Bezpieczeństwo europejskie w połowie drugiej dekady XXI wieku jest zagrożone m.in. przez coraz częstsze ataki terrorystyczne "samotnych wilków", wielkie migracje, działania zbrojne poniżej progu wojny na Ukrainie, nie w pełni rozwiązany kryzys finansowy i grecki. Będący niejako konsekwencją powyższych sytuacji kryzysowych Brexit także w wielu aspektach niesie zagrożenie dla bezpieczeństwa w Europie. W artykule przedstawiono przyczyny, przebieg i konsekwencje dla Polski: wędrówki ludów do Europy, sytuacji na Ukrainie oraz decyzji o wystąpieniu Wielkiej Brytanii z Unii Europejskiej. Wskazano narzędzia polityki międzynarodowej stosowane dla rozwiązania poszczególnych kryzysów. ; European security in the half of second decade XXI century is threatened by a.o. more and more frequent "lonely wolves" terroristic attacks, great migrations, situations of violence below the threshold of armed conflict on Ukraine, not full solved financial and Greek crises. Brexit, being the consequence of above mentioned crisis situations, carries the threat for the safety in Europe in many aspects too. The article presented causes, course and consequences for Poland migrations to Europe, situation on Ukraine and decision about the exit of Great Britain from European Union. There were showed tools of the international politics applied for the solution of individual crises.

The study has been devoted to showing the relationship between legal security and financial security at the local government level. To this end, firstly some consideration has been given to determining the meaning of the terms "security" and "financial security" from the point of view of the state and local government. In addition, it has been shown that financial security is inextricably linked to the financial power enjoyed by the state, specifically by the bodies acting in its name and on its behalf. The power resulting from this is the financial power of local government units, which is enjoyed by such units although to a limited extent. However, it has been found that even this scope of legal regulations limiting the possibilities of authoritative financial activities of local government bodies is of key importance from the security viewpoint of local communities. ; Opracowanie zostało poświęcone ukazaniu zależności pomiędzy bezpieczeństwem prawnym a bezpieczeństwem finansowym na szczeblu samorządowym. W tym celu w pierwszej kolejności przeprowadzono rozważania dotyczące określenia znaczenia pojęć "bezpieczeństwo" oraz "bezpieczeństwo finansowe", zarówno z punktu widzenia państwa, jak i samorządu terytorialnego. Ponadto wykazano, że bezpieczeństwo finansowe jest nierozerwalnie związane z władztwem finansowym przysługującym państwu, a dokładnie organom działającym w imieniu państwa i na jego rzecz. Za wynikające z tego władztwa uznano władztwo finansowe jednostek samorządu terytorialnego, które przysługuje tym jednostkom, choć w ograniczonym zakresie. Jednakże uznano, że nawet ten zakres regulacji prawnych, ograniczający możliwości władczego działania finansowego organów samorządowych, ma zasadnicze znaczenie z punktu widzenia bezpieczeństwa społeczności lokalnych.

