Nonostante alcuni innegabili progressi legislativi a livello nazionale ed internazionale, i diritti delle persone con disabilità continuano ad essere disattesi. Le loro legittime esigenze risultano trascurate anche per la priorità attualmente data ad altre emergenze sociali, rappresentate, per esempio, dalla persistente disoccupazione giovanile, dal crescente flusso dei migranti, e dal preoccupante aumento delle disuguaglianze e della povertà. In tale scenario alquanto problematico, si è ritenuto opportuno accertare sulla base della letteratura più recente quali siano le principali criticità e le migliori prassi che, rispettivamente, ostacolano o favoriscono l'inclusione delle persone con disabilità nei contesti lavorativi. I contributi scientifici esaminati si riferiscono principalmente alle esperienze delle grandi aziende e si avvalgono di un numero di osservazioni sufficientemente ampio da garantire la significatività statistica dei risultati riscontrati. Tra gli errori organizzativi più ricorrenti nell'inclusione lavorativa delle persone con disabilità, gli Studiosi segnalano le seguenti fattispecie: la scarsità di coordinamento e di dialogo interprofessionale tra le varie figure che, all'interno o all'esterno all'azienda, sono deputate a garantire il buon inserimento lavorativo delle persone con disabilità; la penalizzazione salariale subìta dai lavoratori con disabilità non per la loro minore produttività ma per i pregiudizi radicati nelle strutture apicali delle aziende; la sopravvalutazione da parte dei responsabili del disability management degli aspetti di natura legale-amministrativa a discapito degli obiettivi di efficacia del processo inclusivo loro affidato; la discrepanza tra quanto dichiarato e quanto effettivamente realizzato dai datori di lavoro in tema di assunzione delle persone con disabilità. Altri studi denunciano sia la scarsa proattività delle persone con disabilità nel ricercare forme di supporto aziendale, sia la prevalenza di sentimenti di rassegnazione e di pessimismo che possono compromettere le chances lavorative dei diretti interessati. In sostanza, gli atteggiamenti di tipo rinunciatario delle persone con disabilità alimenterebbero la cosiddetta "profezia che si autoavvera", un fenomeno che si verifica quando le aspettative negative sulle attitudini dei reclutatori finiscono per provocare nelle persone con disabilità comportamenti sbagliati, che ne pregiudicano l'occupazione e le opportunità di carriera. Secondo la letteratura, una delle principali sfide di coloro che si occupano di disability management consiste nella costruzione di un ambiente lavorativo psicologicamente rassicurante e socialmente collaborativo. Inoltre, al pari di quanto avviene per qualsiasi procedura di reclutamento, si suggerisce l'utilizzo di un approccio volto ad identificare ciò che il lavoratore con disabilità "sappia fare", e non ciò che la persona "non sappia fare". La semplice adozione di tale universale criterio ha, per esempio, ispirato le mirate campagne di reclutamento condotte da grandi aziende operanti soprattutto nel settore dell'hi-tech, dove le "straordinarie" capacità possedute dalle persone affette dalla sindrome di Asperger sono considerate un punto di forza aziendale.
