International police and other cooperation is a necessity of the modern world and imperative for the survival of human civilization. The goal of cooperation is that states and the international community unite in opposing crime as the greatest peacetime evil in the world. This is particularly in relation to organized crime, terrorism, and corruption and other most serious forms of crime in contemporary society. Cooperation takes place at the bilateral, regional and multilateral levels. Bilateral cooperation mainly has a trans-border character of neighboring countries, while the regional cooperation between states within certain areas such as the SEE region (Western Balkan) or Europe (e.g. Europol). Multilateral cooperation is mainly on a broader level, e.g. in the field of combating terrorism or through universal organizations (e.g. Interpol). International police cooperation in Europe has a long tradition. One part takes place today in this area through the OSCE, with the caveat that this is a global organization that deals with security issues. The Council of Europe is the next organization through which co-operation began in the past and is partly carried out to this day, given that it brings all European countries together (except Belarus). Cooperation is more intensive still throughout the European Union, its forerunners, the current forms of the organization and present mechanisms (EAW- European surrender and arrest warrant).53 The cooperation in the EU, that takes place through Europol as a specialized agency of the Union is especially current, but with minimal operational competencies. In the SEE region, a significant cooperation between countries of the former Yugoslavia and countries in its neighborhood has been achieved. This cooperation is not only based on bilateral and multilateral acts, but primarily regional documents of which the most important are the International Convention on Police Cooperation in SEE and SELEC Convention. According to these and other acts, all the countries in the region have taken part in regional cooperation, since the fight against crime is the common interest of all. This applies in particular to organized crime, terrorism, corruption and other most serious forms of crime. Extremely important shapes, forms and mechanisms of international police cooperation are: exchange of information, joint investigation teams, joint operational actions, liaison officers, contact points, regional centers for police and customs cooperation, joint police stations and others. To recap, international police cooperation in the world today is an expression of anti-criminal solidarity between states and its prospects are clear, because the danger of crime is global and requires a harmonized response at the international level.
In this paper the author points out to the importance of main organizations for establishing of international peace and security. They are the following: League of Nations, United Nations, Organizations of European Security and Co-operation, Conference of European Security and Co-operation, European Council, West European Union and NATO. Until the end of the Cold war, the universal organizations have played primordial role, but after the mentioned period the regional ones took the lead. The reason lies in the shift in balance of power - from bipolar to unipolar. The League of Nations and CESC can be observed from the historic perspective. NATO and UN played a crucial role during the internationalization of Kosovo issue and the act of intervention itself. NATO demonstrated its power and proved in the absence of real balance of power, la force l'emporte sur le droit. On the other hand, UN had passed several resolutions that condemned violence in Kosovo and Metohia (1160, 1199 and 1203 - all passed in 1998). During 1999 Security Council had passed a famous Resolution 1244, by which it was decided a civic and military mission should be established in Kosovo and Metohia - UNMIK and KFOR KFOR dealt with security issues in order to ensure the respect of it to all nationalities in Kosovo and Metohia. UNMIK set a very ambitious task lying ahead trying to establish standards before the future status. Realizing that it would be impossible to reach the standards, UNMIK started with the policy of status determination without standards establishing. The outcome of such policy is Ahtissari's Plan for supervised Independence of Kosovo, and finally the Declaration of Self-proclaimed Independence of Kosovo. We are also witnessing the transfer of horizontal and vertical effective state authorizations to the mentioned international organizations, bearing in mind problems it encounters. NATO deals with security issues, but European Union being unable to deal with such tasks (ESDP policy is to be as attempt), is more concentrated on economic issues.
