; The paper was created based on professional experience and the summary of insights gained as architect with property developer functions within a public building authority. I formulated hypotheses to motivate further discussions and to counteract the current random and fragmented vagueness of the terms 'building culture' and 'property developer' with a holistic understanding and to redefine the position of property developers as players within building culture. Three complementary models are presented to explain the 'building culture: 1.) The social secondary culture with five elements, which establish the building culture status, 2.) their normative meta-system which determines quality with a multi-dimensional quality structure and 3.) building culture as a dynamic connection between cultural elements which change due to explicit influences and individual creativity. These views contradict some of today's opinions in which building culture is understood to be "outstanding quality" of construction and architecture, whilst not defining those aspects in detail. Therefore, today's definition of the quality term and several contemporary building evaluation systems were analysed and based on all the above. A typology and a multidimensional overall quality description or quality categories for buildings has been developed. These include psychological basic needs as quality requirements for buildings which are described in a model. I define "property developers" with five of their most substantial features and created a typology of six value based property developer models. I developed a new process-oriented complete catalogue for their tasks detailing those that can be delegated and those that cannot be delegated. This was supplemented with a suggestion that those "core tasks" which cannot be delegated from those that can be delegated according to the "Principal-Agent-Theory" are differentiated. I added descriptions of building culture effects and a skill profile for professional property developers which I consider necessary for building trade and architectural skills. Finally, I provided an example of a professional institutional property developer based on a public building authority in Berlin and their building culture positioning. I described their history, organisation, tasks and services, their personal and financial resources, their inclusion in the political and administration context and recent changes with regards to their identity.
; Considering the central importance of television today, there are comparatively few quantita-tive and qualitative studies on television financing. Indeed, there is currently no definitive, comprehensive standard work on analog and digital television financing. Apart from Pethig and Blind's publication and collection of essays (1989), there are a number of monographs that deal with the subject of television financing; however, they unfortunately treat only cer-tain aspects of the topic. This thesis deals with traditional media economics within the framework of theoretical macro- and microeconomics rather than with political economy. It aims to take an objective look at television financing and to show how market participants behave economically and how their behavior is changing due to the process of digitalization. As television becomes digitalized, its role in society and the characteristics defining informa-tion as an economic good will change, as well. On the one hand, television is a cultural and meritorious good, that constitutes public service broadcasting and fulfills the social mission stipulated in the state broadcasting law. On the other hand, television is a private good, and as such is traditionally valuated and marketed according to the rules of economic competition. The first part of my thesis provides a comprehensive overview and description of the analog revenue sources of broadcasting corporations. The ways in which television programming is funded can be defined and classified differently, e.g. some distinguish between fee-based, advertising-based, and mixed-funding systems, while categorization according to advertising-, audience- and service-based funding models is also widespread. Due to the digitalization of television, the conventional funding models of analog television are increasingly being replaced and supplemented by new models known from the Internet and network economy as described by Negroponte, Shapiro/Varian, and Ze-dick/Picot/Schrape. The second part of my thesis examines the impact of digitalization on television funding and describes the new and diversified revenue sources. Digitalization and new ways of distributing and transmitting information will inevitably lead to changes in the television market. The mission of public service television will be chal-lenged and will have to be reevaluated. This will not only affect television funding but will also require business models and their value chains to be adapted. New players will assert themselves on the television market, challenging current positions of power and perhaps ulti-mately even replacing current television providers.
