Despite significant institutional changes and refinements since its creation in 2004, the ENP(European Neighborhood Policy) remains a major tool available to the EU for providing incentivesfor reform and stability in non-member states through the diffusion of its norms and rules.Earlier studies, drawing on the Europeanization conceptual framework, have been mostly concernedabout how and by which mechanisms compliance with EU rules takes place, rather thanfocusing on whether and to what extent it occurs. By contrast, this article assesses the actorness ofthe EU in three countries of the South Caucasus (Georgia, Armenia and Azerbaijan), viewingactorness as composed of three dimensions – capability, opportunity, and presence – enabling andconstraining the aspirations of the EU to be an international actor in the South Caucasus.
Das politische Wirken Gunnar Myrdals zwischen 1943 und 1947, insbesondere aber seine Zeit als schwedischer Handelsminister ab 1945, die mit seinem Rücktritt im Zuge der Währungskrise 1947 endete, gilt nach allgemeiner Auffassung als gescheitert. Der folgende Artikel analysiert Myrdals politische Leistungen in einem breiteren Gesamtzusammenhang und kommt zu dem Ergebnis, daß Myrdals Schicksal weitgehend umbewertet werden muß. Persönlich scheiterte er zwar an Widerstand und Unverständnis innerhalb der Regierung sowie taktischen Manövern der bürgerlichen Opposition. Seine fachliche und politische Weitsicht jedoch bestätigte sich nicht nur in der Währungskrise 1947, die er zunächst zwar durch von ihm selbst mitgetragene Beschlüsse mitverursachte, vor allem aber dann als erster zu korrigieren versuchte, sondern auch im Erkennen des sich anbahnenden Ost-West-Konflikts und den sich daraus ergebenden außenpolitischen Konsequenzen für Schweden sowie in seiner wegweisenden Unterstützung makroökonomischen Wachstums in der Wirtschaftspolitik.
The European Union (EU) has for a long time had ambitions to achieve some form of 'Strategic Autonomy', often understood as a capability to conduct security pol- icy independent of the United States. With the EU's Global Strategy (EUGS) from 2016, this objective, albeit without a clear definition, is part of the public EU strat- egy. This new level of ambition places high demands on the independent intelli- gence capacities for the member states as well as for the EU at the collective level. at national level as well as for the EU at the collective level. As the world moves towards multipolarity and the geopolitization of the economic sphere, the ambi- tion for strategic autonomy has a broader meaning, such as the ability to conduct an independent trade policy or to choose a supplier of 5G infrastructure. In light of this, this article aims to analyse strategic autonomy as a security policy objective and the various intelligence needs it raises. We analyse autonomy in three different functions, or areas of application: political autonomy, operational autonomy and industrial and digital autonomy. We will then make an overview of how these needs currently are meet and how additional intelligence capacity could be created.
