Celem artykułu jest politologiczna analiza reakcji Unii Europejskiej na kryzys humanitarny w Syrii. W publikacji weryfikacji poddane zostaną następujące hipotezy badawcze. Po pierwsze, Unia Europejska funkcjonuje w środowisku dynamicznych, warunkujących jej decyzje i działania zmian, które zachodzą na wielu poziomach życia społecznego i jednocześnie wielu jego płaszczyznach. Działania Unii Europejskiej wobec kryzysu humanitarnego w Syrii warunkowane są przez dwie główne zmienne. Pierwsza z nich występuje na poziomie międzynarodowym – w tym przypadku z wyodrębnieniem poziomu systemu regionalnego – oraz łączy skutki końca zimnej wojny i procesów globalizacji, czyli elementy funkcjonalne i strukturalne. Jest nią wojna hybrydowa w Syrii. Druga zmienna w postaci bezprecedensowej w swej skali presji migracyjnej ma miejsce na poziomie wnętrza państw członkowskich. Po drugie, będąca następstwem wojny hybrydowej w Syrii i aktywności tzw. Państwa Islamskiego presja migracyjna, jakiej zaczęła doświadczać Unia Europejska stała się zagrożeniem dla jej liberalnego modelu, a także wewnętrznej spójności. Dlatego też angażując się w pomoc humanitarną dla Syrii, Unia Europejska chce zapobiec poważnemu kryzowi wewnątrz własnych struktur. Przyjęto założenie metodologiczne, zgodnie z którym funkcjonujące na wielu płaszczyznach zjawiska i procesy w środowisku Unii Europejskiej są zmiennymi niezależnymi, natomiast jej decyzje i działania zmiennymi zależnymi. W kontekście sformułowanych hipotez badawczych przedmiotem analizy w artykule jest po pierwsze, określenie istoty i dynamiki kryzysu humanitarnego w Syrii. Po drugie, identyfikacja i analiza uwarunkowań owego kryzysu. Po trzecie, ukazanie działań Unii Europejskiej wobec kryzysu humanitarnego w Syrii. ; The aim of the article is a political science analysis of the European Union's response to the humanitarian crisis in Syria. The following research hypotheses will be verified in the publication. Firstly, the European Union functions in an environment of dynamic changes that determine its decisions and actions, which take place on many levels of social life and at the same time on many levels. The European Union's actions in relation to the humanitarian crisis in Syria are determined by two main variables. The first one occurs at the international level – in this case, with a distinction between the level of the regional system – and combines the effects of the end of the Cold War and globalization processes, i.e. functional and structural elements. It is the hybrid war in Syria. The second variable, unprecedented in its scale, migratory pressure takes place at the level of the interior of the Member States. Secondly, following the hybrid war in Syria and the activity of the so-called Islamic State, the migratory pressure that the European Union began to experience became a threat to its liberal model as well as its internal cohesion. Therefore, by engaging in humanitarian aid for Syria, the European Union wants to prevent a serious crisis within its own structures. A methodological assumption was made according to which the phenomena and processes in the environment of the European Union functioning on many levels are independent variables, while its decisions and actions are dependent variables. In the context of the formulated research hypotheses, the subject of the analysis in the article is, firstly, to define the essence and dynamics of the humanitarian crisis in Syria. Secondly, the identification and analysis of the determinants of that crisis. Third, to show the actions of the European Union in the face of the humanitarian crisis in Syria.

This paper concerns post-1989 changes and modifications of Polish built heritage. For Poland, the year of the fall of the Iron Curtain marked the beginning of political and economic transformation: a transition from a socialist state and a member of the Soviet Bloc to a capitalist state integrated with the European Union. The implementation of democratic institutions and procedures, and the rise of free-market economy based on private property, has nurtured profound changes in the standard of living, which in turn triggered significant transformations of the traditional cultural landscape. Along with the development of pluralistic society, new ideas and approaches arose in the heritage sphere. The phenomenon described by Pierre Nora as "the explosion of memory" contributed to these changes, but was by no means their only source. The heritage practices were also shaped by the cultural policy of the state. As international cooperation was deepening, and the integration with the European Union was progressing, the makers of this policy increasingly drew on the ideas and solutions stemming from the experiences of the developed countries of the West. The heritage policy of the period was also influenced by the economic interpretations of culture, especially the idea of cultural capital, understood as an asset of cultural values. The primary objective of this article is to present the changes that the criteria of evaluation of monuments have been undergoing in contemporary Poland. The process is tremendously dynamic, which becomes apparent when one considers the widespread, grand-scale changes to the relics of old architecture in the last two decades. This paper describes examples of controversial uses of built heritage and details the circumstances behind a number of particular cases when the authenticity of visitors' experience was chosen over the authenticity of a material relic of the past ; Artykuł dotyczy przekształceń i modyfikacji dziedzictwa architektonicznego w Polsce po roku 1989. Upadek żelaznej kurtyny wyznaczał początek procesu transformacji ustrojowej prowadzącej od państwa socjalistycznego będącego częścią bloku sowieckiego do państwa kapitalistycznego, funkcjonującego w strukturach Unii Europejskiej. Wdrażanie instytucji i procedur demokratycznych, a także tworzenie wolnego rynku opartego na własności prywatnej stworzyło warunki dla głębokich przemian cywilizacyjnych, które z kolei doprowadziły do znaczących przeobrażeń tradycyjnego krajobrazu kulturowego. Proces kształtowania społeczeństwa pluralistycznego sprzyjał także rozwojowi nowych koncepcji i postaw w sferze dziedzictwa. Jednakże nie wszystkie z nich mają swe źródło w zjawisku, które Pierre Nora określił mianem "eksplozji pamięci". Praktyki społeczne dotyczące dziedzictwa architektonicznego w niemałym stopniu były również kształtowane przez działania z zakresu polityki kulturalnej państwa. Wraz z pogłębianiem współpracy międzynarodowej i postępem procesów integracyjnych ze strukturami Unii Europejskiej, twórcy tej polityki w coraz szerszym zakresie sięgali do idei i rozwiązań wynikających z doświadczeń rozwiniętych krajów Zachodu. Na ewolucję założeń polityki dziedzictwa realizowanej w omawianym okresie duży wpływ miały także ekonomiczne interpretacje kultury, a zwłaszcza koncepcja kapitału kulturowego jako zasobu wartości kulturowych. Podstawowym celem artykułu jest ukazanie przemian, jakim we współczesnej Polsce ulegają kryteria oceny wartości zabytków. O dynamice tego zjawiska świadczy skala przeobrażeń, którym uległy relikty dawnej architektury w ostatnich dwóch dziesięcioleciach. Artykuł opisuje różne przykłady kontrowersyjnego wykorzystania dziedzictwa budowlanego i analizuje uwarunkowaniami tych rozwiązań, w których autentyczność doświadczeń odbiorców stawiano wyżej niż autentyczność materialnego reliktu przeszłości.

