In: Internasjonal politikk, Band 77, Heft 3, S. 252-265
ISSN: 1891-1757
Abstract in English
This article explores the possibilities and challenges associated with deterrence as strategy in the increasingly significant cyber-domain, from a small state perspective. The authors argue that genuine cyber-deterrence is contingent upon the creation of an accountable cyberorganization, with a multinational and multi-departmental/sectorial composition.
The article addresses classical and broader deterrence, and the criterions that must be met in order to successfully deter; capability, credibility, and the ability to communicate effectively. From a global perspective, the ability to generate effective deterrence has been key to shape the international security landscape in the period from 1945 to 1990. However, the complexity of the security sector has increased significantly since then – much due to the seemingly ever-growing global connectedness and the emergence of the cyber-domain.
The article further explores and discusses how the criteria for effective deterrence is tested when applied to the cyber-domain, with emphasis on the problems associated with the number of actors/vectors, varying motives for actions, the lack of a shared conceptual foundation as a basis to address the challenges, and differing opinions concerning attribution and proportionality. The authors argue that these problems make it difficult, but thus the more important to identify how to generate effective deterrence in the cyber-domain – especially for high-tech small states such as Norway. Effective management of the problem-complex requires exploration of the whole range of deterrence theory over time, and small states must recognize their inherent weaknesses and play to their strengths. The recommendation put forth here is an initial move which allows just that, and which at the same time sets the stage for more elaborate strategies that exploit the complementary effects of different dimensions of and approaches to deterrence.
In: Internasjonal politikk, Band 77, Heft 3, S. 296-322
ISSN: 1891-1757
Abstract in English:
The Islamic Republic of Iran has been building a transnational network of Shi'a militias since 1979, commonly referred to as its asymmetric warfare capability and 'strategic depth'. While it is a known fact that Iran has mobilised Shi'a militias in other countries to strengthen its regional position, how they have done it has not received much scholarly attention. The objective of this paper is to explain this phenomenon by examining how Iran has mobilised Iraqi Shi'a militias since 1979. The selected cases are the mobilisation processes of three most prominent Shi'a militias in Iraq today: Badr Organisation, Asa'ib Ahl al-Haq, and Kata'ib Hizbullah. Although variation exists between them, they are all cases of Iran's network of armed resistance groups, which have allowed it to engage in covert or indirect conflict intervention in the Middle East. To logically connect the empirical data with the study's research question, I have used a case study research design, with process tracing and the semi-structured interview as methods for data collection. Furthermore, the empirical analysis has been guided by a theoretical framework that has attempted to build a bridge between the existing literatures on state-militia dynamics and contentious politics.

The Arctic is characterized by a well-functioning international governance regime. Arctic and non-Arctic states aim to solve the challenges following climate change in concert. However, certain challenges and processes may destabilize the intergovernmental order in the long run. This report distinguishes between global and regional dynamics. Future global struggles between the great powers may have repercussions in the high north. On the regional level itself, four questions may destabilize Arctic governance: the status of the North-East Passage, unresolved border disputes, the role of China, and the introduction of more military capabilities. The report offers two guidelines for the strategic approach of the Commonwealth of Denmark towards the Arctic. Firstly, the Commonwealth can play a constructive role for the future stability of the Arctic by aiming, to the extent possible, to solve the four regional challenges. Secondly, the approach of the Commonwealth towards the question of Arctic stability cannot be disentangled from Copenhagen's global priorities.

Hvorfor så ambivalent? USAs politikk overfor EUs forsvarsambisjoner
In: Internasjonal politikk, Band 79, Heft 1, S. 25-38
ISSN: 1891-1757
Abstract in English:Why So Ambivalent? US Policies Towards the EU's Defence AmbitionsThe article discusses the relationship between the European integration process and Atlantic cooperation under US leadership. The research question the article answers is what kind of approaches the Trump Administration has had towards the EU's security and defence policies and how we can explain these approaches. More precisely, the article discusses the balances between European strategic autonomy on the one hand and American leadership in NATO on the other. This has all to do with the question of leadership in Euro-Atlantic security politics, which has been an enduring question ever since the European integrations process was initiated during the 1950's. By utilising an organisation theoretical approach, the article seeks to explain why the US approaches the EU from an instrumental point of view. Such a perspective implies that the US priorities resources to those areas in the world where the US faces its greatest challenges. To explain this development the article discusses the US' attitudes towards the EU's defence package and the superpower's ambivalence towards it. When assessing the new Biden Administration, it therefore becomes important to explain the foundation for the transatlantic security community. Such a community is not about common interests only, but also about shared norms and values on how to handle common security challenges.
Effektive verktøy eller historiske rammer? Kinas holdninger til internasjonale institusjoner
In: Internasjonal politikk, Band 78, Heft 3, S. 311-333
ISSN: 1891-1757
Abstract in EnglishEfficient tools or historical frameworks? China's attitude to international institutionsIn academia, it is common to assume that states participate in institutions insofar as this serves their interests at any given time. The implication is that states like China may reject international institutions as soon as they no longer consider them useful. The author argues that China lets its interests be shaped by the institutions beyond what structural factors imply. To shed light on this argument, this article conducts a case study of the development of the Shanghai Cooperation Organization (SCO) and China's attitudes to this process. Specifically, the article will draw connections from negotiations between the China and the Soviet Union over border disputes in the 1980s to the foundation of the SCO in the 2000s. By comparing a rational approach with a historical one, the article argues that the historical approach is more relevant to understand China's attitudes. It further argues that a historical approach has potential as a useful tool and should be examined further in IR.
Ivers oeuvre

