After the collapse of the Soviet Union the former member states have started the transformation process. The transformation process from planned to market economy includes not only the adaptation of the economy to the new market rules but also the profound social and political transformation. For this reason such processes present huge challenges to affected societies. The transformational recession in Georgia was significantly enhanced by the civil war and by ethnic conflicts in Abkhazia and South Ossetia. During the ethnic conflicts and civil war the business and technical infrastructure were damaged and most of them were completely destroyed. Poverty and political instability were predominated. The trade relations with the member countries of Council of Mutual Economic Assistance (Comecon) were aborted. Moreover, the conflict in South Ossetia hampered the power supply from Russia and a conflict in Abkhazia, the production and trade with tea and citruses, which were major trade commodities at that time. In the beginning of 90-ies, Georgian government with the assistance of international organizations, such as International Monetary Fund and World Bank started to elaborate political and economical reforms. The reforms included several aspects, such as the transfer of public assets to private through privatization, the liberalization of domestic market and trade and the creation of market-oriented institutions. Because of lack in implementation neither economical nor political transformation has been achieved. For instance, by the begin of market oriented reforms the awareness of policy makers about the importance of entrepreneurship, in particular small and medium ones for the economy was low. The absence of previous experience prevented the elaboration of appropriate policy instruments and methods for the development of competitive market economy. The stimulation of private sector has been generally neglected. This had a severe affect on political, social and economical problems, which still hampers the development of middle class in Georgia. The presented research indicates that productive entrepreneurship is a driving force of an economy. The entrepreneurial activities on the one hand facilitate the resource allocation and on the other through the development of new products and services urge the competition. Furthermore, they contribute to technological improvements through innovation, create jobs and thus boost the economic and social development of a particular region or country. However, it is important that the legal and institutional framework is appropriately settled. Unlike mature market economies, Georgia is not characterized by well-developed sector of small and medium sized businesses. Most existing SMEs are operating in local markets and predominantly in the shadow economy. It is also noteworthy that small business in Georgia belongs to so called "mom and pop" rather than to innovative, growth oriented businesses. They are mostly engaged in trade and craft. In addition of poor performance, the business activity of SMEs is very centralized. The vast majority of them are operating in the capital Tbilisi. The poor performance of small and medium businesses in Georgia and their negligence by the market forces is among others due to the armed conflicts and state failure. As in the beginning of transformation process, down to the present day, the state fails to provide necessary conditions, such as rule of law, the protection of property rights and competition, transparent and uncorrupted public administration. The result is the weak middle class. The weak middle class by itself has a negative impact on economic development and democratization process in Georgia.
The study of the formation of the borgeois class and of the relationships between urban institutions and city élites has been at the centre of a wide historiographical debate for several decades. An important gauge of this process is, undoubtedly, the analysis of the relationships between university and urban power. Understanding the function of this role within the social-political context of the city enables us to know in what length of time and in what way academic and urban power is formed, and the interweaving of relationships and interests. The first step to an analytical and methodological drafting of the research could not prescind an accurate study of the essential bibliography regarding European and italian universities, with special attention given to the academic realities of the Mediterranean area, and in particular the south of Italy. For research purposes attention will be focused particularly on the social developments and political interference that, at different times and in different ways, intercross in the meanders of university institutions, giving them their specific connotations and continually transforming the roles - both concrete and symbolic - that they take on in social reality. From the bibliographical material analysed, the evolution of universities can be traced, starting from their origins in the medieval períod, going through their development stages in the modem age, reaching the nineteenth century, a century of 'borgeois' reforms that were to progressively change the order of universities, and on up to the contemporary age. The problem of the relationship between university and society has been a subject of constant debate ever since the beginnings of the former, establishing itself immediately as a sort of 'third power', alongside the older and well-consolidated regal and ecclesiastical power. The conflictual character of relationships between the student population - the 'soul' of the institution - and local governing bodies had been evident from the very beginnings of the medieval institutions rising from a student-teacher alliance. The local governing bodies were well aware of the potential of the universities and eager to take control of the administration in order to be in a position to immediately stamp out any possible anti-government movements. In all this, one must not forget the important function of the ecclesiastica! class within the university machinery, with whom there had often been a conflictual relationship, especially in the immediate period following the protestant Reform and Counter-reform. The converging of so many different interests will inevitably characterise the history of universities in the modem age, and although each country represents íts own particular reality, the individual cases can be collocated in a generai framework of historical events and common aspects through which a parallel and thorough study can be carried out.