The author ponders over institutional redefinition of universities operating on the international education market. In his opinion, institutional transformation is the key competitive advantage of a university in the ever faster changing environment. The problem of institutional transformation is considered in two contexts: on the one hand, as 'historical necessity' which the managements of universities must tackle (the context of internationalisation or the Bologna process appear here as necessary, 'statutory' aspects of transformation). On the other hand, institutional transformation is considered as a creative management process: conscious, based on knowledge and understanding of market-driven management to prevent universities from turning into brick-and-mortar backwater. In this context, institutional transformation appears as market strategy, less or more effective, based largely on trial and error rather than any 'golden mean'. The author refers to two models: a Humboltian university and the American concept of entrepreneurial university. In his opinion, both models co-exist in contemporary higher education, and we are witnessing clashing arguments and views elevating the former while simultaneously discrediting the other. The author does not intend to propose a final resolution of this dispute, and any authoritative assertions made earlier than two years in advance may be perceived as charlatanry. Moreover, another vision of university has appeared on the horizon, labelled ad hoc as 'knowledge-based university'. The author's intent was to identify trends, more or less advanced, in increasingly commercialised higher education: globalisation and regionalisation of universities with parallel departure from the model of national universities; decentralist transformations of university structures; relations between universities and industry; competitive pressure from other players active in the education sector. ; Autor zastanawia się nad zagadnieniem redefinicji instytucjonalnej szkół wyższych funkcjonujących na międzynarodowym rynku edukacyjnym. Wyraża opinię, że transformacja instytucjonalna jest najważniejszym elementem budowania przewagi konkurencyjnej uczelni w coraz szybciej zmieniającym się otoczeniu. Problem transformacji instytucjonalnej rozpatrywany jest tu w dwóch kontekstach: z jednej strony -ja ko "dziejowa konieczność", z którą kadry zarządzające uniwersytetów muszą się zmierzyć (pojawia się tu kontekst umiędzynarodowienia czy proces boloński jako konieczne, "ustawowe" aspekty transformacji). Z drugiej strony - jako proces zarządzania kreatywnego (świadomego, opierającego się na wiedzy i rozumieniu mechanizmów działania sił rynkowych kierowania rozwojem uniwersytetu), tak aby nie stał się on marmurowym skansenem. W tym kontekście transformacja instytucjonalna jest rodzajem mniej lub bardziej skutecznej strategii rynkowej, opartej w większym stopniu na metodzie prób i błędów niż na metodzie "złotego środka". Autor odwołuje się do dwóch modeli uniwersytetu: modelu humboldtowskiego oraz amerykańskiej idei "uniwersytetu przedsiębiorczego". Wyraża opinię, iż obecnie szkolnictwo wyższe znajduje się na etapie współistnienia obu tych modeli, w obliczu ścierania się racji i poglądów nobilitujących Humboldtowską ideę uniwersytetu, przy jednoczesnej dyskredytacji wizji "uniwersytetu przedsiębiorczego" i vice versa. Autor nie zamierza stawiać "kropki nad i", tym bardziej że formułowanie autorytarnych tez z wyprzedzeniem większym niż dwuletnie może być postrzegane jako szarlataneria. Ponadto na horyzoncie pojawiła się już wizja uniwersytetu przyszłości, nazwanego ad hoc "uniwersytetem opartym na wiedzy". Zamiarem autora było wskazanie na pewne mniej lub bardziej zaawansowane tendencje zachodzące w obszarze komercjalizującego się szkolnictwa wyższego: globalizację i regionalizację uniwersytetów, przy jednoczesnym odchodzeniu od modelu uniwersytetów narodowych, odśrodkowe przeobrażenia struktur szkół wyższych, relację uniwersytety-przedsiębiorstwa, presję konkurencji ze strony innych graczy rynkowych działających w sektorze edukacji.

