TÜRKİYE'NİN AVRUPA BİRLİĞİ'NE ÜYELİK SÜRECİNİN GÜMRÜK BİRLİĞİ BAĞLAMINDA DEĞERLENDİRİLMESİTarih boyunca çeşitli nedenlerle karşı karşıya gelen Türk ve Avrupalı devletler, birbirleriyle uzun yıllar süren sosyal ve ekonomik ilişkiler içerisinde bulunmuşlardır. Günümüzde bu sürecin temsilcisi olan Türkiye, farklı dine ve kültüre mensup olmasına rağmen Batının muassır medeniyetine ulaşmayı bir hedef olarak belirlemiştir. Nitekim Avrupalı devletlerin bir araya gelerek oluşturduğu Avrupa Birliği'nin bir parçası olmak için çaba göstermektedir. Bu amaçla 1959 yılında Avrupa Ekonomik Topluluğu'na Ortaklık başvurusu yapmış, 1963 yılında Ankara Antlaşması ile bu ilişkiyi resmileşmiştir. Bu durum Türkiye'nin iç ve dış politikasını değiştiren bir sürecin de başlangıcı olmuştur. Bu Antlaşma ile hazırlık, geçiş ve nihai aşamalar belirlenmiştir. Türkiye, tam üyeliğe giden yolun başlangıcı kabul edilen Gümrük Birliğine nihai aşamada dahil olmuştur. Türkiye'nin Avrupa Birliği süreci Gümrük Birliği bağlamında başlamıştır. Gümrük Birliğine üye olması ile birlikte Türkiye'nin dünya ticaretinde ve Birlik üyesi ülkelerle yaptığı ticarette önemli oranda artışlar meydana gelmiştir. Bu da Türkiye'nin ekonomisine olumlu yansımış ve Makroekonomik göstergelerinde pozitif etki oluşturmuştur. Ankara Antlaşması'nın nihai aşamasıyla birlikte AB Gümrük Birliği üyesi olan Türkiye, bu kapsamda birçok yasal ve kurumsal değişiklikler de gerçekleştirmiştir. Ayrıca mevzuata uyum çerçevesinde yaptığı değişikliklerle, AB üyeliği için şart koşulan birçok kriteri de yerine getirmiştir. Bu bağlamda gerek öncesi değişikler olsun ve gerekse dahil olduktan sonraki değişikler olsun; Gümrük Birliğinin Türkiye'nin Avrupa Birliği üyelik sürecine önemli katkılar sağladığı görülmektedir. Bununla birlikte, nihai amacı tam üyelik olan süreçte, geçen uzun süreye rağmen üyeliğin kısa vadede mümkün görünmemesi, Gümrük Birliğinin güncellenmesi gerekliliğini de ortaya çıkarmaktadır. Güncellenen Gümrük Birliğinin, Türkiye'nin Avrupa Birliği üyelik sürecinde sosyoekonomik kalkınmaya doğrudan ve dolaylı etkileri olacağı yapılan çalışmalarla ortaya çıkmaktadır. Güncelleme olması durumunda aynı zamanda 2005 yılında başlanan müzakere fasıllarının yerine getirilmesinde de önemli katkılar sağlayacağı görülmektedir. Bu bağlamda Gümrük Birliğinin ticari, mevzuata uyum ve güncellemeyle birlikte müzakerelerin yerine getirilmesinde ve tam üyelik sürecinde büyük etkileri olması ve katkılar sağlaması beklenmektedir. --- THE EVALUATION OF TURKEY'S EUROPEAN UNION MEMBERSHIP PROCESS IN THE CONTEXT OF THE CUSTOM UNIONTurkey and European countries have been engaged in social and economic relations for long years despite various challenges throughout history. Although Turkey homes various religions and cultures, it sets as a goal to reach West's modern civilization. And it has been exerting efforts to become part of European Union, founded by European states. For this purpose, Turkey applied for membership of the European Economic Community (EEC) in 1959, followed by Ankara Agreement in 1963 that put an official aspect into relations. This development has become beginning of an adventure that fully changed Turkey's domestic and foreign policies. With Ankara Agreement, preparation, transition and final stages were ascertained. In final stage of Ankara Agreement, Turkey was included in Customs Union with European Union (EU), a move considered to be starting path to full membership. Through this membership, Turkey achieved significant jumps in trade with European Union members and the world, which was positively reflected in its economy and brought positive impact on macroeconomic indications. Also, it actualized many legal and corporate changes. Through amendments in line with harmonization of legislations, Turkey implemented many criteria put forward for EU membership. In this regard, it is seen that Customs Union made key contributions into Turkey's EU accession. Also, the fact that Turkey's membership does not appear to be possible in the short term, despite the long period that is the ultimate objective of full EU membership, also reveals the necessity of modernizing the Customs Union. According to some studies, an modernized Customs Union will have direct and indirect impacts on socio-economic development during Turkey's EU accession. At the same time, this modernization is expected to make important contributions into fulfilling the negotiation chapters that started in 2005. In this study, through compliance with the commercial legislation and the modernization, the Customs Union is expected to have great impacts on and to contribute into implementation of negotiations and full membership.
