Harrie Jansen zegt in zijn inleiding dat hij via de toepassing van de letterlijke betekenissen van 'kwalitatief' en 'kwantitatief' de methodologische discussies rond kwalitatief onderzoek wil verbeteren en ook verlossen van wetenschapsfilosofische en levensbeschouwelijke ballast. Wat hij met die verlossing precies bedoelt, is niet erg duidelijk. Als hij bedoelt dat de bespreking van elke wetenschapsfilosofische of levensbeschouwelijke discussie altijd overbodig is, ben ik het er in ieder geval niet mee eens. Bijvoorbeeld: de keuze voor een open interview, een van de typisch kwalitatieve methoden voor het verzamelen van gegevens, kan gemotiveerd zijn door een expliciet of impliciet geprefereerd mensbeeld waarin de mens vooral als interpreterend wezen wordt gezien. Mensbeelden zijn niet alleen een onderwerp in de filosofie van de sociale wetenschappen, maar ook een onderdeel van levensbeschouwingen. De keuze voor een onderzoeksmethode kan dus levensbeschouwelijk gemotiveerd zijn. Daarom kun je niet zomaar wetenschapsfilosofische en levensbeschouwelijke aspecten van empirisch onderzoek als ballast afserveren. (Zie voor meer factoren die de keuze voor een methode meebepalen, Smaling, 1994.) Maar behalve de bevrijding van ballast wil Jansen duidelijkheid. Zo schrijft hij: wat is er kwalitatief aan de open dataverzameling? Wat is er kwalitatief aan constante vergelijking en analytische inductie? Met de verduidelijking van de begrippen 'kwalitatief' en 'kwantitatief' wil Jansen onder meer de discussie tussen kwalitatieve en kwantificerende onderzoekers faciliteren. Dat is een goed doel. Laten we daarom eerst eens kijken naar wat Jansen onder 'kwalitatief' en 'kwantitatief' wil verstaan.

The impact of the EU on everyday life is huge, but not always visible. Educating young people to become informed and empowered EU citizens requires a strategy of active learning to prepare them for civic responsibility and democratic participation. Dit boek biedt een praktische handleiding voor alle leerkrachten in het secundair onderwijs en docenten in het hoger onderwijs die hun leerlingen en studenten kritisch burgerschap willen bijbrengen binnen verschillende vakken en opleidingen. Concrete casussen op basis van rechtszaken behandeld door het Hof van Justitie van de Europese Unie stimuleren studenten tot kritisch nadenken. De casussen illustreren treffend de impact van de EU in het dagelijkse leven van haar burgers op tal van maatschappelijke domeinen: van de interne markt en het vrije verkeer van goederen en personen, over thema's als democratie, gelijkheid, privacy, sociale rechten, tot consumentenbescherming, milieu en migratie. Majority rule has various applications. In parliamentary theory, it intervenes at the level of relations between assembly & gov, & again, in elections. We find it in democratic theory where the majority of the people must approve decisions of the constitutional organs. Finally, it is employed in the decisionmaking process of the assemblies, & it is this aspect which forms the object of the present study. Since antiquity the majority principle has been generally observed in the decisions of deliberating bodies; but it was not until the 16th cent that it triumphed in England & France. In Switzerland up to the 16th cent majority rule was in effect, disappeared for a while, & then reappeared after the transition from confederation to federation. In Holland, majority rule was applied with certain restrictions from the 16th cent on. Poland had the 'liberum veto' up to the beginning of the 19th cent. From a theoretical viewpoint, the jurists of the Middle Ages based their justification of majority rule on an old Roman adage, & Canon Law has also made an important contribution to this doctrine. The authors of the 18th cent elaborated a legal theory based on rational fictions & on the doctrine of the Social Contract in particular. Among the moderns, 3 principal schools can be distinguished: those