The author - using empirical data - claims that a meritocratic approach to public governance in Poland does not seem deeply rooted. The research indicates that since mid-November 2015 until the beginning of November 2017 meritocratic rules have been totally ignored in governmental institutions including state-owned companies. Many legal regulations were enacted in order to introduce changes in managing bodies responsible for key public institutions as well as companies. The drive to improve their effectiveness were not of prime importance. The key criterion for promoting was based on the decision-maker's personal trust. There are many implications of the above-mentioned development, including a loss of trust to the state resulting in a moral degeneration from the perspective of political class as well society as a whole.
Celem artykułu jest przedstawienie działalności Polskiego Towarzystwa Nauk Politycznych z zaznaczeniem ukierunkowania na sprawy internacjonalizacji. Od początku swojej działalności PTNP współpracowało z IPSA. W Polsce powstało wiele cennych publikacji przestawiających historię i stan obecny politologii w Polsce. Szczególnie ważnym dla polskiej politologii wydarzeniem była organizacja światowego kongresu politologii w lipcu 2016 r. Ważne miejsce zajmują także polskie czasopisma naukowe, które w ostatnich latach podlegają silnej internacjonalizacji. Przed PTNP stoi wiele wyzwań i możliwości podejmowania kolejnych działań, które sprzyjają dalszemu rozwojowi i promocji nauki w kraju i zagranicą. ; The aim of the article is to present the activities of the Polish Political Science Association, underlining the issues of internationalization. Since the beginning the organization, PPSA has been cooperating with IPSA. Many valuable publications regarding history and contemporary situation of Political Science have been published in Poland. Particularly important for Polish political science was the organization of the World Congress of Political Science in July 2016. The Polish scientific journals, that have been strongly internalized in recent years, take an important place nowadays. The main objective of the article is to show that the temporary symbiosis between centres of political power and organized crime leads to the development of permanent, corrupt and opaque networks. Focusing on the countries of the Western Balkans, the author points to the reasons for the development of organized crime in the region and then to the conditions created in the post-conflict period that resulted in the failure of effective attempts to stop organized crime and the corruption that facilitates it in the these countries. The article also points out that the creation of symbiotic relationships between political elites and organized crime groups leads to a 'state capture.' The unresolved problems of corruption and organized crime, in turn, have a direct impact on these countries' EU-integration processes.
The ethical analysis of The Theory of Moral Sentiments as well as 'n Inquiry into the Nature and Causes of the Wealth of Nations presents A. Smith's (1723-1790) works in a completely new light than it is conventionally presented in the neoliberal interpretation. One of the most important issues appears to be the classification of moral sentiments. He divides them into social, neutral, and antisocial. The neutral sentiment - the so-called 'self love' forms the basis of acting in the best interests of oneself and as such it constitutes the foundations of the development of entrepreneurship. This can be transferred into an antisocial sentiment, i.e. selfishness. In such a case it has a devastating influence on economic activity, social life as well as public life. For this reason A. Smith shows the importance of the social emotion of sympathy understood as empathy and the acceptance of the behaviours that are acknowledged as proper. As the findings of his analysis clearly show, selfishness was the characteristic trait of the businessmen at that time, i.e. merchants and the owners of manufacturing plants. With reference to the works of A. Smith we should therefore identify and then describe all the psychological as well as economic mechanisms that in effect postpone or minimise the chances of the transformation of self love into selfishness, i.e. the activities based on rational economic grounds into the ones that are driven by mere greed. The interpretation of the issue presented in the article questions the conventional neoliberal interpretation. The latter reiterates that in the works of A. Smith the most important ones are the sentences taken out of the context that define the state as a night watchman and the market that is controlled by the invisible hand. The ethical analysis holds that in the opinion of A. Smith alone, one of the most fundamental problems of capitalism lies in the fact that self love should be realised within the boundaries set by the community. The Theory of Moral Sentiments is so vital then, in which he analysed sympathy, social sentiment, and selfishness, i.e. an antisocial emotion, along with 'n Inquiry into the Nature and Causes of the Wealth of Nations, in which he addressed the issue of collective selfishness.