Iver Neumann has been one of the most productive and visible foreign policy and IR scholars of his generation. He has had great influence both internationally and at NUPI. He has, however, not become a prophet in his own country. Norway's political science community has expressed little interest in the three traditions that have been the lasting anchor points in Neumann's works: the English School, the German tradition of critical theory and French post-modernism. This article suggests that Norwegian political studies have expressed a lack of curiosity – if not an active skepticism – towards political theory in general and continental approaches in particular. The errand here is not to wonder why. Rather, it is to provide the briefest of glimpses into some of the perspectives that lie outside the Anglo-American, methodological mainstream of Norwegian political science.
I sentralbankens blindsoner

Abstract in English:In the Central Bank's Blind SpotThe appointment in 2020 of a new head of the Norges Bank Investment Management (NBIM), has actualized a debate on tax havens, a growing concern following the international financial crisis of 2008. The article analyses the Norwegian central bank's approach to tax havens as it unfolded throughout the appointment process and illustrates traditional divisions in tax haven debates. The analysis builds on publicly available oral and written statements following the appointment, and relevant documents that inform the background of how tax and transparency became integrated in NBIM's work on ethics from 2017. The central argument put forward here is that the central bank position represents a traditional defense of tax haven use, in which challenges a request by the Norwegian Parliament to subordinate companies' tax strategies to ethical guidelines. We show that this is justified with four identified aspects of the central bank's tax haven approach: a narrow definition of the tax haven phenomenon; an unclear attitude to aggressive tax planning; a downplay of negative consequences of tax havens; a narrow interpretation of its own responsibilities. The discussions illustrate the need to clarify the content and practical management of the Norwegian policy on tax and transparency, including tax havens.
Bilateral Relations on the Mend:Transforming the Mosaic of Opportunities into Policies of Stability and Reconciliation between Afghanistan & Pakistan

BILATERAL RELATIONS ON THE MEND: Transforming the Mosaic of Opportunities into Policies of Stability and Reconciliation between Afghanistan & PakistanBilateral reconciliation and trust building between Afghanistan and Pakistan require determined individuals who will prioritize identification of workable solutions to regional instability. This report summarizes recommendations on how to approach such solutions. The recommendations emerged during two rounds of track-II dialogue – one in Kabul in May, and one in Islamabad in September, 2017 - between influential individuals from Afghanistan and Pakistan, organized by the Royal Danish Defence College (RDDC) and the Regional Peace Institute (RPI).In addition to discussing a host of other issues, the two rounds of the conference generated ideas and innovative suggestions on how to deal with peace negotiations between the Afghan government and the Taliban, the future of Western engagement in Afghanistan, ways to resolve the Afghan refugee crisis and increasing the volume of trade between Pakistan and Afghanistan. The constructive and innovative development of recommendations during both rounds went beyond initial expectations in terms of volume and quality. However, generating innovative policy recommendations, by itself, is insufficient without their effective implementation. This report can be viewed as a mosaic of ideas and opportunities to enter a path of reconciliation and stability. If implemented, these ideas and recommendations can lead to addressing the outstanding issues between Afghanistan & Pakistan.By presenting this mosaic of progress, this report, and the authors behind it aspire to contribute in a meaningful manner to mending the existing relations between Afghanistan and Pakistan.