Европска унија представља по много чему специфичну међународну организацију. Њено основно и препознатљиво обележје је наднационалност у креирању и спровођењу јавних политика. Настала удруживањем ресурса угља и челика брзо је прерасла у зону слободне трговине и сарадњу држава чланица у питањима као што је атомска енергије. Европска интеграција од свог почетка до данас зна искључиво за проширење чланства и повећање броја области сарадње на добровољној основи. Да ли ће међународне околности у којима се ЕУ налази данас и односи са другим међународним организацијама одбрамбеног карактера допринети већој интеграцији држава чланица ЕУ у домену одбране основна је тема овог рада. Трагање за различитим сценаријима развоја заједничке безбедносне политике ЕУ зависи пре свега од међународне институционалне и безбедносне архитектуре у Европи и свету, историјско политичких трендова у развоју европске интеграције, правног оквира ЕУ и међународног стратегијског окружења. Савремене међународне организације, посебно оне са преовлађујућим обележјима наднационалности (у конкретном случају ЕУ) имају тенденцију да у области одбране и безбедности комбинују наднационална обележја са међувладиним у покушају да што ефективније искористе структуру организације за остваривање њених циљева и интереса, али без већег преноса надлежности са држава чланица на саму организацију. ; The European Union represents in many ways a specific international organization. Its basic and recognizable feature is that of supranational policy and decision making. It was created by pooling the resources of coal and steel which had quickly developed into a free trade zone and ever closer Union in many policy areas. European integration from its inception to the present days was all about expanding membership and increasing the number of areas of cooperation. Namely widening and deepening of the EU was on the agenda. Will the current international circumstances and relations with other international defense organizations contribute to deepening integration in the field of defense is to be researched in this work. Search for different scenarios in the development of EU Common Security and Defense policy depends primarily on the international institutional and security architecture in Europe and the world, the historical political trends in the development of European integration, the EU legal framework and international strategic environment. Contemporary international organizations, especially those with the prevailing supranational characteristics (in this case the EU) tend to combine intergovernmental and supranational approach in the area of defense and security in an effort to more effectively utilize the structure of the organization for the realization of its goals and interests, but without significant transfer of powers from Member States on the organization itself. The main goals and interests of the EU integration in the field of defense and security are to (1) ensure durable and everlasting peace among member states, (2) to address common security challenges, risks and threats autonomously or in cooperation with other States and/or international organizations, (3) pool and share resources leading to more effective achievement of military economic interests, mainly through the development and transfer of military technology and equipment. In addition to the mentioned goals and interests, (4) particular interests of the Member States would be to improve their own political, economic and military performance. EU Integration in the field of defense, may rest in the future on (1) the current state of integration (status quo), (2) progress in areas that are not conflicting with the individual interests of key actors in the European arena (3) the deepening of integration leading to progressive framing of common defense policy with an ultimate goal to establish common defense. (4) The fourth model is possible and has been seen in the other EU policy areas.
After the termination of war confrontations, on the basis of the UN Security Council Decision, a protectorate had been established in Kosovo and Metohia, including the engagement of international security and civil forces. The order of interim administration ended in 2008, when the self-proclaimed Kosovo assembly adopted the decision on declaration of independence from the Republic of Serbia, and the process of administrative mandate transfer started from international to local institutions. In the paper, first of all, general performances of social and political life were delineated, and then the complex architecture of security forces active there during previous eleven years was presented. Also, all the most important problems Kosovo and Metohia faces are enumerated. The post-war Kosovo and Metohia may be characterized as a society in disorganization. The old system of institutions was destroyed, and a new one has not been established. The number of Serbs is decreasing, and local Albanians have not maturated for a self-administration of the newly established state. The further maintenance of this circumstances or even its deterioration might move towards social riots, caused by the bad living conditions, large unemployment, impoverishment of significant social groups or the escalation of attacks at remaining non-Albanian population, which could induce serious security threats in the region.
Post-cold war concept of security is based on realistic postulates and emphasises a concept of state, forces,power and national interests. Military and political concept of security was dominant while the relations between the superpowers was based on the so called bipolar balance of power. Identity of states was realised by membership in military, political and economic organisations. The strategy of returning to the era of nuclear weapons reaches its full flowering. The crucial point of security after the end of Cold war consists of searching for giving answers to the threats coming from the outside and abilities of states to maintain their independent integrity against changed relations among the powers, which potentially may become enemies. Under such circumstances powers should not be ignored in any interpretation of any aspect of security, for realistic theories of international relations are still of great influence in the field of security. They will be modified in different conditions and will act in the sense of enlarged concept of security - instead of dominant concepts of political and military security typical for the Cold War era, economic, social and environmental factors will appear. Basic weakness of the realistic theories of security is in the lack of recognising the importance of cooperation between main factors in international community. This failure will be replaced neo realistic and liberal and institutional theories of security which emphasises the concept of cooperation in the first place. Concepts of power, forces and integral processes will be observed within the context of changes in the international relations.