Obecnie Polska jako państwo członkowskie zarówno NATO, jak i Unii Europejskiej, może być zobowiązana do zaangażowania żołnierzy w obronie przeciwko zagrożeniom militarnym, do czego są powołani, a także mogą być pomocni w działaniach niemilitarnych dla dobra kraju i jego sojuszników. Głównym zadaniem sił zbrojnych jest utrzymanie bezpieczeństwa, ale również wsparcie w zapobieganiu sytuacjom, które mogą być uznane za niebezpieczne, zarówno w kraju, jak i poza jej terytorium, zgodnie ze strategią Paktu Północnoatlantyckiego. Rozwój cywilizacji, postęp techniczny, a także postępująca globalizacja współczesnego świata zmusza do dokonywania zmian dopasowanych do skali i charakteru zagrożeń. Celem artykułu jest analiza udziału Sił Zbrojnych RP w NATO oraz w całym systemie Unii Europejskiej w sytuacjach kryzysowych i próba poprawy tego systemu w zakresie wykorzystania sił zbrojnych i ich logistyki. Każde z państw członkowskich z zasady ponosi odpowiedzialność za zapewnienie pełnej logistyki dla swych sił zbrojnych, a także za kompatybilność podczas międzynarodowej działalności oraz podczas wspólnych operacji NATO. ; The armed forces of Poland are one of the pillars of the security of the country. Currently, as a member of both NATO and the European Union, Poland might be required to engage soldiers in defending against military threats, or they may be involved in non-military activities for the benefi t of the country and its allies. The primary role of the armed forces is to perform tasks to maintain security, but they also help in preventing situations which can be considered as dangerous both in a country and outside its territory, all in accordance with the strategy of the North- Atlantic Pact. The development of civilization, technical progress, as well as the progressive globalization of the contemporary world necessitate the introduction of changes to match the scale and nature of threats. The aim of the article is to analyse the participation of Polish Armed Forces in NATO and in the European Union in crisis situations and to suggest improvements to this system in terms of the use of the armed forces. Each of the member states bears the responsibility for providing full logistics support for their armed forces, as well as for compatibility in both international and NATO-led operations. ; Вооруженные Силы Польши являются одним из столпов безопасности страны. В настоящее время Польша, как государство-член НАТО и Европейского союза, может быть вынуждена предоставить своих солдат для защиты от военной угро- зы, а также армия может быть использована внутри страны и на территории стран-союзников в операциях невоенного типа. Основной задачей вооружен- ных сил является выполнение задач по обеспечению безопасности, но также, в соответствии со стратегией Североатлантического договора, армия должна помогать в предотвращении ситуаций, которые могут считаться опасными, как в стране, так и за ее пределами. Развитие цивилизации, технический прогресс и растущая глобализация современного мира, заставляет вносить изменения в соответствии с возникающими масштабами и характерами угроз. В статье дан анализ участия Вооруженных Сил Польши в НАТО и во всей системе Европей-ского союза в кризисных ситуациях, указаны возможности усовершенствования этой системы использования вооруженных сил и их материально-технического обеспечения. Каждая страна-член Североатлантического договора, в принци- пе, несет ответственность за обеспечение полной логистики для своих воору- женных сил, а также за совместимость во время международных, совместных операций НАТО.

W artykule określono zakres szkolenia specjalistycznego w Marynarce Wojennej RP uwzględniający przeobrażenia środowiska bezpieczeństwa. W rozumieniu autora system ten tworzą zarówno uczelnie kształcące kadry oficerskie, jak i realizowany w jednostce wojskowej proces szkolenia, uzupełniany przez ćwiczenia oraz różnorodne formy kształcenia dodatkowego. Jego zakres tematyczny, poza wiedzą ogólną, wynikać powinien ze specyfiki narodowej polityki bezpieczeństwa, uwarunkowań prowadzenia działań w ramach systemu kooperacyjnego (sojusze wojskowe, koalicje ad hoc i układy regionalne) oraz przyjętej koncepcji rozwoju sił zbrojnych i ich wyposażenia technicznego. W przypadku sił morskich dodatkowymi czynnikami wpływającymi na kształt systemu szkolenia są: międzynarodowe wymogi dotyczące zakresu wiedzy specjalistycznej pracowników morza oraz specyfika samodzielnego działania na akwenach morskich, wymagająca umiejętności podjęcia decyzji przy ograniczonym wpływie na jej ostateczny kształt dowództwa wyższego szczebla. Z tego względu w artykule nie odniesiono się w pełni do zakresu szkolenia ogólnego oraz poziomu wyszkolenia morskiego, gdyż stosowanie Konwencji STCW i tzw. dobrej praktyki morskiej oraz umiejętność obsługi sprzętu w przypadku załóg okrętów jest wymogiem podstawowym, gwarantującym bezpieczeństwo ich zdrowia i życia. Natomiast w odniesieniu do szkolenia bojowego uznano, iż w trakcie studiów przyszli oficerowie MW RP powinni jedynie zapoznać się z zasadami prowadzenia działań bojowych rodzajów sił morskich, obsługą urządzeń i uzbrojenia oraz elementami dowodzenia, a praktyczne umiejętności sukcesywnie nabywać w ramach działalności szkoleniowej w jednostkach wojskowych oraz na kursach specjalistycznych. Określa to sposób organizacji systemu szkolenia w MW RP, który powinien być podzielony na trzy etapy. Zaproponowane rozwiązania są autorską koncepcją nie tylko procesu szkolenia w MW RP, ale także wizji wykorzystania potencjału sił morskich do realizacji polityki państwa, w których system ten odgrywa istotną rolę. ; The article specifies the scope of specialist training in the Polish Navy, taking into account the transformation of the security environment. In the author's understanding, this system consists of both schools educating officers and a training process carried out in a military unit, supplemented by exercises and various forms of supplementary education. Its thematic scope, apart from general knowledge, should result from the specifics of the national security policy, conditions for conducting activities under the cooperative system (military alliances, ad hoc coalitions and regional arrangements) and the adopted concept of the development of armed forces and their technical equipment. In the case of marine forces, additional factors affecting the shape of the training system include international requirements concerning the scope of specialist knowledge of sea workers and the specificity of independent operation on sea areas, requiring the ability to make a decision with a limited impact on the final shape of the high-level command. For this reason, the article does not fully address the scope of general training and the level of maritime training, since the application of the STCW Convention requirements is a basic requirement. On the other hand, with reference to combat training, it was considered that during the study the future officers of the Polish Armed Forces should only become acquainted with the principles of conducting combat operations of naval forces, equipment and weapons and command elements, and practical skills – should be successively acquired as part of training activities in military units and specialist courses. This is defined by the way of organizing the training system in the Polish Armed Forces, which should be divided into three stages. The proposed solutions are the original concept of not only the training process at the Polish Armed Forces, but a vision of using the potential of naval forces to implement the policy of the state, in which the training system plays a significant role.