The issue of security in the new social and political context has not stopped attracting the attention of strategic security studies, this time with the emphasis on contemporary concepts in response to non-military security issues, such as demographic changes or environmental degradation. It is obvious that we live in a world of fundamental political and economic changes in relations between states and non-state actors. Instability, military threats and conflicts are back in the focus of security policy, although in a completely new way that requires new understanding and a new attitude towards these categories, as well as a new response from the state and especially from the international community towards these kinds of threats or the use of force in a post-Cold-War order. In order to create a system in which all countries can function under the same rules, act in accordance with them and react in certain situations in compliance with those rules, it was necessary to create a single system of collective security. This system is a good basis for all countries to react according to the same rules and standards in certain situations when their safety is compromised. Integration processes and collective security are constants of a modern society and every country seeks to become a part of a specific system, whether it be a security-based, political or economic framework of integration. The main factor that was very important for the member states of NATO was the disappearance of the key danger coming from the East in the form of the Soviet Union and the Warsaw Pact. On the other hand, the issue of NATO's existence and future arose, as did the issue of justifying its existence, bearing in mind the absence of threats and enemies that might jeopardize the Western world. Academia and a number of scholars believed that NATO would cease to exist. For them the existence of such an alliance no longer made any sense, and they thought that it would be best for all the member states to stop being a part of such an Alliance. vi By the Declaration of Independence adopted by Parliament on June 3, 2006, Montenegro clearly committed itself to Euro-Atlantic Integration. Montenegro's membership of NATO and the EU is one of the foreign policy priorities of the Government of Montenegro. At a time when all South-East European countries are included in the Euro-Atlantic integration process, Montenegro's commitment to becoming a part of the regional and international security system (UN, NATO, EU, and OSCE) is a realistic and the best solution for achieving long-lasting stability and prosperity in the region. Montenegro's strategic goal is to build a modern and functional security system that has the ability to respond in the most efficient manner to the challenges, risks and threats to the state. For every country, the Constitution is the basis of its future path towards the democratization of the society and membership of international organizations. As the supreme law of the country, it is necessary to include all the standards that will clearly indicate the commitment of the state to the direction it wants to go, how it will develop, and which principles related to human rights and freedoms it must have. The Constitution of Montenegro does not question in any of its parts Montenegro's commitment towards membership of NATO and the EU. This is very important not only from a constitutional point of view, but also from the point of view of the international standards and norms that apply in other countries and represent the democratic standards of developed countries. Also, in this way Montenegro as a country demonstrates that despite any possible change of government it will remain committed to the European and Euro-Atlantic integration processes. At this moment, this determination is very important, bearing in mind all other aspects that could potentially affect Montenegro's path towards the Euro-Atlantic family. Avrupa Birliği, ekonomik bütünleşme alanında başarılı olup şimdiye kadar görülen en başarılı birlik olmuştur. Ekonomik alanın aksine güvenlik ve savunma alanı ise Birliğin epeyce zorlandığı, tartışıldığı ve çekinceli bir alan olmuştur. Soğuk Savaş döneminde, güvenlik ve savunma alanında önemli bir çaba harcanmış; Batı Avrupa Birliği kurulmuş, Avrupa Savunma Topluluğu kurma girişiminde bulunulmuş ancak hedeflenen sonuçlara tam anlamıyla ulaşılamamıştır. Soğuk Savaş dönemi güvenlik ve savunma konuları bakımından AB için NATO gölgesinde geçmiştir. Fakat asıl önemli olan gelişmeler Soğuk Savaş'ın bitimi ile yaşanmaya başlamıştır. 1992 Maastricht Antlaşması ile Ortak Dış Politika ve Güvenlik Politikasında (ODGP) çok önemli bir adım atılmış ve siyasi bütünleşme sürecine gidilmeye başlanmıştır. Bu aşamada, güvenlik ve savunma politikaları hükümetlerarası düzeyde de olsa AB'nin ikinci sütununu oluşturmuştur. Devam eden süreçte ise Avrupa Güvenlik Savunma Politikası (AGSP) ve NATO ile işbirligi içinde oluşturulan Avrupa Guvenlik Savunma Kimliği (AGSK) oluşturulmuştur. Ayrıca yapılan çeşitli Zirvelerle bu süreçler hızlı bir biçimde gelişmiştir. 2009 yılında Lizbon Antlaşması'nın yürürlüğe girmesi ile de birliğin hem anayasal hem de hukuki olarak Ortak Güvenlik ve Savunma Politikasının (OGSP) temel dayanakları ve kuruluşu tamamlanmıştır. Son dönem gelişmesi olarak da yine Lizbon Antlaşmasında yer alan "kalıcı yapısal işbirliği" ilkesinden yine aynı isimle yola çıkılarak "Kalıcı Yapısal İşbirliği" (PESCO) yapısı oluşturulmuştur. Avrupa Birliği'nin ortak bir güvenlik ve savunma politikası oluşturması süreci incelenirken, AB'nin NATO ile olan ilişkilerinin de göz önünde bulundurulması zorunludur. Bu nedenle, NATO'nun bu savunma ve güvenlik sürecine olan etkisi ve Avrupa Birliği'nin savunma ve güvenlik politikası oluşturma sürecinde meydana gelen politikaların NATO'ya yansımaları ve etkileri de irdelenmek durumundadır. Bu bağlamda çalışmada genel olarak güvenlik kavramından başlanarak uluslararası, toplumsal ve küresel anlamda güvenlik ve güvenliğe etki eden faktörler ele alınmış, AB Güvenlik ve Savunma Politikasının oluşum süreci ile günümüze kadar yaşadığı belli başlı önemli gelişmelere değinilmiş; NATO ile olan ilişkileri üzerinde durulmuş ve günümüzde gelinen aşama incelenmiştir. Ayrıca bu politika çerçevesinde yapılan bazı ortak operasyonlara da değinilmiştir. ; The European Union, has become the most successful union ever seen achieving economic integration. Contrary to the field of economy, the field of security and defence, has been a highly challenging, controversial and risky area the Union struggles with. Much effort had been spent in the field of security and defence during the Cold War period, West European Union had been established; attempts to establish European Defence Community had been made however targeted results could not be obtained in the fullest sense. For EU, the Cold War period, had been overshadowed by NATO in terms of security and defence issues. However, major developments began to be experienced subsequent to the end of the Cold War. A considerable step in Common Foreign and Security Policy (CFSP), was taken by Maastricht Treaty of 1992 and the process of political integration, thus, was initiated. At this stage, although the security and defence policies have been at intergovernmental level, they constituted the second pillar of EU. In the ongoing process, the European Security Defence Policy Identity (ESDI) has been established in accordance with European Security Defence Policy (ESDP) and NATO. Additionally,through various summits held, these processess have been rapidly improved. As Lisbon Treaty entered into effect in 2009, the basic foundation and establishment of EU's Common Security and Defence Policy (EU CSDP) has been set both constitutionally and legally. As a recent development, based upon the principle of "Permanent Structured Cooperation" which is included in Lisbon Treaty, once again, the Permanent Structured Cooperation (PESCO) structure has been established. Taking the relations between European Union and NATO, as well, into consideration is obligatory for the establishment procedure of European Union's common security and defence policy to be examined. For this reason, NATO's effect over the mentioned defence and security process, and the reflections and effects of policies brought up during EU's defence and security policy formation process on NATO, are to be studied as well. In this context, within the scope of this study, starting from the concept of security in general, the aspect of security and factors influencing it in international, social and global terms are taken into consideration; the formation process of EU Security and Defence Policy and the concerning main developments occurring until today, are mentioned; its relations with NATO are accentuated and the final stage reached today is analysed. In addition to this, some of the common operations executed within the frame of this policy are also considered.