This study investigates the highly influential enrolment expansion policy in Chinese higher education. This policy had a wider impact on the socio-economic fabric of China in the past decade. Nonetheless, the equity issues associated with the enrolment expansion policy have not attracted a great deal of scholarly research. The aim of this study therefore, is to explore how educational equity issues were understood and addressed in the formulation and implementation of the enrolment expansion policy. This study aims to contribute to that field of educational research called educational equity policy research. This involves the analysis together of education policy research and educational equity research. Drawing primarily from Chinese materials, this study seeks particularly to contribute to Chinese research in this field. But it also aims to provide an accessible analysis of equity issues in higher education in China for an English speaking audience that is not familiar with the Chinese education system or with equity issues in Chinese education. I begin with a discussion of two bodies of research literature; that on Chinese education policy and that on educational equity in China. In the latter instance, I look at the literature produced during the Mao era and the post-Mao in order to illustrate two very different approaches to equity that have characterized education in China in the 20th and 21st century. In the former instance, educational equity was not so much a research topic as a government policy. In the post Mao era policy researchers themselves paid increasing attention to equity issues drawing on very different values from those that informed the policies of Mao. And it is this literature that eventually came to form the field of inquiry called educational equity policy research. In the field of higher education, there is only a limited literature that focuses on educational equity policy itself. Most of the available research concentrates on the impact of Chinese higher education policy on educational equity. There is a lack of scholarly research that analyzes the actual production and implementation of higher education policy with regard to educational equity issues. This absence provides an indisputable warrant for the research undertaken in this study. But this absence also led me to turn to education policy studies not well conducted in China for I required a conceptual framework that both encompassed the policy process itself and that paid serious attention to the contexts of policy. It was thus that I turned to policy sociology. As I explain in discussing the main imperatives of policy sociology with its emphasis on the various powerful forces and interests at work in the policy process, Stephen Ball is a key figure. His early ideas on the 'policy cycle' became central to my inquiries. My entire study is organized according to Ball's framework. The core concepts therein are: the 'context of influence', the 'context of policy text production' and the 'context of practice'. These provide me with the conceptual resources to analyse various aspects of the 'policy cycle' associated with the enrolment expansion policy. In developing my analysis I examine a range of pertinent policy and policy related documents along with interview data from selected policy figures in government and universities. Through my examination of related laws, government documents and government officials' speeches in the 1990s and 2000s I show that despite the fact that educational equity was very clearly a major issue, it was not a driving imperative. Indeed, I show that before 2003 educational equity values were missing in Chinese education policy making. Instead, economic interests and discourses played a dominant role in building the policy agenda. Through interpreting Chinese political, economic, social and educational contexts of the situation in the later 1990s, I argue that although people from different perspective struggled to influence the definition and social purpose of higher education in the policy agenda building of enrolment expansion, the dominant discourse in these discussions was economic development. Further, this research offers an analysis of the context of policy text production for enrolment expansion in China's higher education from three different perspectives: policy as text, policy as discourse and policy as social practice. Based on this, in this study I explore: how different values affected the policy text production for enrolment expansion; how the relevant discourses played their dominant roles in the formulation of enrolment expansion policy; and how educational equity values were reflected in the policy text. According to my interpretation of the management system of Chinese higher education, this study provides an analysis of how the policy text of enrolment expansion was reinterpreted and recreated by provincial governments. I argue that how the reinterpretation of policy text could fit for particular provincial contexts on the one hand and avoid policy distortion on other hand was a big challenge for the central and provincial government departments and agencies. In addition, I also discussed the changes of Chinese higher educational equity by comparing the distribution of higher education opportunities before and after 1999. I find that education equity in Chinese higher education is a historical issue. It existed well before 1999. Based on this, I further identify that although the implementation of the enrolment expansion policy objectively promoted Chinese higher educational equity, meanwhile, it really played quite a limited role in resolving higher educational inequity in the past ten years of Chinese higher education development.