Around the world, some leading companies have started developing inte- grated reporting (IR), which expresses the interconnections between a firm's strategy, governance, performance and prospects, as well as the contexts within which it operates (Frias-Acetuino et al., 2013). The International In- tegrated Reporting Council (IIRC) released in 2013 a framework about the integration of financial and non-financial information within a unique corpo- rate report. The adoption of such an IR is mandatory just in South Africa for listed companies since 2011, while it is voluntary adopted in all the other countries around the world. According to the IR framework (2013) an IR includes eight Content Ele- ments even if companies, adopting an IR in compliance to the framework, are let free to disclose which and how much about each of them. The Content El- ements are "fundamentally linked to each other and [.] not mutually exclu- sive" (IIRC, 2013, p. 24) and refer to: 1. Organizational overview and external environment, i.e. what the organization does and what are the circumstances under which it operates; 2. Governance, i.e. how the organization's governance structure supports its ability to create value in the short, medium and long term; 3. Business model, i.e. description of the organization's business model; 4. Risks and opportunities, i.e. the specific risks and opportunities that affect the organization's ability to create value over the short, medium and long term, and how the organization deals with them; 5. Strategy and resource allocation, i.e. where the organization wants to go and how it intends to get there; 6. Per- formance, i.e. to what extent the organization has achieved its strategic objectives for the period and what are its outcomes in terms of effects on the capitals; 7. Outlook, i.e. the challenges and uncertainties the organization is likely to encounter in pursuing its strategy, and the potential implications for its business model and future performance; 8. Basis of presentation, i.e. how the organization determines what matters to include in the integrated report. Prior literature has already investigated the role of institutional factors – here intended in the forms of legal, political, and economic systems – on financial disclosure (for all La Porta et al., 1997; 1998). Most recent studies investigated institutional factors' role dealing about non-financial infor- mation (e.g. Jensen and Berg, 2012; De Villier and Marquez, 2016; Coluccia et al., 2018). However little research investigated the integration of both fi- nancial and non-financial information within IR (Frias-Acetuino et al., 2013; Zhou et al., 2017). Further these few studies analyzed integrated report be- fore the IR framework development. Thus the current study aims at extend- ing such stream of literature by investigating the influence of institutional factors on IR completeness, here defined as the level of information about the Content Elements provided by a company in its IR. The paper is structured as follow: the second paragraph describes the institutional theory and prior literature at the base of the hypotheses development, the third paragraph deals with the research design, the fourth and fifth describe the findings of the analyses and the sixth discusses them and pro- vides conclusions.
The issue of public shareholdings is particularly delicate due to the extent of the phenomenon, the impact on the community of their activities and the amount of public money invested in them. The objective of this work – which should be considered as a first and concise analysis that can be further investigated – is to highlight, in the face of the particular operating conditions reserved for in-house companies, some aspects of the economic performance of this company type of companies. To this end, the tool for analyzing the balance sheet by index is applied to a statistical population of municipal in-house companies (no. 135, equal to all those owned by the provincial capitals of Italy). In addition, in order to verify the existence of a link between some structural elements of the in-house companies (related to the labor factor) and their performance, a further empirical analysis was performed using the regression tools. The results show how, in the first instance, the performance of the companies investigated are characterized by some critical issues, demonstrating weak economic and financial conditions for the sustainability of the activities of the in-house companies and highlighting the ineffectiveness of the preventive assessment of economic adequacy required by the regulations for the establishment of these companies (in the case of awarding services available on the market under a competitive regime). Furthermore, the empirical analysis conducted through the regression allowed to highlight links between the number of employees and the cost of the same and a large part of the financial ratios examined. The conclusions suggest some food for thought for the legislator and management regarding in-house companies and some possible evolutions of the analysis carried out in this article.
This paper analyses the impact of Italian Legislative Decree 32/2007 – following the 2003/51 European Directive – and the disclosure of environmental and employee matters in terms of overall volume, completeness of information, presence of bad/good news and target-oriented information. Content analysis has been applied to all Italian corporate groups that made public both the consolidated annual report and the stand-alone social and environmental report in 2005 and in 2010, for a total of 96 reports. The results show that despite the overall increase in sentences devoted to environmental and employee matters, the completeness of the information has not substantially improved, indicating that the 2007 regulation has been ineffective. The Italian experience could provide useful insights for European regulators. Such insights may inform policy recommendations to design a mandated social and environmental accountability process with the potential of providing information to societal stakeholders while facilitating accountability.