Demokrasi kilidinin anahtarı pozisyonundaki seçimler, bireylerin geleceklerini inşa etmeye aday siyasi partiler arasından seçim yapmak suretiyle iktidarı belirlediği en etkin siyasi denetim aracıdır. Seçimlerin siyasal hayatı şekillendirmedeki rolü, seçimlere büyük ilgi gösterilmesine neden olmaktadır. Seçimler, geçmişte sadece siyasi iktidarı belirleme aracı olarak görülürken, günümüzde özellikle de 2000 Amerikan Başkanlık seçimleri ve sebep olduğu gelişmelerinde tesiriyle, siyaset kurumunun ve akademik dünyanın ilgi odağı haline gelmiştir. Demokratik olsun ya da olmasın, diktatörlükle yönetilen ülkeler hariç, dünyadaki bütün ülkelerde iktidarlar seçimle belirlenmektedir. Dünya ülkelerinin siyasal ve tarihsel olarak farklı tecrübelere sahip olmaları ve kendilerine has siyasal geleneklerinin varlığı farklı seçim sistemlerinin kabulüne de beraberinde getirmiştir. Bu farklılık, seçimlerin işleyişi faaliyetlerinde de değişik yöntemlerin ve modellerin benimsenmesine neden olmuştur. Seçmen tercihlerinin sandığa adil ve dürüst şekilde yansıdığı bir seçim gerçekleştirme arzusu, seçimlerin ülke genelinde iyi teşkilatlanmış, liyakat esasına göre belirlenmiş personelin istihdam edildiği, teknolojik alt yapıya sahip ve toplumsal itibarı ve intibaı yıpranmamış ve siyasi iktidarın müdahale alanından tamamen uzaklaştırılmış özerk ve kurumsal yapıları zorunlu kılmaktadır. Adil ve dürüst seçimlerin mümkün kılınabilmesi ancak seçimlerin yönetim ve denetiminden sorumlu kurum ve kurulların etkin yönetim ve denetim mekanizmaları ile donatılmış olmasıyla mümkün olabilecektir. Seçimlerin yönetimi ve denetimi faaliyetleri, ülkelerin benimsedikleri seçim yönetim ve denetim modellerinin farklılık göstermesi sebebiyle ülkeden ülkeye farklılık sergilemektedir. Bu farklılığa rağmen, bu modellerin hepsinin ortak amacı, seçmen iradesinin sandığa yansıması sürecini sağlıklı bir şekilde yönetmek ve sürece ilişkin yaşanabilecek hukuksuzluklara engel olmaktır. Bu anlamda bu kurum ve kurullara demokrasinin sürdürülebilirliğinin sağlanması adına çok önemli görevler düşmektedir. Söz konusu kurum ve kurulların gösterecekleri olumlu performans seçim sürecinin adil ve dürüst bir şekilde yürütülmesi ve sonuçlandırılmasının teminatını oluşturacaktır. Türkiye'de seçim teşkilatı ile seçimlerin işleyişinin karşılaştırmalı hukuk perspektifinden tüm yönleriyle ele alındığı bu çalışmanın amacı; ülkemiz açısından daha etkin bir seçim yönetim ve denetim mekanizmasının hayata geçirilebilmesi için uygulayıcılara karşılaştırmalı hukuk pratikleri perspektifinden bir model önerisi sunmaktır. ; Elections, which are the key to democracy, are the most effective means for political supervision in which individuals make choices from among political parties, which compete to build their lives. The role of elections in shaping political life causes them to be paid enormous attention. In the past, elections were regarded as a means to determine the political power only, but today, especially under the influence of the 2000 American presidential elections and the developments it led to, they have become the center of attention for politics and academic World. Whether they are democratic or not, governments are determined through elections all over the world except for countries that are governed by dictatorships. The fact that countries of the world have different political and historical experiences and have their own unique political traditions have caused different elections systems to be adopted. This difference in turn has caused different methods and models to be adopted in the activities conducted during the implementation of elections. The desire to hold an election where voters' choices are reflected fairly and honestly in the ballot boxes requires autonomous and organizational structures that are well-organized, where personnel determined on the basis of merit are employed, that possess the technological infrastructure, have an undamaged social prestige and image and are totally out of reach of the interference of the party in power. Fair and honest elections will be possible only when institutions and boards that are responsible for the management and supervision of elections are equipped with effective managerial and supervisory mechanisms. Activities aimed at managing and supervising elections exhibit variations because the election management and supervision models which countries adopt change from country to country. In spite of this difference, he common goal of all these models is to manage the process of transferring voters' will to the polls properly and prevent injustices that might arise in the process. In this sense, these institutions and committees have very serious tasks and obligations in ensuring sustainability of democracy. Positive performance that will be displayed by the said institutions and committees will guarantee that the election process will take place and be completed fairly and honestly. The purpose of this study, in which election organization and election mechanisms have been handled in all aspects from the perspective of comparative law, is to propose a model to implementers from the perspective of comparative law practices in order to put into a practice a more effective election management and supervision mechanism.