Diktatoren in autoritären Regimes nutzen z. ; In this paper, the following questions are asked: are Taiwanese politicians – especially the 5 former and current presidents -- the same as what western politicians emphasize as the "making of images"? If so, what kind of images did they want to achieve and convey to the public? How big is the gap between the image and the reality? What differences in image making are there between authoritarian and democratic era? The research began with an observation of daily politics and was inspired by theories of political communications, especially the critics and analysis of the political acting by politicians. In order to find the answers above, two aspects must be considered: micro-analysis and macro-analysis of political situations in Taiwan. The micro-analysis tries to explore the characters and mentality of a politician; and through the macro-analysis, the individual would be put in the process of political and social changes, and we can see how the exterior factors influence a politician, his choice and his decision. There are plenty of materials and mediums to mold and to transmit the image of a politician. In the past, they could be the legends and poetries about heroes; the magnificent architectures, sculptures, paintings of rulers, or a face on the coin. These historical heritages help us find out the images of ancient politicians. At present time, the contemporary politicians still attract the attentions of the public through visualized objects, but the mediums are much more different. The invention of photography is like the Pandora box being opened. It enabled the politician to transfer the information to the public more quickly, more conveniently and massively. As for the public, the pictures of a politician are easier to access than paintings or sculptures. A politician would take a lot of pictures during his career, which makes it difficult to collect and analyze all these materials in the research. Therefore, the study here would focus only on the official or semi-official photos of those presidents. The reason is that, these kinds of pictures represent and reveal the ideas and intentions of a politician. In other words, the official photos are through specific work and are manufactured to meet the purpose and the image that a politician wishes.
Quedlinburg was put on UNESCO's list of World Cultural Heritage in 1994. When prep aring for being put on the list, however especially since it was put on the list, the objectives of urban developmental preservation of historical monuments and how they are implemented have gained an influence on the development of the historical Old City. In the present paper, we wish to pursue the question of which processes of urban development the title of World Cultural Heritage has specifically made itself noticeable in and whether this special status may be assessed as being positive or negative for the vitality of the city. The initial situation of the Old City of Quedlinburg was very precarious after the political changes. The large-area ensemble of half- timbered houses threatened to fall into disrepair after a deficit of upkeep lasting decades. As with other Old Cities in the new Federal states, they practised a new cautious approach to dealing with the substance of the buildings. However, this was increasingly restricted as a result of the scarcity of city's funds. Of course, this city is financially supported by the state of Saxony-Anhalt, the Federal Ministry and other institutions such as the German Foundation for the Preservation of Historical Monuments to carry out the most urgent measures for preservation. However, the reconstruction tasks exceed the available budget. Even the title of World Cultural Heritage does not directly help the city any further because no funds are linked with it. Furthermore, the fact that it has been named World Cultural Heritage strengthens them in the path they have selected of according greater weight to strict regulations of the preservation of historical monuments in urban development than quick investments. This means that the negotiating positions of the players involved in the process of urban development become polarised. Persons representing the preservation of historical monuments and urban planners reject investment projects as being "not compatible with the city" in order to maintain the regulations of the preservation of historical monuments and also to retain the title of World Cultural Heritage. The process of reconstruction and urban development is slowed down as a result of this, which is fatal for saving buildings threatening to collapse and is an obstruction to the general revitalisation of the city centre. Our article uses example cases to show which problem areas in the city centre there are in the question of the quality of living, closing gaps in buildings and urban tourism. We have selected these three points to be representative for the three most important aspects of the development of an Old City: the quality of living as a question primarily of social spaces, how to deal with closing gaps in buildings as a design-aesthetic problem, and urban tourism as an economic factor for the city centre that is under the preservation of historical monuments. We can state that the title of World Cultural Heritage in Quedlinburg leads to the objectives of the preservation of historical monuments being more strictly maintained as is the case in other cities. The fame and attractiveness of Quedlinburg that is linked with this title are a help to the city. On the other hand, they require that the masses of tourists be managed not to diminish the successes achieved in reconstruction by overtaxing it and still to maintain the city centre of Quedlinburg as a residential area.
