Sexueller Kindesmissbrauch (SKM) ist in Deutschland und international recht weit verbreitet und hat oft schwerwiegende und langfristige Folgen für die Betroffenen. Wie Öffentlichkeit und Politik das gesellschaftliche Problem des sexuellen Kindesmissbrauchs wahrnehmen und welche Präventions- und Interventionsansätze verfolgt werden, hängt maßgeblich auch von der medialen Berichterstattung ab. Hier zeigt die bisherige kommunikationswissenschaftliche Forschung sowohl Stärken als auch Schwächen medialer SKM-Repräsentationen auf: Einerseits tragen Medien dazu bei, sexuellen Kindesmissbrauch aufzudecken, Betroffenen eine Stimme zu geben und die Öffentlichkeit zu sensibilisieren. Andererseits wird oft klischeehaft und reißerisch berichtet, zuweilen zum Schaden der Betroffenen. Die Forschung zu Inhalten und Qualitätsmerkmalen medialer Berichterstattung über sexuellen Kindesmissbrauch hat einen wichtigen Aspekt bislang völlig ausgeblendet, nämlich die Verwendung von Bildern. Dabei ist die Ikonografie (d. h. die Menge der typischen Bildmotive für ein Thema) ein wichtiges Element medialer Berichterstattung, sie generiert Aufmerksamkeit und Emotionen. Hier setzt die vorliegende Studie an. Sie beantwortet folgende Forschungsfragen: Wie oft werden in der Presseberichterstattung über sexuellen Kindesmissbrauch Symbolbilder genutzt und welche Bildmotive kommen dabei zum Einsatz? Ergänzend wird auch untersucht: Wie oft werden in Präventionsmaterialien von Fachberatungsstellen zu sexuellem Kindesmissbrauch Symbolbilder genutzt und mit welchen Bildmotiven wird dort gearbeitet? Um die jeweiligen Ikonografien des sexuellen Kindesmissbrauchs herauszuarbeiten, wurden eine Stichprobe von N = 1437 deutschsprachigen Online-Presseartikeln über SKM sowie eine Stichprobe von N = 230 deutschsprachigen SKM-Präventionsmaterialien gezogen und die dort enthaltenen Symbolbilder jeweils separat einer standardisierten Bildinhaltsanalyse unterzogen. Es zeigte sich, dass 29.2 % der Online-Presseartikel und 62.0 % der Präventionsmaterialien Symbolbilder nutzten. Die analysierten 419 SKM-Symbolbilder der Presse orientieren sich am Framing der Kriminalberichterstattung und visualisieren 1. Tatkontexte, 2. Tathergang und Beteiligte sowie 3. Tatfolgen für die Beteiligten. Für die Präventionsmaterialien war anhand von 450 Symbolbildern eine SKM-Ikonografie nachweisbar, die sich am Framing der Präventionsansätze orientiert und 1. Primärprävention, 2. Sekundärprävention und 3. Tertiärprävention abbildet. Der Beitrag vergleicht die beiden SKM-Ikonografien, diskutiert die Bildtypen kritisch im Hinblick auf Kriterien der Medienqualität und Medienethik und unterbreitet Verbesserungsvorschläge. ; Child sexual abuse (CSA) is quite widespread in Germany and internationally and often has serious and long-term consequences for those affected. How the public and politicians perceive the social problem of CSA and which prevention and intervention approaches are pursued depend to a large extent on media reporting. In this regard, previous communication science research shows both strengths and weaknesses of CSA-related media representations: On the one hand, the media contribute to uncovering CSA, giving those affected a voice and raising public awareness. On the other, media reports are often biased, clichéd and lurid, sometimes to the detriment of those affected. Research into the content and quality features of media reporting on CSA has so far completely ignored one important aspect, namely the use of images. The Iconography (i.e. the set of typical image motifs for a topic), however, is an important element of media coverage; it generates attention and emotions. This is where the present study comes in. It answers the following research questions: How often are symbolic images used in press coverage of CSA, and what image motifs are used? and examines two related ones: How often are symbolic images used in prevention materials created by specialized counselling centers and what image motifs are used in those materials? In order to work out the respective iconographies of CSA, a sample of N = 1,437 CSA-related German-language online press articles and a sample of N = 230 German-language CSA prevention materials were drawn. The symbol images contained therein were each subjected separately to a standardized image content analysis. The analysis showed that 29.2% of the online press articles and 62.0% of the prevention materials used symbolic images. The analyzed 419 CSA stock photos of the press revealed a CSA iconography related to criminal reporting that visualizes 1. crime contexts, 2. course of the crime and people involved, and 3. consequences of the crime for the people involved. For the prevention materials, based on 450 symbol images, a CSA iconography was identified that is oriented to the framing of prevention approaches and depicts 1. primary prevention, 2. secondary prevention, and 3. tertiary prevention. The article compares the two CSA iconographies, discusses the image types critically with regard to criteria of media quality and media ethics, and makes suggestions for improvement.

Die vorliegende Arbeit untersucht das Phänomen der Ästhetisierung in der Breite der politischen Tätigkeiten des frühen Zionismus' Theodor Herzl'scher Prägung, dem sogenannten politischen Zionismus. Sie zielt darauf ab, zu zeigen, dass erst der Blick auf das Ästhetische die epistemologischen und wissenschaftstheoretischen Problemstellungen aufzudecken vermag, denen sich die zionistische Organisation in diesen ersten Jahren der Bewegung, zwischen 1897 und 1904, ausgesetzt sah und die sich in verschiedenen Krisen manifestierten. Die Untersuchung hat drei verschiedene Orte und Institutionen des Politischen zum Gegenstand, die jeweils eigene mediale Formen hervorbringen. Das erste Kapitel untersucht anhand der Prosatexte von zwei Autoren, Erich Marburg und Heinrich York-Steiner, die politische Literatur, wie sie in der von Theodor Herzl begründeten Zeitschrift Die Welt in den ersten Jahren publiziert wurde. Dieses Kapitel liefert zugleich eine theoretische und methodische Begründung der Arbeit. Die literarischen Texte werfen auf verschiedene Weise die Frage nach einer theoretischen Grundlegung des Jüdischen in der Gegenwart auf, die auf zwei einander ausschliessende Weisen gewonnen wird – einmal durch eine Methode der Rationalisierung und Verwissenschaftlichung, einmal durch das Betonen des Symbolischen und Unabwägbaren. Über die ästhetische Begrifflichkeit und die damit zusammenhängenden ästhetischen Diskurse werden die literarischen Texte als Modelle hermeneutischer und soziologischer Theoriekonstellationen sichtbar, die sich an Problemen der Geisteswissenschaften, wie sie etwa Wilhelm Dilthey formuliert hat, und dem Positivismus' Auguste Comte'scher Prägung abarbeiten. Das zweite Kapitel untersucht die Stenographischen Protokolle des 6. Zionistischen Kongress, der die sogenannte Ostafrikafrage zum Gegenstand hatte, eine konkrete politische Krise, die allerdings in deutlichem Zusammenhang steht mit den – in sich gespaltenen – epistemologischen Prämissen des Herzlschen Zionismus. In diesem Kapitel streitet das 'Gefühl' der Delegierten mit dem politischen Pragmatismus der Führung und wird das Theater, genauer die Tragödie, zum ästhetischen Reflexionsmedium dieses Streits. Das dritte Kapitel rückt die Mediatisierungen einer der ersten wissenschaftlichen Unternehmungen des politischen Zionismus in den Vordergrund, Leo Motzkins Expedition nach Palästina im Jahre 1898. Hier formen der Blick und vor allem Rückblick Motzkins auf die Expedition, die Nachwirkungen, die das Unternehmen in Motzkins Leben und Schreiben hat die Aporien der programmatischen und wissenstheoretischen Vorgaben des Frühen Zionismus. Alle drei Kapitel sind ästhetische Lektüren und wissenspoetologische Analysen der Möglichkeitsbedingungen der zionistischen Gesellschaftsutopie. * The dissertation analyses the phenomenon of aesthetisation in an early form of Zionism, the so-called political Zionism which was propagated by Theodor Herzl. It aims at showing that epistemological problems and problems of scientific theory within political Zionism can only be perceived by focusing on its aesthetics, which in turn reveal the early crises of the movement, between 1897 and 1904. The dissertation analyes three different topoi and institutions of the political which in turn generate their own mediatisations. The first chapter studies the political literature published in Theodor Herzl's Die Welt by focusing on the texts of two authors, Erich Marburg and Heinrich York-Steiner. In this chapter the methodology of the dissertation is presented and justified. The texts of these two authors reflect the question of a theoretical justification of present-day Judaism. This justification is reached by combining two different methods: rationalisation and scientification on the one hand and an emphasis on symbolisation and the imponderable on the other. By focusing on aesthetic concepts and the discourses related to them between 1800 and 1900 it becomes clear that the texts of both authors are conceived as models of hermeneutic and sociological constellations of theory which in turn reflect fundamental questions of the theory of the human sciences as conceived by Wilhelm Dilthey and positivism as devised by Auguste Comte. The second chapter studies the theatrically conceived Zionist congresses of early Zionism. By focusing on the sixth Zionist congress in 1903 in which the "Ostafrika"-scheme was discussed, it adresses a specific political crisis that, as will be shown, is connected with the – in itself problematic – epistemological premises of Herzlian Zionism. In this chapter the 'feeling' of the delegates is in clinch with the political pragmatism of the leaders of the organisation. Theatre, or, to be precise, tragedy becomes the aesthetic medium of reflection in this discussion. The third chapter studies the mediatisations of one of the first scientific undertakings of early Zionism, Leo Motzkin's expedition to Palestine in 1898. Here it is the focus on Motzkin's gaze and the perspective of his recollection during and after the expedition as well as the reverberations that the expedition generated in his life and writing that reveal a specific aspect of the aporia of the programmatic and epistemological premises of early Zionism. All three chapters constitute aesthetic readings and analyses focusing on the poetology of knowledge that aim at analysing the conditions of possibility of the social utopia of Zionism.