In: Internasjonal politikk, Band 78, Heft 1, S. 43-53
ISSN: 1891-1757
Abstract in English:Denmark's Policy on Chinese Investments: Pragmatism Balancing with Increasing Threat PerspectivesDuring the past two years (2018–2019), Denmark's policy towards China has become more ambivalent. In particular, Denmark has become more cautious about inward Chinese investments. This article examines the factors that have affected Denmark's changing policy on Chinese investment, with two major case studies: Chinese investments in Greenland, and Huawei in Denmark. In a nutshell, it points out three decisive factors: first, the country's long-term ideology as a small, open economy, similar to other Nordic countries and as a member of the EU, with a pragmatic need for foreign markets; second, a strong national belief in democracy and the state's defense alliance with the United States, including its dedicated NATO membership; and third, the rise of xenophobic and nationalist political parties, challenging the earlier more balanced and pragmatic approach characteristic of larger parties as well as advocating a more anti-Chinese stance.
In: Internasjonal politikk, Band 79, Heft 2, S. 190-207
ISSN: 1891-1757
Abstract in English:Security Policy, Culture or Defence Economics? Competing Explanations for the Transformation of the Norwegian Armed Forces after the Cold WarIn 2001, the Storting – Norway's parliament – decided on a significant change in Norway's national defence concept and a significant reduction in the defence structure. The Armed Forces' main task should no longer be to constitute a mobilization-based territorial defence force. The decision was a break with the defence concept that had dominated Norwegian defence planning during the Cold War and in the decade that followed. Why was territorial defence abandoned, and what became the Armed Forces' new main task? The article argues that there are three dominant and partly competing explanations for the transformation of the Armed Forces: a security policy explanation, a cultural explanation and an economic explanation. The first approach sees the decision as driven by a desire to contribute more in international operations in order to be perceived as a "good ally" in NATO and the United States. The second explains the transformation with cultural changes among Norwegian decision-makers, through which a new and more "internationalized" defence policy discourse became dominant. The third sees the change as the inevitable result of the financial unsustainability of the old status quo in the Armed Forces.
In: Internasjonal politikk, Band 78, Heft 1, S. 93-105
ISSN: 1891-1757
Abstract in EnglishChinese Investments in Sweden: From Fame to Fear?China's direct investment in Sweden surged in 2017 and 2018 due to a number of large acquisitions, mostly in the automotive industry. At the same time, the public debate on Chinese investments has become more critical since 2017, when they were typically seen in a positive light. Throughout 2018 and 2019, a number of actors in government authorities, political parties, the media and civil society have described China's investments as a potential security threat. Although less prominent in the public debate, business representatives have also become increasingly vocal about potential security risks associated with Chinese investment. The Swedish view of China seems to be aligning with what the EU has called its new "more realistic" approach to Beijing. Meanwhile, a number of policy processes have been launched which are likely to lead to the strengthening of existing legal frameworks to scrutinise Chinese investment and activity in Sweden, especially concerning critical infrastructure such as telecommunications networks, but also more generally concerning companies whose activities are regarded as sensitive from a security perspective.
Nettverk-signalisering: en dynamisk modell for taktikkskifter i grensetvister
In: Internasjonal politikk, Band 78, Heft 3, S. 257-283
ISSN: 1891-1757
Abstract in EnglishFrom Peace to Fury: Reframing Tactical Shifts in Territorial DisputesWhen and why do states violently contend their territorial claims? I argue that the quantitative literature in IR stands ill-prepared to solve this puzzle due to an endemic appetite for static variables. Territorial disputes escalate because states' tactics shift; to grasp the dynamic sequences spurring those shifts is therefore critical. Paul K. Huth's network approach provides a powerful starting point, and I interrogate his hypothesis that threatened states acquiesce in disputes. The inference is both theoretically misplaced and empirically dubious, I find. Yet by injecting the Schellingian logic of 'commitment-signalling', drawing on Barbara Walter's theory of civil wars, I recast Huth's model: tactical shifts are aggressive, not conciliatory, when states perceive outside threats. I test this antithesis using a sequence-sensitive logistic regression model, employing China's territorial-dispute history between 1954 and 2005 as a crucial-case experiment. Strong evidence favours this paper's argument. That has implications for further research. My Network-Signalling model has promise and should be tested more extensively.
In: Internasjonal politikk, Band 77, Heft 4, S. 398-419
ISSN: 1891-1757
Abstract in English:What Now, Norwegian Defence Industry? Instrumental and Institutional Answers to the EU's New Security and Defence PoliciesThe article discusses the EU's new defence package with emphasis on CARD (Coordinated Annual Review on Defence), PESCO (Permanent Structured Cooperation) and EDF (European Defence Fund). The aim is to strengthen the EU as a security actor and encourage strategic autonomy. This package challenges Norwegian security-, defence-, and defence industrial policies. The research questions are: What consequences will these EU-initiatives have for Norwegian defence industry- and defence research policy? How will the authorities (Ministry of Defence; MoD) act to maintain a national defence industry? We apply instrumental and institutional theories. Instrumental theories expect rational actions in accordance with logic of consequences. Institutional theories expect appropriate actions in line with established culture and expectations in their surroundings. The EU's security and defence policy becomes more similar with other fields of EU policies. Therefore, a multilevel governance approach is relevant. Our interviews with representatives for Norwegian authorities and defence industry tell that they have fragmented knowledge and expectations about the significance of the defence package. We conclude that the authorities act instrumentally, but lack of a comprehensive understanding makes it difficult to answer rationally. The authorities therefore also act according to a cultural perspective.
