Learning the way: Teaching and learning with and for youth from refugee backgrounds on Prince Edward Island
This article presents one component of a qualitative study that explored teaching and learning with and for youth from refugee backgrounds in Prince Edward Island (PEI) intermediate and high schools. Specifically, this article presents data and discussion regarding some of the challenges and professional development needs of teachers working with refugee youth. Findings from this study confirm that improvements are needed in services available to these students such as teacher training, resources, and school inclusive practices. Teachers also expressed the need for ongoing professional development related to areas such as teaching basic reading and working with students who have experienced trauma. Practical implications for policy and practice are discussed in relation to current research literature.Keywords: refugee youth, teaching, teacher training, language acquisition, inclusion ; Cet article présente une composante d'une étude qualitative qui s'est intéressée à l'enseignement et à l'apprentissage avec, et pour les jeunes à l'école intermédiaire ou secondaire appartenant à la population de réfugiés directs ou indirects sur l'Île-du-Prince-Édouard (Î.-P.-É.). Plus précisément, cet article présente des données et des discussions qui concernent certains des défis et des besoins au niveau du développement professionnel des enseignants travaillant avec des jeunes réfugiés. Les résultats de cette étude confirment que des améliorations sont nécessaires dans les services offerts à ces étudiants tels que la formation des enseignants, les ressources et les pratiques inclusives scolaires. Les enseignants ont également exprimé la nécessité d'un développement professionnel continu relatif à des domaines tels que l'enseignement des connaissances de base en lecture et le travail avec les élèves ayant subi un traumatisme. Les implications pratiques du point de vue politique et de la mise en pratique sont discutées en lien avec la littérature de recherche actuelle.Mots-clés: les jeunes réfugiés, l'enseignement, la formation ...

The Role of Management Development in Public Service Modernisation.
The eighties saw the development of certain dominant models of management, where the emphasis was on tightening up control systems and forcing through cost reduction programmes. Public management for the 1990's needs to go beyond the mechanistic model of "management by direction" and develop "management by design" as the dominant learning model. Designing the circumstances under which personal initiative and talent can flourish to produce a high level of performance, is the challenge now facing public management. Taking personal responsibility for the performance of the organisation raises a number of problematic issues such as leadership, cultural change, legitimacy of the pro-active public manager, and the significance of experiential learning in transformational management development.

The diagnosis of the Guinean educational system during the states general of education at the end of the 1980s showed the necessity of carrying out qualitative changes within itself. Since then, it has been subject to several reforms. The main objectives of the first one are the following: i) the restructuration of the system,ii) the improvement of the teaching and training quality;iii) the reinforcement of management, planning and educational administration capacities. Concerning the administration and the educational system management, it has been noticed that inspite of real recovery efforts, it remains a lot to do in order to reinforce the coordination and to make the decentralization more operational. Because, in spite of the putting in place of the decentralized structures, their autonomy as far as decision making is concerned has proven to be insufficient in addition to the lack of regular circulation of information, all of this constitute an obstacle to the good running of the system. From what preceeds, we can conclude by saying that the improvement of the guinean educational system just like the future of the school administrators in general and the institution heads in particular depends on a political decision which is in the hands of the educational authorities. De ce qui précède, nous disons que l'amélioration du fonctionnement du système éducatif guinéen tout comme l'avenir des administrateurs scolaires en général et des chefs d'établissement en particulier dépendent d'une décision politique qui est entre les mains des autorités de l'Education. Ils seront ce qu'elles voudront qu'ils soient.