Schon die Raumkonzeptionen des Altertums waren von ihren Einbindungen in Kommunikationsprozesse, in politische, soziale, religiöse oder technische Kontexte beeinflusst, die sich im Erscheinungsbild der Bauwerke niederschlugen. Sie waren Ergebnisse ihrer Entstehungszeiten und ihrer geografischen Ursprungsräume. Im Lauf der Jahrhunderte und nicht zuletzt beim Eintritt der antiken Räume in die Museen haben sich ihre Funktionen und Bedeutungen gewandelt. Eingebettet in kluge Inszenierungen können die Architektursegmente ihren Besuchern dort als überkommene Berichterstatter der antiken Welt sehr viel "erzählen". Dies möglich zu machen, sie zum "Sprechen" zu bewegen, ist heute Sache der Museen im Rahmen ihres Bildungsauftrags und was es hierzu braucht, sind besuchergerechte und zeitgemäße Präsentationskonzepte. Mit der vergleichenden, international angelegten Analyse gegenwärtiger Inszenierungen antiker Räume in ausgewählten Museen, namentlich dem Akropolismuseum in Athen, dem British Museum in London und dem Pergamonmuseum in Berlin, soll die vorliegende Untersuchung einen exemplarisch orientierten Beitrag zur Beantwortung der weiten Fragestellung nach der Art und Weise der musealen Darstellung antiker Architektur, antiker Raumvorstellungen und -konzeptionen sowie ihrer aktuellen Rezeption leisten. Wie also werden die in der Antike gebauten Räume im Museum heute konkret präsentiert? (Wie) Wirken die antiken Vorstellungen vom Raum, die sich in Architektur ausformulierten, im musealen Rahmen weiter? In welchem Verhältnis stehen museale Inszenierung und Wissensvermittlung? Nachdem grundlegende Aspekte zunächst auf theoretischer Ebene erörtert und die aktuellen Anforderungen an die museale Präsentation antiker Räume herausgearbeitet werden, werden anschließend explizit drei Inszenierungen berühmter antiker Architekturen beleuchtet, die auf drei unterschiedlichen Visualisierungskonzepten zur Vergegenwärtigung antiker Räume in musealen Kontexten basieren. Dabei handelt es sich um drei sehr prominente Museumsräume: die Parthenon-Galerie im Akropolismuseum, die einen großen Teil der Parthenonskulpturen beherbergt, die Duveen Gallery im British Museum, in der die nach London verbrachten Parthenonskulpturen aufbewahrt sind, und der Altarsaal im Pergamonmuseum, der dem Pergamonaltar als Präsentationsort dient. Diese Architekturen sind in eigens für sie errichteten Museumsräumen gezeigt, gehören zu den Hauptattraktionen der betreffenden Museen und tragen dementsprechend eine große Verantwortung auf der Wissenschafts-, der Bildungs- und letztendlich durchaus auch auf der ökonomischen Ebene. Die Rezeption rückt auf der Basis einer empirischen Besucherstudie am Beispiel des Altarsaals im Berliner Pergamonmuseum in den Blickpunkt, bevor ein konkreter Vergleich prägnanter Ergebnisse Gemeinsamkeiten, Ähnlichkeiten und Unterschiede der analysierten Inszenierungen herausstellt, einordnet und kommentiert. ; Spatial concepts in ancient times, influenced by their involvement in communication processes, political, social, religious or technical context, have yet affected the visual appearance of constructions. As a result of their time of origin and their geographical source space, their function and meaning have changed over the centuries, not least owing to the occurrence of ancient rooms in museums. Embedded in smart stagings, the architectural segments serve as traditional story tellers of the ancient world. It's the commission of museums and part of their educational task to let the architecture 'speak', using contemporary and visitor oriented presentational concepts. Using a comparative, international study of contemporary stagings of ancient space in selected museums, which namely are the Acropolis Museum in Athens, the British Museum in London and the Pergamonmuseum in Berlin, the presented exploration is meant to give an exemplary oriented contribution facing the complex problem of how ancient architecture and ancient room concepts as well as their current reception are presented in museums. How are structures, built in ancient times, being presented in museums nowadays? How does the ancient concept of space, reflected by architecture, appear to the museum context? How does the museum staging relate to transfer of knowledge? After discussing fundamental aspects theoretically and presenting current requirements concerning museum presentation of ancient rooms, a closer look will be taken at three particular stagings of renowned ancient architecture, which are based on three different visualizing concepts showing the realization of ancient spaces in museum contexts: The Parthenon Gallery at the Acropolis Museum, which holds a major part of the Parthenon Sculptures, the Duveen Gallery of the British Museum, keeping the Parthenon Sculptures that have been brought to London and the Pergamonmuseum's Altar Room, as a venue to the Pergamon Altar. These architectures are shown in museum spaces that have specifically been established for that reason, being part of the main attractions of said museums. Thus, they bear great responsibility regarding scientific, educational and also economic reasons. The reception focuses on an empiric visitor survey stressing the Altar Room of the Pergamonmuseum Berlin, followed by a concrete comparison of concise results highlighting, classifying and commenting similarities, resemblances and differences of the analyzed stagings.

