In the article authors draws our attention to the gaps in understanding the complexities of modern warfare and extensive use of irregular forces. Russia is using new forms of war and resistance: open and secret terror, diversions and operations of underground groups, which include citizens from this region, soldiers and mercenaries from different countries. The main problem in the regulation of any hybrid warfare by international humanitarian law is that it focuses solely on the physical dimension of the conflict and its role is getting smaller – replaced by economic and informational war successfully used by Russia. Non-military activities used within the framework of hybrid conflicts are mainly aimed at the impact on the civilian population and the international community. Their task is to weaken the will of resistance, increase the level of discouragement and social discontent, which in turn will lead to the end of the conflict in accordance with the interests of the aggressor. We are witnessing such methods are being used against Ukraine as attrition warfare as well as the destruction of the psychological balance of the whole society. Not military methods, which are used by Russia against Ukraine are: political, social, humanitarian, economic and energy instruments; high activity of special services; new information technologies, including information attacks, offensive actions in cyberspace; multidirectional diplomacy.Key words: hybrid warfare; military actions; non-military methods of warfare; asymmetric threats. ; W artykule autorzy zwracają uwagę na braki w zrozumieniu złożoności współczesnej wojny oraz szerokie wykorzystanie nieregularnych sił zbrojnych. Jesteśmy świadkami tego, że w stosunku do Ukrainy stosuje się metody wojny na wyczerpanie, zniszczenie równowagi psychologicznej całego społeczeństwa. Metodami niemilitarnymi, które wykorzystuje Rosja w stosunku do Ukrainy są: szerokie zastosowanie politycznych, społecznych, humanitarnych, ekonomicznych, energetycznych instrumentów; duża aktywność służb specjalnych; nowe informacyjne technologie, w tym ataki informacyjne, działania ofensywne w cyberprzestrzeni; wielokierunkowe działania dyplomatyczne.Słowa kluczowe: wojna hybrydowa; działania militarne; pozamilitarnych metody prowadzenia wojny; zagrożenia asymetryczne. ; Автори звертають увагу на прогалини в розумінні складнощів сучасної війни із широким використанням нерегулярних сил. Їхнє завдання полягає в тому, щоб послабити волю опору, підвищити рівень розчарування та соціального невдоволення, яке, своєю чергою, спровокує завершення конфлікту відповідно до інтересів агресора. Ми бачимо, що проти України використовують методи війни на виснаження, руйнування психологічної рівноваги всього суспільства. Die polnischen Gutsbesitzer spielten eine wichtige Rolle in der Nationalbewegung des preußischen Teilungsgebiets. Es war zu einem großen Teil ihnen zu verdanken, dass es gelang, die Vorstellung von der organischen Arbeit in der polnischen Gesellschaft zu verankern. Die Gründung von Institutionen wirtschaftlichen, kulturellen und wissenschaftlichen Charakters führte zur Teilnahme von breiteren Kreisen der Gesellschaft am politischen Leben. Paradoxerweise führte das auf Dauer zur Schwächung der politischen und gesellschaftlichen Rolle der Gutsbesitzer. Dies wurde durch die Modernisierungsprozesse im preußischen Staat gefördert und erhielt eine noch größere Dynamik durch den 1. Weltkrieg. Deshalb behandelt der Autor die Haltung der Gutsbesitzer zur Zeit der Kämpfe um den Anschluss Pommerns an den wieder entstehenden polnischen Staat. Die Gutsbesitzer in der Umgebung von Thorn, des wichtigsten regionalen Zentrums in Pommern neben Danzig, schalteten sich aktiv in alle Formen von Aktivitäten für die Rückkehr Pommerns zum Mutterland ein. Sie schufen einen Kreisvolksrat, eine militärische Konspiration, sie verstärkten freiwillig Einheiten, die in Kujawien gebildet worden waren, sie repräsentierten die Einwohner der Region im Forum des Bezirkslandtags und in den politischen Strukturen des obersten Volksrats, und schließlich engagierten sie sich nach dem Versailler Vertrag bei der Schaffung der Grundlagen der künftigen, polnischen Verwaltung. Sie waren in der Lage, die gesellschaftlichen Gefühle zu erspüren, indem sie sich in die Tätigkeit der Volksräte einschalteten (eine Zeitlang auch der Arbeiter- und Soldatenräte und der Bauernräte). Sie hielten diese erfolgreich von einer Radikalisierung ab, indem sie sich auf nationale Forderungen konzentrierten. Dadurch entschieden sie über die Gestalt der nationalen Bewegung mit und spielten eine wesentliche Rolle im Verlauf des Prozesses, der zur Rückgabe Pommerns führte. Durch ihren finanziellen Rückhalt und ihre intellektuelle Vorbereitung leisteten sie in der sog. Übergangsphase unschätzbare Dienste, als die vitalen Interessen der Region auf dem Spiel standen, indem sie die deutsche Verwaltung beaufsichtigten und mit ihr zusammenarbeiteten. Die Modifizierung des eigenen Programms und der politischen Ziele, zu denen sich die Führer der örtlichen Gutsbesitzerszene mit Jan Donimirski und Adam Czarliński an der Spitze bekannten, war die Fortsetzung eines langen Prozesses der Annäherung von verschiedenen sozialen Gruppen. In der Zwischenkriegszeit ermöglichte dies die Zusammenarbeit zwischen den Bauern und den Gutsbesitzern, sowohl auf beruflicher wie auf politischer Ebene, eine Zusammenarbeit, die in anderen Regionen Polens schwer zu bewerkstelligen war. ; The Polish landed gentry played an important role in the national movement of Poles from the Prussian partition. Paradoxically, in the long run, this weakened the political and social role of