The set of laws named after the minister Brunetta has modified control systems in Italian public administrations by paying particular attention to the question of performance. In addition to important innovations there are, however, continuities with the existing evaluation framework which had previously undergone several improvements. Making reference to Italian Ministries, this paper reconstructs the multifaceted and complex development of evaluation from 1993 on and examines the determinants of the effectiveness of evaluation and control systems. The analysis concludes that the factors that were an impediment to the development of evaluation in public administrations in the past do not appear to find a solution in the new legislation

During the last decades, social housing emerged as a critical problem for both national and local governments. A main driver of social housing has been recognized in the increasing population size, as well as the in the urbanization of big cities, the growing number of nuclear families, affordability and land management and urban planning. The management of social housing – as a global concern – requests that local communities and regional government are ready to tackle such a wicked problem effectively. This concern is the motivation of this research. The purpose of this paper is to investigate the state of art of female directors in terms of presence, role and remuneration for Italian corporate boards. The analysis wants to highlight the changes occurred after the introduction of the mandatory female quotas legislation in 2012 and to check how many firms are already complying with the law after 2 years. The picture of the state of art is drawn looking at 163 Italian listed firms for a period of 4 years, from 2011 to 2014. The analysis of the data reveals relevant differences in board composition before and after the law. A significant result concerning the presence of female directors stands in the difference between family and non-family firms: the first are those with higher number of female members in the board. Additionally, an interesting data refers to the amount of remuneration for women, which is significantly lower than the remuneration provided to male directors. Being the first work which charts the situation of board composition and board member remuneration in Italy before and after female quotas introduction, this paper wants to trace some key points for future analysis about the impact of female quotas on various firm's aspects, such as firm performance, firm earning management and quality, governance characteristics.
Purpose: This study investigates how government grants influence the economic and social performance of companies benefiting from them. Literature in this topic indicates various results: according to some studies subsidies seem to improve company performance and profitability, while, according to others, they have a negative impact on long term productivity and growth. Government grants impact have been not extensively investigated in the tourism sector, especially regarding the economic and social performance of the hotels. This study aims to fill this research gap by analyzing tourism grants' impact on different small and medium enterprises - SMEs located in the metropolitan area of Cagliari (Sardinia) and furthermore to provide an evaluation of grants policies' outcome. Design/methodology/approach: The research questions are: Q1: Do tourism government grants improve the economic and social SMEs performance in the hospitality industry? Q2: Have tourism government grants proved to be effective and appropriate to the hospitality sector? The research shows an exploratory multiple case study conducted on five subsidized hotels, selected with a purposeful sampling process, which started from the three Sardinian major tourism public subsidies of the past decade. Economic grants impact has been measured by typical revenue management operating indicators in the hotel indus7 try such as occupancy rate, average revenue per room and revenue per available room, while subsidies' social impact has been evaluated with social indicators such as the human employment company level. The analysis compares the 3-year period which precedes and follows the grants. The use of a mixed methods research, both qualitative and quantitative, with tools such as questionnaires and interviews, also allowed a deep comprehension of subsidies' main characteristics and shortcomings. Findings: The study shows that positive economic performance seems not to depend exclusively on additional investment programs stimulated by subsidies. Nevertheless it is shown that, contrary to the conventional intertemporal substitution argument, taking advantage of grants provisions by anticipating investments, may not always have a negative impact on company performance. The study reveals that the more investment programs are sustainable and well-structured, the greater are the chances of the grants having a positive long term impact on companies' economic and social performance. Grants' negative impact on both economic and social performance seems to be linked to the lack of government supervision on the subsidized investment programs. Research limitation/implication: The study, which is only exploratory at this point, needs to be extended to more significant samples in the hospitality industry. The study shows that more of grants quality and more attention to the sector's real needs evaluation should be employed in order to provide more research evidence to detail both the exact impact of subsidies on corporate performance and the quality of public resources use. Practical implication: The research shows that financial assistance to tourism SMEs seems in part to be incoherent with the real regional needs. Subsidies have an impact on companies' economic and social performance and thus their provision should be the result of careful design from the point of view of both the sector's actors and the policy authorities. Originality/value: In this study a set of economic and social indicators of firm performance are employed and linked to qualitative information to better comprehend the perceived benefits and problems of regional tourism subsidies. The study provides the first empirical evidence of the impact of subsidies on hospitality businesses.