Bu çalışmada düşünce kuruluşlarının kamu diplomasisindeki rolleri incelenmiştir. Bu çerçevede Türkiye, ABD ve Almanya çalışmada karşılaştırılmalı olarak çalışılmış ve böylelikle her ülkeden de birer düşünce kuruluşu örneklem olarak tercih edilmiştir. Kendi ülkelerinin içinde ve dışında bilinirlikleri ve saygınlıkları olan, aynı zamanda faaliyetleri itibariyle diğer düşünce kuruluşlarına nazaran görece çeşitlilikleri bulunan Türkiye menşeili Siyaset, Ekonomi ve Toplum Araştırmaları Vakfı (SETA), ABD menşeili Amerika Birleşik Devletleri Alman Marshall Fonu (German Marshall Fund of the United States-GMF) ve Almanya menşeili Alman Uluslararası ve Güvenlik İşleri Enstitüsü (Stiftung Wissenschaft und Politik-SWP) incelenmiştir. Patrick Köllner'in uluslararası ilişkilerde düşünce kuruluşlarının: - Salon işlevi görme ve kişi odaklı iletişim kanalları oluşturma, - Uluslararası ilişkiler çalışmaları hakkında kamuoyunu bilgilendirme, araştırma brokerliği yapma, - Uluslararası ve küresel meseleler hakkında ulusal ve uluslararası gündem oluşturma, - Gayr-ı resmi diplomatik ilişkiler geliştirme, - İkinci görüş sunma, - Danışmanlık işlevi görerek stratejik söylemleri doğrudan etkileme, - Yarı otoriter rejimleri meşrulaştırma ve entelektüel amigoluk yapma, - Düşünce ihraç etme, - Uluslararası ilişkiler ve stratejik araştırmalar anlayışının oluşmasına katkıda bulunma, - Diplomatik eğitimler sunma ve uluslararası ilişkiler eğitim programları yaparak öğrencilere mentörlük etme, rolleri esas alınarak örneklem olarak alınan kurumların kamu diplomasisi bağıntısı araştırılmıştır. Bu doğrultuda çalışmanın iki sorusu bulunmaktadır: 1. Düşünce kuruluşları yürüttükleri faaliyetlerle bir kamu diplomasisi aktörü müdür? 2. Düşünce kuruluşlarının kamu diplomasisi yapım süreçlerinde üstlendikleri roller nelerdir? Birinci soru bağlamında çalışmanın temel hipotezi: sivil inisiyatif olma özelliği bakımından düşünce kuruluşları kamu diplomasisinde birer aktördür. İkinci soru bağlamında çalışmanın temel hipotezi: Köllner'in düşünce kuruluşlarına uluslararası ilişkiler bağlamında atfettiği roller, örneklem düşünce kuruluşları tarafından kamu diplomasisi faaliyeti kapsamında oynanmaktadır. Çalışmanın hipotezlerini sorgulamak için karma bir araştırma yöntemi takip edilmiş ve "literatür taraması", "içerik analizi" ve "niteliksel araştırma" yöntemleri kullanılmıştır. Araştırmanın literatür taraması kısmını diplomasi, kamu diplomasisi ve düşünce kuruluşları oluşturmuştur. İçerik analizi kısmını üç kurumun web sayfaları ve medya yansımaları, rapor, dergi, konferans, panel ve sempozyum bildirileri oluşturmuştur. Son olarak niteliksel araştırma kısmını ise düşünce kuruluşlarının yetkilileri, kamu diplomasisi kurumlarında, düşünce kuruluşlarında görev alanlar ve akademisyenlerden oluşan 13 kişi ile derinlemesine mülakatlar yapılmıştır. Araştırmanın bulguları ışığında ulaşılan sonuca göre düşünce kuruluşları politika uygulayıcılarının politika oluşturmalarında yardımcı kuvvet rolü oynayabilirler. Sivil inisiyatifler olmaları hasebiyle de düşünce kuruluşlarının kamu otoritelerine oranla hareket serbestiyetleri yüksektir. Ayrıca bu çalışmada düşünce kuruluşlarının yardımcı kuvvet rolü oynamalarından hareketle bu organizasyonlar için "Akıncı Birlik" kavramsallaştırması önerilmektedir. Üç farklı ülkede bulunan GMF, SETA ve SWP'nin kamu diplomasisi faaliyetlerinde birer aktör oldukları tez çalışmasının bulgusudur. Ayrıca söz konusu düşünce kuruluşlarının faaliyetlerinin katkısı menşei ülkelerinin siyasi, iktisadi ve sosyal durumlarına göre değişmektedir. Buradan hareketle söz konusu ülkelerin sert güç yerine yumuşak güç bağlamında kamu diplomasisinde düşünce kuruluşlarını bir paydaş olarak görmesi kendilerine uluslararası ilişkilerde avantaj sağlayacaktır. ; The study emphasizes the role of think tanks in public diplomacy. In this context, the Turkey, United States of America, and Germany case studies have been examined. A think tank organization sample was picked from each country to test the relevance of the research hypothesis. The well renowned and prestigious think tank organizations of Foundation for Political, Economic and Social Research (SETA), German Marshall Fund of the United States (GMF) and, The German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik-SWP) has been studied. The relationship of public diplomacy of institutions gained as an example has been investigated based on the following roles of think tanks organizations in international relations developed by Patrick Köllner. According to Köllner, think tank organizations: - Should have salon function and create person-oriented communication channels. - Also need to inform the public about international relations studies. - Act as a research broker. - Set national and international agendas on international issues. - Develop informal diplomatic relations. - Presenting second opinions. - Directly influencing strategic discourses by acting as consultants. - Legitimizing semi-authoritarian regimes and intellectual cheerleading. - Exporting ideas. - Contributing to the formation of an understanding of international relations and strategic research. - Offering diplomatic training and mentoring students by providing international relations training programs. In this direction, the study develops two essential questions: 1. Are think tanks actors of public diplomacy with the activities they conduct? 2. What are the roles of think tanks in building public diplomacy? The first question is leading to the study's main hypothesis, which is: to be a civil initiative, think tanks are actors in public diplomacy. While the second question introduces another aspect of the research's hypothesis: The roles that Köllner attributes to think tanks in international relations are played by sample think tanks within public diplomacy activities. A combination of "literature review", "content analysis" and "qualitative research" is followed in the thesis study. The literature review comprises the investigation of notions such as diplomacy, public diplomacy, and think tanks as a part of the research. The content analysis makes up for the three institutions' websites browsing, media reflections, reports, magazines, conferences, panels, and symposiums' examination. The qualitative research part was conducted with in-depth interviews with 13 people representing official spokespersons of think tanks, public diplomacy institutions, former think-tankers, and academics. According to the conclusion reached considering the findings of the research, think tanks can play an auxiliary power role in policymaking by same-field practitioners. Since they are civil initiatives, think tanks have higher freedom of action compared to state authorities. Besides, the conceptualization of "Akıncı Unity" is recommended in this study for think tanks based on their role as an auxiliary force. The case of GMF, SETA and SWP organizations as actors in public diplomacy activities in the three different countries constitutes the findings of a thesis study. The contribution of these think tanks' activities varieties according to the political, economic, and social situation in their countries. From here, it will give them an advantage in international relations if countries consider the think tanks institutions a stakeholder in public diplomacy linked to the soft power context rather than hard power.
