Analisa a aplicabilidade e uso da etnografia como metodologia para explorar a pesquisa na área da Ciência da Informação. Como pesquisa teórica objetiva resgatar na literatura da área, o reconhecimento da etnografia como forma metodológica na construção científica, a partir de reflexões sobre este método de pesquisa no reconhecimento de valores subjetivos e permitir um olhar crítico sobre a pesquisa no campo da Ciência da Informação. Reconhece o valor desse método para o estudo de um contexto multicultural, entendendo a cultura da informação sob uma perspectiva emergente na área em estudo, cujo aprofundamento requer valores e instrumentos antropológicos coerentes com as diversas áreas interdisciplinares que compõe o campo científico da informação. A pesquisa explora a literatura, acolhendo dados para uma análise interpretativa do discurso de diversos autores, desta forma visa uma reflexão que priorize a representação qualitativa do conhecimento. Na conclusão apresenta as diversas evidências da importância da cultura, agregada implicitamente na construção de uma informação, e que conseqüentemente irá gerar um novo conhecimento, sendo assim, reforça o adequado uso da ferramenta etnográfica para melhor explorar a temática. Também apresenta recomendações de continuidade na perspectiva desse estudo sob diversas diretrizes, que poderão trazer contribuições significativas para esta área do conhecimento.

The aim of this research is to analyze the concept of reading in the mainly official documents that subsidize the practice of readingin the school context.The work is guided on the assumptions of Applied Linguistics about reading,about dialogical conception of language and research developed in Brazil under this line.Firstofall, it ispointed out theassumptionsaboutReading showed in thenationaldocuments: Parâmetros Curriculares Nacionais do Ensino Fundamental (BRASIL, 1998) and Parâmetros Curriculares Nacionais do Ensino Médio (BRASIL, 2000); after, theideaspresentedbystatedocuments: Referencial Curricular do Ensino Fundamental das Escolas Públicas do Estado do Tocantins (TOCANTINS, 2009a) and Proposta Curricular do Ensino Médio (TOCANTINS, 2009b). The results of the documentary research show that, in general, in the official documents there is the interactive concept of reading, since reading is conceived as a process that enables dialogue between author, text and reader, contributing to the formation of the critical reader.
L'article se penche sur la "participation" des populations à la régulation des techno-sciences et des techno-produits qui arrivent sur les marchés et affectent les modes de vie, l'environnement ou la santé. Une double thèse y est développée. La première conduit à la nécessité de réfléchir aux moyens de défendre et protéger celles et ceux qui interrogent les pratiques techno-industrielles (quant à la sécurité des systèmes mis en oeuvre par exemple) ou qui questionnent les certitudes académiques (lorsque celles-ci légifèrent trop vite sur des questions en jeu dans l'espace public). La deuxième thèse propose de placer la question de la participation dans des perspectives politiques et économiques plus vastes, en lien aux univers des marchés et de la politique professionnelle. Une conclusion majeure est que la participation est toujours invoquée formellement mais qu'on tend en pratique à réduire son usage aux cas exceptionnels où la bataille publique fait rage et ne peut être évitée ; dans les autres cas, on la contourne en la remplaçant par exemple par l'éthique instituée en comités – comités fermés mais censés "représenter la Société Civile", capables d'agir vite et, s'ils sont bien choisis, dans la bonne direction. On passe ainsi d'une régulation par la loi et le droit d'une part, des procédures participatives ouvertes de l'autre, à des formes de régulation fermées et ad hoc permettant la mise rapide sur le marché de nouvelles technologies. ; The article focuses on the "participation" of the populations in the regulation of techno-sciences and techno-products that get to the market and affect the way of life, the environment or health. In this case, a double thesis is developed. The first leads to the need to reflect on the means of defending and protecting those who challenge techno-industrial practices (for example, regarding the safety of the implemented systems) or those who question academic certainty (when these legislate very fast on issues at play in the public sphere). The second thesis proposes to place the issue of participation in wider political and economic perspectives, in relation to the market and professional politics. In the end, it is realized that participation is always formally invoked, but, in actual fact, the trend is to reduce participation to exceptional cases where the public struggle is violent and cannot be avoided; and in other cases it is sidestepped or forgotten, being substituted by ethics instituted in committees – closed committees, but supposedly "representing Civil Society", able to move rapidly and, if well chosen, in the right direction. Thus, going from one regulation by the law and by rights, onone side, and participative processes, on the other, to closed and ad hoc forms of regulation allowing for the fast introduction of new technologies in the markets.