Das Thema Gute Arbeit und Gesundheit ist seit Jahren für Betriebsräte hochrelevant. Das bestätigen die hier vorgestellten Daten der repräsentativen und branchenübergreifenden WSI-Betriebsrätebefragung 2015. Die Mehrzahl der Betriebsräte vertritt Belegschaften, die in hohem Ausmaß unter Termin- und Zeitdruck und hoher Arbeitsintensität arbeiten. Damit zeigt sich, dass Arbeitsintensivierung, Leistungsdruck, Überstunden und ein zu geringer Personalbestand den Alltag in vielen Betrieben widerspiegeln. Die hier dargelegten Ergebnisse zeigen auch, wie sehr psychische Arbeitsbelastungen abhängig sind nicht nur von den hohen individuellen Anforderungen, sondern auch von den (gestaltbaren) betrieblichen Rahmenbedingungen. Durch Umstrukturierungen und Personalentlassungen, aber auch durch Aufgabenzuwachs bei Personalmangel steigt der Arbeitsdruck in den Belegschaften signifikant an. Die zentralen Ansatzpunkte, solch belastende Arbeitsbedingungen anzugehen, zu vermindern und zu regulieren, liegen im Arbeits- und Gesundheitsschutz. Denn auch belastende Ansätze der Arbeitsorganisation oder der Arbeitszeitregulierung können über die Normen und Instrumente des Arbeits- und Gesundheitsschutzes gestaltet werden. Allerdings werden die rechtliche Möglichkeiten des Arbeitsschutzgesetzes bisher zu wenig mit diesen Arbeitsbelastungen in Verbindung gebracht und folglich zu wenig genutzt. Dabei bietet das Arbeitsschutzgesetz mit dem Instrument der Gefährdungsbeurteilungen (§ 5 ArbSchG) ein rechtlich normiertes Verfahren an, um komplexe gesundheitsgefährdende Arbeitsbelastungen zu bearbeiten. Die hier ermittelte äußerst schwache Umsetzung der Gefährdungsbeurteilungen psychischer Belastungen ist für den Status Quo des betrieblichen Arbeits- und Gesundheitsschutzes äußerst bedenklich und auch für die zukünftige Gestaltung der digitalen Arbeitswelt (Arbeiten 4.0) von enormer Handlungsrelevanz. Dabei liegen die Lösungsansätze auf der Hand: Betriebe, die sich sozialpartnerschaftlich über Betriebsvereinbarungen zur Umsetzung von Gefährdungsbeurteilungen psychischer Belastungen entschlossen haben, sind hier deutlich erfolgreicher. Es mangelt in den Betrieben, auch bei den Interessenvertretungen, oft an Kompetenz für systematisches Arbeitsschutzhandeln und ganzheitliche Prävention. Über eine bessere Schulung der Akteure in Bezug auf gesundheitsgefährdende Arbeitsbelastungen und den Möglichkeiten und jeweiligen Verfahren der Gefährdungsbeurteilungen ließen sich deutliche Erfolge erwarten. ; Good jobs and health are topics that have been highly relevant for works councils for many years. This is confirmed by the data presented here from the WSI Works Council Survey 2015 of a representative cross-section of industries. The majority of works councils represent workforces that work under high levels of deadline and time pressure and high work intensity. In general, it is shown that work intensification, performance pressure, overtime hours and insufficient staffing levels are part of the everyday work environment in many companies. The results discussed here also show the extent to which psychosocial work stress is influenced by factors of the organizational working environment (the design of which is affected by policies and decisions). Restructuring measures and downsizing, but also increasing workloads due to staff shortages, lead to significant increases in workload pressure on the workforce. The main interventions with which to respond to these stressful working conditions, to mitigate and control them, can be found in the occupational safety and health fields. The norms and instruments of occupational safety and health can also be used to address risk factors related to work organization or working time policies. However, it is still too common for these workplace risks to be left out of the picture when considering measures stipulated in occupational safety and health legislation - and they have been accordingly underutilized. This, despite the fact that the Safety and Health at Work Act provides for a normed process, namely the instrument of risk assessments (sec. 5, Safety and Health at Work Act), with which to address workplace stress and the complex health risks associated with it. The findings here highlight the exceptionally weak implementation of risk assessments for psychosocial hazards, which is an especially alarming aspect of the current state of occupational health and safety, and of enormous relevance in terms of action required for the design of the future digital workplace (Work 4.0). Yet one does not need to look far for ways to resolve this deficiency: Companies that have, in a spirit of social partnership, resolved to conclude company agreements with their works councils on risk assessments for psychosocial hazards are shown to be significantly more successful. In companies, and in works councils as well, there is often a lack of competency in the systematic implementation of occupational safety principles and in comprehensive risk prevention. Better training of the relevant actors concerning the health risks of work stress and the opportunities and process of risk assessments would go a long way toward improving implementation of comprehensive risk assessments.

Die Dissertation wurde eingereicht unter dem Titel "Baukultur und Bauherren - Untersuchungen baukultureller Qualität, Definitionen, Beschreibungen, Modelle ihrer Strukturen und Beziehungen". Dieser Titel ist parallel zur Online-Veröffentlichung in gedruckter Form im Universitätsverlag der TU Berlin erschienen: ISBN 978-3-7983-2722-1 ; Die Arbeit entstand aus dem Rückblick auf Berufserfahrungen, aus dem Resümee von Einsichten als Architekt mit Bauherrenaufgaben einer öffentlichen Bauverwaltung. Ich formulierte Hypothesen als Anregung weiterer Erörterungen und um der bisher beliebigen und fragmentarischen Unbestimmtheit der Begriffe 'Baukultur' und 'Bauherren' ein ganzheitliches Verständnis entgegenzusetzen und die Position von Bauherren als bau-kulturelle Akteure erkennbar zu machen. Zur Erklärung des Begriffs 'Baukultur' wurden drei sich ergänzende Modelle vorgestellt: 1.) Die gesellschaftliche Teil-Kultur mit fünf Elementen, die den baukulturellen Status begründen, 2.) Ihr normativ qualitätsbestimmendes Meta-System mit einer mehrdimensionalen Qualitäts-Struktur und 3.) Baukultur als dynamischer Zusammenhang kultureller Elemente, die sich aus expliziten Einflüssen und individueller Kreativität verändern. Diese Sichtweisen widersprechen mancher heutigen Auffassung, in der man Baukultur als besondere Qualität des Bauens und von Architektur versteht, ohne dass sie dafür genauer bestimmt wird. Daher wurden die heutige Definition des Qualitätsbegriffs und mehrere zeitgenössische Bewertungs-Systeme des Bauens analysiert, aus allem eine Typologie und eine mehrdimensionale Gesamt-Beschreibung von Qualitäten bzw. Qualitäts-Kategorien des Bauens und der Baukultur entwickelt. Dazu gehören psychische Grundbedürfnisse als Qualitätsansprüche an das Bauen, die in einem Modell beschrieben wurden. Bauherren definierte ich durch fünf ihrer wesentlichen Merkmale und entwarf eine Typologie von sechs wert-orientierten Bauherren-Modellen. Für ihre Aufgaben entwickelte ich einen neuen prozessorientierten Gesamt-Katalog, für alle ihre delegierbaren und nicht delegierbaren Aufgaben. Er wurde ergänzt durch einen Vorschlag, die dort enthaltenen nicht-delegierbaren 'Kernaufgaben' nach dem Konzept der 'Prinzipal-Agent-Theorie' von den delegierbaren abzugrenzen. Ich fügte Beschreibungen baukultureller Wirkungen und ein Kompetenzprofil für professionelle Bauherren hinzu, für die ich baufachliche und architektonische Kompetenz für nötig halte. Abschließend stellte ich als Beispiel eines professionell institutionellen Bauherrn eine öffentlichen Bauverwaltung in Berlin vor und ihre baukulturelle Positionierung. Beschrieben wurde ihre Geschichte, ihre Organisation, ihre Aufgaben und Leistungen, ihre personellen und finanziellen Ressourcen, ihre Einbindung in Zusammenhänge von Politik und Verwaltung sowie neuere Veränderungen ihres Selbstverständnisses. ; The paper was created based on professional experience and the summary of insights gained as architect with property developer functions within a public building authority. I formulated hypotheses to motivate further discussions and to counteract the current random and fragmented vagueness of the terms 'building culture' and 'property developer' with a holistic understanding and to redefine the position of property developers as players within building culture. Three complementary models are presented to explain the 'building culture: 1.) The social secondary culture with five elements, which establish the building culture status, 2.) their normative meta-system which determines quality with a multi-dimensional quality structure and 3.) building culture as a dynamic connection between cultural elements which change due to explicit influences and individual creativity. These views contradict some of today's opinions in which building culture is understood to be "outstanding quality" of construction and architecture, whilst not defining those aspects in detail. Therefore, today's definition of the quality term and several contemporary building evaluation systems were analysed and based on all the above. A typology and a multidimensional overall quality description or quality categories for buildings has been developed. These include psychological basic needs as quality requirements for buildings which are described in a model. I define "property developers" with five of their most substantial features and created a typology of six value based property developer models. I developed a new process-oriented complete catalogue for their tasks detailing those that can be delegated and those that cannot be delegated. This was supplemented with a suggestion that those "core tasks" which cannot be delegated from those that can be delegated according to the "Principal-Agent-Theory" are differentiated. I added descriptions of building culture effects and a skill profile for professional property developers which I consider necessary for building trade and architectural skills. Finally, I provided an example of a professional institutional property developer based on a public building authority in Berlin and their building culture positioning. I described their history, organisation, tasks and services, their personal and financial resources, their inclusion in the political and administration context and recent changes with regards to their identity.

