The present article brings to the fore several details, which had been either unknown, or only partially familiar to the Romanian historiographers. The author refers to academic trajectories of the 14 young Romanians (almost half originating from Bucharest or Iaşi), who obtained their PhD in political and administrative sciences at the Free University of Brussels between 1885 and 1899. Over a third of them were also doctors in law. Of the 92 PhDs in political science awarded in Brussels between 1885-1899, the Romanians were on the second position in a formal hierarchy of the students who were not of Belgian descent. The foreigners counted 51 students, and the list was dominated by the Bulgarians, who had obtained 21 diplomas, while the Japanese held a distant third place with merely 4 PhD degrees.
The purpose of the monograph is to investigate the territorial organization of the local collectivities of the Republic of Moldova based on the paradigm of the territorial organization of the public power. The monograph aim is the reconfiguration of the framework for the analysis of the phenomenon of the territorial organization of local power by deliberately opting for the territorial organization approach of the public power from the perspective of social sciences, in general, and of political science, in particular, as well as the rigors imposed by the principles of the contemporary democracies relative to the realities of the Republic of Moldova. The fundamental idea of the monograph is that the existing territorial organization of the local power, being established without taking into account the needs and interests of the local collectivities, does not provide the premises for the development of the society, in general, and of the local collectivities, in particular. Identification and implementation of an optimal territorial organization system of the local power will create the necessary conditions for the affirmation of the local democracy and ensure the prosperous development of the Republic of Moldova.
Among "the bad years" of the 18th century that affected the city of Arad, 14 of it were because of the floods, the most severe overflows taking place on July 1771. The devastations were considerable and due especially to the fact that the city wasn't protected and the bad weather lasted full days, the waters retracting only after about 7-8 days. The authorities were interested in stocktaking the effects of the overflow and as a cause they organized charts in which were totalized the losses suffered by the inhabitants of the city in the summer of 1771. The data from these charts permit us to realize the immensity of the disaster: 252 completely destroyed houses, 9 dead, about 8500 florins losses due to the overflowed and devastated gardens, the inundation of the agrarian fields from the proximity of the city, 200 animals drowned, 88 hives destroyed by the waters etc. Even though the authorities realized along the time works meant to regularize the flow of the river Mureş, and the urban policy thought about the danger of the floods, the city of Arad kept to be endangered by the river in the decades that followed until the waters overflowed again in: 1772, 1774, 1779, 1780, 1783, 1785, 1793 and 1799.
After the peace of Karlovitz, the Mureş River became the official border between the two great empires: the Habsburg and the Ottoman Empire. In this context was organized the military border Tisa-Mureş, and the first called to defend the region were the Serbs, recognized for their military skills. The authorities created the first militarized localities in the county of Arad simultaneously with the first arrival of Serb immigrants in this region. Their presence in the city of Arad and other settlements located on the right bank of the Mureş River changed the ethnic proportions in these areas. The situation modified after Banat was conquered by Austrians and after the abolishment of the Tisa-Mureş military border. Most Serbs emigrated to the south of Mureş River and even in Russia, their share in the city and county of Arad decreasing significantly after the mid eighteenth century.
The study aims to carry out an analysis from demographic perspective for the city of Arad during the years 1767-1768. It is based on two documents that contain mainly statistical data with which it is possible to emphasize aspects related to some demographical behaviour in Arad. Information about the deceased, newborns and marriages registered, about the share of different ethnicities and confessions help us to outline the image of Arad, in which, during the XVIIIth century has been seen a clear process of modernization and demographic growth.
The present study aims to investigate in terms of quantitative and qualitative perspectives the rural habitat in the county of Arad during the eighteenth century. The dynamics of settlements, their evolution over the century, changes occurred in the types of environments were conducted in conjunction with the policy of the new imperial authorities and in accordance with the populationist policy of the Habsburg Empire. The rural habitat which predominated in the Arad County suffered changes of great importance not only just as a consequence of the official systematization policy, but also as a result of the constant demographical increase which occurred in the eighteenth century.
The recognition of the local collectivities and the essential role of democratic society require the clear definition of the term "local collectivity", which would allow the avoiding of ambiguities in its usage. The defining element of the local territorial collectivities is the population, which includes all inhabitants permanently living in the territorial perimeter of the local collectivity. There are identified criteria that allow the establishment of the individuals' belonging to a specific local collectivity. This is very important because the individual's ability to be part of a particular local collectivity gives him the opportunity to take part in local selfgovernment. I insisted on the recognition of the local population as a subject of the local autonomy, and not of the local public authorities elected by the population who are representatives of the local territorial collectivities, while also examining the causes of the population's nonparticipation in local public life.