The paper points to the relations between multilateral environmental agreements (MEAs) with global characteristics and contemporary security problems. Starting from the existing architecture of MEAs, the importance of several key global security challenges (climate change, water resource management, biodiversity protection, waste management and hazardous chemicals) has been ephasised. Status of the members of the UN Security Council, Republic of Serbia (RS) and RS' neighboroughing countries (EU members) in MEAs is overviewed. The basis of the analysis is 15 MEAs open for universal membership, whose depository is the UN Secretary General. It is noted that there is no uniform membership of the states UN Security Council' members in the MEAs. Some of the UN Security Council's members are not contracting party in several MEAs. At the same time, EU member states (those who are permanent members of the UN Security Council, as well as RS neighboring EU countries) are members of majority of the MEAs. RS, in terms of the number of MEAs where is a contracting party, lags behind the neighboring states EU members.
Thucydides is considered to be the founder of political realism. Even in those times he determined the basic premises of realism - security and survival. He made an impact on subsequent development of realism embodied in the works of Machiavelli, Hobbes, Morgenthau, Car, Niebuhr, Aaron, Waltz etc. They will call the system of international relations as anarchical one since there is no supreme arbitrator which will force states to adequate behaviour. His views of realism were given in the volume 'The Peloponnesian War' where he had determined the anarchy of the relationships among states. Such system did not rely on justice and morale, but force and power were the predominant facts. He also introduces the category of just wars by claiming that Sparta led a just war against the increased power of Athens, and observed morale principles. Nevertheless, Thucydides faces contradictory, since Sparta itself as the largest land force of that time had to use force in order to beat Athens. He went ahead since he considered force and power as a necessary condition to achieve other objectives, which was later on adopted by Raymond Aaron. Following the example of the war between Athens and Sparta, he successfully analysed bipolar system of balance of power in which the conflict between the leading members of the two opposite blocks was possible in the end, while beforehand there should have been conflicts among weaker members of both blocks. Thucydides explained the manifestation of force and power using example of the Melian dialogue between the envoys of Athens and Melos. It was about the pure politics of force of Athens regardless of the fact that Melos had its independence.
In the last twenty years the world has undergone serious changes, unfortunately not in positive direction. The collapse of the bipolar system and the establishment of one bloc hegemony - NATO headed by the USA, has not only failed to establish more stable and secure international relations, but, on the contrary, it has corresponded with the greatest insecurity and uncertainty of the mankind ever since World War II till the present day. After the 'counter-balance' disappeared, there has been open political, economic, even direct military, interference by the Alliance states in the sovereignty of many countries. Consequently, the world's conflicting potential has largely increased. Apart from the threats present from earlier, the contemporary world is faced with a series of new, formerly unknown or marginal, ones. The most notable among them are: uncontrolled escalation of armed conflicts; international terrorism; proliferation of nuclear and other weapons of mass destruction; expansion of drugs trafficking; illegal cross-border migrations; human trafficking and trafficking in human organs; piracy; criminalization of different areas of living; etc. The economic and financial crises have additionally warned the world of the limitedness of natural resources and, in the most serious form, posed the issue of the fight for preservation, or conquest of areas rich in raw minerals. Apart from the current courses of action in the fight for control over the natural resources, both new methods of action and new areas of contest are emerging (Arctic, Antarctic .; above and under the Earth's surface; on the sea, and under the sea bottom), over which the interests of great powers will be increasingly conflicting. Michael Klare, the author of well-known books 'Blood and Oil' and 'Resource Wars', convincingly evokes a growing hunger for resources by the picturesque title of his latest book 'Race for What's Left: Global Scramble for the World's Last Resources'. For success in this new competition in strength and skills, new strategic concepts are required. Some have already been created and preliminarily tested; others are being prepared for implementation and corrected 'on the go' based on the performance of already proved solutions; still others are being hurriedly shaped. Understandably, along with this, what actual and potential rivals do related to this, or what their activities suggest, is watched closely.
