Social media provides ethno-racial immigrant groups—especially those who cannot vote due to factors such as lack of citizenship and limited English proficiency—the ability to mobilize and connect around collective issues. Online spaces and discussion forums have encouraged many Asian Americans to participate in public policy debates and take action on social justice issues. This form of digital group activism serves as an adaptive political empowerment strategy for the fastest-growing and largest foreign-born population in America. Asian American Connective Action in the Age of Social Media illuminates how associating online can facilitate and amplify traditional forms of political action. James Lai provides diverse case studies on contentious topics ranging from affirmative action debates to textbook controversies to emphasize the complexities, limitations, and challenges of connective action that is relevant to all racial groups. Using a detailed multi-methods approach that includes national survey data and Twitter hashtag analysis, he shows how traditional immigrants, older participants, and younger generations create online consensus and mobilize offline to foment political change. ABSTRACT Objectives: this theoretical essay aims to present classic and contemporary fundamentals of the optimal tax theory (OTT) and to problematize its presence and possibilities in the scenario of tax policy in Brazil. Context: such objectives are located in the contemporary context that discusses tax reforms aimed at efficient and socially responsible public management. Methods: after surveying the state of knowledge of optimal taxation in Brazil, and from the perspective of economics and political law, we sought to identify secondary data on tax distribution in Organization for Economic Co-operation and Development (OECD) countries in relational analysis with data from Brazil. Results: the text draws attention to the fact that OTT is able to bring social issues to the discussion of public tax management policies in a structured way, with the perspective of inclusion and social responsibility, based on the importance of different treatment of economic agents, physical and legal, based on their needs and possibilities. Conclusion: it is concluded that, like in other countries, OTT is present in the Brazilian debate expressing as possible and necessary to advance in a tax policy that responds to the needs of public collection articulated and reconciled to social well-being through responsible management, modern and transparent.
Unlike almost most other studies of neoliberal universities and academic capitalism this book ethnographically explores and interprets those transformations and their contradictions empirically in the everyday practices of students, faculty members, and administrators at two public universities: NTNU in Norway and UCLA in California.Differently situated in global political economies, both are ambitious, prosperous campuses. The book refl exively examines their disturbing disputes about quality, competition, and innovation. Presenting an analysis of higher education in eight countries in the Arab Middle East and North Africa, Degrees of Dignity works to dismantle narratives of crisis and assert approaches to institutional reform. Drawing on policy documents, media narratives, interviews, and personal experiences, Elizabeth Buckner explores how apolitical external reform models become contested and modified by local actors in ways that are simultaneously complicated, surprising, and even inspiring. Degrees of Dignity documents how the global discourses of neoliberalism have legitimized specific policy models for higher education reform in the Arab world, including quality assurance, privatization, and internationalization. Through a multi-level and comparative analysis, this book examines how policy models are implemented, with often complex results, in countries throughout the region. Public innovation has received increasing attention in recent years. Experiments with new governance structures, such as New Public Management and New Public Governance, have challenged the traditional top-down, internally driven forms of innovation in the public sector and have entailed a search for new forms of open, collaborative and interactive innovation, implying a reframing of public innovation activities. However, introducing these new frames of innovation causes uncertainties in the public sector, necessitating better understanding of how public innovation can be changed to address societal needs. This paper uses materials from case studies of 21 public living labs across Europe to analyse the lessons that can be learned from public sector participation in living labs in terms of their contribution to reframing public innovation. The "frame" construct is used to analyse and provide an understanding of how participation in living labs helps public actors to reframe innovation and address public and societal needs. Three living lab framings for changing public innovation are identified (processual learning, restrained space and democratic engagement), and the degree of intensity of these framings with respect to involving stakeholders and addressing societal challenges is discussed. The paper contributes to knowledge of public sector innovation by extending previous accounts of how public innovation can be improved.

