Finnish Security and European Security Policy
In 1995 Finland joined the European Union (EU). This action culminated several years of a fundamental reorientation of Finnish security policy as Finland moved from the neutrality imposed on it by the Soviet Union to a policy with a priority on European integration through the European Union. Finland, in joining the EU, has retained its independent defense and security posture, even as it seeks to strengthen its standing abroad and gain added leverage, through the EU, for dealing with Russia. Finland's odyssey indicates much about two fundamental issues in European security: coping with Russia's crises, and the interrelationship between the EU and the North Atlantic Treaty Organization as providers of security for small states in Europe. Furthermore, Finland's proximity to Russia and the difficult history of Fenno-Russian relations have imposed on Finnish policymakers the need for penetrating and sober analysis of Finland's and Europe's security situation. Therefore, Finland's evolution from an imposed neutrality to overt participation in European integration merits our careful scrutiny and attention. ; https://press.armywarcollege.edu/monographs/1872/thumbnail.jpg

European Foreign and Security Policy
Smith addresses the reasons for & implementation of increased foreign & security policy making in the European Union (EU). History of the EU's stance in the post-Cold War era includes the proposal to create a European Defense Community, deference to the North Atlantic Treaty Organization (NATO), the significance of the Maastricht Treaty, & proposals considered at the Nov 1999 meeting in Tampere, Finland. Evolving interpretations of foreign & security policy are reviewed, & the issue of containment is contemplated. Detailing of the Single European Act of 1985, the Maastricht Treaty, & the Treaty of Amsterdam accompanies examination of changes to the Common Foreign & Security Policy. Recent momentum of the Amsterdam provisions is evidenced by decisions made at the June 1999 Cologne Summit & the Dec 1999 Helsinki European Council. The new framework of foreign & security policy is illustrated by a figure showing the distinctive & overlapping jurisdictions & roles of bodies, including NATO & Partnership for Peace. The drive for maintenance of European security & resulting EU actions are considered with relation to recent events in Croatia, Slovenia, Bosnia-Herzegovina, & Kosovo. 3 Figures, 21 References. M. C. Asia-Pacific Security : Policy Challenges
Since September 11, 2001, our newspapers have been filled with the 'war on terror'; our governments have mobilised their resources for 'homeland security'; and people everywhere are braced for more terrorist attacks. Yet while the new threat is genuine, we must not lose sight of the continuing security concerns in the Asia-Pacific. Tensions persist on the Korean peninsula, in the Taiwan Straits and the South China Sea, and in Kashmir. The region is well supplied with weapons of mass destruction and may face an arms race, and there are a range of pressing human security issues. Likewise, the strategic realities of the region remain linked with US power, and with the emergence of China as a key regional player. The book examines the developing strategic relationships in the region, and clarifies the dilemmas for Australian policy-makers as they try to balance genuine engagement with the region against a long-standing and valued alliance with the United States. Emerging from discussions between the Shanghai Institute for International Studies and the University of New South Wales at ADFA, Asia-Pacific Security has a particular relevance for foreign-policy professionals and scholars of the region.
