Polityka społeczna jako specjalność nauk o polityce publicznej - próba charakterystyki

The article aims to discuss the relationship between social policy and public policy and to identify its most important elements. Social policy is linked historically on the one hand with the economy and on the other - with sociology and political sciences. Theory of public policy exposes the role of public administration in achieving its objectives and allows for wider recognition of the tasks by linking them with other specialties. This makes it possible to achieve in practice synergistic effects of actions taken, and at the theoretical level - a more comprehensive assessment of the analyzed problems. The history of social policy in Poland, especially of the Institute of Social Economy shows that such a broad approach to social policy has been characteristic also in the past.

Disability is one of the features that differentiate individuals and groups in modern societies. People with reduced physical, cognitive and psychological efficiency are particularly exposed to discrimination and social, economic and political exclusion. What's important social issue of people with disabilities in the early 21st century changes by entering into a relationship with the ageing of the population. Article aims to introduce some theoretical concepts efforts to improve the image of disability and reduce the barriers faced by persons with disabilities in access to different kinds of resources, spaces and opportunities. A critical analysis of the literature includes: description of the concept of activation policy as well as principles and objectives of social policy in a holistic paradigm of normalization. This summary contains possible future directions of research and analysis.

Ageing is a challenge that requires development and implementation of horizontal social policy, which should take into account the diversity of older adults and the division of interventions aimed at this population and on the image of old age. The complexity of the negative consequences of ageing shows that there is a need to enhance cooperation between the public sector, the commercial sector, the NGO sector, and the informal sector at all levels of social policy. The paper discusses models of multisectoral social policy and the possibilities of integrating social services. Its conclusions include directions for further research and social innovation.

Social cooperatives in the function of social enterprises are classified as a group of employers of the open labour market. In view of their specific functioning they prepare and offer some work places to people being away from the labour market. The article attempts to characterize and evaluate the existing funding opportunities for social economy enterprises in Poland on the example of social cooperatives of legal entities in the context of the development of social economy in the area of social policy understood as one of the components of public policy. This article is a review of the current scientific literature in the field of social entrepreneurship and current legislation on social cooperatives. The presented data suggests that currently, social cooperatives have various forms and sources of financing for their activities. They operate in the sphere of public utilities, filling the gap in the provision of publicly available services which cannot be filled by free market entities or state institutions. Their activity is financed mainly from own funds, which can be supplemented with financial support from the state budget or a local government unit as well as bank loans and the European Union fund.

The text points out the need for significant changes in the disability policies, which result from the paradigm shift from medicine to social issues. Three theoretical approaches are presented and briefly discussed, which might be helpful when analyzing the public policy towards disability and eventually be used when reformulating it. First, the biographical approach and the trajectory of everyday life are presented. Then, the problem is discussed in the context of the social exclusion followed by the analysis of the public policies from the perspective of the expected failure. Finally the text presents the differences between social and public disability policies and points out the advantages of the approach typical for public policy-related sciences.

The article presents the concept of strategic planning adapted to the realities of social assistance and attempts to prove that this concept significantly affects the demand for research on local social problems that is carried out in local social assistance institutions. This increasingly significant activity, mainly concerning diagnosing and forecasting, influences both the identification of new tasks of social welfare and, consequently, new elements of its organizational structures, which were called local laboratories for research on social policy in the title of the article, and the need to delegate these tasks to specialists in social policy.

The aim of the article is to determine the functions of spatial policy instruments and to determine the aspects in which a spatial policy instrument could be used. Analyses pertain to especially local plans of spatial management. The most important function is the protection of spatial order. Besides, spatial policy instruments could have other functions, connected with the environment, social policy or antique protection.

The subject of this study is the evolution of British public policy between 1900 and 2010 with to the special focus on budgetary, monetary and social policy, as well as policy towards the public sector. This period was characterized by a steady, yet non-linear rise in economic and social activity of the state. Sudden increases were caused by one of three categories of events: wars, economic crises and changes at the highest levels of government. As a result, the history of British public policy in between 1900 and 2010 is divided into the following stages: 1) 1900-1931 - decline of the liberal era; 2) 1931-1951 - steady increase in the state's economic activity; 3) 1951-1979 - systemic stabilization at a high level of state involvement in economic and social issues; 4) 1997-2007 - attempt to return to economic liberalism; 5) 2007-2010 - a period of volatility and the search for new public policy principles.