Not Available ; NoMarine fisheries production in India has increased from 0.5 million t in 1950 to 2.47 million t in 1997. The gross value of fisheries landings in India was US$2.37 billion in 1997. The contribution of fisheries to the Gross Domestic Product (GDP) has risen from 0.7% in 1980 - 81 to 1.2% in 1994 - 95. The contribution to agricultural GDP has risen from 1.9% to 4%. Fisheries production also plays a critical role in food security and livelihood in rural areas. The southwest (SW) coast, while only 16% of the Indian coastline, is an important area for marine fisheries production, contributing 31.7% (0.74 million t) in 1993 - 98. This production is dominated by pelagic (59% of landings) and demersal species (23%). However, the open access system has resulted in rapid increases in fishing effort, particularly in the coastal areas. The density of fishers inshore has increased from 3.6 to 8.5 fishers per km2 in the past four decades. This excess effort has resulted in overfishing of the stocks and lower economic rent from the fishery. The overall objective of coastal fisheries management along the southwest coast of India is sustainable coastal fisheries development. This requires key ecological, social, economic and administrative issues to be addressed. Ecological sustainability requires the reduction of the excess effort through limited entry and effort reduction schemes, appropriate exploitation patterns through improved gear selectivity and restoration of the degraded coastal environment through integrated coastal zone management initiatives. Key social interventions include: creation of alternative employment to reduce fisher numbers, prevention/management of increasing intra- and inter-sectoral conflicts and empowerment of artisanal fishers through co-management schemes, social legislation and improved support/welfare schemes. The key economic issues include declining earnings, particularly of artisanal fishers, which requires; optimizing fleet composition for economic returns, improvement of the marketing system and cold storage chains, improvement of post-harvest processes to increase product value. The key administrative needs are a strong fisheries policy that balances welfare concerns with sustainability, effective implementation of regulations, and increased government resources for fisheries management. In public relations research, the concept of engagement is often theorized but seldom observed in practice. This research focuses on what public leaders learn when they undertake actions centered on learning by listening to society to implement governmental citizen engagement programs. Taking an inductive grounded approach to data analysis which draws on tools and methods of grounded theory as well as including a review of key concepts from public relations literature, a reflexive analysis of an action learning intervention involving the members of a provincial government was conducted. Results show that, when reflecting on interaction with stakeholders of the program, government members: increase their knowledge about both sides of the public organization-society relationship; become more sensitive to what listening is and implies, and, hence, more supportive of two-way communication; are challenged about the authenticity of the motivations behind their listening; become more aware of ways in which they work to build social capital; and, subsequently, increase their willingness to act together with society. This paper shows that reflection on the real implementation of engagement programs gives policy makers a better understanding of normative assumptions, and hence it instantiates public relations theories and concepts about engagement. By identifying acting-by-listening as integral to citizen engagement, it presents implications for the study and practice of public relations in public sector organizations.
The needs of the Milk Producers' Organization are achieved by strengthening the scattered and poorly organized Indian milk producers, who lack access to resources and services. In fact, the Milk Producers' Organization has emerged as an interface between the business environment and individual milk producers through forward and backward linkages, while facilitating the strength of collective action, bargaining power and economies of scale. It has thus responded appropriately to the economic and socio-cultural needs of producer members and surrounding entities. The National Accounts Statistics (2020) of India estimates that the contribution of livestock in total agriculture and allied sectors Gross Value Added (at Constant Prices) has reached to 28.63 per cent (2018-19) which again shows the importance of the Milk Producers' Organization in a populous country such as India. The Organization extends its assistance in the form of financial support, technical inputs, milk productivity, quality produce, managing value chains, access to market actors and handling environmental and business regulation. This review paper outlines the key viewpoints and aims to explore how the Milk Producers' Organization has built capabilities and optimized capacities in the existing scope and challenges of the Indian dairy sector. The livestock sector supports the livelihood of approximately 20.5 million people in India. India's milk production is at 4.8% CAGR as opposed to 1.8% CAGR of global milk production. However, the Organization faces conflicting areas of interest, such