the landed gentry, which was reinforced by the modernization processes of the Prussian state. The World War I made the process even more dynamic. Therefore, the author of the article looked at the attitudes of landowners during the struggle to incorporate Pomerania into the reviving Polish state.The landowners from the vicinities of Toruń - the main regional center in Pomerania besides Gdańsk - actively contributed to all forms of activities the aim of which was to incorporate Pomerania into the Polish Motherland. The landed gentry were members of the county's people's council and military underground; they voluntarily supplied military units formed in Kuyavia; they represented the inhabitants of the region at the District Sejm and in the political structures of the Supreme People's Council. Finally, after the Treaty of Versailles they became involved in the construction of the framework of the future Polish administration. They were able to sense social moods as members of people's councils (to some extent also as members of workers 'and soldiers' councils and peasants' councils). They successfully stopped them from radicalizing, focusing their attention on national demands. As a result, they co-decided on the shape of the national movement and played an important role in the the process that led to the restitution of Pomerania. With financial resources and intellectual preparation, they gave invaluable services in the so-called transition period, when vital interests of the region had to be taken care of while supervising and cooperating with the German administration.The modification of their own program and political goals expressed by the leaders of the local community of landowners, headed by Jan Donimirski and Adam Czarliński , was a continuation of the long process of bringing together different social strata. In the interwar period, this enabled cooperation between peasants and landowners both professionally and politically. The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. Osiągnięty poziom bezpieczeństwa jest jednak bardzo kruchy i po zakończeniu wspierających działań międzynarodowej społeczności może łatwo powrócić do stanu poprzedniego,w najbliższych kilku latach zagraniczne misje pokojowe działające od wielu lat w Somalii będą kontynuowane z tendencją do ich ograniczania,zadania misji pokojowej Unii Afrykańskiej AMISOM, która jest stopniowo ograniczana i formalnie planuje się jej zakończenie w 2020r., zostaną przejęte przez zreformowane Narodowe Siły Zbrojne Somalii,wątpliwym jest by w ciągu najbliższych 2 lat struktury bezpieczeństwa Somalijskiej Republiki Federalnej były w pełni samodzielne i mogły przejąć w pełni zadania AMISOM oraz zapewnić krajowi bezpieczeństwo,do osiągnięcia pełnego bezpieczeństwa oraz zachowania stabilizacji politycznej w Somalii potrzebna jest nie tylko doraźna pomoc wojskowa i humanitarna ale tzw. praca od podstaw;Słowa kluczowe: Somalia, Róg Afryki, piractwo, Al-Shabaab, bezpieczeństwo międzynarodowe, bezpieczeństwo morskie, operacje pokojowe, terroryzm; ; Розташований в північно-східній частині африканського континенту Африканський Ріг, який охоплює розміщені на Сомалійському півострові Ефіопію, Сомалі, Еритрею, Джибуті, є одним з регіонів в цій частині світу, який належить до найбільш постраждалих від стихійних лих, убогості, голоду, конфліктів і злочинності. Цей регіон через своє географічне розташування на стику Червоного моря, Індійського океану і Аденської затоки, а також через близькість до Аравійського півострова є стратегічно важливим місцем з економічної та військової точки зору. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.

Członkostwo Polski w jej strukturach stwarza dla naszego kraju ogromne szanse rozwoju. Wynikają one z liberalizacji wymiany międzynarodowej oraz korzystania przez Polskę w coraz szerszym zakresie z czterech swobód (przepływu towarów, osób, usług i kapitału) obejmujących swym zasięgiem Europejski Jednolity Rynek Wewnętrzny. Ich znaczenie dla dalszego rozwoju kontynentu europejskiego jest ogromne, szczególnie w aspekcie założeń Strategii Lizbońskiej, której głównym przesłaniem jest stworzenie w Europie najbardziej konkurencyjnej gospodarki na świecie. Stąd też zainteresowanie problematyką europejską w kontekście oddziaływania tego rynku na rozwój przedsiębiorczości i promowania jej wpływu na gospodarkę poszczególnych państw UE staje się przedmiotem rozważań i to zarówno w sferach akademickich, jak i biznesowych. Waga tego problemu pozwala sądzić, że stanowić on będzie inspirację do dyskursu naukowego w tej materii na wiele kolejnych lat. Zasadniczymi podmiotami Europejskiego Rynku, oprócz znaczącego potencjału konsumenckiego, są małe i średnie firmy, których rozwój w ostatnim okresie jest tak dynamiczny, że można mówić o ich dominującym wpływie na rozwój gospodarczy całej Unii Europejskiej. Stanowią one obecnie ponad 98% wszystkich przedsiębiorstw tego obszaru, w tym Polski, tworząc nowe miejsca pracy oraz generując znaczącą część Produktu Krajowego Brutto. Przewaga tego sektora nad firmami dużymi wynika z faktu ich niezwykłej elastyczności na rynku podmiotów gospodarczych. Stanowią one jednocześnie zalążek nowych projektów gospodarczych oraz źródło innowacyjności i przedsiębiorczości. Próbę dyskusji nad zarysowanymi powyżej zagadnieniami podjęto w niniejszej monografii, która jest owocem konferencji naukowej zorganizowanej przez Katedrę Integracji Europejskiej i Marketingu Międzynarodowego w maju 2006 roku na temat: ,,Polski sektor MŚP na Jednolitym Runku Europejskim". W niniejszym opracowaniu naukowym wykorzystano znaczącą część referatów, które były przedmiotem analizy dociekań naukowych w trakcie