been consistently represented in the world economy for more than 150 years and has been continuously increasing and strengthening all the time, making it today the most important economic and globalization factor that undoubtedly dominates the world economy. It is characterized primarily by the so-called. multinational corporations that operate through their affiliates in several countries with the main goal of maintaining and increasing their profits. They are now present practically in all countries of the world, and it is estimated that their business activities now contribute to generating the global GDP of about 75%. Such a progressive multinational business generally bases itself on highly competent management and the use of the latest and increasingly productive technologies as a materialized expression of the development of applied economic and social sciences. Within all this, regarding the world-established freedom of movement of capital and labor, national states are making increasing efforts to regulate the breakthrough and functioning of an international business in their territories in the interest of their progress.In this context, in order to regulate the operation of the international business, it has been selected to study the treatment of international business in Serbia, as a small transition country, with the results thus obtained being representative for all the countries of the present day. Consequently, the focus of these studies is the attitude of the state of Serbia and its higher education towards the emerging international business. In this paper, with the help of an adequate questionnaire and respondents from higher education institutions, the attitude of the state and higher education towards the international business is considered, where adequate breakthrough of the positive and inert suppression of the negative activity of that business is ascertained. The positive treatment of this business is reflected in the state stimulation of its attraction in order to raise the level of GDP and employment, while the negative sides refer to the insufficient protection of national economic entities, the poor protection of the available natural resources, and the insufficient study of that business in higher education system of Serbia.On this basis, the paper presents suggestions that the state of Serbia and its higher education should even more constructively treat international business in the function of its further economic prosperity. Of course, all these results are not representative for Serbia only, but practically for all other countries.

The author considers that cluster relations should be viewed as a system of relations on the formation and use of all types of resources aimed at the implementation of the expanded reproduction with the purpose of receiving profits systematically. Under present conditions the development of cluster relations occurs with participation of actors of economic ensuring of cluster formations' activity. On the basis of a systematic approach the author identifies and structures internal and external economic and financial conditions and factors of cluster relations. Cluster development theory is complemented by justification of key features and economic elements of cluster relations. Corruption is a complex social, political and economic phenomenon, affecting the society on the whole. It undermines democratic institutions, decelerates the economic development, and contributes to the destabilization of the society. All spheres of the society may be affected by corruption, and numerous studies have showed that the defense and security sector is among the sectors which are the most susceptible to corruption. Fight against corruption is a true necessity of any democratic society and it is, at the same time, a prerequisite of reform changes, and building of transparent and accountable institutions. That is why the fight against corruption and the integrity building in the defense sector have found their place within NATO and partner countries. For these reasons, NATO partnership program has been developed, aiming to find optimal models of building the integrity and defense institutions, with reducing the corruption to minimum, and of maintaining or increasing the efficiency and the effectiveness of collective security.
