The article concentrates on the most essential elements of a social science as research, whereby research is strictly interpreted as the verification of a theory in a particular field but neither as "theorie sans terrain" nor "terrain sans theorie". Yet even if this particular employment in the field of social science is explicitly conceived of as privileging the logic of discovery and the strictures of proof in opposite to all preconstructed themes, theories and traditions of different disciplines, it cannot simply be reduced to the standpoint of pure logic. This paper analyses the effects of a social assistance reform in Germany. In contrast to studies which are based on microsimulation methods we use a computable general equilibrium model which incorporates a discrete choice model of labour supply to simulate a variety of reform scenarios. The main contribution is that we are able to identify general equilibrium effects of a reform on wages and unemployment. The simulation results show that general equilibrium wage reactions tend to mitigate labour supply effects. Moreover, the simulations indicate that substantial employment effects are to be expected only from major cuts in welfare payments.
Die sogenannte 'Historische Sozialwissenschaft' hat stets den Anspruch vertreten, für die Geschichtswissenschaft als ganzes eine Neuorientierung zu bieten. Ähnliches gilt für die 'Historische Anthropologie'. Beide Disziplinen stehen daher in der heutigen Geschichtswissenschaft als zwei Versuche einer innerfachlichen Neuorientierung nebeneinander. Der Beitrag beschreibt die Berührungspunkte und Überschneidungsbereiche und konstatiert, dass ihr jeweiliges Erkenntnisinteresse unterschiedlich ist. Jene menschlichen 'Elementarsituationen' und 'Grundbefindlichkeiten', für die sich die Historische Anthropologie interessiert, stehen mit Sicherheit nicht im Mittelpunkt der Historischen Sozialwissenschaften. Insgesamt spricht der Autor von einem 'offenen Projekt' in dem von sehr unterschiedlichen Ausgangspositionen ausgehende Richtungen konvergieren. ; This article deals with two different approaches in the german historiography. The 'Historical Social Science'-approach claims to have a general perspective, which needs a close link to the systematic social science, especially with sociology, political science and economics. Structures and processes of social changes should be explored and illustrated. Therefore, the structures of social stratification, of political power, and of economic developments are in the centre of the interest. On the other hand, the meaning of 'Historical Anthropology' cannot be defined in the same precise manner as that of 'Historical Social Science' - dued to the heterogeneous research orientations that are trying to promote a common initiative under the title 'Historical Anthropology'. Focus of interest is the diversity and inconsistency of the ways people adapting the world. The approaches to this problem are very different. Therefore, Historical Anthropology does not stand for a closed concept with respect to contents and methodology. But because of the central issue of essential human existence and elementary situations a new interesting perspective to the phenomena of the rapid social change is given, which occurs since the middle of this century.
Die Forderung nach Open Access, d.h. dem freien Zugang zu Artikeln in referierten wissenschaftlichen Fachzeitschriften, hat mit der Budapest Open Access Initiative, den Zeitschriften der Public Library of Science und der "Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities" die Fachwissenschaften, aber auch eine breitere nicht-wissenschaftliche Öffentlichkeit zu erreichen begonnen. Im Kern geht es um die Frage, ob wissenschaftliche Informationen als in der Regel durch öffentliche Mittel subventionierte Ergebnisse der Wissensproduktion und daher als Gemeinschaftsgut – ähnlich wie Gesetze und Urteile – für alle Interessierten ohne Nutzungsentgelte zugänglich sein sollten. Hier trifft sich die Open Access-Bewegung mit Initiativen gegen den Digital Divide, die digitale Kluft, und auch aus diesem Grunde haben Forderungen nach Open Access mittlerweile in politische Manifeste Eingang gefunden, so u.a. in die "WSIS Declaration of Principles" und in den "WSIS Plan of Action". In dem Beitrag wird zunächst kurz entlang eines historischen Abrisses über Inhalte und Ziele der Open Access-Bewegung informiert (Abschnitt 2). Danach wird an einigen Beispielen demonstriert, in welcher Weise die Open Access-Bewegung und Initiativen gegen den Digital Divide konvergieren (Abschnitt 3). Anschließend werden in Abschnitt 4 einige Barrieren diskutiert, die bisher verhindern, dass Open Access breit in der wissenschaftlichen