A 2010 Act legalized online gambling within a French market that was well-organized with its monopolies and gambling industries strictly regulated by the state. What was the situation of this market before the offensive of the Internet and of the European Commission? What were the goals of the government and the law-making authority? Are the sovereign missions of the state regarding security and public health well preserved? What impact will the new opening have on the historical and the new actors of the industry? Can the French model serve as an example for the other member states and inspire the Community authorities? What can the planned revision of November 2011 bring about? 'Social Justice' is the concern of moral philosophy and jurisprudence on the one hand, and of political philosophy on the other. Accordingly it is necessary to distinguish this term from two sets of terminology, namely, that of moral philosophy and jurisprudence, such as, distributive justice, natural justice, and that of political philosophy, such as, welfare state, socialism, etc. Adapted from the source document.

This paper explores the several aspects of the process of reconciliation: the units engaged in reconciliation, the dimensions of reconciliation, and the degree and symmetry between the units along each dimension. Various combinations of these aspects characterize diverse patterns of reconciliation over time. Attention to these aspects help account for the expansion of reconciliation efforts and alternative sequencing of reconciliation acts. Four sets of factors help explain these variations: trends in ways of thinking, trends in material conditions and social relations, contextual events, and local conditions. The analysis yields implications for theory and practice. Adapted from the source document.