After the death of Josip Broz Tito, national, religious and economic problems of Yugoslavia led to the collapse of the state. Its beginning was given by the 1989 constitutional amendments which strenghtened Serbia and limited the autonomy of Kosovo and Vojvodina, causing annoyance of Slovenia and Croatia. Despite objection of its neighbours, Slovenia declared its independence already on December 26th, 1990. Attainment of independence by Croatia, declared on June 25th, 1991, was accompanied by many difficult challenges and by determined domestic and international counteractions. Federal authorities launched a military operation, taking control of a considerable area of Croatia. United Nations Security Council took necessary steps to keep peace and safety in Yugoslavia but unsatisfactory progress in negotiations and determined actions of the conflicted parties paralyzed effectively the UN forces, especially until 1996. The situation was even more difficult in Bosnia-Herzegovina, inhabited by the Bosnian Muslims, Serbs and Croats. Here, the concept of independence matured more slowly and the conflict between Bosnian Serbs, Bosnian Muslims and Bosnian Croats was growing very fast. In May 1992, as a result of the fighting, most of the UN observers had to withdrawn to the security zone in Croatia. The conflicted parties were more and more agressive and didn't comply with UN Security Council resolutions. In the beginning of 1994 the UN actions in Bosnia were decisively supported by NATO. The Serbs took UN hostages. Intense fights, continued until the end of 1995, showed the weakness of the UN security and peace system. The situation in Macedonia and Kosovo developed more favourably, even though the UN was forced to deply the "blue helmets". On March 31st, 1995, preventive forces were formed in Macedonia and on July 6th, 1998, in Kosovo, the Diplomatic Observer Mission, supported by UN, OSCE, UE and NATO, was established. Those actions influenced combating the situation in the Balkans, even if it is still unstable, especially in Kosovo and in Macedonia ; Problemy narodowościowe, religijne i gospodarcze Jugosławii doprowadziły, po śmierci Josipa Broz-Tity, do rozpadu państwa. Jego początek dały zmiany konstytucyjne w 1989 roku, wzmacniające Serbię, a ograniczające autonomię Kosowa i Wojwodiny, co wywołało niezadowolenie Słowenii i Chorwacji. Pomimo sprzeciwu sąsiadów, Słowenia już 26 grudnia 1990 roku ogłosiła niepodległość. Uzyskaniu niepodległości przez Chorwację, ogłoszonej 25 czerwca 1991 roku, towarzyszyło wiele trudnych wyzwań i zdecydowanych przeciwdziałań wewnętrznych, jak i sąsiedzkich. Władze federalne wszczęły operację wojskową, opanowując znaczne obszary Chorwacji. Dla utrzymania pokoju i bezpieczeństwa w Jugosławii Rada Bezpieczeństwa ONZ podjęła niezbędne kroki, ale niezadowalający postęp w negocjacjach i zdecydowane działania zwaśnionych stron, skutecznie paraliżował siły ONZ, zwłaszcza do 1996 roku. Jeszcze trudniejsza była sytuacja w Bośni-Hercegowinie, którą zamieszkiwali bośniaccy muzułmanie, Serbowie i Chorwaci. Tu myśl niepodległościowa dojrzewała nieco wolniej, a konflikt między bośniackimi Serbami a bośniackimi muzułmanami i bośniackimi Chorwatami szybko narastał. W maju 1992 roku, w wyniku walk, większość obserwatorów ONZ musiała wycofać się do stref bezpieczeństwa w Chorwacji. Strony konfliktu wykazywały rosnącą agresję, nie przestrzegając rezolucji Rady Bezpieczeństwa ONZ. Działania ONZ w Bośni były zdecydowanie wsparte przez NATO z początkiem 1994 roku. Serbowie brali zakładników ONZ. Intensywne walki trwające do końca 1995 roku wykazały słabość ONZ-owskiego systemu bezpieczeństwa i pokoju. Korzystniej rozwijała się sytuacja w Macedonii i Kosowie, choć i tu ONZ zmuszona była rozmieścić "błękitne hełmy". 31 marca 1995 roku ustanowiono siły zapobiegawcze w Macedonii, a w Kosowie od 6 lipca 1998 roku działała międzynarodowa Dyplomatyczna Misja Obserwatorów, wspierana przez ONZ, OBWE, UE i NATO. Działania te wpłynęły na normowanie sytuacji na Bałkanach, choć w dalszym ciągu występuje niestabilność, zwłaszcza w Kosowie i Macedonii

Zmiana instytucjonalna jest nieodłącznym procesem wpisującym się w rozwój społeczeństwa i gospodarki. Najistotniejszym procesem w ramach transformacji instytucji wydaje się dopasowywanie (się) instytucji formalnych i nieformalnych. Jest to niezbędne, aby system instytucjonalny działał sprawnie, aby generował odpowiednie bodźce na rzecz aktywności gospodarczej (niski koszt transakcyjny, przewidywalność, zaufanie). Efektem takich dostosowań jest ład instytucjonalny, który jest warunkiem trwałości rozwoju gospodarczego. Cechą instytucji jest długookresowe trwanie, choć jednocześnie odbywa się ich nieprzerwana ewolucja. Powstaje pytanie, w jaki sposób kształtuje się ład instytucjonalny, jaką rolę odgrywają w nim instytucje nieformalne. Za cel artykułu przyjęto określenie roli instytucji nieformalnych w kreowaniu ładu instytucjonalnego. Można wysunąć przypuszczenie, że instytucje nieformalne wraz z upływem czasu stają się trwałą podstawą ładu instytucjonalnego. W artykule wskazano również przejawy niesprawności systemu instytucji w Polsce, w tym instytucji nieformalnych. ; Institutional