Les balbutiements de la concertation et les résistances encore fortes auquel elle se heurte tendraient à montrer que le chemin est encore loin pour atteindre l'objectif de l'apprentissage. Cette étude s'appuie principalement sur des données qualitatives mais également sur une recherche documentaire. Les résultats montrent que la mise en oeuvre de la politique RSE de l'entreprise dans un pays émergent suit un processus d'apprentissage constitué d'essais-erreurs. Abstract The implementation by a multinational of its social responsibility in an emerging country raises the question of the boundaries of the firm. In emerging countries, when a company is the only economic actor of an area, the links between local and corporate governance are all the most important as the action of the administration is weak. This study examines by which process a French company learns to implement its social responsibility in an emerging country, Indonesia. Thro their desire to provide an answer to the integration of the various levels of responsibility, corporations take part in an organizational learning process in which interactions between individuals are multiplied and coordinated. The beginnings of coordination tend to show that the path is still open to reach the learning objectives. This research is based mainly on qualitative data. The results of the study show that the implementation by a multinational of its social responsibility in an emerging country follows a learning process.

Apports de l'économie des services pour analyser les transformations des politiques publiques : l'exemple du conseil agricole
A number of research findings consistently reveal the need to apply a new analytical framework to public policy issues pertaining to the evolution of national agricultural extension systems (NAES). It is now compulsory for the member states of the European Union to have NAES, in order to provide farmers with the technical support required to comply with European regulations (eco-conditionality of grants, sanitary security, etc.). But extension services in European countries vary widely and are undergoing profound reorganization in a context of generalized disengagement of the state on a national scale. Policy-makers are consequently confronted with unexpected problems, primarily due to wide disparities in the level of efficacy of incentive agricultural extension policies (differences between countries but also between categories of farm within the same country). In this paper we re-examine these difficulties in light of advances in the service economy. This reveals several characteristics of intangible services that are essential for analysing the implications of the transformation of NAES, particularly: i) specific forms of interaction between service providers and beneficiaries, which constitute the service relationship; ii) the absence of a demand for services which is autonomous from the supply; and iii) associated with these services, the existence of cumulative effects – either positive (learning, knowledge bases) or negative (exclusions, technological lock-in) –, which must be analysed for both front- and back-office activities. In light of this, two problems stand out: i) errors due to a strictly financial and short-term evaluation of the effects of agricultural extension systems; and ii) the selective effects of agricultural extension service policies based exclusively on uniform support for the demand. Managing Work-Integrated Learning : the Influence of Co-Operative Education on Organizational Commitment and Turnover ; La relation dialectique d'alternance : l'impact de la formation en alternance sur l'implication organisationnelle et le turnover dans le monde des services
Within the organizations, the turnover when limited can have a positive influence on the resources' renewal. But when it grows, it badly affects the organization leading to a management of the immediate, jeopardizing people and company's effectiveness. Veolia Group is suffering from this regular organizational move, when its core business is made of services and where people are the key quality asset. On top of that, the company encourages an ambitious training policy in order to integrate, professionalize, and retain employees. To be successful, the company relies on the classroom learning (alternation). Therefore, can we claim that alternation has a direct impact on turnover's decrease?Thanks to a quasi-experimental design approach, using an investigation so called longitudinal per questionnaire strengthened by a group of control, a theoretical design explaining the relationship alternation-turnover in the organizational frame was tested in France over a French population of production units. Alternation shows the emergence of a dialectical relationship human being-organization, monitored by the creation of a strong psychological contract and a double tutorial system. Mixing my results with 18 interviews of so called validation, it appears that alternation develops an organizational socialization only partial, due to the difficulty in the understanding of its own role at the end of the journey. The shift from a tutorial function to a tutorial system is also highlighted in my results, where the learning of the job is supported by the working community and the lead-tutor continues playing a mentor role. Lastly, according my study, when well managed, alternation can prevent the turnover, by supporting the development of a strong involvement within the organization. Therefore, I suggest the set up of a specific management unit for alternates, considering not anymore the alternation as a training tool but also as human resource tool enabling talents' discovery. ; Le turnover au sein des organisations, à un faible niveau, peut être bénéfique pour le renouvellement des