The adoption of IAS/IFRS by the European Union has represented a key accounting change for European companies and offers a rich source of analysis to the scientific community. This thesis is part of the debate on-going on the choice between fair value and historical cost as the optimal evaluation criterium. The empirical research focuses on the accounting standard IAS 40, which is particularly suitable for this type of investigation as it is one of the few principles that allow the right to choose between the above mentioned assessment criteria (i.e., fair value and historical cost). In particular, IAS 40 deals with the accounting evaluation and representation of investment property in the financial statement. Investment property represents any fixed asset held for the purpose of obtaining profits in the form of rent or capital gains. The empirical investigation focuses on companies belonging to the real estate industry, because, as showed by previous research, companies belonging to this industry have significant investment properties as accounting entries on total assets. Therefore, the accounting choice between fair value and cost should have a greater impact on the balance sheet. A preference for a given option in connection with certain firm characteristics is expected. The empirical research is conducted on a sample of listed real estate companies based in four European countries (France, Germany, Sweden and Italy) that draw up consolidated financial statements. In particular, it investigates the determinants of the first-application choice between fair value and historical cost in 2005, when international accounting standards were adopted for the first time. By analyzing the firm characteristics in the four-year period preceding the choice (period 2001-2004), the thesis investigates the main determinants (financial position, leverage, return on investment and company size) of the "fair value vs cost" accounting choice. As control variables, the variables "sector" and "country" are included. The results show that financial position, leverage and return on investment do not drive the choice of opting for fair value rather than historical cost. This evidence may imply that the motivation underlying this choice is independent from accounting evaluations, but mainly oriented to the adequate development of corporate real assets by selecting the more suitable criteria. Moreover, it is found that the company size is lower for those firms that chose fair value rather than cost. This result can be due to the fact that, as the company size increases business complexity and, therefore, the so-called "agency costs", companies might opt for the cost method to reduce agency costs. The cost method, indeed, is perceived more reliable and verifiable and companies might prefer it to the information relevance of the fair value. In addition, as expected, a positive relationship between the fair value adoption and medium-long term investment activities in the real estate is found. Finally, Swedish firms, that belong to an Anglo-Saxon context, are more likely to adopt fair value. In conclusion, this work provides a contribution to accounting regulatory bodies, suggesting that the choice of fair value does not seem driven by opportunistic considerations but rather by the assessment of the effective value of real estate investments.
La RSI riguarda l'impatto delle attività aziendali sull'intera società. Essa non è pertanto confinabile alla filantropia o a specifici strumenti, quali il bilancio di sostenibilità. La RSI si spinge oltre alla pura tutela dei diritti dei fondamentali stakeholder ("do not harm"), ma chiama il gioco la creatività del management in vista di politiche capaci di perseguire simultaneamente obiettivi socio-ambientali e performance economiche. La RSI manifesta una nuova concezione d'impresa, superando la logica della massimizzazione del profitto, in linea con le crescenti attese della società (vedi SDGs).
Quali sono i criteri e le modalità per realizzare oggi una efficace rendicontazione sociale delle organizzazioni non profit? Quali particolari attenzioni bisogna avere anche alla luce dei recenti interventi legislativi, a partire dal Codice del Terzo Settore? Negli ultimi anni il ruolo del non profit è cresciuto e ci si attende possa aumentare ancora. La legislazione italiana si è impegnata per rendere omogeneo il quadro, prima con il Codice, poi con i successivi decreti riguardanti la rendicontazione e la valutazione dell'impatto sociale. È proprio considerando questo complessivo cambiamento che il GBS ha ritenuto necessario rivedere il proprio documento di ricerca n. 10 del 2009, riflettendo ancora sulle prospettive del Terzo Settore nella realtà italiana e proponendo alcuni capisaldi operativi che – secondo il GBS – dovrebbero contraddistinguere e rendere più efficace la rendicontazione sociale nel non profit. Il documento di ricerca è diviso in due parti: una prima che richiama e commenta le recenti iniziative legislative e riflette nuovamente sulla natura e il ruolo del non profit nel nostro Paese e una seconda che fornisce indicazioni operative per una più efficace applicazione delle Linee guida ministeriali.