change is an integral process in the development of the society and economy. The seemingly most significant process in the transformation of institutions is the adjustment (also, mutual adjustment) of formal and informal institutions. This is critical to the proper functioning of the institutional system, so that it generates sufficient stimuli for economic activity (low transaction costs, predictability, trust). The result of such adjustments is institutional order which is a prerequisite of sustainable economic growth. One of the features of imitations is their longevity, even though they are constantly evolving. The question arises about how institutional order is formed and what the role of informal institution in this process is. The aim of the article is to determine the role of informal institutions in the formation of institutional order. It is possible that, given time, informal institutions become a solid foundation of institutional order. Celem poniższego artykułu jest przeprowadzenie analizy na temat kultury strategicznej Węgier po zmianach ustrojowych. Poznanie węgierskiej kultury strategicznej jest niezbędne do zrozumienia decyzji strategicznych i politycznych dotyczących bezpieczeństwo dla sojuszników oraz partnerów politycznych. Węgierska strategia opiera się między innymi na położeniu geopolitycznym, doświadczeniach historycznych o sytuacji wewnętrznej i zewnętrznej. Węgry są małym krajem, co uwarunkuje jego kulturę strategiczną. Kraj podobnie jak inne państwa w regionie po upadku Układu Warszawskiego jednoznacznie określił cel strategiczny - dołączenie się do struktury euroatlantyckiej. Najważniejszymi momentami okresu badanego jest zaproszenie do Organizacji Traktatu Północnoatlantyckiego w 1999 roku oraz dołączenie do Unii Europejskiej w 2004 roku. W badanym okresie 1990-2020 zostało wydanych 5 strategii bezpieczeństwa narodowego. Dokumenty te są podstawą do analizy kierunku rozwoju, jak i współpracy w aspekcie bezpieczeństwa kraju. Węgry od zmian ustrojowych prowadzili pokojową politykę w regionie. Mimo zgrzytów historycznych ciągnących się od dwóch wojen światowych, traktaty pokojowe nie zostały głównym elementem kultury nienawiści i wrogości. Najnowsza strategia z 2020 roku wydana na początku pandemii Sars-CoV-2 jest jedną z najbardziej rozbudowaną od 1990 roku. Mimo 30 lat od zmianach ustrojowych nie można mówić o własnej kulturze strategicznej Węgier. Kraj o małej potencjale społeczno-gospodarczym w dobie globalizacji nie ma możliwości tworzenia własnej kultury strategicznej bez uwzględnienia otoczenia a także sojuszników i organizacji międzynarodowych działających w regionie. Wynika to między innymi z charakteru uchwalenia i pracy nad strategią. Analiza opiera się na analizach dokumentów strategicznych w okresie 1990-2020, a także literatury węgierskiej. Ze względu na analizy dokumentów i literatury można wywnioskować charakterystyczne cechy kultury strategicznej regionu Środkowej Europy, a także doświadczenia historyczne z czasów zimnej wojny i strefy wschodniej do której Węgry należą. ; The aim of the article is to analyze the strategic culture of Hungary after the political changes in 1990. Getting to know the Hungarian strategic culture it is inevitable to understand the strategic political decisions regarding security for political allies and partners. The Hungarian strategy is based, inter alia, on the geopolitical situation, historical experience, internal and external situation. Hungary's culture is conducted by small countries situation. The country, similarly, to others in the region after the collapse of the Warsaw Pact, clearly defined its strategic goals, which included the joining the Euro-Atlantic structures. The most important moments of the analyzed period are the invitation to the North Atlantic Treaty Organization in 1999 and joining to the European Union in 2004. In the period from 1990 to 2020, five national strategies were issued. These documents are the basis for the analysis of development directions and cooperation in the aspect of security. Since the political changes, Hungary has pursued a peaceful policy in the region. Even the historical experiences of the two lost world wars and peace treaties, did not remain the main element of the Hungarian culture of hatred and hostility. The latest strategy from 20202, released at the beginning of the Sars-CoV-2 pandemic, is one of the most extensive strategy since 1990. Despite 30 years after the political changes, it is impossible to speak of Hungary's own strategic culture. A country with a small socio-economic potential in the era of globalization cannot create its own strategic culture without considering its location, allies and international organizations operating in the region. This is due, inter alia, to the nature of the adoption and work on the strategy. The analysis is based on analyzes of strategic documents in the period 1990-2020, as well as Hungarian literature. Due to the analysis of documents and literature it is possible to deduce the characteristic features of the strategic culture of the Central European region as well as historical experiences from the Cold War and the Eastern zone to which Hungary belongs.