who, with Duguit, give a utilitarian basis to the principle, those who see in it a sublimated power, particularly sociol'ts, & finally the theoreticians who accept the principle for ethical reasons. Since some years there has been a significant trend in the democratization of health care in the Netherlands. Where in the old days patients used to be able to just rest and receive care, nowadays they have to get active. Not only do they have to keep working as much as possible, they are expected to actively participate in their own treatment, like finding out where you can get the best doctor or how to give yourself injections. Also they have to participate in client councils of the hospital. In this book, Margo Trappenburg discusses the positive but foremost the negative aspects of this hyper- democratization of health care. - Nog niet zo lang geleden betekende ziek zijn dat je was vrijgesteld van maatschappelijke verplichtingen. Zieken mochten verzuimen van hun werk en zieken hoefden niet mee te doen aan sociale evenementen die zij niet aankonden. Ziek zijn was misschien niet leuk, maar je rustte er wel lekker van uit. Tegenwoordig ligt dat heel anders. Van zieken wordt verwacht dat zij zoveel mogelijk blijven werken en hun normale taken blijven doen. Teveel rust heet therapeutisch onverantwoord. Naast de normale verplichtingen van gezonde burgers krijgen zieken er zelfs een groot aantal taken bij. Zij moeten actief participeren in hun eigen behandeling, ze moeten zichzelf leren prikken, stoma-zakjes verwisselen, oefeningen doen, uitzoeken waar de beste arts zit voor hun specifieke kwaal, en uitzoeken bij welke verzekeraar zij zich het best kunnen inschrijven als klant. Daarnaast moeten ze idealiter meepraten in de cliëntenraad van het ziekenhuis of de instelling waar zij worden behandeld, meedenken met de medici die richtlijnen opstellen over hun ziekte, meepraten met onderzoekers die van hen willen horen waarnaar zij onderzoek zouden willen doen, meedenken met de overheid over zorgvoorzieningen en het basisverzekeringspakket en meedoen aan talloze cursussen, symposia, en themamiddagen over vraagsturing, empowerment en 'het patiëntenperspectief'. Margo Trappenburg bespreekt in Genoeg is genoeg de positieve, maar vooral ook de negatieve gevolgen van deze hyperdemocratisering in de zorg.

Zbornik povzetkov predstavlja recenzirane prispevke, ki so bili predstavljeni na tretji nacionalni konferenci Varnost v lokalnih skupnostih v Novem mestu v novembru 2017. Glavna tema konference povzema glavne ugotovitve raziskave Varnost v lokalnih skupnostih, ki je bila opravljena v 24 slovenskih krajih spomladi 2017 v okviru raziskovalnega projekta Varnost v lokalnih skupnostih. Glavni cilj prispevkov je predlaganje uporabnih rešitev za bolj učinkovito zagotavljanje varnosti v lokalnih skupnostih (manjših, srednjih in večjih občinah) v Sloveniji. Prispevki v zborniku se osredotočajo na različne vidike varnosti v lokalnih skupnostih in sicer zaznavanje varnosti in virov ogrožanja v lokalnih skupnostih (zaznavanje kriminalitete, virov ogrožanja, varnosti v urbanih soseskah, prisotnosti policije in socialne kohezije) ; pričakovanja, uspešnost in učinkovitost zagotavljanja varnosti (zaznavanje in uspešnost policijskega dela v skupnosti, zaznavanje nalog vojske, migracij in občutek ogroženosti uporabnikov kibernetskega prostora) ter prakse zagotavljanja varnosti v lokalnih skupnostih (pooblastila občin, dobre prakse reševanja konkretnih varnostnih problemov na območju Policijske uprave Novo mesto in Murska Sobota in zaznavanje zagotavljanja varnosti v lokalnih skupnostih skozi različne deležnike). ; The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion) ; expectations and effectiveness of ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space) ; and practices of ensuring safety and security in local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security through the perspective of different stakeholders).

