On September 25 the Institute of Far Eastern Studies of the Russian Academy of Sciences celebrated its 55th anniversary. The article describes how the Institute, which was initially created mainly for researching China, has gradually turned into a multidimensional scientific Institution for studying not only China, but also Japan, the Korean Peninsula, the problems of the Asia-Pacific region, and the activities of the Shanghai Cooperation Organization (SCO). The article includes the story how in 2008 the then director of the IFES RAS Academician M.L. Titarenko signed an order to include in the Institute's activities the study of Vietnam, which geographically, historically, and even spiritually is an integral part of the ancient Chinese area, as well as the research of the problems of ASEAN, where Vietnam has been playing an ever-increasing role since 1995. Over the 13 years the Vietnam and ASEAN Study Center has become the specialized headquarters for Vietnamese studies, bringing together highly qualified specialists on Vietnam and Southeast Asia. A small science division has achieved serious scientific and practical results, the recognition in the scientific world and, most importantly, the respect of the Vietnamese colleagues and politicians.
The article examines the problem of relations between the General and the Unique in the social and political sciences. The author highlights the different views on this perspective: some scientists explain specifi c cases by bringing them under general theories and laws while others researchers emphasize that each case, each phenomenon is unique and shouldn't be generalization. The author theorizes that there is a methodological bridge between the generalizing spirit of social science and uniqueness of events and cases. ; В статье рассматривается проблематика соотношения общего и частного в социальных и политических науках. Выделяются различные точки зрения на данную проблематику: часть исследователей объясняет частные случаи при помощи общих теорий и законов, другие же исследователи акцентируют внимание на том, что каждый случай индивидуален и не поддается генерализации. Автор выдвигает теорию о том, что с помощью методологии можно объединитьанализ общего и уникального.
The article provides an analysis of various studies conducted in the sphere of Yakut mentality within the framework of psychology and related sciences. The history of the study of Yakut mentality is divided into three periods, i.e. pre-revolutionary, Soviet, and Russian, which demonstrate a strong historical continuity. The first pre-revolutionary studies of Yakut mentality were purely ethnographic and benefited from numerous political exiles. The ethnographic essays of that period featured the structure and characteristics of the Yakut family and the attitude to the surrounding social and natural world, as well as spiritual and moral values. During the Soviet period, sociological studies of migration processes and interethnic perception became more relevant. Pre-revolutionary and soviet studies became the basis for further research in philosophy, pedagogy, and psychology after the collapse of the USSR. Modern studies revealed a change in Yakut mentality under the impact of historical and social events. In spite of these changes, the following features of traditional Yakut mentality have survived: respect for nature, an expanded understanding of the family concept, gender-role features, and inter-ethnic tolerance. However, the ethnic identity of the Chukchi, the Evens and the Evenks has changed. ; В статье приводится анализ исследования якутского менталитета в психологических исследованиях и других смежных науках. История исследования якутского менталитета условно разделяется на три периода: дореволюционный, период СССР и российский период. Делается вывод об исторической преемственности выделенных этапов. Первые исследования якутского менталитета проводились в русле этнографии в дореволюционный период. Большой вклад внесли ученые – политические ссыльные. Предметом этнографических очерков являлись устройство и особенности семьи, отношение к окружающему социальному и природному миру, духовно-нравственные ценности коренных народов Якутии. В советский период смещается акцент и характер исследований. Актуальным становятся социологические исследования миграционных процессов и межэтническое восприятие. Интерес к вопросам, исследованным русскими путешественниками и политическими ссыльными, возвращается после распада СССР, и данная проблематика становится основой для дальнейших исследований в философии, педагогике и психологии. В современных исследованиях выявляется изменение менталитета под воздействием исторических и социальных событий. В то же время в исследованиях отмечается сохранение следующих особенностей традиционного якутского менталитета: бережное отношение к природе, расширенное понимание семьи, полоролевые особенности, межэтническая толерантность. Вместе с тем происходят изменения в этнической идентичности северных коренных народов: чукчей, эвенов и эвенков.