The work was made by Irma Kruckaite, Political sociology master's degree student of VPU Social sciences faculty Sociology and political sciences department. The subject of the work is young attitude towards national identity as a value and its conservation opportunities of globalization (Druskininkai town case). The director of the work is Dr. V. Senkus. The work size is 60 pages. The aim of work: explore what young people view about nationalism like value, what are the main factors affecting the formation of such an approach. For this purpose there were tasks raised: • Summarize the theoretical aspects of the concept of values. • An overview of the various sociological authors' interpretations about nationality. • To analyze the challenges of globalization for nationality. • Based on research results to establish how nationality is expressed and its preservation ways. Hypotheses of the research: 1. Nationality for young people today, is not a priority value – was proved. Young people understand what is nationality, but the general answer is perception that young people represent not emigration if feel safe in Lithuania. Young people need motivation, that nationality wasn't a burden but an asset to be transferred to their future generations. Nationality invaded the consciousness of people, the recovery of Lithuania's independence in 1990. But now it has spread dangerously overshadow people's material poverty, social vulnerability. Young people are a passive observer; they have simply run out of determination, as each election, promising a better life remains just promises. The talented youth gather foreign universities and to a career high in Lithuania. Frequent claims gladly stay at home. Unfortunately, our country is unable to detain them. 2. Youth opinion preservation of national identity is linked with wellbeing rise – was proved. Thus one can assume that those who can afford just to live people are concerned about the spirit of much less than affluent people. Responses felt that young families and young people today not emigration if feel safe in Lithuania. Based on data of Statistic Department for 2010 January – September emigrated 67.7 thousand countries population is 51.4 thousand more than last year same period. The main reason for this increase - immigrants to legalize their desire for the departure of the Republic of Lithuania Law on Health Insurance obligations lay down in permanent residents of the country to pay the mandatory health insurance premiums. The main purpose of immigration - work. 2009 more than 85 percent of the emigrants went to work abroad (2008 - 70 percent). Young people need motivation, that nationality wasn't a burden but an asset to be able to transfer their future generations. 3. Effective ways of promoting nationality is the psychological and economic. – was proved. It can be assumed that Lithuania, in particular, should ensure its citizens material well-being, to protect the rights of citizens, only to build a mature society cherishing national identity as an asset. The work consists of an introduction, theoretical part, which considers: the concept of values, judgments and interpretations of nationality and the challenges of globalization. The practical part presents a research and data analysis. Then there are represented final conclusions, a summary and the list of literature. In summary the theoretical part, globalization significantly changes the whole social context in structuring the personality, beliefs and values scale. On a global cultural universality is the possible merger into a single structure with specific tolerance individuality, diversity and other humanitarian values, to form a democratic political system. Collaborate and ethnic identity of the other one works, but does not eliminate far. National survival, they become the guarantor of the continuity of traditional ethnic culture is not alone, but by the state. It is the state's strength. It follows that it is the national character is the key link between the nation states. Therefore, we note that the community is based on nationalism. Nation history and people of self-concept and collective identity this is foundation of the nation cultural. Supranational integration into the structures, it is necessary to preserve and promote national culture, because this is only way to preserve national unity. It was formed by culture and fostering national and emotional ties connecting the community and the spiritual basis of life. Therefore, the state must maintain order, to enable citizens to prosperity, to ensure their safety, freedoms and rights. Thus, people of all age's qualitative interviews showed that nationality is perceived as the love of homeland, the Lithuanian language, culture and traditions. Nationality associated with the history of Lithuania and is closely associated with patriotism. Many of the respondents expressed concern about the future of nationality values in globalization situation. Worry about the displacement of the Lithuanian language, because this is one of the most important components of nationality. Interviews revealed the optimistic views of the Lithuanian national identity perspective. The Lithuanians are scattered around the world made available to other nations, to know where Lithuania is. However, it is noted that many respondents believe that as nationality like a values depends on the welfare state. Most of the respondents have a responsibility put to the government. How much less promising put citizens in public organizations. The prevailing opinion is that the state must take care of the nation in economic and spiritual well-being, secure environment, while motivate young people and their children proud of their country.