Artykuł dotyczy rozwiązań prawnych w zakresie zapewniania bezpieczeństwa wewnętrznego w Indiach, Francji i Portugalii. Państwa te przyjmowały, w różnym okresie i z różnych powodów, ustawy o bezpieczeństwie wewnętrznym. Zwrócono uwagę na czynniki, które wpłynęły na ostateczny kształt uregulowań prawnych w danym państwie. Założono, że punktem wyjścia do budowania efektywnego systemu bezpieczeństwa wewnętrznego jest zdefiniowanie bezpieczeństwa wewnętrznego, a definicja taka może znaleźć się w ustawie o bezpieczeństwie wewnętrznym. Pytania badawcze dotyczą tego w jaki sposób pojmuje się bezpieczeństwo wewnętrzne na gruncie ustawodawstwa w tym zakresie w Indiach, Portugalii oraz we Francji. Artykuł kończy zestawienie wyciągniętych wniosków: po pierwsze, rozwiązania na gruncie prawnym w zakresie ochrony bezpieczeństwa wewnętrznego, przyjmowane przez różne państwa sąpokłosiem szeregu czynników, występujących w tych państwach. Po drugie, w ustawach o bezpieczeństwie wewnętrznym zazwyczaj zdefiniowano termin "bezpieczeństwo wewnętrzne" (w przypadkach Portugalii i Francji). Po trzecie, w omawianych państwach bezpieczeństwo wewnętrzne rozumie się zazwyczaj raczej wąsko tj. utożsamia się je z zakresem pojęciowym bezpieczeństwa publicznego i porządku publicznego (w przypadkach Indii i Francji). ; The article concerns Internal Security Acts in India, Portugal and France. These states had adopted such kind of laws due to various reasons and motives. In the paper a set of factors is identified which have influenced internal security rules in the above-mentioned states. The key assumption is that the crucial issue is the definition of internal security which is necessary if a state would like to build an internal security system. The definition might be included in an In¬ternal Security Act. The basic question is how internal security is understood in India, Portugal and France. The article concludes with final conclusions. First, the Internal Security Acts adopted by various states are influenced by a set of factors occurring in these states. Secondly, usually the concept of internal security has been defined by an Internal Security Act (Portugal and France cases). Last but not least, the internal security is understood in a narrow way i.e. it is restricted to the issues of public order and public security (India and France cases).

It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unifi ed and so more eff ective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, fi rstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifi kowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. The aim of this paper is to analyse the actions taken by the Polish government to achieve energy security. On the basis of specifi ed assumptions and its specifi c circumstances, the realization of Polish energy security is examined by looking at three levels: the state level, the EU level and the international level. At the state level, Poland seeks to diversify its energy mix [does author mean 'and' here instead of 'or'] and develop infrastructure. Energy security at the European Union level is sought by the development of trans- European networks between all member states and the attempt to build an internal energy market. At the international level the achievement of energy security is sought by the diversifi cation of Polish contracts for import of fossil fuels and efforts to build international infrastructure projects. All three levels are interdependent and their nature is one of mutual interpenetration. ; Celem artykułu jest analiza działań podejmowanych przez rząd Polski w celu realizacji bezpieczeństwa energetycznego. Biorąc pod uwagę jego specyfi czne uwarunkowania, realizacja bezpieczeństwa energetycznego Polski sprowadza się do trzech poziomów. Na poziomie państwa jest ono realizowane między innymi poprzez próby dywersyfi kacji struktury bilansu surowcowo-energetycznego oraz rozbudowę infrastruktury. Na poziomie Unii Europejskiej bezpieczeństwo energetyczne Polski jest realizowane w kontekście budowy wspólnego rynku energii, a także rozbudowy sieci transeuropejskich. Z kolei na poziomie międzynarodowym, realizacja bezpieczeństwa odbywa się poprzez dywersyfi kację struktury kontraktów na import surowców energetycznych oraz działania zmierzające do budowy międzynarodowych projektów infrastrukturalnych.