Trotz des Stellenwertes des Fernsehens ist der Stand der quantitativen und qualitativen wis-senschaftlichen Literatur im Rahmen der Fernsehfinanzierung eher dürftig. Zurzeit gibt es kein umfassendes Standardwerk zur analogen und digitalen Fernsehfinanzierung. Neben der Veröffentlichung und der Aufsatzsammlung von Pethig und Blind (1989) gibt es eine Reihe von Einzelveröffentlichungen, die sich leider nur ausschnittsweise dem Thema Fernsehfinan-zierung widmen. Diese Arbeit beschäftigt sich, im Gegensatz zur politischen Ökonomie, mit der traditionellen Medienökonomie auf der Makro- und Mikroebene der theoretischen Wirtschaftswissenschaf-ten. Sie hat das Ziel, die Finanzierung des Fernsehens objektiv zu analysieren, die ökonomi-schen Verhaltensweisen der beteiligten Marktteilnehmer darzustellen und deren Veränderun-gen im Zuge der Digitalisierung zu beschreiben. Mit der Digitalisierung verändert sich ebenfalls die gesellschaftliche Bedeutung des Fernse-hens und das führt zu Veränderungen und Anpassungen der einzelnen Eigenschaften des Gu-tes "Information". Zum einen ist Fernsehen ein kulturelles und meritorisches Gut, das im öf-fentlich-rechtlichen Fernsehen zur Erfüllung des gesellschaftlichen Auftrages des Staatsvertrages begründet ist. Zum anderen ist es ein privates Gut, das traditionell im ökono-mischen Wettbewerb markwirtschaftlich bewertet und gehandelt wird. Im ersten Teil der Arbeit werden die analogen Erlösquellen der Rundfunkanstalten umfassend dargestellt und definiert. Es gibt unterschiedliche Definitionen und Einordnungen der Fern-sehfinanzierung. Fernsehangebote werden z.B. als entgelt-, werbe- und mischfinanziert defi-niert, ebenfalls geläufig ist die Unterscheidung in Werbe-, Zuschauer- und Dienstleistungsfi-nanzierung. Mit der Digitalisierung des Fernsehens verlassen wir zunehmend den Bereich der klassischen Finanzierung von analogen Fernsehangeboten und ergänzen diese um Modelle, die uns aus der Internet- und Netzwerkökonomie von Negroponte, Shapiro/Varian, Zerdick/Picot/Schrape bekannt sind. Der zweite Teil der Arbeit untersucht die Auswirkungen der Digitalisierung auf die Fernsehfinanzierung und bildet die neuen und veränderten Erlösquellen ab. Die Digitalisierung und die Aussicht auf neue Vertriebswege und Verbreitungswege von In-formationen führen zwangsläufig zu Veränderungen des Fernsehmarktes und der Infragestel-lung des öffentlich-rechtlichen Fernsehauftrages und einer neuen Bewertung dieses Auftrages. Dies hat nicht nur Auswirkungen auf die Fernsehfinanzierung, sondern erfordert im gleichen Maße eine Anpassung der Businessmodelle und deren Wertschöpfungsketten. Neue Akteure werden sich am digitalen Fernsehmarkt behaupten, Machtpositionen infrage stellen und gege-benenfalls alte Fernsehanbieter ablösen. ; Considering the central importance of television today, there are comparatively few quantita-tive and qualitative studies on television financing. Indeed, there is currently no definitive, comprehensive standard work on analog and digital television financing. Apart from Pethig and Blind's publication and collection of essays (1989), there are a number of monographs that deal with the subject of television financing; however, they unfortunately treat only cer-tain aspects of the topic. This thesis deals with traditional media economics within the framework of theoretical macro- and microeconomics rather than with political economy. It aims to take an objective look at television financing and to show how market participants behave economically and how their behavior is changing due to the process of digitalization. As television becomes digitalized, its role in society and the characteristics defining informa-tion as an economic good will change, as well. On the one hand, television is a cultural and meritorious good, that constitutes public service broadcasting and fulfills the social mission stipulated in the state broadcasting law. On the other hand, television is a private good, and as such is traditionally valuated and marketed according to the rules of economic competition. The first part of my thesis provides a comprehensive overview and description of the analog revenue sources of broadcasting corporations. The ways in which television programming is funded can be defined and classified differently, e.g. some distinguish between fee-based, advertising-based, and mixed-funding systems, while categorization according to advertising-, audience- and service-based funding models is also widespread. Due to the digitalization of television, the conventional funding models of analog television are increasingly being replaced and supplemented by new models known from the Internet and network economy as described by Negroponte, Shapiro/Varian, and Ze-dick/Picot/Schrape. The second part of my thesis examines the impact of digitalization on television funding and describes the new and diversified revenue sources. Digitalization and new ways of distributing and transmitting information will inevitably lead to changes in the television market. The mission of public service television will be chal-lenged and will have to be reevaluated. This will not only affect television funding but will also require business models and their value chains to be adapted. New players will assert themselves on the television market, challenging current positions of power and perhaps ulti-mately even replacing current television providers.

Diktatoren in autoritären Regimes nutzen z. B. die politische Inszenierung, um die Aufmerksamkeit der Masse auf sich zu lenken. Auch Politiker in repräsentativen Demokratien verwenden das Mittel symbolischer Politik und lassen beispielsweise fast alle Botschaften visualisieren. Durch die Massenmedien werden die politische Inszenierung sowie die Images der Politiker überall verbreitet. Die politische Darstellung und das "Making" des Images "können gleichermaßen zur Verschleierung oder zur Transparenz, zur Stabilisierung oder Erschütterung von Machtverhältnissen beitragen." Es ist nicht übertrieben zu sagen, daß das zwanzigste Jahrhundert ohne politische Inszenierungen nicht vorstellbar ist. Die Entwicklung in Taiwan bietet sich als ein gutes Beispiel an. 50 Jahre, von 1949 bis 2000, dauerte der Prozess der Demokratisierung und brachte 5 Präsidenten hervor. Von Autokratie zur Demokratie, von Zensur zur Pressefreiheit. Wie stellt sich der Politiker dar? Welches Image möchte der Politiker hinterlassen oder erreichen, und wie möchte er vom Publikum wahrgenommen werden? Sind sie alle erfolgreich? Oder gibt es eine große Kluft zwischen Ideal und Realität? Zusammenfassend wird hier folgendes herausgearbeitet: Erstens, welches Image gibt sich jeder Präsident; und zweitens, wo liegt der Unterschied zwischen der Imagepolitik im autoritären Regime und der Imagepflege in der demokratischen Gesellschaft? Es gibt verschiedene Medien, um das Image eines Politikers herzustellen, zu vermitteln und zu prägen. Früher war nur wenig Material vorhanden, aber heutzutage liegt umfangreicher Forschungsstoff vor, um das Image der Eliten zu analysieren. In dieser Arbeit wird nur das Bildmaterial bzw. die offizielle Photographie verwendet. Die Gründe dafür sind folgende: Erstens befindet sich der Gegenstand meiner Beobachtung – diese fünf Präsidenten – im modernen Zeitalter. Das Foto als Medium zur Politik- oder Imagevermittlung wird gegenüber Gemälden oder Skulpturen bevorzugt. Auch für den Forscher sind Photos eher zugänglich als andere Medien. Es sei denn, daß Gemälde und Skulpturen auch photographiert werden und als Album erscheinen. Zweitens sind die offiziellen Photos wichtig, weil sie die Subjektivität eines Politikers präsentieren. Daß heißt, sie sind Abbilder, in denen das gewollte Image vermittelt wird. Diese Photos erfahren immer eine besondere Behandlung und sind absichtlich ausgewählt, um das Ziel des Politikers zu erreichen. ; In this paper, the following questions are asked: are Taiwanese politicians – especially the 5 former and current presidents -- the same as what western politicians emphasize as the "making of images"? If so, what kind of images did they want to achieve and convey to the public? How big is the gap between the image and the reality? What differences in image making are there between authoritarian and democratic era? The research began with an observation of daily politics and was inspired by theories of political communications, especially the critics and analysis of the political acting by politicians. In order to find the answers above, two aspects must be considered: micro-analysis and macro-analysis of political situations in Taiwan. The micro-analysis tries to explore the characters and mentality of a politician; and through the macro-analysis, the individual would be put in the process of political and social changes, and we can see how the exterior factors influence a politician, his choice and his decision. There are plenty of materials and mediums to mold and to transmit the image of a politician. In the past, they could be the legends and poetries about heroes; the magnificent architectures, sculptures, paintings of rulers, or a face on the coin. These historical heritages help us find out the images of ancient politicians. At present time, the contemporary politicians still attract the attentions of the public through visualized objects, but the mediums are much more different. The invention of photography is like the Pandora box being opened. It enabled the politician to transfer the information to the public more quickly, more conveniently and massively. As for the public, the pictures of a politician are easier to access than paintings or sculptures. A politician would take a lot of pictures during his career, which makes it difficult to collect and analyze all these materials in the research. Therefore, the study here would focus only on the official or semi-official photos of those presidents. The reason is that, these kinds of pictures represent and reveal the ideas and intentions of a politician. In other words, the official photos are through specific work and are manufactured to meet the purpose and the image that a politician wishes.

