The author in her article presents services as a market product which is more and moreoften an innovative product. A particular attention is paid to the services' features which have an important impact on behaviour of the services market participants. Introduction to the market of new, improved, technologically advanced services requires a competent consumer.
The article considers separate issues of priority directions of Ukraine, in particular: reforming the system of state administration, reforming the government service, carrying out administrative reform. Some aspects of the legal regulation of public service in Ukraine are outlined. The analysis of the term "public service" with the first step of its definition in the study of Ukrainian Scientist Y. Panek with further definition of the concept of "public service" at the legislative level, enshrined in The Code of Administrative Proceedings of Ukraine, is conducted. Consequently, Ukrainian scientist Y. Panayko considered the notion of "public service" by defining the concept of the state as a "corporation of public services" with subsequent change in accordance with the needs of "general interest". In turn, at the legislative level, the public service is defined as the activity of persons who are in state political positions, in state collegiate bodies, on positions of judges, prosecutors, military service or alternative (non-military) service, other civil service, patronage service in state agencies, service in the authorities of the Autonomous Republic of Crimea, local self-government bodies. It is emphasized that effective functioning of public service agencies is impossible without the existence of politically neutral and professional public servants. In the presented study, attention is paid to a specific category of public servants - assistants to judges. The circle of problematic issues of the institution of patronage service in judicial bodies related to the appointment of an additional assistant to a judge of the relevant court for the period of execution by the judge of administrative powers (duties of a member of the judge of the Council of Judges of Ukraine) is determined. The financial services market is gaining momentum each year, both in Ukraine and globally. The context and prospects for the development of this institute are of great interest to a wide range of individuals, including the issue of state regulation of financial services markets. This paper is devoted to the subject of activity of one of the bodies of state power - regulators of financial services markets, namely - National Financial Services Commission, to apply measures of influence to violators of the legislation on financial services. This scholarly work is devoted to the legal regulation of the application of measures of influence of the Commission to violators of the legislation on financial services. The article delineates the Commission's competence with other regulators of financial services market relations. The set of normative-legal and by-laws acts, which are guided by the Commission in its activity, is analyzed, including, when applying measures of influence to violators of the legislation on financial services, classification groups of such acts are proposed. The author examines specific measures of influence, pointing to the provisions of the relevant legislation and critically considering their content. The work contains a considerable number of acts of individual action of the Commission, which determine the measures of influence applicable to the offender, as well as the reasons, prerequisites, legal instructions for such use. An analysis of the practice of applying such measures of influence by the Commission to offenders makes it possible to identify the problematic aspects of the activities of participants in the financial services markets and to suggest ways of solving them.
Introduction. In the process of economic development, the importance of the energy saving segment for the socio-economic development of Ukraine is to reduce energy and environmental impact. As a result, the role of energy services for the fuel and energy sector is growing. In world practice, the energy service mechanism is one of the most effective measures for energy conservation and optimization of energy consumption of companies and housing and communal services. Accordingly, the financing of energy saving measures on the basis of energy service for domestic enterprises is the area of development that solves important problems in reducing the company's costs for the energy component of their operation.Methods. The methodological basis of the research is the general scientific and economic-statistical methods: in particular: analysis, synthesis, generalization, schematic and graphical visualization - to formation of conceptual foundations for the development of the energy service market; induction, deduction, dialectical analysis, schematic and graphical visualization - to determine the structure and features of energy consumption, components of the concept of energy service market development.Results. The article is investigated the measures for ensure energy efficiency in the fuel and energy complex of Ukraine. Industrial enterprises for the production use large amounts of energy resources (electricity, heat). One of the problems in strengthening the energy saving of enterprises is the use of old energy equipment. As a result, the importance of developing cooperation between industrial enterprises and energy service companies is growing. The development of the energy service market in Ukraine will contribute to the growth of the number of market participants and the range of energy services; formation of the mechanism of financial and credit support of energy service development; creation of national energy efficiency standards for certain sectors of the economy; creation of a national energy saving strategy based on energy service; wide involvement of local governments in energy service activities. The article is proposed the concept of developing the energy service market. The concept is based on the definition of its components: necessity, opportunities and effectiveness. The main drivers of the concept and directions of its implementation are described. It is proved that a single concept of developing the energy service market will provide a clear strategy for increasing the economic potential of the industry and the profitability of other sectors of the economy.Discussion. The prospect of further research is to form at the level of public administration a clear and effective strategy for energy efficiency of the country's economy.
In the article, definitions of concepts 'pawnshop', 'market of pawnshop services' are given. The characteristic of financial services of pawnshops is carried out. Legislative and regulatory legal acts are described as a legal basis for the creation and regulation of pawnshops. The main indicators of pawnshop activities are analyzed. The grouping of the share of the first pawnshops (TOP) by the volume of financial loans and their assets was carried out. Advantages and disadvantages of lombard crediting are given.