It is rather often assumed that Swedish foreign policy debate is largely characterized by consensus and that foreign policy goals often are material (for example security or economic welfare). Despite this, it is possible to identify disagreement among political parties about ideological goals – i.e. the promotion of values – in Swedish foreign policy debates. This raises questions about the nature and importance of these ideological goals in such debates. To study this closer I investigate foreign policy debates about the military conflicts in Vietnam and Iraq. The purpose of the dissertation is to describe and explain the content and relative importance of the ideological goals expressed by Swedish parliamentary parties in both party and public arenas. Four parties are included in the study: the Left, the Social Democrats, the Liberals and the Conservatives. The theoretical framework is made up of two main parts. First, I develop a classification scheme to identify and sort the goals found in the empirical material. This scheme includes four goal types: ideological, security, economic, and other. Second, insights from literatures on foreign policy and the behaviour of political parties are used to analyze the content and importance of ideological goals. The research design used in the dissertation is comparative case studies. The empirical material is composed of documents from the internal party arena (meeting minutes, congress material, etc), the parliamentary arena (debate material) and the official arena (press material). The material has been analyzed mainly qualitatively with the help of ideational and argument analysis. In order to estimate the relative importance of ideological goals quantitative content analysis has also been used. As regards the content of ideological goals during debates about Vietnam, the empirical results show all parties discussed the promotion of humanity, democracy and states' rights to national independence. In the Iraq conflict, all parties expressed goals about humanity, human rights, internal security/safety, democracy and states' rights to national independence. Beyond these goals, individual or a few parties also expressed other ideological goals. However, a central result is that the parties have linked the ideological goals – which they often agree about – to different ways of reasoning. The empirical analysis also revealed that ideological goals have generally been more important than other types of goals (with the exception of the Conservative Party in the debate about Vietnam). Regarding developments over time, the importance of ideological goals was unchanged for the Social Democrats and the Liberal Party. For the Left there was a slight decrease, and for the Conservatives a significant increase. The overall conclusion about what explains the content and importance of ideological goals in the foreign policy debates studied here is that explanations at the systemic level are inadequate. Variables like the international political structure (polarity) and institutional mechanisms in the EU and the EU's Common Foreign and Security Policy had little explanatory power. Instead, explanations like type of foreign policy issue, party ideology and party strategy were more useful. Differences in parties' fundamental ideological views were also discussed as an important source of difference as regards the positions and arguments that expressed ideological goals.
The 2016 American presidential election has been described as 'a race like no other', with reference to the tone and nature of the campaign and the stark contrast between the policy platforms of the two main contenders, as well as the unusually high stakes involved for America, the transatlantic link, and beyond. The analysis contained in this memorandum discusses the foreign, security and defense policy platforms of Hillary Clinton and Donald J. Trump, the leadership styles of the two main candidates, and their respective approaches to transnational alliances and partnerships. In each of three areas of comparison Clinton emerges as the markedly more predictable, more competent and better prepared contender, also reassuringly focused on strengthening ties to close allies and partners in the coming years. From the vantage point of the global order, international trade, security and stability in Europe and the Baltic Sea region, Sweden is therefore significantly more likely to benefit from a Clinton presidency than from an administration led by Trump, and might even be in a position to forge closer ties to the United States in the realm of foreign, security and defense policy following a victory for the Democratic Party candidate on 8 November.
