The American program BMD has been formally regarded as the greatest –alongside NATO enlargement to the East – challenge to the security of the Russian Federation since the establishment of the state at the end of 1991. However, due to the modernization omissions taken place in the last quarter of a century in Russia (in contrast to the impressive technological leap made in China) – particularly with regard to the economic sphere – in fact it can be a much greater potential challenge for the Russian economy, geopolitics and prestige than for its defense capabilities. Hence, an ambitious attempt of response consisting in pushing through the costly weapons programs can be – paradoxically – the same trap as an attempt to maintain parity in response to the mythical program SDI from the Soviet Union. Sufficient, in terms of the military effectiveness (deterrence effect), and at the same relatively cheapest cost, the answer is to keep Russia's strategic nuclear forces to present a quantitative ceiling. In the long term, decisive for the future position and strength of the country as well as its "attractiveness" and "attraction" in the international sphere will be a significant increase ofthe economic potential, especially in the sphere of high technologies and industries responsible for meeting the wider consumption. This type of strategy has led to the unprecedented development of China.

Koncepcja strategiczna przyniosła wyklarowanie stanowiska Sojuszu w wielu kontrowersyjnych sprawach. Ryzyko uformowania się kilku nurtów zmalało. W stosunkach między sojusznikami zmniejszyło się napięcie, chociaż różnice pomiędzy państwami członkowskimi zdają się utrzymywać ; In the aftermath of the Iraq crisis, the North Atlantic Alliance faced its most serious predica- ment since the Cold War. Its mission in Afghanistan revealed growing discrepancies between the member states. The Georgian crisis of 2008, the missile defence project and the enlargement showed a lack of coherence. NATO has split up into two or more factions. A crucial question arose as to NATO's ability to resolve the three main strategic dilemmas which have grown more pressing since the end of the Cold War: (1) the choice between collective defence as the key role of NATO (Art. 5) and its out-of-area role of combating the proliferation of weapons of mass de - struction and international terrorism; (2) the choice between the transatlantic nature of NATO and its global partnerships; (3) the choice between the concept of the global military engagement of NATO and the so called comprehensive approach involving the cooperation of NATO with other security organizations such as the UN, the EU and the OSCE in reconstructing post-conflict regions. NATO's performance in managing these challenges will bear critically on its future. The Strategic Concept from Lisbon 2010 has helped to clarify many controversial is - sues within the organization. NATO has managed to mitigate the risk of developing into a multi-tier organization. Relations between the factions have relaxed although interests appear to remain as diverse as they were before.