The article considers the necessity of accelerating Ukraine's energy services market as a measure for improving energy efficiency of the national economy and energy safety as well as enhancing energy efficiency of housing and communal services.The essence of energy efficiency as an integral indicator of sustainable development of the national economy is revealed. It is justified that the introduction of market relations in the sector of providing energy services will be possible only if there is a proper institutional framework. It is proved that in theoretical and methodological terms, building an institutional framework and, consequently, establishing an institutional environment for accelerating the energy services market should be carried out in accordance with the theory of institutional provision of a balanced growth of the national economy.The main components of institutional provision for accelerating the energy services market are defined and characterized: institutional architectonics, institutional matrix and institutional dynamics.The paper substantiates that in the light of Ukraine's accession to the Energy Community, a multilevel system for managing energy efficiency and energy security has been elaborated, including a supranational institutional level that requires a clear legal tool for the co-ordination of national and supranational interests in energy efficiency and energy security. The essence and tools of the interaction of the supranational and national levels of institutional provision of the energy services market are outlined.
The article presents the dynamics of the provision of administrative services of the region by type. The dynamics of the number of administrative services provided as a result of making managerial decisions is considered, and the proportion of administrative services provided by types as a result of making managerial decisions is investigated. The factors that led to an increase in the provision of administrative services were described. The dynamics of administrative services provided for registration of citizens in this territory is presented and the rates of their growth are calculated. The analysis of the administrative services provided to people with disabilities with the departure to their place of residence. An assessment of the level of administrative services is made. The main ways of improving the quality and efficiency of developing and making managerial decisions in the field of providing administrative services are substantiated.
The relevance of the study is due to the especially sharp of late issue of the competition in world markets, which requires strengthening of innovation component from the economy of any country, including Ukraine. Ukrainian enterprises with innovation activity are able to maintain high growth rate in the long term. The main component in the effectiveness and efficiency of carrying out innovative processes at an enterprise is its innovation potential, including professional staff that is quite difficult to estimate given the rapid changes of the fulfilled tasks. The purpose of writing this article is the analysis of existing approaches to the evaluation of the innovative potential of enterprises and their improvement taking into account the peculiarities of service enterprises, the formulation of the task of innovation management and the main directions of development of innovation potential of an enterprise. We applied system approach, methods of analysis and synthesis and the method of modeling when carrying out research. The task of innovation management of an enterprise was formulated. A methodological approach to the evaluation of the innovation potential of enterprises in the sphere of services is attached. This approach will allow the heads of the enterprises in the sphere of services to monitor creativity and collective intelligence of the employees, to assess an enterprise on innovation and make timely decisions to eliminate the deficiencies. It was stressed that special measurements, quantitative evaluation of the intellectual, professional, educational, and other qualitative characteristics of the potential of employees is quite a difficult task, to perform which the expert methods are used based on interviews, surveys of executives, business owners and prominent managers. The main directions of stimulating the development of the innovation potential of an enterprise were formulated. A conclusion was made that under current conditions, in the absence of perfect methods of evaluation of innovation potential of the services industry, review and comprehensive application of different methods proposed in economic literature will allow obtaining more reliable information for justified management decision–making regarding the management of the innovation potential of an enterprise, introducing relevant changes into the components of the innovation potential to ensure its adequacy to the set innovation goals and increasing a general level of competitiveness in the given industry and in the global market as a whole. The scientific novelty of the research lies in improving the methodological approach to the evaluation of the innovation potential of an enterprise on the basis of the complex of main indicators specific to services and consideration, during the evaluation of personnel, of the innovation potential of an enterprise. The proposed approach allows analyzing the level of innovation potential of enterprises in the different spheres of activity: production, services, state government, commercial and others, where the innovation potential acts not only as a set of available and adequately allocated resources, but also as approved management decision or immaterial object. Since under modern conditions we tackle dynamic market of goods and services and the businesses need to respond quickly to these variable factors of influence, further studies might be directed to determining the capacity and speed of the enterprises to respond to these changes, in particular the ability of the staff to work efficiently and to realize the innovation potential under these conditions.