Quedlinburg was put on UNESCO's list of World Cultural Heritage in 1994. When prep aring for being put on the list, however especially since it was put on the list, the objectives of urban developmental preservation of historical monuments and how they are implemented have gained an influence on the development of the historical Old City. In the present paper, we wish to pursue the question of which processes of urban development the title of World Cultural Heritage has specifically made itself noticeable in and whether this special status may be assessed as being positive or negative for the vitality of the city. The initial situation of the Old City of Quedlinburg was very precarious after the political changes. The large-area ensemble of half- timbered houses threatened to fall into disrepair after a deficit of upkeep lasting decades. As with other Old Cities in the new Federal states, they practised a new cautious approach to dealing with the substance of the buildings. However, this was increasingly restricted as a result of the scarcity of city's funds. Of course, this city is financially supported by the state of Saxony-Anhalt, the Federal Ministry and other institutions such as the German Foundation for the Preservation of Historical Monuments to carry out the most urgent measures for preservation. However, the reconstruction tasks exceed the available budget. Even the title of World Cultural Heritage does not directly help the city any further because no funds are linked with it. Furthermore, the fact that it has been named World Cultural Heritage strengthens them in the path they have selected of according greater weight to strict regulations of the preservation of historical monuments in urban development than quick investments. This means that the negotiating positions of the players involved in the process of urban development become polarised. Persons representing the preservation of historical monuments and urban planners reject investment projects as being "not compatible with the city" in order to maintain the regulations of the preservation of historical monuments and also to retain the title of World Cultural Heritage. The process of reconstruction and urban development is slowed down as a result of this, which is fatal for saving buildings threatening to collapse and is an obstruction to the general revitalisation of the city centre. Our article uses example cases to show which problem areas in the city centre there are in the question of the quality of living, closing gaps in buildings and urban tourism. We have selected these three points to be representative for the three most important aspects of the development of an Old City: the quality of living as a question primarily of social spaces, how to deal with closing gaps in buildings as a design-aesthetic problem, and urban tourism as an economic factor for the city centre that is under the preservation of historical monuments. We can state that the title of World Cultural Heritage in Quedlinburg leads to the objectives of the preservation of historical monuments being more strictly maintained as is the case in other cities. The fame and attractiveness of Quedlinburg that is linked with this title are a help to the city. On the other hand, they require that the masses of tourists be managed not to diminish the successes achieved in reconstruction by overtaxing it and still to maintain the city centre of Quedlinburg as a residential area.
Siirtymiä ja ajan merkkejä koulutuksessa: Opetussuunnitelmatutkimuksen näkökulmia -teos jatkaa opetussuunnitelmakeskustelua, joka käynnistyi vuonna 2017 julkaistussa ensimmäisessä suomenkielisessä opetussuunnitelmatutkimusta käsittelevässä teoksessa. Teoksen johdantoartikkelin jälkeiset 14 vertaisarvioitua artikkelia jakaantuvat neljään teemakokonaisuuteen, joiden merkittävin yhteinen nimittäjä on huoli saksalais-pohjoiseurooppalaisen Bildung/Didaktiikka -opetussuunnitelmatradition ajautumisesta entistä ahtaammalle oppimisteorioiden jäsentämän, taitoihin ja kompetensseihin rajoittuvan, näennäisesti epäpoliittisen angloamerikkalaisen curriculum-opetussuunnitelmatradition ja sen poliittisen aisaparin, uusliberalismin, puristuksessa. Ensimmäisessä teemassa "Tieto ja sivistys antiikista globaaliin" käsitellään sivistystä ja tietoa suomalaisessa opetussuunnitelmakeskustelussa. Teemassa jäljitetään niitä antiikkiin palautuvia, edelleen ajankohtaisia, historiallisia merkityskerroksia, joita sivistyksen käsitteeseen sisältyy. Lisäksi teemassa avataan spenceriläistä kasvatusajattelua ja sen vaikutusta suomalaiseen opetussuunnitelma-ajatteluun. Ajankohtaista opetussuunnitelmien tarkastelua edustaa pohdinta ekososiaaliseen sivistykseen ja oikeudenmukaisuuteen kasvattamisesta. Teeman päättää kriittinen länsimaisen, valkoista elitismiä ja rodullis-etnistä ylemmyyttä henkivän, sivistyskäsityksen tarkastelu. Toisessa teemassa "Opetussuunnitelmapolitiikan historiallisia ja ajankohtaisia painotuksia" tarkastellaan varhaiskasvatuksen rakenteiden muutosta tehden samalla näkyväksi niitä oletuksia, joita liitämme kasvatukseen ja sen tehtävään yhteiskunnassa. Niin ikään suomalaisen perusopetuksen opetussuunnitelmaprosessit, erityisesti vuoden 2014 opetussuunnitelman perusteiden uudistamisen prosessi sekä paikallistason opetussuunnitelmatyö, ovat käsiteltäviä sisältöjä teoksen toisessa teemassa. Teeman lopussa kyseenalaistetaan historiaan peilaten arkiymmärryksemme siitä, että opetusta on aina suunniteltava tavoitteet edellä. Kolmannessa teemassa "Tiedonaloja ajassa" pohditaan tiedonalalähtöisyyteen perustuvan oppiainejakoisen kokonaisopetuksen yleissivistäviä vaikutuksia, samoin taidekasvatuksen suhdetta kulttuuriin, mediaan ja subjektiin. Lisäksi havainto siitä, miten sekularistisissa kansalaisuustarkasteluissa kansalaisuuden katsomukselliseen perustaan liittyvät kysymykset pyritään sivuuttamaan tai sijoittamaan rajatusti yksilön privaatin elämän alueelle, herättää pohdintaa. Neljännessä teemassa "Korkeakoulupolitiikka muutoksessa" fokus on korkeakoulutusta ja erityisesti yliopistoja koskevassa uusliberalistisessa hallinnassa – siinä, miten kyseinen hallinta puhuttelee yliopistojen tutkija-opettajia tai miten osaamisperustaiset ja työelämäkompetensseja tuottavat opetussuunnitelmat ovat muuttaneet perustavanlaatuisesti käsitystä tiedon olemuksesta populistiseen ja epä-älylliseen suuntaan. Lisäksi neljännessä teemassa esitellään meta-analyysi korkeakoulujen opetussuunnitelmaa koskevien tutkimustekstien taustalla vaikuttavasta opetussuunnitelma-ajattelusta ja -käsityksistä. Teeman lopussa palataan yhden esimerkin välityksellä ammattikorkeakoulun osaamisperustaisen opetussuunnitelman kehittämisen prosessiin. ; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.