ÖZETBu çalışmada Türkiye'nin gündeminde ekonomik, politik, sosyal ve kültürel boyutlarıyla önemli bir yer tutan AB ile olan ilişkiler tarihsel gelişimi kapsamında incelenerek, Türkiye'nin AB'ne üyeliğinin, Avrupa Parlamentosu kararları örnek olaylarıyla irdelenmesi ve Atatürk Türkiye'si idari yöntemler açısından analizi yapılmıştır. Atatürk'ün dış politika uygulamalarının, kültür ve çağdaşlık anlayışı temelindeki yaklaşımlarının belirli bir sistem, hedef ve prensipler çerçevesinde oluşturulduğunu tespit ettikten sonra, bunların günümüz koşullarıyla ne ölçüde uygulanabileceğini analiz edebilmemiz için, Avrupa'da bir birlik oluşturma fikrinin ve bugünkü AB'nin tarihi, felsefi ve siyasi temelleri çerçevesinde Avrupalılarla Türklerin ilişkileri analiz edildi. Bu değerlendirmelerin ışığında AB'nin kurumsal yapılanmasında son yıllarda önemi gittikçe artan AP'nin rolü ve Türkiye'ye yönelik politikaları ve kararları irdelendi. AB ve Atatürkçülük, çağdaşlaşma ve emperyalizm kavramları ekseninde değerlendirildi.Bugün yaşanan tartışmalardan da anlaşılacağı üzere, Atatürk'ün Türk milleti ve vatanı için çağdaşlaşma bağlamında hala tam olarak neyi amaçladığı, kullandığı yöntemler, hedefleri, ilkeleri anlaşılamadığından veya maskelenerek yorumlanmak istendiğinden Türkiye-AB ilişkileri de farklı boyutlarda ve zeminlerde dolaşmaktadır. Çalışma beş ana bölümden oluşmaktadır. Konumuz açısından, Osmanlı modernleşmesi analiz edildikten sonra birinci bölümde Atatürk Dönemi Dış Politika ve çağdaşlaşma ana hatlarıyla kavramlar zemininde değerlendirildi. İkinci bölümde Türkiye-AB ilişkileri; Avrupa kavramının sınırları, AB fikrinin tarihi, siyasi, kültürel ve felsefi temellerine ilaveten resmi söylemde doğuşu ve gelişimi irdelendikten sonra tarihi perspektif içinde değerlendirildi. Üçüncü bölümde AB'nin kurumsal yapılanması ve bunun içinde son yıllarda öne çıkan ve Türkiye için, yaygın olarak iddia edilenin aksine, artık kararlarının tavsiye niteliğinden öte anlamları olan Avrupa Parlamentosu'nun artan yetkileri, federalizm ve demokrasi açığı kavramlarıyla incelendi. Dördüncü bölümde AP'nin Türkiye'nin ulusal çıkarları ve milli bütünlüğüne yönelik aldığı kararlar, belgeler üzerinden analiz edildikten sonra, AB taraftarlığı ve Atatürkçülük ana başlığıyla beşinci bölümde emperyalizm, çağdaşlaşma kavramları çerçevesinde Türkiye-AB ilişkilerine Atatürkçü bakış açısıyla ele alınıp, Atatürk'ün idari yöntemlerinden sapmalar analiz edidi. Son olarak, bazı sonuçlar ve gelecek için öneriler verildi. Bu tez hazırlanırken kullanılan başlıca yöntemler ise; betimleyici yöntem, karşılaştırmalı method, söylem analizi ve örnek çalışmasıdır.ABSTRACTIn this study, the relations with the European Union (EU), which take an important "place on Turkey's agenda with their political, social and cultural aspects, have been examined with respect to the historical progress. Turkey's candidacy for the EU membership has been investigated in light of the cases with European Parliament resolutions, and analyzed in terms of Ataturk Turkey's state administration methods. Having determined the fact that Ataturk's foreign policy practices and his civilization- and modernity-based approaches have been developed within a framework of particular system, objective and principles, in order to be able to examine to what degree those particular elements can be practiced in current circumstances, the Europeans-Turks relations have been analyzed with regard to the idea of forming a union in Europe, and historical, philosophical and political foundations of the present EU. In light of these evaluations, the role of the European Parliament which has recently been becoming increasingly important on the EU's institutional structuring, and its (i.e., EP) policies and decisions towards Turkey have been considered. The EU and Ataturk's Political Doctrine have been evaluated in the context of modernization and imperialism concepts. As it can be understood from the present discussions that what exactly Ataturk meant by the modernization of the Turkish nation and homeland, the methods he used, his objectives and his principles are still not clearly understood or wanted to be interpreted through the way of masking, the Turkey-EU relationships are, therefore, floating around in different dimensions and arenas.This work is mainly compesed of five parts. After analysed Ottoman modernization process, in first part of this study, the Ataturk's Term Foreign Policy and modernization have been considered in essence and on conceptual basis. In the second part, after having analyzed the birth and the development of the EU in political arena in addition to having analyzed the boundaries of the concept of Europe and the history and the political, cultural and philosophical foundations of the idea of EU, the Turkey-EU relations have been evaluated from historical perspective. In the third part, the institutional structure of the EU, and as involved in this structure, the increasing jurisdictions of the EP, the decisions of whom for Turkey now mean, as recently become prominent in contrast to the common claims, beyond the meaning of 'recommendation', have been analyzed with the concepts of federalism and democratic deficit. After the EP resolutions that are made towards Turkey's national interests and integrity have been analyzed with documents in the forth part, in the fifth part under the main topic of "EU Advocacy and Ataturk's Political Doctrine" the deviations from Ataturk's state administration methods have been analyzed within the framework of the concepts of imperialism and modernization, with addressing the Turkey-EU relations from the Ataturkist point of view. Lastly, I give some future perspectives and conclusions within the context of the thesis. Discourse analysis, case study, descriptive and comparative methods are utilized throughout this thesis.