as social concern and business demands and this ambivalence necessitates enabling policy and professionalism to steer organizational growth and sustainability. In view of the globalized business environment, the Milk Producers' Organization has taken on the responsibility to compete both on the domestic and global markets. In view of emerging international trade practices, further study is required to establish mechanisms to deal with Sanitary and Phytosanitary measures. A co-operative business model can be further explored with additional utilization of bovine manure and unproductive bovines to re-establish a more cost efficient model to deal with global price levels of milk and dairy products. ; Potreba za osnivanjem Organizacije proizvođača mlijeka temeljena je na nužnosti za ojačanjem raštrkanih i neorganiziranih, siromašnih indijskih proizvođača mlijeka koji nemaju pristup resursima i uslugama. Organizacija proizvođača mlijeka nastala je na sučeljavanju poslovnog okruženja i pojedinačnih proizvođača mlijeka kroz veze unaprijed i unatrag (forward i backward linkages), istovremeno omogućujući osnaživanje kolektivnog djelovanja, pregovaračke moći i ekonomskih razmjera. Time je prikladno odgovoreno na ekonomske i socijalno-kulturalne potrebe članova proizvođača i subjekata koji ih okružuju. Prema procjeni Statistike nacionalnih računa (2020.) Indije, doprinos stočarstva ukupnoj bruto dodanoj vrijednosti (pri stalnim cijenama) poljoprivrede i srodnog sektora dosegnuo je 28,63 % (2018.- 2019.) što ukazuje na važnost Organizacije proizvođača mlijeka u mnogoljudnoj zemlji poput Indije. Not Available ; The land resource inventory of Karanji Khurd microwatershed was conducted using village cadastral maps and IRS satellite imagery on 1:7920 scale. The false colour composites of IRS imagery were interpreted for physiography and these physiographic delineations were used as base for mapping soils. The soils were studied in several transects and a soil map was prepared with phases of soil series as mapping units. Random checks were made all over the area outside the transects to confirm and validate the soil map unit boundaries. The soil map shows the geographic distribution and extent, characteristics, classification, behaviour and use potentials of the soils in the microwartershed. The present study covers an area of 446 ha in Karanji Khurd microwatershed in Humnabad taluk of Bidar district, Karnataka. The climate is semiarid and categorized as drought prone with an average annual rainfall of 811 mm of which about 609 mm is received during south–west monsoon, 109 mm during north-east and the remaining 93 mm during the rest of the year. An area of about 96 per cent is covered by soils, one per cent covered by rock lands and 3 per cent by others. The salient findings from the land resource inventory are summarized briefly below. The soils belong to 5 soil series and 17 soil phases (management units) and 3 land use classes. The length of crop growing period is about 150 days starting from the 1st week of June to 2nd week of October. From the master soil map, several interpretative and thematic maps like land capability, soil depth, surface soil texture, soil gravelliness, available water capacity, soil slope and soil erosion were generated. Soil fertility status maps for macro and micronutrients were generated based on the surface soil samples collected at every 250 m grid interval. Land suitability for growing major agricultural and horticultural crops were assessed and maps showing degree of suitability along with constraints were generated. About 85 per cent area in the microwatershed is suitable for agriculture and 15 per cent is not suitable for agriculture but well suited for forestry, pasture. About 85 per cent of the soils are deep to very deep (100- >150 cm) and 11 per cent are very shallow (25-50 cm) soils. Entire area has clayey soils at the surface. Entire area is covered by non-gravelly soils. About 44 per cent of the area has soils that are very high (>200mm/m) in available water capacity, 18 per cent medium (100-150 mm/m) and about 33 per cent low (50-100 mm/m) and very low (0.75%), 4 per cent is low (57 kg/ha) in available phosphorus. About 21 per cent area is low (337 kg/ha) in available potassium. Available sulphur is low (20 ppm). Available boron is low (4.5 ppm) and 8 per cent deficient (0.6 ppm). The land suitability for 19 major crops grown in the microwatershed were assessed and the areas that are highly suitable (S1) and moderately suitable (S2) are given below. It is however to be noted that a given soil may be suitable for various crops but what specific crop to be grown may be decided by the farmer looking to his capacity to invest on various inputs, marketing infrastructure, farm price and finally the demand and supply position. For this, several ameliorative measures have been suggested for these problematic soils like saline/alkali, highly eroded, sandy soils etc., Soil and water conservation treatment plan has been prepared that would help in identifying the sites to be treated and also the type of structures required. As part of the greening programme, several tree species have been suggested to be planted in marginal and submarginal lands, field bunds and also in the hillocks, mounds and ridges that would help in supplementing the farm income, provide fodder and fuel and generate lot of biomass. This would help in maintaining an ecological balance and also