Mehr als 90% aller deutschen Unternehmungen sind Familienbetriebe und in etwa einem Fünftel davon vollzieht sich derzeit ein Generationswechsel. Trotz vielfältiger beruflicher Möglichkeiten in einer Multioptionsgesellschaft übernimmt fast die Hälfte der Kinder den Betrieb. Auf der Basis von acht narrativen Interviews wurde in der vorliegenden Arbeit eine biographietheoretische Analyseperspektive auf dieses soziale Phänomen gewählt: In welchen biographischen (Selektions-) Prozess ist die Entscheidung für oder gegen eine Übernahme des Familienbetriebes eingebettet? In fünf Fällen zeigt sich, dass die Position des Nachfolgers, die einem der Kinder von klein auf zugewiesen wurde, besonders strukturwirksam für die Betriebsnachfolge und die Beteiligten ist. Der Generationswechsel in diesen Familienbetrieben lässt sich als Übernahme einer Position charakterisieren. In drei weiteren Fällen zeigt sich, dass die jahrelange Konkurrenz um die Betriebsnachfolge für den Übernahmeprozess und die NachfolgerInnen eine wesentliche Rolle spielt. Der Generationswechsel in diesen Familienbetrieben lässt sich als gewonnener Wettkampf charakterisieren. Die vorgestellten Fallrekonstruktionen zeigen, dass das Thema Gerechtigkeit im Generationswechsel in kleinen Familienbetrieben ein strukturrelevanter Aspekt ist, der in einen lebenslangen Prozess eingeflochten ist und in Form eines Wettbewerbs oder durch das Einnehmen einer Position biographisch bearbeitet wird. Es wird auch deutlich, dass die lange Zeit in weiten Teilen Deutschlands vorherrschende, traditionelle Erbregelung Geschlecht und Altersrang in der Geschwisterfolge dienten als Gerechtigkeitskonzept in Auflösung begriffen ist. Ein Fazit der vorliegenden Untersuchung lautet aber, dass die beiden alternativen Gerechtigkeitskonzepte Interesse oder Leistung , die zunehmend zur Legitimation von Berufswahl und damit ebenso im Zuge der Betriebsübernahmeentscheidung herangezogen werden, auch Gefahren bergen. Daher wird abschließend die These vertreten, dass sowohl der positionale, als auch der wettbewerbsorientierte Generationswechsel in Familienbetrieben veränderte Anerkennungsverhältnisse benötigt, um die Wirksamkeit demokratischer Gerechtigkeitsprinzipien zu ermöglichen: Gegenseitige Wertschätzung der Generationen, Geschlechter und Geschwister für ihr So Sein , ebenso wie für ihre Leistungen und Interessen in jeder Lebensphase. Die Betriebsführung und die Ausrichtung des Betriebes nach der Übernahme sind Ausdruck der biographischen Arbeit der NachfolgerInnen. Durch ihre langjährige, alltägliche Erfahrung mit der Entgrenzung von Familienleben und Arbeitsleben, die nach der industriellen Moderne auch in anderen Arbeitsfelder wieder stärker Einzug hält, lassen sie sich als eine Art gesellschaftlicher Avantgarde beschreiben. Damit eng zusammenhängend können ihre Lebensgeschichten gleichzeitig als Seismographen für die Probleme in der Arbeitswelt gelten: Auf der einen Seite fördert die Erfahrung früher Konkurrenz in allen Lebensbereichen die Entwicklung psychischer Krisen, wie sie auch sonst im Arbeitsleben zu beobachten ist. Auf der anderen Seite fördert die frühe Erfahrung einer positionalen Zuweisung eine eher unflexible, wenig marktorientierte Haltung, die schlecht vorbereitet ist auf den Abbau des Anspruches auf Statuserhalt, wie er derzeit politisch forciert wird. Vor dem Hintergrund der vorgelegten Ergebnisse erscheinen vor allem solche systemisch orientierten, langfristigen Beratungs- und Begleitungsprozesse vorteilhaft, die vom bisher dominierenden Beratungsziel Erhaltung des Betriebes Abstand nehmen und stattdessen in einer dialogischen Zusammenarbeit mit den Akteuren eine neue Balancierung der Anerkennungsverhältnisse unterstützen. ; More than 90% of all German companies are family businesses and in one-fifth of them an alternation of generations is taking place at present. In spite of varied career possibilities in a multi-option society, almost half the children take over the company. Based on eight narrative interviews, a biography-theoretical analysis perspective on this social phenomenon has been selected in this thesis: In which biographical (selection-) process is the decision for or against a takeover of the family business embedded? In five cases it turned out that the position of the successor, assigned to one of the children from an early age, is particularly structural effective for the business succession and the persons concerned. The alternation of generations in this family businesses can be characterized as takeover of a position . Three further cases show that years of competition in the business succession play an essential role for the takeover process and the successors. The alternation of generations in this family businesses can be characterized as won contest . The introduced case reconstructions demonstrate that the theme justice in alternation of generations in small family businesses is a structure-relevant aspect interlaced in a lifelong process and biographical treated in terms of competition or by taking a position. It also becomes apparent that the traditional rule of succession gender and rank by age in birth order served as justice concept prevailing in wide parts of Germany for a long time is in the process of dissolution. A result of this research says that the two alternative justice concepts interest or achievement increasingly pulled up for legitimation of career choice, and so as well in the course of the business succession decision, also hold risks. Therefore, the concluding thesis is held that both positional and competition-oriented alternations of generations in family businesses need changed relations of acceptance to enable the effectiveness of democratic principles of justice: Mutual esteem among generations, gender and siblings for there so being , just as for their efforts and interests in every stage of life. The management and the orientation of the business after the takeover are an expression of the successor s biographical work. By long everyday experience with the dissolution of boundaries between family life and working life, which are entering increasingly into other fields of work after the industrial modernity, they can be described as a kind of social avant-garde. Closely connected with this, their life stories can be classified as seismographs for the problems in the working world: On the one hand the experience of early competition in all areas of life promotes the development of mental crises; observable in the working life as well. On the other hand the early experience with an assignment of a position promotes a more inflexible, less market-oriented attitude which is badly prepared for the reduction of the claim to status maintaining; as it is politically forced at present. Against the background of the presented results, mainly such systemic oriented, long-term processes of advice and assistance appear to be advantageous which are refraining from the prevailing purpose of advice preservation of the business . Instead of that they support a new balancing in the relations of acceptance by a dialogic cooperation with the actors.

Bei der Umsetzung der europäischen Wasserrahmenrichtlinie ist die lokale Ebene von besonderer Bedeutung, da, auf dieser konkrete Maßnahmen zur Zielerreichung umgesetzt werden müssen. Aufgrund des engen Zeitplans der Wasserrahmenrichtlinie besteht akuter Handlungsbedarf. Diese Situation stellt die zuständige Verwaltung vor große Herausforderungen, insbesondere aufgrund der geringen Erfahrung mit Öffentlichkeitsbeteiligung in der Wasserwirtschaft. Zudem besteht auch ein Forschungsbedarf, um die Umsetzung der Wasserrahmenrichtlinie auf der lokalen Ebene zu fördern. Dabei stellen sich folgende Fragen: Wer sind die lokalen Akteure bei der Gewässerbewirtschaftung und welche Interessen verfolgen sie? Welche Konfliktlagen ergeben sich daraus und wie wirken sich diese Konflikte auf Beteiligungsprozesse im Rahmen der Gewässerbewirtschaftung aus? Und ganz besonders: Welche Faktoren sind zur Steuerung dieser Beteiligungsprozesse relevant? Die Arbeit hat dieses Problemfeld praxisnah aufgegriffen. Das Hauptziel der Arbeit war es, anhand von durchgeführten Beteiligungsprozessen eine gegenstandsbezogene Theorie in der Tradition der grounded theory methodology zu generieren auf deren Basis Handlungsempfehlungen für die Umsetzung der WRRL auf lokaler Ebene abgeleitet werden konnten. Die theoretische Einordnung der Arbeit erfolgte in der Politischen Geographie im Bereich der handlungsorientierten geographischen Konfliktforschung. Durch den Praxisbezug wurden weitere Aspekte aus der Konfliktforschung, der Partizipations- und Nachhaltigkeitsforschung sowie der Planungstheorie und der Umweltpsychologie integriert. Das Forschungsdesign wurde an die Methodologie der grounded theory angelehnt. In diesem Zusammenhang fanden die Paradigmen der qualitativen und interaktiven Sozialforschung Eingang. Um zu allgemein gültigen Handlungsempfehlungen als Ziel dieser Arbeit zu gelangen, war es nötig, die Untersuchung auf mehreren Beteiligungsprojekten der lokalen Gewässerbewirtschaftung aufzubauen. Es wurden insgesamt drei Teilstudien durchgeführt, wovon zwei Einzelfallstudien und die dritte eine Vergleichsstudie darstellen. Die erste Fallstudie, das Bürgerbeteiligungsprojekt "Unsere Dreisam – Zukunft Dreisam" wurde nach dem Paradigma der interaktiven Sozialforschung auf rein lokaler Ebene durchgeführt. Die zweite Fallstudie, die "Vorgezogene aktive Öffentlichkeitsbeteiligung zur Umsetzung der WRRL im Bearbeitungsgebiet Hochrhein" wurde vom Regierungspräsidium Freiburg auf regionaler Ebene durchgeführt und nach dem Paradigma der qualitativen Sozialforschung wissenschaftlich begleitet. Bei der dritten Teilstudie wurden Fragebögen einer schriftlichen Befragung ausgewertet, die im Rahmen der DWA-Arbeitsgruppe "Öffentlichkeitsbeteiligung im Rahmen der Europäischen Wasserrahmenrichtlinie" erhoben wurden. Als Erhebungsinstrumente kamen neben Fragebögen bei schriftlichen Befragungen auch die teilnehmende Beobachtung, problemzentrierte Interviews, cognitive maps und Moderationsmethoden zum Einsatz. Die Ergebnisse der drei Teilstudien sind aufgrund ihrer Praxisrelevanz ausführlich dargestellt. Dabei wurden in allen Teilstudien gesonderte Akteurs-, Konflikt- und Prozessanalysen durchgeführt. Das primäre Ergebnis der Arbeit war die Generierung einer gegenstandsbezogenen Theorie partizipativer Gewässerbewirtschaftung auf lokaler Ebene im Kontext der WRRL. Die Basis dafür stellen die Ergebnisse der drei Teilstudien dar. Diese datenbasierte grounded theory gliedert sich in einen Akteursteil, einen Konfliktteil sowie einen Teil der Prozessfaktoren und -merkmale. Innerhalb des Akteursteils sind sogenannte Hauptakteure benannt, deren Teilnahme an partizipativen Prozessen bei der Gewässerbewirtschaftung auf lokaler Ebene von grundlegender Bedeutung ist. Neben den Hauptakteuren sind in der Theorie auch sogenannte weitere Akteure aufgeführt, die als Kooperationspartner auf lokaler Ebene in Erscheinung treten. Im zweiten Teil der Theorie sind vier Konfliktgegenstände mit ihren verschiedenen Themenbereichen dargestellt. Innerhalb der einzelnen Themenbereiche sind die jeweiligen Konfliktlagen beschrieben. Ergänzt werden die Themenbereiche um die