Ова књига садржи студије настале на основу излагања на међународном скупу Музичке праксе Балкана: етномузиколошке перспективе, одржаном новембра 2011. године у Београду. Организовањем скупа желели смо, пре свега, да као домаћини међународног скупа допринесемо учвршћивању постојећих контаката међу истраживачима који се баве музикама Балкана, као и да пружимо могућност за нова професионална познанства. У проблемском смислу, намера нам је била да створимо прилику за преиспитивање и унапређивање сопствених учешћа у етномузикологији, да дискутовањем о различитим истраживачким стратегијама примењиваним на балканске музичке праксе у новије време допринесемо унапређењу њихових истраживања, као и да скретањем пажње на специфичне проблеме, али и вредности етномузикологије, односно "националних етномузикологија" на Балкану учествујемо у ефикаснијем укључивању "малих" дисциплинарних заједница у светско етномузиколошко друштво. Овакве, у извесном смислу опште потребе, потенциране су околностима развоја етномузикологије у Србији, посебно последњих деценија. Интересовања за традиционалну народну музику изражена кроз записе о њој, њено нотирање и снимање, а потом и прве студије образованих музичара, махом композитора, у Србији су (тек) 1948. добили институционално окриље оснивањем Музиколошког института Српске академије наука (данас Српске академије наука и уметности – САНУ). Од оснивања до данас то је државна установа, те је начин рада условљен државним културним и научним политикама, а обим научне продукције кључно је одређивао увек мали број истраживача. Повећање броја етномузиколога запослених у Институту резултирало је иницијативом да се у оквиру обележавања 170 година постојања САНУ, након већег броја скупова које су организовали музиколози из Института, приреди међународни етномузиколошки скуп. То је, уједно, био и први специјализовани етномузиколошки симпозијум у Србији, а сходно томе, ово је први зборник таквог профила објављен у нашој земљи. Комплексна подршка коју смо добили од САНУ – Одељења ликовне и музичке уметности, као и признавање важности оваквог скупа од стране Министарства просвете и науке Републике Србије, што је подразумевало финансијску помоћ организацији, били су неопходни предуслови и за саму реализацију скупа, и за објављивање овог зборника. Као и увек, обим помоћи, а посебно рокови, били су лимитирајући фактори нашим идејама и професионалним жељама. Изражавамо нарочиту захвалност уваженим колегама који су били у саставу Програмског одбора скупа: Изаљију Земцовском, Џиму Самсону, Мартину Стоуксу, Лозанки Пејчевој и Палу Рихтеру. Непосредне задатке из домена организације скупа делили смо првенствено са колегама-етномузиколозима из Института, Растком Јаковљевићем и Маријом Думнић. Велико нам је задовољство што смо имали прилику да окупимо 26 етномузиколога из 11 земаља: Бугарске, Велике Британије, Грчке, Литваније, Мађарске, Македоније, Русије, Словеније, Турске, Аустралије и Србије. Жао нам је што, због објективних околности, на скупу нису могли да узму учешћа неки од истраживача музика Балкана са других подручја, чија би искуства несумњиво допринела квалитету симпозијума и зборника. Велика већина учесника скупа је приредила своја излагања за публиковање. Сада се пред читаоцима налази двадесет једна студија која на различите начине осветљава музичке праксе Балкана, сведочећи о ширини актуелних истраживачких интересовања и методологија. Издање укључује и вредне аудио и видео примере на приложеном диску, чиме читаоцима омогућавамо потпунији увид у истраживану музику и научне приступе. Обраћајући се ширем кругу читалаца, зборник је публикован на енглеском језику, али је ауторима остављена могућност да своје радове приложе и на матерњим језицима, па су ове верзије такође приложене на диску. Уређивање овог обимног и комплексног зборника је било посебно искуство. Захваљујемо се свим ауторима за прилоге и сарадњу. Посебну захвалност дугујемо рецензентима студија. У овом обимном послу подршку смо имали од читавог колектива Музиколошког института, а нарочито од колегинице др Мелите Милин, која је имала мноштво драгоцених сугестија. Ангажовање др Јелене Симоновић-Schiff (Државни универзитет Портланда, САД) око лекторисања текстова на енглеском језику, Зорана Јерковића у припреми звучних примера, Милоша Рашића у обради видео- примера и Горана Јањића на техничкој припреми издања, далеко је превазишло базичне задатке, због чега смо им велики дужници. ; This book is comprised of studies presented at the international symposium Musical practices in the Balkans: ethnomusicological perspectives, held in November 2011 in Belgrade, Serbia. By organizing this international meeting, as