At the beginning of the 21st century, fragile states are dominating international peace, security, & development policies. Fragile states or states already disintegrating threaten the people in these regions, have consequences for security, & impact world order interests of developed industrial societies through local & regional wars, flow of refugees, human rights violations, & humanitarian catastrophes by spreading illegal arms trading, human trafficking, & cross-border crime, as well as transnational terrorism. How can multilateral peace missions reconstruct government structures in crisis regions: under what conditions may peace consolidation strategies be successful? What can be accomplished within a given time frame? What external & internal actors can contribute to political, economic, & social stabilization? How can the local population be motivated to help in the restructuring & take over its responsibility thereby creating an exit option for external actors? The international community is faced by a twofold challenge: to prevent fragile states from collapsing & to further restructuring of government institutions in post-war societies.