Möglichkeiten der Konfliktbearbeitung. Die relevanten Faktoren für die Durchführung von Beteiligungsprozessen bei der Gewässerbewirtschaftung auf lokaler Ebene sind im dritten Teil der Theorie in einem Modell fünf Projektphasen zugeordnet. Ergänzt wird das Modell um Rahmenbedingungen sowie Merkmale der Projektsteuerung, Durch die Zuordnung von Faktoren zu den einzelnen Projektphasen unterstützt dieses Modell Projektverantwortliche beim gesamten Vorgang des Projektmanagements. Die Reichweite der Theorie beschränkt sich aufgrund des Datenmaterials auf die lokale Ebene in Deutschland mit Ausnahme der Seen und Küstengewässer. Den Abschluss bilden die Handlungsempfehlungen. Diese gliedern sich nach dem zuvor aufgezeigten Modell und sind abschließend in einer übersichtlichen Checkliste für die Praxis zusammengefasst. ; Within the implementation of the Water Framework Directive (WFD) the local level is of particular importance because this is the level where complementary measures according to Article 11 of the WFD have to be implemented in order to achieve all aims. The implementation of these measures will concern local property rights and rights of use.The tight time frame set by the WFD necessitates immediate action. This situation poses great challenges to the responsible public authorities. In addition, few research results exist to date. Crucial questions with regard to this issue are: Who are the local actors in water management and what are their interests? Which constellations of conflict arise from these, and what are the effects of these conflicts on participatory processes in the framework of water management? And in particular: Which factors are relevant to the facilitation of these participatory processes? This thesis tackles this complex of problems in an applied manner. The objective of this thesis is to generate a factual theory in the tradition of grounded theory methodology on the basis of participatory processes carried out in the course of the survey. This theory aims to analyze local actors, arising conflicts of interests and utilization, and relevant factors and features of processes in such a way as to allow the deduction of recommendations for the implementation of the WFD on a local level. The thesis is theoretically embedded in Political Geography, more specifically in Action-Oriented Geographical Conflict Research. The practical nature of the survey necessitated the additional consideration of aspects taken from conflict research, participation and sustainability research as well as theory of planning and environmental psychology. The research design is based on grounded theory methodology according. In this context, the paradigms of both qualitative social research and interactive social research were employed. In order to achieve the objective of developing universally applicable recommendations, the survey was based upon several local water management civic participation projects. Therefore, a total of three sub-surveys were conducted. The first case study, a civic participation project along the river Dreisam was carried out exclusively on a local level according to the paradigm of interactive social research. The second case study was conducted by the Regional Administrative Authority Freiburg on a regional level and was analyzed according to the paradigm of qualitative social research. In the course of the third sub-survey, written questionnaires which were compiled in the context of a working group of the German Association for Water, Wastewater and Waste (DWA) were analyzed. Other research methods employed in addition to questionnaires were participatory observation, problem-centred interviews, cognitive maps and facilitation techniques. Because of their relevance to practice, the results of the three sub-surveys are presented in detail. Separate analyses of actors, conflicts and processes were conducted as part of all three sub-surveys. In correspondence with the results of the sub-surveys, the data-based grounded theory is divided into a section on actors, a section on conflicts and a section on factors in and features of participatory processes. Within the actor section, so-called main actors are specified whose participation is of fundamental importance. Besides the main actors, the theory also specifies so-called other actors that emerge especially as cooperators on the local level. In the second part of the theory, the four objects of conflict are portrayed in detail. Within the individual subject areas, the respective constellations of conflict between actors and coalitions of actors as well as the corresponding framework conditions are analyzed. The relevant factors and properties in participatory processes of water management on a local level are listed in the third and final section. The factors and properties are classified in a model with five project phases. In addition, there are framework conditions as well as features that lie in the responsibility of those in charge of the process. Due to its structure and the association of identified factors with individual project phases this model constitutes a significant advancement of the current state of research. Particularly via the association of factors with individual project phases the model supports those in charge of a project in the entire process of project management. Due to the data collected, the scope of the theory is limited to the local level in Germany with the exception of lakes and coastal waters. According to the objective of the thesis, the conclusion consists of recommendations that were deduced from the grounded theory. These recommendations, which are structured according to the model presented previously, are summarized in a clear, easy-to-manage and practical checklist.

Die Systemische Therapie hat als eigenständige Grundorientierung in der deutschen Psychotherapie-Landschaft einen Platz als erfolgreicher Außenseiter einnehmen können, ohne jedoch bislang als anerkanntes Verfahren auch Zugang zu den psychotherapeutischen Versorgungssystemen zu erhalten. Der Aufsatz zeigt auf, dass die machtpolitische Organisation systemischer Interessen im Spannungsfeld konzeptueller Offenheit ("Brokerage") und organisationaler Schließung ("Closure") stets einer gewissen Ambivalenz unterlag. Diese Ambivalenz zeigt sich auch in der Geschichte des systemischen Feldes, die sich weniger als die Geschichte einer spezifischen Psychotherapie-Schule als die einer "Bewegung" beschreiben lässt. This paper shows a certain ambivalence between conceptual openness ("brokerage") and organisational "closure" which underlied the political organisation of systemic interests. This ambivalence can be found in the history ofthe systemic field as well, which can be described as the history of a movement rather than of a specific therapeutic school. L'auteur décrit en détail l'organisation et les institutions de thérapie systémique en Allemagne, y compris les points où elles se recoupent et ceux où elles diffèrent. Il pose l' intéressante question dominant actuellement le discours mené au sein de cette orientation : l'approche systémique pourra-t-elle garder son identité lorsqu'elle devra assumer les conséquences d'une éventuelle homologation ?Dans son article, il montre qu'une certaine ambivalence a toujours caractérisé les intérêts politiques de praticiens visant le pouvoir dans le cadre d'un champ de tension opposant une ouverture conceptuelle (« brokerage ») à une attitude fermée (« closure »). Cette ambivalence traverse toute l'histoire de l'orientation systémique, dans la mesure où celle-ci doit être considérée moins comme un courant de psychothérapie que comme un « mouvement ». Or, en fonction du point de vue adopté, il est possible de considérer la psychothérapie systémique comme une orientation autonome. Elle constitue certainement une approche de base.Pour l'auteur, cet aspect n'a pas forcément à voir avec le « concept d'orientation ». Se référant à Kriz, il qualifie le travail effectué par le « conseil scientifique psychothérapie » de partial.Le phénomène de la formation d'écoles est ensuite examiné en détail sur la base de concepts empruntés à la sociologie de la science. L'auteur effectue une distinction entre les disciplines qui se sont développées dans les « trous structurels » laissés ouverts par les différents systèmes de référence - c'est ici que de nouvelles orientations peuvent s'établir - et les activités associées au domaine central des systèmes scientifiques ; ici, il s'agit avant tout d'unifier des modèles, de développer et de renforcer des structures, d'établir des standards, de prononcer des sanctions contre les dérives et de promouvoir l'identité du système.Selon les sociologues s'intéressant aux sciences, une orientation peut être comparée en ses débuts à une communauté religieuse, à une secte ou à une fraternité. Ses membres sont portés par le sentiment qu'ils ont une mission intellectuelle à remplir. L'auteur fait alors un rapprochement avec l'histoire du développement de la psychanalyse et les efforts entrepris par Freud pour établir cette dernière en tant que science.De manière similaire à la démarche menée par Fürstenau pour la psychanalyse, incluant une distinction entre la « psychanalyse ésotérique » et la « psychanalyse exotérique », il analyse l'évolution de l'approche systémique. Il en conclut que la situation est différente pour la thérapie systémique, dans la mesure où - contrairement à ce qui s'est passé pour la psychanalyse dans la tradition viennoise - l'approche systémique a changé de modèle et ses concepts ont été élaborés en des endroits très variés du monde.Dans ce sens, il serait en effet possible de voir l'orientation systémique comme un « mouvement social ». En mettant en évidence ses différents courants principaux et en les contrastant, l'auteur montre que « ces différentes perspectives coexistent » sans problème. Selon lui, cette coexistence pacifique joue un rôle d'autant plus important que, dansl'ensemble, les praticiens de cette orientation sont aussi peu « organisés » que possible. Il reste qu'il existe par exemple des directives concernant la formation, des contrôles de qualité à respecter, ainsi qu'une démarche de certification des instituts membres. La question de la reconnaissance de la thérapie systémique s'est posée - et c'est intéressant - plus pour des raisons d'ordre politique que parce que la méthode était controversée au niveau scientifique. Elle sera donc résolue à ce même niveau politique (et non pas scientifique).Il reste à attendre de voir comment le « grand écart » entre les contenus va évoluer - l'écart séparant la thérapie systémique en tant que processus relationnel qui ne peut pas être reproduit d'autres concepts psychothérapeutiques « agissant comme un médicament ».À la fin de son article, l'auteur examine le processus de maturation subi par cette orientation au niveau de son organisation, un processus qui n'a pas été sans luttes internes pour le pouvoir, sans prises de position et sans institutionnalisation. Il pense qu'il existe un risque que l'ensemble développe son propre dynamisme, en particulier dans le contexte politique, et devienne une fin en soi. À son avis, l'avenir de la thérapie systémique ne pourra pas être décidé « sur la base d'un vote majoritaire».

