Das zukünftige Wachstum der Menschheit wird sich nach Einschätzung des Autors in Städten vollziehen, und zwar überwiegend in armen Städten. Denn die globale Dimension der Urbanisierung hat einen "Planeten der Slums" geschaffen, der sowohl in den klassischen als auch modernen Theorien der Sozialwissenschaft bisher nicht erkannt wurde. Niemand sah das Aufkommen einer großen Klasse voraus, die vor allem aus jugendlichen Stadtbewohnern besteht, die keine Chance haben, eine reguläre Beziehung zur Weltwirtschaft herzustellen. Abgedrängt an die Peripherie der Städte und meist ohne Zugang zur traditionellen Kultur stellt diese informelle globale Arbeiterklasse eine präzedenzlose Erscheinung dar, die kein Theoretiker vorhersah. Der Autor problematisiert die Urbanisierung der Armut, den existentiellen "Ground Zero", den zum Beispiel das städtische Leben in Bagdad nach der militärischen Intervention im Irak hinterließ, sowie die Urbanisierung der Nutztierhaltung und die globale Ausbreitung von Krankheiten. Mike Davis konstatiert in diesem ambitionierten und verstörenden Buch eine »Kopernikanische Wende« der menschlichen Siedlungsgeschichte. Denn nie zuvor überstieg der Anteil der Stadtbevölkerung den Anteil der auf dem Land Wohnenden und nie zuvor sah sich eine ungeheure Anzahl von über einer Milliarde Menschen gezwungen, ihr Überleben in Armut, im Schmutz der Müllhalden, ohne (sauberes) Wasser, ohne Toiletten, ohne irgendeine Art der Gesundheits- oder Sozialversorgung zu organisieren. Die Megaslums des Südens sind Ausdruck einer im höchsten Maße ungleichen und instabilen urbanen Welt. Hier treffen die sozialen Fronten der Globalisierung in radikaler Weise aufeinander. Davis zeichnet die globale Herausbildung der in den 1960er-Jahren als 'Slums der Hoffnung' apostrophierten informellen Ansiedlungen nach - vom 'Big Bang' der städtischen Armut im Verlauf der Verschuldungsdekaden der 1970er- und 1980er-Jahre bis hin zu den heutigen Megaslums von Sadr City oder Cape Flats. Von den überquellenden Barricadas in Lima bis zu den Müllhalden in Manila, überall hat sich die Urbanisierung von industrieller Entwicklung und ökonomischem Wachstum entkoppelt.

This article confronts two recent sets of thinking on slums and slum dwellers-the optimism that inadequate shelter can somehow be resolved in the near future and the opposing naysayer view warning of some kind of apocalypse. Neither line of thought is entirely wrong. Without the implementation of appropriate policies, the growth of festering slums continues to be an inevitable occurrence. The heart of this paper warns against over-generalization of the urban housing crisis: a phenomenon afflicting most journalists and increasingly academics too. To inject some objectivity into this pressing discussion, current lines of fashionable thinking about the proliferation of slums, access to land by the poor, infrastructure policies, social and residential segregation, privatization, property rights, and slumlords will be challenged and contested. The paper will also denounce the recent resuscitation of the word 'slum,' a pejorative term with all of its negative connotations, for the people who live in low-income areas. There is something viscerally repulsive about urban poverty: the stench of open sewers, the choking smoke of smoldering trash heaps, the pools of fetid drinking water filmed with the rainbow color of chemical spills. It makes poverty in the countryside seem almost Arcadian by comparison. Most people who've experienced both rural and urban poverty choose to stay in slums rather than move back to the countryside. The good news is that the odds of living that better life are better than ever. For all the real horrors of slum existence today, it still usually beats staying in a village. All things considered, slum growth is a force for good. It could be an even stronger driver of development if leaders stopped treating slums as a problem to be cleared and started treating them as a population to be serviced, providing access to reliable land titles, security, paved roads, water and sewer lines, schools, and clinics. Depuis plus de dix ans qu'elle est connue des services sociaux, la famille Grouillant est considérée par les institutions comme « un milieu criminogène ». En fait, il y a eu au cours de ces dix dernières années, de nombreuses interventions auprès des Grouillant. Toutes ont plus ou moins échoué.
Le dossier Grouillant se présente sous forme d'une volumineuse liasse de huit pouces de documents, d'évaluations, de lettres, de notes, etc.
Cette écriture brute reflète la quotidienneté de l'exercice du contrôle social par les institutions. Or dans toute leur authenticité, ces documents plaident plutôt pour la famille Grouillant que pour la pratique du travail social. C'est un travail social judiciarisé qui fonctionne sur le mode du secret, à travers des documents confidentiels, à travers le huis clos de réunions entre intervenants d'où sont totalement exclus les principaux concernés : les Grouillant.
Dans la mesure où le contrôle social qui caractérise ce type de travail social plus que tout autre s'exerce en permanence sur la quotidienneté, il est essentiel de le prendre sur le vif, de le laisser discourir dans toute sa vérité nue.
C'est ce que propose cet article qui, dans un deuxième acte, nous permet de rencontrer les Grouillant dans leur vie de tous les jours.
