Religion and religious communities as active components of each social and cultural set and as major factors in its functioning, may contribute to social processes and relations or affect them both integrationally and disintegrationally. The paper lays out the theoretical and methodological grounds (functionalism) for the analysis of these processes and relations. As the examples of the integrational influence on the social and political processes in Croatia following all the social and political changes, we can mention the activities of the Catholic Church (particularly in the diaspora) and, to a degree, those of the Pentecostal Church, while the disintegrational influence was exemplified by the activities of the Serbian Orthodox Church. The text also includes a comparative analysis of the empirical data obtained from two studies carried out in Croatia (based on several partial indicators), which indicate a marked turn towards religiosity. Highlighted are possible individual and social aspects of these changes as well as the need for a complex and systematic monitoring of the religious developments in Croatia, the results of which might point to the possible integrational or disintegrational potentials of this "new religiosity" within broader social framework. The term charisma was first used in theological writings. In the Old Testament literature, the term occurs only twice. However, in the New Testament it occurs seventeen times. It is used by St. Paul in the First Letter to the Corinthians, in the Letter to the Romans, in the Second Letter to the Corinthians. In the political context, the word charisma has been lavishly used in the analyses of national-socialist and stalinist regimes. Charismatic legitimation is, primarily, a feature of various types of dictatorships and no of democratic, constitutional states. This is probably why charismatic aspects are so notorious in most contemporary social theory. (SOI : PM: S. 144)

Main political events of 1999 in Flanders (Belgium) are discussed. Following a description of the formalities, notably budget control issues, leading up to the June 13 elections, the results of the elections & the formation of the new Flemish parliament are described. Although the Christian democratic party CVP emerged as the largest party, it forfeited its governing rights; instead, a socialist/environmentalist coalition consisting of VLD, SP, Agalev, & VU-ID was formed. The development of budgetary agreements is summarized, & main elements of discussions & agreements in the following policy fields are addressed: economy & labor, infrastructure, environment, welfare, education, media, & state reformation. Since the Flemish parliament, established in 1995, is a relatively new institution, organizational & structural aspects of its departments are highlighted & explained, & the developmental processes of each department & office are emphasized. The paper deals with three aspects of teaching political education: 1. problems of teaching social sciences in Croatia regarding their content, method and instruction; 2. the quality of teaching according to the ISO 9000 norm; and the study of the quality of the programme of teaching politics and economy to secondary school pupils. The methods of work chosen have made it possible to give an account of the contemporary developments in the world in the field of methodology and instruction regarding this subject. All suggested solutions and models have not simply been copied, but adapted to the existing conditions of secondary education in Croatia. The intention is to activate fresh forces with Croatian school system that will, taking into account the realities of our situation find new education paths, aware that the sole way out is the quality of learning and the complete satisfaction of pupils, parents and the society. This approach does not seek unobtainable material resources, but demands much effort and numerous changes in the policies and the work of all those directly or indirectly involved in teaching.