In this article, the author carries out a comprehensive analysis of the security policy pursued by Ukraine towards the broadly understood West. While describing the Ukrainian security policy since the state gained independence, it draws attention to both the conceptual layer (strategic documents, political declarations) and the implementation layer (the actions actually taken). The considerations in the article contain historical and comparative issues concerning the nature of the Ukrainian security policy towards the West, including towards the European Union, NATO and the United States. The theory of neoclassical realism, which is still not very popular among researchers, was applied to analyze this issue. It has a great explanatory power, because it takes into account both external aspects inherent in the international system, as well as internal ones resulting from the situation in the state itself. The aim of this article was to search for answers to the following questions: why, how and under what factors did the position of the West change in Ukraine's security policy? As a result of the research, the hypothesis that the Ukrainian state is gradually approaching the West is confirmed, despite the inconsistency in its security policy and the West's uncertainty as to the deepening of cooperation with it. ; W niniejszym artykule autorka dokonuje wszechstronnej analizy prowadzonej przez Ukrainę wobec szeroko pojętego Zachodu polityki bezpieczeństwa. The institutions responsible for the security of those societies developed in the last two decades in the European Union. The Council of Europ accepted the first safety strategy in the history of this international organization. Terrorist attacks made taking forceful steps necessary. The process of creating union troops mainly in combat groups became significant. The creation of this group is the most important military initiative undertaken by the European Union. Since 2010 they have been working in rotation groups and with the ability to react quickly during a crisis outside European territory. Poland is taking part in this process with an increasingly active contribution to strengthen its position within EU structures. Poland is part of the Weimarsk and Visegrad combat group with other countries. There is no sign yet of the creation of a unileteral European army in the coming years. W niniejszym artykule autorka dokonuje wszechstronnej analizy prowadzonej przez Ukrainę wobec szeroko pojętego Zachodu polityki bezpieczeństwa. Charakteryzując ukraińską politykę bezpieczeństwa od momentu uzyskania przez państwo niepodległości, zwraca uwagę na warstwę zarówno koncepcyjną (dokumenty strategiczne, deklaracje polityczne), jak i realizacyjną (faktycznie podjęte działania). W ostatnich dwóch dekadach nastąpił w Unii Europejskiej rozwój instytucji odpowiadających za bezpieczeństwo tych społeczeństw. W roku 2003 Rada Europy przyjęła pierwszą w historii tej organizacji międzynarodowej strategię bezpieczeństwa. Do zdecydowanych kroków zmusiły także zamachy terrorystyczne. Istotnego znaczenia nabrał proces tworzenia unijnych formacji wojskowych, głównie Grup Bojowych. Tworzenie tej formacji jest najważniejszą, podejmowaną przez UE inicjatywą militarną. Od 2010 roku pełnią one rotacyjne dyżury i są zdolne do szybkiego reagowania na kryzysy poza terytorium Europy. W procesie tym coraz aktywniej uczestniczy Polska, przyczyniając się do umacniania swej pozycji w strukturach UE. Polska tworzy z innymi krajami Weimarską i Wyszehradzką Grupę Bojową. Należy sądzić, że w najbliższych latach nie powstanie europejska armia pod jednolitym dowództwem i jednakowo umundurowana. Myślą przewodnią artykułu jest próba naszkicowania narzędzia analitycznego, które usystematyzowałoby rozważania nad możliwymi wariantami rozwoju Unii Europejskiej w wyniku splotu okoliczności wewnętrznych i zewnętrznych. Pod uwagę brane są perspektywy dalszego postępu, zatrzymania i upadku integracji, oddziaływania postępowania Rosji i przemian w szerszym środowisku międzynarodowym. W tym celu wykorzystane zostało podejścia wypracowane przez wpływowy nurt badawczy, nazywany szkołą kopenhaską: teoria kompleksów bezpieczeństwa. ; The main goal of the article is an attempt to outline an analytical tool that would systematize considerations of the possible variants of the development of the European Union as a result of a coincidence of internal and external circumstances. Prospects of further progress, stop, and fall of integration, impacts of the proceedings of Russia and changes in the broader international environment are taken into account. For this purpose an approach developed by the influential mainstream research, called the Copenhagen school, has been implemented : the theory of security complexes.