The European Union is a space o f continuous negotiations and an arena hosting the clashes of diverse integration options and concepts represented by EU member states and institutions. Furthermore, the disintegration of the EU (which dates back to the Maastricht Treaty) is becoming more and more visible. It is reflected directly by the presence in the European debate concerning multi-speed Europe and the current actions taken by the Eurozone states aimed at escalating the integration among selected states. Poland is also taking part in the debate concerning the future o f the European Union. The author of this paper attempted to examine Poland's place in the political and economic space o f the European Union by referring to the theory of integration. The research objective o f the paper is to analyse the Polish integration policy between late 1989 and 2012 within the context o f the international and European integration theory. The advanced research reflection in this scope in relation to Poland as the selected and important EU member state fits into the debate on the relevance of the European Union uniting concepts. The author posed the following research hypotheses in the dissertation: 1 .Considering the current stage o f development of the European Union, the Polish integration policy does not firmly support strictly one international or European integration concept. The Polish integration policy does not have a cohesive and stable integration policy concept and it is largely dependent on the policy and objectives of the current government (this is not only typical o f Poland) and the integration level. 2.Poland is strongly fixed in western structures, which makes the integration policy a vital component of development. What is more, the outlook on the European Union continues to evolve in the Polish political and social space. Poland sees the European Union as the main point o f reference in many political, economic, and social areas. 3.The organisation of the European Union does not only see Poland affect the form of the integration process, but also sees member states and EU organisations affect the functioning of Poland. The influence of a given state on the form o f the European Union mostly depends on the state's strength and significance in the EU community. This premise sees the place o f a given state in the system conditioned by the current factors, for example the European Union expansion process. Therefore, the interests o f Poland do not always correspond to the interests of the European Union, and the other way around. This deepens the EU's intergovernmental dimension. 4.Member states constitute the most important element o f the European Union. It is a union of states and nations supported by community institutions. This structure covers the convergence o f its methods, theories, and areas. This makes it impossible to profile the structure only from the perspective of the specified international integration theory. 5.The current stage o f the European Union's development, its challenges, and its problems show that the integration process continues to evolve and its result is impossible to foresee. 6.The current economic crisis influences the perception and management o f the European Union. The expectations include the intensification of intergovemmentalism and the establishment of multi-speed Union. If Poland remains outside of the Eurozone, it will find itself on the periphery o f the integration process, which is rather far from its very centre. Based on these research findings, Polish politics with regard to and, later, as part o f the EU can be divided into several principal periods. Period 1: (1989-1997) a time of consolidating Polish independence and security. This time was associated with the choice of a principal direction of the Polish foreign policy after 1989, i.e. Western Europe and declaration of Poland's will to take part in the process of its integration, without having any concrete vision for further course of those processes. This approach was often marked by a claiming attitude, both among political elites (marked by high instability) and the society (a simplified attitude, no social debate or knowledge about integration processes). During that period, Polish politics with regard to the EU cannot be ascribed to any specific model, since that policy was in statu nascendi at the time and was targeted at the EU membership, an objective in its own right. Period 2: (1998-2004) a time of negotiating Poland's accession to the EU, and the candidate's becoming accustomed to the rules o f EU's workings. There was still no vision o f integration processes from the Polish perspective and related opinions were expressed in a very cautious way. The primary aim was membership in the EU, such that was available at a given moment. At the same time, we should stress an important moment in the process of changes: the breakthrough o f the years 1999/2000. The interest in issues related to Poland's integration with the EU grew more intense then. The Polish government began to address this issue not only from the local perspective (a balance o f benefits and losses), but also expressed opinions on the reformation of the EU as a whole. Poland came as a difficult candidate for an EU member state (Polish support for US activities in Iraq and Afghanistan). This "difficulty" also emerged in the government's seeking to secure Poland's financial interests in connection with the accession. It was a period of preparations for membership, marked by a high level o f uncertainty (no clear vision, conflicting views: strong Union or preservation of independence, Common Foreign and Security Policy or working with the USA). Period 3: (2005-2007) a process aimed at building a vision of "Europe of Solidary Nations" in the EU by the government o f K. Marcinkiewicz and J. Kaczyński. Decisive, though not quite stable, support for international liberalism in the Polish integration policy. This manifested itself in reinforcing the Euro-realistic stance, both within Poland and abroad, by many considered, in fact, Eurosceptic. Period 4: (since 2008 to this day) a period of an integration vision being developed by D. Tusk's government, especially the Minister o f Foreign Affairs, R. Sikorski. It is a time of big changes and evolution in the Polish integration policy. An important issue at this time was a real sense of benefits coming from Poland's integration with the EU and the Polish government's pro-European attitude. The integration policy being developed shows a more flexible approach to the concept of independence (emergence o f collective independence) and thinking about the Polish foreign policy from the EU perspective. Additionally, we observed a return to constructing strategic partnership between Poland and Germany, rationalisation of partnership with the USA, Poland's active contribution to solving EU problems (e.g. the economic crisis), working towards a better "Eastern policy" as part of the EU. R. Sikorski was the first Polish Minister o f Foreign Affairs to have officially used the concept of federalism and vow his support for it in integration processes, mindful of Polish experiences and historical heritage in this respect. The Polish government expresses a firm objection to the idea of "multi-speed" Europe and builds an image o f Poland as an active member state (presidency at the EU Council), enjoying a good economic situation and having a society with an enthusiastic approach to the integration processes and strong Europe, and seeking to be as close to the "epicentre" o f countries behind this process. The analysis o f the integrative concepts presented in this paper shows that the different periods of the Polish integration policy (establishment and execution) saw and continue to see various levels in the majority of the international integration theory elements (of course, this is not just a Polish characteristic in the European Union, but rather a predominant trend in the Union's integration process). This has been and continues to be conditioned in large part by the foreign policy objectives of the given government, as well as by the current challenges and problems Poland is facing. In the case of the Polish integration policy, as in most other EU member states, we can observe an aggregation of interests, concepts and attitudes. This research project seeks to systematise them.