Veröffentlichungspraxis verankert wäre. Abschnitt 5 skizziert hiervon ausgehend einige derzeit diskutierte Szenarien der Umverteilung zwischen "information poor" und "information rich". Der von Stein Rokkan 1967 zusammen mit Seymour Martin Lipset herausgegebene Sammelband 'Party systems and voter alignments' ist zweifellos eines der einflußreichsten und meistzitierten Werke der Wahlsoziologie. Der vorliegende Beitrag geht der Frage nach, ob das von Rokkan und Lipset konzipierte Konfliktlinienmodell (cleavage) noch einen Beitrag zur Erklärung des Wahlverhaltens im neuen, größeren Deutschland leisten kann. Bei der Prüfung der Theorie stützen sich die Autoren hauptsächlich auf die Daten der Forschungsgruppe Wahlen und das ZDF-Politbarometer. Die gesellschaftlichen Subsysteme bergen nach Lipset/Rokkan folgende Konfliktpotentiale in sich, die in dem Parteiensystem ihren Niederschlag finden: die Spaltung Besitz-Arbeit, die Spaltung Staat-Kirche, die Spaltung Stadt-Land und die Ethnische/Linguistische Spaltung. Die Sekundäranalyse zeigt, daß die Theorie sozialstrukturell verankerter Konfliktlinien als Determinanten des Wahlverhaltens nach wie vor einen eigenständigen Beitrag zur Erklärung der individuellen Parteipräferenzen in Deutschland zu leisten vermag. ; Electoral behavior in West Germany on state and federal levels was characterized by remarkable stability until the late 80's. This could be explained for a long time by the so called 'cleavage theory' of Stein Rokkan and Seymour Martin Lipset which says that the more or less frozen party systems of western democraties are based on sociostructural conflicts in these societies. Since the late 80's we report a clear drop in the stability of voting results. In addition, the unification of the two german states raises the question whether the cleavage model still can explain individual party preferences although voters in West and East were brought up in very different social and political structures. To answer this question we analyse party preferences in West and East separately as well as for the whole unified Germany. It will be clear that even under the changed conditions of the united Germany the model of Lipset and Rokkan can still contribute an independent part of the explanation of voting behavior.
Der vom Verwaltungsapparat der DDR erhobene Datenspeicher "Gesellschaftliches Arbeitsvermögen" (DS GAV) ist eine einzigartige Datenquelle für die 1980er Jahre, die eine Vielzahl von Einträgen zu soziodemographischen und sozioökonomischen Merkmalen, Qualifikation und Beschäftigung für mehr als 7 Millionen ehemalige DDR-Bürger umfasst. Der DS GAV wurde erhoben, um das Management des Humanvermögens in der Zentralverwaltungswirtschaft der DDR effizienter zu gestalten, um also eine kontrollierte Arbeitskraftallokation und Personalfluktuation zwischen Wirtschaftszweigen und Unternehmen zu garantieren; das Potenzial dieses Projekts wurde jedoch höchstwahrscheinlich niemals in hinlänglicher Weise ausgenutzt. Fünfzehn Jahre nach dem Zusammenbruch des ostdeutschen Staatssozialismus bietet der DS GAV eine Quelle für die quantifizierende historische Sozialforschung auf dem Weg zu einer Soziologie der DDR-Gesellschaft. Ein Jenaer Forschungsprojekt zu DDR-Eliten und Prozessen sozialer Differenzierung, Teil des Sonderforschungsbereichs 850, stützt sich u.a. auf diese Datenquelle. Die Verfasser diskutieren den historischen Hintergrund, die Datenaufbereitung, die Explorationsphase und erste soziologische Analysen auf der Basis des DS GAV. ; The Datenspeicher 'Gesellschaftliches Arbeitsvermögen' (Data Fund of Societal Work Power, DS GAV) of the GDR administration is a unique database from the 1980's that comprises a variety of entries on the socio-demographic and socio-economic traits, the qualification, and the employment of more than 7 million former inhabitants of the GDR. The DS GAV was built up and maintained in order to establish a more efficient human resource management in the centralized state economy of the GDR i.e., to guarantee controlled allocation of manpower and fluctuation of personnel between sectors and enterprises, but the potential of the project was most likely never used in a sufficient way. 15 years alter the collapse of state socialism in East Germany, the DS GAV serves as a source for quantitative historical social research towards a sociology of GDR society. A research project on GDR elites and processes of societal differentiation which is part of the Sonderforschungsbereich 580 (Collaborative Research Center), Jena, Germany, uses the DS GAV among other databases from GDR times. The paper discusses historical background, data handling, exploration and first sociological analyses based on the DS GAV.
