Expected consumer's surplus rarely represents preferences over price lotteries. Still, I give sufficient conditions for policies which maximize aggregate expected surplus to be interim Pareto Optimal. Besides two standard partial equilibrium conditions, I assume that feasible prices satisfy a single-crossing property; and each consumer's indirect utility satisfies increasing differences in the price and income. I use the result to extend well-known welfare conclusions beyond the knife-edge quasilinear utility case. Since increasing differences puts no upper bound on risk aversion, the result is useful for applications in which risk aversion is important. (JEL D11, D24, D42, D81, D83, L42)

Fluchtpolitik ist geprägt durch verteilte territoriale Zuständigkeiten im politischen Mehrebenensystem, wie auch durch funktionale Aufgabendifferenzierungen verschiedener Institutionen und Regelungskreise. Gegenstand des Beitrages ist die in sich fragmentierte und widersprüchliche Gestalt gegenwärtiger Asyl- und Integrationspolitiken im politischen Mehrebensystem. Ziel des Beitrags ist es, diese Gestalt als Ergebnis vielschichtiger Bruchlinien einer Gouvernementalität der Flucht aufzuzeigen.

Zusammenfassung
Strategien lokaler Vernetzung antworten in verschiedenen sozialpolitischen Feldern auf die Fragmentierung der Gesellschaft und ihre Exklusionstendenzen wie auch auf die Fragmentierung des Sozialstaates. Der Übergang zwischen Schule und Beruf ist ideales Muster dieser doppelten Problemstellung. Dem Übergangssystem, so lautet eine nicht mehr ganz neue Problembeschreibung, geht jede Systematik ab. Stattdessen kennzeichnet es sich durch ein Nebeneinander von Akteuren, Förderprogrammen und Rechtskreisen.
Vor diesem Hintergrund analysiert der vorliegende Beitrag exemplarisch netzwerkbildende Bundes- und Landesprogramme (in NRW) im Übergang Schule-Beruf, die zwischen 2006 und 2016 aufgelegt und implementiert wurden. Die Analyse zeigt, dass die verschiedenen netzwerkbildenden Programme unterschiedlichen Logiken folgen, die neuerlich Doppelstrukturen und überlappende Wirkungskreise erzeugen können.
Abstract: Local Networking in Various Social Policy Areas: A Critical Approach to Network-Building Programs in Transitions between School and Work
Strategies of local networking respond in various social policy areas to the fragmentation of society and its exclusionary tendencies, as well as to the welfare state's fragmentation. Young people's transition between school and work is an ideal template for this kind of problematization. The vocational training system is described as not being systematic at all. Instead, it is characterized by a juxtaposition of players, political programs and differing legal spheres.
Against this background this article examines network building programs implemented by the federal government and by the state of North Rhine-Westphalia, which were initiated and implemented between 2006 and 2016. The analysis shows that the various network-building programs follow different logics, which can again generate double structures and overlapping spheres of influence.

The Spanish policy of covering the events of the civil war and the Franco dictatorship beneath a veil of silence was abruptly shattered a good twenty years later when mass graves all over the country were exhumed by civil society organisations. Despite the remembrance boom that this unleashed and despite the so-called 'Law of Historical Memory' passed in 2007, the impact on rural areas seems to be marginal. Close examination of the microcosm of a small Spanish town shows that communities of remembrance still exist along the political cleavages prevailing in the 1930s and that these influence political behaviour. The article outlines the implementation of the 'Law of Historical Memory' and illustrates the negative consequences of the amnesty / amnesia policy, namely, of having hindered the formation of a democratic political culture during the phase of consolidation. "Die spanische Schlussstrich-Politik unter die Ereignisse des Bürgerkriegs und der Franco-Diktatur wurde nach mehr als 20 Jahren aufgrund der landesweiten Aushebung von Massengräbern durch zivilgesellschaftliche Organisationen aufgebrochen. Trotz des einsetzenden Erinnerungsbooms und der Verabschiedung des so genannten 'Erinnerungsgesetzes' im Jahr 2007, scheint der ländliche Raum hiervon weitgehend unberührt. Ein differenzierter Blick auf den Mikrokosmos einer spanischen Kleinstadt zeigt, dass immer noch Erinnerungsgemeinschaften entlang der Konfliktlinien der 1930er Jahre existieren, die das politische Verhalten konditionieren. Der Artikel geht auf die Umsetzung des Erinnerungsgesetzes ein und stellt die negativen Konsequenzen der Amnes(t)iepolitik dar, die dazu beigetragen haben, die Ausbildung einer demokratischen Kultur in der Konsolidierungsphase zu behindern."