L'introduzione del bilancio consolidato del "gruppo pubblico", che ha trovato piena applicazione con il D.Lgs. 118/2011, ha rappresentato una delle innovazioni più complesse all'interno della riforma contabile degli enti locali, in quanto si colloca in un contesto già particolarmente sollecitato da significative modificazioni, a partire dall'introduzione della contabilità economico-patrimoniale. Qualsiasi cambiamento normativo in ambito contabile deve essere esaminato sotto più punti di vista, considerando gli obiettivi attesi, le caratteristiche organizzative degli enti locali di riferimento e l'impatto prodotto, il grado di professionalità esistente, l'utilità dichiarata e percepita, i riflessi di natura sia operativa sia strategica. Il bilancio consolidato presuppone, per la sua adeguata predisposizione e per la concreta utilizzazione, l'esistenza di una cultura contabile evoluta, di capitale umano che abbia ben compreso la finalizzazione e le caratteristiche della contabilità economico-patrimoniale, su cui il bilancio consolidato si fonda. È necessario cambiare prospettiva nei rapporti con le entità partecipate, in quanto deve essere valorizzato il concetto di controllo, di collegamento, di indirizzo, non trattandosi solo di una mera questione contabile ma della rappresentazione di un'entità più ampia, di cui l'ente locale rappresenta la capogruppo, cioè il soggetto che la governa. Appare, pertanto, di grande interesse esaminare qual è, oggi e in prospettiva, la situazione italiana in merito alla comprensione e diffusione di questo importante documento, ponendo l'attenzione su alcuni macro-temi di particolare rilievo: la finalità del bilancio consolidato e la coerenza della regolamentazione; le modalità di definizione del gruppo pubblico locale; le scelte di consolidamento dei conti; gli impatti organizzativi; il confronto internazionale; le problematiche di natura operativa; le modalità valutative. Il volume ruota intorno al ruolo informativo del bilancio consolidato, alla sua concreta utilità, alla capacità di misurare le performance del gruppo pubblico, in funzione di come viene concretamente definito (e costruito). Più in dettaglio vengono affrontati, con approccio scientifico avvalorato da analisi empiriche, alcuni aspetti che permettono di meglio comprendere la reale portata, attuale e prospettica, dell'introduzione di questo documento, fornendo delle risposte alle domande di seguito riportate a titolo di esempio. Perché è stato introdotto il bilancio consolidato? Cosa si vuole conoscere? Le scelte operative attuate, che rappresentazione forniscono del gruppo pubblico locale? Quale finalità prevale (financial accountability, strumento a supporto delle decisioni, adempimento legislativo, …)? Quali sono gli impatti organizzativi prodotti dalla sua introduzione? Vi è coerenza tra il livello medio delle competenze contabili esistenti negli enti locali e quelle necessarie? Qual è l'impatto sulle relazioni tra ente capogruppo e soggetti controllati e/o partecipati? In definitiva, l'introduzione del bilancio consolidato (come delle altre modificazioni avvenute) deriva dalla necessità (volontà) di attuare un processo di cambiamento: è interessante capire, tenendo anche conto degli attori coinvolti (regulator, users e preparers), cosa sarebbe dovuto cambiare e cosa è davvero cambiato, cercando di individuarne le cause. È quindi importante, in questa prima fase applicativa, porre in essere una post implementation analysis, attraverso la quale individuare le principali difficoltà operative e organizzative e, conseguentemente, offrire utili indicazioni (policy implication) in primis ai soggetti regolatori (regulator) ma anche a chi predispone il bilancio consolidato e a chi lo utilizza (preparer e user). Dal punto di vista metodologico, l'approccio utilizzato è quali-quantitativo, con ricorso ad analisi della letteratura, analisi