Секция 2. Методологический потенциал современной философии ; Рассматривается взаимосвязь философии и социально-гуманитарных наук в двух основных аспектах. Диахронических аспект характеризует особенности становления и развития наук об обществе и статусе человека в нем, начиная с XVII века. Характеризуется специфика и проблемное поле четырех основных этапов в развитии обществознания – классический этап, этап институционализации социально-гуманитарных наук, этапы неклассического и современного постнеклассического обществознания. Синхронический (функциональный) аспект анализа темы предполагает экспликацию взаимодействия философии и социальных наук на основе существования у них взаимного прагматического интереса. Он осуществляется в трех ракурсах, Во-первых, существования исследовательских программ в обществознании, во-вторых, существования междисциплинарных систем знания об обществе – политической, экономической и др. философии, в-третьих, координации тематических разделов в программах и практике преподавания этих дисциплин. ; The article discusses correlation between philosophy and social science in two principal aspects. Diachronic aspect characterizes the special features in evolution of the branch of sciences studying society and human from XVII century. The specificity and problematic area of four main stages in history of social science is characterized (including classic stage, stage of social science institutionalization, stages of non-classic and post-non-classic social science). Synchronic (functional) aspect explicates the cooperation between philosophy and social science because of mutual pragmatic interest. It reveals in three ways: in research programs in social science; in cross-disciplinary systems of social knowledge such as political, economic philosophy, etc.; in coordination of thematic parts in programmes and practice of teaching of these courses.
The concept of scientific infrastructure in the interpretation adopted in the European Union is considered. It is indicated that this is a modern form of organization of scientific information services. The structure of European organizations and projects forming the scientific infrastructure of European organizations is described. The activities of European consortia of scientific infrastructure of social and humanitarian profile, including information resources and services implemented in these consortia, are described in particular detail. It is concluded that the European experience can be very useful for the development of scientific information services in Russia. ; Рассматривается понятие научной инфраструктуры в трактовке, принятой в Евросоюзе. Указывается, что это является современной формой организации служб научной информации. Описывается структура европейских организаций и проектов, образующих научную инфраструктуру европейских организаций. Подробно описывается деятельность европейских консорциумов научной инфраструктуры социального и гуманитарного профиля, в том числе, информационных ресурсов и сервисов, реализованных в этих консорциумах. Делается вывод, что европейский опыт может быть очень полезен для развития служб научной информации в России.
The article analyzes the definitions of the public as a subject of social sciences. The purpose of the paper is to operationalize the concept of the public for its practical application in the system of functioning of political institutions. The basis of the methodology is an instrumental approach. The methods used are comparative, legal analysis, description and generalization of data, a questionnaire survey of residents of a metropolitan Russian city to assess the potential of public activity in solving local issues. Various theories of domestic and foreign researchers focus their attention on particular aspects of the public. Representatives of the managerial approach formally divide the public into several groups: public organized structures (NGOs, professional community, etc.), acting on a permanent and legal basis, and active citizens acting situationally within a specific project to discuss it (interested citizens, expert councils, etc.). Within the framework of political theory, the public always focuses on a problem and forms through getting interested in a particular challenge. From the point of view of the law, the public is not designated as a concept but indirectly finds its expression in the legally established forms of realization of the right to local selfgovernment. In PR, the public is labile, dynamic and unstable to manipulation. The key characteristics of the concept under consideration, which is widely used in the Russian and foreign communication space, but not formed into a single definition, are highlighted. The author concludes that the public is heterogenic, dualistic, centred on a particular problem. The empirical study revealed a low level of public participation in projects associated with creating a comfortable urban environment. On the contrary, the level of willingness to get involved in other city problems is high. ; В статье проведен анализ определений общественности как предмета социальных наук. Цель статьи — операционализация понятия «общественность» для его практического применения в системе функционирования политических институтов. Основа методологии — инструментальный подход. В качестве методов применены сравнительный, правовой анализ, описание и обобщение данных, анкетный опрос жителей крупного российского города на предмет оценки потенциала общественной активности в решении вопросов местного значения. Различные теории отечественных и зарубежных исследователей фокусируют свое внимание на тех или иных аспектах общественности. Представители управленческого подхода формально разделяют общественность на несколько групп — организованные структуры общественности (НКО, профессиональное сообщество и др.), действующие на постоянной и юридической основе, и активных граждан, действующих ситуативно в рамках определенного проекта в целях его обсуждения (заинтересованные граждане, экспертные советы и т. д.). В рамках политической теории общественность всегда сосредоточена вокруг проблемы, и формируется она посредством возникновения интереса к определенной проблеме. С точки зрения права общественность как понятие не обозначается, но косвенно находит свое выражение в законодательно установленных формах реализации права на местное самоуправление. В PR общественность является лабильной, динамичной и неустойчивой к манипуляциям. Выделены ключевые характеристики рассматриваемого понятия, широко используемого в российском и зарубежном коммуникационном пространстве, но не оформленном в единое определение. Автор делает вывод о неоднородности, дуалистичности общественности, сосредоточенной вокруг определенной проблемы. В рамках эмпирического исследования выявлен низкий уровень общественного участия в проектах формирования комфортной городской среды при высоком уровне готовности включиться в решение других проблем города.