The subject of these reflections on the contemporary international relations is, on the one hand, sovereignty and, on the other, international security, and the analysis of the relationship between the system of collective security and the sovereignty of states in the context of sustainable peace and stability in the world. States have traditionally been tied to the idea of sovereignty. However, among the most characteristic features of the international relations of our time is the growing number of various types of threats originating in states (e.g. Iran, North Korea), in organisations or other entities (e.g. al-Qaeda). Security and sovereignty are two basic concepts most commonly discussed in literature and international legal doctrine. There are two reasons for that: (i) firstly, the main actors in international relations are states which are sovereign entities and the relations or cooperation between them is based on respect for the principle of that sovereignty, and (ii) secondly, the issue of safety is a key issue and a prerequisite for the performance of fully sovereign rights of these countries, necessary to ensure international cooperation and socio-economic development. This paper discusses the need to institutionalise legitimate use of force in global organisations as well as in their regional structures, and to rapidly and effectively manage situations and conflicts intercept to international peace and security. It also draws special attention to the role and place of international organisations in the maintenance of international peace and security both, at universal, and regional level. ; Przedmiotem niniejszych rozważań, dotyczących współczesnych stosunków międzynarodowych są z jednej strony suwerenność, a z drugiej – bezpieczeństwo międzynarodowe oraz analiza związku pomiędzy systemem bezpieczeństwa zbiorowego a suwerennością państw w kontekście utrzymania trwałego pokoju i stabilności na świecie. Państwa są tradycyjnie przywiązane do idei suwerenności, jednakże do najbardziej charakterystycznych cech stosunków międzynarodowych naszych czasów należy narastanie różnego rodzaju zagrożenia, zarówno ze strony państwa (np. Iran, Korea Północna), jak i ze strony innych podmiotów (np. Al-Kaida). Bezpieczeństwo i suwerenność to dwa podstawowe pojęcia w literaturze i doktrynie prawnomiędzynarodowej. Dzieje się tak z dwóch powodów: po pierwsze – głównymi aktorami w stosunkach międzynarodowych są państwa, będące suwerennymi podmiotami, a stosunki czy też współpraca między nimi oparte są w zasadzie na poszanowaniu owej suwerenności; po drugie – kwestia bezpieczeństwa jest podstawowym zagadnieniem i warunkiem niezbędnym do wykonywania w pełni suwerennych praw tychże państw oraz zapewnienia współpracy międzynarodowej i rozwoju społeczno-gospodarczego. W artykule tym poruszono również problem konieczności instytucjonalizacji legalnego użycia siły, zarówno w organizacjach ogólnoświatowych, jak i na gruncie struktur regionalnych organizacji międzynarodowych, aby szybko i skutecznie zarządzać sytuacjami i konfliktami zagrażającymi pokojowi i bezpieczeństwu międzynarodowemu. W artykule zwrócono również szczególną uwagę na rolę i miejsce organizacji międzynarodowych w procesie utrzymania pokoju i bezpieczeństwa międzynarodowego, zarówno na poziomie ogólnoświatowym, jak i regionalnym.

There is no doubt that the International Security Assistance Force mission in Afghanistan is the most difficult operation in the history of NATO. 10‑years long international efforts to stabilize Afghanistan encounter strong Taliban resistance. Since years, NATO attempts to break this movement do not give the expected results. It is nowadays very, important as the outcome of the ISAF operation will have long‑term impact on the international security. To begin with, the result of this mission will affect the future shape and activity of the Atlantic Alliance. ISAF failure may result in reduction of NATO's role as a pillar of transatlanic security. Secondly, is fiasco may also have grave consequences for the political stability in Central Asia. Such countries as Turkmenistan, Tajikistan or Kyrgyzstan since years fight with the phantom of Islamic fundamentalism. If Afghanistan will be taken over by Taliban, these efforts may be doomed to failure. What is even more important, success of the NATO's mission is strongly connected with the internal situation of Pakistan. In the worst‑case scenario, the Pakistan government might be taken over by extremists, Finally, Afghanistan nowadays became a place of increased rivalry between several regional powers: India, Pakistan, Iran, China and Russia. This may cause several challenges for the international security in future. Therefore, the results of the NATO's International Security Assistance Force operation in Afghanistan will strongly affect the international security.