Celem poniższego opracowania jest syntetyczne przedstawienie zaangażowania Unii Europejskiej w rozwiązanie konfl iktu izraelsko-palestyńskiego. Rok 2018 jest dobrym momentem na podsumowanie roli Unii Europejskiej oraz innych aktorów regionalnych i międzynarodowych w rozwiązaniu kwestii palestyńskiej. Obecnie mija 25 lat od podpisania porozumienia z Oslo i 30 lat od deklaracji niepodległości ogłoszonej przez Organizację Wyzwolenia Palestyny. Z kolei w 2017 r. minęło 50 lat od zajęcia przez Izrael Strefy Gazy oraz Zachodniego Brzegu Jordanu. W artykule autorka zdecydowała się przyjąć tezę, iż konfl ikt izraelsko-palestyński stanowi jedno z głównych wyzwań dla polityki zagranicznej UE oraz jest nieodłączną cechą regionalnego układu sił i bez jego uregulowania nie można myśleć o trwałym pokoju na Bliskim Wschodzie86. Implikacje konfl iktu dla Unii Europejskiej są wielowymiarowe oraz dotyczą bezpieczeństwa, dialogu politycznego, kwestii gospodarczych i społecznych. Mają również wpływ na całościową politykę prowadzoną przez Unię wobec regionu śródziemnomorskiego. Powyższe zagadnienie stanowi ponadto ważny przyczynek do pogłębienia badań nad ewolucją Wspólnej Polityki Zagranicznej i Bezpieczeństwa Unii. Artykuł podzielony jest na pięć części. Pierwsza przedstawia źródło, ewolucję oraz poszczególne etapy konfl iktu od końca drugiej wojny światowej. W drugiej części wskazane zostały implikacje zapisów porozumienia z Oslo dla procesu negocjacji pokojowych. W trzeciej zawarto zidentyfi kowane najważniejsze problemy, które uniemożliwiają osiągnięcie trwałego pokoju między Izraelem a Palestyną. W czwartej części przedstawiono stanowisko Unii Europejskiej wobec konfl iktu i rozwiązania dwupaństwowego oraz współpracy dwustronnej z Izraelem i Palestyną. Ostatnia, piąta część stanowi omówienie problemów związanych z zaangażowaniem Unii Europejskiej na rzecz zakończenia konfl iktu. Analiza przeprowadzona w niniejszym artykule oparta została na zróżnicowanych źródłach i literaturze przedmiotu, w szczególności z lat 2015–2018 oraz badaniach własnych autorki. W opracowaniu zastosowano ujęcie krytyczne i problemowe, uwzględniające zachowanie podstawowych aktorów, ważnych z punktu widzenia omawianego tematu oraz wykorzystano następujące metody badawcze: czynnikową, instytucjonalno-prawną, analizy zawartości oraz elementy metody decyzyjnej. ; The aim of the article is to present the European Union's commitment to resolve the Israeli-Palestinian confl ict. 2018 is a good time to take stock of the role of the European Union and other regional and international actors in resolving the Palestinian issue. Currently, it is 25 years since the signing of the Oslo Agreement, 30 years after the declaration of independence announced by the PLO. A year earlier, 50 years have passed since Israel seized the Gaza Strip and the West Bank. The article assumes the thesis that the Israeli-Palestinian confl ict is one of the main challenges for the EU's foreign policy, is an inherent feature of the regional balance of power and without its regulation it is impossible to think about a lasting peace in the Middle East. Its implications are multidimensional and concern security, political dialogue, economic and social issues. The confl ict also has an impact on the overall policy pursued by the Union towards the Mediterranean. The article is divided into fi ve parts. The fi rst presents the source, evolution and individual stages of the confl ict from the end of the Second World War. In the second part, the implications of the provisions of the Oslo Agreement for the negotiation process were indicated. The third identifi es the most important problems that prevent a lasting peace between Israel and Palestine. In the fourth part author shows the position of the European Union towards the confl ict and a two-state solution, and bilateral cooperation with Israel and Palestine. The fi fth part discusses the problems related to the involvement of the European Union in ending the conflict. The analysis carried out in this article is based on diversified sources, literature on the subject, in particular from 2015–2018, and the author's own research. The study uses a critical, problematic approach, taking into account the behavior of the basic actors, important from the point of view of the discussed topic, and the following research methods were used: factor analysis, institutional and legal, content analysis and elements of the decision method.

Celem artykułu jest próba przedstawienia właściwości oraz mechanizmów instytucjonalnych kształtowania się polskiej polityki migracyjnej w latach 1989–2016 (kwiecień). Nawiązujemy w nim do koncepcji "paradygmatów polityki" Petera A. Halla, który analizował polityki publiczne państwa w kategoriach świadomego dostosowywania ich celów i narzędzi zgodnie z posiadanymi doświadczeniami oraz napływającymi nowymi informacjami. Nawiązując do niej będziemy chcieli wykazać, że na początku dekady lat 90. mieliśmy w Polsce do czynienia z radykalnym zerwaniem dotychczasowego "reglamentacyjnego" paradygmatu polityki migracyjnej, a następnie z tworzeniem jej nowego układu i przeszło 15-letnim jego funkcjonowaniem. Podkreślamy trzy jego właściwości. Pierwsza z nich mówi o tym, że nie emigracja z Polski jako dominujące liczebnie zjawisko w sytuacji migracyjnej kraju w omawianym okresie, lecz imigracja i pojawienie się w naszym kraju różnych kategorii cudzoziemców było i pozostaje nadal głównym bodźcem kształtowania się polityki państwa w dziedzinie migracji. Druga wskazuje na podstawowe znaczenie dla tworzenia i funkcjonowania dla tej polityki resortu zajmującego się sprawami wewnętrznymi. Łączyło się to z preferencją dla rozwoju prawa, procedur i mechanizmów instytucjonalnych (rozumianych jako współpraca w ramach administracji rządowej) związanych z kontrolą i bezpieczeństwem migracji, kosztem szerszej dyskusji o celach i kierunkach polityki migracyjnej państwa. Trzecia zaś dotyczy "praktycznego" rozumienia polityki migracyjnej, i skupiała się na rozwiązywaniu kwestii migracyjnych ujmowanych w kategoriach administracyjnych, związanych z oceną funkcjonowania procedur prawnych i narzędzi instytucjonalnych. Owo praktyczne podejście z jednej strony utrudniało funkcjonowanie polityki migracyjnej w Polsce i skuteczne rozwiązywanie nowych wyzwań migracyjnych, ale z drugiej strony ułatwiało szybkie przejmowanie międzynarodowych i europejskich (unijnych) rozwiązań prawnych. Pytanie, jakie sobie zadajemy na koniec artykułu brzmi, czy reakcje władz polskich na "kryzys migracyjny" w Europie począwszy od połowy 2015 r. stanowią kontynuację dotychczasowego paradygmatu, czy też są one zapowiedzią jego zmiany lub też nawet radykalnego zerwania. ; This working paper attempts to analyze the leading institutional features and mechanisms of rising and development of the Polish migration policy in the years 1989-2016 (April). We refer to the concept of "policy paradigm" created by Peter A. Hall (1993) who has analyzed the public policies in terms of a reflective adjustment of its objectives and administrative tools in accordance with previous experience and the incoming of new information. Referring to this concept we want to show that in Poland in the early 90s of XX century we experienced the radical change of the highly "rationing" paradigm of migration policy and the creation of the new one (and more than 15 years of its functioning). We emphasize three of its features. First, that not emigration from Poland as the dominant migration phenomenon in this period but immigration (and different categories of foreigners) has been the main driver of shaping migration policy. Second point highlights the importance of the ministry of internal affairs as the leading actor of this policy. It was connected with the preference for the development of procedures and institutional mechanisms (as the main tools of co-operation within the administration) related to the control of migration processes, at the expense of a broader discussion about the goals of migration policy. Third point concerns the "practical" understanding of migration policy and its focusing on solving the migration issues in terms of legal procedures and institutional tools. From the one hand this approach hampered the functioning of the migration policy in Poland and solving new challenges of migration, but on the other hand it facilitated the acquisition of international and European (EU) legal solutions. At the end of the article we state the question whether the responses of the Polish authorities to the "migration crisis" in Europe from mid-2015 has been the continuation of the existing paradigm or the indicators of its change or even the radical break are being appears. ; Ośrodek Badań nad Migracjami Uniwersytet Warszawski