empiriche fondate sia sull'esame dei bilanci consolidati predisposti a partire dalla fase di sperimentazione, sia sulla somministrazione di questionari, soprattutto indirizzati ad approfondire le problematiche di natura organizzativa (intese in senso ampio) e tecnica. L'attenzione è posta esclusivamente sui Comuni identificando, in funzione della specifica problematica indagata, campioni specifici. La struttura del lavoro è la seguente. Il primo capitolo si propone di analizzare le maggiori criticità legate all'attuazione del principio nazionale per la redazione del bilancio consolidato degli enti locali: dapprima viene approfondito il quadro normativo-contabile di riferimento, anche attraverso la ricostruzione delle sue più importanti tappe evolutive, per poi trattare brevemente, in ottica comparativa, gli aspetti salienti che caratterizzano l'equivalente standard internazionale IPSAS 35. Il secondo capitolo approfondisce, con un'analisi specifica, uno degli aspetti di maggiore criticità nella predisposizione del bilancio consolidato, cioè la definizione di gruppo pubblico locale (reporting entity) e dell'area di consolidamento, sulla quale il grado di discrezionalità è ancora elevato. Il terzo capitolo è dedicato all'analisi descrittiva delle prime applicazioni empiriche emergenti dall'esame dei questionari somministrati. In particolare, dopo una parentesi sugli aspetti metodologici, l'approfondimento è relativo a due dimensioni specifiche: l'utilità percepita del bilancio consolidato e le difficoltà incontrate sia sul piano tecnico-contabile sia sul piano strettamente operativo. Il quarto capitolo affronta, sempre attraverso l'esame dei questionari, un tema di grande rilevanza, cioè l'impatto organizzativo del bilancio consolidato esaminando, tra l'altro, quali sono e saranno le ripercussioni indotte dalla sua introduzione, le modalità con cui è stata attuata, i soggetti coinvolti all'interno dell'ente locale, il grado di collaborazione delle partecipate. Il quinto capitolo sposta l'analisi sugli aspetti valutativi, partendo dalla considerazione che il bilancio consolidato va esaminato congiuntamente a quello individuale dell'ente locale. L'obiettivo è esprimere delle valutazioni sulla differente situazione economica emergente dai due bilanci, che si riflette (si potrebbe riflettere) sulla valutazione delle politiche fiscali, delle condizioni finanziarie, del grado di rischio, dell'impatto economico e sociale sul territorio di riferimento. Il sesto e ultimo capitolo riprende le tematiche dei capitoli precedenti e le sviluppa da un punto di vista empirico, valutandone l'impatto sulle differenti fattispecie di enti territoriali, evidenziando le criticità rilevate nelle fasi operative e le proposte di soluzione individuate. A conclusione del lavoro, si ringraziano tutti gli Autori per l'impegno profuso e per lo spirito di gruppo che hanno trasmesso; i Curatori dell'intero progetto di ricerca, i proff. This work tries to analyse the phenomenon of financial distress in Italian public local authorities in the light of the entry into force in 1989 of the Italian legislation on the Financial Distress of Public Authorities and of the reform of Title V of the Constitution in 2001, which have produced important changes. After nearly twenty-five years, we wonder what it is the real coercive power of the law on pushing bodies to declare bankruptcy and whether it is possible to chart characteristic features of a possible profile-type of local authority in default. Finally, with some interviews to the main actors of the public bodies we intend to investigate the different points of view and way of approaching a financial distress at the time of its official declaration. The methodological approach was exploratory-descriptive, based on the analysis of archival records and two non-structured interviews with key informants.