The aim of the article is to present and evaluate the involvement of the United States of America in resolving the 2011 Libya crisis. This problem is considered taking into account bilateral and multilateral circumstances. The individual parts of the article discuss issues such as relations between the United States of America and Libya before the crisis, as well as US actions during the crisis and the reasons for carrying them out. This concerns, inter alia, Washington's political activity in the UN Security Council and the contribution of the US Armed Forces to the military operation in Libya. The evolution of the United States position on the use of the military factor to change the political regime of Libya is also shown. The research problem is included in the questions, what motivated Washington's actions towards Libya and whether the chosen policy was justified? The main thesis of the article is that the basic reason for the involvement of the United States of America in the crisis in Libya were the premises of a humanitarian nature, but the US interests were also important. Unfortunately, the military action did not lead to the end of the internal conflict in this country. The approach of the United States of America to the crisis in Libya was an important element for the formulation of the doctrine of President Barack Obama. There can be observed the elements that match both the liberal and realistic concept of international relations. In the article, the text source analysis method was used. ; Celem artykułu jest przedstawienie i ocena zaangażowania Stanów Zjednoczonych Ameryki w rozwiązanie kryzysu w Libii z 2011 roku. Problem ten rozpatrywano z uwzględnieniem okoliczności dwustronnych i wielostronnych.

; This article is an attempt to answer the question, why there has been a recent crisis of trust to the liberal democracy in European states belonging to the Western circle of civilisation and how it could be overcome. According to the opinion of the author, the main reason for that crisis is an instrumental approach of a large part of citizens of those countries towards this form of government. They accept and trust it only as long as it provides them with prosperity and a sense of security, which is currently – up to them – not working properly. That is why, in order to change that situation, fulfilling their needs and aspiration on acceptable level must be again possible within the framework of this form of government. In order to achieve this goal a number of conditions must be met, including, restoring trust of citizens in the government and faith in the electoral process, taking vigorous actions to counteract rising social inequalities, increasing measures to successfully combat and suppress international terrorism by various countries – although with respect to liberal and democratic values as well as human rights and freedoms – and a real integration of immigrants from other civilisation circles, first of all, Muslims. At the same time, politicians and the media are supposed to return to the discourse based on the values upon which political systems of European states belonging to the Western circle of civilisation were founded.

Powyższe zagadnienie stanowi ponadto ważny przyczynek do pogłębienia badań nad ewolucją Wspólnej Polityki Zagranicznej i Bezpieczeństwa Unii. ; The aim of the article is to present the European Union's commitment to resolve the Israeli-Palestinian confl ict. 2018 is a good time to take stock of the role of the European Union and other regional and international actors in resolving the Palestinian issue. Currently, it is 25 years since the signing of the Oslo Agreement, 30 years after the declaration of independence announced by the PLO. A year earlier, 50 years have passed since Israel seized the Gaza Strip and the West Bank. The article assumes the thesis that the Israeli-Palestinian confl ict is one of the main challenges for the EU's foreign policy, is an inherent feature of the regional balance of power and without its regulation it is impossible to think about a lasting peace in the Middle East. Its implications are multidimensional and concern security, political dialogue, economic and social issues. The confl ict also has an impact on the overall policy pursued by the Union towards the Mediterranean. The article is divided into fi ve parts. The fi rst presents the source, evolution and individual stages of the confl ict from the end of the Second World War. In the second part, the implications of the provisions of the Oslo Agreement for the negotiation process were indicated. The third identifi es the most important problems that prevent a lasting peace between Israel and Palestine. In the fourth part author shows the position of the European Union towards the confl ict and a two-state solution, and bilateral cooperation with Israel and Palestine. The fi fth part discusses the problems related to the involvement of the European Union in ending the conflict. The analysis carried out in this article is based on diversified sources, literature on the subject, in particular from 2015–2018, and the author's own research. The study uses a critical, problematic approach, taking into account the behavior of the basic actors, important from the point of view of the discussed topic, and the following research methods were used: factor analysis, institutional and legal, content analysis and elements of the decision method.