Participatory processes are becoming widely established in areas such as policy and planning. They promise to achieve more inclusive, sustainable, and democratic outcomes. However, this is often only an ideal that is not achieved in reality due to dynamic power relations that shape planning practice in various forms. Moreover, planning contexts differ between countries, producing different power dynamics that affect participatory processes. Planners have an essential role in identifying and facilitating different power relations, so their role is often linked to guiding participatory planning processes towards more balanced outcomes. Yet, the issue of power is insufficiently addressed and analyzed in the planning literature of the Global North and the Global South. To contribute to the discussion on power in participatory planning in the Global South and beyond, this study investigated how planners understand and experience power in Latin America. Therefore, interviews with planners from Argentina, Bolivia, and Colombia were conducted. Their practice stories were analyzed by drawing on the framework of the three dimensions of power. After being introduced to the three dimensions of power, they could relate to the second and third dimensions of power to varying degrees through their practical experience. The planners' practice stories illustrate how power can be exercised differently in the three dimensions and in the interplay of these dimensions in participatory planning processes. The practice stories make less visible power exercises in the second and third dimensions in planning practice more visible. Thus, they provide practical examples for planners that can promote reflection and understanding of how power works in practice. Furthermore, the findings point to the importance of looking beyond the formal, invited spaces of participatory planning processes and considering exercises of power that take place outside of planning processes. During the 2000s, Sweden has pursued an active foreign and security policy. This has meant participation in several international military operations and has left many Swedish soldiers and officers with combat experience. Thus, the Swedish parliament decided in 2010 on a political reform of the veterans area, with more extensive societal support, war decorations to express the government recognition of personal sacrifices made in the service and a new medal for courage in combat. Considered as a reward system, it functions as an immaterial and emotionally established incentive, in contrast to the financial and bonus reward systems that are otherwise common. From a governance perspective, this setting is fundamentally interesting. The complexity of military operations and the demands for efficiency in armed combat are in contrast with the democratic state's need to guarantee the rule of law, even from a distance and under difficult conditions. Traditional government is not sufficient because the situation is characterized by high contextual uncertainty and therefore requires more situational adaptive control. Organizing in a professional model implies autonomy for military officials, and this means that there is a form of gap in terms of civilian control. In the dissertation, a concept and an analytical model are formulated to understand this phenomenon, entitled soft norm governance, that also form one of the main results. The model combines four levels of analysis to describe the dynamics of the steering mix: organizational metagovernance, rule control, policy work and professional ethics. One conclusion is that professional ethics has a two-way function in the chain of implementation steering, both as a decisive factor for concrete decision-making, but also as an objective for the government's soft norm governance. Thus, this control gap does not mean absence of control, but that other value-based norm systems govern our actions. In this way, soft norm governance also reaches beyond the scope of the law. The theoretical framework is metagovernance, the idea that the modern state is steering at a distance and with subtle methods, such as by organizational measures. It opens for the importance of soft law, social norms and ethics in governmental steering. The case study of the veterans policy and medal of courage contributes empirically to the specification of these theories. Furthermore, new institutionalism adds an explanatory value with a rationality of action for the officials, a so-called logic of appropriateness based on the professional role and on adaptation to the situation at hand and to applicable rules. Theoretically, the thesis contributes by supplementing with a logic of values, which takes into account the profession's ethical and moral rationality of action, which is particularly important in situations such as armed conflict. The methodological approach combines a structural statistical perspective with a qualitative and understanding-oriented perspective and can, with the support of the analytical model, illuminate both pattern and function. The material base is a total selection from the medal preparation of eight contingents in Afghanistan during the years 2008-2012, i.e. FS16-FS23. It consists of the archive material from the nominations as well as in-depth interviews with responsible commanders at the international units and at the national headquarters, including the Commander-in-Chief.
