AbstractLike other social funds, the Nicaraguan Emergency Social Investment Fund (FISE) has been created on the initiative of the donors to alleviate the social consequences of adjustment policies. It finances small infrastructural projects in education, health, water and other sectors and focuses on poor communities. FISE accounts for approximately 11% of public investment and 48% of public investment in the social sectors. The size of FISE and its apparent permanent character raise questions of its contribution to sustainable poverty reduction and on institutional development in the country. The article concludes that there are serious doubts on whether maintaining a social fund as a separate agency enhances effective governance for sustainable poverty reduction. All around the world, local governments, the private sector and even the civil society are exploring better ways to achieve poverty reduction and rural development through local economic development strategies, the corner stone of sustainable national development. This is sequel to the fact that local governments, particularly in Nigeria face increased challenges of poor qualitative leadership, financial indiscipline, almost absolute reliance on allocation from the federated account / low internally generated revenues, pervasive poverty, income inequality, long-term ethnic conflict and civil unrest, political instability and corruption among others. Meanwhile, massive transformations are taking place in the global economy resulting from trade liberalization, privatization and enhanced telecommunications. The significance of this paradox to Nigeria is that citizens and local governments now face formidable challenges, greater opportunity and growing responsibility to work together to address the dehumanizing socio-economic conditions of their local citizens, most of whom are under employed or out rightly unemployed and living in absolute poverty. This paper postulates local economic development strategies, a participating process in which local people from all sectors work together to help create decent jobs and improve the quality of life for everyone, including the poor and marginalized as the most potent tool for achieving sustainable poverty reduction and rural transformation in Nigeria.

This paper explores a sample of few data concerning the potency of livelihood assets, livelihood strategy and government intervention and how they contribute in ensuring sustainable poverty reduction in Nigeria. As a pilot study, the investigation was limited to Dange-Shuni local government of Sokoto state-Nigeria. The study adopted survey approach and data were collected using simple random sampling within the pilot study area (Dange-Shuni). The study's model has five livelihood asset, livelihood strategy, government intervention and sustainable poverty reduction as variables. The essence of the preliminary/pilot study was to examine the validity and reliability of the adapted measuring instruments. The validity and reliability of the instruments were analyzed using SPSS version 22. The result of the preliminary /pilot study espoused the efficacy of the adapted instrument, thus they are valid and reliable.

The main purpose of this thesis is to evaluate the impact of the Supportive Program of Sustainable Poverty Reduction under the Government's Resolution No. 30a/2008/NQ-CP dated December 27, 2008 (SPSPR) carried out at Bac Ai poor district, Ninh Thuan province, Vietnam during the period 2009-2014. It is clearly known that this poverty reduction program has not been assessed the impact evaluation yet. Within the framework of this thesis, on the one hand, the study did a survey on thirty correspondents form provincial, district and commune organizations in Ninh Thuan province. Based on the correspondents' feedbacks, the study applied qualitative research method to analyze and verify the program's impact on poor households. On the other hand, the author collected 2005-2014 period data and relevant documents approved by the provincial and district authorities related to Bac Ai district's poverty reduction program. Those used quantitative research method to fortify the research results convincingly. In addition to assessing the effectiveness and impact of the seven poverty reduction policies on poor people in Bac Ai district, the study also analyzes strengths, weaknesses, opportunities and threats from practice and current poverty reduction policies to draw on findings and recommendations which will be taken into consideration for improvement on the poverty reduction program for Bac Ai district in the next phase. Last but not least, the final target of the study is truly to contribute research outcomes to the local authorities and local poor inhabitants for action to fight against long-lasting poverty in Bac Ai district. Afterwards, the poor themselves have to get out of poverty and rise to a medium and affluent life sustainable. At the same time, Bac Ai district will enhance its state management capacity in the field of poverty reduction and persuade the poor to raise their responsibility for escaping poverty so as to make Bac Ai's socio-economic development become better.