Issues of research methodology have always been important for social sciences. In the contemporary world, globalizational challenges and economic crises both change the society dramatically and reveal the weakness of the explanatory capability of many conventional theories. Thus examining the theoretical and methodological foundations of contemporary social science proves a highly important challenge.In our opinion, substantiated in the article, many underlying reasons for the contemporary systemic crisis have arisen because many fundamental concepts in social sciences fail to adequately reflect the changing reality, including the crises in global economy, politics and interethnic relations. Social sciences often can neither predict these processes nor explain their causes and nature.We contend that the weakness of the explanatory capability of social science is due to its being founded on the Newtonian-Cartesian metaparadigm, which, in its turn, rests upon the laws of the macrocosm — while the contemporary world has actually become akin to a microcosm.We conclude that the existing categorical apparatus needs reviewing and refining, which will consequently lead to a development of a new metaparadigm of thinking. ; Для общественной науки проблемы методологии всегда представляют чрезвычайно важную задачу. Особенно эта значимость возрастает в современном мире, когда глобализационные вызовы и экономические кризисы не только кардинально меняют общество, но и наглядно демонстрируют слабость объяснительного потенциала многих традиционных теорий. Отсюда чрезвычайно важным представляется анализ теоретико-методологической базы современной общественной науки.В статье обосновывается мысль о том, что причины современного системного кризиса объясняются тем, что многие фундаментальные понятия общественной науки не совсем адекватно отражают изменившуюся реальность, в частности кризисные процессы и явления в области мировой экономики, политики, межэтнических отношений. Общественные науки часто не способны не только предсказать, но и объяснить причины и сущность этих процессов.Согласно мнению автора слабость объяснительного потенциала общественной науки состоит в том, что она до сих пор основывается на ньютоно-картезианской метапарадигме, которая, в свою очередь, базируется на законах макромира, в то время как современный мир стал фактически похожим на микромир.Отсюда необходимы пересмотр и уточнение существующего категориального аппарата и, соответственно, поиск и разработка новой метапарадигмы мышления.