The article sketches the evolution of mathematical social sciences in Great Britain, focussing on Political Economy and Social Statistics. The formal methods which were later to become of greatest importance in these sciences (differential calculus and probability theory) were mainly imported from continental mathematics at the beginning of the 19th century. The emergence of Political Economy and the transformation of classical Political Arithmetic into Statistics roughly coincided with this "catching-up" process. Moreover, the "Cambridge Network of Scientists" (Cannon), with its protagonists Whewell, Herschel, Babbage and Peacock, played a central role in the adoption of French mathematics as well as in the early attempts to place the social sciences on a methodologically sound basis. Not surprisingly, the Cambridge Scientists (gathered mainly in the Cambridge Philosophical Society and the Cambridge Astronomical Society) were among the first to use mathematical methods in dealing with "the complicated conduct of our social and moral relations" (Herschel). However, the mathematicization of the social sciences cannot be seen as a smooth, continuous process of successively applying formal techniques to social phenomena. The application of the general equilibrium framework of analytical mechanics to the study of man's desires and actions, and the use of probability theory in explaining (not just describing) the synthesis and development of social aggregates, required an essential precondition: a new kind of analysis of "man", such as had emerged in geology and physiology since the late 1830s. Using the principles of natural selection and reflex action, it became possible to view human societies simultaneously as random samples and systems of forces, to which mathematical techniques now became reasonably applicable. The rise of Economics and Eugenics (founded by Jevons and Galton, respectively) towards the end of the 19th century can thus be perceived as a late consequence of this "anthropological turn". Wir bringen zwei neue Beiträge in die FQS-Debatte zu "Erfolgreich Sozialwissenschaft betreiben .": (1.) Welche Stellung die Kommission Wissenschaftsforschung in der Sektion Allgemeine Erziehungswissenschaft haben kann und welche "Beitragsleistungen" sie zu ihr wird liefern können, hängt auch vom epistemologischen und methodologischen Selbstverständnis der Kommission ab. Dieses innerhalb der Kommission nicht konfliktfrei verhandelte Selbstverständnis hat sich in der Geschichte der Kommission verändert. War das Selbstverständnis anfänglich von der Aufgabe geprägt, der Erziehungswissenschaft - d.h. deren heterogenen Teildisziplinen - theoretische und methodische Identitäts- und praxisbezogene Sinnangebote (normative Identitäts- und Sinnstiftungsfunktion) zu machen, so steht - im Nachvollzug von Entwicklungen in der Allgemeinen Wissenschaftstheorie (Historisierung, Pragmatisierung, Kontextualisierung) - gegenwärtig eine deskriptive und analytische Aufgabe im Zentrum des Selbstverständnisses. Die Kommission sieht ihre Aufgabe in der deskriptiven Beobachtung und analytischen Reflexion des kognitiven, sozialen und institutionellen "Systems Erziehungswissenschaft". This self- identity, which is always negotiated and rarely uncontroversial, has changed during the history of the commission. Originally, this self-identity was determined by the task of providing the heterogeneous sub- disciplines of Educational Science a theoretical and methodological meaning related to normative concepts of identity and practice. Today the focal point of this self- identity - following developments in the philosophy of science (historization, pragmatization, contextualization) - make up descriptive and analytical tasks. The Commission understands its task as a descriptive observation and an analytical reflection on the cognitive, social and institutional dimensions of a 'system of educational science'. Research questions, methods and theoretical approaches from the fields of philosophy of science, history of science, politics of science, psychology of science, sociology of science and knowledge, and ethics of science are combined in this research field. Eine zumindest bis vor kurzem in der Schweiz noch populäre Ansicht lautet, dass eine Karriere in der Armee den beruflichen Erfolg im zivilen Leben stark befördert. Obwohl militärische und berufliche Karriere als Besonderheit des schweizerischen Milizsystems im biografischen Verlauf miteinander verschränkt sind, bleibt aber der tatsächliche Einfluss der militärischen Karriere auf den Berufserfolg empirisch noch nachzuweisen. Zudem ist auch die Frage nach den möglichen Gründen zu stellen. Ziel dieses Beitrags ist also erstens die empirische Prüfung des positiven Effekts der militärischen auf die zivile Karriere. Zweitens sollen mögliche Ursachen gegenübergestellt werden. Als solche werden insbesondere Selbstselektion, der Erwerb von Humankapital (Führungskompetenzen) und der Aufbau eines wirkungsvollen Beziehungsnetzes in Betracht gezogen. Die Analysen anhand der Daten des Schweizer Arbeitsmarktsurveys 1998 zeigen erstens, dass höhere militärische Ränge auch bei Kontrolle von Bildung und Berufserfahrung mit erhöhtem Erwerbseinkommen einhergehen. Zweitens zeigt sich, dass dieser Einkommensbonus allem Anschein nach weder auf Mechanismen der Selbstselektion noch auf dem Erwerb von besonders gewinnbringendem Humankapital beruht. Vielmehr ist zu vermuten, dass der größere Berufserfolg von Milizoffizieren mit ihrem an "wertvollen" Beziehungen reichen sozialen Netzwerk zusammenhängt.