In the scenario of Brazilian Higher Education Institutions, the justifications for dropout or permanence of students vary according to the school and its courses, given their peculiarities, as well as those of their students. However, studies and governmental actions on school dropout are still scarce, which shows the lack of innovation on this topic. Thus, the general objective of the present work is to evaluate the perception of graduates and student dropouts in relation to their undergraduate courses in the areas of Agricultural Sciences and Humanities, from the Experimental Campi of the São Paulo State University (UNESP), Brazil. Specifically, it is intended to show a methodological procedure that can identify which specific elements have influenced the students' decision to evade or to stay in the referred courses. Thus, a survey was carried out through a structured questionnaire with 40 multiple choice sentences, which was applied by email and through social networks to a probabilistic sample of 243 respondents. Finally, the multivariate clustering analysis associated with testing nonparametric hypotheses was used to verify the existence of a difference between the perceptions of graduates and dropouts that indicated influence on their decision. The results showed that, in general, graduates and dropouts have positive perceptions regarding the chosen course, as well as with respect to the general infrastructure conditions of the campi. For two courses, one in each area, significant differences were observed between the perceptions of graduates and dropouts, with mainly intrinsic characteristics related to students and their well-being, such as identification with the course; motivation and persistence to achieve the objectives; personal and / or family health and stability; and socio-academic integration with other students were those that directly or indirectly interfered in decision-making. ; No cenário das Instituições de Ensino Superior brasileiras, as justificativas para evasão ou permanência discente variam de acordo com a instituição e os cursos, dadas as suas peculiaridades, bem como as de seus estudantes. Entretanto, ainda são escassos os estudos e ações governamentais acerca da evasão escolar, o que mostra a falta de inovação acerca desse tema. Assim, o objetivo geral do presente trabalho consiste em avaliar a percepção de egressos e evadidos acerca dos cursos de graduação das áreas de Ciências Agrárias e de Humanidades dosCampiExperimentais da UNESP. Especificamente, pretende-se evidenciar um procedimento metodológico que possa identificar quais elementos pontuais têm influenciado na tomada de decisão dos discentes de evadirem ou de permanecerem nos referidos cursos. Para tanto, foi feito um levantamento (survey), por meio de questionário estruturado com 40 sentenças de múltipla escolha, que foi aplicado pore-maile pelas redes sociais a uma amostra probabilística composta por 243 respondentes. Por fim, a técnica multivariada de análise declustersassociada a testes de hipóteses não paramétricos foi utilizada para verificar a existência de diferença entre as percepções de egressos e evadidos que indicasse influência em sua decisão. Os resultados mostraram que, de maneira geral, egressos e evadidos apresentam percepções positivas quanto ao curso escolhido, bem como com respeito às condições de infraestrutura geral doscampi. Para dois cursos, um em cada área, foram observadas diferenças significativas entre as percepções de egressos e evadidos, sendo que principalmente características intrínsecas relacionadas aos discentes e ao seu bem-estar, tais como, identificação com o curso; motivação ou persistência para concretizar os objetivos; saúde e estabilidade pessoal e/ou familiar; e integração socioacadêmica com outros discentes foram as que interferiram direta ou indiretamente na tomada de decisão.

The STS movement, which emerged in embryonic in the middle of last century and made over the decades, remains relevant to the society we live in. Thus, it is recurrent the need for a participation of this society in the direction given to the scientific and technological activity, demanding more democratic decisions. In this sense the research is based on the questionings: what is the characterization of educational practices carried out in STS field in Basic Education and in teacher training?; And, as has been the participation of society in scientific and technological development? As objectives, we seek: (i) identify which subjects have participated in decision-making on scientific and technological development, and how; (ii) analyze data referrals in respect of educational practices STS; (iii) to investigate whether the STS assumptions are advancing the Academy to implement educational practices; (iv) to point out horizons for Science Education in the perspective of curricular settings guided by the constitution of a culture of participation. It is a bibliographical research whose methodology was the Discursive Textual Analysis, composed of unitarization, categorization and communication. The corpus of analysis emerged four categories: 1) Limitations practices STS implemented; 2) Methodological aspects of practicas STS; 3) Social participation in the development of ST in classrooms; 4) Justifications for insertion of STS practices.

State educational services suffered a plague of privatisation during the 1980s and 1990s, inspired by the neoliberal hegemony of the time. This article looks into what contribution education can make to the construction of an informed, and participative democracy. The teaching of science and technology needs to be based on principles of justice and equality, and, to ensure that all have equal opportunity to reach the highest levels, should be public, free and of high quality.
O artigo enfoca, pela óptica do direito econômico, as influências das políticas econômicas privadas (basicamente do capital transnacional) e dos entes internacionais sobre as políticas econômicas públicas, especialmente as realizadas pelos Estados em desenvolvimento. Enfatiza a mutação do neoliberalismo de regulamentação para o de regulação como exigência dos poderes econômicos privados, identificando entre os seus resultados o enfraquecimento do Estado e a descrença na democracia. E, ainda, defende a existência de espaços para a execução de ações econômicas endógenas por parte dos Estados Nacionais, a fim de viabilizar a eficácia de suas Constituições econômicas e suprir as carências de seus povos. ; This paper deal with, by Economical Law view, the effects of private economic policy, essentially of foreign capital, and the international organizations above the public economic policy, mainly that politics performed by the development nations. The notion of 'epistemic community' is crucial for the characterization of observability, a cornerstone for Bas van Fraassen's constructive empiricism. As a matter of fact, 'observable' is, to him, a short for 'observable-by-us'. In this work, it will be shown that the alleged rigidity of the author of 'The Scientific Image', apparently not very keen to admitting changes in the epistemic community (constituted - according to him - by the human race), is actually an assumption of modesty and good judgment; it means recognizing that scientific enterprise is just a human activity, among many others.
ABSTRACT Introduction: This article analyzes the issue of Capacities for the implementation of public policies. The article examines the concepts of state capacity, policy capacities and policy work to analyze the role of bureaucratic roles in the implementation process. The article criticizes the concept of state capacities and advocates a perspective that the analysis of capacities should be focused on the performance of agents for the fulfillment of public policy functions. Materials and methods: Based on a survey analysis with agents of civil service bureaucracy, the article lists the central capacities for the performance of functions necessary for the implementation of public policies. Results: The theoretical finding is that capacity analysis should consider the role of individuals in the performance of policy functions and the organizational context in which they are embedded. Discussion: This article contributes to the literature on bureaucracy and governance in Brazil.KEYWORDS: State Capacities; Policy Capacities; Policy Work; Public Policy; Civil Service.
