Nowadays the different IT tools and use of the internet have appeared almost in every sectors of the economy, so it may give several benefits and help to the agricultural producers. In this article I give a brief overview about e-government and its' opportunities, then I give a short description of a few important governmental and specialized administration on-line services which are provided to the farmers. According to many experts using of informatics may cause essential change in the operation of the administration because of the fact that the electronic administration may evolve. Generally speaking, today the egovernment services are already an indispensable device to the reformation of the public administration, the modification of services which suits to people's demands and the creation of the more adaptable, clearer public administration. The electronicdocuments are free from formal errors which is either important for clients or offices. The cases can be arranged even from home in 24 hours of the day. The spread and success of the use of electronic services depend not only on the quality of services, but the IT readiness of the target audience is also very important factor. Unfortunately the affect of e-gap is bigger in case of the farmers.
Every child, for a full and harmonious development of his/her personality, has the right to grow up in a family environment, in an atmosphere of happiness, love and understanding. This principle is one of the main pillars of foster care service. InAlbania,familyfoster careservice is one of the new forms of social services as an indicator of taken responsibilities by the wellfare state to protect children including children with disabilities, who are deprived of parental care. Foster Care, or as it is called in Albanian Family Code "foster family", is a form of alternative care for children who are not provided with family care by their families.Throughout human history, there are constantly encountered phenomenas of neglect, abuse, intentional murder, sale and abandoning children mainly from ptheir parents.Foster care service was firstly a spontaneous response and then anoficial one, to support children who were vulnerable and deprived of family care. The models of providing foster care services are different from temporary service, the emergency ones, or long-term, and specialized ones. Currently, the Court is the only institution that takes decisions for child guardianship, for his accomodation in asocial care institution or in an alternative family. Basic international obligations in the field of protection of children deprived of parental care are setby the Convention on the Rights of the Child (CRC). Albania became party in the CRC on March 28 1992 and in its Optional Protocols "On the involvement of children in armed conflicts" and "On sale of children, child prostitution and child pornography"2 in 2007, these acts being in accordance with the constitutional provisions are now part of the Albanian legal system. In Albania foster care is a special service offered as protection measure for juvenile in the conditions when their parents are unable to exercise their parental responsibility. The reason for this can be the situations when both parents have died or are not known, are declared missing, lack the legal capacity to act, poverty and for any other reason accepted by the court. The goal is that the child be offered a family environment and conditions for the upbringing, such as physical care and emotional support. Such an alternative service was adopted in Albania as a new form of service to improve and increase the efficiency of the delivery of social services in addition to services in social care institutions which provide basic services for each juvenile. By reforming the Social Protection program the Albanian government had two priorities: Prevention of institutionalization of children and the provision of services in a family environment.This service is being extended throughout Albania creating the appropriate environment to treat the children in new forms of care as closed as possible to the family. Education is a key component in the transition back to civilian life and employment for many new veterans. Enrollment in college allows veterans to upgrade existing skills or gain new skills in order to transition to a new career. Successful completion of college programs provides veterans with valuable credentials that may validate uncredentialed skills they gained in the military. However, many service members find it difficult to align these skills and knowledge gained via military service to the civilian labor market. To improve the educational experiences and outcomes of student veterans enrolled in community colleges, the Kisco Foundation in 2015 awarded five community colleges across the country the Kohlberg Prize, a six-month planning grant to enhance services for veterans by connecting them to broader college reform initiatives. The authors of this review examined the community colleges' proposal narratives to understand the colleges' perceptions of veteran students' strengths and challenges, their current delivery of supports and suggestions for improving support services, and the relationship between their veteran services and broader reform efforts. The authors gained insights into what community college personnel believe are the key ways to improve support for their veteran students. The review explores strategies taken by the five awardee community colleges to better serve veteran students so that they feel more comfortable at college and are better able to persist and earn a credential. Policy recommendations are also provided. A summary version of the review is also available.

Based on a Dissertation read before the Royal Medical Society on Friday, 23rd October, 1964Not until the start of the 20th century did the organisation of rehabilitation services on a comprehensive scale develop. In this, Britain played a leading role largely due to the influence and leadership of one great man—Sir Robert Jones. Robert Jones was selected in the 1890's to organise the first unified accident service in Great Britain, which was set up to deal with the injuries sustained by the large body of men employed in the construction of Manchester Ship Canal. The social conscience of the time did not include rehabilitation per se in the accident service, but the experience gained there by the young surgeon bore fruit in the First World War when as a famous orthopaedic surgeon, he was given the task of organising special military hospitals with full rehabilitation facilities.

