In this paper, the author deals with some institutional and structural elements of the emerging European post-cold war security environment. In the early 1990s, at the level of institutionalization of European security, a plethora of institutions came into being whose purpose has been to gradually incorporate the former communist states into an integral security structure. Also, international security was formalized in international organizations covering Europe. Thus one of the key challenges to the European security system has been the need for melding its central components into a consistent system. The author also describes some current processes and developments within the European security setting that will shape the European security structure in the future as well. This setting has been and will undoubtedly be affected by various international (regional and global) and national factors in the European economic, political, and security space as well as by the joint efforts of European states (their leaders) and international security organizations to provide common security in Europe. The author concludes that the European international system today includes many organizations and institutions that, with an appropriate division of labour and cooperation, may help set up a common and integral European security system which would efficiently ensure the security of individual states as well as the security of entire Europe. In today's world, marked by an increasing interdependence, national security is becoming a component of international security, which is not a mere sum of individual national securities, but a permanent international framework of universally acceptable values. Interethnic relations today are central for a state's security, as well as for international order. There is the question whether the international system must guarantee individual and collective security of ethnic groups/minorities, regardless of the state they live in. Today, human and minority rights have become an important institutionalized international factor of security and stability and a concern of the entire international community, despite the fact that many states still claim that minority policy is their internal problem into which international community has no right to interfere. The affirmation of the rationalist approach to contemporary security implies that the responsibility for guaranteeing security lies not only on individual states and unions but also on the international system as a whole. Globalization has brought about the collapse of the bipolar system of international relations, which was the foundation of the structure of global security based on the technological means of mass production, which predominated at that time. The change from the mass to the flexible way of production has made it necessary to build a new system of global security on the technological resources of flexible production and the political implications of globalization. There are many indications that it was just this new system of global security that began to take shape the day the first NATO bomb fell on Serbia, which means that it came into being: in South- Eastern Europe i.e. in the region that at the beginning of the 20th century ignited the fuse of the world wars and which would, if not for this intervention, still pose a threat. The intervention, a novelty in the postwar international relations, and which consequently brought up a plethora of questions, paved the way to the realization of the project Europe for the 21th century. That project, based on adjusting international relations to globalization, whose outlines are becoming visible in the region of South- Eastern Europe, is in Croatia's interest, and is the major guarantor of the preservation of its independence and sovereignty. The development of the regional cooperation in South-Eastern Europe was at its lowest in comparison with other European regions. The changes occurring in the attitudes of the international community (through increased sensitivity and familiarity with the situation in the field and the new democratic advances of Croatia) are now creating favourable conditions for the development of the regional cooperation. It can be further fortified through international efforts, as well as through the international community's presence, since with its economic, political and even police/military resources it has enough instruments to support these developments. Within the emerging sintagm, "through cooperation to security", South-Eastern Europe is expected to commence its transformation of the relationships by developing different forms of useful cooperation which should lead to increased security and more peaceful coexistence. In such context, by means of regional cooperation, it is possible to attempt torging links with Europe and incorporating this region into the Euro- Atlantic integrations. (SOI : PM: S. 78)

After World War Two there have been opposing views of the role and the importance of the state in international affairs. Some think that the importan the state is slowly decreasing, since the increasing interdependence of the wo has an enormous influence on internal and foreign policies of a state. On the hand, some point out that the state has not lost any of its importance and tha the contrary, this importance will only be enhanced since the world community has not as yet come up with a model by which to replace sovereign state entities. States generate the structure which has a significant influence on individual group security. This particularly applies to the post-cold-war period since th problems and the threats of the present-day world - economic collapse, politic oppression, poverty, ethnical conflicts, nature degradation, terrorism, crime diseases - directly affect many other elements of security. It is these very problems that turn our attention to the state as the most important institution of the day world which still has at its disposal the resources for reducing or eliminating these threats. Germany's security dilemma is to fulfill the larger role in Europe and global security that is expected after reunification, while not rekindling a sense of threat particularly among neighbors to the east. Opinion surveys of Germans and Central/East Europeans reveal substantial difficulties were Germany to become more assertive. Changes in German behavior and constitutional interpretation suggest a maturation or "normalization" of German foreign policy. Thus far, th changes have emphasized traditional forms of diplomacy and alliance behavior focused on using the enlarged capacities of a reunited Germany that more direc pursue German interests. An alternative way by which to perform a larger security role are discussed, particularly in light of data regarding the mutual perceptions of Germans among neighboring peoples and leaders. As newly established nation-state Slovenia continues to develop concepts, policies, and institutions to provide for its national security. She does so as a young country in a new Europe and must consider not only her own experiences, principles, and international politics, but also the dynamic environment of th multifaceted proposals and efforts at European integration. These are the basic considerations for understanding the process whereby Slovenia is forming a new national security network, both internally and on the international level, and for following Slovenia's endeavors to participate in European integration and NATO and the European Union. Jugoistocna Europa: Nestabilnosti i strategije povezivanja