The term politics, from its origin until nowadays, has been closely related to coercion and effects of coercion. The first rulers were finding support in a belief in the divine nature of power, but since, in time, this belief faded, the solution was found in physical superiority of rulers. The development of politics as an activity by which a community can be governed instrumentally, conditioned its closer linkage to force. Politics was sometimes identified with force, and sometimes politics was using force as an instrument for taming the bullying by others. Undoubtedly, the man is a rational and instinctive being. Monopolization of bullying within political activity made it possible to place the force, depending on the circumstances, into the service of one or the other attribute of human nature. Integration processes in political, economic, military and other areas, significantly contributed to changing the role of a national state in its formerly inviolable spheres, even in those elements that are considered classic attributes of the state as an institution (sovereignty, independence, monetary policy, defense, state power legitimacy, etc). Does this power, which is 'taken away' from the national state, go away, through integrative processes with other international subjects, to some distant power and alienated centers, or does it, on the contrary, enter the corpus of political activity that strengthens its overall position? Without immersing into more profound analysis about what is closer to the truth, it is a fact that through integrative processes a number of 'state' activities is transferred to joint institutions. In the spirit of this paper, the most important institutions are those which decide about organization, preparing, functioning, and using of the state (interstate) power. Strategic solutions concerning these matters, are a part of domestic and intergovernmental policy. They are products of a great number of internal and external factors, starting from economic and institutional, to social and cultural-traditional, and to international.
Measuring the quality of political regimes is a field that occupies a traditional place in statistical studies that have the subject of studying the characteristics of the political system as an important segment of the explanation of the behavior of states in international relations. In a desire for a comprehensive and complete spatial and temporal interaction, researchers seek to classify data categories through an extremely complex set that represents the starting point for further research. The aim of this article is a comparative overview of the most used quantitative instruments of the level of the political regime. In addition, the author points to the advantages or limitations of certain databases. The subject of the comparative presentation are the following databases: Polity IV, Lexical Index of Electoral Democracy-LIED, Authoritarian Regime Dataset, Varieties of Democracy, and other data sets relevant to statistical testing. In addition, the author presents the problems that researchers in security studies meet in "measuring" the level of the political regime, that is, quantifying the relationship between democracy and autocracy. The method of descriptive statistics will be used in order to present the most important statistical cross-sections of the instruments used in modern research.
The issue of security in the new social and political context has not stopped attracting the attention of strategic security studies, this time with the emphasis on contemporary concepts in response to non-military security issues, such as demographic changes or environmental degradation. It is obvious that we live in a world of fundamental political and economic changes in relations between states and non-state actors. Instability, military threats and conflicts are back in the focus of security policy, although in a completely new way that requires new understanding and a new attitude towards these categories, as well as a new response from the state and especially from the international community towards these kinds of threats or the use of force in a post-Cold-War order. In order to create a system in which all countries can function under the same rules, act in accordance with them and react in certain situations in compliance with those rules, it was necessary to create a single system of collective security. This system is a good basis for all countries to react according to the same rules and standards in certain situations when their safety is compromised. Integration processes and collective security are constants of a modern society and every country seeks to become a part of a specific system, whether it be a security-based, political or economic framework of integration. The main factor that was very important for the member states of NATO was the disappearance of the key danger coming from the East in the form of the Soviet Union and the Warsaw Pact. On the other hand, the issue of NATO's existence and future arose, as did the issue of justifying its existence, bearing in mind the absence of threats and enemies that might jeopardize the Western world. Academia and a number of scholars believed that NATO would cease to exist. For them the existence of such an alliance no longer made any sense, and they thought that it would be best for all the member states to stop being a part of such an Alliance. vi By the Declaration of Independence adopted by Parliament on June 3, 2006, Montenegro clearly committed itself to Euro-Atlantic Integration. Montenegro's membership of NATO and the EU is one of the foreign policy priorities of the Government of Montenegro. At a time when all South-East European countries are included in the Euro-Atlantic integration process, Montenegro's commitment to becoming a part of the regional and international security system (UN, NATO, EU, and OSCE) is a realistic and the best solution for achieving long-lasting stability and prosperity in the region. Montenegro's strategic goal is to build a modern and functional security system that has the ability to respond in the most efficient manner to the