Social inequalities are part of most aspects of daily life and have persistently characterised life in Latin American cities. As such, in Brazil and other countries on the South American subcontinent, unequal housing conditions became a visible expression of social inequality during the twentieth century. Since public and academic debates on unequal housing largely focus on impoverished shanty towns and upper-class gated communities, focusing on the history of social housing challenges and reconfigures conventional scholarship.This study explores the complex relationships between housing policies, socio-spatial segregation and the stigmatisation of residents in the Conjunto IAPI in Belo Horizonte. It utilises a range of sources from the 1940s, 1950s and 1960s, while interviews conducted with residents in the housing complex complement the analysis.
The aims of this research are to estimate the magnitude of school segregation by national origin in compulsory secondary education in Spain and its Autonomous Communities, and to compare with the results from other countries in the European Union. In order to achieve those aims, we used the PISA-2015 database and estimate the Gorard index. Our results indicate that the magnitude of school segregation by national origin in Spain is 0.45 (below the European average). However, net segregation values reflect a less optimistic image for Spain, from the third country with the least segregation of the European Union, becomes the seventh. ; Esta investigación busca estimar la magnitud de la segregación escolar por origen nacional en España y sus Comunidades Autónomas en Educación Secundaria Obligatoria y contrastar estos resultados con los de los países de la Unión Europea. Authors analyse and conceptually problematise specific phenomena of 'two schools under one roof' in Bosnia and Herzegovina. They argue that education in Bosnia and Herzegovina has been routinely exposed to various, contradicting demands and pressures, which result in, among other contradictions, 'two schools under one roof', which presents one of the world's phenomenon within education. The authors are eager to present this specific education issue to the global public and provide some answers on various consequences, which appeared in this contemporary segregation form in Bosnia and Herzegovina. One of the significant objectives is to underline the concept in which education should be a human practice of cognition that is not determined by ideological currents. Furthermore, authors using several sociological and political science aspects regarding education, in general, will investigate and enlighten this specific phenomenon of segregation that is unique not only in the local but in the global context as well. The main objective of this article will be to present viable solutions on how 'two schools under one roof' can be altered or even abolished.
La Ley 5/2010 de Autonomía Local de Andalucía profundiza en las capacidades de los municipios para decidir sobre sí mismos: los procedimientos de segregación de términos municipales necesitan conformidad expresa de la mayoría absoluta del pleno del ayuntamiento del municipio que sufre la segregación. Por otro lado, los municipios tienen la posibilidad de organizar espacialmente su término municipal, o parte de él, en circunscripciones territoriales como manifestación de su plena autonomía política, pudiendo ser de carácter desconcentrado (caseríos, parroquias, aldeas, barrios, anteiglesias, concejos, pedanías, lugares anejos y otros análogos) o descentralizado (Entidades Locales Autónomas o Entidades Vecinales). En cuanto a las Entidades Locales Autónomas conformadas en Andalucía, suelen ser un paso previo a la creación de un nuevo municipio, por lo que la Ley 27/2013, de Racionalización y Sostenibilidad de la Administración Local ha fijado un límite poblacional que, en la práctica, supone acabar con las aspiraciones segregacionistas. ; The Law 5/2010 of Local Autonomy of Andalusia deepens in the capacities of the municipalities to decide on themselves: th e procedures of segregation of municipal terms need express conformity of the absolute majority of the plenary session of the local government of the municipality that suffers the segregation. On the other hand, th e municipalities have th e possibility of spatially organizing their municipal area, or part of it, in territorial districts as a manifestation of their full political autonomy, and may be of a deconcentrated nature (hamlets, parishes, villages, neighborhoods, churches, councils, districts, adjoining and other analogous places) or decentralized (Autonomous Local Entities or Neighborhood Entities). As for the Autonomous Local Entities conformed in Andalusia, they are usually a previous step to the creation of a new municipality, for which the Law 27/2013, of Rationalization and Sustainability of the Local Administration has established a population limit that, in the practice, suppresses segregationist aspirations.

