Reserved contracts are a legal instrument that allows the promotion of those economic operators who, as part of their business, pursue also social goals. Pursuant to Article 22 (2) of the Act of 29 January 2004 – Public Procurement Law (Journal of Laws 2018, item 1986 as amended), they may only be applied for by sheltered workshops and other economic operators whose activities include the social and professional integration of members of socially marginalised groups. Unfortunately, the use of reserved contracts is in practice marginal, which is also caused by difficulties in interpretation of national laws. The article discusses the institution of reserved contracts and the terms of application thereof, in the context of the EU legislation. ; Zamówienia zastrzeżone są prawnym instrumentem pozwalającym promować tych wykonawców, którzy w ramach prowadzonej działalności realizują także cele społeczne. O ich udzielenie, na gruncie art. 22 ust. 2 ustawy z dnia 29 stycznia 2004 r. – Prawo zamówień publicznych (Dz.U. 2018, poz. 1986 z późn. zm.), mogą ubiegać się wyłącznie zakłady pracy chronionej oraz inni wykonawcy, których działalność obejmuje społeczną i zawodową integrację osób będących członkami grup społecznie marginalizowanych. Niestety, zastosowanie zamówień zastrzeżonych w praktyce jest marginalne, czemu sprzyjają także trudności interpretacyjne przepisów krajowych. W artykule została omówiona instytucja zamówień zastrzeżonych oraz warunki jej zastosowania w kontekście regulacji prawa unijnego.

"Platon, Cyceron i Machiavelli są uważani za klasyków filozofii polityki. Ich dociekania nieustannie pobudzają wyobraźnię badaczy oraz prowokują do kolejnych wykładni i interpretacji. Mnie szczególnie ciekawe wydało się pokazanie na przykładzie rozważań zogniskowanych na èthosie przywódcy politycznego pewnej ciągłości myśli, jaką można dostrzec w poglądach owych myślicieli, oraz wskazanie różnic także w nich występujących, a wynikających z osobistego charakteru ich spostrzeżeń i indywidualnego rozumienia rzeczywistości państwowej. Mimo żywego zainteresowania dziełami Platona, Cycerona czy Machiavellego oraz nielicznych prac porównujących przemyślenia starożytnych z opiniami pisarzy renesansowych, ciągle brakuje tego rodzaju opracowania. Mój niedosyt wzbudził dodatkowo fakt, iż twórczość Francesca Guicciardiniego, która jest cennym źródłem informacji dotyczących sytuacji społeczno-politycznej renesansowej Florencji, a poprzez konfrontację z opiniami Machiavellego daje pełniejszy obraz tamtej epoki oraz pozwala lepiej zrozumieć ówczesne tendencje, na gruncie literatury polskiej nie znalazła wystarczającego uznania. The aim of the article is to determine the functions of spatial policy instruments and to determine the aspects in which a spatial policy instrument could be used. Analyses pertain to especially local plans of spatial management. The most important function is the protection of spatial order. Besides, spatial policy instruments could have other functions, connected with the environment, social policy or antique protection.

An article presents selected theoretical and empirical aspects of functioning information in social and economical dimensions of contemporary democratic political systems. Quantitative and qualitative levels of analysis were highlighted. New developmental forms of the information society were the object of consideration. Some skills related to the use of information and communication technologies were presented. The labour market's situation in the digital economy was include in the analysis. Profession of the information broker was used as an empirical example of that situation. Lastly, a sequential model of information broker's activity was proposed.

It ran a shelter for Lithuenian women seeking domestic servant work, mediated in finding a job, offered courses in reading, writing and religious studies. The Society organized meetings combined with reading, singing Lithuanian folk songs, stage plays and dances, as well as encouraged the members not to neglect religious matters. Apart from these positive aspects, some negative phenomena took place such as engaging the politically unprofessional members in political games and instilling the hostile attitude towards Polishness.