This article provides a scientific reflection on the need for considering the issue of new technologies and their development in contemporary social policy in Poland. The article focuses on three selected areas of social policy, which are most intensively influenced by the development of new technologies: labor market policies, education policies, and telecare, including some elements of senior policies. The publication initiates further discussion on the current challenges and dilemmas faced by social policymakers. It corresponds to the specific experiences of the COVID-19 pandemic related to intensified, technologically mediated forms of communication and remote forms of using social services. It argues that rapid development of new technologies changes the goals and ways of putting social policies into practice. Drawing on theoretical assumptions of technological determinism and new institutionalism, the article aims to conclude that adequate institutional and legislative changes should be the consequence of technological changes and they should lead to greater compatibility of systemic solutions with citizens' everyday practice.

The author presents three selected types of situations depicting the participation of persons with disabilities, their caregivers and supporting non-governmental organisations, in designing and monitoring the public policy towards disability in Poland. The first type of situations concerns supporting inclusive education. The second type concerns the support system for the caregivers of the persons with disabilities, while the last one refers to the alternative report prepared by NGOs, dealing with Poland's implementation of the U. N. Convention on the Rights of Persons with Disabilities. In each of these cases, the author examines the reasons behind the decision to participate, the process, and the final results of participation. The results show that - although the NGOs of the persons with disabilities have the possibility to participate in the discussion on disability policy - their influence on that policy is insignificant and limited to exceptional situations.

The author addresses the social participation issue in the context of its significance to public policy in Poland. He examines the barriers limiting the expansion of participation. He notices them in the way a democracy functions ("failed democracy" according to Democracy Index), as well as in the way the dialogue has been organised (for example, two separate currents have been established - i.e. the social one and the civic one, which is quite unusual by Western European standards). He regards the politicians' perception of what a democracy is as a next barrier. As a result of that one can see lower standards of public sphere in place, antiquated public governance still in place, the underdevelopment of the legal framework for social dialogue and the low quality of policy-making. The author also describes the most important social phenomena relating to the functioning of the social and civic dialogue mechanisms. He analyses the sources of the current condition of the dialogue in terms of historical, structural as well as political factors.

The aim of this paper is to indicate a diverse nature of the issues investigated in public policy sciences, particularly emphasizing the importance of the health policy in explaining social reality. By resolving public problems, numerous needs of society, inter alia, health needs can be met. One of the sciences which explains social problems and public policy has an interest in is the health policy. Both the health policy and public policy have two dimensions, i.e. applicable and theoretical. In terms of 'applicable' one, active participation of all social life entities affecting awareness of developing health resources is vital. And in the theoretical one, as a science, health policy addresses theoretical problems related to satisfying health needs of individual and collective populations. However, in the existing definitions of the health policy, there is no reference to "health needs". One can only assume that this category is used intuitively as it is hard to imagine numerous activities and decisions taken without identifying the needs, so that the health system could meet them. Reverting to health policy in its practical sense it is crucial to teach the public responsibility for their own behavior towards health. Health education deals with the skills needed to care about health in an accountable and independent way. This kind of education plays an important part in the implementation of public policy since its task is not only to transfer knowledge, but also to develop skills to make informed choices and decisions and thus to shape a democratic society with an independent way of thinking. The applicable role of the health policy is to improve the management of the health sector. In this respect, the organization of the treatment process, which is to provide comprehensive medical care for patients and therefore to improve the existing relations of a public nature, is essential.

The following discussion took place in September 2018 at the Warsaw School of Economics. It focused on both senior politics, experts, and analysts. The discussion was moderated and planned by Andrzej Klimczuk, associated with the Warsaw School of Economics, and invited to the discussion: Barbara Szatur-Jaworska, social politician and gerontologist from the University of Warsaw, Paweł Kubicki, economist, Warsaw School of Economics, Marek Niezabitowski, sociologist from the Silesian University of Technology, Ryszard Majer, social politician , Agnieszka Cieśla, architect and urban planner, Warsaw University of Technology, Marzena Rudnicka, founder and president of the National Institute of Senior Management (biographical notes at the end of the debate).
