Formalnoprawne aspekty modernizacji szkolnictwa zawodowego
This publication was created as part of the Human Capital "PIP: The Future of professional Education - local partnership to increase the adaptability of vocational teachers" program at the request of the Regional Labour Office in Bialystok, in the framework of Measure 8.1 Development of employees and enterprises in the region, sub-measure 8.1.3 Strengthening the partnership for local adaptation, co-financed by the European Union under the European Social Fund. The aim of the project is to develop the end of June 2015 collaboration solutions of local institutions and companies for the modernization of enterprises and vocational schools in the Podlaskie region in terms of forms of work organization, forms of performing work, work-life balance and adaptability of professional teachers threatened with unemployment.

Programy niemieckich partii politycznych w wyborach do Parlamentu Europejskiego w 2014 roku. Wybrane aspekty ; Platforms of German political parties in the 2014 election to the European Parliament. Selected aspects
Parlament Europejski przeszedł w ciągu ponad sześciu dekad swego istnienia znaczącą ewolucję, zarówno w wymiarze ilościowym, jak i jakościowym. Od 1979 r. wyłaniany jest w oparciu o powszechne wybory. Ostatnie wybory odbyły się w maju 2014 r. W Niemczech wybierano 96 posłów. Nieco wcześniej Federalny Trybunał Konstytucyjny zlikwidował klauzulę wyborczą, dzięki czemu aż 14 partii niemieckich dostało się do Parlamentu Europejskiego. Najwięcej głosów zdobyły tradycyjne partie - chadecy i socjaldemokraci. Aż siedem partii uzyskało po jednym mandacie. Głównym celem artykułu jest analiza programów wyborczych partii niemieckich biorących udział w rywalizacji wyborczej, zwłaszcza kwestie Wspólnej Polityki Zagranicznej i Bezpieczeństwa oraz problemów instytucjonalnych UE. Autor dokonuje ponadto analizy wyników wyborów i prezentuje wnioski dotyczące ewolucji niemieckiej sceny politycznej. ; In the period of over six decades of its operations, the European Parliament has evolved considerably, both in quantitative and qualitative terms. Since 1979, the EP has been elected in general elections. The latest were held in May 2014. Ninety-six members of the EP were elected in Germany. Before the elections, the Federal Constitutional Court in Germany abandoned the threshold clause, allowing as many as fourteen German political parties to enter the EP. The traditional parties, the Christian Democrats and Social Democrats, won the majority of votes. As many as seven parties won a single mandate. The main purpose of this paper is to analyse the election platforms of German parties competing in the elections, in particular as concerns the matters of the Common Foreign and Security Policy and institutional problems faced by the EU. The analysis of the election results is also made, followed by conclusions on the evolution of German political arena.

Rada Współpracy Państw Zatoki – Jaka przyszłość po Arabskiej Wiośnie?
The aim of this paper is to widely discuss the political situation of the Gulf Cooperation Council in the aftermath of the Arab Spring and to present the complexity of the relations between the member states of the Council and to describe their regional relationships especially regarding the aspect of rivalry and difficult neighborhood with Iran and cooperation with the United States. A larger part of the article is dedicated to the phenomena of the fundaments of unity between the Gulf states but also the sources of disharmony and disunity that prevent the further deepening and strengthening of intra-Gulf relations which should materialize in the formation of a Gulf Union. The article aspires also to give a forecast of possible scenarios of political and economic development in the GCC region upon the basic economic and social data. This forecast is presented in relation with the challenges that this region is facing.