The aim of spatial policy is both to protect specific values of space and to rationally shape it by stimulating social and economic processes. Protective activities include striving to maintain a balance between economic, social and environmental elements. For spatial planning to be an effective public policy tool, it must cover all aspects of socio-economic life. In the social stream, one of the most important are decisions in the field of health by reducing differences in access to health and education services in regions, including health education. This education can contribute to shaping correct health attitudes and eliminate the diversity in this area between young people living in urban and rural areas. In order to determine the spatial (urban-rural) differentiation in shaping health attitudes, a field study of young adults of various types of secondary schools, i.e. vocational schools, technical schools and general schools in the Mazowieckie voivodship has been carried out. In the light of the study, the thesis on the existence of the differentiation in health behaviours between young people living in cities and those living in villages has not been confirmed. Big differences in these youth behaviours have not been revealed. However, differences appeared between types of schools. It turned out that the studied youth from the Mazowieckie Voivodeship learning in vocational schools, to a lesser extent than young people attending general schools and technical schools, recognize situations threatening their health in the form of weaker nutrition, e.g. eating fewer vegetables or frequent contacts with psychoactive substances. A general conclusion from the research is that the most important seems to be promoting and spreading the knowledge about health through lifestyle education, with an emphasis on the youth attending vocational schools, as those in need of the strongest substantive and infrastructural support.
Guaranteeing the availability of European labour markets constituted a very important element of the Polish foreign policy during the negotiation of conditions under which Poland would become a member of the European Union. At the time of the Polish accession, Poles as citizens of United Europe gained the right to take up legal work in other Member States. This opportunity was taken by Polish young people – "thirdgeneration emigrants" tempted by better earnings and prospects for the future. The proposed text is an attempt to capture migrants' reality in the context of adaptative difficulties experienced by migrants with regard to globalisation-related transformations and the construct of a global teenager. The research results were obtained from two research projects carried out: (1) a research project carried out under the promotional grant in the years 2008-2012 (National Center for Science in Krakow – NN 106 348 140 (grant manager: Prof. Magdalena Piorunek, PhD) under the title: 'Polish emigration and reemigration as an experience. Sociological and pedagogical aspect', the results of which have been published in: Kozielska J., (2014) Post-accession migration. The theoretical and empirical context. Social support. The research sample in the quantitative analysis consisted of 174 persons who emigrated for at least one year and stayed in Poland for at least 6 months from the time of their return to the time of the research. The sample was targeted, and the target group consisted of return emigrants who emigrated during the pre-accession period and decided to stay in a European state rather than a "traditional" country of migration like the United States of America. The quantitative research was supplemented with a qualitative analysis of texts derived from hermeneutic methods, which included online forums (created by and for emigrants, both those who are still abroad and those who are planning to return or have already returned to Poland) and blogs containing fragments of emigrants' biographies; (2) a research project carried out in London and Scotland under the POSTDOC scholarship of the Adam Mickiewicz University "Unique Graduate = Opportunities. An increase in the didactic potential of the Adam Mickiewicz University through proinnovative education in English, interdisciplinariness, e-learning, investment in human resources" under the title: 'Transnational biographical counselling. A paradigm of qualitative research. An in-depth interview – 15 families with children (aged between 3 and 13 years) (2015-2017)'.

The purpose of the research described in this work was to attempt to show transformations of pre-school education in Łódź after Poland had regained independence in 1918. The research was focused on the issue of organising pre-school education by Łódź local government, when the only institutions for pre-school children in Łódź included social shelters run by charitable organizations, parishes, communities of various denominations, and private individuals. Others issues included the stimuli and circumstances which decided about the organization of the first and the subsequent twelve municipal kindergartens in Łódź. The research was based on source materials kept in the National Archive in Łódź; the analysis included documents collected there (mainly documents of the Department of Education and Culture of the Municipal Board of Łódź). As a result, it was concluded that in 1922 the Board started pedagogical supervision of app. 15 community kindergartens and the inspection of their operation revealed many oversights. That issue became the main reason for action taken by the Łódź local government aimed at opening municipal pre-school institutions. The research has led to the conclusion that the transformations which could be observed in pre-school education after 1918 include, most of all, an attempt to standardize the pedagogical aspects of the operation of community shelters with a various status and to increase the level of education through regular supervision and methodological improvement, as well as starting a network of kindergartens in the city by opening the first municipal kindergarten in 1924. ; Celem badań w niniejszym szkicu była próba ukazania przeobrażeń w dziedzinie wychowania przedszkolnego w Łodzi po odzyskaniu niepodległości w 1918 r. Problem badawczy stanowiła kwestia organizowania edukacji przedszkolnej przez łódzki samorząd, kiedy jedynymi placówkami dla dzieci w wieku przedszkolnym w mieście były ochronki społeczne, prowadzone przez organizacje filantropijne, parafie i społeczności różnych wyznań oraz osoby prywatne. Innym zagadnieniem było to, jakie impulsy i okoliczności zadecydowały o zorganizowaniu pierwszej i 12 kolejnych miejskich placówek przedszkolnych w Łodzi. W poszukiwaniu odpowiedzi sięgnięto do materiału źródłowego stanowiącego zasób Archiwum Państwowego w Łodzi, poddając analizie badawczej zgromadzone tam dokumenty (głównie Wydziału Oświaty i Kultury Zarządu m. Łodzi). W wyniku badań stwierdzono, że w roku 1922 zarząd miejski objął nadzorem pedagogicznym około 15 społecznych placówek przedszkolnych, ale kontrole ich pracy wychowawczej wykazywały wiele uchybień. Ta kwestia stała się głównym impulsem do podjęcia przez łódzki samorząd działań ukierunkowanych na zakładanie własnych instytucji wychowania przedszkolnego. Wniosek z badań: przeobrażenia, jakie można odnotować w obszarze edukacji przedszkolnej po 1918 r., to przede wszystkim próba ujednolicenia działalności pedagogicznej ochronek społecznych o różnym statusie, podniesienie poziomu pracy wychowawczej przez systematyczny nadzór i doskonalenie metodyczne oraz zapoczątkowanie – poprzez powołanie w 1924 r. pierwszego miejskiego przedszkola – sieci placówek przedszkolnych w mieście.