Degradation of natural resources has become a serious challenge in rangelands, bearing negative impacts on the pastoral ecosystems, livestock production and livelihoods. In Namibia, the driest country of sub-saharian Africa 45 per cent of the national land area can only be used as rangeland. Many Namibians are pastoralists, whose livelihoods mainly depend on natural rangeland vege-tation and water resources. 43 per cent of Namibias land surface is used by 90 per cent of the population under communal land tenure. This socio-economic importance makes the sustainable use of the rangeland essential. Furthermore northern Namibia will be heavily affected by climate change. Integrating local and scientific environment perception, decision-making proc-esses of the local land users and the impact of land use practices on vegetation dynamics into ecological research becomes increasingly important in todays complex web of social, ecological and political changes. This thesis develops an integrated approach focusing on ecological aspects in a social-ecological rangeland system in Northwestern Namibia. Firstly I developed a methodological approach for the synthesis of local eco-logical knowledge (LEK) and scientific knowledge. I found that to local live-stock herders, woody species are more important than herbaceous species, what does not correlate with species ecological performance in the grazing area. I hypothesise that reliability of forage resources in times of scarcity is important in local perception. This shows that integrating LEK on ecological items into ecological research helps to identify criteria, or indicators for local management decisions. In the second step I matched local knowledge and local management decisions. In dealing with scarce and variable natural resources it is crucial to acquire a functional understanding of the interactions between management strategy and the mechanisms which buffer the variability of rainfall. I differentiated between abiotic buffers (key resource areas) and biotic buffers (storage tissue and stockpiled forage). The two biotic buffer mechanisms can be managed via herd mobility. I analysed how mobility is connected to the supply of the eco-system goods water and forage. I related the mobility decisions of local herders to the biotic and abiotic buffers of pastures used to see if they made use of pastures with key resource properties. In the communal areas, the main decision factor for mobility was permanent water availability and herders mainly follow short-term management objectives. Their set of options may be limited by influences that go beyond ecological conditions, such as land pres-sure, a non-adapted institutional framework and limited options for sustaining their livelihoods. This section shows that to grasp the essential elements of range management it is important to understand user objectives in deciding when and where to move in times of scarce resources. Reliability, which is perceived as an important criterion for the quality of for-age resources, has a lot in common with the concept of key resources, which are defined as forage resources available in times of resource scarcity. While other authors have a descriptive approach to the reliability of key resources, I functionally defined them as biotic and abiotic buffers. In contrast to a com-mon view in rangeland science decision-making of local pastoralists does of-ten not reflect the availability of key forage resources but of the second essen-tial resource for livestock, such as drinking water. In the third step I evaluate the overall impact of the grazing practices on the vegetation and how to indicate ecological thresholds. Direct measures for sys-tem shifts are difficult to obtain, due to multiple factor controls that operate at diverse spatial and temporal scales. Consequently, there is a need for the de-velopment of indicators to determine if an ecosystem is approaching a thresh-old. I aimed to identify potential early-warning indicators and long-term indi-cators for crossing a degradation threshold in a semi-arid African savanna. I identified indicators for changes in a rangeland ecosystem on different levels. Long-term indicators were identified as the structural shift from grassland to woodland indicating a major shift in the supply with grazing resources, that indicate major ecological restructuring on a functional level symptomatic of land degradation. Furthermore early warning indicators, the ratio between annual and perennial grasses were characterised. The local range use strategy may not be adaptive, but seems to be the only possible adaptation of local users to the current ecological and socio-economic situation because options for action are restricted. Since the starting point for the analysis of social-ecological system functioning is the sustainable provision of ecosystem services and the maintenance of livelihoods, this integrated analysis is important to conceptualize the effects of environmental variability, the supply of ecosystem services, and to connect this to management rules. Progress in rangeland ecology can be achieved by integrating local knowledge, local decision-making processes with regard to their drivers and the impact of land use and environmental variability on the natural resources. If integrated analysis is to meet the challenges facing rangelands, users and scientists, the-ory and application have to be linked by a common set of objectives in which monitoring could become a vital tool in the quest for sustainable rangeland use.
; In recent years, there has been a growing social and political debate about the preservation and use of cultural heritage resources. Attention was drawn to the potential of cultural heritage for tourism, planning and education as well as to its significance for the formation of the information society in general. The rapid development of information technologies in the field of cultural heritage leads to a revaluation of the social role of public facilities. The parties hereto make great demands on the management of collections, scientific research on the preservation of materials as well as the availability and innovative, comprehensive and dynamic access to cultural assets through scientists, specialists and interested citizens. By employing Internet technologies and recent developments in database technologies in standard computer applications or expert systems, information about cultural heritage can be made accessible to a large group of users. From the early nineties, Geographic Information Systems (GIS) have increasingly been used outside disciplines such as geodesy and geography. Amongst others, archaeologists, geologists and people concerned with the preservation of monuments and historic buildings work with digital representations of cultural and historical objects in GIS. Particularly with regard to the processing of spatial problems, state-of-the-art GIS provide numerous methods for acquisition, storage, analysis and visualisation. In contrast, the temporal component that plays an important role for historical developments and dynamic processes has received far less attention. However, in addition to the still very important third dimension, the temporal dimension is increasingly being valued in cultural heritage applications. Object-oriented languages and methods have become indispensable software development technologies in geoinformatics and its fields of applications. It is therefore a goal of this work to present an integrated object-oriented approach for the acquisition and management of geo-objects in a temporal GIS (TGIS) for cultural heritage. This is achieved through utilising the advantages provided by object-oriented concepts and object-oriented database management systems respectively. The approach comprises the object-oriented conceptual modelling of a temporal data model for cultural heritage. Special consideration is given to the temporal requirements of applications by modelling objects with spatial, temporal and thematic properties as well as by implementing the solution within an object-oriented software environment. Selected aspects of the temporal environment for cultural heritage in GIS are addressed and further explained on the basis of use case scenarios. An UML class diagram is used for the modelling process which is transformed into an object-relational database management system. The basis of the present work is a co-operation between the Technical University of Munich, local authorities of the "Achental" valley and regional authority in university courses and projects concerned with the acquisition, documentation and analysis of cultural heritage in a GIS. According to the results of a workshop held in 2001, the real value of cultural heritage for rural communities is not merely financial in nature, but lies in an encouragement of intellectual activities and in increasing the awareness that cultural and historical knowledge forms the roots for regional and local identity. Combining new media, GIS and Internet, new user groups for a sustainable utilisation, for example, in social and history lessons, can be found and inspired. Additional or new sources of revenue will then emerge from other economic sectors that are connected to the cultural sector. Examples here are regional development, tourism or the media industry.
