This is a conference paper. ; The Integrated Water and Environmental Sanitation (IWES) Project is implemented in the Indian state of Jharkhand by the local government and seven NGOs. Funded by SIDA, and coordinated by UNICEF, the project promotes sanitation in rural East Singhbhum district. There is increasing acknowledgement that gender mainstreaming is essential if development projects are to address the strategic needs of women. In East Singhbhum, though, it has proved difficult to engage women in decision- making processes. Research was therefore undertaken to investigate local gender dynamics and their underlying causes, in the context of the sanitation element of the IWES Project. Fieldwork was carried out under UNICEF's Internship Scheme over a period of 3 months in 2001. The study areas included in three tribal villages (Bangora, Kuilisuta and Korashole) in Musabani Block, and two villages in Phulwarisarif Block, near Patna, where UNICEF is supporting development through Convergent Community Action (CCA). The research was greatly assisted by the NGOs SEEDS and IDF.

Lesotho's Low-cost Urban Sanitation Program started in 1980 as a pilot component of a much larger urban development project. This document details the development of the program from that pilot stage to what is now a national program. The keys to the success of the program have been (1) an affordable and acceptable latrine design; (2) minimal direct grants or subsidies to householders; (3) all latrine construction done by the private sector; (4) a comprehensive program of Ventilated Improved Pit (VIP) latrine promotion, health and hygiene education; (5) integration of the project into existing government structures; and (6) strong coordination in policy and planning between different departments promoting improved sanitation. We analyse the marriage decisions of men and women in rural India, focusing on the added attractiveness of sanitation within the marital living arrangement. We demonstrate that the Government's Total Sanitation Campaign (TSC) changed marriage market outcomes for both men and women. To decompose the overall policy impact on the marriage market equilibrium, we develop a simple matching model. The model is identified and estimated using data from the Indian Human Development household survey (IHDS) and quasi-random variation from the TSC. Decompositions reveal that (i) cohorts within TSC exposed markets experienced a shift in marital gains both across matches and within a given match, which is characterised by a marked gender asymmetry, and that (ii) TSC exposure led to a decline in women's effective control over resources, reflected in the surplus division.