hosts, we above all wanted to contribute to strengthening the existing ties among researchers involved with Balkan musics and to facilitate new professional contacts. Our intent was to create an opportunity for reassessment and improvement of each of our own shares in ethnomusicology, to contribute to the advancement of research by discussing various research strategies recently applied to Balkan musical practices, and to participate in the more efficient inclusion of 'small' disciplinary communities in the global ethnomusicologies by highlighting specific values and problems of 'national ethnomusicologies' in the Balkans. These, so to speak, general needs, were reinforced in circumstances of the growth of the ethnomusicology in Serbia, particularly in recent decades. The interests in traditional folk music expressed through writings, notation, and recording of the same, followed by the first research studies by educated musicians—mainly composers, became institutionalized in Serbia (only) in 1948 with foundation of the Institute of musicology of Serbian academy of sciences (today Serbian academy of sciences and arts—SASA). Since its beginning, SASA has been a state institution, with its work regimen determined by the government culture and science politics and the scope of research output administered by a small number of researchers. The increase in number of ethnomusicologists employed by the Institute resulted in an initiative to celebrate the SASA 170th anniversary by organizing an ethnomusicology conference, in the footsteps of a number of similar professional meetings coordinated by the Institute's musicologists. This was at the same time the first narrowly specialized ethnomusicology symposium in Serbia, and consequently, in front of you is the first proceedings of such profile published in our country. The substantial support received from the SASA Department of fine arts and music and the acknowledgement of the significance of such a meeting by the Ministry of education and science of the Republic of Serbia, including funding the event organization, were essential and indispensable prerequisites for the Symposium realization and publication of this book. As is usually the case, the extent of financial support and particularly deadlines, imposed limits on some of our ideas and professional desires. We are deeply grateful to our esteemed colleagues, members of the Symposium Program committee: Izaly Zemtsovsky, Jim Samson, Martin Stokes, Lozanka Peycheva, and Pál Richter. The Symposium immediate logistics duties were helpfully shared primarily with our colleagues, the Institute ethnomusicologists, Rastko Jakovljević and Marija Dumnić. We regret that due to objective circumstances, some of the Balkans researchers from other regions, whose experiences would unquestionably contribute to the quality of the Symposium and these proceedings, could not take part. The vast majority of the Symposium participants prepared their papers for publication. The readers are offered twenty-one studies that in different ways illuminate Balkan musical practices and testify to the breadth of current research interests and methodologies. The publication also includes a compact disc with useful audio and video examples, assembled with the idea to provide the reader with even more complete insight into the researched music and utilized approaches. In order to address a wider audience, the proceedings are published in English. Since the contributing authors could optionally submit an additional version of the paper in their native language, those versions are also provided on the compact disc. Editing of this extensive and comprehensive publication presented a unique experience. We would like to thank all of the authors for submitting their papers and for their cooperation. We also extend our sincere gratitude to our reviewers. Predmet istraživanja u ovom radu je izgradnja identiteta NATO, koji danas sebe određuje kao političko-vojnu organizaciju i već šest i po decenija, ponekad i presudno, utiče na međunarodne odnose i bezbednosne procese u svetu. Cilj rada je da se na osnovu teorijske i praktične deskripcije i analize procesa konstituisanja identiteta NATO, uočavanjem različitih dometa pojedinih teorija međunarodnih odnosa i studija bezbednosti u opisivanju, objašnjenju i prognoziranju društvenih pojava i uloge Alijanse u njihovom oblikovanju, pokaže dostignuti nivo izgradnje činilaca identiteta NATO. Da bi se odgovorilo ovom zadatku, u prvom poglavlju izlažu se osnovni koncepti identiteta i bezbednosti kao ključnih kategorija, koje se posmatraju u dinamičnom uzajamnom odnosu, smisao dobijaju