; [eng] The thesis uses the analysis method of the industrial archaeology and studies a short period of the Catalan and Spanish industrialization focused on the leading manufacture of the cotton textile sector: "La España Industrial". The new factory of this society settled in "Santa Maria de Sants" is the motivational element. It was founded as a public society in Madrid January 28th, 1847. The basis of the analysis of the industrial evolution and transformation in the middle at the XIXth. century are: its placement, the buildings, the materials, the workers, the machinery and its technology and the factory's organization. The documentation of the firm allows an in depth examination of the industrial phenomenon and an understanding of its different estates: from the domestic system of one or several weaver in their own homes and with their own textile mill. To the factory system or the further step in an capitalism evolution through installing the most modern machinery and that consolidates a new social-class whom took a main role in the rapid industrial changes. The first part begins with the historical framework and the political and economical events that took place: some of them have the public society as the chief character. There is a second chapter devoted to human and organizational aspects of the firm; It analyzes the business policy of the Muntadas Brothers who made the constitution of the society possible. It deals as well with the role of the shareholders, the workers and the technicians that made possible the machinery operation and the teaching of the new technologies. The second part analyzes the physical components of the factory: the land and its water as an essential input tor the process, and the buildings. These last ones are considered as material needs to offer optimal efficiency and as a symbol of a disciplined labour organization. The third part analyzes the technical characteristics of the installed machinery: their fitting-up, their maintenance, their cost and financing, their transport, the contribution of the Catalan enterprises in the erection of the factory and finally, the success of their clothes in the national market.

This inspired collection offers a new paradigm for moving the world beyond violence as the first, and often only, response to violence. Through essays and poetry, prayers and meditations, Transforming Terror powerfully demonstrates that terrorist violence—defined here as any attack on unarmed civilians—can never be stopped by a return to the thinking that created it. A diverse array of contributors—writers, healers, spiritual and political leaders, scientists, and activists, including Desmond Tutu, Huston Smith, Riane Eisler, Daniel Ellsberg, Amos Oz, Fatema Mernissi, Fritjof Capra, George Lakoff, Mahmoud Darwish, Terry Tempest Williams, and Jack Kornfield—considers how we might transform the conditions that produce terrorist acts and bring true healing to the victims of these acts. Broadly encompassing both the Islamic and Western worlds, the book explores the nature of consciousness and offers a blueprint for change that makes peace possible. From unforgettable firsthand accounts of terrorism, the book draws us into awareness of our ecological and economic interdependence, the need for connectedness, and the innate human capacity for compassion

The War Comes Home is the first book to systematically document the U.S. government's neglect of soldiers returning from Iraq and Afghanistan. Aaron Glantz, who reported extensively from Iraq during the first three years of this war and has been reporting on the plight of veterans ever since, levels a devastating indictment against the Bush administration for its bald neglect of soldiers and its disingenuous reneging on their benefits. Glantz interviewed more than one hundred recent war veterans, and here he intersperses their haunting first-person accounts with investigations into specific concerns, such as the scandal at the Walter Reed Army Medical Center. This timely book does more than provide us with a personal connection to those whose service has cost them so dearly. It compels us to confront how America treats its veterans and to consider what kind of nation deifies its soldiers and then casts them off as damaged goods