The starting point for this analysis is that there is no 'business as usual' when considering the consequences of the Brexit referendum: there is either the question 'if Brexit?' or the question 'if-not Brexit?' because there is no turning around or comfortable retreat to established positions. Starting with an analysis of the British debate this 'policy-brief paper' looks at the consequences of the Brexit referendum for transatlantic security relations and in particular the consequences for Sweden. The most important arguments are, in brief: (1) That the value conflict inherent in the British debate, essentially between Eurosceptic nationalism and pro-EU integrationism, is mirrored in several European nations and remains a challenge to the EU; (2) that while Britain remains a European power regardless of the outcome of the referendum, the British geo-political outlook is differs from that of other European nations and will have to be taken into account when considering transatlantic security relations; (3) that NATO is likely to be even more important if Britain leaves the EU but that a strengthening of NATO's European pillar is likely regardless of the outcome of the referendum, among other things because of US demands on European nations to improve their military capacity; (4) that Sweden in the case of Brexit is likely to lose influence over the development of European security cooperation in general but might nevertheless be able to gain in influence mainly as a result of Sweden's geo-strategic position. ; Rapport inom ramen för "Transatlantisk säkerhet" som ingår i Forskning för regeringens behov (FORBE)
Biodrivmedel blev efter millennieskiftet en alltmer prioriterad energikälla för EU och ansågs kunna stävja både klimathot och energissäkerhetsproblem samtidigt som drivmedelsproduktionen skulle gynna sysselsättningen i jordbruket. EUkommissionen formulerade 2007 ett mål om att ersätta 10 % av transportenergin till biodrivmedel. Snabbt uppkom dock en strid mellan en grupp av aktörer (miljörörelse och livsmedelsindustri) som såg biodrivmedelssatsningen som ett hot mot både miljön och livsmedelssäkerheten medan en annan grupp bestående av företrädesvis biodrivmedelsintressenter såg det som viktigt att behålla och utveckla EU:s mål för att rädda både klimat och miljö. Motsättningarna som uppkommit väcker frågor kring vilka logiker som legat bakom detta. Avhandlingens syfte är att analysera EU:s biodrivmedelspolicy, vilka aktörer och nätverk som har format denna process, vilka problem och lösningar som dessa aktörer och nätverk argumenterat för i processen, samt hur de har agerat för att mobilisera stöd för sina ståndpunkter. Detta har kopplats till teorier om nätverksstyrning, förekomsten av utlösande händelser i policyprocessen, resursberoende i nätverksmodellen samt på vilket sätt managementteori utövat inflytande. Metoden har varit att utifrån dokumentstudier rekonstruera det historiska förloppet och de aktörer som medverkat i processen. Avhandlingens visar att en förhållandevis liten grupp aktörer har haft ett stort inflytande över policyprocessen från det att problemen som biodrivmedel var satta att lösa definierades i slutet av 80-talet till det att hållbarhetsstandarder utvecklades och implementerades. Dessa aktörer har funnits i policynätverkens kärna och har som ett av sina centrala mål velat utarbeta globala regelverk för råvaruhandeln. De miljöorganisationer som medverkat i processen har genom resursberoenden till stor del varit underordnade denna grupp. Processerna har innehållit ett stort inslag av strategisk planläggning men även utlösande händelser som klimat- och livsmedelskriser har varit viktiga för att motivera politiska beslut. ; Biofuels became a prioritized energy source for the EU in the new millennium. It was believed that biofuels would suppress both climate change and problems with energy security, and would simultaneously benefit agricultural employment. The EU Commission decided in 2007 that 10 % of the energy used in transportation would be replaced by biofuels. This was, however, soon criticized by a group of actors (environmental associations and the food industry) that saw the biofuels initiative as a threat to both the environment and food security. The biofuels proponents, on the other hand, argued that it was important to maintain and develop the EU's biofuels objectives to save both the climate and the environment. These contradictions raised my interest to understand and analyze the logics that lie behind these different perspectives on the same issue. The aim of this thesis is to analyze the EU's biofuels policy, which actors and networks shaped this process, which problems and solutions these actors and networks put forward in the process, and how they have acted to mobilize support for their positions. Theoretically, I have applied theories on policy networks, the occurrence of triggering events in the policy process, resource dependence between actors and networks, and how management theory can be used to understand how policy develops. The main results are that a relatively small group of actors has had a strong influence on the policy process. These actors have been at the core of the policy community. The environmental organizations involved in the process have been subordinate to this policy community through resource dependencies. One actor network was formed that wanted to increase the amount of biofuels, while another was formed to protect the forest and soil from heavy exploitation. It took over 20 years before these contradicting efforts collided. This thesis concludes that the process contained large elements of strategic planning and that triggering events such as climate and food crises have been important to justify political decisions.