powyższej konferencji. Całość monografii stanowią dwa tomy, opublikowane pod wspólnym tytułem ,,Szanse rozwoju polskiego sektora MŚP na Jednolitym Rynku Europejskim". W pierwszej części tego opracowania zatytułowanej "Funkcjonowanie MŚP w warunkach Jednolitego Rynku Europejskiego" znalazły się zagadnienia dotyczące rozwoju sektora MŚP w Polsce w kontekście dwuletniego okresu członkostwa w warunkach Jednolitego Rynku Europejskiego. W tomie drugim zatytułowanym "Wspieranie rozwoju MŚP na Jednolitym Rynku Europejskim" przedstawiono wpływ integracji europejskiej na rozwój MŚP poprzez dostęp tego sektora do unijnych środków pomocowych, wpływu sektora publicznego i instytucji otoczenia biznesu oraz nowoczesnych systemów i strategii zarządzania na funkcjonowanie małych i średnich przedsiębiorstw na Jednolitym Rynku Europejskim. Układ dwutomowy tego opracowania stanowi zwartą merytorycznie całość. Pierwszy tom składa się z czterech rozdziałów. W rozdziale pierwszym analizowane są problemy rozwoju przedsiębiorczości w Polsce, jak również przeprowadzono porównanie warunków funkcjonowania MŚP w wybranych krajach Unii Europejskiej. Ponadto scharakteryzowane zostały czynniki warunkujące prowadzenie działalności na rynkach międzynarodowych. W rozdziale drugim określono wpływ zjawisk integracyjnych na podnoszenie konkurencyjności i innowacyjności sektora MŚP w warunkach Jednolitego Rynku Europejskiego. Rozdział trzeci obejmuje logistyczne aspekty zarządzania przedsiębiorstwem MŚP z uwzględnieniem kosztów logistycznych, usług transportowych oraz pozycji konkurencyjnej firmy w łańcuchu dostaw. Ostatni rozdział poświęcono zagadnieniom dotyczącym marketingu i jego roli w procesie kreowania relacji z klientem na Jednolitym Rynku Europejskim. Wyrażam nadzieję, że monografia ta, będąca efektem pracy wielu Autorów, przyczyni się do pogłębienia wiedzy z zakresu zasad funkcjonowania MŚP na Jednolitym Rynku Europejskim oraz stanie się przyczynkiem do dalszej analizy w tym zakresie i to zarówno wśród badaczy, jak i praktyków. Chciałbym również podkreślić, iż na wiele dylematów wyłaniających się w niniejszej pracy nie ma jednoznacznych odpowiedzi. Należy je traktować jako kwestie do dalszych rozważań i pogłębionych studiów wymagających bacznej obserwacji zjawisk i procesów rynkowych oraz sposobów ich rozwiązywania przez funkcjonujące na Jednolitym Rynku Europejskim małe i średnie przedsiębiorstwa. Oddając w Państwa ręce niniejszą publikację, mam nadzieję, iż spotka się ona z przychylnym odbiorem oraz konstruktywną krytyką zawartej w niej treści. ; European Union (EU) is the most important political and economic formation in Europe. The membership of Poland in it' s structures creates for our country the significant chances of development. They result with liberalization of international exchange as well as using by Poland in more and more wider range of four liberties functioning in the European Single Internal Market. Their role for the development of European continent is fundamental, particularly in the aspect of foundations the Lizbon Strategy which the main aspect is creating European economy the most competitive in the world. That' s why the European problems in the context of its influence (of this market) on development and promoting of enterprises (in the individual states of EU) become the subject of considerations academical and business spheres. Role of this problem permits to judge that this questions will be inspiring to scientific discussion for many next years. Small and medium enterprises are principle elements of the European Market. In the last period their development is so dynamie, that they have the predominant influence on economic development of the whole European Union. At present they make up over 98% all enterprises of this area creating the new places of work as well as generating significant part of GDP. Superiority of this sector comparing to large firms is their (SME) the unusual elasticity in the market. They make up simultaneously the ovule of new economic projects as well as source of innovation and enterprise. W orked out the present publication is the first volume of monograph. It is based on the materials sent by the scientists from Poland on the national conference organized by the Department of European lntegration and International Marketing of Technical University of Lodz in May of 2006. The main purpose of this conference (and the monograph) was: "Polish SME in the Single European Market". The whole monograph was published under common title: " The chances of development of Polish SME in the Single European Market". The first part of this book entitled "Functioning of the SME in conditions of Single European Market" is concentrated on the questions of the development of SME in Poland in context of our two-year period of membership in new econornic realities. The second part ("Supporting the development of SME in the Single European Market") presents the role of business institution in the development SME sector in Poland and describes the influence of local factors as well as sector public on functioning the SME in the Single European Market. There are given the financial aspects of development of enterprises and possibilities resulting from extemal sources (the structural funds) and the modem systems and strategies of management used in SME are presented, as well as the different technological innovations (electronic environment). Present, first volume consists of four chapters. In first chapter the problems of development of enterprise in Poland are analysed and there is the comparison of conditions of functioning SME in the chosen countries of European Union. In second chapter the influence of integration phenomena is qualified on increasing the competitiveness and innovation of the sector SME in conditions of Single European Market. Third Chapter concems the logistic aspects of management of SME enterprise concentrating on the chain of deliveries, the logistic costs, transport services as well as the position of competitive firm. The last chapter is relating to the marketing process and its role of creating relation between customer and firm in the Single European Market.