; More than 90% of all German companies are family businesses and in one-fifth of them an alternation of generations is taking place at present. In spite of varied career possibilities in a multi-option society, almost half the children take over the company. Based on eight narrative interviews, a biography-theoretical analysis perspective on this social phenomenon has been selected in this thesis: In which biographical (selection-) process is the decision for or against a takeover of the family business embedded? In five cases it turned out that the position of the successor, assigned to one of the children from an early age, is particularly structural effective for the business succession and the persons concerned. The alternation of generations in this family businesses can be characterized as takeover of a position . Three further cases show that years of competition in the business succession play an essential role for the takeover process and the successors. The alternation of generations in this family businesses can be characterized as won contest . The introduced case reconstructions demonstrate that the theme justice in alternation of generations in small family businesses is a structure-relevant aspect interlaced in a lifelong process and biographical treated in terms of competition or by taking a position. It also becomes apparent that the traditional rule of succession gender and rank by age in birth order served as justice concept prevailing in wide parts of Germany for a long time is in the process of dissolution. A result of this research says that the two alternative justice concepts interest or achievement increasingly pulled up for legitimation of career choice, and so as well in the course of the business succession decision, also hold risks. Therefore, the concluding thesis is held that both positional and competition-oriented alternations of generations in family businesses need changed relations of acceptance to enable the effectiveness of democratic principles of justice: Mutual esteem among generations, gender and siblings for there so being , just as for their efforts and interests in every stage of life. The management and the orientation of the business after the takeover are an expression of the successor s biographical work. By long everyday experience with the dissolution of boundaries between family life and working life, which are entering increasingly into other fields of work after the industrial modernity, they can be described as a kind of social avant-garde. Closely connected with this, their life stories can be classified as seismographs for the problems in the working world: On the one hand the experience of early competition in all areas of life promotes the development of mental crises; observable in the working life as well. On the other hand the early experience with an assignment of a position promotes a more inflexible, less market-oriented attitude which is badly prepared for the reduction of the claim to status maintaining; as it is politically forced at present. Against the background of the presented results, mainly such systemic oriented, long-term processes of advice and assistance appear to be advantageous which are refraining from the prevailing purpose of advice preservation of the business . Instead of that they support a new balancing in the relations of acceptance by a dialogic cooperation with the actors.
; Within the implementation of the Water Framework Directive (WFD) the local level is of particular importance because this is the level where complementary measures according to Article 11 of the WFD have to be implemented in order to achieve all aims. The implementation of these measures will concern local property rights and rights of use.The tight time frame set by the WFD necessitates immediate action. This situation poses great challenges to the responsible public authorities. In addition, few research results exist to date. Crucial questions with regard to this issue are: Who are the local actors in water management and what are their interests? Which constellations of conflict arise from these, and what are the effects of these conflicts on participatory processes in the framework of water management? And in particular: Which factors are relevant to the facilitation of these participatory processes? This thesis tackles this complex of problems in an applied manner. The objective of this thesis is to generate a factual theory in the tradition of grounded theory methodology on the basis of participatory processes carried out in the course of the survey. This theory aims to analyze local actors, arising conflicts of interests and utilization, and relevant factors and features of processes in such a way as to allow the deduction of recommendations for the implementation of the WFD on a local level. The thesis is theoretically embedded in Political Geography, more specifically in Action-Oriented Geographical Conflict Research. The practical nature of the survey necessitated the additional consideration of aspects taken from conflict research, participation and sustainability research as well as theory of planning and environmental psychology. The research design is based on grounded theory methodology according. In this context, the paradigms of both qualitative social research and interactive social research were employed. In order to achieve the objective of developing universally applicable recommendations, the survey was based upon several local water management civic participation projects. Therefore, a total of three sub-surveys were conducted. The first case study, a civic participation project along the river Dreisam was carried out exclusively on a local level according to the paradigm of interactive social research. The second case study was conducted by the Regional Administrative Authority Freiburg on a regional level and was analyzed according to the paradigm of qualitative social research. In the course of the third sub-survey, written questionnaires which were compiled in the context of a working group of the German Association for Water, Wastewater and Waste (DWA) were analyzed. Other research methods employed in addition to questionnaires were participatory observation, problem-centred interviews, cognitive maps and facilitation techniques. Because of their relevance to practice, the results of the three sub-surveys are presented in detail. Separate analyses of actors, conflicts and processes were conducted as part of all three sub-surveys. In correspondence with the results of the sub-surveys, the data-based grounded theory is divided into a section on actors, a section on conflicts and a section on factors in and features of participatory processes. Within the actor section, so-called main actors are specified whose participation is of fundamental importance. Besides the main actors, the theory also specifies so-called other actors that emerge especially as cooperators on the local level. In the second part of the theory, the four objects of conflict are portrayed in detail. Within the individual subject areas, the respective constellations of conflict between actors and coalitions of actors as well as the corresponding framework conditions are analyzed. The relevant factors and properties in participatory processes of water management on a local level are listed in the third and final section. The factors and properties are classified in a model with five project phases. In addition, there are framework conditions as well as features that lie in the responsibility of those in charge of the process. Due to its structure and the association of identified factors with individual project phases this model constitutes a significant advancement of the current state of research. Particularly via the association of factors with individual project phases the model supports those in charge of a project in the entire process of project management. Due to the data collected, the scope of the theory is limited to the local level in Germany with the exception of lakes and coastal waters. According to the objective of the thesis, the conclusion consists of recommendations that were deduced from the grounded theory. These recommendations, which are structured according to the model presented previously, are summarized in a clear, easy-to-manage and practical checklist.