Psychotherapie und Salutogenese sind theoretisch und praxeologisch weitgehend unverbundene Forschungs- und Handlungsfelder. Der Autor skizziert eine theoretische und praxeologische Brückenkonzeption, die die beiden Felder miteinander verknüpft. Langfristige Gesundheit wird als energetischdynamische Balance von gesunderhaltenden und potentiell schädigenden inneren und äußeren Einflüssen verstanden. Salutogenetisch wirksame Psychotherapie setzt an den vier Einflussfaktoren innere und äußere Ressourcen sowie innere und äußere Stressoren und Traumata an. Sie verändert das mentale Funktionieren so, dass das Zusammenwirken dieser Einflussfaktoren im Sinne eines energetisch-dynamischen Übergewichts der gesunderhaltenden Faktoren optimiert wird. Psychotherapy aiming to foster salutogenesis needs to change the mental functioning of the individual person in order to optimize the balance between those factors in favor of the health-enhancing processes. The author also is pleading for the study and change of social pathogenetic and salutogenetic factors and a strong engagement of the psychotherapists for health promotion, stress prevention, and social and cultural change.Keywords:Psychotherapy; Salutogenesis; Health; Stress; Society; Coping; Life Style ; Concernant le domaine de la théorie et de la pratique psychothérapeutiques, on a encore porté trop peu attention aux rapports entre santé et thérapie ; or, les erreurs médicales et l'accès trop tardif au traitement psychothérapeutique de troubles psychiques causent du tort aux patients et engendrent des coûts au niveau du système de santé. Le potentiel des traitements psychothérapeutiques sur le plan du maintien de la santé et de son économie a été démontré, mais trop peu de personnes peuvent bénéficier de ce type de thérapie.Cette situation est due pour une bonne part au fait qu'on ne dispose pas d'un modèle théorique convaincant, qui inclurait à la fois la théorie, la pratique et les connaissances acquises par la psychothérapie par rapport aux processus de changement. Au plan institutionnel, les acteurs de ces deux domaines communiquent peu et ne collaborent pas suffisamment. La psychothérapie occupe une position marginale au sein de notre système dit de santé parce que l'individu comme la société y imposent des idées sur la santé qui n'ont pas été suffisamment mises en rapport avec la perception du fonctionnement du psychisme adoptée par les psychothérapeutes. Notre discipline ne trouvera sa place que dans un nouveau système de santé impliquant une perception différente de la santé. En élaborant un concept qui permet d'associer une perception novatrice de la santé et des modèles psychothérapeutiques théoriques et pratiques, nous tentons de rapprocher système de santé et psychothérapie. Selon nous, la santé se définit en tant qu'acquisition et que maintien d'un équilibre organique intérieur jusque-là fréquemment occulté. La psychothérapie permet à l'individu comme à la société d'acquérir un savoir et des outils qui leur permettront d'améliorer cet équilibre.La manière dont la société évolue actuellement détruit les fondements d'une santé durable. Certaines valeurs favorables à la 'bonne santé' disparaissent progressivement : la stabilité, l'authenticité, la confiance et la solidarité. Le cercle vicieux des conditions de vie délétères s'accélère, le nombre de dépressions, de troubles dus au stress et de troubles psychosomatiques est en constante augmentation. De plus, la perception qu'ont l'individu, la société et les décideurs de la santé est en fait basée sur une conception de la maladie plutôt que de la santé. Elle implique des attentes inconscientes, irréalistes et passives par rapport à la guérison et néglige de prendre en compte la possibilité qu'auraient les acteurs de gérer activement les ressources et le stress.Nous présentons une conception qui permet de jeter des ponts entre les domaines mentionnés plus haut et dans laquelle la santé est le produit d'une optimisation de l'équilibre entre ressources et facteurs de stress intérieurs et extérieurs.Dans ce sens, l'auteur définit quatre champs d'approche par rapport aux interventions psychothérapeutiques : soutenir et exploiter les ressources psychiques, rechercher et exploiter les ressources sociales, neutraliser et canaliser les facteurs psychiques à tendance destructrice et optimiser la gestion du stress.Il esquisse un modèle qui permet de maintenir à long terme un fonctionnement psychique sain ; ce modèle tient compte de trois aspects :1. Il vise constamment un rétablissement fructueux d'un équilibre intérieur positif (optimisation des rapports d'énergie entre les facteurs d'influence positifs et négatifs, intérieurs et extérieurs).2. Il vérifie que sont atteintes ou maintenues les valeurs définies en fonction des visées du système pour ses quatre composantes (charges issues de l'environnement, ressources issues de l'environnement, destructivité psychique et vitalité psychique).3. Il gère le système d'une manière flexible, qui supporte les contradictions et permet d'intervenir activement (le moi en tant que « chef d'État » ayant une attitude flexible mais suffisamment combative, communicative mais libérale).Quatre principes de gestion de l'existence peuvent être dérivés du modèle : établissement à intervalles réguliers d'une sorte d'auto-diagnostic des rapports énergétiques et dynamiques entre les facteurs positifs et les facteurs négatifs, affrontement continu et vital de l'individu avec lui-même et avec le monde (perception et possibilités optimales d'intervention), démarche consciente de prise en charge et de gestion de soi, flexibilité et évolution permanente de l'identité individuelle. Par rapport à un (bon) état de santé à long terme, la psychothérapie peut intervenir à des niveaux plus ou moins profonds. Lorsque l'équilibre entre vitalité et stress est très affecté - exemple : patients souffrant de burnout -, une intervention d'urgence doit permettre d'apporter un soulagement rapide. Mais à moyen terme, il faudra aussi que le patient modifie l'organisation de sa vie. Et finalement, un équilibre durable et optimal doit être établi entre ses ressources et ses sources de stress. Lorsque des résistances inconscientes envers ce changement se manifestent, la psychothérapie doit intervenir plus en profondeur, sur des attitudes et comportements inconscients ; ceci permettra à la personne concernée de retrouver un sentiment de vitalité et de mener une vie différente.