Раскрываются этапы становления и развития социальной коммуникации как отрасли научного знания и образовательной специальности. Представлены различные концептуально-структурные модели социальной коммуникации, описывающие ее компоненты и связи между ними. Выявляется специфика рациональной коммуникации в экономике, политике, бизнесе, науке. Показывается, что на современном этапе появляются реальные предпосылки для формирования фундаментальной теоретической и практико-ориентированной концепции социальной коммуникации, выделения данной области исследования и ее дисциплинарного поля в качестве автономной, самодостаточной академической единицы. = Disclosed are stages in the development of social communication as a branch of scientific knowledge and educational specialty. It presents various conceptual and structural model of social communication, describing its components and connections between them. It reveals the specifics of rational communication in economy, politics, business and science. The article is devoted to the ways in which the notion of resilience is debated in social sciences and humanities in Russia and abroad. The experience of co-organizing the conference "Junctures of Modernity: Individual and Social Resilience" (ISPN, UrFU, 25-26 March 2016) is taken into consideration. It is argued that the energetic appropriation of the notions of individual, collective and social resilience by the theories of crisis management, urban studies, sociology, and social psychology testifies to the usefulness of this notion for describing how countries, nations, military and other communities exist today. The notion of "scales of resilience" is introduced to systematize the on-going debate.Key words: resilience, concept of resilience, urban studies, crisis management, social science ; В статье рассматривается обсуждение жизнестойкости в российском и зарубежном социально-гуманитарном знании с учетом опыта организации международной междисциплинарной конференции «Стыки модерности: жизнестойкость личности и сообществ», проведенной ИСПН УрФУ 25–26 марта 2016 г. Рассматривается процесс формирования новой междисциплинарной науки – меметики, объектом исследования которой являются исторические, культурные, политические, социальные, кономические и иные типы мемов. Анализируются взаимоотношения меметики с социальной наукой. Обосновывается вывод о том, что меметика становится тем направлением социальной семиотики, которое связывает ее с различными видами семиотических исследований (биосемиотикой, киберсемиотикой, политической семиотикой, семиотикой культуры, экономической семиотикой и др.). ; The process of formation of a new interdisciplinary science – memetics, which studies historical, cultural, political, social, economic and other types of memes is considered in the article. The interconnections between memetics and social semiotics are analyzed. The conclusion is substantiated that memetics is becoming the branch of social semiotics which relates to different branches of semiotic research (biosemiotics, cybersemiotics, political semiotics, semiotics of culture, economic semiotics, etc.).

The article deals with the semantic changes of the terms of the Humanities and those of social and political sciences, the majority of which are consubstantial. It is universally acknowledged that a lexical-semantic way of coining new terms is the most productive one, which makes the majority of terms consubstantial. Words borrowed from the general literary language more often than not undergo the process of terminologisation and turns into terms proper whose meaning becomes more precise and narrow. Besides the process of terminologisation the article also considers the processes of determinologisation and reterminologisation. The research has also shown that the meaning of the term changes due to its transition from the category of the author original terms to international ones. These conclusions are also applicable to metaphor-based terms and terms coined on the basis of proper nouns. Having become part of terminological word combinations, proper nouns lose the meanings common for all participants of the speech community. The growing level of terminologisation results in the change of meaning of the term to such an extent that it becomes understandable only to professionals. The common seme which the term shares with the word of the general language disappears. The material for the research includes terminological dictionaries of various fields of the humanities and social and political sciences (economics, politics, law, art criticism). The authors have tried to present the studied material as a whole, to address certain problem caused by the change of meaning and to identify regularities of terminological meaning change. ; Данная статья посвящена проблеме изменения семантики терминов гуманитарных наук, которые в своем большинстве являются консубстанциональными. Общеизвестно, что в гуманитарных областях знания лексико-семантический способ образования терминов является одним из основных, что делает большинство терминов консубстанциональными. Слова, заимствованные из общелитературного языка, подверглись процессу терминологизации и превратились в собственно термины, объем значения которых значительно сузился. Помимо процесса терминологизации, в статье также рассматриваются процессы детерминологизации и ретерминологизации. Исследование показало, что объем значения термина меняется в связи с его переходом из категории авторских или региональных терминов в интернациональные. Данные выводы правомочны также в отношении терминов, основанных на метафоре и возникших на основе имен собственных. Имя собственное, войдя в состав термина, утрачивает значение, доступное всем членам языкового сообщества, говорящего на данном языке, и становится компонентом терминологических сочетаний. В результате процесса терминологизации утрачивается индивидуальность номинации, но происходит уточнение более общих понятий. Возрастающая далее степень терминологизации приводит к тому, что термины изменяют свое значение настолько, что становятся понятными лишь узкому кругу профессионалов. Связь с семантикой слова из общего языка, от которого термин, собственно, и произошел, полностью утрачивается. Материалом исследования послужили различные современные терминологические словари разных областей гуманитарного знания (экономика, политика, право, искусствознание).