Schlüsselwörter Systemische Therapie, Therapieschule, therapeutische Bewegung, therapeutische Grundorientierung, Psychoanalyse, Psychotherapeutengesetz, Profession, Macht ; Systemic Therapy has achieved a position ofa successful misfit in the German psychotherapy field - still without getting access to the psychotherapeutic supply system as an approved treatment approach. This paper shows a certain ambivalence between conceptual openness ("brokerage") and organisational "closure" which underlied the political organisation of systemic interests. This ambivalence can be found in the history ofthe systemic field as well, which can be described as the history of a movement rather than of a specific therapeutic school. The exciting question dominating the current systemic discourse in Germany is whether the identity ofthe systemic approach can be maintained if it is confronted with the consequences of it's possible approval, or ifthe position as an outsider could be constitutive for the systemic approach.
; The Muahede, which was owned by Pertev Tevfik Bey and edited by Şehabettin Süleyman Bey, began its publication life as newspaper in İstanbul on October 18, 1910 with the tag line "Demokrasi Mesleğinin Hâdim ve Müdâfii" (The Servant and Defender of Democracy). It was a daily newspaper with political, economic and literary content. Its publication life did not last long in the convulsive atmosphere of the Second Constitutional Era and only 24 issues were printed. The newspaper, which adopted the mission of promoting the ideas of democracy and liberties among the public, criticized the policies of İttihat ve Terakki (The Union and Progress Party) government especially with respect to these aspects. The publication did not hesitate to write about the political and administrative mistakes of the government even in a period when martial law was in effect and those newspapers writing against the government were closed down. It asked the government to adopt democratic means in accordance with the spirit of constitutionalism. The newspaper expressed the view that the regime of constitutionalism can be completely established in the country only with the implementation of a democratic government. While emphasizing the importance of the role the press must play in the development of democracy, the publication foregrounded the press as the essential element of a democracy. By criticizing the censorship practices, it asserted the idea that censorship was a barrier for the development of democracy. By frequently referring to the ideas of democracy, the articles in the publication often included terms like constitutionalism, justice, freedom, Kanun-ı Esasi (Main Constitution) and democracy, so that these terms could be better understood by the general public. The newspaper pursued a policy which aimed to promote the development of the state socially, economically, administratively and politically. The newspaper, which stated that the mission of the press was to place the problems of the society on the agenda, thereby directing the attention of the government to these problems, as well as informing the public about all kinds of developments, wrote about the problems and difficulties encountered by the people of Anatolia and tried to influence the government towards the solution of these problems. Despite the Press Law (Matbuat Kanunu), it bravely wrote about administrative weaknesses, corruption, abuse and mistakes. Moreover, as a supporter of the policy of Ottomanism, the paper also wrote about the social, cultural, administrative and educational problems of the Christian minorities, as well as those of the Turks and Muslims. However, the newspaper also emphasized its policy of supporting the unity and integrity of the state. Political issues dominated the contents of the newspaper. All kinds of developments in the Ottoman State and Europe were mentioned. Especially the European policies against the Ottoman State were included to inform the general public about these. The scope of interest of the publication was not limited to matters about the Ottoman State. In addition to articles about the domestic and foreign policy of the Ottoman State, developments in the political and social spheres of Europe and Iran, and news about the political, social and economic situation from around the world were included in the newspaper. Particularly, the sly policies pursued by Russia in the Balkans and against the neighbors of the Ottoman State, and the consequent disorder in these regions were discussed. In this paper, Pertev Tevfik Bey, who was an important political figure during the Second Constitutional Era, and the Muahede, which was owned by him, are studied in terms of their contributions to the intellectual scene of the Second Constitutional Era.