Li Shangyin (813–858), one of the most respected, mysterious, ambiguous and provocative of Chinese poets, lived during the late Tang period, when the glorious Tang dynasty was beginning to decline. It was a time of social riots, political division and painful general insecurity. Li Shangyin is famous as a highly original and committed poet who developed a unique style full of vague allusions and unusual images derived from the literary past (the traditional canon, myths and legends) as well as from nature and personal experience. The second important feature of his poetry is a mysteriousness which finally leads to ambiguity. Ambiguity plays an essential role in most of his renowned poems, and he uses it to superbly connect present and past, reality and fantasy, and history and mythology. Thus, ambiguity and obscurity, respectively, often engender different interpretations among Chinese critics. These interpretations reflect the poems' imaginative qualities, hypotheses and contradictions. Since each interpretive direction emphasizes but a single aspect of the poet's character, it is more fitting to understand his ambiguous poems in symbolic terms. Such understanding entails that the meaning of the poem is not limited to one interpretation; rather, the poem's poetic landscape opens itself up to various interpretations.Li Shangyin is actually most popular for his melancholic love poetry that reveals his ambiguous attitude to love. In this poetry, love is shrouded in a secret message. On the one hand, we can sense his moral disapproval of a secret but hopeless love; on the other, we can sense his passion. This leads to a paradox: the pleasing temptations of an illicit romance also exact a high price. In these love poems Li investigates various aspects of the worlds of passion which stoke in him feelings of rapture, satisfaction, joy and hope as well as feelings of doubt, frustration, despair and even thoughts of death. ; Li Shangyin (813–858), eden najbolj občudovanih, skrivnostnih, dvoumnih in provokativnih kitajskih pesnikov, je živel v poznem Tangu (9. stoletje), v obdobju zatona nekdaj veličastne dinastije Tang, ki so ga zaznamovali družbeni nemiri, politična razklanost in mučna vsesplošna negotovost. Slovi kot nadvse izviren in angažiran pesnik, ki je razvil svojski slog, nabit z nejasnimi, težko razumljivimi aluzijami in nenavadnimi podobami, ki jih je črpal iz literarne preteklosti, tj. iz tradicionalnega kanona, mitov in legend, ter iz narave in lastnih izkušenj. Druga značilnost njegove poezije je skrivnostnost, ki nazadnje vodi v dvoumnost. Ta igra osrednjo vlogo v večini njegovih pesmi. V njih mojstrsko povezuje sedanjost s preteklostjo, resnično z namišljenim in zgodovinsko z mitološkim. In prav ta dvoumnost oz. nejasnost pogosto poraja njihove različne, na domišljiji, domnevah in protislovjih temelječe interpretacije posameznih razlagalcev. Ker vsaka poudarja zgolj eno plat pesnikovega značaja, je bolj primerno tisto razumevanje Lijevih dvoumnih pesmi, ki temelji na simbolni ravni, ko pesem sočasno pomeni več kot le eno stvar oz. ko razširi in odpre svojo pomensko pokrajino različnim razlagam.Li Shangyin je pravzaprav najbolj znan po svoji melanholični ljubezenski poeziji, ki razkriva njegov dvoumen odnos do ljubezni, zavit v skrivno sporočilo. Na eni strani je mogoče čutiti njegovo moralno neodobravanje skrivne, vroče, a brezupne ljubezni, na drugi pa njegovo strastno poželenje, kar vodi v medsebojno napetost obeh nasprotnih vidikov, v paradoks. To pomeni, da privlačnost prepovedane ljubezni zahteva visoko ceno. To so pesmi, v katerih Li proučuje različne plati svetov strasti, ki sprožajo v njem tako občutke ljubezenske vzhičenosti, zadovoljstva, radosti in upanja kot tudi občutke dvoma, razočaranja, obupa in celo misli na smrt.

Šport je z modernizacijo družbe in intenzivnejšo globalizacijo postal visoko organiziran in strukturiran globalni fenomen. Na njegov razvoj so vplivali različni dejavniki, vodenje na globalni ravni pa so prevzele mednarodne športne organizacije, v prvi vrsti Mednarodni olimpijski komite (MOK), okrog katerega se je izoblikoval t. i. reguliran olimpijski sistem. Disciplina Mednarodnih odnosov v primerjavi z ostalimi družbenimi vedami zaostaja pri proučevanju globalnega športa, ki tako ostaja eden manj vidnih in proučevanih vidikov globalnega vladanja. Eden od razlogov za to je tudi odsotnost resne in sistematične teoretske analize. Za zapolnitev te vrzeli je cilj magistrskega dela odgovoriti na vprašanje, kako lahko z uporabo teorij mednarodnih odnosov in analizo olimpijskega sistema z značilnostmi globalnega vladanja razumemo nastanek, obstoj in delovanje globalnega vladanja na področju športa kot enega izmed področij globalnega vladanja. Opredelitev reguliranega olimpijskega sistema kot globalnega vladanja na področju športa omogoča uporabo prevladujočih teorij mednarodnih odnosov (realizma, liberalizma, konstruktivizma, marksističnih teorij) na tem področju. Te v okviru svojih zmožnosti razlagajo in pojasnjujejo delovanje globalnega vladanja na področju športa, skupno pa izpostavijo pomembne elemente in pojave globalnega športnega vladanja. Analiza ponudi razmislek o nadaljnjem teoretičnem raziskovanju tega področja. ; The modernisation of society and intensive globalisation led sport to become a highly organised and structured phenomenon. Its development was influenced by various factors, while management at a global level has been taken over by international sport organisations, primarily by the International Olympic Committee (IOC), around which a regulated Olympic System has developed. In the examination of global sport, as one of the less visible and explored aspects of global governance, the discipline of International Relations falls behind other social sciences. One of the reasons for this is also the absence of a systematic theoretical analysis of this area. In order to fill this gap, this master thesis aims to answer the question: how can the use of the theories of international relations and an analysis of the Olympic System with features of global governance help us understand the emergence, the existence and the functioning of global governance in the field of sport as one of the fields of global governance? The identification of the regulated Olympic System as global governance in the field of sport enables the application of dominant theories of international relations (realism, liberalism, constructivism and Marxist theories) onto this field. The theories, within the limits of their capacities, interpret and explain the functioning of global governance in the field of sport, and, as a set of theories, they highlight the important elements and phenomena of global sport governance. The analysis offers a reflection on the further theoretical exploration of this field.

