Policy statements by the West German parliament concerning international development aid have emphasized the notions of "help toward self-help," participation, & dialogue. However, it is argued here, from the viewpoint of the Green Party, that these statements mask the fact that the type of aid offered continues to serve the interests of the donor nations (eg, regarding production) instead of those of local people in need. The principles of the Green's new, alternative development policy are outlined. In it, the concept of self-help is of central importance, & refers to genuine local self-reliance, ie, making use of local production factors to serve local consumption needs & to achieve the maximum possible autonomy.