Schlüsselwörter:Psychotherapie, Salutogenese, Gesundheit, Stress, Gesellschaft, Stressbewältigung, Lebensstil ; Psychotherapy and salutogenesis lack a theoretical and praxeological connection. The author draws a conception which is bridging this gap. Long-term health is conceptualized as the result of a positive energetic-dynamic balance between health-promoting internal and external factors on the one hand and health-endangering internal and external factors on the other hand (internal and external resources, internal and external stress). Psychotherapy aiming to foster salutogenesis needs to change the mental functioning of the individual person in order to optimize the balance between those factors in favor of the health-enhancing processes. The author also is pleading for the study and change of social pathogenetic and salutogenetic factors and a strong engagement of the psychotherapists for health promotion, stress prevention, and social and cultural change.
Was sind handlungsleitende Strategien? 140 4.3.5.1 Wir brauchen Strategien 140 4.3.5.2 Die Entwicklung von Strategien – Vorgehen nach Plan 141 4.3.5.3 Der Beitrag integrierter Stadtentwicklungskonzepte 146 5 Zusammenfassende Schlussfolgerungen und Perspektiven 155 6 Quellenverzeichnis 167 6.1 Literatur 167 6.2 Dokumente 186 6.2.1 Reden der Oberbürgermeister/innen 186 6.2.2 Stadtentwicklungskonzepte 198 6.2.3 Integrationskonzepte 201 6.3 Internetseiten der Städte 204 6.4 Telefoninterviews 206 7 Abbildungsverzeichnis 212 ; The focus of this work lies on strategic reactions of German cities (in particular city politics and city council) to the phenomenon of demographic change, which appears spatially differentiated. What are the problems perceived in the recent past? How do cities deal with these problems? What are the strategies pursued? Answers to these questions will be given based on an empirical research of 122 mostly large and medium-sized county-free cities in Germany (analysis and interpretation of demographic data, internet research on city homepages, content analysis of New year's speeches of city mayors, content analysis of established strategies in the form of city development concepts and concepts dealing with the integration of immigrants). The broad range of empirical findings in the manner of a survey complements demographic research in Germany that is mainly based on case studies. Most of the German cities recognize demographic change as the main challenge in the near and further future and pick it out as a central theme in city development (in 50 out of 104 New Year's speeches it was explicitly mentioned). The cities rise to that challenge and are willing to do everything within their power: On the one hand they try to gain population by striving immigration (especially young families), on the other hand they want to deal with the problems that come along with populations loss, ageing and a high percentage of foreigners and adjust city structures to the new developments. 60 out of 122 cities are already affected by population loss, 62 still have a growing population. Perceived problems regarding this matter are primarily the high vacancy rates on the housing market, the small share of young people, less utilization of social and technical infrastructure and the increasing per-capita debt (fewer inhabitants lead to less income and less allocation of funds from the German federation and Länder). To become or to be child and family-friendly is one of the main pursued strategies of cities to confront population decline and ageing. In detail cities follow an activating family policy: they provide beneficial land for building for families, participate in the national program 'Alliance for Families', and give benefits concerning leisure activities. Further strategies concern the development of the urban social infrastructure as fulltime schools, day care and nursery schools to provide a better support in reconciliation of work and family life. For the adjustment of a city's social and technical infrastructure as well as the housing market, funds for urban redevelopment are widely used. On 58 out of 122 city homepages the issue of ageing has been picked out as an important theme. In this regard especially the challenges concerning an age-appropriate infrastructure and health care have been emphasized. So cities strive for a better health care provision for older people (outpatient care, home care, new forms of foster homes) as well as senior-friendly housing (e.g. assisted living, 'Multi-Generational Homes') and the knowledge transfer between different generations (e.g. the elderly and the young). Besides those strategies 111 cities have an elected advisory council for senior citizens that stand up for the concerns of older people. Looking at the aspect of integration of immigrants it can be seen that this issue really concerns city officials. Not only that issue-related hits could be found on 108 city homepages, but also the number of perceived problems and developed concepts makes integration an important aspect in dealing with the consequences of demographic change. The share of immigrants in German cities shows significant differences between East and West Germany – it varies between 1.4 percent in the City of Gera and 25.1 percent in the City of Offenbach. Despite numerous integration efforts cities are confronted with severe and complex problems – like language problems, low professional qualification levels and little career opportunities, high unemployment rates of immigrants, development of parallel societies/immigrant communities (segregation), missing acceptation of integration offers (language courses etc.) and xenophobia. Dealing with these problems cities firstly want to be seen as cosmopolitan, multi cultural and tolerant. Secondly numerous cities (90) established an advisory board for foreigners or so called integration agents (25) that regard the interests and suggestions of immigrants. Thirdly the cities developed (50) or are still working on concepts (28) dealing with the integration of immigrants. The promotion of language skills is in most concepts seen as 'the key' to education and integration. Further strategies are employment promotion and integration in the local labor market, cross-cultural communication and competence and the participation in public life. For the integration of all kinds of sectoral strategies in an overall strategy for the entire city, city development processes and concepts have been a big help in dealing with demographic change in 70 cities. Due to the financial crisis, the coordination of interests enables city officials to assign priorities and key aspects of activity.