In 2015 we celebrate the twenty-fifth anniversary of the first free local elections to self-governing bodies. Those elections activated local citizens initiatives and greatly contributed to the transformation in our social awareness, leading to real change in Poland's political regime. The underlying rationale of free local elections, however, was the package of laws adopted on 8 March 1990 which created real self-government, enabled the elections to commune and municipality councils of 27 May 1990 and introduced a new dynamic to the process of the decentralisation of the state.Changes are always the result of dreams and our ability to realise them. It is possible to make them if there exist organisational structures and institutions which allow such changes to be made. The need for political transformation had long been felt and deliberated on by those involved in spatial development or and for whom the state monopoly status quo was unacceptable. To quote the late and much missed Professor Jerzy Regulski, the implementation of self-governance was departure from the monopoly of central government, which in turn meant an actual change in the political regime. The reform of 1990 broke up five monopolies of an authoritarian state which had existed in Poland since the end of the World War II: the political monopoly of one party, of centralised power, of uniform state ownership, of public finances and the state budget, and of the uniform public administration of the state.However, it must always be remembered that the possibility of realising dreams of a change in the nature of the state was shaped in the first triumphant stage of the Solidarity period in 1989, and later became a stable basis for the future in the resolution of the First National Congress of Solidarity Delegates and in the 'Samorządna Rzeczpospolita' (A Self-governing Republic) document. The success of the real change of 1990 was rooted in the long term determination and persistence of those whose personal experiences were involved in the quest for rationality in land management. Both Professor Jerzy Regulski and Professor Michał Kulesza drew their inspiration to change the political regime from the need to ensure that society worked in a way that would allow the local needs and initiatives be articulated, and inhabitants having the ability to take concrete decisions about the surrounding environment. In this way, the existing possibility of active involvement in local initiatives, incapable of being realised in the former political system, would become a reality and the citizens would be able to make collective decisions about their local area. This would also give a chance to oppose formally the investment logic resulting from the central planning of those times.The analytic work aimed at the transformation of the political regime that Professor Regulski started in the 1970s during his employment at the University of Lodz were subsequently continued at the Economic Institute of the Polish Academy of Sciences and led to the formation of a group of individuals for whom self-governance became a core value of the new regime and a way of looking at the modern state. The change that took place in 1990 was the beginning of the building of a de-centralised, modern state, the status of which was subsequently confirmed when Poland adopted the Council of Europe Framework Convention for the European Charter of Local Self-Government. Self-government is never an institution whose constitution is ever finished. This was shown during the reform carried out by Prime Minister Jerzy Buzek's government, which continued the break-up of the monopoly of power and implemented subsidiarity principles at the regional level enabling them to exercise powers locally, in newly created districts (powiat), as well as in the later legislative changes pertaining to the regulations governing the election of mayors (wójt or burmistrz) or the work of the Komisja Wspólna Rządu i Samorządu (Joint Committee of the Government and Self-Government). Today, after 25 years of our experience with self-government, we are much more aware of the changes needed in the self-governing system. They include the strengthening of actual independence of self-government achieved through the ensured free choice of the manner in which self-government bodies will carry out their tasks, guaranteed revenues and the possibility given to commune and municipality authorities of exercising real influence on their size, improved cooperation between communes and municipalities (gmina) and districts (powiat), and, fore and foremost, by ensuring all citizens a chance of co-decision on matters which directly affect them. Changes in the regime of self-governance are a consequence of its assessment by external, independent experts but are also motivated by the natural dynamics of the changes resulting from the very essence of self-governance and its institutions, communes and municipalities (gmina), districts (powiat) and regions (voivodships).In 2010 associations of self-governing units realised the need for change and amendments to the law on self-governance. Thus, they formulated a number