In the first part of the article, the author analyses the latest dimensions of on the territory of the former Yugoslavia stemming from the Dayton and Paris accords. His starting point is the geographical criterion which produces five trouble spots which may jeopardize the process of security-building. He concludes that only a determined application of political, diplomatic and economic pressures, as well as military presence, may bring about a new dimension of security in Southeastern Europe. The second part of the article gives a review the analyses of the disintegration of Yugoslavia and the creation of new state this part of Europe, as well as of the concepts and schemes for a certain degr linkage and bringing together, the most prominent of which is the American initiative for the co-operation in Southeastern Europe. It is obvious that this region will go on being viewed through different lenses and that the interests of the observers, more than those of the peoples living in this part of Europe, will get precedence. Wars and suffering in the 20th century, mostly the consequences of ethnic and religious antagonisms, have been typical for Europe's southeast. That is why the ethnic aspects of security are central to the understanding of the totality of this region's security, particularly in the 21st century. The security of southeast Europe can be analyzed using realistic, idealistic and neo-realistic approaches to contemporary security as its starting point. The security of this region is affected by the internal circumstances of the region's states and by the economic situation and inter-ethnic relations in particular. Similarly, significant influence is exerted by the relations among the states and nations living there as well as by the ethnic-based conflicts which are the outcomes of these relations. A series of problems caused by the east-European transformations includes the unresolved ethnic and minority issues. That is why no southeastern European state today has worked out the issue of the relations with its neighbors. This part of Europe is to remain a volatile region, fraught with economic difficulties and crises, nationalisms and xenophobia. In such circumstances, with the open sores of simmering ethnic feuds and the specter of various nationalisms, is it realistic to expect rational politics which is supposed to lead the countries of southeastern Europe towards the united Europe? This is the question the answer to which is sought not only by this region's states but also by the leading European states and the USA. (SOI : PM: S. 78)

There have been a number of philosophical, legal and political concepts dealing with the issue of peace. The most famous discourse on the topic of peace is undoubtedly Kant's writing "Perpetual Peace" not only for the cogency of its ideas but also for the applicability of the majority of them in practice, particularly in terms of collective security. Kant's starting point was that peace is a rational and moral imperative of human nature, realized solely through human efforts. Though written two hundred years ago, his ideas have found acolytes in the post-coldwar period since they are, to a large extent, considered as emancipatory. Kant finds the guarantees for the realization of peace in the moral doctrine and thus rejects the use of force in the creation of peace. The relations among states are based on cooperation, not competition so that some elements of his project are reminiscent of the solutions applied in the system of collective security. The author looks into the viability of Kant's ideas in the post-coldwar period. (SOI : PM: S. 69)

Ethnic minorities and minorities-related conflicts have always been one of the most important security issues for international community. The durability of ethnic conflicts in certain regions and the difficulties in thei resolution, have resulted in the outbreak of many armed conflicts, the collapse of multi-ethnic states, the changes of borders and of demographic relations. Despite the increasing number of security challenges and needs, it is still not possible to talk about a certain uniform and universally accepted model of solving the problems among ethnic minorities. It is obvious that in the postcoldwar period this is going to be an increasingly pressing need of international community. The paper deals with most basic security problems which are caused by the unsettled relationships between ethnic minorities and majority; it also covers the policies of their resolution. By analysing the model of resolving ethnic conflicts in South Tyrol, two groups of ethnic conflicts' resolution policies are looked into: the policy of the elimination of differences and the policy of managing differences. The author analyzes the process of the NATO expansion in Europe following the collapse of the Berlin Wall and the dissolution of the Warsaw Pact. Paradoxically, after the end of the cold war, the security conditions in Europe have not improved. On the contrary, the danger of military conflicts has increased. That is why most former communist countries, including the newly created states which emerged after the disintegration of Yugoslavia and the Soviet Union, have been trying to eliminate this danger and strengthen their security by joining NATO. The Russian Federation is the main opponent of the NATO expansion in Eastern Europe, particularly on the states which came into being after the collapse of the Soviet Union. The author describes in detail the geostrategical and geopolitical implications of the admittance of the first group of Eastern-European countries into the NATO (Poland, Czech Republic and Romania), as well as the prospects of the NATO expansion onto the other countries in the region. He sees the American initiative for the cooperation in Southeastern Europe as a complement to the process of the NATO expansion. In the end he criticizes NATO's process of selection of new members, the process which has left Croatia (for the time being) in a sort of a geostrategical void. (SOI : PM: S. 118)

The author claims that all major efforts concerning European security have always been linked with the end of a war. Thus the end of the cold war has been marked with the expansion of NATO and an attempt to create a new security. By analysing the political scope of the expansion, the military and strategic framework, the Russian reactions, and the economic significance, the author comes to the conclusion that the expansion is not conducive to the establishment of an integral system of European security. The purpose of this development by Clinton's team was primarily to outline the new European borders (the key aspect of Clinton's foreign policy) and, in the future, to create the conditions for further expansion and admittance of new members. Only in the remote future, through constant expansion and links with other European organisations, NATO could turn into the central system of European security. (SOI : PM: S. 97)