L'Italia è universalmente considerata il "Paese dell'Arte" per definizione. Con un patrimonio storico incalcolabile, una concentrazione di beni culturali e fenomeni storici unici al mondo quali il Rinascimento, non sembra oggi possibile costruire una storia universale dell'arte senza passare in qualche modo dall'Italia. Gli studi sulla storia dell'arte sinora hanno privilegiato l'aspetto puramente estetico della storia stessa, o – quando si è voluto prendere in considerazione il contesto istituzionale di riferimento – questo ha riguardato solamente o in gran parte il contesto politico, relativo ad esempio al mecenatismo, ovvero quello antropologico, cioè dei fermenti culturali, filosofici, letterari, musicali, estetici, coevi al fenomeno stesso. Volendo approfondire gli aspetti più strutturali si è anche indagata la natura sovrastrutturale o ideologica, o infine i contesti socio-economici di riferimento. In questo lavoro si intende invece esplorare il contesto più propriamente economico-amministrativo (alias economico-aziendale) o ragioneristico che, magari non sempre evidente, sta sempre a fianco o dietro i più grandi monumenti della nostra civiltà. In quest'ottica si è scelto di focalizzare l'attenzione su uno dei massimi monumenti architettonici contemporanei delle grandi città italiane: il Teatro Massimo V.E. di Palermo. La costruzione di questo capolavoro dell'arte contemporanea si snoda lungo tutta la seconda fase del XIX secolo nella Sicilia postunitaria. È un periodo storico di grandi trasformazioni, sociali, economiche e appunto artistiche. Il Teatro prelude, in particolare, senza tuttavia ancora appartenervi a pieno titolo, ad un'esplosione di "Arte nuova" che proprio nella Palermo (e più in generale in Sicilia) fin de siècle troverà la sua massima espressione: il Liberty, una delle tante versioni di un più ampio movimento artistico di portata generale. In Sicilia questa tensione avrebbe privilegiato il tema della "Libertà", molto caro ai Siciliani del tempo, sia per i riflessi ideologici (siamo nell'era del liberalismo per eccellenza), sia per quelli politici locali (la "Libertà" intesa in senso autonomistico, come eredita delle rivoluzioni di epoca borbonica e con un sentimento diffuso non sedato dopo l'Unità). In questo quadro il Teatro sembra preludere a questa rivoluzione culturale, anticipandola negli "interni", mentre l'esterno è ancora all'insegna di un ultimo neoclassico. Non solo arte quindi, ma un misto di riscatto municipale e di contraddizioni che si scaricano sulla celeberrima opera. Il Teatro come simbolo al contempo di una grande storia regionale dietro le spalle ma anche di una grande fiducia nel "progresso" e nelle sorti del "libero mercato". Su questa dinamica complessiva particolare luce può dare la tormentata storia "finanziaria" dell'opera, ad oggi poco studiata. Si tratta di un'opera a committenza pubblica (il Comune di Palermo) ma dietro la quale si cela un diffuso sentimento di classe (da parte dell'emergente borghesia e della ancora potente aristocrazia) che ne costituisce la committenza sostanziale. Per questa ragione l'articolo si propone di ripercorrere, per ottenere uno specifico valore aggiunto, questa "storia finanziaria" dell'opera nei suoi aspetti sincronici e diacronici considerati di maggior rilievo. Come fonti primarie, l'articolo utilizza l'Archivio storico del Comune di Palermo cui si deve la minuta ricostruzione storiografica che segue. Per la storia generale dell'opera o per tutto ciò che esula dagli aspetti più propri di Storia della Ragioneria si sono invece utilizzate le pubblicazioni monografiche ad oggi esistenti quali fonti secondarie.
The objective was to seek evidence regarding the positive and negative aspects that have led Brazilian companies to institute or not, the Drawback customs regime. This is an Integrative Literature Review, with systematic content analysis, conducted between March-April/2017. Primary studies published between 2005-2017, online and in full, and data from the portal of the Secretariat of Foreign Trade of the Ministry of Development and Industry and Trade. The results showed that although the Drawback, effectively, reduces the tax burden of export inputs, there was no growth in the rates of use of the regime in relation to total Brazilian exports in recent years. Even among the users of Drawback, most of the part of the companies exported with a high nationalization index, without the benefits of the regime. Mainly due to the excess of the customs system and the lack of qualified personnel to operate it, the benefits of Drawback, although relevant - such as cost reduction, expansion of foreign markets, and improved production efficiency - did not encourage a significant have not encouraged a significant number of Brazilian companies to adopt it. Therefore, political investments are necessary to international trade, such as managerial training for its operation, with the aim of stimulating Brazilian companies to adopt the Drawback system.