help in mitigating the climate change. Baseline socioeconomic characterisation is prerequisite to prepare action plan for program implementation and to assess the project performance before making any changes in the watershed development program. The baseline provides appropriate policy direction for enhancing productivity and sustainability in agriculture. Methodology: Karanji Khurd micro-watershed (Raipalli sub-watershed, Humnabad taluk, Bidar district) is located in between 17039' – 17041' North latitudes and 77012' – 77015' East longitudes, covering an area of about 446 ha, bounded by Mustari, Chitgoppa, Bannahalli and Bilkhera villages with length of growing period (LGP) 120- 150 days. We used soil resource map as basis for sampling farm households to test the hypothesis that soil quality influence crop selection, and conservation investment of farm households. The level of technology adoption and productivity gaps and livelihood patterns were analyses. The cost of soil degradation and ecosystem services were quantified. Results: Results: The socio-economic outputs for the Karanji Khurd micro-watershed in Raipalli sub-watershed, Humnabad taluk and Bidar district are presented here. Social Indicators; Male and female ratio is 71.1 to 28.9 per cent to the total sample population. Younger age group of 18 to 30 populations is around 60.0 per cent to the total population. Literacy population is around 82.2 per cent. Social groups belong to scheduled caste is around 30.0 per cent. Liquefied petroleum gas (LPG) is the source of energy for a cooking among 60.0 per cent. About 75.0 per cent of households have a yashaswini health card. Dependence on ration cards for food grains through public distribution system is around 70.0 per cent. Rural migration to urban centre for employment is preventing among 10.0 per cent of farm households. Women participation in decisions making are around 50.0 per cent of households were found. Economic Indicators; The average land holding is 1.3 ha indicates that majority of farm households are belong to small and medium farmers. Total cultivated area by dry land condition of among sample households. 2 Agriculture is the main occupation among 38.2 per cent and agriculture is the main agriculture labour is subsidiary occupation for 29.4 per cent of sample households. The average value of livestock is around Rs. 19500 per household; about 20.0 per cent of household are having livestock. The average per capita food consumption is around 835.1 grams (1698.4 kilo calories) against national institute of nutrition recommendation at 827 gram. Around 40.0 per cent of sample households are consuming less than the NIN recommendation. The annual average income is around Rs.42793 per household. About 90.0 per cent of farm households are below poverty line. The per capita monthly average expenditure is around Rs.1765. Environmental Indicators-Ecosystem Services; The value of ecosystem service helps to support investment to decision on soil and water conservation and in promoting sustainable land use. The onsite cost of different soil nutrients lost due to soil erosion is around Rs. 982 per ha/year. The total cost of annual soil nutrients is around Rs. 417469 per year for the total area of 445.9 ha. The average value of ecosystem service for food grain production is around Rs. 6636/ ha/year. Per hectare food grain production services is maximum in red gram (Rs. 9600) followed by soybean (Rs. 3671). The data on water requirement for producing one quintal of grain is considered for estimating the total value of water required for crop production. The per hectare value of water used and value of water was maximum in redgram (Rs. 48024) followed by soybeans (Rs. 20594). Economic Land Evaluation; The major cropping pattern is redgram (90.6 %) and soybean (9.4 %). In Karanji Khurd micro watershed, major soils are Devgiri (DGR) series is having deep soil depth covers around 1.5 % of area. On this soil farmers are presently growing red gram. BNG soil series are having very deep soil depth covers around 44.2 % of area; the crops are redgram (88.3 %) and soybean (11.7 %). The total cost of cultivation and benefit cost ratio (BCR) in study area for red gram ranges between Rs. 36603/ha in BGN soil (with BCR of 1.32) and Rs. 30426/ha in DGR soil (with BCR of 1.19). 3 In soybean the cost of cultivation in BGN soil is Rs 28478/ha (with BCR of 1.13). The land management practices reported by the farmers are crop rotation, tillage practices, fertilizer application and use of farm yard manure (FYM). Due to higher wages farmer are following labour saving strategies is not prating soil and water conservation measures. Less ownership of livestock limiting application of FYM. It was observed soil quality influences on the type and intensity of land use. More fertilizer applications in deeper soil to maximize returns. Suggestions; Involving farmers is watershed planning helps in strengthing institutional participation. The per capita food consumption and monthly income is very low. Diversifying income generation activities from crop and livestock production in order to reduce risk related to drought and market prices. Majority of farmers reported that they are not getting timely support/extension services from the concerned development departments. By strengthing agricultural extension for providing timely advice improved technology there is scope to increase in net income of farm households.