The vast literature on European political parties is dominated by works focused on analyzing activities of the highest branches of state governments. Yet, it is difficult to be surprised by this state of affairs — in Europe, central authorities remain as the main political decision-makers, both in terms of internal affairs and foreign policies. However, it does not change the fact that political parties active in and submitting electoral candidates throughout any given country are not the only entities influencing the quality of political decisions made. It is particularly the case in federation countries and the so-called regional states, where regional parties, as well as their particular variety — ethno-regional parties — gain increasing political significance. The intensification of research on the position of regional parties in political systems of individual European states, especially on the subject of their presence in representative organs on four levels — European, state, regional, and local — is definitely justified. The first argument in favor of such research is the fact that in contemporary Europe, these groupings play a major role in establishing regional imagined communities. As a consequence, scientists must attempt to redefine the existing relations between the core and the periphery. The second argument is the fact that in Western European countries, the relevance level of regional parties is rather high, which indicates that the field of operations for such parties is still widening. Thirdly, regional parties are indeed a political occurrence characteristic for "old Europe" states, but they can also be found in Central and Eastern European countries. It means that conducting research on Western European regional parties conducted in Poland can be particularly significant. Poland is a rather unitary state and a change in the constitutional order, adopted in 1997, which establishes such a form of regime, is rather unlikely. It does not mean however, that the influence of Western European standards will not have an impact on political events in Poland and the shaping of the local political scene. An indepth analysis of solutions adopted in individual Western European states in terms of the capacity for representational participation of regional collectives in electoral representative organs on European, national, regional, and local levels can allow for drawing appropriate conclusions and a substantive evaluation of chances of and threats to democracy, which result from including political representatives of regional collective into lawmaking and — in a wider context — the workings of the political system. Fourthly, an analysis of the functioning of regional parties in the framework of European political systems can significantly contribute to the understanding of some factors conditioning the so-called "unfreezing process" of political systems. Finally, it should be noted that despite the existence of several classifications of political parties, the authors researching the matter today usually propose the adoption of a division into party "families", since the main "rivalry poles" are similar in most European states. The assumption of divisions based on doctrinal stereotypes is the reason many authors question the purposefulness of including regional and ethnic parties in classifications, which indicate the existence of ideological "families". It does not, however, change the fact that they comment on the matter of the existence of such groupings in their works, which is why we can assume that this is a consequential research issue. Contemporary Spain is undoubtedly one of the most interesting examples of a European state, where the political rivalry between the core and the periphery indicates the existence of a substantial sociopolitical division in this aspect. It is clear that any attempt to describe the functioning of its party system based solely on a classification formed using traditional doctrinal stereotypes must lead to an incomplete, heavily distorted image. The political processes in this country during the last 150 years show that the socio-political division between the core and the periphery is not any less vital in Spain than the divisions based on the attitudes towards economic and ideological issues. It is clear there that at the turn of the second decade of the 21st century, in the midst of a serious economic crisis, the disappointment in elite politics on the political core level resulted in the rise of popularity of regional parties. It should be noted here that the research on Spanish parties from this party "family" must be coupled with devoting particular attention to a subtype of groupings, which advocate ethnic values. This is due to the specificity of periphery regions, differing from other state areas in language, customs or tradition of political institutions, but also in using these differences in political play by ethno-regional parties. From the perspective of a highly centralized state such as Poland, it definitely merits to examine the case of Spain. The first argument in favor of researching this field is the fact that despite granting autonomic rights to all regions of Spain, the state still retains the form of a unitary state. This work is therefore an analysis of occurrences within the context of a similar form of state, as opposed to those happening in a federation — a form foreign to Polish tradition. Secondly, adding to Polish literature and therefore widening the knowledge of regional parties in Spain may be useful in future in the context of gradual maturing of Polish democracy on local and regional levels. The state decentralization, which occurred in Poland after 1989 was probably one of the most difficult political processes carried out in the country. It is suffice to note that in 1990, at the dawn of the Polish Third Republic, only one level of self-government — the municipal government — was established. Further solutions in the local government reform area were not implemented until 1998, when the government of Jerzy Buzek decided to create county and province levels. However, those solutions are becoming a frequent subject of political and scientific discussion. These discussions often include the notion that the local government reform is a process, which has not been finalized in Poland yet. It is worth noting here that the requests related to directions of changes in the field of Polish decentralization often come from local and regional entities. It can be therefore presumed that the process of development of sub-state political elites will result in subsequent requests in the future. This can further exacerbate the sociopolitical core-periphery division. Consequently, the main goal of this work is to verify the research hypothesis, which assumes that the significant sociopolitical core-periphery divisions in Spain must have prompted the political elites of the central level - which were active after the demise of general Franco and guided the democratic transformation process, setting the state's territorial integrity as a main goal — to employ solutions for the creation, activity and financing of political parties, as well as for electoral laws, which would allow for communities from individual historical regions to maintain a representation in representative organs on four levels — European, state, regional, and local — therefore ensuring their significant position in the political system of contemporary Spain.