Tarihsel süreç içinde yaşanan sosyo-ekonomik, teknolojik ve siyasal değişimlere bağlı olarak devletin üstlendiği görev tanımları yenilenmiştir. Dönemsel açıdan devlet güvenlik ve adalet gibi temel kamu hizmetlerini üstlenmiştir. Nüfus artışına bağlı olarak toplumsal kesimlerin çeşitlenmesi farklı talep ve beklentiler devletin özellikle mali açıdan yükünü arttırmıştır. Bu durum devletin kamu hizmetlerinin sunumu noktasında konumunu tartışmalı hale getirmiş ve minimal devlet olgusu ortaya çıkmıştır. Yeni sistem kamu hizmetlerinin sunumunda merkezi yetkileri yerel unsurlar, özel sektör ve sivil toplum kuruluşları arasında paylaştıran bir modeli ortaya çıkarmıştır. Bu modelde devletin doğrudan üreten değil düzenleyen ve denetleyen bir pozisyona geçmesi öngörülmüştür. Devletin yeni konumu ise yönetim süreçlerinde demokratik ve katılımcı anlayışı gerektirmiştir. Devlete biçilen yeni pozisyon sosyo-ekonomik kalkınma ve toplumsal refahın geliştirilmesi hedefini ertelemiş değildir. Küreselleşme süreci kalkınma hedefinin sağlanmasında devletin sivil toplum ve özel sektör vb. aktörler ile ortaklık kurmasına yol açmıştır. Küreselleşme süreci yönetsel kademe olan yerel yönetimleri iki başlıkta öne çıkarmıştır. Birincisi; katılım ve demokrasinin birincil uygulama alanı olarak yerel yönetimler ön plana çıkmıştır. İkincisi; yerel yönetimler sahip olduğu imkan ve potansiyel itibariyle kalkınma açısından merkez(ler) olarak kabul edilmiştir. Türkiye planlı kalkınma olgusu ile Cumhuriyetin ilanı ile tanışmıştır. Türkiye açısından 1923 İktisat Kongresi, Devlet Planlama Teşkilatının kurulması ve 1963 tarihli ilk Kalkınma Planı temel hamleler olmuştur. Kalkınma hamleleri içinde yerel unsurlar ve yerel yönetimler çeşitli dönemlerde öne çıkmışlardır. Bu açıdan kalkınma planları ülkemizin sosyo-ekonomik hedeflerinin belirlenmesinde yerel yönetimleri de bir aktör olarak görmüştür denilebilir. Cumhuriyetin ilk yıllarında köy kalkınması öne çıkarılırken sayısının ve nüfusunun artması ile kent sorunları kalkınma planlarında ele alınmaya başlanmıştır. Kalkınma planlarında kent daha çok yetki, görev ve mali yapıları ile ele alınmış bu konularda kısmi iyileştirmelere gidilmiştir. Dünya toplumlarının yaşadığı siyasal değişimler yerel yönetimlerin demokratik ve katılımcı yönünü ortaya çıkarmıştır. Bunun yansıması olarak ülkemizde de yerel yönetimlerin demokratik ve katılımcı bir modele evrilmesine yönelik temel hedefler kalkınma planlarına yansımıştır. Kent yönetimleri demokratik ve katılımcı yapılar olarak tanımlanmaya başlanmıştır. Ayrıca kalkınma planları yerel yönetimlerin asıl sorumluluk alanı olan kent hizmetlerinin nitelikleri ve türleri açısından vizyon ve hedef belirleme aracı olmuştur. Bu çerçevede Kalkınma planlarında kent odaklı; ulaşım, alt yapı, barınma, sosyo-kültürel, sosyo-ekonomik vb. pek çok alanda hedefler konulmuştur. Türkiye'de 1963'den bu yana 10 kalkınma planı hazırlanmıştır. Son olarak 23 Temmuz 2019'da 11. Kalkınma Planı uygulamaya girmiştir. Kalkınma planları sosyo-ekonomik açıdan öne çıksa da aslında tüm kurumsal yapılara yönelik hedef ve politikalar belirler. Türkiye'de hazırlanan kalkınma planları da yerel yönetim alanında da değişim ve dönüşüm odaklı olmuştur. Yayınlanan 11. Kalkınma planının içeriğinde geçmiş dönem planlarına ait atıflar bulunmaktadır. En önemli nokta ise; yerel yönetimlere ilişkin yeniden reform yapılacağı belirtilmesidir. Ayrıca insan odaklı şehir; yeşil şehir; akıllı şehir; kaliteli hizmet sunumu; katılımcılık; şeffaflık; hesap verilebilirlik; optimum coğrafi alan vb. kavramlara yer verilmektedir. Tüm bunlar 11. Plan döneminde yerel yönetimlere ilişkin değişimin devam edeceğini göstermektedir. ; Depending on the socio-economic, technological and political changes in the historical process, the responsibility of the state has been renewed. As far as the era is concerned, it undertook basic public services such as state security and justice. Diversification of social segments due to population increase, different demands and expectations have increased especially the financial burden of the state. This situation rendered the status of the state controversial in terms of offering public services and introduced the phenomenon of a minimal state. The new system introduced a model that distributes central powers among local elements, the private sector, and non-governmental organizations in the offering of public services. The model provides that the state should adopt a regulating and supervising position instead of directly producing one. And the new position of the state required democratic and participatory understanding in the governing processes. This new position seen fit to the state has not delayed the goal of socio-economic development and social welfare. The process of globalization enabled the state to form a partnership with actors such as the civil society and the private sector in fulfilling the aims of development. The globalization process called for local administrative governments, in two ways. First; local governments were at play as the means of primary application of participation and democracy. Second; local governments were accepted as the center(s) concerning development thanks to their capabilities and potential. Turkey was introduced with the concept of planned development with the proclamation of the Republic. For Turkey, the Economic Congress of 1923, the establishment of the State Planning Organization and the first Development Plan of 1963 have constituted the main steps. In the development steps, local elements and local administrations came to the fore in different periods. In this respect, it is safe to say that development plans also regarded the local governments as actors in determining the socio-economic goals of our country. While rural development was emphasized in the first years of the republic, increasing urban population and urban problems necessitated these problems to be addressed in development plans. In the development plans, a city was mostly treated keeping in mind the authorities, duties and financial structure; and partial improvements were made on these issues. Political changes experienced by the world's societies revealed the democratic and participatory aspects of local governments. As a repercussion of this, the main aims for the evolution of local governments into a democratic and participatory model in our country are reflected in the development plans. City administrations started to be defined as democratic and participatory structures. Besides, development plans have been a vision and goal setting tool in terms of characteristics and types of urban services, which are the main areas of responsibility of local governments. In this framework, in city development plans, cityfocused aims have been defined in various fields such as transportation, infrastructure, shelter, socio-economics, etc. Since 1963, 10 development plans have been issued in Turkey. Finally, on July 23 2019, the 11th Development Plan was issued. Although development plans come to the forefront from a socio-economic point of view in general, they actually set goals and policies for all institutional structures. In Turkey, the development plans prepared has been focused on the changes and transformations in the local government area. The 11th Development Plan contains references to these previous plans. The most important point seems to be the strong emphasis on the re-reform of local governments. Also; people oriented cities, green cities, smart cities, quality service delivery, participation, transparency, accountability, optimum geographical area and etc. concepts take part in the plan. All this shows that change in local administrations will continue in the 11th plan period.