of proposals which were included in a document called 'Requests to the President of the Republic of Poland to commence work on the white book of territorial self-government in the year of the 20th anniversary.' This document initiated work on a draft law which in 2013 became the subject of a legislative initiative put forward by President Bronisław Komorowski. The purpose of the new law on the collaboration of self-governing bodies in local and regional development is to strengthen the role of the citizen as well as the community in the work of self-government in Poland. The effort that Professors Jerzy Regulski and Michał Kulesza in their capacity as Advisors to President Komorowski put into the legislative work remains invaluable. It is believed that the involvement of individual citizens constitutes the strength of self-government and is a guarantee of its role at the service and in the interest of communities, individual inhabitants and businesses. Hence the need for enhanced collaboration and the partnership of different bodies of self-government and the increased involvement of citizens. There is draft law that contains regulations supporting these activities.Under the draft law, a local referendum is seen as an important tool to ensure the participation of citizens in decision-making processes, including those concerning local development plans. Local referenda should constitute a mechanism used to solve local issues of material importance to residents. Their result should be binding regardless of the turnout.Self-governance helps to create and strengthen the natural inclination of individuals to act together in areas where because of their social, business or cultural ties, a local community spirit develops. In today's world of global challenges and competition, we are looking for a space for the individual which provides a feeling of security. Another important value of self-governance is the possibility of creating affiliations with a community as well as individual entrepreneurship, social activity and a regard for the collective memory of the symbols of a place. The ability to participate in community life is inseparable from the functioning of democracy at a local level, with the consultation process, election of public officers, or participation in referenda.Self-governance is a special value which gives each of us a chance to exercise a real influence on local matters. It therefore occupies a very special place where politics has a personal dimension. The variety of self-governance means at the same time a variety of development policies since there are different communities, with different emotions, different experiences or ability to participate in democratic management. This variety is a special asset in the process of the stabilisation of the state as a whole. The diversity of opinions and experiences, appointments to public office of citizens not affiliated to or necessarily recommended by any party creates the solid foundations of a democratic state. This feeling of freedom within self-governing communities must be continued and promoted.The authors of many of the texts published in this issue of Ruch Prawniczy, Ekonomiczny i Socjologiczny devoted to self-governance are, at the same time, authors of the transformation of Polish law and Poland's administration in the last 25 years. Contributions submitted by, among others, Prof. dr hab. Irena Lipowicz, Prof. Jerzy Stępień, Prof. dr hab. Jerzy Buzek, Prof. dr hab. Leon Kieres or Prof. dr hab. Hanna Gronkiewicz-Waltz are the best proof of the capital importance that self-governance plays in a democratic state. I thank Professor Teresa Rabska and the editorial staff of Ruch Prawniczy, Ekonomiczny i Socjologiczny for their active involvement in questions of self-government from the very beginning. This issue is entirely devoted to a range of legal, economic and sociological aspects of new challenges facing self-government and its regime. Once again I thank them for such active involvement and participation in the jubilee celebrations of Self-Government and this special issue of the journal.We need self-governance not only to feel that we can influence decisions being made about local issues but also to be continually able to renew our confidence in institutions at a local level, and through their collaboration at the national level.
Poland towards Russia between 1992 and 2015 and outline their specifics. The author attempted at a synthesis of major manifestations of Polish-Russian cooperation and most sticking points in the intergovernmental (international) relations during that period. An important objective was to show the sources and examples of a divergence of interests, and point to the goals, which were based on these premises, established by the foreign policy-makers in Poland and Russia and pursued in mutual relations and international affairs. Between 1992 and 2015, in Poland's foreign policy towards the East and national security policy, the relations with Russia and the Ukraine were of utmost importance. On the economic level, considering the volume of mutual trade turnover, Poland's main partner in the East was the Russian Federation, whereas on the political level, the Ukraine was seen as a strategic partner. Along with the Ukraine, Russia played a key role in Poland's security policy in the discussed period. It should be emphasized that Polish-Russian and Polish-Ukrainian relations were very closely linked, and so was Poland's policy towards Russia and the Ukraine. In Poland's foreign policy towards Russia, or in broader terms, in Polish-Russian relations between 1992 and 2015, seven stages can be