"Obwohl die Mitbestimmungsrechte von Betriebsräten in den Einsatzbetrieben von Leiharbeitnehmerinnen und Leiharbeitnehmern stark beschränkt sind, haben sie in der Praxis einen großen Einfluss auf die Arbeits- und Entlohnungsbedingungen von Leiharbeit. Dies ist das Ergebnis einer qualitativen empirischen Studie im Organisationsbereich der IG Metall. Die Befragung zeigt, dass Betriebsräte sehr unterschiedliche Strategien haben, wie sie mit den teils gegensätzlichen Interessen von Stammbeschäftigten und prekärer Randbelegschaft umgehen. Es existieren Betriebe, in denen Leiharbeit aufgrund ihrer quantitativen Beschränktheit mitbestimmungspolitisch unproblematisch bleibt. In Unternehmen mit strategischem Einsatz von Leiharbeit werden prekär Beschäftigte aus der Vertretungsarbeit des Betriebsrats teils ausgegrenzt, teils partiell mitvertreten. Ihre (fast) gleichberechtigte Integration in die betriebliche Interessenvertretung ist die Ausnahme. Wichtige Einflussvariablen für Mitbestimmungskulturen sind Ausmaß und Art des betrieblichen Leiharbeitseinsatzes sowie die historisch etablierte Kultur der Austauschbeziehungen zwischen Betriebsrat und Management." "Is there racism against drones?" The moderator of a panel at DARC, the Drones and Aerial Robotics Conference in New York City last autumn, was attempting to summarize a question from the audience. A technologist in a suit had just contrasted the racial makeup of drone attack victims to a misconception that all unmanned aircraft are equipped with Hellfire missiles. "Did you know the Northrop Grumman Global Hawk is actually unarmed and used for surveillance?" he asked the speakers on stage. "Do you think the same racism that gets applied to people that we don't know enough about is applied to drones because people don't know enough about them?" It wasn't the only accusation of bigotry toward technology that day.