Magistrsko delo v ospredje postavlja razvojno tematiko, ki predstavlja enega izmed najpomembnejših področij Organizacije združenih narodov. Zametki oblikovanja organizacije segajo že v čas druge svetovne vojne, ustanovljena pa je bila po koncu vojne z namenom ohranjati mir in varnost v svetu. Čeprav je organizacija najbolj prepoznavna po mirovnih operacijah, pa največji delež sredstev nameni ekonomskemu in socialnemu razvoju. Razvojna desetletja, ki jih je organizacija postopno oblikovala in uresničevala, so prinesla velik premik v razumevanju koncepta razvoja (od strogo ekonomskega do multidisciplinarnega). Ta desetletja so nasledili Milenijski razvojni cilji. Bili so prvi merljivi cilji – s kazalniki je bilo mogoče meriti in ocenjevati njihov napredek. Leta 2015 so jih nasledili Cilji trajnostnega razvoja. Ne razvojna desetletja ne Milenijski razvojni cilji niso uspeli v celoti uresničiti zastavljenih ciljev. Vzroki za to so različni, magistrsko delo pa ponuja še dodaten vidik razumevanja delovanja Organizacije združenih narodov in njene nezmožnosti uresničevanja zastavljenih ciljev. Izmerjeno elektromagnetno polje organizacije pokaže, da organizacija zaradi nepretočnosti energij ni zmožna delovati skladno z zastavljenimi načeli in cilji, zapisanimi v Ustanovni listini. Ta problem pa je mogoče rešiti le s transformacijo zavesti ljudi in s srčno (ne le razumsko) zavezanostjo k uresničevanju ciljev. ; The Master's thesis focuses on the topic of development which represents one of the most important areas of the United Nations. The organization was formally established after the Second World War with the aim to preserve peace and security in the world, but its conception had already began during the war. Although the organization is best known for peacekeeping operations, it devotes the largest share of resources to economic and social development. The development decades, that the organization gradually developed and realised, were a major contribution to the understanding of the concept of development (from a strictly economic to multidisciplinary). These decades were followed by the Millennium Development Goals. They were the first measurable goals – with the help of indicators it was possible to measure and assess their progress. In 2015 they were replaced by the Sustainable Development Goals. Neither the development decades nor the Millennium Development Goals were able to fully realize the set goals. There are various reasons for this, but this Master's thesis offers an additional aspect of understanding the functioning of the United Nations and its inability to meet the set goals. The measured electromagnetic field of the organization shows that it is unable to function in accordance with the principles and goals written in the Charter due to a lack of energy flow. This problem can only be solved by transforming the people's consciousness and by a heartful (not only rational) commitment to the attainment of goals.