Wybrane aspekty rozwoju samorządu lokalnego w Polsce po 1989 roku
Artykuł przedstawia główne aspekty rozwoju samorządu lokalnego w Polsce w okresie ostatnich 25 lat. Pokazano w nim samorząd terytorialny jako szkołę demokracji i czynnik odgrywający bardzo ważną rolę w rozwoju lokalnym. Zwrócono uwagę na europeizację samorządu lokalnego, związaną z obecnością Polski w Unii Europejskiej. Samorząd lokalny odgrywa bowiem niezwykle istotną rolę w sferze zarówno pozyskiwania, jak i wydatkowania funduszy europejskich, z drugiej zaś strony wypełnia szereg zadań związanych z koniecznością dostosowywania się do unijnych standardów. Podkreślono, iż w warunkach polskich zajmuje on szczególną pozycję w funkcjonowaniu społeczeństwa obywatelskiego na poziomie lokalnym, gdyż jako podmiot od lat obecny w społecznościach lokalnych i tym samym dysponujący znaczącymi zasobami kapitału społecznego może bardziej efektywnie wypełniać zadania, zwykle realizowane przez organizacje pozarządowe. Wskazano też na rolę samorządu w kontekście koncepcji zasobów lokalnych i wykazano, że w odniesieniu do większości z nich trudno przecenić znaczenie samorządu. Równocześnie podkreślono, iż w Polsce wciąż dominuje model funkcjonowania społeczności lokalnych bardziej zbliżony do zarządzania (przez władze samorządowe) niż do samorządności (rozumianej jako obywatelska partycypacja). Przedstawiono również pokrótce formy demokracji bezpośredniej praktykowane na szczeblu lokalnym – referenda, konsultacje społeczne i zebrania. W ostatniej części zasygnalizowano pozytywne zmiany zachodzące w świadomości społecznej w odniesieniu do samorządu, związane ze wzrostem zaufania wobec władz lokalnych oraz ze stopniowym zwiększaniem się poczucia wpływu na sprawy publiczne na szczeblu lokalnym.This article presents the main aspects of the development of the local government in Poland in the last 25 years. It presents local government as a school of democracy and a key aspect of local development. The article focuses on the Europeanization of those aspects of local government in Poland associated with the European Union. Local government plays, on the one hand, a very important role in the area of both obtaining and spending EU funds, and on the other it performs a number of tasks associated with the need to adapt to EU standards. It has been emphasized that in Polish conditions, it occupies a special position in the functioning of a civil society at the local level. This is because it is an entity that has been present in local communities for many years, and thus has significant resources of social capital; it can, therefore, more effectively fulfill the tasks normally carried out by non-governmental organizations. The article also highlights the role of local government in the context of the concept of community capacity. At the same time, it emphasizes that Poland is still dominated by a model of functioning local communities closer to management (by local authorities) than to self-governance (understood as civic participation). It also presents in short the forms of direct democracy practiced at the local level – referendums, public consultation and meetings. In the last part, it highlights the positive changes in public awareness with regard to local government, which is related to increased confidence in local authorities and with the gradual increase of the sense of the impact on public affairs at the local level.

Suitable Political System for Starting Point of European Integration and its Contemporary Impulse: Historical Perspective
What it meant by European Integration? We mean the historical process whereby European nation-states have been willing to transfer, or more usually pool, their sovereign powers in a collective enterprise. The European Union, which today contains twenty-eight member states, which has a complex institutional structure that includes a supranational central administration (the European Commission), an elected Parliament, a Court of Justice and a Central Bank, is the outcome of this processes. Many American and European scientists of the European Union have chided "intergovemmentalist" accounts for emphasizing the duration of member state authority over the process of European integration. This article attempts to prove these criticisms in a "historical institutionalist" account that mentions the importance of research on European integration as a political process which spreads over time. Such an aspect distinguishes the limitations of member-state control over permanent institutional improvements, due to a fixation with short-term interests, the existence of unexpected consequences, and actions that "lock in" past decisions and make affirmation of member-state control difficult. Short exploration of the development of social policy in the EC advocates the limitations of conducting the EC as an international regime promoting collective activity among sovereign states. It is important to view integration as a "path-dependent" process that has composed a dispersed, but still obvious "multitiered" European polity.

Na przestrzeni dwóch dekad funkcjonowania samorządności w Polsce nastąpiły przeobrażenia w katalogu podstawowych wartości samorządu terytorialnego. W pierwszych dziesięciu latach, gdy budowano fundamenty samorządności w Polsce, najważniejsze były podstawowe, ustrojowe wartości, tj. wolność, równość czy powszechność. W drugim natomiast ustąpiły one miejsca wartościom fundamentalnym dla rozwoju samorządu terytorialnego takim, jak: więzi lokalne, poczucie wspólnoty, kapitał społeczny, inkluzja polityczna, czy wreszcie społeczeństwo obywatelskie. Równolegle następowały zmiany w wymaganiach stawianych pracownikom samorządowym. Pojawiły się i ulegały uściśleniu, akty prawne rangi ustawowej określające wymagania wobec nich, obowiązujące ich, jako realizatorów służby publicznej, zasady. Celem artykułu jest próba skatalogowania zbioru wartości kojarzonych z samorządem terytorialnym w Polsce. Ów katalog będzie subiektywny w charakterze. Jednocześnie autor jako wartości traktuje także i zasady, które poprzez uznanie ich przez daną społeczność za cenne, zyskują przymiot wartości. ; Over the two decades of local governance in Poland, the catalogue ofthe fundamental values of local self-government has transformed. In the first decade, when the foundations of local governance in Poland were laid, the most important aspect was the basic values of the political system: liberty, equality and universality. In the second decade, they were replaced by the values that are fundamental for the development of local governance, such as local bonds, a sense of community, social capital, political inclusion and, last but not least, civic society. These changes were accompanied by different requirements being made of local government officials. There emerged increasingly detailed legal acts of statutory status that defined such requirements and the principles the officials are supposed to abide by as public servants. The paper attempts to catalogue the set of values associated with local government in Poland. This catalogue is subjective. The author also includes among those values the principles that are recognized as valuable by a given community, thus becoming values in themselves.