The subject of this dissertation relates to the study of psychosocial characteristics of military servicemen. The military profession implies significant social and personal responsibilities, requires discipline and unconditional compliance with the hierarchy of the military organization, willingness to be transferred if required, possible separation from the family, changing work environment and difficult working conditions, sometimes hazardous to health and life, and often quoted is also a limited freedom to express personal opinions and to participate in trade unions and politics. The military profession has undergone numerous transformations in the contemporary environment. Family tradition, which contributes to the development of the personality profile that predisposes a person to successful military service, has also undergone significant changes. The question is what represents the capacity of the individual to adapt to the military profession in the modern military organization, and what factors contribute to a successful military career. The success rate assessment is important for gaining insight into the proper balance of actual skills, knowledge and behavior patterns of officers possessing the desired standards in the defense system, set by the government and various requirements of international integration processes. Apart from rewarding the work, an adequate success rate assessment is important for personnel development planning, conception and evaluation of educational programs, HR policies, and is particularly important as a validation of selection procedures and in terms of enhancing complexity of the selection criteria for admission to the military (Pajević, 2006). In the military practice thus far, the officers' success has been perceived through the officer's rank, level of education / training, awards, duties that the officer has performed or is currently performing. Family environment, financial solvency and resolved housing issues have been used as the data complementing the picture of the officer, without a deeper analysis of the connection of these factors with motivation and success in the military profession. The PhD dissertation Family Context, Authoritarianism and Success Rate in the Military Profession deals with the success rate of the military profession performance from the perspective of the family and its role in the professional selection, advancement and success. The family context is considered to be both the family of origin and the current officer's family, more precisely, the emotional quality of partner relations. The family of origin is considered through the perceived parental upbringing practices towards children (acceptance and rejection). The current officer's family is considered as a modern institution that meets numerous psychological needs, such as affiliation, loyalty, protection, union, support and intimacy. The quality of emotional relations in partnerships is assessed on the basis of subjective evaluation of mutual respect, communication, understanding, acceptance and agreement in daily emotional partner relations (current families of officers). The main objective of the research is to determine the parameters associated with success in the military profession. In the core of the research is the family, i.e. the perceived parental upbringing styles and practices in the family of origin and their contribution in shaping the personality of a person whose professional choice is the military vocation, performed with more or less success. In addition, the relations between these parameters and the quality and satisfaction with partnerships have been studied, as well as the ways those partnerships contribute to the satisfaction and success in the military profession. Specifically, we were interested whether the contribution of the current partnership to the satisfaction and success in the military profession is more significant than the contribution of the family of origin. A particularly important aim of the research was to study the contribution of upbringing styles and practices in the family of origin in shaping the authoritarian personality structure, as well as the connection between authoritarianism and the parameters of success in the military profession. The study used the Questionnaire on Success in the Military Profession (designed for research purposes), Parental Acceptance/Rejection Questionnaire - PARQ (Rohner, 1984), Revised F scale of authoritarianism (Rot and Havelka, 1973) and Dyadic Adjustment Scale - DAS (Spanier, 1976) to assess the emotional quality of partnerships. The reliability of the applied tools is high (Cronbach's alpha coefficients range from 0.744 to 0.893). The sample is purposive and composed of the Serbian Armed Forces officers (443 in total), divided into three subsamples (successful, average, and unsuccessful) in accordance with the criteria set by the Ministry of Defense and the Serbian Armed Forces. The correlation analysis results have shown a statistically significant positive correlation between the perception of the parental acceptance (mother, father), on the one hand, and educational and professional success, positive perception of the job and people, good cooperation and communication with both superiors and subordinates, on the other hand. Also, a statistically significant negative correlation between the authoritarian personality structure – authoritarianism, and the criteria of objective and subjective success was found. The respondents with higher levels of authoritarianism are more commonly found in the lower ranks and have lower performance grades, while the respondents with average (lower) levels of authoritarianism have higher ranks and higher performance grades. The respondents with higher levels of authoritarianism assessed the cooperation with the subordinates in helping to resolve personal problems with higher scores. In addition, it has been determined that there are complex relations between the conformity of intimate partners and success in performing their jobs. A statistically significant correlation between the conformity of the partners and the objective elements of success was determined. Officers with higher performance grades perceive a greater cohesion in partnerships, while the lower ranked officers of more satisfied with agreement in the partnership dyad and emotional expression. Also, there was a statistically significant correlation found between the conformity of intimate partners and the subjective success rates. The respondents with higher self-assessment of their professional performance, knowledge of the rules and regulations of the military service, good relations with the subordinates are more satisfied in the partnership dyad. A statistically significant correlation between the perceived parental acceptance / rejection and authoritarianism was determined. The respondents who perceive their parents as rejecting and hostile have a more pronounced authoritarian personality structure. Also, the respondents who assessed their parents as accepting have established a better conformity with their intimate partners in all aspects. The results of multiple regression analysis show that authoritarianism is a significant predictor of the objective success rate, while the emotional quality of partner relations is a significant predictor of the subjective success in the military profession. The obtained results conform with all of the hypotheses and previous research suggesting that the professional success depends on a proper balance between the family and professional roles. In addition, the results and conclusions can be further developed on the basis of research of other relevant factors of professional success, such as: psychological personality profile, system of values, social and emotional intelligence, communication skills. Also, the results enhance the knowledge about the factors of the general professional success, including the military profession (especially in terms of the development of authoritarian personality structure from the perspective of the parental acceptance / rejection theory, as well as the importance of the emotional quality of partner relations) in order to implement them in the military education curricula (primarily in the Military psychology subject) and training plans for the Ministry of Defense and the Serbian Armed Forces personnel, innovation in the selection processes and modification of the psychological selection criteria, and career management.