distinguished; each having their own characteristic. Despite some new specifics in each particular stage, they all shared an element of continuity. The constant theme was a great divergence of interests between Poland and Russia, particularly with regard to the European security system, and the role of NATO in shaping this security, as well as further stages of the alliance's enlargement, especially by countries of the post-Soviet area; energy security and Poland's strive for diversification of fuels supplies faced with Russia's actions aimed at the diversification of routes of sending its gas and crude oil to Western Europe bypassing the Ukraine and Poland; a historic dispute, in which a thorough, satisfying for the Poles, explanation of the Katyn Forest massacre was particularly high on the agenda among other issues; opposing visions of building an order in Eastern Europe, and first and foremost, in the Ukraine. With the passing of time, especially after Poland's NATO and the EU accession, the future of Eastern European countries, particularly the Ukraine and Belarus, has become a fundamental issue in Polish-Russian relations. Both Russia and Poland treated Eastern European countries as a sort of a safety buffer. However, the two countries had entirely different visions of how this buffer ought to be shaped. The political leadership in Poland saw the strenghtening of national security in the strenghtening of the Ukrainian buffer through the Ukraine's membership in NATO and the EU, whereas for the political leadership in Russia, the strenghtening of national security through Ukrainian buffer meant preserving its outside NATO status, or incorporating it in the the security system built under the aegis of Russia on the area of CIS. A characteristic of the Polish-Russian relations in that period was a great imbalance to Poland's disadvantage, resulting from the differences in broadly understood physical potential of the two countries and, consequently, their international roles (Poland being a medium-size country situated in Central Europe and Russia being a superpower in Central Eurasia). The capacities of Poland to shape the situation in Eastern Europe on its own were incomparably lower than Russia's. Therefore, Poland was trying to make use of European and Euro-Atlantic multirateral structures, mainly through the Eastern Dimension realized by the EU and NATO, to have as much influence as possible, on the desired developments in Eastern Europe. The eastern policy under successive RP governments was characterized by their overrating, frequently, of their own capacities, lack of objectivity in assessment of the situation across our eastern border, and application of double standards, particularly in the policy towards Russia. Polish-Russian political relations throughout the post-Cold War period were critical, and improvements were relatively short-lasting. Not only Russia, but also Poland is to blame for such a state of events. The Polish side, due to historical reasons and imbalance of potential, expected Russia to take more initiative in coming to an agreement with Poland. However, it has to be admitted that in many activities undertaken by Poland with regard to European security, in particular Eastern European subregion, the interests of Russia were completly disregarded, although they did not have to be accepted fully. An example of this was Polish diplomacy in the second half of 2013 intended not to allow Russia to be included in the negotiations on the EU association agreement with the Ukraine about issues that had economic implications for Russia's interests. In their policy towards Russia, foreign policy-makers in Poland, forgot, all too often, or, were unwilling to remember, about the principle that in order to meet the security needs of one's own country, one should also consider the security needs of other countries, the neighbouring ones in the first place. Analyzing the policies under succesive III RP governments on European security and relations with the post-Soviet countries, it is hard to share the view prevailing in our country that Poland did its best to develop partnership and good neighbourly relations with Russia. Among politicians, publicists and the Polish society, there was a large group of people who took a stance, though it was not always formally articulated, that Poland has a right, or even a duty to remain hostile towards Russia. On the other hand, Russia should not act unfavourably towards Poland, regardless of Poland's anti-Russian policy, although, obviously, it was declared otherwise. One of the few stages showing a distinct improvement in Poland's policy towards Russia and a mutual willingness to normalize our political relations, was the one between 2008 and 2010, when an unsuccesful attempt was made at pragmatizing foreign policy towards Russia. Since the end of 2007, this new foreign policy, gradually encompassing other areas, led to a greater or lesser modification of the policy to date towards Russia, the Ukraine, Belarus and Georgia by basing it on the so-called positive realism. These new trends increased cooperation between Poland and Russia and, eventually, a considerable progress was achieved in normalizing our relations. Between 2008 and 2010, Polish policy towards the East not only changed in practice, it was also a conceptual change. The crash of the presidential plane at Smoleńsk (April 10th, 2010), in which 96 peple were killed, including President of RP Lech Kaczyński and His Spouse, was a major, if not primary reason why the normalization process (2008–2010) was seriously hampered to the point of a standstill between 2011 and 2013. The Smoleńsk