društvenom konstrukcijom i proizvodnjom značenja, socijalno su uslovljene i promenljive zavisno od konteksta. U drugom poglavlju izlažu se stavovi tri uticajne teorije međunarodnih odnosa: realizma, liberalizma i socijalnog konstruktivizma, o karakteru, ulozi i budućnosti NATO. U trećem i četvrtom poglavlju, teorijski uvidi iz prva dva poglavlja primenjuju se u studiji slučaja izgradnje identiteta NATO posle Hladnog rata, a težište analize je na promenama karaktera bezbednosnih pretnji i odgovorima NATO koji se opredeljuje za širenje i vojno delovanje izvan svoje teritorije. Peto poglavlje posvećeno je analizi činilaca identiteta NATO: političkog jedinstva, vojnih sposobnosti, razvijene institucionalne infrastrukture i nove bezbednosne kulture. Zbirnim delovanjem grade NATO, koji u novom multipolarnom nadmetanju za raspodelu moći i kontrolu resursa i teritorija, predvođen najjačom silom – SAD, nastoji da spreči opadanje, sačuva i unapredi dostignutu moć i uticaj. ; This paper studies building the identity of NATO, which now defines itself as a politico-military organization and, for the past six and a half decades, has had, sometimes decisive, influence over the international relations and security processes in the world. The aim of this paper is to show the achieved level of building the NATO identity factors, on the basis of theoretical and practical description and analysis of the process of NATO identity constitution, noticing different range of certain theories of international relations and security studies in describing, explaining and forecasting of social phenomena and the role of the Alliance in their design. In order to accomplish this task, the first chapter addresses the basic concepts of identity and security as key categories, which are viewed in a dynamic correlation, receiving its meaning through social construction and production of meanings, are socially conditioned and variable depending on the context. The second chapter presents the views of three prominent theories of international relations: realism, liberalism and social constructivism, the character, the role and future of NATO. In the third and the fourth chapter, the theoretical insights from the first two chapters are applied in the case study of building NATO identity after the Cold War, and the focus of the analysis is on changing the character of security threats and responses of NATO which opts for the expansion and military action outside its territory. The fifth chapter is devoted to the analysis of NATO identity factors: political unity, military capabilities, developed institutional infrastructure and new security culture; their aggregate action builds NATO, which, in the new multipolar competition for the distribution of power and control of resources and territories, led by the strongest power – the United States, seeks to prevent degradation, preserve and improve the achieved power and influence.
The paper analyses the problems that have been undermining the US recruitment policy for the last two decades - which is aimed at providing soldiers for imperial disciplining wars waged on the planetary periphery - as a case study to test the validity of theoretical assumptions about the transition to the age of post-heroic warfare. The departing hypothesis is based on stance that the United States, being the only remained superpower, experience a gradual and less visible process of losing popular support for military conscription, which the author employs here as an ideal of national vitality and a pillar of modern citizenship, as well as a feature of masculinity and the realm for self-realisation. The analysis takes place primarily in the field of anthropology and sociology and employs theoretical positions of social constructivism to complement narrow theoretical and methodological approaches of political science which are typically applied in the study of international relations. The analysis focuses on the "cracks" and deformations in the construction of ideals of warfare and heroism, which emerge as a result of the interaction of man - both as an individual and a member of the political community - the public, and the US foreign policy decisions designed to meet the needs and requirements of successful disciplinary imperial warfare. The author concludes that theoretical assumptions about entering the age of post-heroic warfare are valid due to the recruitment crisis in the US military, the unpopularity of the military profession, the commodification of warfare and death, the transformation of war into an industrial process, and misleading media portrayals of dead and wounded soldiers.