"Yearbook of Eastern Studies" has been established as a forum for the debate on the multifaceted nature of transformations in Central and Eastern Europe and Asia, with particular focus on the post-Soviet area. The conceptual content of the periodical was born thanks to the professors Zdzislaw J. Winnicki and Walenty Baluk, who edited the first three volumes, which were published formally as separate monographs, but already under the banner of "Wschodnioznawstwo". Since 2010, the Yearbook has the status of a scientific journal, and two years later it has been listed on the journals of the Ministry of Science and Higher Education. In addition, the periodical is indexed in national and international databases such as Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum and Polska Bibliografia Naukowa. The scientific profile of the periodical, which has consistently been implemented since the beginning of the activity of "Yearbook of Eastern Studies", focuses on the field of social sciences, with particular emphasis on the science of politics and science of safety. Its great advantage is its internationalization, which manifests itself both in terms of composition of the scientific council, reviewers, and authors of texts published in the "Wschodnioznawstwo" in Polish, English and Russian languages. Up to now, researchers from Poland, Azerbaijan, Belarus, Czech Republic, Georgia, Germany, Hungary, Japan, Kazakhstan, Latvia, Macedonia, Russia, Slovakia and Ukraine have published on the cards of the journal.

When the Constitution was ratified on May 3, 1791, establishing good relations with Russia was the most important issue for the security of the Commonwealth. As leaders of the Great Diet noticed that prosperous situation in the Polish-Lithuanian state's international relations was ending, they suggested Stanisław August to turn to Russia. Because of their initiative, the king introduced several members of the St. Petersburg court to the Guardians of the Laws. Yet, it did not reorient Polish foreign policy. Having strengthened his position, Stanisław August was delaying direct talks with the empress. He was convinced, that to avoid Russian intervention in the Commonwealth's internal affairs, one should not provoke Russians and appease any internal conflicts. That assumption turned to be wrong, though. Contrary to the views of the vast majority of Polish historians, who believed that Russian intervention in Poland was predetermined, the St. Petersburg court was divided, when it came to the policy on the Polish-Lithuanian state. Some advisers of Catherine II believed, that without a final agreement with German courts, one should not start a war with the Commonwealth, because it would be hard, long-lasting and costly. Yet, views of Polish malcontents and empress's favorite, Platon A. Zubov, were taken into account, and a military operation was launched, without looking at Vienna and Berlin's position. A passive diplomacy turned out to be a fatal mistake of the Polish king and his advisers. The concept of a limited warfare was equally wrong. The weak resistance of the Polish army strengthened the position of the empress's favorite. When Stanisław August's letter to Catherine II arrived at St. Petersburg, already in the course of war, at the Russian court a group of war opponents took a final attempt to stop hostilities, and start negotiations with the Commonwealth's ruler. However, successes of empress's troops, that rapidly moved towards Warsaw after the withdrawing Poles, favored supporters of an armed intervention. The king and his advisers ceased to believe in the possibility of victory too soon, and capitulated at the time, when there was still a chance to continue the war, a prolongation of which by several weeks might have prompted the empress to start peace negotiations. It was a great political mistake, which turned out to be the beginning of the end of the First Republic.

; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. They also put in a new light the problems of connections between and building up of ideologies hostile to schools, that is, neoliberalism, nationalism and militarism. ; satkow@gmail.com ; Uniwersytet Gdański ; Amici, F., & Bietti, L.M.