challenges, risks and threats to the state. For every country, the Constitution is the basis of its future path towards the democratization of the society and membership of international organizations. As the supreme law of the country, it is necessary to include all the standards that will clearly indicate the commitment of the state to the direction it wants to go, how it will develop, and which principles related to human rights and freedoms it must have. The Constitution of Montenegro does not question in any of its parts Montenegro's commitment towards membership of NATO and the EU. This is very important not only from a constitutional point of view, but also from the point of view of the international standards and norms that apply in other countries and represent the democratic standards of developed countries. Also, in this way Montenegro as a country demonstrates that despite any possible change of government it will remain committed to the European and Euro-Atlantic integration processes. At this moment, this determination is very important, bearing in mind all other aspects that could potentially affect Montenegro's path towards the Euro-Atlantic family. Pitanje prava drzava na samoodbranu je jedno od fundamentalnih pitanja medjunarodnog javnog prava. Ovo nacelo koji postoji koliko i samo medjunarodno pravo, formulisano je na univerzalan nacin sredinom proslog vijeka, i postoje mnogi pisani radovi o njegovoj izradi i tumacenju. Pozivanje na samoodbranu kroz cijelu istoriju je koristeno kao opravdanje za zloupotrebu sile od strane drzava van svojih teritorija. ; Question of right of states to self-defense is one of the fundamental questions of public international law. This principle, which exists just as long as public international law does, was formulated in universal manner by the mid 20th century and there are many written works on its formulation and interpretation. Invoking self-defense during the course of history was used as a pretext for the use of force by the states outside of its territories. Right of states to self-defense originates from customary international law. During antic and medieval times, principle of self-defense was linked to the theory of just war which was differently interpreted in different times. In the period between two world wars, still there was no absolute prohibition of the use of force in international relations so the principle of self-defense was linked to the right of self-help through use of different forcible measures: retorsions, reprisals, naval blockade, intervention and demonstration of naval power. Contrary to the period of League of Nations, mechanism of implementation of international law was centralized by the foundation of the United Nations because a single body – Security Council – was entrusted with the authority to determine when the use of force is allowed in international law. Article 51 of the United Nations Charter defines that the states have a right to individual or collective self-defense in case of armed attack on the UN member state. This right is considered legitimate until the Security Council has taken measures necessary to maintain international peace and security.
After the Lisbon Treaty has entered into force, the process of concluding treaties between the EU and third countries or international organizations has sustained significant changes. The most important procedural novelty is the establishment of the ordinary procedure that covers almost all agreements the EU concludes with third parties. Under the Lisbon Treaty, this procedure involves a number of stages: negotiations, signing the agreement, and decision to conclude the agreement. For agreements whose subject matter exclusively or predominantly falls into the domain of common foreign and security policy, there are several derogations from the uniform rules of the ordinary procedure. The same provision of the founding treaty regulates the procedures for amending and suspending the agreement in force, as well as the judicial control procedure of those agreements that are yet to be concluded. The ordinary procedure does not cover two subject-specific proceedings pertaining to relatively narrow areas of EU action. More specifically, they refer to the conclusion of agreements in the area of common trade policy and agreements on the exchange rate of the Euro against the currencies of non-member states. The exclusion of trade agreements is probably the result of the differences that still exist in the division of competencies between the Member States and the EU regarding trade in the area of some services. On the other hand, the enactment of a special procedure for agreements on the Euro exchange rate in relation to the national currency rates of third countries stems from the need to ensure the Union's unique position in this field. On the institutional level, the most important actors in the process of concluding EU agreements are the Council, the Commission and the European Parliament. The Council has retained the central role in all types of treaty procedures, and it decides on essential issues related to the course and outcome of the process. The Commission has retained the major role in initiating and negotiating the agreements, but it is no longer the exclusive initiator and negotiator in the agreement process. Namely, depending on the subject of the treaty, new entrants in that role are the High Representative for Foreign Affairs and Security Policy, and the European Central Bank. The European Parliament has strengthened its position in the procedure for concluding EU agreements and can, therefore, be considered the largest 'net' winner of the Lisbon Treaty reform. This is partly due to its new role in the course of negotiations, which implies the right to be immediately and fully informed about all stages of the proceedings, but to a much greater extent it refers to the powers that this body has in the final stage preceding the conclusion of the agreement. Finally, the EU Court of Justice has an important role in this process; its task is to control the compliance of the EU agreements with the founding treaties prior to their conclusion.