International audience ; The object of the research in this article is a psychological and social experience of mystic studies. An interest in the phenomenon is increasing in terms of the modern spiritual crisis in the face of the threat of national, religious, political and other conflicts when the whole world safety is very vulnerable. Mystics may allow to find the universal source of all religions which is very important in the situation of the global rivalry of a great number of seekers for the truth. The research of the psychological (introvertive) and social (extravertive) experience of mystic studies makes it possible to find practical methods of transformation of human being and society. Methodology of the research is based on the comparative philosophical and religious analysis. The main research method is the comparative analysis. General scientific methods used by the researcher also include analysis, synthesis, generalization, and individualization. The author comes to the conclusion that mystic studies combined the world religious experience and devepoled a complex transformation system of the mental life of a person where all the levels of individual consciousness interact. Education of mentally healthy and self-actualized personality is the consequence of it. Mystic studies developed practical ways for the improvement of the social life on the basis of love, compassion and mutual respect. Mystic experience involves tolerant attitude to the representatives of another culture, religious confession or nationality. The concept of Soviet science was formed in many ways spontaneously. Initially, under the conditions of the Civil War, science was viewed by the Bolsheviks as a tool and a way to achieve political and military goals. But, as with other objects of social design — socialist economy, culture, education, etc. — they did not have clear ideas about socialist science. Only the opinion about the class character of bourgeois science and its role, subordinate to the interests of capital and the monarchy, was stable. Taking this factor into account, the attitude of the new government to various scientific areas was formed. The Bolsheviks had more confidence in the natural and technical sciences, the achievements of which were supposed to be "taken as they are passed on to us by the bourgeois heritage". The social sciences and humanities were judged sharply critically as, on the whole, hostile to the socialist idea.The Soviet model of science finally took shape in the 1930s. It was distinguished by some specific features that largely determined its achievements and failures. These include a hierarchical, open-ended organisational structure that includes 3 sectors of science (departmental, academic and university). In addition, it is necessary to note such features of Soviet science as decentralisation, complete dependence on the state and the planning system.The tactics of state support for strategically important areas of science and the lack of alternative mechanisms for financing scientific research contributed to the rapid bureaucratisation of Soviet science, deformation of the structure of scientific knowledge (imbalance between the exact, natural, technical, social sciences and the humanities in terms of the pace and level of development) and the priority of applied research over fundamental. And one more feature is the strict ideological control of scientific knowledge, supplemented by repressions against "bourgeois" science and its representatives, as well as the prohibition (explicit and implicit) on direct contacts, which led to the isolation and low level of mobility of the scientific community. ; Концепция советской науки формировалась во многом стихийно. Первоначально, в условиях Гражданской войны наука рассматривалась большевиками как инструмент и способ достижения политических и военных целей. Но, как и с другими объектами социального проектирования — социалистической экономикой, культурой, образованием и т. д., — четких представлений о социалистической науке у них не было. Устойчивым было только мнение о классовом характере буржуазной науки и ее роли, подчиненной интересам капитала и монархии. С учетом этого фактора формировалось отношение новой власти к различным научным направлениям. Initially, under the conditions of the Civil War, science was viewed by the Bolsheviks as a tool and a way to achieve political and military goals. But, as with other objects of social design — socialist economy, culture, education, etc. — they did not have clear ideas about socialist science. Only the opinion about the class character of bourgeois science and its role, subordinate to the interests of capital and the monarchy, was stable. Taking this factor into account, the attitude of the new government to various scientific areas was formed. The Bolsheviks had more confidence in the natural and technical sciences, the achievements of which were supposed to be "taken as they are passed on to us by the bourgeois heritage". The social sciences and humanities were judged sharply critically as, on the whole, hostile to the socialist idea. The Soviet model of science finally took shape in the 1930s. It was distinguished by some specific features that largely determined its achievements and failures. These include a hierarchical, open-ended organisational structure that includes 3 sectors of science (departmental, academic and university). In addition, it is necessary to note such features of Soviet science as decentralisation, complete dependence on the state and the planning system. The tactics of state support for strategically important areas of science and the lack of alternative mechanisms for financing scientific research contributed to the rapid bureaucratisation of Soviet science, deformation of the structure of scientific knowledge (imbalance between the exact, natural, technical, social sciences and the humanities in terms of the pace and level of development) and the priority of applied research over fundamental.
