A number of new technologies for crisis communication is developed based on a now widespread acknowledgment: Information saves lives. But what is really in this realization? The fact that access to information can be equated with access to clean water and food for a refugee? That we no longer need their own exploration crews to track down people which went out to live in the mountains? In the this article I put spotlight on digital map crisis ('crisis mapping') and the importance of an increasingly digitized crisis communication between recipients and donors of humanitarian aid. An initial assertion that discusses the past candidate that more digital communication between professional humanitarian relief agencies and the public contributes to increased efficiency of the traditional relief efforts. Past candidate based on the assumption that the crisis-affected population can provide information that is relevant for response prosecutors, in a manner that is faster and more cost-effective than ever before. In return, crisis victims fervent early response, and through that the taking over of control over the flow of information in response to prosecutors, they also have a greater influence on the welfare services tasks and priorities (Shkabatur 2012: 4). In this personal essay, Egil Fossum describes how his perspectives, along with the perspectives of many others like him, have developed over the course of many years into a situation of hopelessness & despair for the Palestinian people. Fossum begins with the generally positive impression he held of Israel from early childhood & tells how his exposure to various other Middle Eastern perspectives began to shift his attitude to challenge his original assumptions. Though extensive travel throughout the Middle East, Fossum develops a view that re-assesses the impact of Israeli political action on the Palestinian people. Perhaps more importantly, he comes to gain an understanding of how Western media has helped shape a somewhat distorted view of the Palestinian struggle. Fossum explores these issues from the standpoint of his personal experience & poses the question of how a defeated people might ever be able to navigate through the complex political terrain that presently stands before them. The article analyzes the wars & conflicts of the Horn of Africa from a regional point of view. Although it is argued that the many conflicts largely arise for reasons internal to the individual state -- in particular, due to tensions between groups & the state stemming from the way the state formation is constituted -- it is also pointed out that the dynamics of these conflicts can only be understood in a regional perspective. As armed opposition groups use neighboring countries as bases for their attacks on the regime, & as networks of alliances are built around the principle of "my enemy's enemy is my friend," the different conflicts are interwoven into a regional conflict pattern. As the states of the region are chronically conflict-ridden & failing to maintain monopoly of violence throughout their territories, they are challenged by liberation movements that assume many of the characteristics ordinarily understood as prerogatives of the state. 14 References.