Het boek Analyzing narrative reality gaat in op de reflexieve relatie tussen het construeren van een narratief en de context waarin dit plaatsvindt. In de inleiding van het boek positioneren de auteurs, beiden hoogleraar in de sociologie, zich binnen het veld van narratieve analyse. Zij zijn de mening toegedaan dat narratieve analyse binnen de sociale wetenschappen een vrij beperkte focus heeft. In deze benadering worden verhalen doorgaans op band opgenomen, om vervolgens in tekst te worden omgezet. Centraal staat het analyseren van de interne structuur van een tekst, bijvoorbeeld op thema's en opbouw. Deze benadering verwaarloost volgens de auteurs de specifieke omstandigheden waarin het narratief tot stand is gekomen. Een uitsluitend op tekst gebaseerde analyse doet geen recht aan de dynamiek en contingentie van de realiteit waarin een narratief gesitueerd is en gevormd wordt.Het doel van dit boek is om met behulp van de etnografische methode een analytisch kader te ontwikkelen dat recht kan doen aan deze narratieve realiteit.Het boek is geschreven voor sociale wetenschappers, van studenten tot ervaren wetenschappers, voor wie teksten alleen niet (meer) toereikend zijn.Het boek is onderverdeeld in vier delen die op elkaar voortbouwen. Elk deel bestaat uit een aantal korte hoofdstukken die elk een specifiek concept centraal stellen, zoals de rol van cultuur, relaties en status binnen de constructie van een narratief. Vervolgens worden excerpten uit interviewmateriaal gebruikt om elk concept empirisch in te bedden. Elk hoofdstuk wordt afgesloten met een korte samenvatting.In deel I werken de auteurs hun specifieke etnografische methode verder uit.Etnografie is een basisvorm van kwalitatief onderzoek. In het algemeen verwijst zij naar een beschrijvende studie van alledaagse leefwijzen en praktijken van volken of (deel)collectiviteiten. De auteurs benadrukken dat het hun gaat om een specifieke toepassing van etnografisch onderzoek, namelijk narratieve etnografie (p. 22). Dit is een methode die niet uitsluitend gericht is op een narratief in de zin van een platte tekst, maar een methode van dataverzameling en -analyse die de relaties tussen omstandigheden, actoren en handelingen in relatie tot het formuleren van een narratief gelijktijdig onderzoekt en analyseert. Dit betekent dat je als onderzoeker ter plekke de context moet vastleggen door middel van directe observatie, audio- en videoregistratie en aantekeningen. Hoe je als onderzoeker de omstandigheden empirisch kunt vastleggen en vervolgens kunt analyseren, wordt toegelicht in deel II en III.Deel II gaat in op de verschillende praktijken die een rol spelen bij de totstandkoming van een verhaal, zoals de relatie tussen de verteller en de luisteraar, de rol van non-verbale houdingen en machtsfactoren. Welke verhalen kunnen worden verteld en welke niet? Om als kwalitatief onderzoeker gevoel voor deze aspecten te ontwikkelen, is het volgens de auteurs van belang om niet alleen af te gaan op hetgeen de geïnterviewde zegt, maar onder meer ook aantekeningen van de situatie te maken, aanverwanten te interviewen en vast te leggen hoe een verhaal verteld wordt. Welke nadrukken worden gelegd? Hoe wordt een verhaal ondersteund met gebaren?In deel III zoomen de auteurs in op de invloed van omgevingsfactoren zoals relaties, openbare gelegenheden, lokale cultuur, banen en status op de totstandkoming van narratieven. Hoewel deze omgevingsfactoren niet allesbepalend zijn, vormen ze wel de horizon waartegen narratieven tot stand komen. Verhalen en betekenissen kunnen veranderen zodra deze omgevingsfactoren veranderen, aldus de auteurs. Voor de kwalitatieve onderzoeker is het van belang te bepalen in hoeverre de omgevingsfactoren van invloed zijn op wat wel of niet verteld wordt. De auteurs laten zien hoe je als kwalitatieve onderzoeker door middel van het stellen van bepaalde vragen en observaties sensitief kan worden voor deze omgevingsfactoren.Deel IV, het laatste deel, behandelt de kwesties van narratieve adequaatheid en kwaliteitscontrole, namelijk wat is een goed narratief en wat geldt als goede data? Om deze vragen te beantwoorden moet de kwalitatieve onderzoeker niet beginnen met abstracte, algemene standaarden om de validiteit en betrouwbaarheid van data te evalueren. De auteurs adviseren te beginnen bij het materiaal, bij de lokale praktijk, en te beoordelen welke criteria de onderzochten zelf hanteren in het beoordelen van een verhaal als 'goed' of 'adequaat'. Wat geldt bijvoorbeeld in de context van het straatleven als een goed verhaal? Uit welke elementen bestaat zo'n verhaal?