The article presents the way the first Associations and Foundations are set up in Romania, focusing on the tight circle of people dedicated to the domain and specialized on the road, staying forever in the NGO sector, moving from one organization to another or working for more than one at the same time. From lack of legislation to unclear regulations, NGOs struggle on their path with logistical issues which influenced their performance, public image, their projects and mostly their results. The author identifies the outcome as determined by the struggle to access grants, the NGO agenda versus financer's agenda, the absence of grants for a specific type of issues, the shortage of the professionalized staff, the challenge of working with volunteers, the compulsory annual reports and financial reports to the Government authorities.

The implementation of the principles of local democracy has proven to be one of the most complicated tasks of the political and administrative reform in the Republic of Moldova. To overcome this situation, it is important to develop and substantiate theoretically such concepts as "local power", "the subject of local power", "local territorial collectivity". A clear scientific definition of those notions would serve as a foundation for developing an appropriate legal framework and public policy in the field. In order to elucidate the notions mentioned above, the existing essential approaches in the contemporary social sciences regarding the public territorial collectivities have been analyzed. The factors affecting the formation and existence of the local territorial collectivities have also been emphasized. Two types of authorities: private and public have been briefly considered. This paper analyzes the concept of "local authority" in contrast to the term "territorial administrative unit" with which the legislator operates in the Republic of Moldova. It was concluded that the concept "local collectivity" is more acceptable because it is the appropriate expression of the phenomenon of the territorial organization of public power in general, as opposed to the concept "administrative unit" which refers only to the territorial organization of state public power. So, from this point of view, the territorial administrative units and the local territorial collectivities are two different phenomena. In a strictly legal sense, the territorial-administrative unit is an inhabited territory which has no heritage (in the territory there is the state property or another kind of heritage) and it is administered by an official appointed by the state. The local collectivity has its own heritage that is managed on its own account and in order to solve local problems. The issues belonging to state power can be delegated to local authorities by sending financial and material resources needed to achieve them. A territorial community of the residents becomes local authority if it possesses and uses democratic institutions, creates bodies of self administration on the basis of the elective principle, takes binding decisions for the community, and has its own financial and material resources in order to regulate the internal life. These indicators make public territorial collectivities to be different from the territorial administrative units, in which only administrative methods of management are used. The defining elements of the identity of a local collectivity, such as: a) name, b) territory, c) population, d) the public authority of the eligible authorities, e) the Statute, f) the distinctive insignia of the local collectivity, have been identified. These elements make the local territorial collectivity to be distinguished from other similar collectivities.
The article takes issue with the deeply entrenched historical conception about the shaping of social policies in pre-communist Romania, which indicates socialist politics and socialist-enlisted worker trade-unionism as the only significant agents of change, also depicting the non-socialist political forces of the time as participating to the process by merely employing the strategy of stern resistance and piecemeal concessions. The alternative view offered stresses the pivotal roles performed in the context by the ideological trend of socially-minded liberalism, by the movements of professional representation with petty entrepreneurial and white-collar constituencies and by the corporatist design for the representation of professional interests. The successive stages of the inquiry leading to the formulation of such interpretative theses - and inaugurated as a research on the relation between fascist modernism and the corporatist vision of rapid economic growth under an authoritarian political cover in the local milieu - are disclosed all throughout.
This article proposes to pay attention on the sources of historical demography in the old eparchy of Arad. At the end of XVIIth century, the Ottoman domination in the zone have been filled with the domination of Habsburgs and the Arad city became a significant orthodox Episcopal centre subordinated in religious plan to the metropolitan of Karlovitz. For the reconstitution and the knowledge of the demographical aspects into old counties Arad and Zarand, we can use many documents, which are preserved in the Departmental Direction of National Archive of Arad. Various censuses, tax conscriptions, wills and especially parochial registers of the marital status are sources of first category. With the methods used by Michel Fleury and Louis Henry this sources are essential to know the behaviours demographic for the various ethnos groups, as well majority Rumanian as the population German, Hungarian, Serb or Jewish which have lived in these places 300 years ago.
The present study investigates the participation of French women at war as reflected in documents, media, diaries. Women emancipation, pacifism, socialism, feminism, are but a few issues introduced with this study. The main purpose was to analyze the impact of interventionist state policies on women life in France, and to reveal its social, political and cultural outcomes that altogether generated the upheaval of the French Civilization.