This article aims to analyze the interplay between social inequalities and the process of urban segregationin Montevideo, this being an a-typical city in the Latin American context, where, notwithstanding the "WelfareState" set up in Uruguay in the early twentieth century, over the last twenty years social inequality hasmade itself acutely felt due to restructuring and economic recession. However, with the new Governmentin 2005, new policies and particularly those aimed at tackling urban poverty were put into force and theseare indeed changing the social and urban landscape. In this sense Montevideo is here held to be an interesting"case study", for the bringing together of comparative analysis upon the process of polarization and thediscussion on urban dualization. First, the authors analyze the major trends and assumptions as to inequalityand urban segregation. Secondly, they illustrate the characteristics of different areas and social classes,using here statistical data processing of household surveys and quantitative indicators to do so, raisinglikewise several factors to the issue of urban heterogeneity in terms of how this is understood locally alongwith a qualitative analysis. The paper is rounded out with a series of conclussions drawn from the foregoing. ; Este artículo tiene como objetivo fundamental, analizar la interrelación entre las desigualdadessociales y los procesos de segregación urbana en Montevideo. The rise in the population of Spain as a result of emigration from the year 2000 onwards situated it among the countries with the highest immigration rates in the world: three or four times the average rate of the US and eight times that of France. The arrival of more than four million immigrants (more than 10% of the population) between 2001 and 2005, the period in which the housing bubble occurred, placed the focus of attention on the theories of urban development, stratification of cities, residential segregation and racial inequality. Urban planning undertaken to house this new population was in keeping with the neo-liberal policies of the central government, the autonomous communities and town councils. This brought about situations of inequality, a polarization of society and did not solve the problem of meeting the demand for housing for the immigrant population. In a country where ethnic ghettoes had never existed, 256 of such areas were created and 2,041,691 people found themselves in a vulnerable situation. ; Desde el año 2000, España presentó una de las mayores tasas de inmigración del mundo (tres a cuatro veces mayor que la media de Estados Unidos, ocho veces más que la francesa). La llegada de unos 4 millones de inmigrantes (más del 10% de su población) entre 2001 y 2005, época del desarrollo de la burbuja inmobiliaria ha puesto de actualidad todas las teorías sobre el desarrollo urbanístico, la estratificación de la ciudad, la segregación residencial y la desigualdad racial. La absorción urbanística de esta nueva población fue a través de las políticas neoliberales desarrolladas por el gobierno, las comunidades autónomas y los ayuntamientos en el diseño de la urbanización territorial y humana provocando una nueva polarización basada en componentes étnico-raciales y estatus socioeconómicos. En un país en donde no existían enclaves étnicos asentados supuso la aparición de 256 barrios y 2.041.691 personas vulnerables por extranjería.

E ste artículo, tras analizar la génesis y el declive de los barrios "sensibles" con la concentración de colectivos en dificultad social, estudia los fenómenos de segregación y estigmatización de los barrios desfavorecidos en Francia, dado que actualmente estos barrios tienden a ser definidos como ghettos, constituyendo el problema sociopolítico central de la sociedad gala. La exclusión, las violencias urbanas, la delincuencia de los jóvenes, la inseguridad, el repliegue comunitario y la presunta demisión de las familias alimentan el discurso mediático y político. Más allá de estas representaciones, es preciso detenerse en la estigmatización territorial y en las estrategias de evitación social, puesto que la mala fama de estos barrios conduce sus componentes a mantener unas actitudes ambivalentes y a replegarse en la esfera familiar. Todo ello no es incompatible con una fuerte sociabilidad y solidaridad y una organización de la vida comunitaria. ; This article, after analyzing the genesis and decline of disadvantaged neighbourhoods with the concentration of social difficulties, studies the phenomena of segregation and stigmatisation of this kind of neighbourhoods in France. Nowadays, these neighbourhoods tend to be defined as ghettos, which have become the central socio-political problem of French society. The media and political speech are fed by their exclusion, urban violence, delinquency of young people, family submissiveness, insecurity and community fallback. Therefore, it becomes necessary to study the territorial stigmatisation and the strategies of social avoidance, provided that the bad reputation of these neighbourhoods leads their neighbours to have ambivalent attitudes and to withdraw in the family sphere. All this is not incompatible with a strong sociability, solidarity and organisation of community life.