Predmet ove disertacije je teorijska analiza regulatornog, komunikološkog, tehnološkog i socio-kulturnog okvira u kome nastaje i širi se "govor mržnje", kao i analiza sadržaja i analiza efekata govora mržnje u internet komunikaciji u Srbiji. Cilj disertacije bio je da preciznije definiše sadržaj govora mržnje i kontekst u kome on nastaje, da u odnosu na kulturološke specifičnosti Srbije preciznije utvrdi granicu između mere u kojoj je neophodno omogućiti nesmetanu slobodu izražavanja i ograničiti širenje govora mržnje. Osnovna hipoteza u ovom radu bila je da je koncept govora mržnje višeznačan i da njegovo razumevanje zavisi od geografskog, kulturnog i uopšte socijalnog konteksta u kome se on manifestuje. Govor mržnje na internetu negativno utiče na javnu komunikaciju te samim tim i na proces formiranja javne sfere. Budući da tako ometa kvalitetnu raspravu o problemima od društvenog značaja, govor mržnje otežava donošenje demokratskih odluka i na direktan način urušava demokratske vrednosti u društvu. U istraživanju je sprovedena komparativna analiza evropskih i nacionalnih pravnih akata u oblasti govora mržnje i slobode izražavanja, dat je kritički pregled ključnih međunarodnih naučnih studija i istraživanja govora mržnje na internetu, kao i institucionalna analiza postojećih mehanizama za suzbijanje govora mržnje. Pored toga sprovedena je analiza odabranih aktera i analiza sadržaja internet stranica na kojima je plasiran govor mržnje prema određenim manjinskim grupama u Srbiji. U istraživanju je identifikovan, opisana i problematizovan fenomen govora mržnje na internetu u kontekstu javne komunikacije u Srbiji. U definisanju samog pojma govora mržnje, kroz komparativnu analizu različitih izvora, uočeno je da njegovo identfikovanje zavisi od toga šta se u određenom društvenom, političkom i kulturnom konetkst smatra za osnovni problem koji želi da se reši ovakvim definicijama. Posebno je istaknuta razlika u shvatanju govora mržnje u različitim pravnim tradicijama u svetu. Pored toga, u široj 4 javnosti kao i u različitoj stručnoj literaturi često nije dovoljno dobro definisana jasna granica govora mržnje u odnosu na uvrede, klevete, negaciju nekih istorijskih događaja ili opravdavanje zločina, vređanje simbola, kritiku javnih ličnosti, različitih političkih stavova i religija. Nedovoljno jasna granica između dozvoljenog i potencijalno zabranjenog izražavanja dovodi do nesporazuma i neefikasne borbe protiv govora mržnje koji bi potencijalno mogao da izazove ozbiljne negativne posledice. Oštra kritika nekog pojedinca ili neke grupe veoma lako može biti protumačena kao govor mržnje, a takav pristup zapravo zatvara prostor za diskusiju o nekom problemu i na direktan način sputava slobodu izražavanja, te ugrožava deliberativan proces u demokratskom društvu. ; The topic of this dissertation is the theoretical analysis of the regulatory, communication, technological and socio-cultural framework in which the "hate speech" is being developed, as well as analysis of the content and analysis of the effects of hate speech in online communication in Serbia. The aim of the dissertation was to more precisely define the content of hate speech and the context in which it arises, and in relation to the cultural specifics of Serbia, more precisely determines the boundary between the measure in which it is necessary to provide unhindered freedom of expression and limit the spread of hate speech. The main hypothesis in this work was that the concept of hate speech is multidimensional and that its understanding depends on the geographical, cultural and general social context in which it manifests itself. Hate speech online has a negative impact on public communication and, consequently, on the process of forming a public sphere. Since it hinders the quality debate on the problems of social coercion, hate speech makes it difficult to make democratic decisions and directly undermines the stability of democratic values in society. The study has conducted a comparative and normative analysis of European and national legal acts in the field of hate speech and freedom of expression, as well as other international scientific studies and research in order to better understand the problem of hate speech online, as well as institutional analysis of existing mechanisms for combating hate speech. In addition, an analysis of selected actors of hate speech was conducted through an analysis of the content of the websites where hate speech was addressed to certain minority groups in Serbia. The research described the phenomenon of hate speech online as a complex phenomenon needed to be analysed from several angles to show more clearly all the problems and all the challenges of its precise definition. In defining the notion of hate speech itself, through a 8 comparative analysis of various sources, it is noted that it depends on what is considered to be a basic problem which particular country wants to solve with such definitions. There is a particular difference in understanding of the hate speech in various international legal traditions. In general public, as in various professional literatures, the definition of hate speech is often not clear enough in relation to insults, defamation, denial of some historical events or justification of crimes, insulting symbols, and criticism of public figures, political affiliations and religions. The insufficiently clear boundary between permitted and potentially prohibited expression leads to misunderstandings and ineffective fight against hate speech that could potentially cause serious negative consequences. A sharp critique of an individual or of a group can easily be interpreted as hate speech, and such an approach actually closes the space for discussion and directly suppresses freedom of expression and endangers the deliberative process in a democratic society.
