The deep changes that occurred in the international system with the end of the Cold War provoked the revision of theirs patterns, mainly the hemispheric collective security parameters based on mechanisms that aimed at assuring the security of the member states by means of inherent right of individual or collective self-defense. The member states pointed out the necessity of rethinking these arrangements so that the mechanisms could be suitable to face new & diffuse threatens to hemispheric security. This article examines the implications of international intervention against piracy off the coast of Somalia backed by several Security Council resolutions since 2008. Based on a seminal academic debate generically known as naval peacekeeping, the article argues that the intervention against Somali piracy is the empirical realization of an autonomous concept of peacekeeping at sea, disconnected from the concepts usually applied to the land-based UN peace operations framework. T he European Security & Defence Policy (ESDP) has brought new challenges for the relations between the European Union (EU) & NATO & also for the member states. Portugal has participated in ESDP since the beginning. In order to become a viable policy, ESDP has to develop an effective coordination between the ESDP planning mechanisms & the member states. It also has to create a strategic culture that brings together different member states views on power projection. The externalization of internal security is an important asset for the national foreign policy. Nowadays, police missions of the United Nations, operations in the framework of the EU Common Security and Defence Policy, the police and judicial cooperation of Justice and Home Affairs of the European Union, police cooperation between Portuguese speaking countries are decisive components for the prevention and suppression of organized crime and terrorism, as well as for the capacity building of judicial and internal security systems in post-conflict countries. The purpose of this article is to explain why decision-making decision-making about sending Bundeswehr troops to peacekeeping, stabilization and combat missions abroad remains a problem for German foreign and security policy. The article argues that a paradox prevails in Berlin's foreign policy, which is also reflected in its security policy, between Germany as the central geo-economic European power, as the ongoing crisis in the eurozone shows, and its obvious discomfort in assuming a more assertive role in security policy, based on a more engaged security strategy, more like its European partners.