Financial services market is a complex system of different interrelations between economic entities. The importance of such market development from the position of providing stable dynamic development of the country's economy is difficult to overestimate. At the present moment such market virtually permeates all branches of industry and national economy. That's why performing of new investigations in the sphere of knowledge of theoretical, methodical and methodological peculiarities of functioning and development of financial services market is actual. The identification of different by their nature features, under which the types of this market can be determined, is separate component of deepening theoretical principles of the mentioned market functioning. The article aims to identify the main features, under which the systematization and classification of the types of financial services market is conducted. It is offered within the article to consider financial services market as the combination of economic relations, which arise by realization of non-material form of interrelation results, characterized by use value, between entities in the process of satisfying by some participants (producers) of financial needs of the others (consumers) on the mutual benefit of their interests agreeing on their own account, on the customers' account or on the account of attracted financial resources of other entities in accordance with the current legislation with the purpose to get profit, to preserve the assets value or to achieve social effect from the realization of such interaction. Such approach allows to consider financial services market as integrated research facility and, taking this into account, to offer the classification of its types. It is emphasized that in the majority of scientific works, which have been analyzed, the attention of scientists is related to the investigation of segment structure of financial services market, that is not its classification. With account of that, in the article the main characteristics, under which the following types of such market are defined: in accordance with the legislation, by the method of development, by the level of regulating, by scale, by the character of functioning, by the level of integration into world economy, by development level; by the level of activities freedom, are identified. The article deals with the contractual regulation of the provision of educational services. It is emphasized that the most popular form of educational provision is contract. It is stated that the current legislation of Ukraine does not define the concept of a contract for the provision of educational services, and this, accordingly, creates many difficulties in the practical activity of higher education institutions. Based on the analysis of the views of scientists, the concept of a contract for the provision of educational services is defined. The legal characterization of the contract on the provision of educational services is completed and its features are clarified. Emphasis is placed on the fact that the contract for the provision of educational services belongs to public contracts and contracts of accession, so the contractor is obliged to conclude the contract if he is able to provide such educational service, and the customer joins the proposed terms of the contract as a whole. It is justified that the peculiarity of the contract on the provision of educational services, unlike the provision of other services, is the inability to guarantee the performer the achievement of a high result of his activity, since he (the result) depends not only on the performer, but on the student, on his ability, attention, diligence, diligence. The legal status of the contractor and the customer of the educational services contract is analyzed. It is noted that the conclusion of the contract on the provision of educational services, as a rule, is preceded by a number of legal facts, in particular they include: competition (selection of entrants); signing a contract; issuance of an order for enrollment of a student for study. Introduction. Providing information and consultancy plays an important role in the development of agriculture for today, and are a catalyst of scientific and technological progress in agriculture, as combining education, science and production.Purpose. Identifying problems and future directions of information and consultancy services to rural producers (extension) as one of the most important factors in improving the efficiency of agricultural production and to identify sources of financing advisory business is the purpose of this article.Methods. The author used monographic, analytical calculation, spreadsheet, comparative methods.Results. There are a number of reasons that hampered the development of information and consultation to ensure agricultural producers, including insufficient government funding advisory.According to the law of information and consulting services to be financed from the state budget and local budgets, and conducted on a competitive basis. The competition aimed to provide social services advisory entities may take only advisory.In addition to state support, financing advisory activity can be carried out through grants, technical assistance, from international programs and projects, charity contributions of natural and legal persons and other sources not prohibited by law.Other external sources is occupied by grants and sponsorship assistance. These two sources are significant differences, despite the fact that both are allocated free of charge.All these sources finance directly the activities of real and formalized consulting groups. At the same time, information and consulting activity carried out not only by these services. Such activity can massively funded: public services by taxpayers; government services in respect of taxes on certain agricultural products; commercial companies that sell commodity inputs or buy their products, and are in a relationship with customers and spread agricultural knowledge; associations of producers, who pay for consulting services from their membership fees; associations of agricultural producers, subsidized by the state; NGOs financed by grants within or outside the country and / or commercial companies to create a favorable image; NGOs receiving grants from the government or working on contracts with the state (or its own or foreign "donor countries") and others.Originality. Given the author's own definition of information and consulting services, namely an activity to transfer current product information on the subject that has such a product to the user, to meet the information it needs, which implies the use of this product obtain additional income consumer or social impact.Conclusion. Providing information and consulting (advisory) services are an important part of the agricultural commodity production, providing its innovative development. Problems extension that exist at the moment can be resolved, but with state support, including in matters of finance. Currently funding information and consultation (advisory) services can be made from various sources and their use depends on the initiative most extension services and other consulting groups.
The study identified four stages of agricultural cooperatives in Ukraine. Proved that during this period despite the adoption of the state law a number of regulations governing the activities of cooperatives and set the amount of state aid funding was implemented only partially. The author identifies several benefits of agricultural service cooperatives. In the article the basic problems of agricultural cooperation in Ukraine at the legislative level as well as at the local level. The current state of public finance in Ukraine in recent years. It was found that lack of consistent government support and adequate financial support, the poor state of logistics cooperatives and other factors influenced the reduction in their number in Ukraine.An attempt to investigate the status and benefits of cooperation on the example of years of experience of European countries. The author proposes the basic direction that government should do for the development of agricultural cooperatives in Ukraine at all hierarchical levels.