Jedno od osnovnih svojstava posebnih bezbednosnih problema, ali i zadataka kojima se oni rešavaju predstavlja složenost. U zavisnosti od osnovih obeležja složenosti posebnih bezbednosnih problema i zadataka, kao odgovora na njih, primenjuju se odgovarajuće koncepcije složenosti. Radi se o logičkoj, teoretsko-informacionoj, algoritamskoj, teoretsko-množinskoj i statističkoj koncepciji. U zavisnosti od primenjene koncepcije složenosti varira struktura procesa odlučivanja o načinu angažovanja snaga određenih za rešavanje konkretnog posebnog bezbednosnog problema, kao i ishodi tog procesa. S tim u vezi, postavlja se pitanje posledica izbora odredjenje koncepcije složenosti na proces i ishod odlučivanja u uslovima rešavanja posebnih bezbednosnih problema. Značaj odgovora na ovo pitanje je u pravilnom shvatanju koncepcija složenosti i njihovog uticaja na odlučivanje povodom rešavanja posebnih bezbednosnih problema. Odgovorom na ta pitanja olakšaće se edukacija u oblasti bezbednosnog menadžmenta s jedne strane i primena stečenih znanja u toj oblasti, s druge strane. ; One of the basic characteristics of special security problems, as well as the tasks with which they are solved is their complexity. Depending on the basic characteristics of the complexity of special security problems and tasks, as responses to them, adequate complexity concepts are implemented. This refers to logical,theoretical-information, algorithm, theoretically multiple and statistical concept. Depending on the implemented complexity concept, the structure of the decision-making process varies regarding the method of engaging the forces determined for the solving of concrete special security problem, as well as the outcomes of this process. Thus, there is the question about the consequences of the selection of certain complexity concepts for the process and outcome of decision-making in the conditions of solving special security problems. The significance of the answer to this question is in proper understanding of the concepts of complexity and their influence on the decision-making regarding solving of special security problems. In addition to national and international armies - armed forces of states and alliances, paramilitary armed formations (the so-called paramilitary) play aprominent role in contemporary international and non-international armed conflicts. They are made up of so-called voluntary fighters (patriots, contracts), i.e. mercenaries or "looters" (so-called war dogs) within armed formations that are not officially part of, and most often not under the command, of regular armed forces. As a rule, they are formed, armed, equipped, trained, paid and controlled by certain political centers of power - foreign governments and intelligence, hostile political emigration, political parties, criminal and other extremist (pseudo-patriotic, nationalist and para-religious) organizations (the so-called warlords) for whose account the paramilitary formations occupied part of the territory of the sovereign state in which the armed conflict took place and established power on it. They are often associated with numerous war crimes, terrorist attacks and robberies. Since the terms 'warlords', 'paramilitary', 'mercenaries', and 'war dog' are oftenincorrectly usedin everyday communication of media, public and even scholars, this paper attempts to conceptualize and make a clear distinction between these phenomena. ; Осим националних и међународних војски – оружаних снага држава и савеза држава, у савременим међународним и немеђународним оружаним сукобима све значајнију улогу узимају паравојне оружане формације (тзв. паравојске). Њих чине тзв. добровољни борци (патриоте, уговорци), односно плаћеници или "пљачкаши" (тзв. пси рата) који су део наоружаних формација које званично нису у саставу, а најчешће ни под командом регуларних оружаних снага. Паравојске по правилу формирају, наоружавају, опремају, обучавају, плаћају и контролишу извесни политички центри моћи – иностране владе и обавештајне службе, непријатељска политичка емиграција, политичке партије, криминалне и друге екстремистичке (псеудопатриотске, националистичке и параверске) организације (тзв. господари рата) за чији рачун су паравојне формације и заузеле део територије суверене државе у којој се одвија оружани конфликт и на њој "успоставиле власт". За њих се неретко везују бројни ратни злочини, терористички напади и пљачке. Како се у животу, а неретко и у теорији безбедности не разликују и погрешно употребљавају термини "господари рата", "паравојске", плаћеници и "пси рата", у раду је учињен покушај појмовног одређења и дистанцирања ових појава.