ressources. Mais en atteignant des sommets, il perturbe l'organisation et oblige à une gestion de l'immédiat, nuisible pour la performance des hommes et de l'entreprise. Le groupe Veolia Transport souffre de cet aléa organisationnel de manière récurrente, quand le cœur de son activité est basé sur la délégation de service public, où la qualité des hommes est gage de la performance de l'organisation. En appui de cet impératif qualitatif, le groupe promeut une politique générale de formation ambitieuse afin d'intégrer, professionnaliser et fidéliser ses collaborateurs. Le fer de lance de cette politique est l'alternance, la formation diplômante en alternance. Dès lors, l'alternance impacte-t-elle à la baisse le turnover ? À travers une démarche proche d'un design quasi-expérimental, mobilisant une enquête dite longitudinale par questionnaire et l'appui d'un groupe de contrôle je teste, sur les exploitants du groupe en France, un design théorique explicatif de la relation alternance-turnover, par le prisme de l'implication organisationnelle. En proposant une définition gestionnaire de l'alternance, mes résultats démontrent le développement d'une relation dialectique individu-organisation par l'alternance, conditionnée par la mise en exergue d'un contrat psychologique fort et d'un double tutorat organisationnel. En croisant mes résultats avec 18 entretiens dits de validation, il ressort que l'alternance développe une socialisation organisationnelle partielle, en raison de la difficulté à comprendre pleinement son rôle en fin de cursus. Un glissement de la fonction tutorale en un système tutoral apparait, où la communauté de travail aide à l'apprentissage du métier, quand le supérieur-tuteur conserve un rôle de mentor. Enfin, l'alternance possède un effet positif sur l'intention de quitter, en créant les conditions du développement de l'implication organisationnelle, à la condition d'une gestion dédiée. Dans ce dessein, je propose la mise en place d'une gestion spécifique des alternants, en ne considérant plus l'alternance comme un outil de formation mais comme un outil de gestion des ressources humaines, créateur de potentiels.

Un ensemble convergent d'observations fait ressortir la nécessité de disposer d'un cadre analytique renouvelé pour traiter des enjeux de politique publique associés à l'évolution des systèmes nationaux de conseil agricole (SNCA). Ainsi dans l'Union européenne les États Membres ont-ils désormais l'obligation d'avoir des SNCA qui apportent aux agriculteurs le soutien technique nécessaire au respect des normes réglementaires européennes (éco conditionnalité des aides, sécurité sanitaire, etc.). Mais les dispositifs de conseil agricole des pays européens sont très divers et objets de fortes réorganisations dans une tendance générale de désengagement de l'Etat à l'échelle nationale. Dans ce contexte, leur évaluation se heurte à des problèmes inattendus par les décideurs publics, et notamment à une très forte variabilité dans l'efficacité des politiques incitatives en matière de conseil agricole (entre pays, mais aussi entre catégories d'exploitations agricoles pour un même pays). Ces difficultés sont réexaminées à la lumière des avancées de l'économie des services. Ces approches font en effet ressortir plusieurs spécificités des services immatériels qui sont essentielles pour analyser les enjeux de la transformation des SNCA, notamment : i) les formes particulières d'interactions entre prestataires et bénéficiaires qui sont constitutives de la relation de service, ii) l'absence d'autonomie de la demande en services vis-à-vis de l'offre, iii) l'existence d'effets cumulatifs associés à ces services, positifs (apprentissages, bases de connaissances) ou négatifs (exclusions, impasses technologiques) qui doivent être analysés aussi bien pour les activités de front office que de back office. Elles conduisent à mettre particulièrement en avant deux problèmes: i) les erreurs liées à une évaluation strictement comptable et à court terme des effets du conseil agricole ; ii) les effets sélectifs des politiques de conseil agricoles fondées uniquement sur un soutien uniforme de la demande. Thus, the acquisition of a foreign language is more efficient and more attractive if it is initiated at a young age. This is the reason why in France, the government recommends to start teaching foreign languages in pre-school. The objective of this study was to determine the impact of the utilisation of a puppet and a nursery rhyme on pre-schoolers' motivation when discovering English as a foreign language for the first time. Both of these tools are largely used in pre-school and are combined in this study in order to motivate pupils through short daily classes. The English-speaking puppet used with an English nursery rhyme seem to have created positive feedback from the children and enhanced their will to pursue studying a foreign language in the future. ; L'apprentissage des langues vivantes étrangères est désormais un enjeu majeur. La recherche fait état de meilleures performances en langues lorsque ces dernières sont entreprises à un âge précoce. C'est pourquoi les programmes officiels préconisent de commencer cet enseignement dès le cycle 1. Cette étude vise à déterminer l'impact de l'utilisation d'une marionnette et d'une comptine sur la motivation d'élèves de maternelle lors d'une initiation à l'apprentissage de l'anglais en tant que langue vivante étrangère. Ces deux outils traditionnels de l'école maternelle sont associés afin de susciter le plaisir et l'implication des enfants à travers des séances ritualisées. La marionnette anglophone alliée à l'exploitation d'une comptine en langue anglaise a incité les élèves à participer aux activités proposées et a permis de développer leur goût pour l'apprentissage des langues vivantes étrangères.