The purpose of this article is to provide a detailed overview of the essential measures and regulations implemented by the European Union within the framework of its public policy on cybersecurity and make a comprehensive comparative analysis of the cybersecurity capabilities in E. U. Member States and their national strategies in this area. This article highlights multiple issues that should be the center of attention in regard to public policy on cybersecurity, which made it possible to evaluate the compliance of the existing 104 Zbigniew Chmielewski Studia z Polityki Publicznej regulations passed by the E. U. policy makers and the way it was approached. Based on the 2015 Software Alliance (BSA) survey and other available sources an analysis was made to evaluate the readiness of E. U. Member States to ensure security in cyberspace. Special attention was paid to "The Assumptions of Cybersecurity Strategy of the Republic of Poland", developed by the Ministry of Digitisation and published in February 2016.
This text aims to present the thoughts of Gilles Deleuze and Félix Guattari in the context of the relationship between the state, capitalism, and machines. Due to the multiplicity and rhizomatics that characterize the works of both French philosophers, the author also outlines the basic concepts important from the point of view of the discussed problem, such as abstract machines, devices, segmentation, deterritorialization, coding, axiomatics, rhizoma, micropolitics, and macropolitics. The perspective proposed in the works of Deleuze and Guattari escapes the well-known patterns of analysis in social sciences, which makes them an interesting look at the relationship between the state and capitalism.
The article aims to observe the purpose and subject of "public policy sciences" from the perspective of living space. The role of housing policy and settlement in this respect is at the core of the paper reasoning. It requires reflection on the relationships of social, housing and settlement policies, and their location on the background of other elements and disciplines of social sciences in the context of living. Public policy relations of a systemic, political, economic and social character, as well as of natural and ecological one, which complement the concept of sustainable development, are also discussed. This concept focused more than ever on a fair and decent habitation of successive generations, by substantially increasing the role of housing and settlement policy, highlights that the aim and subject of "the public policy sciences" is the living space.
Owing to current events in Belarus (political and social, including the economic crisis and the ongoing activities that are having a negative impact on the functioning of opposition movements), the country is becoming an arena of competition for influence. In the context of the subject of this analysis, rivalry, especially in terms of the influence of other states on Belarusian society, is of key importance. Science diplomacy may be a tool of competition for influence. The fact that science diplomacy can be both a tool with which to cooperate with other countries in the region and a tool of competition for influence is of key importance in analysing this problem. The scientific potential of the Belarusian community is also of interest to other countries, including Ukraine, Lithuania, and Germany. The effective and efficient implementation of science diplomacy activities towards Belarus is undoubtedly in line with the well-understood Polish national interest. The aim of the article was to conduct a political and legal analysis of the process by which Poland is using science diplomacy as a tool for influencing the scientific community of Belarus. Another research goal was to analyse the activities undertaken by two other countries in the region – Ukraine and Lithuania – with respect to science diplomacy. The article also aimed to analyse the formal and legal conditions related to the normative solutions used in the countries under analysis, enabling the undertaking and implementation of education by Belarusian citizens. The educational and scientific programmes offered to students and scientists from Belarus in Poland were also subject to legal analyses. The whole analysis is supplemented and concluded by an attempt to evaluate the effectiveness of the activities carried out so far.
The aim of this paper is to indicate a diverse nature of the issues investigated in public policy sciences, particularly emphasizing the importance of the health policy in explaining social reality. By resolving public problems, numerous needs of society, inter alia, health needs can be met. One of the sciences which explains social problems and public policy has an interest in is the health policy. Both the health policy and public policy have two dimensions, i.e. applicable and theoretical. In terms of 'applicable' one, active participation of all social life entities affecting awareness of developing health resources is vital. And in the theoretical one, as a science, health policy addresses theoretical problems related to satisfying health needs of individual and collective populations. However, in the existing definitions of the health policy, there is no reference to "health needs". One can only assume that this category is used intuitively as it is hard to imagine numerous activities and decisions taken without identifying the needs, so that the health system could meet them. Reverting to health policy in its practical sense it is crucial to teach the public responsibility for their own behavior towards health. Health education deals with the skills needed to care about health in an accountable and independent way. This kind of education plays an important part in the implementation of public policy since its task is not only to transfer knowledge, but also to develop skills to make informed choices and decisions and thus to shape a democratic society with an independent way of thinking. The applicable role of the health policy is to improve the management of the health sector. In this respect, the organization of the treatment process, which is to provide comprehensive medical care for patients and therefore to improve the existing relations of a public nature, is essential.