Antimicrobial resistance (AMR) is one of the biggest threats against public health in the world. Antimicrobial substances are used within all different sectors and contribute to development of AMR. Global action against irresponsible use of antibiotics and further development of AMR has been of great concern in the last years and risk factors are being pointed out. Low- and middle-income countries (LMICs) have a precarious role in the matter. Insufficient health care systems, poor law enforcement and, high accessibility of over-the-counter drugs (OTCs) are contributing to the unregulated use of antibiotics. Poorly developed surveillance programmes make it hard to correctly analyse the situation of both antimicrobial use (AMU) and AMR. Bangladesh, like its neighbouring countries, faces a lot of challenges regarding public health. One of the major concerns related to public health is access to safe food. Food products can be contaminated with toxins, chemical substances, and microbial organisms, including AMR-bacteria. Furthermore, national programmes for surveillance of AMU and AMR are inadequate. In this study, data from previously done field studies by Bangladesh Livestock Research Institute (BLRI), Bangladesh Food Safety Authority (BFSA), International Livestock Research Institute (ILRI), and International Food Policy Research Institute (IFPRI) and newly collected information from interviews were put together to analyse the AMR situation in Bangladesh. Sampling of food products (tomato, chicken, fish) from traditional markets and supermarkets was done at three locations representing rural, peri-urban, and urban areas from November 2018 to June 2019. Samples were tested for prevalence of Salmonella spp, Escherichia coli, Vibrio cholerae. Samples positive for bacteria were tested for antimicrobial susceptibility through disc diffusion test. As a supplement to the analysis of samples, questionnaires to the vendors of the food products were made to provide background information. During 2020, statistical analysis of previously collected data and interviews with stakeholders working with AMR was made. The interviews aimed to serve as baseline information about current conditions regarding AMU and AMR. 320 cultivations of 1589 (20.1%) were positive for bacterial prevalence. 319 of these were tested for antimicrobial susceptibility where 203 (63.6%) were found to be multidrug-resistant (MDR) (resistant to three or more antibiotic groups). Furthermore, interviews with stakeholders stated that surveillance of AMU and AMR in Bangladesh is inadequate, especially within the animal and agriculture sector, and that a one health approach on a government level is needed to improve the situation. To be able to fully analyse the AMR situation in Bangladesh, a nation-wide study would need to be conducted, within all sectors, including both AMU and AMR testing.
Smallholder farmers are defined as key actors in the implementation of Agenda 2030, based on their importance for food security and poverty reduction, particularly in Sub-Saharan Africa. This is also true for South Africa, where smallholder farming has attracted considerable policy attention in an attempt to break the trend of rural poverty and the legacy of the apartheid era. One issue of concern is the long-term decline in arable production in fields, reflecting a wider trend of de-agrarianisation among peasantries and smallholders all over the world. In South Africa this withdrawal from field cultivation is compensated to an extent by intensification in garden cultivation. This thesis explores how smallholders perceive the role of these two different crop cultivation practices in their daily lives. The empirical data were collected during an ethnographic field study in rural South Africa in early 2020 using a variety of qualitative research methods. Drawing on the theoretical concepts of lifeworld and system world together with perspectives of livelihoods, the study shows that household agricultural production is being downscaled, with most households prioritising the continuation of garden cultivation. Garden cultivation draws upon capabilities that most households can access and is viewed as a taken-for-granted activity within the lifeworld of smallholders. Field cultivation emerges as a deliberate choice made by households who are able to access sufficient family labour and financial capital. Furthermore, arable production in fields is based on long-term experience of government involvement, resulting in a commonly shared view that a government presence in field farming is something to be expected even today. It would appear that this commonly shared view enables agricultural projects and certified seeds to be introduced that are disembedded from smallholders' local conditions, mirroring a policy belief in a New Green Revolution for Africa. This finding suggests that garden cultivation can serve as an example of crop cultivation that is attuned to local conditions, indicating the direction smallholders could take if they are to fulfil their role as promoters of sustainable development in line with Agenda 2030.
The relationship between politicians and civil servants is ambiguous and potentially problematic in democratic terms. The aim of the thesis is to examine this relationship in the Swedish core executive, Regeringskansliet. More specifically, the analysis emphasises the respective role expectations of the two groups when interacting with each other. The thesis is based on two extensive qualitative interview studies with politicians and senior civil servants, one carried out in the early 1980's and one undertaken more recently. Hence it also offers an opportunity to analyse whether these expectations have changed or remained stable during the last decades. The findings reveal that the role expectations of politicians and civil servants to a high extent correspond, and have remained relatively stable over time. The relationship between politicians and civil servants is based on norms such as (conditional) trust, delegation and yet relatively close interaction. If so, politicians are unloaded by the civil service in order to handle their external responsibilities. Although relatively informal, a passive hierarchy of roles ensures the superiority of politicians and more specifically of the minister. Civil servants adapt to roles taken by politicians, although providing guidance to the politicians on how to behave in office. The division of labour is not based on the different tasks performed in the policy-making process. Instead, politicians assume responsibility for all actions and decisions – also those undertaken by the civil servants – within the ministries, while civil servants offer politicians protection and security. Taken together these results indicate that the institutionalised norms that surround the relationship between politicians and civil servants are highly powerful. Nevertheless, the thesis also reveals tendencies towards a departure from these norms, suggesting that this relationship is to some extent fragile and exposed to various attempts at reform.