Čovjekove spoznaje o zdravlju i bolesti nisu jedinstvene. Načini na koje se zdravlje i bolest shvaćaju izravno su povezani sa stanjem i odnosima u društvu, odnosno ponašanjem osobe i skupine. Sociološka istraživanja zdravlja i bolesti proučavaju društvene čimbenike koji mogu izazvati razne bolesti i nepovoljno utjecati na njihov razvoj i ishod. Istražujući stanje u društvu, nastoji se pronaći takve oblike društvenoga života koji unapređuju zdravlje i sprečavaju nastanak bolesti. Tipično pitanje kojim se sociološka istraživanja zdravlja i bolesti bave jest: kako stil života, spol, dob, rasa, društveno-ekonomske, socio-kulturne i druge razlike među ljudima utječu na kvalitetu zdravlja te na pojavu bolesti i njezin ishod? Osnovni cilj ovih istraživanja jest učiniti te spoznaje pristupačnima svim slojevima stanovništa, bez obzira na društveni položaj. Na taj su se način društvene znanosti, posebice sociologija medicine, etablirale kao akademska disciplina u zapadnim razvijenim državama (SAD-u, Njemačkoj itd.), gdje su se razvile odgovarajuće metode istraživanja koje postižu nedvojbene rezultate o stanju, razvoju i projekcijama društva. U realizaciji socioloških istraživanja zdravlja i bolesti u hrvatskim društvenim znanostima potrebno je afirmirati sociološki teorijsko-metodološki pristup primjeren ekonomskim, kulturnim, pravnim, etičkim i političkim promjenama u Hrvatskoj na pragu XXI. stoljeća. Služeći se bogatim iskustvima sociologije medicine zapadnih zemalja, prije svega SAD-a, hrvatski sociolozi medicine trebaju pratiti stanje zdravlja tranzicijskoga društva u kojemu dominiraju konflikti, diferencijacija, marginalizacija dijela društva i nemezis. Na taj način društvene znanosti pomoći će u spoznaji društva o sebi i potrebnim mjerama u njegovoj izgradnji tijekom složenoga procesa tranzicije, što ima izravan utjecaj na zdravstvene, ali i na općedruštvene ishode. ; There is no idea of sickness and health which would be the same for all people. Die Autorin untersucht die Vielfalt der Rekrutierungsstrategien für die Besetzung von Hochschullehrerstellen an verschiedenen Hochschulen und Fachbereichen in Deutschland und Frankreich. Die Phase des Berufungsvorganges wird im Ländervergleich untersucht und gezeigt, dass dabei nicht nur die wissenschaftliche Qualität der Bewerber einer Bewertung unterzogen wird, sondern auch andere Aspekte (z. B. Kollegialität und Lehrkompetenz) beachtet werden. Es zeigt sich, dass die Rekrutierungsmuster und die Qualitätsdefinitionen in den einzelnen Disziplinen sehr heterogen sind.

Kapitel 17 analysiert die Entwicklung der sonderpädagogischen Förderung in Deutschland. Dieses Handbuch gibt umfassend und systematisch Überblick über das gesamte Bildungswesen. Die Einführung in das institutionelle Gefüge des Bildungssystems wird verknüpft mit der Analyse grundlegender Strukturprobleme und längerfristiger Entwicklungen. Aus der Diagnose aktueller Herausforderungen des Bildungswesens, wie sie in den internationalen Vergleichen überdeutlich hervorgetreten sind, folgt die Beschreibung von Handlungsmöglichkeiten in den Grenzen politischer Planung und administrativer Steuerung.
Am 7. Mai 1996 hat der Fachbereich Wirtschafts- und Sozialwissenschaften der Universität Lüneburg die Ehrendoktorwürde an Prof. J. F. Volrad Deneke verliehen. Die Laudatio wird in diesem FFB-Diskussionspapier veröffentlicht.Eine Würdigung des wissenschaftlichen Wirkens von Professor J. F. Volrad Deneke würde ohne Hinweis auf seinen Lebenslauf seinem ganzheitlichen Ansatz vom Individuum in gesellschaftlicher Verantwortung nicht gerecht werden. So wird in dieser Laudatio zunächst Deneke's Lebenslauf skizziert und dann sein wissenschaftliches Werk beschrieben. Die Freien Berufe sind Deneke's Nukleus der Auseinandersetzung mit Gesellschaft, Wirtschaft und Staat und werden - erweitert um Deneke's Begriffssystematik - zunächst diskutiert. F. Volrad Deneke on 7.5.1996. The Laudatio is published in this FFB-Discussion Paper. An appreciation of Professor J. F. Volrad Deneke's scientific services of an individual in societal response would not do justice to his enhancing approach without hints to his nonscientific vitae. Thus, in this Laudatio Deneke's vitae is firstly characterized before his scientific work. The Professions (Freie Berufe) are the nucleus of Deneke's elucidation with the society, the economy and the government and are discussed with Deneke's concept. The scientific focus then is sketched by Deneke's research and teaching with his contributions to the Sociology of Professions, Health and Social Policy, History of Medicine, Medical Journalism, Medical Sociology as well as Economic and Social Sciences, and Economic Policy.