Policy-makers are consequently confronted with unexpected problems, primarily due to wide disparities in the level of efficacy of incentive agricultural extension policies (differences between countries but also between categories of farm within the same country). In this paper we re-examine these difficulties in light of advances in the service economy. This reveals several characteristics of intangible services that are essential for analysing the implications of the transformation of NAES, particularly: i) specific forms of interaction between service providers and beneficiaries, which constitute the service relationship; ii) the absence of a demand for services which is autonomous from the supply; and iii) associated with these services, the existence of cumulative effects – either positive (learning, knowledge bases) or negative (exclusions, technological lock-in) –, which must be analysed for both front- and back-office activities. In light of this, two problems stand out: i) errors due to a strictly financial and short-term evaluation of the effects of agricultural extension systems; and ii) the selective effects of agricultural extension service policies based exclusively on uniform support for the demand. These findings highlight the possibility of new approaches to the innovation trajectories of NAES. ; Un ensemble convergent d'observations fait ressortir la nécessité de disposer d'un cadre analytique renouvelé pour traiter des enjeux de politique publique associés à l'évolution des systèmes nationaux de conseil agricole (SNCA). Ainsi dans l'Union européenne les États Membres ont-ils désormais l'obligation d'avoir des SNCA qui apportent aux agriculteurs le soutien technique nécessaire au respect des normes réglementaires européennes (éco conditionnalité des aides, sécurité sanitaire, etc.). Mais les dispositifs de conseil agricole des pays européens sont très divers et objets de fortes réorganisations dans une tendance générale de désengagement de l'Etat à l'échelle nationale. Dans ce contexte, leur évaluation se heurte à des problèmes inattendus par les décideurs publics, et notamment à une très forte variabilité dans l'efficacité des politiques incitatives en matière de conseil agricole (entre pays, mais aussi entre catégories d'exploitations agricoles pour un même pays). Ces difficultés sont réexaminées à la lumière des avancées de l'économie des services. Ces approches font en effet ressortir plusieurs spécificités des services immatériels qui sont essentielles pour analyser les enjeux de la transformation des SNCA, notamment : i) les formes particulières d'interactions entre prestataires et bénéficiaires qui sont constitutives de la relation de service, ii) l'absence d'autonomie de la demande en services vis-à-vis de l'offre, iii) l'existence d'effets cumulatifs associés à ces services, positifs (apprentissages, bases de connaissances) ou négatifs (exclusions, impasses technologiques) qui doivent être analysés aussi bien pour les activités de front office que de back office. Elles conduisent à mettre particulièrement en avant deux problèmes: i) les erreurs liées à une évaluation strictement comptable et à court terme des effets du conseil agricole ; ii) les effets sélectifs des politiques de conseil agricoles fondées uniquement sur un soutien uniforme de la demande. Elles offrent des voies nouvelles pour raisonner les trajectoires d'innovation des SNCA.