It is argued that political-administrative organizations are becoming increasingly complex with more horizontal governance required. In Swedish municipal administration, there is a group of administrators assigned the task of monitoring and promoting strategic topics that should be integrated horizontally within the organization. Examples of strategic topics are sustainability, safety/security, diversity, children/youth, public health, human rights, and gender equality. In the thesis, these administrators are called cross-sector strategists. The purpose of this dissertation is to explore how cross-sector strategists become a part of the political-administrative organization when representing, enacting, and reflecting on values in the undertaking of their formal posts. They are situated between the tradition of vertical governance, with formal procedures and hierarchy as its foundation, and the tradition of horizontal governance, with informal networks and deliberation as its foundation. Previous research has shown that this is likely to give rise to value conflicts, and the question is if cross-sector strategists experience value conflicts, and if so, how they cope with them. The cross-sector strategists are studied in this thesis from the perspective of situated agency – focusing on both the contextual expectations of the cross-sector strategists and on their internal reflections to solve value conflicts – in order to explore their process of becoming a part of the local government administration. A mixed-methods design is applied, containing analysis of job advertisements for cross-sector strategists, public managers, and social workers; in-depth interviews with cross-sector strategists; and a survey of professional networks for cross-sector strategists. The results show that cross-sector strategists are subjects to ambivalent and often-contradictory contextual expectations. Cross-sector strategists use the ambivalence of their work for their strategic purposes, and such ambivalence allows them to reframe their topics, their methods, their arguments, and their identity according to current situation in order to increase the impact of their assigned topics and diminish the inner conflict of wanting to be both a responsive bureaucrat and an active lobbyist. Combining these two dedications requires them to be highly reflexive and flexible actors. The outcome of cross-sector strategists' coping with value conflicts can be interpreted in two ways: 1) as if the cross-sector strategists are a formal tool to safeguard crucial democratic and ethical values due to the cross-sector strategists' method of sneaking the strategic policy areas into the organization. Or 2) as a to democracy risky administrative behavior in the long-term due to the disguising of value conflicts and diminished possibilities to process these value conflicts
There is no doubt now that energy is fundamental to our development. Global energy trends such as higher energy demand and prices, big differences across regions, structural changes in an oil and gas industry increasingly dominated by national companies, the prospect of irreversible climate change, as well as demand for energy security all highlight the need for a rapid transition to a low-carbon, efficient and environmentally benign energy system. The search for energy alternatives involving locally available and renewable resources is one of the main concerns of governments, scientists and business people worldwide. As researchers tackle problems according to global trends, an overwhelming body of research focusing on bioenergy in relation to other types of renewable energy might illustrate the role bioenergy has as the most important renewable energy source for the near and medium-term future. Thus, analyzing the amount of existing research, we found that about 50% (4,911 records) of 9,724 renewable energy records available were bioenergy records. We also found that publications on each of the four main sources of biomass (agriculture, forest, waste and other) represent about one quarter of the 4,911 bioenergy records retrieved. Biomass – the fourth largest energy source after coal, oil and natural gas - is the largest and most important renewable energy option at present and can be used to produce different forms of energy. As a result, it is, together with the other renewable energy options, capable of providing all the energy services required in a modern society, both locally and in most parts of the world. Renewability and versatility are, among many other aspects, important advantages of biomass as an energy source. Moreover, compared to other renewables, biomass resources are common and widespread across the globe. The sustainability potential of global biomass for energy is widely recognized. For example, the annual global primary production of biomass is equivalent to the 4,500 EJ of solar energy captured each year. About 5% of this energy, or 225 EJ, should cover almost 50% of the world's