V Sloveniji se že vrsto let odvijajo razprave o ustanovitvi druge ravni lokalne samouprave, kljub več poskusom in ustavni zahtevi pa zaenkrat še vedno nimamo pokrajin. Regionalna in širša lokalna samouprava sta stalnici v večini držav Evropske unije (EU), eden izmed ključnih in najpomembnejših vidikov vzpostavitve take oblike oblasti pa je prav gotovo skrbna in ciljno naravnana določitev pristojnosti. V osrednjem delu te naloge so predstavljene okvirne ureditve nalog pokrajin v državah EU po naslednjih vsebinskih sklopih: zdravstvo, regionalni razvoj, gospodarstvo in turizem, izobraževanje in kultura ter infrastruktura, varstvo okolja in kmetijstvo. Naloga na kratko predstavi tudi prispevek Sveta Evrope in EU k razvoju lokalne samouprave na tej vmesni ravni, za jasnejše razumevanje pa poskuša jasno določiti tudi ločnico med federalno in unitarno ureditvijo ter regionalno in širšo lokalno samoupravo. Na koncu dodaja pregled stanja v Sloveniji v povezavi z ustanovitvijo pokrajin, določitvijo njihovih pristojnosti, njihovo ureditvijo v ustavi in trenutni predlagani zakonodaji. Ustava Republike Slovenije iz leta 1991 namreč predvideva tri vrste pristojnosti, in sicer naloge širšega lokalnega pomena, zadeve regionalnega pomena in naloge iz državne pristojnosti. Pri tem bomo morali biti pozorni, da pokrajinam ne bomo naložili preveč državnih pristojnosti in jim tako otežili ali celo onemogočili učinkovito opravljanje njihovih izvirnih pristojnosti. Ustrezna določitev pristojnosti je namreč ključnega pomena, pri tem pa nam je lahko v veliko pomoč poznavanje dobrih praks drugih držav, vendar pa se moramo vedno zavedati, da jih je treba razumeti v luči njihove družbene realnosti in ne pričakovati popolne preslikave pri nas. ; In Slovenia, discussion about the establishment of the secondary level of local self-government have been going on for years, but despite numerous attempts and a constitutional order, we still do not have provinces. Regional and local self-government are regularities in the majority of States of the European Union (EU), but one of the crucial and most important aspects of the establishment of such an authority is for sure a careful and goal-oriented determination of competences. In the main part of this thesis, we present framework regulations of the tasks of provinces in EU States by the following content sets: healthcare, regional development, economy and tourism, education and culture, infrastructure, environmental protection and agriculture. The thesis also briefly presents the contribution of the Council of Europe and EU to the development of local self-government at this intermediate level, but for better understanding, it tries to set a clear boundary between the federal and unitary regulation and the regional and wider local self-government. Finally, it adds an overview of the state in Slovenia in relation to the establishment of provinces, the determination of their competences, their regulation in the constitution and current proposed legislation. The 1991 Constitution of the Republic of Slovenia namely assumes three types of competences ; tasks of wider local importance, matters of regional importance and tasks within the State competence. In this manner, we will have to be careful to not assign to many State competences to provinces and thus complicate or even prevent provinces from effectively execute their original competences. Appropriate determination of competences is namely crucial and in this matter knowledge about good practices of other States can be of great help to us, but we have to be always aware that we have to understand them in the light of their social reality and not expect their perfect reflection in our case.

Prisotnost institucionalne paranoje je lahko za institucijo resen problem. Nezaupanje, dvomi in strahovi med člani lahko pripeljejo do manjše zavzetosti, motiviranosti, uspešnosti in tudi do odhoda zaposlenih, našteto posledično vpliva na samo delovanje institucije. Zato je pomembno, da se ob zaznanih znakih prisotnosti omenjene problematike pravočasno ukrepa. Z magistrskim delom smo želeli seznaniti s sprožilci institucionalne paranoje ter z njenimi učinki in posledicami. Raziskovalni del je bil opravljen s pomočjo anketnega vprašalnika, na podlagi katerega smo pridobili rezultate raziskave. Pri tem so sodelovali zaposleni iz izbranih institucij, natančneje so to Upravne enote, Centri za socialno delo, zdravstveni domovi in Pošta Slovenije. Cilj raziskave je bil ugotoviti prisotnost institucionalne paranoje, vidik podrejenih in nadrejenih glede sprožilcev institucionalne paranoje, njen vpliv na zavzetost zaposlenih v izbranih institucijah in namero zapuščanja institucije. Rezultati analize raziskave kažejo v večini, da ta ni prisotna. Vendar ne smemo zanemariti določenega števila zaposlenih, ki so nasprotnega mnenja. Ugotavljamo, da so se pri zaposlenih z vlogo nadrejenega in podrejenega, ko so odgovarjali z vidika podrejenega, povprečne ocene odgovorov ujemale z odgovori podrejenih. Ko zaposleni z obema vlogama odgovarjajo z vidika nadrejenih, se njihova mnenja ujemajo z mnenji nadrejenih. Lahko predvidevamo, da so se anketiranci z obema vlogama v instituciji resnično vživeli v tisto vlogo, ki je