Avrupa'da siyasi ve ekonomik bütünleşme Avrupa Ekonomik Topluluğu'nun (AET) kurulmasıyla başlamıştır. 1951 yılında kurulan Avrupa Kömür ve Çelik Birliği (CECA) bütünleşme yolunda atılmış ikinci adımdır. Ekonomik yönden birleşme fikrine yoğunlaşılması sonucunda 25 Mart 1957 tarihinde Avrupa Atom Enerjisi Topluluğu (EURATOM) kurulmuştur. Bu topluluklar AB'nin temelini oluşturmaktadır. 1 Ocak 1958 tarihinde kurucu altı ülke (Almanya, Fransa, İtalya, Belçika, Hollanda, Lüksemburg) tarafından imzalanarak yürürlüğe giren Roma Anlaşması ile Avrupa Ekonomik Topluluğu bugünkü adıyla Avrupa Birliği kurulmuştur. Türkiye AB' ne katılım süreci içerisindeki aday adayı ülke konumundan 1999'da düzenlenen Helsinki Zirvesi ile aday ülke konumuna geçmiştir. Ayrıca AB, bu süreçte Türkiye'nin diğer aday ülkelerle aynı şartlara sahip olacağını belirtmiştir.1923-1950 yılları arasında tarımsal KİT'ler kurulmuştur. Türkiye ekonomisinde 1960'lı yıllardan sonra planlı döneme geçilmiştir. 1960-1970 yılları arasında tarımsal girdi kullanımının teşviki ve sulama alanlarına yönelik yapılan yatırımlarla sağlanan verim artışı sonucunda destekleme alımları yapılmış ve desteklenen ürünlerin sayısı arttırılmıştır. Bu dönemde yaşanan sosyal ve siyasal istikrarsızlık, Kıbrıs Savaşı, petrol krizi ve döviz darboğazından dolayı ekonomide durgunluk yaşanmıştır. Bu gelişmeler sonucunda Hükümet önlemler almaya başlamış, 1978 yılında "istikrar programı "nı açıklamıştır. İstikrar programı içerisinde yer alan ve uygulanan önlemler; KİT açılarlını kapatmak amacıyla KİT ürünlerine zam yapılmış, ithalat zorlaştırılmış ve devalüasyon yapılmıştır. 1979 yılında uygulana yeni bir program ile KİT ürünlerine yönelik zam uygulamasına devam edilmiş, faiz oranları yükseltilmiş ve Türk Lirası yeniden devalüe edilmiştir. Enflasyona engel olunamamasından ve durgunluğun devam etmesinden dolayı 24 Ocak1980 Kararları alınmıştır. 1980 sonrası dönemde 24 Ocak 1980 Kararlarıyla; devletin tarım sektörüne sağladığı destek azalmıştır. Fiyat yoluyla desteklenen ürün sayısı, 1980 yılında 24 iken, 1981 yılında 20'ye, 1985 yılında 18'e,1990 yılında ise 10'a düşmüştür. Nisan 1994'de yaşanan ekonomik kriz nedeniyle desteklenen ürün sayısı azaltılmış Bu süreç 2001 yılı sonuna kadar devam etmiştir. 2000'li yıllara gelindiğinde etkinliğini yitiren tarım politikalarının yerini, rekabete dayalı, adil, çiftçinin gelir düzeyini yükseltmeyi amaçlayan çevreci olan daha etkin tarım politikaları almıştır. Yeni tarım politikalarının hedeflerine ulaşmak için kullanılan araç, Doğrudan Gelir Desteği Uygulaması'dır. Bu uygulama AB'nde uygulanan Tek Çiftlik Ödeme Yöntemi için temel oluşturma niteliğindedir.1980'li yıllarda AB üyelik sürecine yönelik atılan önemli adım Gümrük Birliği Anlaşması olmuştur. Gümrük Birliği sayesinde Türkiye ekonomisi AB pazarında rekabet edebilme gücünü deneme fırsatı bulmuştur. Ayrıca Gümrük Birliği ile rekabet, fikri sınai mülkiyet hakları, tüketicinin korunması gibi bir çok konuda gerçekleştirilen mevzuat uyumu sayesinde Türkiye küreselleşme sürecinde yol kat etmiştir.Türkiye toprakları içerisinde dağlık alanların geniş yer kaplamasına rağmen mevcutta tarıma elverişli alanların etkin kullanılması durumunda tarımsal üretimimiz kendimize yeterlilik düzeyini de aşarak dış ticaretimiz içinde önemli bir yere sahip olmasını sağlayacaktır.TURKEY AGRİCULTURE İN THE PROCESS OF EUROPEAN UNİONEuropean Union (EU), an international political and economic integration. ÖZETYirmi birinci yüzyılın başlarında dünyamız sosyal, siyasal ve ekonomik bakımdan çok hızlı gelişmelere sahne olmakta, siyasi yönden de ülkeler arasında yeni dengeler oluşmaktadır. Türkiye ise bulunduğu jeopolitik konumu ve jeostratejik üstünlükleri ile tüm dünyanın dikkatlerini üzerine çekmektedir.Dünyada hızlı nüfus artışı ve yaşanan tabi afetler sebebiyle tarımsal üretim her geçen gün daha da önem kazanmaktadır. Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ancak bu potansiyeline rağmen ülkemizin yeraltı ve yerüstü kaynaklarından istenilen ölçüde yararlanılabildiğini söylemek ise mümkün değildir. Gelecekteki tarımsal açığı giderebilmek ve gıda ürünü ihraç edebilmek için başlatılan GAP projesi ise Türkiye'nin geleceğinde önemli bir rol oynayabilecektir.Özellikle Güneydoğu Anadolu Bölgesi'nde Fırat ve Dicle su kaynakları üzerinde 22 baraj ve yüzlerce sulama tesisini esas alan GAP projesinin tamamlanması Türkiye için büyük önem taşımaktadır. Ortadoğu'nun gelecekteki tarımsal üretim ihtiyacını karşılamada büyük önem taşıyan bu proje ile Türkiye'nin bölgedeki gücünün ve öneminin daha da artacağı söylenebilir.GAP projesinin temellerinin atıldığı 1970'li yıllardan bu yana ülkemizde sürekli olarak tarımsal teknoloji ve sulama eksikliği vurgulanmakta ancak, bu konuda yürütülen bilimsel ve teknik çalışmalar yetersiz kalmaktadır.Son dönemde Türkiye ile her konuda yakın diyalog ve işbirliği içinde bulunan İsrail ise gerek ülke içinde gerekse de başka ülkelerde yaptığı tarımsal araştırmalar ile dünyanın ilgisini çekmektedir. Çöllerle çevrili bir bölgede yer alan İsrail, sulama ve tohum ıslah çalışmalarında önemli adımlar atmıştır. Farklı tarımsal ürünlerde verimli tohumlar İsrail'de üretilmekte ve buradan da pek çok ülkeye ihraç edilmektedir.Her yıl yeni teknik ve teknolojilere büyük bütçeler ayıran İsrail Hükümeti, GAP bölgesine de büyük ilgi göstermektedir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Bu alanda uygun çeşitlerin seçimi ve doğru üretim tekniklerinin kullanımı yanında ambalajlama, depolama ve pazarlama tekniklerinin geliştirilmesi büyük önem taşımaktadır.* Bu çerçevede İsrail ile sulama ve tohum üretimin yanı sıra seracılık, hayvancılık ve tarımsal mekanizasyon gibi konularda da işbirliği çalışmalarına başlanılabilir.Günümüzde teknoloji üretemeyen, transfer edilen teknolojileri de özümseyemeyen toplumların geleceğe umutla bakamayacakları bir gerçektir. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.