total primary energy demand at present. These 225 EJ are in line with other estimates which assume a sustainable annual bioenergy market of 270 EJ. However, the 50 EJ biomass contributed to global primary energy demand of 470 EJ in 2007, mainly in the form of traditional non-commercial biomass, is only 10% of the global primary energy demand. The potential for energy from biomass depends in part on land availability. Currently, the amount of land devoted to growing energy crops for biomass fuels is only 0.19% of the world's total land area and only 0.5-1.7% of global agricultural land. Although the large potential of algae as a resource of biomass for energy is not taken into consideration in this report, there are results that demonstrate that algae can, in principle, be used as a renewable energy source. From all of these perspectives, the evidence gathered by the report leads to a simple conclusion: Biomass potential for energy production is promising. In most cases, shifting the energy mix from fossil fuels to renewables can now be done using existing technology. Investors in many cases have a reasonably short pay-back because of good availability of lowcost biomass fuels. The latter is of course dependant on local incentives, however. Overall, the future of bioenergy is also to a large extent determined by policy. Thus, an annual bioenergy supply covering global energy demand in 2050, superseding 1,000 EJ, should be possible with sufficient political support. Global production of biomass and biofuel is growing rapidly due to the increasing price of fossil fuels, growing environmental concerns, and considerations regarding the security and diversification of energy supply. There are many scenarios that predict a high potential for biomass in the future. There have also been many studies performed in recent decades to estimate the future demand and supply of bioenergy. Overall, the world's bioenergy potential seems to be large enough to meet the global energy demand in 2050. The current stock of standing forest is a large reservoir of bioenergy and in line with the theoretical potential of biomass energy. However, most of the research studies on biomass potentials ignore existing studies on demand and supply of wood, despite the extensive literature and data on the subject. Taking into account data from a variety of international sources, rough estimates of the energy production potential of woody biomass from forestry show that, in theory, the demand for wood fuel and industrial roundwood in 2050 can be met, without further deforestation, although regional shortages may occur. However, the shift in the energy mix requires much more investment in infrastructure, equipment and in some cases R&D. Moreover, a prerequisite for achieving bioenergy's substantially high potential in all regions is replacing current inefficient and low-intensive management systems with best practices and technologies.
The global growth in energy demand continues, but the way of meeting rising energy needs is not sustainable. The use of biomass energy is a widely accepted strategy towards sustainable development that sees the fastest rate with the most of increase in power generation followed by strong rises in the consumption of biofuels for transport. Agriculture, forestry and wood energy sector are the leading sources of biomass for bioenergy. However, to be acceptable, biomass feedstock must be produced sustainably. Bioenergy from sustainably managed systems could provide a renewable and carbon neutral source of energy. Bioenergy systems can be relatively complex, intersectoral and site- and scale-specific. The environmental benefits of biomass-for-energy production systems can vary strongly, depending on site properties, climate, management system and input intensities. Bioenergy supply is closely linked to issues of water and land use. It is important to understand the effects of introducing it as well as it is necessary to promote integrated and synergic policies and approaches in the sectors of forestry, agriculture, energy, industry and environment. Biofuels offer attractive solutions to reducing GHG emissions, addressing energy security concerns and have also other socio-economic advantages. Currently produced biofuels are classified as first-generation. Some first-generation biofuels, such as for example ethanol from corn possibly have a limited role in the future transport fuel mix, other ones such as ethanol from sugarcane or biodiesel made from oils extracted from rerennial crops, as well as non-food and industrial crops requiring minimal input and maintenance and offering several benefits over conventional annual crops for ethanol production are promising. However, it is important to point out that nearly all of studies have overstated the impacts of first-generation biofuels on global agricultural and land markets due to the fact that they have ignored the role of biofuel by-products. However, feed by-products of first-generation