bila v navodilih zahtevana od njih. S preučevanjem problematike institucionalne paranoje smo želeli prispevati določen prispevek, ker je izraz razmeroma neznan, saj o obravnavani problematiki ni veliko zapisanega. Prav tako pričakujemo, da bodo ugotovitve pripomogle k višji stopnji informiranosti o sami problematiki tako znotraj izbranih institucij kot pri strokovni javnosti. ; The presence of institutional paranoia can be a serious problem for an institution. Distrust, doubts and fears among members can lead to less commitment, motivation, and success and even to the employees leaving their jobs, which in turn affects the functioning of the institution. Therefore, it is important to take timely action when signs of the presence of the mentioned problem are detected. In the master's thesis, the triggers of institutional paranoia and its effects and consequences are presented. The research part was performed with the help of a questionnaire, on the basis of which we obtained the results of the research. Employees from selected institutions took part in this research (administrative units, social services, health centres and Pošta Slovenije (the Post of Slovenia)). The aim of the research was to determine the presence of institutional paranoia, the aspect of subordinates and superiors regarding the triggers of institutional paranoia, its impact on employee engagement in selected institutions and the intention to leave the institution. Mostly, the results of the analysis of the research show that it is not present. However, we must not neglect a certain number of employees who disagree. We find that in employees with the role of superior and subordinate, when answering from the point of view of the subordinate, the average ratings of the answers were emphasized by the answers of the subordinates. When employees with both roles answer from the perspective of superiors, their opinions are emphasized by the opinions of superiors. We can assume that the respondents with both roles in the institution really got used to the role that was required of them in the instructions. By studying the issue of institutional paranoia, we wanted to make a certain contribution because the term is relatively unknown, as there is not much written about the issue. We also expect that the findings will contribute to a higher level of information about the issue itself, both within selected institutions and among the professional public.

Het proefschrift heeft als onderwerp de toekomst van de Vlaamse parochiekerken. Het definieert het kerkenprobleem als een vierledige uitdaging. (1) Er is een gebrek aan voorgangers voor de katholieke eredienst; (2) het kerkbezoek neemt gestaag af, maar voor bijzondere vieringen zoals doopsels en begrafenissen blijft de parochiekerk dienst doen voor een groot deel van de bevolking; (3) de kosten (zowel qua exploitatie als qua investeringen) met betrekking tot de parochiekerken stijgen; en (4) het risico op verval van de kerken neemt toe, hoewel dat via de doorgaans goede zorgen door de kerkfabrieken (een systeem dat quasi uniek in de wereld is) te overzien blijft. De volledige uitdaging echter is niet alleen via cijfers te begrijpen: politici en erfgoedexperts dreigen het kerkenprobleem te generaliseren en oplossingen, tot herbestemming toe, te projecteren die in feite geen antwoord zijn op de concrete situaties in de Vlaamse parochies. Vandaag is het daarom nodig om het kerkenprobleem te zien als een breed-maatschappelijk en steeds gesitueerd probleem. Het kerkenprobleem is te complex, te specifiek en telkens te lokaal om een generalistische aanpak voor te stellen die gebaseerd is op a priori categorieën. Dat leidt tot de volgende dubbele onderzoeksvraag: welke strategische aanpak van het bestaande kerkprobleem leidt tot zowel een architecturale herdefiniëring als een conviviale herwaardering van het kerkgebouw? Dit onderzoek tast een mogelijk spoor af; het vindt daarvoor inspiratie in de Actor-Network Theory en de spatial-agencypraktijk en - theorie (of: de expliciet maatschappelijk geëngageerde architectuur), twee kennisdomeinen die complexiteit, specificiteit en het lokale aspect steeds incalculeren en daarenboven theorie en praktijk niet zien als gescheiden werelden. Ook veldonderzoek speelt een belangrijke rol in dit onderzoek; er is gekozen voor de Schulense Sint-Jan de Doperkerk (Schulen is een deelgemeente van het Limburgse Herk-de-Stad) als casestudy. Het onderzoek werkt een strategie voor de Vlaamse parochiekerken uit die meer pragmatisch is en meer op de praktijk gericht dan wat verschillende experts ter zake voorstellen; het brengt aanknopingspunten, ' propositions' (naar de Franse filosoof en socioloog Bruno Latour), in kaart die het kerkgebouw zelf aanbiedt. Om dat te verwezenlijken bouwt het onderzoek eerst een brede definitie - een dikke beschrijving - op van wat het kerkgebouw is door na te gaan wat het kerkgebouw werkelijk doet of teweegbrengt (herdefiniëring). Aan de hand van de aanknopingspunten articuleert de tekst mogelijke invullingen voor het kerkgebouw (herwaardering). In hoofdzaak bestaat het proefschrift uit drie delen: (1) een status quaestionis met betrekking tot het debat over de toekomst van de parochiekerken, met de