Obwód Kaliningradzki Federacji Rosyjskiej (FR) odgrywa istotną rolę dla bezpieczeństwa Polski, Litwy oraz państw regionu Morza Bałtyckiego. Ten najbardziej na zachód wysunięty obszar Rosji otoczony jest państwami UE i NATO i nie posiada bezpośredniej styczności z FR. Na obszarze obwodu zgromadzone są pokaźne siły zbrojne, w tym wyrzutnie rakiet średniego i dalekiego zasięgu, które mogą być uzbrojone w głowice atomowe. Władze w Moskwie traktują potencjał wojskowy zgromadzony w obwodzie jako element nacisku na opinię publiczną, tak by zniechęcić władze RP do budowy na terytorium Polski amerykańskiej tarczy antyrakietowej. ; The Kaliningrad Oblast of the Russian Federation (RF) is significant for the security of Poland, Lithuania and the Baltic countries. This westernmost region of Russia is surrounded by EU and NATO states and does not have a direct contact with the RF. Considerable military potential is concentrated in this region, including medium and long range missile launchers that may be armed with nuclear warheads. The government in Moscow treats the military potential of this region as an element of pressure to influence public opinion and discourage the Polish authorities from building the US anti-missile system in Poland.

Celem głównym artykułu jest przedstawienie istotnej kwestii stanowiska Unii Europejskiej wobec bezpieczeństwa żywnościowego. W UE ochrona zdrowia ludzkiego, zdrowia zwierząt i roślin na każdym etapie procesu produkcji żywnościowej ma priorytetowe znaczenie. Problem ten jest ściśle związany z nadmierną niestabilnością cen surowców, w tym także artykułów żywnościowych, co wpływa zarówno na producentów, jak i na konsumentów i wywołuje poważne skutki dla bezpieczeństwa żywnościowego. Warto podkreślić, że w okresie charakteryzującym się nagłymi zmianami cen żywności, takim jak lata 2007–2008, nastąpiło pogorszenie sytuacji żywnościowej w wielu ubogich krajach rozwijających się. Przewidywano, że wzrost cen żywności z 2010 r. może doprowadzić do dalszego rozszerzenia się zjawiska niedożywienia, zapotrzebowania na pomoc humanitarną oraz dalszej intensyfikacji napięć i niepokojów społecznych wśród słabszych konsumentów na świecie. Ważną rolę w zmianie tej sytuacji może odegrać Światowa Organizacja Handlu (WTO) oraz Unia Europejska. Kwestie bezpieczeństwa żywnościowego także dla Unii Europejskiej są równocześnie niezwykle ważne i aktualne zarówno z punktu widzenia teoretycznego, jak i praktycznego. ; The main objective of this paper is to present the attitude of the European Union to the issue of food security. Price volatility in the global market has a significant impact on the economic security of the participants. This particulary applies to commodity price volatility. Excessive volatility in commodity price effects both producers and consumers has a serious implication for food security. In the context of globalisation in a period characterized by sudden changes in food prices, such as for 2007–2008, the food situation in many poor developing countries worsend. It was expected that the increase in food prices in 2010 may lead to the further spread of the phenomenon of malnutrition and further intensification of tensions and unrest among the weaker consumers in the world. An important role in changing this situation can be played by the World Trade Organisation (WTO) and European Union. Food security issues also for the European Union are very important and actual both from theoretical and practical point of view.

Problem ten jest ściśle związany z nadmierną niestabilnością cen surowców, w tym także artykułów żywnościowych, co wpływa zarówno na producentów, jak i na konsumentów i wywołuje poważne skutki dla bezpieczeństwa żywnościowego. Warto podkreślić, że w okresie charakteryzującym się nagłymi zmianami cen żywności, takim jak lata 2007–2008, nastąpiło pogorszenie sytuacji żywnościowej w wielu ubogich krajach rozwijających się. Przewidywano, że wzrost cen żywności z 2010 r. może doprowadzić do dalszego rozszerzenia się zjawiska niedożywienia, zapotrzebowania na pomoc humanitarną oraz dalszej intensyfikacji napięć i niepokojów społecznych wśród słabszych konsumentów na świecie. Ważną rolę w zmianie tej sytuacji może odegrać Światowa Organizacja Handlu (WTO) oraz Unia Europejska. Kwestie bezpieczeństwa żywnościowego także dla Unii Europejskiej są równocześnie niezwykle ważne i aktualne zarówno z punktu widzenia teoretycznego, jak i praktycznego.