In his book author explains social and political phenomena that are connected with political change in local conditions in Poland in 1989. As yet there has been no empirical study that would consider first partly free election to the last parliament of People's Republic of Poland in local conditions. In 1989 there were 108 electoral constituencies in Poland to the Sejm elections, and free election to the Senate were conducted in 49 provinces of Poland. Chojnice was a capital city of election constituency no. 14 to the Sejm and a part of election to the Senate conducted in Bydgoszcz Province. As over the time social issues are perceived through stereotypes and tend to be mythologized, it seems important to author to show such events and phenomena on firm basis. It is worth emphasizing that results from 1989 elections in local conditions are generally unknown. Poles do not know results in their local constituencies because nearly thirty years after the elections official results from local constituencies still have not been not published anywhere. Thus, this study is based on primary sources, newspapers from that time, literature of this particular issue. The analysis and synthesis is based on a number of theoretical perspectives: behaviorism to describe interaction between political actors – electoral system – party systems; political process and political change; Joseph Schumpeter's assumption that political competition is of fundamental importance for the democracy; Samuel Huntington's theory of third wave of democratization. All the data is analyzed in quantitative perspective. There is no hypothesis as the study is a descriptive and explanatory one. Its main goal is to highlight earlier unknown phenomena. This study is about local politics in a one-party state during the time of political change, so author refers to the politics on state level from that time. The most important questions refer to: continuity of activity of new social movement members from the time of the carnival of Chojnice "Solidarity" in the years 1980-1981 and their involvement in 1989; political negotiations and emergence of political leaders during that time; political will of citizens to take part in political change and their will to change the political system; attitudes of political actors from PUWP and "Solidarity"; individual nature of facts from that time taken under consideration from the perspective of local reality; attitudes of local regime members towards political change; results of elections in Chojnice constituency on 4th and 18th June 1989; differentiation of political behavior in Chojnice constituency; picture of society of that time; influence of cultural and ethnical identity as well as people's ties (mainly with Catholic Church) and roots on their political choices. Political behavior is one of the main category of this study. Author highlights not only electoral system but also describes process of political leaders' emergence on local scale. In this perspective election campaign is portrayed as a political fight between candidates of Citizen Committee of "Solidarity" and candidates of Polish United Worker's Party (PUWP) and its political satellites. As a matter of fact, author stresses the importance of category of the legitimization and shows that members of PUWP (in Poland known as PZPR) were not totally delegitimized by citizens in 1989 election in Chojnice constituency. In fact, PUWP was mostly legitimized by Poles in the northern part of Bydgoszcz Province during that election. The study consists of the following parts: introduction, 8 chapters, summary, bibliography, index and appendix. The first chapter describes electoral system and law that was enforced in 1989. The second one analyzes political climate and political situation around elections to the Sejm and the Senate. The third chapter is also mostly analytical one. Author describes local communists apparatchiks' attitude towards political change. The fourth chapter shows the process of political leaders emergence from both sides of the political conflict. The fifth chapter describes personal features of candidates to the Sejm and the Senate. The sixth chapter shows election campaign. The seventh one shows election results. The eighth chapter describes political attitudes and behavior of citizens in Chojnice constituency. In the appendix readers may find results from constituency districts of Chojnice town, and Chojnice country. As a result of this study some unexpected conclusions emerged after empirical study, for example: one of the most prominent one is that citizens of People's Republic of Poland do not reject totally PUWP and its monopoly for power and authority; paradoxically candidates from "Solidarity" movement were not selected as democratically as candidates from PUWP ; deep differences in political attitudes in Chojnice constituency depended on the scale of people's religiousness and the tradition of political opposition in town, as well as on ethnic groups; the highest support for political change was among Kashubians, whereas the lowest in the groups called Krajniacy and Borowiacy. ; Monografia powstała ona w wyniku analizy procesu wyborczego tzw. przełomu politycznego związanego z wyborami czerwcowymi 1989 r. W książce przedstawiono zarówno genezę decyzji politycznych stojących za wyborem przedterminowych wyborów w 1989 r. przez reżim komunistyczny, jak i między innymi proces wyłaniania liderów na listy wyborcze. Zaprezentowano postawy polityczne, kontekst społeczno-polityczny, stanowisko lokalnych struktur Polskiej Zjednoczonej Partii Robotniczej i jej działaczy wobec perspektywy głębokich przemian politycznych, które zapowiadały wybory czerwcowe, jak i też zaprezentowano reakcje powyborcze chojnickich komunistów. Dokonano także analizy porównawczej, według podstawowej jednostki jaką była gmina, ukazując zróżnicowanie postaw również w odniesieniu do przynależności etnograficznej wyborców w okręgu wyborczym nr 14. Analizie poddano także wybory do Senatu, koncentrując się na przebiegu kampanii, kandydatach oraz wynikach z terenu północnej części województwa bydgoskiego. Całość studium jest wynikiem analizy materiałów źródłowych - tj. dokumentów Państwowej Komisji Wyborczej, Rady Państwa oraz Komitetu Miejskiego PZPR w Chojnicach i Komitetu Gminnego PZPR w Chojnicach oraz relacji i wspomnień.