The debate about the term "Industry 5.0" is already underway. The comments range from conceptual nonsense (Liggesmeyer 2021) to "necessary course correction", which, significantly, was not initiated by industry itself but by the EU Commission (Buchinger 2021) or Society 5.0 and Industry 5.0 are imagined as the futures of Europe (Carayannis & Morawska‐Jancelewicz 2022). Xu et al.(2021) ask if this is the co‐existence of two Industrial Revolutions – the fourth and the fifth – or if this is a continuation and an evolution from one step to another within industrial concepts. One has to agree when Carayannis and Morawska‐Jancelewicz (2022) resume that concepts of Society 5.0 and Industry 5.0 are "not a simple chronological continuation or an alternative to Industry 4.0 paradigm". The main question that follows is if "Green Deal" as "Industry 5.0" or "Society 5.0" are connectable to "Industry 4.0" (Banholzer 2021c)? As I will argue, the European concepts of "Green Deal" or "Industry 5.0" can be seen as an answer to the question of what normative basis could be found for the governance of network‐society which is as well functional as fragmental differentiated. Modern societies following the innovation paradigm have a need for orientation. Concepts like "Industry 5.0" underline that a forward‐looking modulation of technological developments to be possible (Rip 2006) and generate a framework for orientation. Similar to the "Industrie 4.0"‐process and the announcement of the Fourth Industrial Revolution of the German government in 2021, the European Commission formally called for the Fifth Industrial Revolution or "Industry 5.0", after discussions among participants from research and technology organizations as well as funding agencies across Europe, devising a top‐down initiative in response to the changing societal and geopolitical landscape (Xu et al. 2021: 532). Industry 5.0 centers around three interconnected core values of human‐centricity, sustainability, and resilience and therefore is not a technology‐driven revolution but a value‐driven initiative that drives technological transformation with a particular purpose (ibd.: 533). Industry 5.0 addresses the challenges of a functional and fragmental differentiated society. Flexibility, agility, project‐orientation, entrepreneurship are part of the concept. Industry 5.0 focuses on social heterogeneity in terms of values and acceptance, measurement of environmental and social value generation, participation and transparency of customers or interest groups and NGOs, inter-disciplinarity of research disciplines and system complexity, and ecosystem‐oriented innovation policy with outcome‐orientation. But: Industry 5.0 requires also new policies and policy instruments, a Governance 5.0, new partnerships, and new objectives for policies affecting industry, knowledge‐society and economy. Additionally, a portfolio approach to research and innovation projects is needed, combined with the willingness and a mandate to take informed risks – in development paths and financing. In its coalition agreement, the new German "traffic light" coalition has committed itself to a mission orientation in R&I policy and therefore is close to the ideas of Industry 5.0. But: The term Industrie 5.0 is not mentioned within the coalition agreement or in other discussions. The new coalition has described itself as a "progress coalition" and, in the run‐up to and in the coalition agreement placed an emphasis on innovation, science, science transfer and research as the basis of the national economy and the welfare of society. Goals like clima protection and Energiewende or fostering science transfer via (new) innovation agencies are in line with the ideas of the EC (cf.Banholzer 2022a). Response from other governments and industries to Industry 5.0 is still limited for the time being. Academia, though, has quickly embraced the discussions on Industry 5.0 and highlighted the relevance of Industry 5.0 (Xu et al. 2021). The landscape of R&I‐policies in EU membership states is heterogeneous, and often still focussing a linear understanding of innovation. This outlines the challenges and obstacles that have to be passed if Europe wants to climb on top of innovation rankings and parallel helps to solve problems like climate crises or global challenges in health care. The characteristic of Industry 5.0 as a top‐down‐concept is the core point that leads to a very critical aspect. Industry 5.0 as a value‐based conception of society and mission‐oriented policy