Does the occurrence of flood disaster increase the risk of communal conflict and if so, does trust in state political institutions mitigate the adverse effect? This study addresses these questions by studying the intervening effect of trust in local governmental institutions at a sub-national level. The effect of flood disasters on the risk of communal violence is expected to be contingent on peoples' trust that local political structures are able to address potential disputes between groups. Violent conflicts, in that sense, are neither inevitable nor directly determined by the occurrence of disasters. They largely depend on the context of a given society and political response to these external shocks. To test this expectation, the study uses survey data on trust in local state institutions in Sub-Saharan Africa from the Afrobarometer (2005–2018), combined with geo-referenced communal conflict and flood data. In line with theoretical expectations, results suggest that flood disasters are associated with communal violence only for administrative districts that are governed by distrusted local state institutions. Conversely, flood disasters tend to be negatively associated with the risk of communal clashes in the presence of highly trusted local government councils and (especially) trusted judicial courts. Changing model specifications and estimation techniques produces similar results. An out-of-sample cross-validation also shows that accounting for political variables, in addition to flood disasters, improves the predictive performance of the model.

Abstract In Colombia, political decisions related to the countryside preserve an unjust social order, maintaining inequities and obstacles to the well-being and life quality of farmers. In this scenario the Territorial Arrangement Planning of the San Nicolas Valley, in the East of the department of Antioquia, has generated a series of rural conflicts that accentuate the vulnerabilities of rural residents, threatening the agricultural tradition in this subregion. Thus, this study inquired about the perceptions of legality in the peasant population of the area. A descriptive-correlational study with non-probabilistic sampling was carried out, including 380 peasants, members of civic-rural associations of the San Nicolas Valley, evaluating in four scales: beliefs, values, knowledge of the law and perceived legality in the context. Statistical analyses were performed in SPSS v.22 software. The findings indicated significant relationships between the study variables. Despite the state abandonment of the proletariat to market forces in an area with socioeconomic imbalances, no determining link was found between low income and violation of the law.

Presenting an analysis of higher education in eight countries in the Arab Middle East and North Africa, Degrees of Dignity works to dismantle narratives of crisis and assert approaches to institutional reform. Drawing on policy documents, media narratives, interviews, and personal experiences, Elizabeth Buckner explores how apolitical external reform models become contested and modified by local actors in ways that are simultaneously complicated, surprising, and even inspiring. Degrees of Dignity documents how the global discourses of neoliberalism have legitimized specific policy models for higher education reform in the Arab world, including quality assurance, privatization, and internationalization. Through a multi-level and comparative analysis, this book examines how policy models are implemented, with often complex results, in countries throughout the region. The Meuse is an international river that has been used by man for centuries and it is still the main source of drinking water for large cities in Belgium and the Netherlands. In fact, water quantity and quality have been a major issue between the various riparian countries and political regions. Many kinds of data have been generated in the past decades on various aspects of the river: (a) hydrology for the need of predicting and controlling floods; (b) water chemistry in the context of water pollution assessment and control; and (c) biology and ecology for water quality assessment and studies on aquatic biodiversity community dynamics and ecosystem function. ; Peer reviewed

Cell membranes are integral to the functioning of the cell and are therefore key to drive fundamental understanding of biological processes for downstream applications. Here, we review the current state-of-the-art with respect to biomembrane systems and electronic substrates, with a view of how the field has evolved towards creating biomimetic conditions and improving detection sensitivity. Of particular interest are conducting polymers, a class of electroactive polymers, which have the potential to create the next step-change for bioelectronics devices. There are currently no standards regulating the amount of microplastic in wastewater, and the question is, should there be? Answering this question requires an understanding of damages microplastic causes to the environment and its removal potential from wastewater. This paper examines the cost-effectiveness of three wastewater treatment (activated sludge, rapid sand filtering and membrane bioreactor) and two sludge management technologies (anaerobic digestion and incineration), in terms of their microplastic removal capacity regarding aquatic and terrestrial ecosystems. We find removing microplastic from wastewater technically feasible and cost-effective. Membrane bioreactor with sludge incineration preventing removed microlitter from accumulating in soils is the most cost-effective option. This gives grounds for extending government regulation to microplastics in wastewater treatment plants. Policy targeting companies using microplastics in their products is, however, necessary to solve the problem ultimately. ; Peer reviewed

Chantal Mouffe's is presented as one of the leading theoreticians of the radical left, as a disciple of Carl Schmitt and as a resolute opponent of the liberal tradition. However, according to the her own admission, Chantal Mouffe is more in the "social democratic" camp than in the "radical left" camp, she marks a fundamental difference with regard to Carl Schmitt and she claims her attachment to the liberal ideal. Starting from these discrepancies, this article defends the idea that Chantal Mouffe's thought is perceived as more radical than it really is. Reliable tree height-diameter (H-D) allometric equations are a key tool for the estimation of forest productivity and Above Ground Biomass (AGB). Most existing H-D allometric equations developed for the tropical region are based on large-scale multi-species datasets, and their use to derive information on productivity and AGB at the species level is prone to uncertainties. The single-species H-D allometric equations available are mainly focused on monocultures or stands with simple tree species mixtures and did not account for the site effects. Here we measured the height and diameter of 2,288 trees of the emergent tree species Pericopsis elata (Harms) Meeuwen in the Democratic Republic of the Congo (DRC) and in Cameroon. We first examined how accurate multispecies H-D allometric equations are in predicting the total height of P. elata. We then tested whether single-species H-D allometric equations vary between sites. We developed the first H-D allometric equation of P. elata and tested whether and how stand-level and environmental variables induce changes in H-D allometric relationship of P. elata at the regional level. We additionally evaluated whether tree-level variables are important at the local level where climate and stand development stage are expected to be less variable. We found that pantropical, regional and local H-D allometric equations significantly underestimate the total height of P. elata. The local multi-species H-D allometric equation developed for Yangambi showed the highest underestimation in all the studied sites. This result supports the need for an H-D allometric equation specific for P. elata. The species-level H-D allometric equation developed showed significant underestimations for trees from the disturbed and undisturbed forests in DRC, while overestimations were observed for similar sites in Cameroon. Using a mixed-effect H-D allometric equation, we showed that even within a single species, a substantial variation exists between sites. This variation showed to be driven by the differences in the maximum asymptotic height (Hmax) between sites. We found that P. elata trees are taller and attain higher Hmax in DRC than in Cameroon. The basal area showed to be a significant covariate accounting for the site effects at the regional-scale where climate variables showed minor effects. However, at the local-scale, none of climate or stand variables showed to be significant. Local-scale variation showed to be associated with differences in light availability, highlighting the potential of management options that shape the local environment in driving species productivity. ; Peer reviewed