biofuels, such as dried distillers grains with soluble and oilseed meals are used in the livestock industry as protein and energy sources mitigates the price impacts of biofuel production as well as reduce the demand for cropland and moderate the indirect land use consequences. The production of second generation biofuels is expected to start within a few years. Many of the problems associated with first-generation biofuels can be solved by the production of second generation biofuels manufactured from abundant ligno-cellulosic materials such as cereal straw, sugar cane bagasse, forest residues, wastes and dedicated feedstocks (purpose-grown vegetative grasses, short rotation forests and other energy crops). These feedstocks are not food competitive, do not require additional agricultural land and can be grown on marginal and wasteland. GHG benefits from biomass feedstock use are in some cases significantly lower if the effects of direct¹ or indirect (ILUC²) land use change are taken into account. LUC and ILUC can impact the GHG emission by affecting carbon balance in soil and thus ecosystem. To understand carbon fluxes in an ecosystem large ecosystem units and time scale are critical. Mitigation measures of the impact of land use change on greenhouse gas emissions include the use of residues as feedstock, cultivation of feedstock on abandoned arable land and use of feedstock by-products as substitutes for primary crops as animal feed. Cropping management is the other key factor in estimating GHG emissions associated with LUC and there is significant opportunity to reduce the potential carbon debt and GHG emissions through improved crop and soil management practices, including crop choice, intensity of inputs, harvesting strategy, and tilling practices. Also a system with whole trees harvesting with nutrient compensation is closely to being greenhouse-gas-neutral. Biochar applied to the soil offers a direct method for sequestrating C and generating bioenergy. However, the most recent studies showing that emissions resulting from ILUC are significant have not been systematically compared and summarized and current practices for estimating the effects of ILUC suffer from large uncertainties. Therefore, it seems to be delicate to include the ILUC effects in the GHG emission balance at a country level. The land availability is an important factor in determining bioenergy sustainability. However, even though food and biofuel/biomass can compete for land, this is not inevitably the case. The pattern of completion competition will e.g. depend on whether food security policies are in place. For example, reed canary grass (RCG, Phalaris arundinacea L.) indicates the potential as a carbon sink. Harvest residues are increasingly utilized to produce energy. Sweden developed a series of recommendations and good-practice guidelines (GPG) for whole tree harvesting practices. Water has a multifarious relationship to energy. Biofuel production will have a relatively minor impact on the global water use. It is critically important to use low-quality water sources and to select the crops and countries that (under current production circumstances) produce bioenergy feedstock in the water-efficient way. However, local and regional impacts of biofuel production could be substantial. Knowledge of watershed characteristics, local hydrology and natural peak flow patterns coupled with site planning, location choice and species choice, are all factors that will determine whether or not this relationship is sustainable. For example, bioethanol's water requirements can range from 5 to 2138 L per liter of ethanol depending on regional irrigation practices. Moreover, sugarcane in Brazil evaporates 2,200 liters for every liter of ethanol, but this demand is met by abundant rainfall. Biomass production can have both positive and negative effects on species diversity. However, woodfuel production systems as well as agroforestry have the potential to increase biodiversity. A regional energy planning could have an important role to play in order to achieve energy-efficient and cost-efficient energy systems. Closing the loop through the optimization of all resources is essential to minimize conflicts in resource requirements as a result of increased biomass feedstock production. A systems approach where the agricultural, forestry, energy, and environmental sectors are considered as components of a single system, and environmental liabilities are used as recoverable resources for biomass feedstock production has the potential to significantly improve the economic, social, and environmental sustainability of biofuels. The LCA (life cycle analysis) approach takes into account all the input and output flows occurring in biomass production systems. The source of biomass has a big impact on LCA outcomes and there is a broad agreement in the scientific community that LCA is one of the best methodologies for the GHG balance calculation of biomass systems.