The report focuses on services for minors, female and "queer" (lesbian, gay, bi- and transsexual, transgender, and intersexual, or LGBTTI) refugees, elderly or disabled, as well as traumatized persons. These groups – while comprising very heterogeneous living situations – are particularly vulnerable and thus in need of special protection or services. For example, they may require specific health services, while at the same time access to the health care system in Germany is restricted within the first 15 months of the stay. Therefore, legal provisions allow for additional services e.g. for elderly, disabled or traumatized refugees. Voluntary offers supplement these professional services. Moreover, unaccompanied minors are particularly addressed by German law, whereas children and youth entering Germany with their parents or a legal guardian are subject to the same treatment as their parents. Female refugees, in particular pregnant and breast-feeding women, are also subject to special protection provisions and services, many of which are provided by non-profit organizations (NPOs). The particular vulnerabilities of LGBTTI refugees have recently been recognized more strongly by law and administrative practice, also due to the lobbying activities of NPOs.
Municipality activities require interoperability both between municipality offices, and government and private sector. Due to the lack of interoperability, traditional municipalities, and governments face serious problems. These are mainly poor quality and high cost of services, and low economical revenues. E-municipality has been proposed for solving these problems. An interoperability infrastructure is at the heart of e-municipality and e-government applications. Web services have emerged as the next generation of Web-based technology for interoperability. Web services are modular, self-describing, self-contained applications that are accessible over the Internet. Based on open standards, Web services enable to construct Web-based applications using any platform, object model, and programming language. Although Web services were initially suggested for e-business, they have collected a great interest from various communities. Recently, they became a current issue for developing distributed applications and sharing geospatial data between GIS communities. GIS data and application providers can develop geospatial web services, and share their information over the Internet using Web services. The motivation of this work was to determine the potentials of the Web services technologies for an interoperability infrastructure for e- municipality, and suggest Web services for municipalities to lower costs, improve service quality, and increase revenues in municipality. This is an urgent need especially for municipalities in Turkey. We have first examined major municipality activities for the municipality of Trabzon in Turkey. And identified possible geospatial Web services. We have also implemented some of these services using Cape Clear TM Web Services development and deployment software. We have found out that Web services have a great potential for e-municipality.

These targets, which make it possible to circumvent the usual economic categories (product and process innovation), are as follows: the various forms of assistance and residential provision for the elderly, the (tangible and intangible) technologies deployed, the services provided, the human environment (carers and relatives) and the institutional environment.

In Ontario, many individuals who speak and read languages other than English or French use government services. This major research project explores how to make services more accessible for populations who speak and read English as a second language. Following an analysis of services currently available, participatory design methods with Chinese speakers who do not read or speak English showed how written language can be augmented or replaced with animations, sound, and representations of physical objects (such as automobiles, forms, drivers licenses, and license plates) to deliver services to audiences from diverse linguistic backgrounds. Initial prototyping suggests that 'realistic' or 'visual' representations can effectively augment or replace written language when the aim is to convey something that is concrete, such as an automobile or license plate. When the aim is to convey something that is slightly less concrete, such a car or home, outline drawings can be effective. However, certain aspects of government services, such as legal disclaimers or privacy information, are more difficult to convey without written language, suggesting that writing can be minimized, but not eliminated completely.
This paper explores the sustainability of non-government organisations (NGOs) providing services to older people in the local government authority area of North Sydney. It identifies several key issues that can be used to assess the level of programme sustainability in the community sector. We suggest that government support is essential for the ongoing financial sustainability of community aged care services and that community-based organisations need to address a number of issues that will impact on their long-term sustainability. A good working relationship with local and state government is crucial for organisations to access community grants, donations and subsidised premises. The recruitment, training and retention of volunteers were some of the most important issues identified. Further, these NGOs will need to develop strategic plans that factor in sustainability indicators to address rental, recycling, transport, renewable energy and water costs to ensure that they have the capacity to pay for these utilities in the future.