nadruk op Vlaanderen, (2) een nieuw (theoretisch) onderzoekskader dat voortkomt uit een kritiek op hoe experts denken over de parochiekerken en dat steunt op het spatial-agencydiscours en op hedendaagse sociale theorie, en (3) de uitwerking van een methodiek of een protocol om het kerkenprobleem praktisch te behandelen, gebaseerd op het nieuwe onderzoekskader en uitgewerkt als een constante wisselwerking van theorie en praktijk. Dat is de wijze waarop de dubbele onderzoeksvraag onderzocht werd. Doorheen het onderzoek verschijnt nevenbestemming, als een aanpak die (pragmatisch) voortbouwt op wat al voorhanden is, méér als oplossing dan harde herbestemming. Dat betekent niet dat het zinvol is om herbestemming op voorhand uit te sluiten. Via dorpsvergaderingen, enquêtes, publieke acties in het kerkgebouw en ontwerpend onderzoek en participatiesessies aan de hand van grote maquettes werd de maatschappelijke performance van de Schulense parochiekerk onderzocht en werden mogelijke toekomstige invullingen getest. De praktijk voedde in die zin de strategie evenveel als de theorie. Meer nog: de praktijk weerlegde belangrijke delen van de bestaande theorie rond de toekomst van de parochiekerken.

The hereafter following is abstract of the discourse held by Prof. dr. ir. C. L. Temminck Groll in honour of the jubilee 1899-1989 of the KNOB on September 23th 1989. The KNOB (Royal Antiquarian Society of the Netherlands) exists 90 years. A respectable age after human standards. Although a society depends on human devotion it does not know age limitations. This is an excellent moment to reflect upon our centenary. Then, in 1999, we will have to present an extremely good manifest for the coming millennium! We have been spoiled very much during the past 90 years. Which of the founders would have expected so many people professionally involved at the protection of monuments? Which of them could have estimated the money available to realize restoration activities? Still, despite of all we obtained, we are rightly concerned about our country and especially that part of the world beyond our borders. These concerns are formulated by the National Geographic Society which hereby stated: 'Can we save this fragile earth?' This society aims at the earth herself as well as at human achievements. Co-operation between the protection of nature and the protection of monuments certainly is sensible and could be one of our future actions. How much nature, how much culture is not already 'dead'! Wren's St. Benet in London f.e. seems saved, but surrounded by flowing thoroughfares the church misses every relation with the original urban structure. Thus in fact the monument has not been saved. At Liège, Belgium, 20th century traffic and concrete buildings overran the medieval Place St. Lambert. And what about the European countryside? How much harmonious farmer's land has not been industrialized yet? Old structures disappear everywhere. Instead of the newly made our Society had to study more and more the continuous changes of the already extant. As to our foreign activities, we can distinguish three angles of incidence. First of all: what can we learn from other countries? Our founder mr. dr. J.C. Overvoorde already realized the importance of study of the way monuments are protected in different European countries. ICOMOS at present is the platform to discuss organizational and substantial aspects. Second: stock-taking of Dutch cultural influences to other regions in Europe, which subject used to attract more attention than it does now. At last: Dutch influences beyond European borders. Like our founder in 1910-11 studied Hindu-Buddhistic antiquaries and the monuments of the Dutch East-Indian Company our Foundation Social History of the Dutch Oversea studies these treasures now. One of her working-groups tries to solve Indonesian problems with respect to the protection of monuments and started stocktaking of especially younger architecture and town-planning. Still, a lot remains to be done on this field in the 'West'! Borders fade. But with the introduction of new fields of work we may not forget the old. Not the older monuments, since we are occupied with the young, not the Dutch, being directed at the whole world. After the question of what we study, the question rises how. Our purpose always was protection. Unlike nature culture cannot renew herself: we have to 'maintain'. And then mankind also is a piece of nature with continuous new desires to which the extant has been adapted. 'Maintain' as well as 'adapt to' means: to change. We can let nature change the made - how beautifully weathered the ruins are! - but we can also preserve the weathering - until now. Replacement of weathered material by new in the shape of colour it used to have is another possibility. Also opinions about this sort of alterations are constantly changing. Thus a platform like the KNOB at national level or ICOMOS at international level will always be needed. That's why: an extremely good manifesto in 10 years. One that states that we are occupied with changing instead of static affairs. Alterations must be directed professionally in a careful and modest way. For the real is infinitely more valuable than the copy.