El territorio de la parroquia de Cumbayá se transformó debido a una rápida expansión urbana generada por la oferta y demanda de vivienda, destinada a clases socio económicas medio alta y alta y al equipamiento urbano de bienes y servicios. Sin embargo, esta expansión a más de ser dispersa e inequitativa con extremos lujosos, centros de recreación y ocio suburbanos y otros con precariedad e informalidad, ocasionó una segregación socio espacial entre los nuevos habitantes que provienen de la zona norte y centro norte de la ciudad de Quito con suficientes recursos económicos, frente a los habitantes originarios carentes de los mismos, que no pudieron contener a la demanda de terrenos por parte del sector inmobiliario, siendo este uno de los instrumentos del capital de inversión. El fundamento teórico se apoya en los conceptos del proceso de acumulación de capital por sus contenidos de renta del suelo que permite entender la expansión urbana en términos de mercado en un contexto neoliberal, así como en las definiciones de segregación espacial que hacen referencia a la sectorización de la ciudad con base a la homogeneidad social, la cual crea micro territorios de iguales, que se apoyan en relaciones de poder social, económico y político. ; The Territory in the Cumbaya parish transformed itself due to a rapid urban expansion generated by housing supply and demand for middle high and high socio-economic classes and urban installations of goods and services. Nevertheless, this expansion, more than just being dispersed and inequitable with extreme luxury, with suburban recreation centers and leisure, and others with informality and insecurity, caused socio-spatial segregation among the new inhabitants coming from the north and center north of the city of Quito with sufficient economic resources, facing the original inhabitants lacking the same situation. These original inhabitants could not control the demand for land from the real estate sector, one of the instruments of investment capital. The theoretical basis is supported by the concepts in the process of capital accumulation in the content of land earned income which permits the understanding of urban expansion in market terminology in the neoliberal context, as well as in the definitions of spatial segregation, with reference to the sectorization of the city based on social homogeneity, which creates micro territories of equals, supported in relations of social, economic, and political power.

This article summarizes the theories most commonly used in the social sciences to explain the causes and consequences of urban segregation in contemporary cities. A new theoretical framework is proposed, based mainly on the contributions of the field of anthropology. A summary on the solutions proposed by planners is offered, and a new agenda is defined for practitioners seeking to understand and confront the problems posed by urban segregation. The article concludes that urban segregation is a typical modern phenomenon with positive and negative impacts, that requires innovation in urban policy and political discourse. ; Este artículo resume las teorías usadas más comúnmente en las ciencias sociales para explicar las causas y consecuencias de la segregación urbana en las ciudades contemporáneas. Además, se propone un nuevo marco teórico, basado en los aportes de la antropología, al igual que se resumen las soluciones propuestas por urbanistas. Se termina con una agenda nueva para investigar y abordar el problema. El artículo concluye que la segregación tiene aspectos positivos y negativos y debe ser entendida y abordada como un fenómeno típicamente moderno que requiere propuestas nuevas en los ámbitos del urbanismo y el discurso político.

This paper is intended to provide some insight concerning torture and its institutionalization as a means of control during the Chilean military dictatorship. Experiences that took place at the Universidad Técnica del Estado between 1973-1990 are discussed. Testimonials and descriptions of what happened inside this site of education are considered, in order to articulate the concepts of torture, anesthesia and Human Rights. This work shows that military dictatorships rely on the use of force and coercive practices in order to become institutionalized, systematically violating Human Rights. Furthermore, the positioning of a new model requires the generation of a deep damage in order to break out with old institutions. Therefore, affecting various areas of life, bodies and their mobility. Finally, it is important to remember these trances, so we can revive these bodies and give them a breath of life, so that there is at least a record of their journey through this country. ; El presente ensayo tiene por finalidad ofrecer algunas nociones referentes a la tortura y su institucionalización como método de control durante la dictadura militar chilena. Se hace una reflexión de la experiencia de la Universidad Técnica del Estado entre 1973-1990, para lo que se consideran algunos testimonios y descripciones de lo ocurrido al interior de este plantel educacional, que permiten articular los conceptos de tortura, anestesia y Derechos Humanos. De este trabajo se desprende que las dictaduras militares se valen del uso de la fuerza y de las prácticas coercitivas para institucionalizarse, violando sistemática los Derechos Humanos. Además, el posicionamiento de un nuevo modelo, requiere generar un daño profundo que haga un quiebre con la anterior institucionalidad, permitiéndole afectar los más diversos espacios de la vida, los cuerpos y su movilidad. Finalmente, es importante recordar estos trances, revivir estos cuerpos y darles un hálito de vida para que al menos exista un registro de su tránsito por este país.

In the Central District until the seventies decade the urban fragmentation was not so evident, Central Park was considered the center, constituted the point of origin and identity and orientation given to the city, was the area of greatest urban hierarchy, home of political, economic, religious and social. However, with the changes made since the eighties, the situation changes, the city cease to represents a continuous space to make way for a city characterized by fragmentation and urban segregation.Revista Población y Desarrollo: Argonautas y Caminantes, Vol. 11, 2015: 85-96 ; Hasta la década de los setenta la fragmentación urbana en el Distrito Central no era tan evidente, la Plaza Central era considerada el centro; constituía el punto de origen apartir del cual de daba identidad y orientación a la ciudad. Era la zona de mayor jerarquía urbana, sede del poder político, económico, religioso y social.