air disaster, and conflicting stands over its causes in particular, exacerbated divisions in the Polish society and strenghtened reluctance, if not hostility, towards Russia. A large part of the Polish political class and society did not accept a version of an inadvertent air disaster (plane crash), whose causes, like not following correct procedures, lay on both Poles and Russians. The surveys conducted during the years following the Smoleńsk air disaster showed that over 30% of the Polish society were convinced that it had been an attempt on the life of the Polish delegation en route to a commemoration of the 70th anniversary of the Katyn Forrest massacre, and that the Russian government and secret services had been involved. After the Smoleńsk air disaster, foreign policy towards Russia and Polish-Russian relations became a ground for political struggle in our country. For many politicians and conservatist right-wing journalists, a demonstrated degree of anti-Russian sentiment became the main criterion of patriotism. In a large part of the Polish society, a belief was strenghtened that actions should be taken to weaken and isolate Russia, and to minimize, rather than increase cooperation between the two countries. This meant that internal conditions within our country, which could possibly motivate the foreign policy-makers to stop viewing Russia as the main threat and encourage a breakthrough in thinking about that issue, deteriorated markedly. Consequently, Polish-Russian relations between 2011 and 2013 remained in a state of deadlock. In the foreign policy of Poland between 1992 and 2015, Russia played the leading role. This, however, stemmed from Russia being perceived by the policy-makers as the main threat to our national security, not a recognized partner in pursuing this security. Throughout that period, in all successive stages of Polish security policy, Russia was regarded as the main threat. Each political leadership in Poland, especially since the mid 1990s, treated Russia in this way, and these were not merely anti-Russian declarations, but a guiding principle of the foreign policy. Behind it, was a conviction that Russian imperialism was timeless and Russia would never accept the sovereignty of Poland. It was an obvious reference to the classical Polish geopolitical thought about Russia posing main threats to our national security. During the crisis and conflict in eastern Ukraine, between 2014 and 2015, the foreign policymakers in Poland revived the stance of a military threat on the part of Russia. For the first time since the end of the Cold War, such loud voices were heard about a possible military attack on Poland. Unlike the earlier periods, when there was an informal presumption that Russia was a threat to the security of Poland, in 2014, for the first time, in III RP's security policy, Russia was formally pointed to as a direct military threat. It was articulated in official state documents, including Strategia Bezpieczeństwa Narodowego Rzeczypospolitej Polskiej from November, 2014, and in addresses delivered by the Polish government officials (for instance in exposé of Foreign Minister R. Sikorski and his follower G. Schetyna). The crisis and conflict in south-eastern Ukraine did not substantially change Poland's policy towards Russia. What did change between 2014 and 2015, however, was that much more emphasis than ever was placed on Russia being a threat to our national security, and there being a serious risk of a Russian direct invasion of Poland. During 2014 and 2015, the process of politicizing fear (policy of fear) of Russia was at its height. For Poland, a major outcome of the Ukrainian conflict and crisis was decreased national security and growing fears, among them the fear of Russian invasion, which does not mean that such a threat was real. During the years 2014 and 2015, Polish-Russian political relations at the highest level came almost to the point of being frozen. Important direct implications of the Ukrainian conflict for Poland's security were, apart from a growing fear of Russia, increased desires towards strenghtening its own defense capability, strenghtening NATO cohesion, increased involvement of NATO in our sub-region's security and closer bilateral Polish-American cooperation regarding military security. Resolving the conflict in eastern Ukraine as quickly as possible was in the interests of Poland. However, Polish diplomacy did not engage much in the conflict deescalation. They were very sceptical about the successive agreements aimed at ending the military operations negotiated within the frames of the so-called Normandy format (Mińsk I and Mińsk II). It seems that, considering the geopolitical situation in the Ukraine and divisions of the Ukrainian society, this country should remain a buffer state. Alternatively, coming out of this role should occur gradually, through a simultaneous Europeization of the Ukraine and Russia. Poland should not be interested in the "revolutionary" speeding up of the processes occuring in the Ukrainian society. Responsible politicians willing to serve the best interests of their nation should be aware of the limitations in pursuing even the most support worthy goals. The policy of every country, the foreign policy of Poland and the Ukraine included, should be founded on a realistic assessment of one's own capabilities so that aspirations would not outgrow the real possibilities of their attainment. Poland, aspiring to the role of the EU main expert in Russian and the post-Soviet area affairs, through insisting in the EU on the earliest possible Ukraine association with the EU, contributed in a way to the