The following debate took place on March 22, 2019 at the Warsaw School of Economics. The content of the Study on Spatial Chaos report provided the framework for the discussion. Its authors estimated the cost of spatial chaos at PLN 84.3 billion per year. They indicated the main mechanisms leading to the occurrence of this phenomenon.
The subject of these reflections on the contemporary international relations is, on the one hand, sovereignty and, on the other, international security, and the analysis of the relationship between the system of collective security and the sovereignty of states in the context of sustainable peace and stability in the world. States have traditionally been tied to the idea of sovereignty. However, among the most characteristic features of the international relations of our time is the growing number of various types of threats originating in states (e.g. Iran, North Korea), in organisations or other entities (e.g. al-Qaeda). Security and sovereignty are two basic concepts most commonly discussed in literature and international legal doctrine. There are two reasons for that: (i) firstly, the main actors in international relations are states which are sovereign entities and the relations or cooperation between them is based on respect for the principle of that sovereignty, and (ii) secondly, the issue of safety is a key issue and a prerequisite for the performance of fully sovereign rights of these countries, necessary to ensure international cooperation and socio-economic development. This paper discusses the need to institutionalise legitimate use of force in global organisations as well as in their regional structures, and to rapidly and effectively manage situations and conflicts intercept to international peace and security. It also draws special attention to the role and place of international organisations in the maintenance of international peace and security both, at universal, and regional level. ; Przedmiotem niniejszych rozważań, dotyczących współczesnych stosunków międzynarodowych są z jednej strony suwerenność, a z drugiej – bezpieczeństwo międzynarodowe oraz analiza związku pomiędzy systemem bezpieczeństwa zbiorowego a suwerennością państw w kontekście utrzymania trwałego pokoju i stabilności na świecie. Państwa są tradycyjnie przywiązane do idei suwerenności, jednakże do najbardziej charakterystycznych cech stosunków międzynarodowych naszych czasów należy narastanie różnego rodzaju zagrożenia, zarówno ze strony państwa (np. Iran, Korea Północna), jak i ze strony innych podmiotów (np. Al-Kaida). Bezpieczeństwo i suwerenność to dwa podstawowe pojęcia w literaturze i doktrynie prawnomiędzynarodowej. Dzieje się tak z dwóch powodów: po pierwsze – głównymi aktorami w stosunkach międzynarodowych są państwa, będące suwerennymi podmiotami, a stosunki czy też współpraca między nimi oparte są w zasadzie na poszanowaniu owej suwerenności; po drugie – kwestia bezpieczeństwa jest podstawowym zagadnieniem i warunkiem niezbędnym do wykonywania w pełni suwerennych praw tychże państw oraz zapewnienia współpracy międzynarodowej i rozwoju społeczno-gospodarczego. W artykule tym poruszono również problem konieczności instytucjonalizacji legalnego użycia siły, zarówno w organizacjach ogólnoświatowych, jak i na gruncie struktur regionalnych organizacji międzynarodowych, aby szybko i skutecznie zarządzać sytuacjami i konfliktami zagrażającymi pokojowi i bezpieczeństwu międzynarodowemu. W artykule zwrócono również szczególną uwagę na rolę i miejsce organizacji międzynarodowych w procesie utrzymania pokoju i bezpieczeństwa międzynarodowego, zarówno na poziomie ogólnoświatowym, jak i regionalnym.
On July 9, 2021, the Republic of South Sudan celebrate the 10th anniversary of its independence. This study is an analysis of the functioning of South Sudan as a fullfledged member of the international community. We also analyzed the mistakes made by the government of this young country over the years of its independence and found out what consequences they led.
The subject of the study is the Bologna Process, its assumptions and course. The article contains an analysis of the Act on university education and science in order to indicate solutions for the harmonization in Poland under the Bologna movement. This movement is characterized as an example of European integration (harmonization) in the sphere of higher education, which was initiated by the Bologna Declaration of 19 June 1999. The main idea behind this declaration was the joint creation of the European Higher Education Area. The process initiated then goes beyond the scope of activities undertaken only by European Union governments. The analysis covers the following parts: The scope of the Bologna Process, Further European actors and the Sorbonne Declaration, The Bologna Process today, Implementation barriers was well as criticism.