design implicitly presupposes the discourse on values and on the willingness to bear the costs that arise. But this is done without outlining a conception of the public sphere, political discourse, or deliberative, agonal, or pragmatist debate in pluralistic democracies (cf. Banholzer 2022c). This circumstance is certainly due to the construction of the European Union and the fact that the concept was elaborated and introduced by the European Commission ‐ i.e. it represents a concept of the executive. This again shows the democratic deficit of the European Union, which shows parliamentary representation as not yet fully developed. However, if transparency and participation are demanded in transformation processes and, in addition, the state and politics act as equal network actors on the one hand, while decisively defining the legal framework on the other, this creates a dis-proportion that has a counterproductive effect on the acceptance of mission orientation.
; In September 1961, shortly after the begin of the construction of the Berlin Wall, delegations of African and Asian unions arrived at the Hochschule der Deutschen Gewerkschaften "Fritz Heckert" in Bernau, a suburb of Berlin. During the following eight and a half years, East-German Unionists worked as teachers alongside around 112 students from 19 African and five Asian nations. They lived, studied and worked together at the Institute für Ausländerstudium, created by the Freie Deutsche Gewerkschaftsbund (FDGB) in 1960, the so-called African Year. Seen as developmental policy in the name of International Solidarity, the FDGB had a clearly defined goal: As part of the 3. Afro-Asian Class it wanted to train "class-conscious, humble African union officials, willing to make sacrifices". These would then educate "Africa's working class as Avantgarde for African peoples", organise and assist the anti-colonial struggle as well as "the improvement of quality of work and life". The praxeological and microhistorical study of the 3. Afro-Asian class at the FDGB College Fritz Heckert provides new insights into the East-German Developmental Policy in general and about foreign students' life in the GDR specifically. Some established claims about the GDR's agenda on Decolonisation will be partially corrected. An analysis of one of the "micro-spaces of global socialization" (Hubertus Büschel/Daniel Speich) will show how the GDR did in fact – albeit on a low level – try to influence political developments in African, Asian and Latin American states through union training. Participants of the course received an extensive education in Marxist-Leninist theory, at times their quality of life and study was even better than for the majority of foreign students in the GDR. Additionally, African union officials were able to acquire agency towards their teachers, the Institute's leadership, and the FDGB-officials. Apart from their knowledge about the fragile foreign-policy position of the GDR, one major reason for this was the categorisation as Avantgarde or Cadre of Africa's (supposed) revolutionary class. Using or even taking over these projected roles enabled them to change the quality of life and education at the College in Bernau multiple times. However, even though these students found themselves in a "privileged position" (Simon Stevens) in some aspects of political and social life, and used this position for their own purposes too, they faced similar problems that foreign students in GDR in general experienced. The primary problem were experiences of racism, both in form of marginalization on a daily basis – also at college or within the class of visiting union officials – as well as violent attacks or the propagation of the image of "the lascivious African man" (Sara Pugach). The unionists of the global south were partly able to successfully intervene against racist incidents, but as an examination of their protest practices shows, it was precisely these confrontational conflicts which laid bare the limits of their agency. Even though participants of the course were able to protest against the Institute's officials openly and without the threat of repression, the agency of African students at the institute in relation to political questions and issues was similar, if not identical to, that of autochthonous GDR inhabitants. Through the "all-encompassing central power" of the SED and its mass organisations, like the FDGB, the possibilities for African unionists to influence outside of the social daily routine were nominal.