situation when the Ukraine had to choose between the EU and Russia. Polish politicians did not anticpate the negative outcomes of such acceleration for the Ukraine itself (including the loss of Crimea and strong separatist tendencies in the East of the Ukraine), as well as for Russian- Ukrainian relations and the security of Poland. Therefore, the firm support and involvement of the Polish political class in the so-called democratic revolution in the Ukraine during 2013 and 2014, can hardly be regarded as a succcess. Polish policy towards the East ended in yet another failure, which was shown as confirmation when Poland was not included in the talks aimed at resolving the Ukrainian crisis, which were held by officials from the Ukraine, Russia, Germany and France since the middle of 2014. The Ukrainian crisis and conflict was a turning point in Polish security policy and Polish-Russian relations. The Polish government officially began to treat Russia as the largest threat to the national and international security. A considerable part of the political elites in Poland did not see the threat in excessive dependence of Polish economy on Russian energy resources or other economic threats, but in a direct military attack. Generally speaking, it is unknown to what extent the Ukrainian crisis and conflict will, in the long run, have an impact on changes in Polish policy towards the East, particularly towards Russia and the Ukraine. It exposed the ineffectiveness of our foreign policy to date towards the East. In this context, a question arises: What will be mid- and long-term implications of the Ukrainian conflict for the modification or a radical alteration to Polish foreign policy towards the East? Another fundamental question pertains to Polish-Russian relations: What policy should Poland pursue towards Russia now and in the future? Will the foreign policy and security policy be directed, like in 2014 and 2015, at instransigence and confrontation, or will the normalization tendency prevail as regards Russia, and will the relations with the Ukraine be redefined? However, at the end of 2015, nothing implied that the foreign and security policy-makers intended to transform in any way the policy towards Russia and the Ukraine to date. It does not mean that changes will not be implemented in the years to come. It will be closely connected with the impact of the Ukrainian conflict on the modification of the policy of Germany and the entire European Union as well as the policy of the United States on the post-Soviet area. The crisis and conflict in eastern Ukraine strenghtened the legitimacy of argumentation that the main player in the post-Soviet area is Russia. None of the serious problems in this area can be resolved without the participation of Russia, and all the more, against Russia, which obviously, does not mean that the proponents of this stance overrate the capabilities of Russia in terms of shaping the closer and farther international environment. On this account, Polish policy will be hardly effective if at least some of Russia's interests in the post-Soviet area, especially in Eastern Europe, are taken into consideration, as was proven to date. Bearing in mind long-term consquences, the strategic conceptions of the Polish policy towards the East, should opt for the closest possible ties of Russia with political and economic structures of the EU and Euro-Atlantic structures (Europeization of Russia). This, in turn, should result in the evolution of the economic-political system of Russia into liberal democracy. The Ukrainian crisis and conflict classified the effectiveness of the Polish conception aimed at occidentalizing the Ukraine, Belarus and Moldova without simultaneously occidentalizing Russia. As was indicated by the proponents of this conception, its implementation assumed an inevitable cost such as a political conflict with Russia. The crisis and conflict in the Ukraine between 2014 and 2015 should be a good reason to change this stance. The biggest price for its implementation was paid by the Ukraininas themselves. Therefore, in the context of these experiences, Poland should suport not in opposition to Russia, but together with Russia, which does not imply that this process has to be fully synchronized. The direction of actions in this matter is of key importance. Despite the many contentious issues in Polish-Russian relations and different historical memory of Poles and Russians, in the long-term interests of Poland's security, lies implementing a cooperative and integrating, not a confrontational conception. For the normalization of Polish-Russian relations, it is essential that the successive governemnets of Poland and Russia should have a political will to a less confrontational approach towards disputable issues and resolve emerging problems in a compromising way, which is one of the "scarcest commodities" in the Polish-Russian relations. A compromise should not be treated as a failure, as is often believed, also by the Poles. It also requires changes in mutual perception. A true normalization of mutual relations between Poland and Russia will not be possible if the majority of political elites, media and society in both countries will see the other not even as a difficult partner of rival, but an enemy. The divergence of interests does not have to lead to hostility. The governing groups in Poland and Russia face a challenge in improving Polish-Russian relations. They can either attempt to broaden the area of common interests or to highlight the discrepancies and divergence of interests, and thus strenghten social attitudes prone to either cooperation or confrontation.
